Community Development Minister Emerine Kabanshi says the Patriotic Front Government remains committed to empowering vulnerable groups with the means to conquer poverty by increasing the number of people benefiting from the social transfer initiative.

Ms. Kabanshi says Government has devised robust alleviating initiatives targeting vulnerable groups who include older persons, persons with disability, female headed households and the chronically ill.

She was speaking in Choma last night at the provincial administration grounds when she handed over a brand-new land cruiser, 93 bicycles and office equipment to the department of social welfare in the district for the enhancement of social cash transfer activities.

Ms. Kabanshi said government is committed to redoubling social protection efforts by expanding the social transfer coverage, scope and budgetary allocation.

She disclosed that in Choma alone, the programme has reached out to 5,636 households enabling government to effectively impact 33,816 people in the district.

The minister commended the community in Choma for exhibiting commitment to her ministry’s empowerment programmes by braving the evening cold in the open grounds to await her arrival last night to handover the motor vehicle, bicycles and office equipment.

She handed over the items around 20.00 hours.

Ms Kabanshi also distributed blankets to the vulnerable people to cushion them against the cold season.

Speaking earlier, southern province assistant secretary Abraham Kondomone said the social cash transfer programme has positively impacted on poverty alleviation among vulnerable households in the province.

District Commissioner Sheena Muleya also praised government for scaling up the programme to cover more households that are in need of social protection.

Two United Party for National Development (UPND) Councillors from Chilanga have refused to support the preferred party candidate Charmaine Mel Musonda on moral grounds.

The two Councillors, Arthur Moonde for Nakachenje Ward and Peter Mulubisha for Chinyanja Ward, told journalists at a media briefing held at Chrisma Hotel in Lusaka yesterday afternoon that the UPND erred on moral ground to settle for Charmaine Musonda and will find it difficult to campaign for a candidate who is morally bankrupt.

“Having thoroughly consulted our people in our Wards and Chilanga district at large on the adoption of Musonda Charmaine Mel, we came to conclusion that the UPND has erred on moral grounds to settle for a person whose morality is being questioned,” Councillor Moonde told journalists.

Although the party followed the preferred process of adopting Charmaine, Moonde explained, the UPND leadership never consulted key stakeholders in the party including Councillors.

“On the strength of this serious anomaly, we resolved never to campaign for Charmaine and even if we did, our people will never accept Charmaine for what she did.”

The two Councillors also accused Charmaine of harbouring acute hatred for the deposed area Member of Parliament after he was convicted and sentenced to death for murdering his security guard.

Moonde indicated that Charmaine did not speak to her conscience honestly before accepting the adoption to contest for the vacant Chilanga seat.

Mr Moonde alleged that it was an act of hatred that led Charmaine to accept the adoption otherwise she could not have accepted the adoption.

“To our surprise, Charmaine accepted the adoption…. this means, she had a hand in his conviction.”

Moonde observed that Mukata does not deserve the kind of betrayal he has received from a person who claim not only to be a partner but also a close ally.

“For those of us who appreciate the work Mukata did in Chilanga, we will find it hard to turn our backs against him and we will find it difficult to campaign for any person that betrays the man who has done so much for the Chilanga.

Meanwhile, Councillor Mulubisha told journalists at the same briefing that he agreed with his counterpart Moonde that Zambia as a Christian nation does not support immorality.

“It is for this reason we come to put records straight that, Charmaine is not our candidate because supporting her will be endorsing immortality which the UPND endorsed after adopting Charmaine.”

Mr Mulubisha said that he had doubts that the people of Chilanga will give Charmaine a vote after betraying Mukata who did a lot for the constituency during the time he served as an MP.

And Councillor Mulubisha ticked of calls by UPND election chairman Garry Nkombo’s advice to UPND members to use violence to win an election.

Mulubisha explained that violence has no room in a civilised society like Zambia.

“As Civic leaders, we condemn any form of violence because what comes out of violence is destruction.”

Genesis tells us that in the beginning, God created the heavens and earth, but before He spoke the world into existence, it was formless and void. If God can make the world out of nothing, He can take the empty places in your life and create something beautiful, too! He can speak light into your darkest hour. He can take your formless dreams and give them shape. He can resurrect your dormant gifts and talents! He can make your crooked places straight!

Remember, you are created in the image of almighty God. There’s power in your words, and there’s power when you’re in agreement with Him. Start saying what God says about your situation. Speak life to your broken dreams today. Speak hope into the hopeless places. Keep an attitude of faith and expectancy because He will turn things around for you and create something out of nothing!

Maternal dearth should be eliminated

Limulunga Maternal and Child Health Coordinator Nella Mwala says factors which contribute to maternal death should be addressed promptly.

Speaking at the first ever quarter maternal death review meeting for Limulunga district, Ms Mwale said the district recorded 3 maternal deaths in the first quarter of this year.

She noted that it was vital for every woman to delivery safely stating that any gaps in service delivery contributing to women dying whilst giving life should be curtailed to promote safe motherhood.

The Coordinator said it was pleasing that government noted the need for nurses to go through induction for the promotion of safe motherhood so that they are equipped with midwifery skills.

And chairing the meeting, District Administrative Officer Mubiana Ngenda sounded the need for all stakeholders to work in collaboration with the District Health Office to facilitate safe delivery.

Mr Ngenga appealed to residents of Limulunga to work amicably with medical personals to prevent complications which would arise in child labour.

Meanwhile, Limulunga District Health Director Dr Douglas Singini urged the committee to put forward recommendations which could aid the elimination of maternal death by improving service delivery.

He also disclosed that the district had received a number of medical staff in the last recruitment adding that the development would support the goal to save lives in child birth in the outskirts of Limulunga district.

The maternal death review committee was a requirement from the World Health Organisation (WHO) to promote competence and inform policy makers on any existing gap in service delivery.

Zanaco halted their two-match losing run on Saturday following a 1-1 home draw with Power Dynamos at Sunset Stadium in Lusaka.

The result gave Zanaco some breathing space following a tough last week after losing 1-0 at home to Zesco United and by the same margin on the road at Lumwana Radiants.

But it was Power who took the lead in the 23rd minute before Bernard Ofori equalized in the 42nd minute.

Zanaco are 8th after round 10 on 14 points following the draw to halt their two-match losing run.

Power stay 4th on 18 points, four behind leaders Zesco United who were in 2018 CAF Champions League action on the same day at home in Ndola against Mbabane Swallows of Swaziland.

Meanwhile, Green Buffaloes stay second after a 1-0 home win over National Assembly courtesy of a Diamond Chikwekwe goal in the 61st minute.

Zesco United on Saturday squandered a one-nil lead to draw 1-1 at home with Mbabane Swallows in their 2018 CAF Champions League Group D opener at Levy Mwanawasa Stadium in Ndola.

George Lwandamina’s side dominated proceedings and could have scored at least three goals in the first half but John Chingandu and Winston Kalengo wasted great opportunities.

The deadlock was broken in the 64th minute when defender David Ownio headed in Chingandu’s corner.

But Swallows fought back and equalized in the 81st minute through Mangaliso Shongwe off a Tony Tsabedze’s cross.

Zesco will travel to Tunisia on May 16 to face Etoile du Sahel on match day two of the group stage.

Meanwhile,it is all square in Group D with all four teams on 1 point.

This is after Etoile finished 1-1 away to Primeiro de Agosto of Angola today in Luanda.

Government secures land for Investors to build shopping a mall in Choma

Government says it has secured land in Choma to allow investors put up shopping malls in the provincial capital and other districts of Southern Province.

Southern Province minister Edify Hamukale said land has been found for chain store supermarkets to open up shopping malls in the province.

Addressing a press briefing at his office in Choma, Dr Hamukale explained that the districts along the line of rail such as Choma and Monze have experienced population growth which has resulted in increased economic activity.

The minister said he is saddened that most people in rural districts in the province have to travel to Livingstone, Mazabuka or Lusaka to do their shopping.

He said his office is available to provide demographic information for market surveys to all those interested in the investment opportunity.

Dr Hamukale said the population of Southern Province has swelled tremendously and that people are desperate for shopping malls.

Masaiti Councillors obtain motor bikes on hire purchase

Councillors in Masaiti District on the Copperbelt province have partnered with White Dove Technologies Zambia to purchase 16 motorbikes on hire purchase at a total cost of K256, 000 to improve mobility of Councillors in the district.

The motorbikes will therefore be paid off through the Councillors’ allowances for a period of 12 months.

In an interview with ZANIS today, Masaiti Council chairperson, Christine Chande said the motorbikes should be able to improve mobility of councillors in order to better serve the people of Masaiti.

She implored the civic leaders to use the motorbikes correctly as they conduct their programmes in the wards.

She noted that vast areas such as Masaiti district requires faster and efficient modes of transport to reach certain places.

Ms Chande further implored other civic leaders to emulate Masaiti councillors who have shown initiative to ensure that they connect with the community and people they were elected to serve.

Lumwana Community Trust (LCT) of Kalumbila District in North –western Province has handed over infrastructure at three schools to government constructed at a cost of about K2 million.

The Trust handed over three staff houses at Lumwana east community school, a one by three class room block at Mukonzhi primary school and a wall fence erected around a Catholic convent.

Kalumbila District Commissioner, Robinson Kalota who received the structures said government is committed to providing quality education and good health to the people of Kalumbila district.

Mr. Kalota said government wants everyone to have access to proper health and education facilities.

He said the investment by LCT is meaningful as it will help in meeting the accommodation needs of teachers at Lumwana east primary school and increase learning space at Mukonzhi primary School.

The District Commissioner commended LCT and the contractor for the quality works done at the two schools and the convent.

“The structures are of good quality and we commend LCT and the contractor for doing a good job,” he said.

The District Commissioner warned the people of Chief Mukumbi’s area against vandalizing the property and that anyone who will be caught will be prosecuted.

Meanwhile, Lumwana Mine Executive Director Nathan Chishimba said the construction of the structures is in line with the company’s aspiration to bring about social economic development in the area.

Mr. Chishimba said the Mining firm will continue with its model of involving communities in determining their development needs and empowering them to take an active role in bringing development to the area.

And Chief Mukumbi thanked Lumwana Mine for constructing the structures as they will help improve the performance of pupils at the two schools.

The traditional leader urged his subjects to look after the infrastructure so that the children from the community can benefit from it.

A Chinese national impounded for driving a Government vehicle without authorisation

A Chinese national was among the drivers impounded by Ministry of Works and Supply officers for driving a government vehicles without any documentation that allows government workers to drive government vehicles on the weekend.

The Chinese national who was driving from the East was impounded at Waterfalls Check Point where ministry officials had mounted their Road Block on the Great East Road.

The foreigner who was driving from the East could not explain himself as to why he was driving a government vehicle without documentation prompting the Ministry Officials to impound the vehicle and instruct the Chinese national to come to the Ministry of Works and Supply on Monday

Minister of Works and Supply Felix Mutati says government has intensified the control of usage of government vehicles on weekends by launching the first phase of a nation wide campaign which saw a lock down of Lusaka Province.

All the 4 main entry points into the province had Road Blocks mounted by Ministry of Works and Supply Officials.

Speaking in Kabwe were he was part of the team of officers who mounted a Road Block at Mulungushi University Mitati said his Ministry had intensified the control of government vehicles abuse as way of controlling use of tax payers money and usage of public resources.

He said government vehicles were part of the assets that belonged to the people of Zambia and that it was his duty to control the usage of people’s assets and prevent abuse being perpetuated by those who are allergic to following the rules adding that there is need to bring back discipline and order in the usage of people’s resources.

And Senior Inspector of Government Transport John Chisanga says the Ministry has recorded some compliance in the usage of government vehicles on weekends and after working hours since the commencement of the exercise to cramp down on the abuse of government vehicles on weekends and after working hours.

Chisanga explained that though they are some radicals who are still giving them problems in their execution of duty the exercise has recorded some level of compliance as people have started to follow procedure as can be seen from the reduction in the number of culprits.

“The Government Control Unity has carried out a countrywide operation and for Lusaka I have got details which we have just gathered because we mounted road blocks on four points. Eastern, Western, Southern and Northern entry points and the data from all these points which we have gathered from 07 up to 12:45 from Eastern entry point there about 19 vehicles recorded two impounded and and 4 were charged they are supposed to pay the charges at Works and Supply. From the Southern entry 30 were recorded 10 where charged 4 was impounded so these have to come to some fines at Works and Supply. From Western entry point 16 vehicles were recorded and 5 were impounded. From Northern entry point 25 were recorded 10 were charged and 4 impounded…

“From the statistics we have here its like there is a down ward trend. There is some compliance somewhere though there are some radicals here and there who are trying to still give us problems in our execution of this duty but we are still cramping down on them like on the Eastern part there was a certain individual who claimed that he had bought the vichile but he was still using GRZ number plate so we had to remove those number plates since he said the process of changing ownership was still on going so asked him to come to Ministry with the vehicles new number so that we can assist to complete the process of changing ownership,” he said.

The exercise which started three weeks ago to control the usage of government vehicles during weekends and after working hours continued on Saturday with Ministry officers mounting 4 Road Blocks in Lusaka.

Kitwe City Council wishes to put it on record that the land in Town Centre were the Chisokone Market is located has not been sold to any person or company. The allegation that a Chinese company has bought the market land is not true and I would not support such an idea because it is against the principle of empowering Zambians.

The council has not had any committee meeting or passed any council resolution to sell the land to any person( local or foreign). The rumour should not be taken seriously. The local authority represents central government at a local level and we have no instructions to sell the land to any local or foreign investor.

The council holds the collective opinion that first priority for any upgrading of the market should be to benefit those who are currently trading at chisokone. Meaning if a Mordern market is going to be built, it should be to help those who have been there for Many years to have better trading facilities. What is true however, is the fact that the Chamber of Mines ( that is all mining companies in zambia) have offered free money to build three Mordern markets at Chisokone in Kitwe, Kapalala in Ndola and City market in Lusaka under their collective social corporate responsibility.

Just to remind the marketeers that Kitwe City Council has over the last one year, under my leadership spent over K 2.5 million in building new market shelters to improve the market and benefit the current traders aswell as accommodate former street vendors.

At a local level I represent a very responsible government led by His Excellency the President of Zambia, Mr. Edgar Chagwa Lungu which believes in empowering marketeers. I wish to report that I have engaged leaders from market associations 3 times this week alone to discuss how we can protect the interests of the marketeers in terms of ownership options when a mordern chisokone is built.

Council of Churches calls on all political players to conduct peaceful campaigns

The Council of Churches in Zambia (CCZ) has called on all political players participating in the Chilanga Parliamentary by-election slated for June 5, 2018 to conduct peaceful campaigns.

CCZ General Secretary, Emmanuel Chikoya has reminded political players that winning an election is not a desperate task or winning by any means necessary.

Fr. Chikoya stated that winning an election is not about slander campaigning, character assassination or inciting one group against another to score cheap political points.

He further said winning an election is not about using hate speech or offensive language but a contest of ideas, fighting for winning majority votes, selling of practicable policies and programs for improving the lives of the electorate.

The CCZ General Secretary observed that a free, fair and peaceful election is not hinged on just one political party alone working to ensure peace but on all political parties participating in an election.

He said all stakeholders in the Chilanga Parliamentary By-Election should have one goal of working hard to ensure a peaceful process during campaigns, on the day of voting and after the election.

Fr. Chikoya has reminded all participants in the by-election that the environment will be competitive but should remain peaceful and non-violent adding that the nation should remain united.

He added that all political players should have zero tolerance for violence within and outside their ranks stating that they should not only talk about peace but live in peace with themselves, their members and other political stakeholders.

Fr. Chikoya has challenged all participating political parties to be consistent in their condemnation of violence by upholding zero tolerance against violence both in private and public.

He noted that elections should be about credibility, integrity and trust in the candidates, their political ideology and the team with the required capabilities of managing the resources and assets competently for the benefit of majority of the electorate.

Fr. Chikoya has also called on the security agencies to be firm but fair and that they should not be seen to be siding with any political party because that will be a recipe for chaos.

And Fr. Chikoya has urged the Electoral Commission of Zambia (ECZ) to superintend over the election in a very professional and transparent manner and decisively deal with violent political parties.

He has also advised the public media to offer fair coverage to all participating political parties.

Fr. Chikoya said the media in general should be factual and responsible in their reporting and avoid publishing unverified and alarming news that result in the breakdown of law and order.

Zambia has held a bilateral meeting with Japan at the Africa-Japan Investment Forum held at the Sandton Convention Centre in Johannesburg, South Africa.

Mines Minister Richard Musukwa led a delegation of Zambian government officials while the Japanese delegation was led by its Minister of Economy, Trade and Industry Hiroshige Seko.

Speaking during the meeting, Mr. Musukwa mentioned that government was promoting mineral exploration for the development of both small and large scale mining operations in order to increase employment generation and business opportunities for the local people.

He said mining was at the center of Zambia’s industrialization and job creation strategy as reflected in the seventh National Development Plan, therefore, the provision of geological information was central to the growth of the sector.

Mr. Musukwa expressed gratitude to the Japanese government for collaborating with Zambia to help generate geological information through a Japanese firm called JOGMEC, noting that this move will enhance Zambia’s vast mineral potential.

He noted that the collaboration between the two countries will help increase capacity and investment in Zambia’s mining sector as it will facilitate for transfer of technology that will enable the country utilize its mineral resource in creating an industrial base for manufacturing sector and value addition.

And Japanese Minister of Economy, Trade and Industry Hiroshige Seko says his government was happy to partner with the Zambian Government to bring development and enhance trade volumes both in trade and mining sector.

He said Japan was the world’s leading manufacturer of battery solutions for cars, mobile phones and computers and wanted to invest in the production of copper and cobalt.

He said his government was keen to support investment in the exploration, mining and smelting of copper and cobalt facilities

Nawakwi requests President Lungu to hold a meeting with HH before the all parties dialogue

FORUM for Democracy and Development (FDD) president Edith Nawakwi has requested President Edgar Lungu consider convening a private meeting with United Party for National Development (UPND) leader Hakainde Hichilema before next month’s all-parties dialogue process.

Ms Nawakwi said a private meeting, preferably under auspices of the Church, would build trust and rapport between Mr Lungu and Mr Hichilema and help facilitate an effective national dialogue process.

She said this at the FDD secretariat on Thursday when National Guidance and Religious Affairs Minister Godfridah Sumaili paid her a courtesy call to discuss values and principles related to political parties and leadership in the country.

“This tension should be broken by senior officials before national dialogue starts. We feel that Government is in a better position to bring an end to the fighting among parties,” Ms Nawakwi said.

She said a pre-dialogue meeting would ensure that leaders spoke with one language during the national dialogue process so that Zambia could address the largely electoral law related issues that caused disputes after recent elections.

Ms Nawakwi said time was ripe for politicians to start holding social meetings with a view to discussing pertinent national issues, saying the trend of speaking through the media was not helping in building the nation.

She stressed that the Zambia Centre for Inter-Party Dialogue (ZCID) in its present form had capacity to chair a successful dialogue process but this required commitment from major political party leaders.

Rev Sumaili said Zambia’s progress and development hinged on citizens’ readiness to embrace values like patriotism, ethics, human dignity and honestly which Zambians had agreed to enshrine in the Constitution.

She said there was need for people to embrace Christian values, emphasising that this was crucial to sustaining the peace being enjoyed in the country.

Rev Sumaili said Government was engaging political parties over values to help promote decent politics which were anchored on respect and unity of purpose.

She said opposition parties were important to fostering unity in the nation and the dialogue process would succeed if everyone agreed and worked together.

Rev Sumaili said unity was not cheap because it required sacrifice and tolerance on the part of political and religious stakeholders and the general citizenry.

Parties should promote co-existence and unity in their structures so that Zambia could remain stable.

Simataa Simataa to take his case to Public Protector

Banned from football for the sixth time in his life, Simataa Simataa said yesterday he would be taking his case to the office of the Office of Public Protector.

Simataa said his ban from all football-related activities by the Football Association of Zambia (FAZ) for alleged unethical conduct against the association amounted to intimidation and harassment.

It is the sixth ban the outspoken Simataa has coped in his nearly 30 years of involvement in football administration, becoming Zambia’s most banned sports personality.

Joking that he was probably the most banned sports person in the world, Simataa said he would be taking the matter to the Office of the Public Protector. “I think this is something I must take to the Public Protector. I am going there on Monday,” he said.

Simataa questioned if members of the FAZ Ethics Committee understood the law for them to ban him before he could defend himself.

Simataa said in an interview when he attended the meeting that he did not go there to submit his defence but to present preliminary grounds for his argument.

“How can they make a ruling on preliminary grounds? I was clear that I was presenting six preliminary grounds not my defence and so how can they make a ruling before I defend myself. Have they ever heard of a trial within a trial? These are lawyers, don’t they know the law?” Simataa said.

Asked whether he would appeal the ban, Simataa asked to whom he could appeal, explaining he had not yet received the letter and only saw it on social media where he posted a picture of himself at Football House where he found that the letter was not ready.

“I have been banned before in the past. This will be my sixth ban. What did I do in the past? Who should I appeal to?” he said.

Among the submission Simataa presented to the committee was the argument that FAZ had no code of ethics in keeping with Article 60 (3) of the FIFA Code of Ethics and therefore invoking the article needed a resolution of the executive committee.

Simataa also submitted that the commissioners were conflicted because one of them was a his relative while the chairman, Cephas Katongo, was a close friend of FAZ president Andrew Kamanga’s.

But the committee responded that the submissions lacked merit and were misconceived because the FAZ Constitution, under Article 7, mandated bodies and officials of FAZ to observe statutes, regulations, directives, decisions and the Code of Ethics of FIFA.
