PF picks Miles Sampa for Lusaka Mayor

The ruling PF has adopted former Matero Member of Parliament Miles Sampa as its candidate for the vacant post of Lusaka Mayor.

Announcing the development, PF Secretary General Davies Mwila said the PF Central Committee adopted Mr Sampa extensive deliberations.

Mr Mwila said the Central Committee also considered that Mr. Sampa had shown repentance for his past deeds and that the party had forgiven him in the spirit of uniting the Party and embracing new members.

He has since called on all party members to embrace Mr. Sampa.

Lusaka, Zambia, 23rd June 2018 – The Secretary General of the Party Hon Davies Mwila wishes to announce that the Central Committee of the Patriotic Front met today, 23rd June 2018 and chaired by the Republican President and Party President His Excellency Mr. Edgar Chagwa Lungu to consider applications for adoptions in the Lusaka Mayoral race, Council Chairperson by-elections and local government by-elections.

Following extensive deliberations, the following have been adopted in as Council Chairpersons:

3. Lumezi District: Cde Clement Mwale
4. Chasefu District: Cde Ms. Chimwemwe H. Banda

Hon Mwila wishes to state that Central Committee also considered that in the case of Hon Sampa, he had shown repentance for his past deeds and therefore forgiven in the spirit of uniting the Party and embracing new members. Hon Mwila has since called on all party members to embrace Hon Sampa.

On behalf of the Central Committee, Hon Mwila has thanked all those who had applied to be considered on the PF ticket as each one of them made the process competitive and democratic. Central Committee has since called on all aspiring candidates to join the campaign teams and work towards the Party’s victory on 26th July 2018.

Lastly, Hon Davies Mwila has called for unity of purpose and discipline among the rank and file of the Party.

Zimbabwe President Emmerson Mnangagwa survives assassination attempt (Updated)

Zimbabwean President Emmerson Mnangagwa has survived an apparent bomb attack in the city of Bulawayo.

Live Zimbabwean tv showed an explosion going off shortly after Mr Mnangagwa was leaving the stage having addressed supporters.

While the president was unhurt, state TV reports that Vice-President Kembo Mohadi has suffered a leg injury.Two aides are said to have died on the spot.

President Mnangagwa came into power last November, ousting his former mentor Robert Mugabe.

The president was in Bulawayo, Zimbabwe’s second city, to campaign for his Zanu-PF party ahead of nationwide elections taking place on 30 July.

The elections are the first in Zimbabwe since Mr Mugabe was ousted after 37 years in power.

Zimbabwe’s First Vice-President, Constantino Chiwenga, and his wife, suffered minor injuries, Reuters news agency reports.

Eastern Province Permanent Secretary Chanda Kasolo has expressed disappointment with the working culture of health personnel at Chipata Central Hospital.

Speaking in an interview with journalists yesterday in Chipata, Mr Kasolo said he has continued to receive verbal and written complaints from the members of the public over the mistreatment of patients at the hospital.

He said some health personnel are purported to be in-efficient in their execution of duty, at the expense of patients.

Mr Kasolo revealed that following the report, he decided to pay the health facility a visit on Wednesday and was not pleased with what he saw.

He charged that the surrounding and the toilets were very dirty, which is not suitable for a Central Hospital that receives complicated cases from various localities across the province.

Mr Kasolo warned that he will soon take action and correct the situation in order to for people to benefit good health services at the hospital.

President Edgar Lungu says Zambia is committed to carrying out the mandate of the African Union(AU) and what it stands for.

President Lungu said the country remains resolved to implementing the Continental Free Trade Agreement (AFCFTA) and Single African Air Transport Market (SATAAM) among other agreements.

The Head of State said it was encouraging to learn that 23 member states declared their commitment to implement the SATAAM decision during the January 2018 AU summit.

President Lungu said this at State House when Chairperson of the African Union Commission Moussa Mahamat paid a courtesy call on him today.

Meanwhile, African Union Commission Chairperson Moussa Mahamat has hailed President Lungu for his relentless efforts in fighting early marriages which is a major problem on the African Continent.

Mr. Mahamat said Zambia has for a long time been a key player in liberating many countries on the African Continent.

He further expressed his displeasure with conflicts going on in some African countries saying that there was urgent need to restore peace and security as it is cardinal for social and economic development of any given country.

Mwanakatwe must suspend the Lusaka Ndola dual carriageway project-Simumba

Trade and Business Consultant Trevor Simumba has advised Finance Minister Margaret Mwanakatwe to suspend the Lusaka-Ndola dual carriage project.

Mr Simumba said the Lusaka-Ndola dual carriage project was corruptly inflated in terms of costs.

He said Mrs. Mwanakatwe must suspend the project, conduct detailed review of costs and find a new Public Private Project contractor
Mr Simumba said the Minister of Finance through the PPP unit must renegotiate the whole contract and conduct a full review of costs.

“If contractor does not cooperate cancel the contract and report them to ACC for investigation. This is pure theft. Someone in Government is involved because to justify $1.2 billion for a 321 km road is purely criminal,’ Mr Simumba said.

He added, “As I said consistently the costs of this road were way above normal. Madam Minister suspend this project, conduct detailed review of costs and get a new PPP contractor. It’s clear these guys are thieves and colluded with some officials to steal from Zambians. Enough is enough.”

Mrs. Mwanakatwe this week charged that the Lusaka-Ndola dual carriageway, widely-reported to cost US $1.2 billion, is not a true figure.

She disputed the Lusaka-Ndola dual carriageway as costing US $1.2 billion, after indicating that government intended to revise the Public and Private Partnership Act in Parliament to make it more response to the country’s developmental needs.

Mrs. Mwanakatwe said this during the Zambia-South Africa Business Council Meeting on Wednesday.

FAZ trains administrators

Central Province football administrator Ernest Silomba says councillors are happy with the empowerment FAZ is giving to the grassroots through training acquiring of equipment.

Speaking during the Central Province FIFA approved and FAZ sponsored administrator’s course, Silomba said administrators were excited with the empowerment programs like the training courses and also equipment support.

He said that grassroots were more concerned about getting support than being engaged into the political side of football.

“We have heard about petitions but I think at the grassroots we are more interested in being empowered. We struggle a lot to manage football at the grassroots,” Silomba said.

“For us we are happy with the FIFA program that has been conducted here. It will equip us with modern trends in management and we also have been told about the new constitution.” Silomba added.

He said the training had also proved helpful in enhancing relations in administration like the touchy issue of referees.

“This kind of interaction will help administrators and referees live in harmony,” he said.

And FAZ Vice President Rix Mweemba said that football should unite and not divide the people.

Mweemba noted that football has the potential to unite the nation, thus need to promote the sport starting from the grassroots.

“Football should be used to unite and not divide us. It is our duty as administrators to ensure that we focus on development of the game,” he said.

FAZ is conducting countrywide administrator courses to equip football administrators with the latest soccer management systems, like having qualified accountants to take up positions of treasurer in the operations of the clubs.

Central Province recorded a 100 percent turn out with all the 40 clubs in the district attending.

Patriotic Front (PF) Member of Parliament for Bwana Mkubwa Constituency Dr. Jonas Chanda has urged Government to support local Micro, Small & Medium Enterprises (MSMEs) and protect them from foreign competition, hence ensuring their growth into tomorrow’s Multinational Corporations (MNCs).

Debating in Parliament, Dr Chanda said according to the Infant Industry Theory, local MSMEs, like newborn babies in the Labour Ward, must be nurtured, protected and grown into mature companies before being fully exposed to aggressive competition with foreign companies. He emphasized that world-over, MSMEs are the engine for economic growth and development because they created more jobs than big MNCs. He has therefore urged government NOT to allow local MSMEs to be suffocated by big foreign MNCs.

The Lawmaker has further urged government to ensure joint ventures or partnerships between big foreign companies and local MSMEs to ensure financial skills and intellectual transfer which will grow the MSMEs and eventually make foreign MNCs irrelevant in future. He cited the recent signing of Joint Partnership Agreements between the Chinese-owned AVIC International and 16 local contractors in Lusaka for the L400 Road Project as a good starting point.

Meanwhile, Dr Chanda has urged Government to urgently develop and implement the National Trade Policy which will protect Zambia from being a dumping ground for cheap foreign imports that kill local industry and jobs. He stated that advanced countries viewed TRADE as WAR, and so there should be no Laissez-faire attitude towards international trade.

He cited examples of imported Toothpicks from China, Zambian caterpillars (Finkubala/Vinkubala) being packaged in the UK as organic “Mopani Worms” for UK and foreign exports, and the huge Trade Imbalance Zambia suffers against South Africa (over $2 billion USD) as some of the key issues the National Trade Policy must address.

Minister of Higher Education Nkandu Luo has revealed that the intangible Cultural heritage degree programme which will be offered at the University of Zambia will not include any witchcraft programme.

Prof. Luo said the Intangible cultural heritage is a programme whose development and implementation will be funded by the United Nations Educational, Scientific and Cultural Organisation (UNESCO) at a total cost of USD340, 000.

The Minister said the objective of the programme is to ensure that the country documents and reserves its intangible heritage.

Professor Luo said this when she rendered a ministerial statement in parliament this week.

She explained that the support was secured through a competitive process where the University of Zambia submitted a project proposal and were awarded the project.

Professor Luo noted that two countries succeeded in their bid for the financial support of which the other country is Uganda.

She stated that the project is aimed at developing and implementing a degree programme at UNZA on the documentation and preservation of intangible heritage.

The Higher Education Minister added that Zambia is a nation rich in cultural heritage which include among others the ‘gule wa mukulu and makish dance’ which were inscribed on the UNESCO safeguarding list in 2006.

She further explained that the cultural heritage needs to be safeguarded and protected for future generations.

The Minister stated that to interpret the rich cultural heritage as witchcraft is both misleading and unfortunate.

She said it is an exhibition of a severe lack of understanding and appreciation of the country’s history and culture at the highest level.

Professor Luo disclosed that witchcraft is a crime in Zambia as outlined in Chapter 90 of the laws of Zambia therefore it is unthinkable for UNESCO , a law abiding and international institution and UNZA to engage and support criminal activities of witchcraft.

First Quantum Minerals has urged Zambia to ensure competitiveness and stability in the mining sector in order to attract foreign direct investment and regain its slot as Africa’s largest copper producer.

First Quantum Minerals  Head of Government Affairs John Gladston said it is essential to this is a competitive electricity tariff structure that reflects the true cost of power production, including the fully depreciated hydropower facilities that are the backbone of the country’s generation.

Mr Gladston was speaking during the Zambia Mining and Energy Conference in Lusaka.

“We have every intention of making Zambia reclaim its rightful position as Africa’s number one copper producer. And I think that is entirely achievable,” he said.

“Fundamental to long-term private sector investment is knowing what the costs will be for the life of its investment in Zambia, and that a natural equilibrium must be sought to ensure equitable benefits between investors, government and communities,” Mr. Gladston said.

First Quantum says current electricity tariffs do not reflect the underlying production cost, and that reforms are needed to improve the operational efficiency of ZESCO.

The company has invested over $6.4-billion in its Sentinel and Kansanshi Mines and the Kansanshi Smelter and has paid more than $3.5-billion in taxes in the last 11 years.

Zambia is currently the second largest producer after the DRC.

The country produced 755 000 tonnes in 2017, ranking it seventh globally, while the DRC produced 850 000 metric tonnes, and DRC ranked sixth in the world with global leader Chile producing 5.33-million tonnes.

Enel, IDC sign US$34 million financing agreement for 34MW PV project

The Enel Group and Zambia’s Industrial Development Corporation (IDC) signed off on a financing agreement for around US$34 million for the construction of the 34MW Ngonye solar plant in Zambia.

The financing includes senior loans of up to US$10 million from the International Financing Corporation (IFC), up to US$12 million from the IFC-Canada Climate Change Program and up to US$11.75 million from the European Investment Bank (EIB).

The Ngonye project, Enel’s first power plant in Zambia, is located in Lusaka South Multi-Facility Economic Zone in the country’s south.

Enel will invest a total of US$40 million in the construction of the site, which is expected to generate around 70 GWh per year once completed.

The PV installation will be owned by a special purpose vehicle that will see Enel hold an 80% stake and the IDC holding a 20% minority stake.

The project has also signed off on a 25-year power purchase agreement with Zambia’s state-owned utility ZESCO.

Antonio Cammisecra, head of Enel Green Power, said: “The signing of this financing agreement marks an important step toward the start of an operational presence of Enel in Zambia, helping us establish a stronger foothold in the country. We will be contributing to Zambia’s sustainable development through our renewable energy, leveraging on the country’s abundance of resources and cooperation with reputed international and local partners within the framework of the Scaling Solar programme.”

“The ongoing initiative to standardize both tendering and financing processes, is creating economies of scale for solar projects across the African continent improving economic viability and resulting in the development of solar power in smaller markets and developing countries,” EIB Vice-President Andrew McDowell said.

“Scaling Solar has set a new standard for the development of solar power in Africa, starting with these two projects in Zambia,” said IFC Chief Executive Philippe Le Houérou.

The Tanzania Zambia Railway Authority has appealed to member states to inject more funds to improve the railway line’s operations and performance.

TAZARA deputy managing director Bentram Kiswaga said in a statement that additional investments will go a long way in ensuring the performance of the railway is improved.

Mr. Kiswaga said the bi-national railway needs to procure 20 reliable locomotives to increase carriage capacity.

Currently, the Chinese-funded and -built railway has only seven reliable locomotives used for passengers and wagons with each one carrying 30,000 tonnes annually.

Citing achievements scored for three years (2014/2015 up to May 2018), Mr. Kiswaga noted that TAZARA freight volumes had increased from 88,000 tonnes to 208,000 tonnes.

Others scores were the improvement of transit time from 20-30 days to 5-7 days consistently and almost zero theft in the last three years.

Mr. Kiswaga said despite the achievements, it was unable to pay salaries as it is not making profits. TAZARA needs to transport 600,000 tonnes annually to be profitable.

Lusaka High Court upholds the deportation of a Namibian National

LUSAKA High Court judge Mwape Bowa says the deportation of GemCanton Investments Holding co-chief executive officer Eliezer Nefussy by home affairs minister Stephen Kampyongo is reasonable.

“I therefore, do not find any illegality, unreasonable, or procedural impropriety in the manner the power was exercised and decline to grant the relief sought. I make no order as to costs,” said judge Bowa.

Judge Bowa said the reasons for the deportation were explained, adding that Neffusy was accorded fair treatment in the process.

Nefussy, a Namibian of residential address Room six GemCanton Mining Workers quarters, Pilala area, Emerald restricted area in Lufwanyama district, had sued the Attorney General and was seeking an order quashing the decision of the minister to deport him on November 28, last year, which he said did not follow the well established procedures and rules of natural justice.

He had stated that the decision of the minister to deport him was illegal, unjust, unconstitutional and unreasonable.

Nefussy stated that Kampyongo’s refusal to rescind his decision of deporting him even when he was informed that his action was contrary to the rules of natural justice, was illegal and unreasonable.

Last year, judge Bowa granted Neffusy leave to challenge the decision, saying the applicant had an arguable case but refused to stay the decision of the minister to deport him because there was nothing to stay.

And in his judgment, judge Bowa said he was not in a position to find from the evidence that the deportation had anything to do with the perceived conflict between the applicant and his business partners or if the named business partner used his imputed (connections) to instigate the deportation.

“What is before me is evidence that there was an allegation of torture of suspected illegal miners at Gem Canton Mine, that the applicant and another director were considered suspects and were subsequently implicated after an investigations leading to a deportation pursuant to section 39 (2) of the Immigration and Deportation Act No 18 of 2010,” he said

UPND President Hakainde Hichilema has explained that the handshake he extended to President Edgar Lungu during the burial of Late freedom fighter Daniel Munkombwe on Wednesday in Choma is a normal gesture.

Mr Hichilema surprised many when he stepped forward to shake hands with President Lungu.

Mr Hichilema said in an interview that his gesture shows that he does not take President Edgar Lungu as a “sworn enemy” as some sections of society may perceive.

The UPND leader said the handshake extensions in normal societies lead to the healing of Nation from political tension.

He added that he walked up to greet President Lungu in order to show magnanimity and leadership.

Mr Hichilema said what he did was very normal in a normal and civilized society.

He said since he politically owns the Southern Province and hails from there, he saw it as his duty to extend a handshake to President Lungu as a way of welcoming him to the area.

Efficient Zesco open seven point lead

Zesco United produced an efficient display on Friday night to sweep Green Eagles off the park in a 3-1 home win at Levy Mwanawasa Stadium in Ndola.

The two sides may have gone into the break level but the score line was a flattering representation of proceedings on the pitch.

Goals from Maybin Kalengo, John Chingandu and Lazarus Kambole saw Zesco open a seven-point overnight lead at the top of the table.

Kalengo put Zesco ahead in the 2nd minute off an assist by Kambole to set the tone for the defending champions.

But Kambole was later denied a chance to get on the score sheet himself by Sebastian Mwenge in the 13th minute when the Eagles goalkeeper bravely stole the ball off the Zambia’s striker’s feet only to injury himself.

Mwenge succumbed from that incident and was replaced in the 27th minute by Robert Mwanza.

Chingandu then fired wide in the 31 minute before Eagles equalized in the 41st minute when Anos Tembo headed-in Collins Mulenga’s free kick.

Chingandu redeemed himself just after the break when he restored Zesco’s lead in the 47th minute with a cracking effort from the edge of the box off a Kalengo lay-off.

Kambole on the other hand continued to push but saw his 61st minute shot sail inches wide of the post.

However, Kambole made no mistake in the 87th minute when he outpaced Mateo Ndashe to score his now trademark goal from a tight angle after cutting into the box.

Zesco rise to 45 points but second placed Green Buffaloes have an opportunity to restore it to four points if they beat Kabwe Youth Soccer Academy on Saturday at Edwin Emboela Stadium in Lusaka.

Meanwhile Nchanga Rangers suffered their sixth successive defeat after losing 1-0 away at 12th placed Lumwana Radiants.

Obed Masumbuko scored the game’s lone goal in the 20th minute to see Lumwana, on 23 points, continue to enjoy their longest unbeaten spell this season with two wins and three draws.

Nchanga stay put at the top end of the bottom four relegation zone in 17th spot with 12 points from 19 matches.

British High Commissioner to Zambia says his tweets were distorted

MINISTER of Foreign Affairs Joe Malanji has met the British High Commissioner to Zambia, Fergus Cochrane-Dyet.

And High Commissioner Fergus Cochrane stated that the relationship between his government and that of the host country is a good one.

He said the Zambia Watchdog has been creating stories about him in attempts to create differences between him and the Zambian government.

He said his tweets on the FIC have been distorted.

“So particularly my tweets and my meeting with the FIC have been distorted and manipulated by changing punctuations to suggest that I was associating myself to misinformation when actually the reference to misinformation was about Zambia Watchdog,” he said.

And Foreign Affairs Minister Joseph Mananji said it would not be in order for social media to tarnish the image of the British government or that of Zambia because the two countries have been having cordial relationship.

Hon. Joe Malanji added that irresponsible media will be wiped out with the enactment of the Cyber Security law.

Mr. Malanji said he was disappointed with how online media platforms wanted to create a war between Zambia and the British government.
