NGOCC backs debate to limit number of times individuals can contest elections

The call by a young politician, Prince Ndoyi for young people to ‘genuinely discuss the issue of individuals over contesting presidential elections’ has received backing from the NGOCC who have said the debate should include other political positions.

Ndoyi, the former ZANASU Vice President last week said that there should be a limit to the number of times an individual appears on the Presidential Ballot so as to create opportunities for young people and women to raise in leadership positions in political parties.

He also noted that due to individuals holding to the Presidency of their parties other positions were also rotating among the same individuals there by creating less opportunities for the marginalised as well as affecting the credibility of the checks and balances being offered by the various political parties to government.

NGOCC Executive Director Engwase Mwale said the call by the young politician was a welcome idea but that the interrogation and debate should also include other positions in the political arena.

Mwale said the country should put up a legal frame work that should create opportunities for women and young people without discrimination.

“For me the issue of whether it is Presidential, Members of Parliament and Councillors I think this is something that requires a national consultation so that all political positions are discussed is something that will be legally acceptable by the Zambia people aside from just looking at one position I think that democracy requires that we look at all positions in the political arena to ensure that opportunities are created equally for everyone but without shooting ourselves in the foot with regards to the democratic rights that everyone has in terms of participation at all levels in the political arena.”

Mwale said in as much as it is a democratic right for one to contest as many times as individuals want the country should have a legal frame work that creates opportunities for others.

Ndoyi wants parliament to limit the number of times individuals are allowed to be on a presidential ballot claiming that youths and women will continue to escort others and remain spectators even when they are in the majority adding it is unhealthy to decide the fate of the majority without including them.

Below is Ndoyi’s full post

Let’s Limit How Many Times An Individual Appears On A Presidential Ballot Paper

A youth political activist has called on young people to start engaging in the debate on how many times a leader of a political party should be allowed to be on a ballot paper if their chances of increasing their political space in the country’s democracy is to be increased

Prince Ndoyi, the former Mulungushi University President has observed the need for genuine conversation on presidential candidates so as to curtail what has become common for leaders to hang on to their presidency.

Ndoyi who is now a member of the former ruling party, the MMD, said there are dangers in allowing individuals to continuously contest elections despite them losing because it limits the chances of young people rising to influential positions in their parties.

He notes that since 2001 general elections the country has seen the same individuals appearing on the presidential ballot papers something he said is an impediment to the growth of youth and women leadership in political parties as positions continue to rotate among the same individuals.

“If young people are to see the light of political space in our democracy, we must prudently indulge ourselves into interrogating the dangers of the same faces appearing on ballot papers election year after election. The moral question of whether they have the democratic legitimacy to do so.

“Its almost appalling that from 2001 to the 2016 elections, almost the same faces have been appearing at every presidential race. This in literal sense means someone would have been a leader of a political party for 17years. What does that entail on the ordinary membership, and leadership opportunities within the party?”

He said young people being the king makers should now start to interrogate not only the democratic principles but question the monopoly of political power by those in senior positions of their parties.

“What are we interrogating here; it is the democratic principles, it is intra party democracy, it is the morality in political monopoly, it is the question of competition over democracy, it is the classical phenomenon of how dictators come to power in a democracy, it’s the hypocrisy of a democracy behind bars.

“Normally state democracy precedes party intra democracy, with the assumption that it’s only after a country consolidates state democracy that intra party democracy becomes possible. With this freedom and democratization it must push civil society to encourage ordinary party members to challenge party leaders against the monopoly of party power and functions. We agreed as a people that we shall be governed through democracy but what we perhaps didn’t foresee is this emanating problem,” he said.

Ndoyi said young people should now start looking at the dangers of individuals over contesting elections as well as the selfishness of individual political party leaders who continue to hold on to parties despite being rejected by Zambians on several occasions.

He said the debate should interrogate the reason as to why perpetual candidature of individuals should be stopped as losing continuously stops just being a loss but a humiliation hence turns leaders into “monsters” against their own institutions.

“What are the dangers of over contesting elections? Why are some party presidents so intimately in love with contesting elections? Why the love affair and selfishness with the hold on to power? What is it in elections that makes leaders turn into monsters against their own institutions? Some perpetual presidential candidates claim they lose money in every passing election, why then don’t they give chance to others? What are the reasons why they get richer and richer election after election? Why the greed and wealth accumulation in electioneering?

“As young people we continue to ask when will some of these perpetual candidates bury their selfish ambition for the sake of the others considering the abysmal performance at every election. They thrust into riding on a mandate of the people on the unholy altar of patronage. The truth is they will continue to contest tenaciously in every election period, notwithstanding their frayed abysmal performance.

“The psychological problems for perpetual losing is that losing ceases to be a loss but it becomes a humiliation. These perpetual candidates during another electioneering period, become sacrosanct and vanquished. They must be a source of everyone’s concern. They are wolves in a sheep clothing. There is no guarantee, that they can adhere to a two term system enshrined in our constitution. In reality, the abuse of the electoral process is a recipe for radicalization and extremism and we must guard against it,” he said.

He challenged young people and women to challenge the growing undemocratic tendency within political parties adding that the challenge also goes to other stakeholders to stop burying their heads in the sand and ensure that these dangers are stopped.

He said young people and women cannot cry for opportunities while at the same time not creating space for themselves.

“We challenge civil society and our cooperating partners not to bury their heads in the sand against this evil and it’s dangers. They have a moral responsibility to ask the uncomfortable questions. We must make aggressive but honest effort to halt the growing trend in monopolistic political invocation. Merit, capacity to deliver and one’s glowing credentials should not be the only overriding consideration in electing leaders, but how many times one contests aswell must be an important benchmark at every election.

“We cannot continue to cry for opportunities to lead when infact as youths we must bare the blame. We have allowed ourselves to be used in perpetuating the same political elite around our political class thereby preventing an eminent generational political takeover. Truly some political parties have transformed into UNIP where the party president stood against a frog or no one at all,” he said.

Ndoyi has since called on Zambians through Parliament to find practical means of preventing selfish individuals as it is a way of creating institutions which will offer the much needed checks and balances

“Finally there is need for us to define this through our laws in our Parliament, to find a more practical way to prevent this. We can achieve it when we sincerely and fundamentally lower the flag of hero worshiping and patronage. Only then shall we see enhanced and robust democratic institutions casting the net wider on leadership identification and recruitment. We desperately need credible checks and balances.”

Installation of six solar powered hammer mills completed in Solwezi

The installation of all the six solar powered hammer mills for Solwezi district under the Presidential empowerment initiative to local farmers has been complete.

The hammer mills were installed last month and are expected to be operational as soon as the Zambia Cooperative Federation trains operators.

Acting Solwezi District Commissioner Christopher Nyungila has confirmed the development to ZANIS in Solwezi today.

Mr Nyungila said the hammer mills have been strategically located in areas with high maize productivity and population.

He named the areas to benefit from the solar powered hammer mills as Kakombe, Kyafukuma, Mbonge, Sandang’ombe, St Francis and Zangamenu.

Mr Nyungila said the hammer mills will not only create employment for the local people but will also provide a readily market for farmers to sale their maize and also lower the cost of mealie meal.

Meanwhile, Mr Nyungila says government has topped up e-voucher cards for 3,550 farmers out of the 3,934 who have deposited their K400 contribution for the 2017/2018 farming season.

He said 4,380 farmers have been authorized to deposit the K400 contribution out of the targeted number of 5,780 farmers in the district.

Mr Nyungila said the redeeming of inputs has been relatively slow because most farmers are giving incorrect national registration card numbers and passwords thereby being rejected by the system.

He has since appealed to farmers to ensure they submit correct details to agro dealers and redeem their inputs.

Central Province Police Commissioner, Joel Njase has expressed happiness that the region did not record any deaths resulting from road traffic accidents during the festive season.

Mr. Njase said the province only recorded two accidents where victims sustained serious injuries.

“As a province we only recorded two serious accidents during the festive period which resulted in two people sustaining serious injuries without any fatalities, although we would have loved to record zero accidents as per our target,” he said

Mr. Njase told ZANIS in an interview that the first accident occurred on Monday, January 1, 2018 around 22:00hrs involving an unknown male who hit into a pedestrian and a traffic light pole along Great North Road due to excessive speeding.

He said the pedestrian sustained a deep cut and bruises on the arm and is admitted to Kabwe General Hospital.

Mr. Njase further said the other accident occurred along Itezhi-Tezhi -Mumbwa road when a cyclist identified as Cholwe Mulongo tried to change lanes and was hit by a vehicle.

He said the vehicle a Toyota Corolla Registration Number BAC 3946 was being driven by Hardley Nalugwe aged 45 of Lilanda compound in Lusaka.

Mr. Njase said the victim sustained a fractured leg and bruises on his hands.

He said it was impressive that most motorists conducted themselves well during the festive season.

He further said there is need to sensitize cyclists on the high way codes to prevent them from being hit by motorists.

And Police in Kalabo District have commended members of the Public for maintaining law and order during the festive season.

Kalabo District Police Officer-in-Charge Daniel Mutondo says New Year was incident free with only three assault cases were recorded on Christmas Day.

Assistant Superintendent Mutondo however told ZANIS today that the Police station recorded four burglaries and eight assault cases between Christmas and New Year and that no road accidents or traffic offenses were recorded during the same period under review.

He attributed the low incident levels to Community engagement and mounting of intense as well as spontaneous patrols by alert Police Officers.

The Officer-in-Charge further revealed that members of the public in the District were corporative as they did not misunderstand the presence of Police Officers in Public places.

He said Police will continue to enforce maintenance of law and order adding that citizens have a moral obligation to abide by the laws of the land.

Assistant Superintendent Mutondo has since urged members of the Public not to relent in reporting suspicious acts likely to compromise law and order in a bid to reduce crime in society.

Kitwe City Council closes down over 100 non-complying shops

1

The Kitwe city council this morning swung into action and closed over 100 shops in the city’s second class trading area for non-compliance with the trading regulations provided for under the Local Government Act.

The city council management team and the council police led by Town Clerk Bonwell Luanga demanded for display of trading licenses, fire and personal levy payments before closing all the shops that failed to provide these documents.

Mr. Luanga told journalists that the local authority’s move was aimed at reminding the business community on their obligation to comply with the provisions of the trading regulations.

He said there was need for the local authority to be proactive in revenue collection for it to attain its projected budget and to provide the public with quality services.

He added that the move was also aimed at ensuring that the city becomes a healthy and productive.

Mr. Luanga further said the local authority also wants to ensure that Kitwe contributes to the attainment of the goals of the seventh national development plan of turning the country into a middle income economy.

And Mr. Luanga has said the local authority will soon engage managements of shopping malls and other public facilities to ensure that they put up smoking zones in their facilities to abate the current rampant public smoking.

He charged that the council will enforce the law if it does not received cooperation from the managements of shopping malls and other public places in the city.

State House has taken measures to curb fake online media statements purportedly issued by President Edgar Lungu through his press aide.

To this effect, State House has today announced that from now onwards, all its press statements will be confirmed by the Zambia News and Information Services (ZANIS), the Zambia National Broadcasting Corporation (ZNBC) and state owned newspapers.

Special Assistant to the President for Press and Public Relations Amos Chanda explained during a press briefing this afternoon that this move was meant to protect the integrity of government communication system.

Mr. Chanda said ZANIS, ZNBC and state owned newspapers will be confirming official statements from State House within 30 minutes of being issued.

He said the State House press office issues news items to ZANIS press office that consequently comes up with the news diary.

He stressed that that any departure from the said procedure is not from State House.

The Presidential Press aide has meanwhile bemoaned the abuse of digital media space by some people who broadcast messages of hate.

He pointed out that police and other security agencies that are charged with the responsibility of protecting cyber space should bring the scourge to a stop.

“I must first express great disappointment at the rampant acts of abuse of digital media space to broadcast message of hate. The police and other security agencies tasked with security of cyber space should bring this matter to an end,” he stated.

Mr. Chanda observed that while social media offers unlimited opportunity for people to interact, its abuse is not condoned.

Lucky Mulusa says social media has been fabricating stories about him

Lucky Mulusa

I HAVE never accused the Ministry of Education of buying or trying to buy vehicles in a corrupt manner because procurement does not fall under the minister but Permanent Secretary, former National Planning minister, Lucky Mulusa has charged.

Mr Mulusa, who was dropped by President Lungu last week said he has never told anyone about such a process because it was not possible as all procurement procedures would be dealt with at Permanent Secretary level.

He told the Daily Nation in an interview that there was too much fake information on social media which the media was falling prey to without verification.

Mr Mulusa said, he could not be compared to any other politician who talks carelessly because he had no intention of insulting the President and has not done that.

“I have never issued any statement regarding anything to do with the buying of vehicles in the Ministry of Education, and if anything the procurement of tenders in any ministry has got nothing to do with ministers, but that is the work of the Permanent Secretaries.

“The only media I spoke to was the News Diggers and you as the Daily Nation are the second people I have spoken to and at no time did I talk to any other,” Mr Mulusa said.

He advised the public to understand how the government was operating and not disseminating wrong information that was misleading, saying that was wrong. Mr Mulusa was reacting to sentiments alleging that he was fired because of his refusal to be part of the alleged corrupt government.

“At no time did I speak to anyone and the social media has been fabricating stories that has seen a lot of people falling prey to, because it is not long when there was a letter circulating purporting that Lands Minister Jean Kapata, had been fired when in fact not,” he said. Mr Mulusa said that all the allegations about him were false, but that he would only talk at an appropriate time.

Below is the First Exit Interview Mr Mulusa gave

DIGGERS: We have seen a posting from State House that you have been dropped from your position, is this true?

LUCKY MULUSA: Yes it is true my appointment has been revoked, so I am no longer member of parliament or Cabinet minister. In fact there is a letter to that effect so right now I am just rushing to the office to pick up the letter and say good bye to the staff, we’ve been a great team.

DIGGERS: Is there any reason you think might have caused this?

LUCKY MULUSA: The President usually wouldn’t give any reasons why he revokes an appointment. He is at liberty to either give reasons or not to give reasons, especially that if at the time he was appointing you he didn’t give any reasons and you didn’t ask for reasons why you were appointed, it would be disputatious for you to ask for reasons why your contract is being terminated. So for me, my response to the new development is to actually; sincerely from the bottom of my heart, thank the President for having given me an opportunity to finish off the understanding of governing from having been an observer outside Parliament and government and then having been participating in the discourses in Parliament. It helped my understanding of way the nation has to be governed. And then having been given an opportunity to actually serve him as Special Assistant to the President for Project Monitoring and monitoring and working closely with him for about one year and six months, 18 months everyday working with him; it was a great honour. I really want to thank him for giving me an opportunity to have that insight understanding of how the President operates. It has given me a very, very good understanding, I am always a student so it made me observe how the President operates and I have my views on how a President should operate.

DIGGERS: How was your relationship with President Lungu?

LUCKY MULUSA: It was great. I really thank him and I thank him that during those first 18 months, the President asked me to walk the talk and indeed I walked the talk and we won elections together. We combined efforts and I would like to thank him for having elevated me to the position of Cabinet minister. Once again, giving me an opportunity to see how Cabinet operates and being a student I have my own views of how cabinet must operate; and eventually how government must be run. I do respect his decision because as a leader, you should always create a team with members whom your minds meet and, if you see that there is no minds meeting then there is no need to keep anybody around. I respect that.

DIGGERS: How do you feel about being fired?

LUCKY MULUSA: It has not affected me in any way because I am a believer that everything happens for the good of the Lord and to all my supporters and my sympathisers, and all those that feel that I have something to offer on the political landscape, I would like to inform them that in life, there are two things that you must always posses and never lose. That is sanity and health discussions and everything else with Jesus on your side the Lord will provide for you. So this doesn’t affect me at all, it doesn’t affect me at all and I wish to thank the President and wish him well with his team and I will contribute to the welfare of the Zambians in whatever way because that doesn’t stop me in the way. So my ability to participate in the political landscape still exists and I will ensure that the programme we started with the President, I still take it forward in the best way I know how.

DIGGERS: What are some of the highlights of your time serving in the PF government?

LUCKY MULUSA: My key highlight was to ensure that there was no change of government in 2015 because I feel that disruptions in government, changes from one political party in government to another is very costly, my participation as the person who was in charge of the media centre during the the time we combined with the PF is that during the 2016 elections between 2015 and 2016, I pushed for projects completions, projects that had basically been stalled before I was appointed as Special Assistant to the President for Project Implementation and Monitoring. When I went to Muchinga, I found that 44 out of 50 projects had been stalled and only six projects had contractors on site, we didn’t have money and we owed contractors, we were not paying them but I managed to actually bring contractors back on site through out the country. The next trick I made to work with contractors was 100 per cent attendance of contractors on site whether we paid them or not and also managed to link contractors to banks because that was the time that we were not paying and the banks were able to step in. So we worked very well, that’s just some highlights.
And when the PF came out with the ‘Sonta epo wabomba’ slogan, they were not showing any project but I had shown the project to the nation myself and the PF were now able to coin the slogan ‘Sonta epo wabomba’. I had showN the PF projects and demonstrated to the nation that the PF indeed was working in terms of project implementation. The other highlight was to sell Zambia to the international community so that we could access the funding that we needed for our projects. That was very big success. For instance, we have been an out charge in the international capital and financial capacity and my face is well known there in terms of telling the Zambian story. That was another highlight. And also just in terms of discourse in terms of preparation in Cabinet on which way the country could go, I tried my best. Obviously, I can not tell you exactly what goes on in Cabinet but I must say that I value my contributions to Cabinet, together we debated and managed to make certain decisions that are actually taking the country forward.
Above all, the biggest highlight is actually superintending over the casting of the Seventh National Development Plan and the subsidiary supplication that led to the successful implementation of the 7NDP and also just the recognition that the plan was a very good piece of work. So really in terms of successes, I have a lot to talk about. I was very, very happy with my stay in Cabinet and also my interaction with President Lungu in many ways, he’s my elder brother and I am still highly indebted to him for the opportunity he gave me, for me to grow from where I was. I am a person whose seat was nullified so to where I have ended up today, I am so so happy and highly indebted to him and I want to assure him that I will continue working for the good of the Zambian people.

DIGGERS: Are you disappointed with the development?

LUCKY MULUSA: In fact I must state that this is the second best development in my political career that has ever happened, the first one was to have my seat nullified, that was a very good development, this one is an excellent development. I am very happy that it has happened and I wish to assure all those that support me, all those that follow the developments on the Zambian political scene that my name is Lucky Mulusa and Lucky Mulusa is not your one-day politician.

DIGGERS: I understand you are saying you are actually happy that you have been relived of your duties but one the things that a lot of us out here keep in mind when it comes to your performance in government is that you are one of the people who were not afraid to speak, you were quite frank and truthful. If there was a technocrat who was wrong in government, you pointed out that this technocrat in our government was wrong and we needed to do this differently. On the issue of fire tenders again you came out and said ‘I think we should have done an appraisal on this procurement and give a little bit more clearer explanations when people are asking, do you think that some of those remarks you made have cost your job? Do you regret saying some of those things?

LUCKY MULUSA: No no no! I don’t regret anything at all. Let me tell you, the graves we see are full of people who thought the world wouldn’t go on without them. When you are in a leadership position, it is a service, you are not entitled to it. It is a service and if it is a service, you must respect the people you are serving and you respect them through your pronouncements, through the way you answer to their questions, through the way you interact in decision making. So there was absolutely no other thing I could have done other than respect people’s intelligence and wisdom by speaking the truth. You can not start insulting people, showing arrogance of incumbency just because you are in government when you report to your office, that’s not how you handle things. When you are in a public office you must ask yourself how many people occupied the office you occupy. They are all gone and some of them have no influence at all in society. So why should you think that your influence is permanent? And you use your influence to entice people, no! It is actually the people who put us in those offices, we don’t put ourselves in those offices. That is the realisation that never escaped my mind and if anyone realises that the power lies with the people, then one would constantly respect the people. There was absolutely no way I was going to disrespect the people by insulting their intelligence. The Zambian people are very very intelligent and I just have to respect that intelligence and that’s why I told them the truth, if I didn’t tell them the truth they were going to analyse and find the truth, so I don’t regret at all.

DIGGERS: Finally, I want to know. You mentioned that your activities on the political arena are still available, that hasn’t been taken away from you. How long are you remaining with the ruling party PF? Are you available to any other opposition ideas that you feel might advance what you espouse? What’s your way forward going ahead, now that you are out of government?

LUCKY MULUSA: I was never a member of the PF, I was never a member of the Patriotic Front. We only formed an alliance when the PF was still in power because without the MMD, the PF would have gone in 2015, without the MMD and their alliance with MMD, the PF wouldn’t have won in 2016. I have never stood at any podium and presented myself as a member of the PF, never at all. I have never ever subscribed to the membership of the PF while we were in an alliance. We understood the dynamics of the political landscape and we felt that maybe the PF was the better devil to continue in government, that was all, but and I am still a proud member of the MMD.

DIGGERS: Thank you very much Honourable, and we are available as media platform to you in future, should you wish to share your views with the Zambian people.

LUCKY MULUSA: Thank you very much, I am grateful.

Patson braces for CAF awards night

Zambia striker Patson Daka will know on Thursday whether he has won his fourth prize in 2017.

Patson had a decorated 2017 after winning the 2017 Zambia Sportsman and Sports Personality Award’s in December.

Both accolades came after winning the 2017 U20 AFCON Best Player award in March when his four goals inspired hosts Zambia to victory in that tournament.

And on Thursday in Accra, Patson will be vying for the continents biggest junior football honour when the 2017 CAF Young Player of the Year is named during the annual CAF Awards Gala in Ghana.

Patson has competition from Krepin Diatta of Senegal and Salam Giddou from Mali.

He is also hoping to emulate Clifford Mulenga who was the last winner of the award from Zambia in 2007.

Patson is also the only Zambia in all the 2017 CAF Awards categories up for honours on the night.

Meanwhile, there will be no Best Referee Award or African-based Player award handed out after CAF decided to discontinue the two categories.

Teacher found dead in girlfriend’s house

15

A teacher from Lamba Secondary School in Mushindamo district has been found dead in his girlfriend’s house in Solwezi district.

North-Western Province Commissioner of Police, Auxensio Daka said the deceased identified as Brian Chibesa aged 34 was found unconscious in bed on Monday, January 1, 2018 around 21:00 hours at the girlfriend’s place in Kyawama compound.

Mr. Daka stated that the deceased who was found unconscious was rushed to Solwezi General Hospital where he was pronounced dead upon arrival.

PRESS RELEASE

PATRIOTIC FRONT LOOKS AHEAD TO A MORE UNITED NATION, IMPROVED SERVICE DELIVERY AND MORE FULFILLED PROMISES IN 2018

BY PATRIOTIC FRONT DEPUTY SECRETARY GENERAL MRS MUMBI PHIRI

Lusaka, Zambia, 3rd January 2018

The Patriotic Front (PF) takes this opportunity to wish Zambians from all walks of life a happy 2018 and looks ahead to a more united nation. We had our successes as well as setbacks. We had misunderstandings and political challenges.

Through it all, we remain united as a people determined to realize the Zambian Dream as pronounced in our National Anthem _“A Land of Work and Joy in Unity, All One, Strong and Free”_. To realize this dream, the Patriotic Front has a social contract with the Zambian people through which we seek not to leave any Citizen behind.

This we have continued to demonstrate through the various development we have taken to different parts of the Country without segregating between our strongholds and those that might not be.

At this point, it is important to observe that the outbreak of Cholera demands all of us as stakeholders, including all our citizens, to pause and ask what we are doing to contributing to promoting hygiene in our compounds and cities. We have neighbouring Countries like Rwanda that have made it as part of their national culture to continuously clean their surroundings. 53 years after Independence, Zambia must not wait for a wake-up call in the name of a Cholera epidemic to keep our cities clean.

Echoing the remarks by His Excellency President Edgar Chagwa Lungu, the Patriotic Front is making a clarion call to Councils and the entire political leadership to sit up and ensure we do not have a recurrence of Cholera outbreaks. Our hearts and prayers go out to those who have lost their loved one and everyone affected by the epidemic.

Contrary to assertions in some sections of society, let me reassure that the Patriotic Front does not and will not condone any form of corruption. In our fight against corruption as Patriotic Front, Zambians can be assured that *there are no sacred cows* because we understand the weight of responsibility that comes with our people-given mandate to govern.

In this regard, we want to invite all members of the public with information also known as whistle blowers to tender in any evidence of any corruption with the Anti-Corruption Commission (ACC). We must have faith in our own institutions and ACC was established to deal with any form of corruption. Whistle blowers must therefore be encouraged to report any such corrupt occurrences to responsible institutions that have the mandate to investigate and prosecute.

This is where we call on our law enforcement agencies to find ways of focusing on the merits and demerits of any reported corrupt activities. Patriotic Front stands ready to stand with these important institutions because it is opposed to any form of corruption.

The year 2018 presents great opportunities which we must not lose sight of as a Country. In this year we must witness the emerging of a pool of young entrepreneurs while supporting the existing ones.

In 2018 we must witness more prudent management of resources and ensure that those cited of misapplication in the Auditor General’s Report are punished by the law. This year should see more expanded service delivery in all the ten (10) Provinces of our country. We must not lose sight of the projects we have set to execute because we have a duty to transform our country’s landscape for the better.

The Patriotic Front therefore commits to ensure the promises of its 2016-2021 election manifesto are implemented without compromise, the seventh national development plan goals and objectives are realized and of course guided by the Country’s blue-print, the Vision 2030. In this regard, the Patriotic Front is calling on all Zambians to put a shoulder to the wheel if the benefits of our economic progression are to trickle down to the masses. As we scale up our social cash transfer, Patriotic Front will continue to do more in line with its pro-poor character.

We must ensure that we double our efforts in achieving food security for every household as well as find ways to make agriculture a more profitable venture for our hardworking farmers. We must remove things that do not work or those that hamper effective delivery of farming inputs and focus on things that work. We must reverse the devastating effect of unemployment on individuals, families and communities. This is one of the objectives of our 2016-2021 election manifesto.

In the year 2018, we look at our laws not through partisan lenses and make the desired amendments which will make our democracy more functional must build on the constitutional values of our democracy and human rights. We therefore call on our Members of Parliament from all Political Parties to rise to the occasion and ensure our laws are sound and in tandem with our democratic aspirations as a Country.

Let me end by assuring the membership of the Patriotic Front that your movement is strong and vibrant – it remains true to its founding ideals as the Boat. We may have challenges and minor setbacks but be assured that your Party the Patriotic Front has always made a rebound. Our resilient and enduring spirit has seen us rising above every challenge, regrouping and relaunching as a united force. There are those who seek our fall and it is the constitutional duty of every member of the Party to defend the movement from such agendas.

Let me also inform the membership that the Party is in the process of finalising its 2018-2021 strategic plan and there is no doubt that the heartbeat of such a document will the general membership – it is a plan dedicated to the members, to motivate and grow the Party’s membership base. The period under the plan will be characterised by heightened interface between the Party leadership and general membership to address concerns, challenges and opportunities. Such interface will not be a one-off event but on-going process as we continue building the Party. There is therefore no need to panic, lets keep our eyes on the ball.
