Government should consider intervening in high bank charges-CUTS

The Consumer Unit Trust Society (CUTS) International Zambia says it may be important for the government to consider intervening in the high bank charges being slapped on consumers for various transactions.

A recent survey showed that banks are charging anything from K5 to K500 for clients to access their money through the ATMs and over-the-counter transactions, while mobile money providers charge anything from K2 to K100 to send or receive money.

In a brief statement, CUTS International Zambia Coordinator Chenai Mukumba explained that there is need for government to ensure that consumers are not being exploited.

Ms. Mukumba said CUTS has received a number of complaints from consumers regarding bank charges.

“As businesses, banks are permitted to charge for the different services that they provide to consumers. It is important, however, for consumers to understand the costs of the banking products associated with the accounts they sign up for. Depending on the type of account, some banks indicate that the consumer will be charged for checking their account therefore consumers must be vigilant with requesting for this information so that they are not met by unexpected costs,” Ms. Mukumba said.

She added, “Having said that however, bank charges should ideally be within affordable limits for consumers. Some banks have been known to charge high fees and this is an issue that we have noted may be a concern in Zambia. As CUTS we have received a number of complaints from consumers regarding bank charges.”

Ms. Mukumba charged that high bank charges are detrimental to consumers because they erode their savings and also increase their debt.

“If the market is unable to work to push charges down for consumers it may be important for the government to consider intervening to ensure that consumers are not being exploited,” she suggested.

“In the same vein however, it is important for consumers to try and understand the banking products that banks offer and their prices.”

UN agencies to empower refugees with life skills

Four United Nations agencies in conjunction with the Zambian government have teamed up to embark on a program to empower former refugees with life skills as opposed to giving them handouts.

The four UN agencies that include International Labour Organization- ILO, United Nations Development Programme-UNDP, Food Agriculture Organization- FAO and Japanese International Community Agency-JICA, have come up together to help bring sustainable development in the resettlement areas for former refugees in Mayukwayukwa and Maheba refugee camps aimed at assisting them to settle.

According to the agreement, government through the Lands and Planning Department in the Office of the Vice President will help the organizations acquire land so that schools, roads, clinics and other infrastructure can be built.

The development came to light yesterday when an officer from Vice President’ office and the four UN agency representatives paid a courtesy call on Kaoma District Commissioner Kennedy Mubanga at his office.

Speaking on behalf of the agencies, ILO Representative Milesu Kapaipi explained that the four UN agencies were trying to move away from giving handouts to refugees like the United Nations High Commission for Refugees did.

Mr Kapaipi said the agencies could not work in isolation hence the importance to include government line ministries.

And the District Commissioner Kennedy Mubanga said some former Angolan refugees were resisting to move out of the camp due to the absence of facilities in the resettlement areas.

Mr Mubanga noted that the coming of the four UN agencies will help in the integration of former refugees as facilities would be readily available in the resettlement areas.

The Government says climate change is a developmental challenge and the country is taking all necessary actions to minimise further environmental degradations and ramifications on the economy and national development.

According to the statement issued to the media by Mr Chibaula Silwamba, the Spokesperson and Assistant to the Minister Ministry of National Development Planning, Ministry of National Development Planning Permanent Secretary (Development Planning and Administration) Mr. Chola Chabala was speaking when he officially opened the national consultative stakeholder meeting on setting up the National Climate Change Fund (NCCF) in Livingstone on Monday.

He emphasised the Government’s commitment to mobilise resources to help combat Climate Change and its impact on the economy.

“Zambia has in the past experienced adverse impacts of climate change including climate variability, extreme weather events and other systematic climate changes over the last several decades,” he said. “Droughts and floods have increased in frequency and intensity over the last two decades and this has adversely impacted on food and water security, energy availability and general livelihoods of our communities.”

The Permanent Secretary said one of the key measures the Government has taken was the formulation of the National Policy on Climate Change of 2016, which provides a framework for coordination and implementation of climate change measures.

He called for consented efforts and innovation to mobilise sufficient resources for climate change mitigation and adaptation, in order to effectively implement programmes on climate change contained in the Seventh National Development Plan (7NDP).

“In 2017, Government took the necessary step to establish a catalytic National Climate Change Fund (NCCF). The main objective of the NCCF is to raise revenue from both public and domestic sources at national and international level to fund climate change programmes and projects,” Mr. Chabala explained. “Amongst other objectives, the Fund is to enable Zambia: Tap into new and innovative sources of finance for mitigation and adaptation projects; build national capacity to utilize opportunities presented by international financial mechanisms; increase access to finance for green projects in the country; facilitate appropriate technology transfers into the country for accelerated economic growth and development while achieving a sustainable low carbon development path; accelerate energy access through sustainable renewable energy technologies and solutions; and generate employment opportunities created by implementation of new economic activities through green projects.”
The Permanent Secretary called for consensus on the establishment of a national climate fund.

And Zambia National Designated Authority (NDA) for the Green Climate Fund National Co-ordinator Mr. Mainga Luwabelwa said Climate Change impact was multi-dimensional as it affects all sectors of national and human development.

Mr. Luwabelwa explained that the GCF funds projects that promote paradigm shift towards low emission and climate resilient development pathways.

National Heritage Conservation Commission to discuss repossessing of private owned heritage sites

The National Heritage Conservation Commission (NHCC) has revealed that the board is scheduled to meet at the end of this June, 2018, to discuss the repossessing of private owned heritage sites.

NHCC Public Relations Officer Isaac Kanguya said the public will however be informed on the outcome of the meeting, once the board concludes all deliberations.

And Mr Kanguya has disclosed that a number of heritage sites that are important to the country’s history are in private hands.

He cited North Western hotel in Livingstone, former residence of first Republican President Kenneth Kaunda as one of the sites in private hands.

Cabinet earlier issued a directive to repossess national heritage sites that are in private hands.

The move is aimed at preserving national heritage sites for future generations to learn from.

It was noticed that most private owners were not preserving the heritage sites in accordance to the guidelines of the commission.

Meanwhile Mr Kanguya says the commission has been given authority by the Ministry of Education to form Heritage clubs in all schools countrywide.

Mr Kanguya said the forming of clubs is aimed at steering interests in pupils to take up careers in conservation.

He noted that through clubs pupils will be able to have firsthand information on the functions and rolls of the commission.

Zambians see corruption rising, government failing to tackle graft-Survey

66 percent of Zambians say levels of corruption have increased over the past year, up from 55% in 2014.

And seven in 10 Zambians (70%) say the government is handling the fight against corruption “fairly badly” or “very badly”, representing a huge increase from 42% recorded in 2013.

Meanwhile, the police are most widely perceived as corrupt with 54% of Zambians saying “most” or “all” police officials are corrupt, and more than one in four respondents who had contact with the police during the preceding year say they paid a bribe to avoid problems or obtain assistance.

This is according to the latest Afrobarometer survey conducted on Zambia’s corruption perception.

It said around one in three respondents say “most” or “all” government officials (37%), members of Parliament (MPs) (37%), local government councilors (34%), and officials in the Presidency (32%) are corrupt.

The survey found that more than eight in 10 Zambians say it’s “somewhat likely” or “very likely” that rich people could use bribery or personal connections to avoid paying taxes (84%), avoid going to court (88%), or registering land that isn’t theirs (88%).

The poorest Zambians are especially likely to see corruption as having increased: Among those who experienced high levels of lived poverty, 1 76% say corruption has increased, compared to 58% of the wealthiest respondents.

Meanwhile, the share of Zambians who say the government is handling corruption fairly/very badly has grown to 70%.

To a growing majority of Zambians, corruption is on the rise, and the government is doing a poor job of fighting it. The police are seen as most corrupt, and rich people are perceived as gaining unfair advantages through corruption. If the government wants more than half of its citizens to believe they can make a difference, it may need to make sure that the population sees that reports of corruption are taken seriously and those who report incidents of corruption are protected,” the survey concluded.

Afrobarometer survey Afrobarometer is a pan-African, non-partisan research network that conducts public attitude surveys on democracy, governance, economic conditions, and related issues in African countries.

Afrobarometer conducts face-to-face interviews in the language of the respondent’s choice with nationally representative samples.
The Afrobarometer team interviewed 1,200 adult Zambians in April 2017.

A sample of this size yields country-level results with a margin of error of +/-3% at a 95% confidence level.

Previous surveys were conducted in Zambia in 1999, 2003, 2005, 2009, 2013, and 2014.

Power Dynamos will limp into the second half of the 2018 season with a growing casualty list to their already thin squad.

Goalkeeper Joshua Titima has become Power’s third high-profile player on the sidelines after suffering a knee injury in Sunday’s 1-0 away win over second placed Green Buffaloes at Nkoloma Stadium in Lusaka.

Power CEO Happie Munkondya said Titima maybe out of action for over a month.

“It is a big blow because he has been outstanding and has made a very, very big impact for us this season,” Munkondya said.

Titima has been Power’s first- choice since he displaced Allan Chibwe to the bench in Week 2 in a 1-0 away win over National Assembly after the latter had relegated him to the bench in the 2016 and 2017 season.

But Chibwe too is out with a long-term injury and he was joined last week on the sidelines by defender Billy Mutale after he was stretchered off in a 2-2 home draw against Forest Rangers on June 13 at Arthur Davies Stadium in Kitwe.

However, Power still have goalkeeping options with Lawrence Mulenga, who replaced Titima on Sunday, and Peter Njobvu in the race for the number one shirt in Sunday’s 12h30 Copperbelt derby kickoff against upstarts Buildcon at Arthur Davies.

Restore Chiluba’s Immunity Posthumously-Kavindele

The last Vice President to late former Republican President Frederick Chiluba, Enock Kavindele has said that the late leader should be accorded the respect he deserves for creating a lasting middle class in the country saying the sale of houses to sitting tenants of council houses empowered working families.

And MMD National Secretary Raphael Nakacinda has asked the state through Republican President Edgar Lungu to honour the late former President by restoring all the things which were fraudulently taken away from him.

Speaking at Embassy Park at the laying of wreaths at the second Republican President’s resting place, Kavindele who served under Chiluba said there is need to right the wrongs by ensuring that the court judgements which acquitted Dr Chiluba are honoured.

He said the late leader has been velifed by his enemies who have dented his name when the truth of the matter is that he did all he could to make Zambia a better country for its people.

“Dr Chiluba had a big heart he would say that look when our people retire all they go to is misery. We are going to sale the houses to sitting tenants that they are in so that they themselves will make that decision either to sale or to continue to live in there but would encourage them to go into smaller properties for they might not have the money to maintain the houses and the empowerment started there and then, Dr Chiluba therefore created a lasting middle class in this country.

“I know of properties which were bought for K7,000 or 7000,000 in those days, there is one which I went to look at which has been sold for US 2.4 million Dollars thereby empowering that family for life forever, that was Dr Chiluba,” he said.

And Kavindele said the acquittal of Dr Chiluba should be honoured.

“Now its true I wrote to the President a few months ago about the state of the family, courts are there to give us fair judgement and indeed the cases of Dr Chiluba went to both the High Court and and Supreme Court and non of those courts convicted him so all I was saying to our current President, is President you should not be selective when we are honouring High Court judgements.

“The decision of the High Court and Supreme court say that Dr Chiluba was acquitted and therefore like my brother said everything about him should be restored. Certainly that money which they talk about which was put into the Zamtrop account it was never government money at all, I was Vice President so I know myself. All we are asking President his Excellency Edgar Lungu is that President assist in effecting the court judgement, that’s all we asking for,” he said.

And the MMD said they have exhibited civility in their conduct towards the whole matter but that it was high time the father of democracy was honoured.

National Secretary of the party Raphael Nakacinda said their leader taught them as a party to be democratic and civil in their conduct but that the party is ready to go an extra mile by demonstrating if the former President is not honoured.

He further called on Republican President Edgar Lungu to break the cycle of velifying former Presidents.

“I want to state that there is a law that governs life, its called the law or the principle of precedence. When a wrong precedence is set it has a tendency to repeat itself. From the day the precedence was set to rubbish Dr Chiluba’s legacy as President every subsequent President has suffered that and it looks like none of them learn the lesson that when you are sent to that office they have a duty to break that cycle hence our former President Rupiah Banda went through the same humiliating experience.

“Dr Mwanawasa was saved because he died in office am very sure that Mr Sata was saved because he died in office, I want to place it before President Edgar Lungu that you are in office right now and you have a duty to break this cycle by summoning the courage and ensure that justice prevails over those that suffer during this orchestrated and well calculated scheme to injure and destroy the legacy of those that fought for multipartism, I call upon President Lungu to summon courage and do the right thing, let Dr Chiluba be honoured. Let those things that have been taken away from him unjustly, fraudulently be returned, he has that power as President to restore it.

“We were taught by this great man to be democratic and as a party we have conducted ourselves in a civil manner expressing our views, we don’t intend to go out there to protesting and disturbing peace but if it will take us going to demonstrate for our father and the father of democracy to be honoured in this land it will happen one day but for now we think the message we are sending is loud and clear,” he said.

And Former Home Affairs Minister Peter Machungwa demanded that the immunity of the late former President be restored posthumously.

Speaker of the National Assembly of Zambia Patrick Matibini has completed his Theology Studies at Justo Mwale University College in Lusaka.

Clerk of the National Assembly Cecilia Mbewe, in a statement made available to ZANIS today said Dr. Matibini was awarded with a Bachelor of Arts degree in Religious Studies on Saturday June 9th, 2018.

Mrs. Mbewe said that the Speaker was however, not ordained as Reverend by the University or indeed any other institution.

“Right Hon. Justice Patrick Matibini, Speaker of the National Assembly of Zambia, undertook studies in Theology at Justo Mwale Theological University College in Lusaka and was on Saturday 9th June 2018 awarded a Bachelor of Arts Degree in Religious Studies,” she explained.

Justo Mwale University (JMU) is owned by the Reformed Church in Zambia (RCZ).

WWF and partners petition President Lungu to declare the Luangwa a Water Resource Protection Area

On 12th June 2018, The World-Wide Fund for Nature (WWF) Zambia and its partners launched a petition to President Edgar Lungu to declare the Luangwa a Water Resource Protection Area.

This was at a high-level stakeholders meeting held as part of a campaign dubbed “Keep the Luangwa Flowing”.

According to WWF Zambia Communications and Marketing Manager Eneya Phiri, the campaign is part of a global initiative that aims to identify and protect the World’s last remaining free flowing rivers.

The Luangwa River was identified as one of the longest remaining free-flowing rivers in Zambia and is one of the biggest unaltered rivers in Southern Africa.

Its seasonal changes support a vibrant local community and a growing tourism industry that is entirely based on the rich wildlife and beautiful scenery of this catchment.

Unfortunately, the ecosystem services that the river provides are threatened by hydropower development, deforestation and unsustainable commercial agriculture, among other things.

The most imminent challenge is the proposed dam at Ndevu Gorge, which would transform the river leading to loss of natural capital on which livelihoods, wildlife-based economies, and heritage values are founded.

The aim of the campaign is to provide legal protection for the Luangwa River as a Water Resource Protection Area under the Water Act of 2011, thereby safeguarding it from current and future threats such as the proposed dam.

The meeting provided a platform for stakeholders to discuss the value of the Luangwa River and the need to keep it free and unaltered.

It was graced by the Minister of Tourism and Arts Charles Banda, Eastern Province Minister Makebi Zulu and Snr. Chief Luembe of the Nsenga people in Nyimba among other stakeholders from the Luangwa area, the diplomatic community, government, civil society and the media.

In her welcoming remarks, WWF Country Director Nachilala Nkombo explained why it was in Zambia’s best interest that the Lunagwa River be kept free-flowing.

“Modifying the flow of rivers through activities such as building a dam would adversely interrupt their connectivity. This interruption then disrupts the lives and activities of people, industries, wildlife and fish that depend on it” said Ms. Nkombo.

Ms. Nkombo urged stakeholders to learn lessons from the recent water crisis in Cape Town, South Africa and the significant reduction in water flows in Zambia’s rivers such as the Luangwa and Chongwe.

She added that WWF and its partners were not against development as they understood its importance in a growing economy such as Zambia.

She emphasised the need to adopt a sound energy planning process that takes into account all energy sources and with the least impact on existing economies and ecosystems; ensuring that the right dams are built on the right rivers.

Meanwhile, Minister of Tourism and Arts Charles Banda explained that government remained committed to attaining Zambia’s vision 2030 with an adequately functioning environment that encompasses sustainable development for the nation.

He commended WWF and partners for the campaign, mentioning that maintaining the Luangwa as a free-flowing river would add to the fight of the adverse effects of climate change.

“The value of a free-flowing Luangwa cannot be undermined in the face of climate change that has started to affect our country in a significant manner. On the 20th of September 2016, President Edgar Chagwa Lungu appended Zambia’s signature to the UN’s Paris Agreement on Climate Change, to reiterate our government’s commitment to building a climate smart economy” said Mr. Banda.

And Senior Chief Luembe, whose chiefdom is in close proximity to the proposed site for the Ndevu Gorge dam echoed the need to have the right dams built on the right rivers.

“We need to build the right dams on the right rivers, the Luangwa River is not the best place for a dam. My friends from the Gwembe Valley are yet to recover from the impacts of the Kariba dam. The proposed Ndevu Gorge dam is 7km from my chiefdom. Building this dam will flood mine and surrounding chiefdoms, we will all be destitute”. Chief Luembe said”.

Supported by a robust advocacy and communications strategy, the “Keep the Luangwa Flowing” campaign aims to secure 100,000 signatures from locals to petition the President Lungu to declare the Luangwa a Water Resource Protection Area.

Indeni stayed top of the FAZ Division One Zone Two table following a 1-0 win over FQMO Mining Operation a home in Ndola at the weekend.

Veteran striker Graven Chitalu scored the goal that helped Indeni move to 27 points after 12 matches played.

UPND will work hard to preserve national heritage when it forms Government-HH

UPND President Hakainde Hichilema says his party values national heritage and will work to preserve it when it forms government.

Mr Hichilema was speaking during this year’s Samu Lya Moomba Lwiindi traditional ceremony in Chieftaincy Choongo in Monze.

He stated that the UPND remains committed to turning the traditional ceremony into a tourist attraction.

“This is an area where funds were raised to enable our country’s First President Kenneth Kaunda, Harry Mwaanga Nkumbula and other freedom fighters to travel to the United Kingdom to broker our country’s independence,” Mr Hichilema said.

He recounted that private meetings were held in this area and cattle sold from across Southern Zambia to raise money for air tickets and allowances which enabled founding fathers to travel abroad in pursuit of independence.

“After the sale of cattle, £300 was raised here which saw Dr Kaunda and others travel to UK for independence negotiations. These historic areas are key in upholding the origin of our country’s independence and we shall work round the clock to ensure that Samu Lya Moomba Lwiindi occupies its rightful prominent place in Zambia’s history,” he remarked.

IDC borrows US$19 million from ZCCM IH

ZCCM IH has advanced a loan of up to US$19 million to the Industrial Development Corporation (IDC).

The IDC says it will use the funds to finance its investment projects.

For its part, the IDC will use its 360,937,534 ordinary shares in ZANACO as security.

The IDC is the majority shareholder in ZCCM-IH, holding 60.28% of the total issued share capital of ZCCM-IH.

According to a notice from ZCCM IH, the IDC requested bridge financing from ZCCM-IH.

“The Board of ZCCM-IH considered and approved IDC’s request on 29 March 2018. Therefore, ZCCM-IH has advanced a loan to IDC at commercial terms.

Interest accrued is payable at maturity of the facility agreement and the maturity date is 12 months from the date of issuance,” the notice said.

According to the notice, an Independent Expert conducted an analysis on the terms of the Transaction to ascertain the extent to which the terms of the Transaction are fair and reasonable as far as the minority shareholders of ZCCM-IH are concerned.

The Expert has declared that the Transaction is fair and reasonable, and the fairness opinion will be available for inspection by shareholders at the ZCCM-IH offices for a period of 28 days from Friday, 15th June 2018.

It says the nature of the Transaction is classified as a Small-Related-Party Category 2 Transaction and is not subject to regulatory and Shareholder approval according to Section 10.7 of the Lusaka Securities Exchange Listings Rules.

Irish engineering firm wins €10m Ndola-Lusaka dual carriageway contract

Irish engineering consultancy firm Nicholas O’Dwyer has signed a €10m contract to carry out work on the $1.2bn Lusaka to Ndola road in Zambia.

The company, which was founded in 1932, will carry out the design review, technical and financial supervision of the project.

As a result of the contract win 30 jobs will be created at the firm.

In a statement, Richard Crowe, managing director at Nicholas O’Dwyer, said that the project will upgrade a vital link for the Zambian economy, connecting the capital, Lusaka, to the country’s copper belt in the North.

Copper mining is the major economic contributor in Zambia, and the country is one of the largest producers of copper in the world.

“Nicholas O’Dwyer has worked extensively on large infrastructure projects across the developing world for decades, and this is a major step forward for the company in its international operations and growth strategy,” Mr Crowe said.

Mr Crowe went on to thank both the Department of Foreign Affairs and Enterprise Ireland for their support and assistance.

The project, which is expected to take about four years to construct, will see the construction of 350km of dual carriageway, and some significant ancillary infrastructure.

“Nicholas O’Dwyer has worked extensively on large infrastructure projects across the developing world for decades, and this is a major step forward for the company in its international operations and growth strategy,” commented the company’s managing director Richard Crowe.

Congratulating the company on its win, Ciaran Cannon, Minister of State for the Department of Foreign Affairs and Trade said that international agreements such as this propel Irish companies onto a global stage.

Stanbic unveils massive double bill for 2018 music festival

Local artists to be joined by US mega stars for extravaganza

US mega-stars Brian McKnight and Joe Thomas will headline this year’s Stanbic Music Festival in Lusaka on October 5 and 6, 2018.
The two Grammy award-winning nominees will perform alongside local artists AfroPop rising star Kiki, the queen of Zambian R&B Salma Sky, gospel sensation Esther Chungu and the Zambian song bird, Wezi.

Now in its fifth year, the Stanbic Music Festival is one of the country’s biggest music event, and in keeping with the event’s tradition of moving forward and upward, this year’s showpiece is set to be bigger and better than the last.

Bank of Zambia should control charges for financial transactions in Banking and Financial sectors

The Green Party has expressed dismay at the unregulated financial transaction charges in Zambia, a situation which the party says has led to unabated exploitation of the masses, especially the rural populations.

Speaking in Kitwe this morning, Green Party President Peter Sinkamba expressed dismay at the lack control of transaction charges by the Bank of Zambia to benchmark which has led to banks, financial institutions and financial businesses to charge customers whatever amounts, without any form of recourse to the vulnerable public.

Mr. Sinkamba explained that banks charge anything from K5 to K500 for clients to access their money through the ATMs and over-the-counter transactions, while mobile money providers charge anything from K2 to K100 to send or receive money.

He noted that while the Banking and Financial Services Act No. 7 of 2017 empowers Bank of Zambia to benchmark interest rates and ban compound interest, it appears that the Act does not do so on the regulation on the transaction charges.

“We have noted with dismay that Bank of Zambia regulates and benchmarks interest rates that banks, financial businesses ,and financial institutions charge, however, it lacks power to do so for transaction charges. This lacuna has created a situation where vulnerable customers are exploited by these institutions without any form of recourse to the public,”Mr. Sinkamba said.

He said that while ATM charges range from K5 to K10 per transaction, over-the-counter charges range from K50 to K500 for premium clients.

“The trouble with clients who use banks is that most of the time, the queues at ATMs are too long or ATMs are dysfunctional forcing clients to use over-the-counter transations and thereby are charged exhorbitantly,”Mr. Sinkamba said.

“As for mobile transations, ZOONA for example, charges anything from K2 to K100 depending on the transaction amount. In my view, the transaction charges should not dependent on the amount being sent or amount being received, but on the number of transactions that are conducted, just like is the case with ATM charges. There must be a maximum limit per transaction just is the case with ATMs and Shoprite Money. Basing charges on transaction amount is exploitive behaviour. We therefore urge Bank of Zambia to move in and curtail this exploitive behaviour,”Mr. Sinkamba said.

He said the most affected population is the rural populace where there are very few or no ATMs and Shoprite Money, and therefore rely solely on mobile money provided by ZOONA, Airtel Money and MTN Money. He has challenged Bank of Zambia to issue a policy statement on this issue stating that the Bank has a statutory duty to protect vulnerable customers for exploitation from financial transactions.

“Bank of Zambia is the mandated institution to regulate banking and financial transactions in the country. The Bank should not turn a blind eye to exploitation of the masses. We there challenge the Bank of Zambia Governor Dr Denny Kalyalya to immediately clarify on this policy issue,”Mr. Sinkamba charged.
