Town Council sets two for week stray dogs elimination sensitization program

The Kabompo Town Council has dedicated two weeks to sensitize the public on the pending exercise of eliminating stray dogs that roam aimlessly and terrorise residents in the district.

Council Public Health Inspector, Sally Matebele said after the sensitisation exercise, the local authority will start eliminating stray dogs from the streets of Kabompo because they have become a menace and a threat to the community.

Ms Matebele told ZANIS in an interview that the council is advising residents to consider keeping a minimum of at least two dogs per household as many stray dogs come from homes where the population of pets is more than two.

She said dog owners should ensure their pets are well taken care of to detour them from roaming the streets as stipulated by the new local government statutory Instrument (SI) number 10 which requires citizens to ensure a clean environment by taking care of their animals or pets.

Meanwhile, a resident Gift Kambau has commended the local authority for the move, saying it will help reduce the number of stray dogs which pose a danger to many.

Mr. Kambau said it is becoming risky to walk at night for fear of being attacked by the stray dogs.

During the recently held Kabompo District Development Coordinating Committee it was revealed that the district hospital and the police received about two to three dog bite cases every month in the last quarter a situation which the veterinary department termed as alarming and needed quick action.

Police in Serenje district in Central Province have apprehended and detained a police officer for defaming President Edgar Lungu.

Central Province Commissioner of Police, Joel Njase, has confirmed the development to ZANIS in an interview and named the officer as Mutakela Manyando of Serenje Police Station.

The Police Commissioner explained that the officer allegedly stated that the “One Zambia One Nation” slogan does not exist and that there is no President,’ which is translated as defamatory to the head of state.

Mr Njase said the officer was apprehended on Sunday May 27, around 12: 30 hours.

He said the suspect has been warned and cautioned and remains in custody awaiting instructions from the Director of Public Prosecutions (DPP).

Mr Njase said once instructions are received from the DPP, the officer will be charged under CAP 87 Section 69 of the Laws of Zambia for defamation of the head of state and will appear in court.

And Police in Kabwe have arrested a 28-year-old man for the murder of his sister over nshima.

Central Province Commissioner of Police, Joel Njase, has confirmed the arrest in an interview with ZANIS in Kabwe today.

Mr Njase identified the suspect as Gill Bwalya aged 28 of Sausande Village in Mukonchi Chiefdom of Kapiri Mposhi District.

He said the suspect killed his sister identified as Jessy Chaleka aged 26 of the same abode using kicks and fists on Saturday between 10: 00 hours and 11: 00 hours after a quarrel over nshima.

He added that the assailant will soon appear in court while the deceased has been buried.

Zambians reject sale of Jacaranda Basic School land

Zambians from cross sections of society have taken to social media to strongly oppose government’s alleged plans to sale the land on which Jacaranda Basic School in Lusaka sits.

Established in 1969, the school which is wholly owned by the Zambian government has over 2,000 pupils from Grade 1 to 9 and sits on Mwaimwena road behind the Taj Pamodzi Hotel, considered a prime location in Lusaka.

Reports emerged this week that the Ministry of General Education has earmarked the land on which the school sits for sale to a private developer along with four other properties including Herbert Young Hostels which also belongs to the Ministry of education as they are viewed as “wasting assets.”

A letter whose authenticity is yet to be verified emerged on Tuesday purported to have been authored by Works and Supply Permanent Secretary Agnes Musunga which stated that the properties are to be considered for demolition and offered to private developers in a Public Private Partnership (PPP) arrangement.

Government is yet to comment on the authenticity of the letter.

But Zambians have denounced the reported plans to demolish the school describing the plans as retrogressive and not in the interest of Zambians.

Some of them took to social media platforms such as Twitter and Facebook to voice out their displeasure over the reported plans.

A group called Jacaranda Primary School Alumni has since resolved to sign a petition and deliver it to the Ministry of General Education opposing the move.

“Wasting asset? I can understand if the aim is to upgrade the building and infrastructure….and still retain it as the school and as Jacaranda,” says Amanda Mukwashi while Kaluba Chibesakunda remarked that. Jacaranda is a national icon and historical institution. 

Action Aid Zambia Executive Director Nalucha Ziba said “Welcome to my country Zambia where our government cannot manage the cost of maintaining a public school but have money to buy a fire truck for 1 million USD. Therefore, they opt to offload a public school in a PPP model. Let us examine some of these neoliberal capitalist models which are not working for an average poor Zambian but rather reinforce existing social inequalities. I say no to privatization and commercialization of public schools buildings first it was NRDC now Jacaranda.”

Controversial musician Pilato tweeted, “Save Jacaranda Primary School.”

Social Activist Laura Miti also condemned the move to demolish the school.

“They want to raze Jacaranda Primary school to the ground to build offices? Zambians, I swear, if you don’t quickly find the medicine for PF madness, there will be no country left when they are done. The Chinese are being allowed to just point out what prime land they want. If there is a building no matter how critical – it comes down. NRDC now Jacaranda and a whole list of other buildings. Wake up Zambians, wake up. This government will not stop on its own. It is like someone with a gambling addiction. Does not stop till he has sold the last spoon, and family is on the street,” she wrote.

Chambeshi names final 2018 COSAFA Cup team

Beston Chambeshi has named his final 20-member team for the 2018 COSAFA Cup tournament in South Africa.

Chambeshi’s team comprises wholly of home-based players with seventeen expected to make their COSAFA Cup debuts.

The coach has decided to omit striker Fashion Sakala of Spartak Moscow in Russia and midfielder Salulani Phiri of Polokwane City in South Africa citing pre-season commitments for the duo.

Three players from the team that reached the 2017 COSAFA finals have made the cut and they are Buildcon defender Isaac Shamujompa, Green Buffaloes midfielder Jack Chirwa and Collins Sikombe of Lusaka Dynamos.

Ronald Kampamba, Ziyo Tembo, Lazarus Kambole, Toaster Nsabata and John Chingandu are also set for their COSAFA debuts.

Zambia will kick off its campaign on June 2 with a quarterfinal date against Namibia at Old Peter Mokaba Stadium in Polokwane where South Africa is hosting the tournament from May 27 to June 9.

Zambia and Namibia enjoyed group stage byes from the tournament.

NGOs condemn two PF members for their Sexist comments against Dora Siliya

The Non-Governmental Organisations has jointly condemned two Patriotic Front (PF) members, Muniri Zulu and Chanoda Ngwira for their sexist comments against Minister of Information and Boradcasting Service, Dora Siliya in audio recordings that have gone viral on social media.

According to the statement released to the media, the NGOs said that the sexist comments insinuated that women, and Ms Siliya in particular, can only function well when in a sexual relationship with a man.

PRESS STATEMENT CONDEMNING THE SEXIST AND MISOGYNISTIC ATTACKS MADE AGAINST INFORMATION MINISTER HON. DORA SILIYA

The Non-governmental Gender Organisations’ Coordinating Council (NGOCC), jointly with undersigned civil society organisations, condemn in the strongest terms the sexist and misogynistic attacks by named Patriotic Front (PF) members Messrs Muniri Zulu and Chanoda Ngwira against Information and Broadcasting Minister Hon. Dora Siliya in audio recordings that have gone viral on social media.

The statements made by Mr. Zulu and Mr. Ngwira insinuate that women, and Hon. Siliya in particular, can only function well when in a sexual relationship with a man.

The sexist comments are not only disrespectful but an affront and an insult to womanhood. We have sadly noted that women are particularly susceptible to this kind of attack which aims at demeaning them in ways that men are rarely exposed to.

These statements are offensive to all women regardless of their political affiliation and must be condemned. It is these kind of sexist comments that continue to deter women from participating in leadership and other decision-making positions in Zambia, particularly politics.

It is saddening that the moral fabric of our society is being eroded by such disgruntled Zambian youths who now feel entitled to openly insult their own mothers.

We find it unacceptable for cadres from the ruling party, or indeed any political party, to disrespect women in such a manner.

As civil society we demand that the Patriotic Front takes immediate action against their named members for disparaging women and publicly condemn these statements.

We also call upon the Republican President Mr Edgar Chagwa Lungu, who has publicly declared his commitment to supporting women in leadership, to distance himself from such retrogressive male chauvinists.

We urge all political players to debate and discuss their differences in a more civil manner devoid of sexism and misogyny.

As civil society and the women’s movement we advocate for an equal playing field based on issues rather than personal matters that are irrelevant to the political discourse.

We believe that women, just like men, have an inherent right to participate in the political process of the country.

We therefore call upon all citizens not to tolerate the sexual bullying of women in leadership by disgruntled elements.

UPND Deputy Mayor Sent to 9 months in Jail for assaulting Wife

United Party for National Development Macha Ward Councillor who is also the Choma Deputy Mayor has been sentenced to nine (9) months imprisonment with hard labour or a fine of K10, 000 after being found guilty of assaulting his wife.

Choolwe Mubambasu stood accused in the Choma Magistrates Court for assaulting Prisca Kakaanda, a business lady from Choma, a charge he denied throughout trial.

The Court established that the evidence by the complainant correlated with the second prosecution witness Mazwanga, as it found no reason why he could testify against his cousin.

The court has ruled that the evidence given by the second and fourth defense witnesses were not consistent therefore rendering it as an assembly of lies.

Principle Resident Magistrate Exnobert Zulu considered the fact that he is a first offender, but argued that as a Civic leader, Mubambasu has an obligation to champion an end to such vices.

Minister of Justice Given Lubinda has described the death of Chilanga District Council Chairperson Maria Malila as shocking.

Mr. Lubinda said Mrs. Malila’s death is a loss to the people of Chilanga who have been befallen with a double tragedy of by-elections.

Speaking after visiting the funeral house in Makeni today, Mr. Lubinda urged the people of Chilanga to mourn the departed Council Chairperson with honor.

He pointed out that he learnt about the sudden death of the Chilanga Council Chairperson yesterday after attending a church service in Chilanga.

“It is a shocking death and we only pray to God to give the family strength in this trying moment. The people of Chilanga now have a double tragedy as they have to choose their area Member of Parliament and Council Chairperson,” he said.

Mr. Lubinda disclosed that the Zambian people already made submissions in the halted constitution amendment process on how to protect the Mayoral and Council Chairperson positions from by-elections.

Meanwhile, Mrs. Malila’s husband, Mumba Malila who is also Supreme Court Judge and former Attorney General hailed the Minister of Justice and his team for having found time to comfort him.

Mr. Malila further said the burial Programme for his late wife will be finalized tomorrow.

Mrs. Malila who was Chilanga Council Chairperson under the UPND ticket died yesterday at the University Teaching Hospital (UTH) after suffering from Kidney failure.

Pioneer Association welcomes the Alcohol Policy

The Pioneer Association of Zambia (PAZ) has expressed gratitude to government on the approval of the National Alcohol Policy (NAP)by Cabinet recently.

PAZ National Director Charles Searson said this is a milestone achievement for the country as it will effectively contribute to a better and sober Zambia.

Fr. Searson said this during a press briefing on the National Alcohol Policy held in Lusaka today.

He explained that the NAP will ensure the implementation of the Liquor licensing Act of 2011.

Fr. Searson has called upon all stakeholders to ensure the full implementation of the National Alcohol Policy.

He stated that the NAP Implementation plan will incorporate a multi-sectorial approach as it affects the whole nation.

Fr. Searson explained that the NAP will also help in educating the need to prevent alcohol related harm as each school and college in the country will be required to increase the amount of time that is spent teaching people about the nature and dangers of alcohol.

He said it will further enforce the existing legal frameworks surrounding the regulation of alcohol in the country.

And speaking at the same event, Southern Africa Alcohol Policy Alliance (SAAPA) Executive Director Phillip Chimponda said there is need for all stakeholders to sensitize and create awareness to the public on what is contained in the NAP.

Mr. Chimponda noted that the NAP should bring about a change in people’s way of living with regard to alcohol intake.

He said SAAPA will continue to provide technical support to countries which have adopted the alcohol policy.

Mr. Chimponda added that, his organisation is working towards including the Alcohol Policy on the SADC agenda just like security because the vice affects all countries across the continent.

The Copperbelt Province has continued TO record high cases of maternal deaths with 27 new cases being recorded in the first five months of 2018.

Addressing journalists In Ndola today, Copperbelt Provincial Medical Director, Alex Makupe said that despite witnessing a reduction in the number of cases recorded in the first five months of 2018 compared to 50 cases recorded during the same period in 2017, it is worrying that the province has continued losing mothers during child birth.

Dr. Makupe said most of the cases have been recorded from major hospitals such as the Ndola and Kitwe Teaching Hospitals and

Nchanga Hospital in Chingola.

He cited late registration and lack of anti-natal bookings, late reporting for deliveries and use of herbal medicine as some of the major causes of maternal deaths.

Dr. Makupe has however stated that his office is working tirelessly to ensure that the number of maternal deaths is reduced by half from the 94 recorded in 2017.

He noted that all things being equal, the Copperbelt Province targets to record less than 50 cases of maternal deaths by the end of 2018.

In mitigating this, Dr. Makupe said the Provincial Medical Office has decided to fully equip clinics such as Masala, Mwazi, Lubuto, Chipokotamayamba and Twapia Clinics with the necessary medical aid in order to decongest the Ndola Teaching Hospital.

He said Masala clinic alone records deliveries of about 250 per month, further stating that it was unacceptable for the province to continue recording higher numbers of maternal deaths when government has provided infrastructure coupled with human resource.

ZANIS reports that the Provincial Medical Director has also called for change of attitude among officers under his charge, a situation he said has already started yielding positive results.

Dr. Makupe has also called on media houses in the province to adequately report on maternal related cases adding that doing so will help in the reduction of maternal deaths.

Meanwhile, the Medical Director also disclosed that the province has witnessed an increase in the number of malaria and non-communicable diseases.

New Chinese Ambassador hails Zambia-China relations

Newly appointed Chinese Ambassador to Zambia Mr. Li Jie has hailed the strong bilateral relations that exist between China and Zambia.

Mr. Li who has replaced Mr. Yang Youming, who concluded his mission in Zambia, in April this year, said the relations between the two countries have continued to grow from strength to strength.

The Chinese Envoy has already called on Ambassador Chalwe Lombe, Permanent Secretary of the Ministry of Foreign Affairs of Zambia expressed his delight that he was deeply honored of being the 15th Chinese Ambassador to Zambia.

He said the bilateral relations between China and Zambia are developing continuously and series of important cooperation projects keep making progress and exchanges in various fields have been further expanded and deepened.

Mr. Li said the new The Forum on China–Africa Cooperation (FOCAC) Summit will be held in Beijing in September, and that the Chinese side is looking forward to collaborate with the Zambian side to further promote the China-Zambia friendly relations to a new height with the precious opportunity of the Summit.

And Ambassador Lombe warmly welcomed Ambassador Li on his assumption of office in Zambia and assured that the Zambian side will accord full support to Ambassador Li.

He said the Zambian government attaches great importance to developing relations with China and felt heartfelt gratitude for China’s help and positive contribution to Zambia’s economic and social development.

Ambassador Lombe said the Zambian government is expecting to work with the Chinese side to give full play of the role of the FOCAC Beijing Summit and strengthen the China-Zambia and China-Africa cooperation to a new level.

Earlier, Mr. Li was also welcomed by Foreign Affairs Minister Joe Malanji who stressed that Zambia will make joint efforts with the Chinese side to further strengthen bilateral political, economic, commercial and cultural cooperation to push Zambia-China relations to a new height.

He extended his willingness of establishing good working relations as well as personal friendship with Ambassador Li and wished him a pleasant stay in Zambia.

Zambia’s mobile phone sector in near saturation-ZICTA

The Zambia Information and Communications Technology Authority says intensive customer acquisition campaigns by MTN Zambia, Airtel Zambia and Zamtel have pushed the telecom market towards saturation point.

Recent statistics released by the regulator suggests that the country, with a population of 16 million, is home to 13.4 million subscribers, representing a penetration rate of 81.92 percent.

MTN Zambia leads the market with approximately 6 million subscribers, followed by Airtel Zambia with 5 million and Zamtel with just over 2.2 million customers.

The number of mobile internet users in the country has increased to 7.7 million from 7.1 million, representing a 47.08 percent penetrate rate.

Operators have reduced the cost of data bundles by over 70 percent and this is understood to have fuelled the increase in users. Customers in Zambia can now buy 5 GB data bundles for ZMK 100.

Competition for business within voice and data services is expected to increase with the introduction of the country’s fourth operator, Uzi Zambia.

ZICTA Support Services Director Mofya Chisala said the company is expected to be fully operational before year-end, and intends to install universal access sites in unserved and under-served areas.

Mr. Chisala said the Authority is looking to secure 100 percent national connectivity coverage through Uzi Zambia.

People’s Alliance for Change Secretary General Mrs Mbaita Musendeka and United for Progressive Party Acting Secretary General Mr Philip Matavu have defected from their political parties to join the newly formed Democratic Party DP.

The Two SG’s who were flanked by their provincial and other senior party leaders all announced their decision to join the DP in Lusaka on Monday.

Speaking at the function in Lusaka, the duo said that they have decided to join DP because it is the only party that will provide true leadership, bring sustainable development and human rights that are being violated every day.

They stated that the DP has demonstrated that it means well for Zambia by virtue of identifying and inviting Bahati PF Member of Parliament Harry Kalaba as a true leader to work with.

They reaffirmed their confidence in the leadership of Mr. Kalaba stating that once he joins DP, he will definitely set a new dawn for Zambia.

They further stated that Mr. Kalaba’s leadership is one which stands exemplary and is an inspiration to the young people who have the passion to serve Zambia.

And to welcome the new members was the Democratic Party Spokesperson Judith Kabemba said the decision made by the duo is one which they will never regret but will bring joy and fulfillment to them and their families knowing that they did it for their country.

Ms Kabemba urged the members to feel free to participate in all party activities emphasizing that there is no new or old member in DP but that all are sons and daughters of the same family with a common goal of liberating Zambia and delivering development for all.

Zambia’s largest consumer goods (FMCG) company Trade Kings has been ranked No 49 on the list of Africa’s 100 most admired brands.

Trade Kings has largest media spend in Zambia.

The ranking is based on the Top 100 best brands in Africa from Brand Africa’s 6th annual Brand Africa 100: Africa’s Best Brands based on a survey among consumers 18 years and older, conducted in 23 countries across Africa.

The countries, representing all African economic regions, collectively account for 75% of the population and the 74% of the GDP of Africa.

Africa’s largest mobile operator, MTN, ranked No6 on the list, up from No9 in 2016/17; food giant Tiger Brands ranked 32, Shoprite 38 and DStv 56.

US sports apparel company Nike took the No1 spot, followed by South Korean electronics manufacturer Samsung at No2 and German sports apparel company Adidas at No3.

Brand Africa Chairperson Thebe Ikalafeng, who released the list at the Johannesburg Stock Exchange on Friday, said their survey received more than 15, 500 brand mentions covering more than 2, 200 brands.

The survey was conducted in 23 African countries accounting for 75percent of the continent’s population.

South Africa’s DStv made the Top 3 brands in the media category, together with Google and Facebook.

First National Bank ranked No7 on the list of Top 25 most admired financial services brand, with Stanbic/Standard Bank ranked at No5, while Old Mutual ranked 14, Nedbank 19 and MTN Mobile Money 20.

Nigeria’s Guaranty Trust Bank was ranked No1, followed by the UK’s Barclays/Absa at No2 and Togo’s Ecobank at No3.

Ikalafeng said that if Africans created their own brands, they could create their own future.

He said controversial prophet Shepherd Bushiri and Nelson Mandela were some of the “brands” mentioned by respondents to the survey.

It was concerning that 83 percent of brands in Africa came from outside the continent.

Ikalafeng said African brands needed to empower consumers and be at the centre of relevant solutions, and that technology should be a key driver for growth.

Zambia confirms it will start culling Hippos

Tourism Minister Charles Banda has confirmed that the government has given a go ahead to a safari hunting company to cull Hippos in the Luangwa Valley.

Mr Banda has however revealed that only 250 Hippos will be culled in 250 and not the 2,000 Hippos that some conservation groups reported.

In an interview, Mr Banda said that government approved the culling of 250 Hippos as part of efforts to depopulate the animals.

He said going forward, the number of Hippos to be culled will be determined year by year after conducting a census.

Mr Banda said the contract with entered into Mambwe Safaris with the then ZAWA in 2015 is still valid although the operations of ZAWA have since been taken over by the Department of National Parks and Wildlife under the Ministry of Tourism and Arts.

In 2016, the Zambian government suspended the culling of Hippos in the Luangwa Valley over the next five years.

A South African hunting outfitter Umlilo Safaris has now started promoting Hippo hunting using the same licence obtained by Mambwe Safaris.

Wildlife charity, Born Free, who led efforts to stop the slaughter in 2016, is calling on government to urgently re-consider and abort the agreement that only benefits private safari hunting companies and trophy hunters.

Born Free President, Will Travers OBE, stated: “Our sources reveal that the government has moved swiftly to reinstate the cull, perhaps hoping this would go unnoticed. Far from it! They are, apparently, using the same flawed rational for the slaughter as last time – a preventative measure to avoid a future outbreak of anthrax, combined with an assertion that low rainfall will exacerbate the situation.

They also appear not to have informed key stakeholders in the Luangwa Valley, including the Luangwa Safari Association and the District Commissioner. The negative consequences for thousands of hippo and Zambia’s reputation as a wildlife tourism destination – the proposed cull site can be seen from the internationally-renowned Chichele Lodge – cannot be under-estimated.”
