Nigeria end Zambia’s 2018 dreams

For a second successive 2018 FIFA World Cup qualifier ,Nigeria came off tops against Zambia.

Nigeria beat Zambia 1-0 on Saturday in a gritty penultimate Group B clash in Uyo to end any hopes of a determined Chipolopolo reach to the 2018 FIFA World Cup finals.

This result came after the Super Eagles had earlier beaten Zambia 2-1 in the two sides opening Group B qualifiers on October 9 2016 in Ndola.

Alex Iwobi scored the winning goal in the 82nd minute after replacing Victor Moses just before the hour mark.

However, this came after Zambia had played the better football with Alex Ngonga denied twice in the first half by Ikechukwu Ezenwa.

Augustine Mulenga even the ball in the back of the net in the 52nd minute but his effort was mysterious out for offside..

Nigeria qualify with an unassailable 13 points with a match to spare.

World Vision Zambia to enhance support to DRC refugees

World Vision Zambia has pledged enhanced support to improving the welfare of asylum seekers who have been fleeing from neighboring Democratic Republic of Congo (DRC) into Zambia due to the political instability being experienced in that country.

ZANIS reports that World Vision Humanitarian and Affairs Manager Bernard Zgambo said his organisation through Zambia Red Cross has so far donated assorted items such as mosquito nets, hygiene kits, tents, and sanitary pads among others.

Mr Zgambo said the move is aimed at improving the wellbeing of asylum seekers especially the women and children.

He said World Vision Zambia will continue supplementing government effort to ensure that the escalating numbers of asylum seekers are taken care of.

Mr Zgambo said World Vision has also commenced sensitisation meetings on hygiene promotion in a bid to improve sanitation conditions at Kenani refugee transit centre.

He expressed worry that if sanitation conditions do not improve, the onset of rains will lead to an outbreak of water bone diseases such as cholera.

Government dispels allegations of biased teacher recruitment

Government has dispelled fears that teacher recruitments across the country are partially tailored to deny graduants from private colleges and universities an opportunity to be recruited.

ZANIS reports that Copperbelt Provincial Principal Education Standards Officer Dominique Nyambe said government does not show any partiality when recruiting teachers because it has a policy that encourages fair competition between the private and public sectors.

Speaking when he officiated at the first graduation ceremony of the University of Zambia and the Zambia Open Univerity in association with Mufulira Professional College, Mr. Nyambe noted that graduates from government owned and private owned higher learning institutions stand equal chance of being employed.

Mr. Nyambe said the Teaching Service Commission encourages all graduates to apply whenever the commission puts an advertisement for employment, regardless of whether they got their qualification from a private, or government higher learning institution.

He reiterated government’s continued support to all private learning institutions, saying they were important partners in the development of the education sector.

Mr. Nyambe called on teachers to show exemplary behavior because the Teaching Service Commission would not hesitate to discipline any teacher found wanting.

He urged the graduants to develop close teacher learner relationships once they are employed, stating that the relationships are beneficial to pupils.

And Mufulira Professional College Prinicipal Jeremiah Simuusa said the learning institution had introduced a program of sponsoring vulnerable students to study at the college.

Mr. Simuusa said the college also sponsored its members of staff with sixty percent bursary, to upgrade their academic qualifications.

Although the college has been in existence since 2004, this year’s graduation was the first to give certificates that were approved by the University of Zambia and the Zambia Open University.

Councils challenged to prudently use royalties from mines

Zambia Extractive Industries Transparency Initiative (ZEITI) has urged local authorities to disclose revenues collected from mining companies in order to foster accountability with the communities.

ZANIS reports that ZEITI National Secretariat Coordinator Siforiano Banda disclosed that for the fiscal year ended December 2015, Solwezi municipal council had received K25, 985,900 from Kansanshi mining plc and Lumwana Company limited as revealed in the EITI report.

Mr. Banda urged communities to make use of the EITI reports in order to benefit from money paid to the councils by mining companies.

He said this at the launch of the eighth Zambia Extractive Industries Transparency Initiative (ZEITI) reconciliation report in Solwezi yesterday.

Mr. Banda said the eighth EITI report will help bring about accountability in how councils spend revenues collected from the mining sector.

And Northwestern provincial Permanent Secretary Ephraim Mateyo said government is concerned with the high number of unlicensed small scale mining companies operating illegally in the province.

Mr. Mateyo said government will undertake an audit of all small-scale mining companies to ensure that mining activities were carried out within the laws and that companies were contributing to the national treasury through tax obligations.

Mr. Mateyo disclosed that the recently launched seventh national development plan underscores the importance of the mining sector to the development of Zambia when revenues from mines are prudently managed.

He implored all unlicensed small-scale mining companies operating in rural areas to formalize their operations with the ministry of mines.

Appointing Ambassadors is good, but figures show that they don’t Perform

They must be held accountable

It is always nice to announce names of the luck and privileged few Zambians who finally make it as Ambassadors to represent this poor country that desperately needs foreign direct investment and international and regional trade to boost its economy, create jobs and reduce poverty. The problem for Zambia is that there appears to be a negative relationship between appointment of Ambassadors and return on such investment. The normal logic is that when they are appointed, Ambassadors would boost the country’s image to at least promote investment and trade. But for a long time, we have had Ambassadors sent to Embassies abroad, some even showing off that they will promote trade but there is always no indicator of achievement with which we can judge their performance. When they are being sworn-in, they all look very flamboyant with new suits and dresses and always wearing big smiles in front of the camera and perhaps that is the first and last that Zambians see or hear from them.

After they have left the country, it remains between they and the appointing authorities to see how they are performing and that is never open to the Zambians to know or see. I am talking about transparency and accountability. I am remining ourselves that public funds that are spent on so many Ambassadors and their officers, many of the them (the latter) whom we don’t know how they are selected and sent abroad must be accounted for. How nice it would be to see the appointing authorities parade these Ambassadors the same way they do when swearing them in to this time around ask them after two years how they are promoting investment and trade. I think the people of Zambia need to see these Ambassadors again, this time, to rigorously ask them to explain what actions they are undertaking in Embassies to ensure they take investment and trade to a different level.

Trade Performance of top Zambian Embassies shows disappointing figures

Yes, to a different level because look at the current trade performance of the key Embassies where Zambia is present. First, does it make sense to anyone that a country that is dependent on exports of minerals like copper must be obtaining from markets abroad only a total of $ 5.8 billion or even $9.3 billion in both 2016 and 2012 as Table 1 shows? I would expect much more. Secondly, we can understand how each Embassy performs in terms of trade promotion by examining what goes to the country where it is, at least in terms of statistics. And Table 1 below shows us that there is something wrong going on in Embassies where Zambia exports goods. The export figures are in million dollars. For example, Zambia’s exports to Belgium in 2012 were only $ 118 million, to Germany only $28million, to India only $185 million and South Africa only 651million? We need an explanation why Zambia is exporting only $37 million to the United State and UK only $192million in 2012. Look at exports in 2015. Some have since gone up and others down. But even the ones that have gone up, the figures are simply too low. The Embassies that are making sense are only Switzerland and China although we know again that since it is copper largely going to these two countries, there is almost no effort from the Embassies in terms of promoting trade. But can they not promote trade in other sectors or products?

Rigorousness must start with the swearing-in ceremony itself where performance benchmarks must be set while Zambians are listening and could even contribute. That means we ourselves as appointing authorities first understanding the trade dynamics of Zambia in those countries. We have the national statistics office that can provide figures which can be used to provide planning and setting targets to Ambassadors.

  1. What has been happening in the Embassy in Washington?
  2. Why is trade so low given Zambia being a beneficiary of the almost free market access to the US such as AGOA?
  3. Why does Zambia like other African countries ask the US to continue providing AGOA which it doesn’t utilize?
  4. What specific goals were given to Ambassador Simbyakula to promote trade and investment in the US to do better than his predecessors?
  5. Was he even the right qualified person or we needed to send a businessman who can hit the ground running?
  6. Germany, another big country has someone whose credentials we are not sure will enable him to hit the ground running. Why did Ambassador Chiti allow exports to remain so low in a country with potential?
  7. Is the Ambassador in South Africa bringing trade and investment?
    Zambia’s exports to South Africa fell from $651 million to half in 2015. What happened and what steps are being taken by the Ambassador and business community in Zambia to go back to the 2012 level?
  8. The official website of the Zambian High Commission in London looks beautiful. But, what work program does Ambassador Chikonde in London must promote trade and investment from the former colonial power where we should be doing much better?
  9. Will he do better than his predecessors who have disappointed the Zambian people in trade promotion?

Government is not a trader: Where is the business sector?

Clearly, to rebrand Zambia’s Embassies abroad will require not only the participation of Government. The more important player is the business sector whose exporters and importers are the key people to reposition trade promotion in Embassies. The public-private partnership is key here. It is not a question of simply holding meetings with the business sector and later proclaiming that there is strong collaboration between the two. Collaboration is more important in including the business in key decisions such as who should be Ambassador for Washington, Bonn or London, and others where the country can maximize trade and investment benefits. Is it possible for the business sector to have its own Ambassadors in certain Embassies where they can focus on promoting real business issues like trade and investment because they know better the landscape of business? Can we have some unique management styles like that whereby we do things in a business way? If a business person is sent to Germany (the country of industrial machines) as Ambassador, reporting to the Zambia Manufacturing Association and Government, wouldn’t that signal an innovative move and change of the way we manage Embassies?

Wouldn’t things change somehow? Common, look at the low range of products that are being exported by our business sector. To the UK, only copper, precious stones, printed matter, sugar, vegetables, tobacco and cotton. But they all have very low values. To Germany, you are only exporting tobacco, vegetables, copper and semi-precious stones. It is the same backward products and in very low values. That is not Government’s job. Government regulates and provides a conducive environment for trade. But the choice and size of export products is the business sector’s job. Please see how you can improve because your colleagues in other African countries are doing much better than you.

A good Ambassador must monitor competition from other countries

Yes, that is another point for Ambassadors. Don’t just think about Zambia when you are in the Embassy. Think about competing countries, from Africa and elsewhere. Even as you meet as African Ambassadors in Germany, speak about this competition to improve. It is embarrassing that Zambia is ranked number 25 in African countries based in Germany and exporting to that country as Table 2 shows. Perhaps for trade it is not the country’s priority. I don’t know what the policy is. Competition analysis can be done by other Ambassadors the same way.

Recommendations

  • The President needs someone who can help him to rigorously monitor the performance of Ambassadors so that they become accountable and results-oriented. He needs a small Unit in State House to check on these highly paid Ambassadors.
  • Perhaps the President should allocate ten Ambassador posts in serious and big Embassies to be selected by the Public Service Commission including the business sector to seriously go and do business. These posts should not be subjected to political appointments. It is not fair for us to burden the Head of State to undertake basically ALL appointments.

Coach Wedson Nyirenda has declared Chipolopolo ready to confront Nigeria in Saturday evening’s crucial 2018 FIFA World Cup Group B qualifier away in Uyo.

Kickoff is at 18h00.

Nigeria leads Group B with 10 points while Zambia have 7 points with two rounds of matches left to play.

Chipolopolo are out in Nigeria seeking to keep alive their dream of going to Russia.

“Which pressure? Do I look under pressure? I think we are very much ready. We have what it takes to win the match. We have done 90 percent of what we should do,” Nyirenda told journalists in Nigeria on Friday.

He attempted to remain modest ahead of this crunch match in which the Super Eagles will parade Europe based stars as they target a win that will send them to Russia.

‘You Nigerians have all the big names; we do not have the big names. All we have are the 11 players on the pitch. Even the small players can play football,” he said.

Nyirenda added that striker Patson Daka who was reported to be injured is fit for the game.

“Daka is here. He is ok. You cannot play football 100 percent fit. Then you must be an accountant. Small knocks are not injuries. Injuries are part of football,” he said.

Nigeria coach Gernot Rohr says their match against Zambia will be bigger than their previous group clash against Cameroon.

“We are looking to collecting a decisive result in our group this weekend. If we win this game on Saturday then we qualify,” Rohr said.

“But we know that Zambia has a good team. They are the U20 AFCON champions and they have a different team to the one we faced in Ndola,” Rohr said.

Nigeria beat Zambia 2-1 last October 9 at Levy Mwanawasa Stadium in what is Chipolopolo’s only Group B loss before holding Cameroon to a 1-1 draw in Limbe on match-day-two away last November.

Presidential spokesperson Mr Amos Chanda has announced that State House will ignore all baseless corruption against President Edgar Chagwa Lungu and some government officials Coming from some opposition parties and Chishimba Kambwili.

Mr Chanda has revealed that State House has unearthed a plan by some opposition political parties where they have planned to rise at least three corruption allegations against one government official.

Mr Chanda said the opposition has stationed people in South Africa, Australia, USA and Asia to rise corruption allegations against President Lungu and Cabinet Minister.

But Government and President Edgar Chagwa Lungu will not be distracted but will concentrate in delivering development to the people because their evil plans have been exposed, Mr Chanda has said.

And Mr Amos Chanda has challenged those rising corruption allegations some government officials to provide tangible evidence to the investigative organs to help then investigate.

Patriotic Front (PF) Deputy Spokesperson Frank Bwalya says the PF will not react to counter-attacks from the opposition on the alleged attacks on Roan Member of Parliament Chishimba Kambwili until the Speaker of the National Assembly concludes his investigations into the matter.

Commenting on United Party for National Development (UPND) Secretary General Stephen Katuka’s reaction to the alleged attacks on Dr.Kambwili by Kabushi and Mandevu Lawmakers Bowman Lusambo and Jean Kapata, Father Bwalya said the PF is a systematic and highly professional party which does things correctly.

Mr. Katuka in a statement recently charged that the slapping and pouring of water on Dr.Kambwili at Parliament was a clear indication that there is poor leadership in the ruling Party.

Bank of Zambia (BOZ) has donated K10, 000 to Habitat for Humanity Zambia towards the construction of two decent houses for two vulnerable households in Mapepe area of Chilanga District.

Habitat for Humanity Zambia has embarked on project to build two houses for the family of Blesswell Mweemba, 60, and Ruth Haanyongola, 61 of Mapepe area as an addition to the already built 3,700 houses across the country.

In a speech read on behalf of BOZ Governor Dr. Denny Kalyalya, Deputy Governor Bwalya Ny’andu says building houses for vulnerable groups is in line with the 7th National Development Plan which addresses the issue of building resilient and inclusive cities in Zambia.

Speaking at the ground breaking ceremony today, Dr. Kalyalya revealed that Government targets to build 200,000 houses every year owing to the housing deficit which is alarming in both rural and urban areas.

“We are contributing K10, 000 towards the construction of two decent houses for two vulnerable households in Mapepe area of Chilanga District” Dr. Kalyalya said

And in an interview with Pan African news today, one of the beneficiaries Ruth Haanyongo who has lived in Mapepe for close to 40 years has expressed gratitude over the gesture and commended habitat humanity Zambia for the work they are doing.

“Am very happy for the gesture and this must continue” Beneficiary Ruth said

In the same view, Blesswell Mweemba has thanked the institutions for the help being rendered to him and his family.

Zambian employers should reflect on the role workers play in generating wealth for their companies

Friedrich Ebert Stiftung Programme Manager Cathy Short has urged Zambians employers to reflect on the important role workers play in contributing to the accumulation of wealth in their companies.

Speaking at the commemoration of World Day for decent work themed “Workers need a pay rise” at Zambia Congress for Trade Unions (ZCTU) headquarters, Ms. Short said employers should recognize needs of their workers who deserve a decent working environment as they are the driving force in achieving their company’s goals.

“We want to advise Zambians employers to reflect on the important role workers play in contributing to the accumulation of wealth in their companies” Short said

And International Labor Organization (ILO) Country Director Alexio Musindo notes that this year’s commemoration fits to continue the workers’ resounding demand for a decent wage.

In a speech read on his behalf by ILO representative Chana Chelemu Jere, Musindo said this year’s theme brings out an interesting but difficult dilemma which is a battle of employers and workers with business trying to maximize on profits while the work force on the other hand is demanding for increased pay.

“This year’s commemoration fits to continue the workers’ resounding demand for a decent wage” Musindo said

Meanwhile, Zambia congress of Trade Unions President Nkole Chishimba has advised workers in Zambia to join a union in the face of violent intimidation to collectively bargain to campaign for social protection, secure and safe jobs.

Chishimba also urged female workers to petition equality at work for investment in care economy by putting an end to the gender pay gap for their rightful place in society and union leadership.

General Education Minister Dennis Wanchinga has said improving learning materials in Zambia is an integral aspect of fostering development in the teaching environment.

Dr. Wanchinga said the transfer of teachers from one town to the other is aimed at reducing residence monotony for teachers that have overstayed in one part of the country.

Dr. Wanchinga has since urged teachers in the public service to cooperate with his Ministry as a way of elevating the education standards in Zambia.

Meanwhile, Teacher unions have called for a halt on the recent spate mass transfers of teachers in Zambia.

Zyangale says the abrupt transfers of teachers also disturbs the learners’ academia, adding that the transfers have torn apart the teachers’ families.

Ministry of Health Permanent Secretary for Administration Dr Kennedy Malama says Government is committed to ensuring that all running projects are completed on time before embarking on new ones.

He said Government will also ensure fair distribution of hospital services because this is essential in an effectively functioning health delivery system.

Dr Malama, told journalists in Chipata after inspecting infrastructure projects and health services which included maternal and child health, HIV/AIDS, Eye Hospital, which is almost complete, with comprehensive outpatients wings, two operating theatres, inpatient wards among others.

The PS further inspected service provision at Chikoma Zonal Health Centre in Vubwi.

He expressed satisfaction with range of services being provided.

Dr Malama, who is accompanied by MoH Director of Clinical Care and Diagnostic Services Dr Mzaza Nthele, is in Eastern Province checking on infrastructure projects and provision of health services.

The Permanent Secretary inspected Chipata and Vubwi district hospitals that are being constructed at the cost of K10 million and K13 million respectively.
He inspected the prefabricated Antiretro Viral Treatment center at Chipata Central Hospital and maternity wing at Mwami Adventist Hospital where he commended the role the church has continued to play in supplementing government’s effort in the provision of health care services to the people.

Dr Malama said focus is being placed on ensuring that hospitals have all the necessary competencies and making certain that they operate according to their level.

Dr Malama said Government will strengthen and expand clinical disciplines at all levels of hospital care and enhance the efficiency of patient care at all points.

He said the ministry will continue to build the capacity of service providers in order to improve service delivery, this is evidenced by the number of new specialized training programmes that have been introduced in Zambia.

At Level 1 hospitals, Dr Malama said special focus shall continue to be given to strengthening the provision of quality, essential surgical, obstetrics and anaesthesia service.

Dr Malama said other interventions strengthening the provision of quality essential and emergency obstetrics and gynaecology services as well establishing and strengthening the provision of quality essential and emergency anaesthesia services.

At Level 2 and Level 3 hospitals, Dr Malama said the interventions being implemented include establishing and strengthening the provision of quality, comprehensive, highly specialized, and complex surgical care.

Minister of Agriculture Dora Siliya says Government will start the distribution of farming inputs by 15th October, 2017 in order for farmers to prepare adequately for the 2017/2018 farming season.

Speaking on the sidelines of the Specialized Technical Committee STC on Agriculture, Rural Development, Water and Environment in Addis this morning, Ms Silya said government had put in place mechanisms to ensure that the challenges faced last year in distribution of funds were addressed.

Ms.Siliya said 200 billion kwacha had been set aside this year for the 2017/2018 farming season.

She urged Zambians to take Agriculture as a business and not only grow food for their household consumption.

Ms. Siliya said government had this year devised a mechanism to separate vulnerable farmers from those who are in farming strictly for business.

She said her ministry has recommended vulnerable farmers to the ministry of community development for assistance

The Minister noted that the E Voucher programme was a project that government had put in place to ensure timely and effective distribution of resources to farmers.

And Ms Siliya said government was eager to grow the agriculture sector by supporting irrigation and mechanization.

She said government had since constructed three water harvesting sites in order to capture rain water, adding that through irrigation, crop production could be enhanced.

The Minister also said government was committed to ensuring that there was improved mechanism in farming as opposed to the use of the hole.

She said government was taking the AU decision on relegating the hole to the museum seriously and is committed to ensuring that rural areas are empowered with tillers.

Ms. Siliya said the governments will in 2018 use the $40 million loan from EXIM bank of India purely for mechanization in Agriculture and irrigation farming.

And on the STC meeting, Ms Siliya said Africa has realized the need to support Agriculture because it had the potential to create jobs and wealth.

She said in Zambia, Agriculture was the main stay of the economy and measures had been put in place to grow the sector.

The Minister said declarations such as the Malabo declaration that demands that each country’s budget targets 10 percent towards the Agriculture sector must be supported.

She said Zambia has already made tremendous progress as the Agriculture sectors budget keeps growing every year.

A 34-year-old man of Lusaka has shot dead his 26-year-old girlfriend after a dispute.

Police Spokesperson Esther Katongo confirmed in a statement Friday morning.

Mrs Katongo added that the couple’s baby also sustained a bullet wound in the neck.

“We received a report of murder which happened in Lusaka Province yesterday, 05th October, 2017 at about 20:00 hours in Meanwood Ibex Hill area in which Shinka Kaputo aged 34 of unknown house number in Meanwood is alleged to have shot dead his girlfriend, Precious Manganasa aged 26 of unknown house number, Lusaka West using a Pistol,” Mrs. Katongo stated.

“The victim went to the accused person’s residence to pick her daughter aged two years seven months who was at her father’s residence in Meanwood. She (Mangesana) sustained a bullet wound on the neck. The scene was visited and a pistol with 10 rounds of ammunition was recovered.”

Mrs Katongo stated that Kaputo was in police custody whilst Mangesana’s body was lying in UTH mortuary awaiting postmortem.

Mrs. Katongo also revealed that Police have established that the baby was also shot in the neck and the orojectile was stuck in the neck and it has been extracted by medical personnel at Fairview Hospital.”

In her last Facebook post yesterday, Mangesana wrote; “I honestly think Moody People are Retarded! Literally Psychopaths!Y’all just wake up Angry at the world Like who Upset you?”
