Luanshya Mayor Nathan Chanda says Roan Member of Parliament Chishimba Kambwili ‘s intentions to disturb President Edgar Lungu from working for the people of Zambia will not succeed as people across the country are happy with governments’ development agenda.
Mr. Chanda said the Patriotic Front and youths on the copper belt will not allow Mr Kambwili’s selfish desires of distracting President Lungu to flourish.
The Luanshya Mayor noted that Mr Kambwili is a bitter man seeking sympathy from the people of Zambia whom he has wronged.
Mr. Chanda who is also Copperbelt PF youth Chairperson alleged that Mr Kambwili was a serious tribalist who can damage and divide the country as he has insulted and demeaned a lot of Zambians.
The Copperbelt youth Chairperson wondered why Mr Kambwili who claimed to be a political giant and a clean man was now scared and threatening to take everyone who advises him to court.
He added that Kambwili was a coward who keeps exposing himself by intimidating people and threating law suits which Chanda said were baseless.
The Luanshya mayor advised Mr Kambwili to quit destabilizing the party as he will not succeed.
The Professional Teachers Union of Zambia (PROTUZ) has warned that the union will not protect teachers who are in the habit of impregnating their pupils.
ZANIS reports that PROTUZ President Vincent Mwitumwa said teachers found to be impregnating their own pupils will be dealt with accordingly.
Mr Mwitumwa said this in a speech read for him by Kangwa Musenge during the commemoration of world teacher’s day in Kitwe today,
Mr Mwitumwa also warned teachers against producing fake documents as it was denting the image of the teaching profession.
‘As we commemorate this day, we are reminded of the challenges we face like issues of emoluments and others. Let me talk about the issue of professionalism and the recent development of teachers found with fake qualifications.
‘The law should take its course to this matter,’’ he said.
And speaking earlier Wusakile Member of Parliament Pavyuma Kalobo said governments’ desire is to improve the conditions of service for effective teaching and learning.
Mr Kalobo said in the 2018 National budget Finance Minister Felix Mutati has allocated K11.6 billion on education and skills development which demonstrates government’s efforts in ensuring that the education sector produces the much desired goals.
Mr Kalobo added that teachers should desist from engaging in malpractices adding that government will not hesitate to discharge erring teachers.
Meanwhile, Government has reaffirmed its commitment to empowering teachers in all education and development strategies.
ZANIS reports that Luanshya District Commissioner Joel Chibuye made the call in Luanshya today during the commemoration of the world teachers’ day, under the theme “Teaching in Freedom, Empowering Teachers”.
Mr. Chibuye said the theme had come at the right time when government was implementing the decentralization policy aimed at devolving power to the grassroots as key stakeholders in the development of the country.
He noted that teacher freedom translated to academic freedom which guarantees increased performance by leaners while giving teachers maximum satisfaction.
Mr. Chibuye further said government has created an enabling environment that promotes teacher participation in decision making and allowing teachers at the same time to enhance their professional profile by adding value to their status as reservoirs of knowledge.
And Luanshya District Education Board Chairperson Boaz Banda said teachers are depositories of knowledge and as such should endeavor to develop their skills to meet the changing world.
He further called on teachers to be resourceful and invest in workable habits that that help in the delivery of the new curriculum.
And Luanshya Mayor Nathan Chanda thanked teachers for their undeniable contribution to the development of the nation.
Mr. Chanda further donated K7, 000 thousand towards the teachers day celebrations.
Representing the Professional Teachers Union of Zambia Tregan Kansembe called on government to improve the professional status and working conditions in the teaching.
Mrs. Kansembe noted that valuing teachers, academics and all education personnel should entail the provision of decent working conditions, well-resourced safe and healthy working environment, and professional autonomy among other.
This year’s teacher’s celebration theme marked the celebration of the 2oth anniversary of the adoption of the UNESCO recommendation conferring the status of teaching personnel in line with decent work agenda as espoused by the International Labour Organization Policy guidelines for the early childhood education.
Two juveniles of Nakonde District in Muchinga Province have walked to freedom after pleaded guilty to breaking in a building and committing a felony therein.
ZANIS reports that the duo who appeared before the Nakonde Magistrate Jonstone Lukwesa for plea were however forgiven and discharged accordingly.
This is in a matter in which the juveniles aged 13 and 15 of Sikachila village were jointly charged with one count of breaking into a building.
Particulars of the offence were that on dates unknown but between 8th and 9th September 2017, the two juveniles did break in a building and store various assorted goods valued at k188 contrary to section 303 (a) and 272 cap 87 of the laws of Zambia.
The Social welfare officer in presenting his report to the court commended that the 2 juveniles be taken to Nakambala reformatory school to help them reform and learn some skills.
In passing judgement, Magistrate Lukwesa gave the two juveniles a conditional discharge and warned them that if they commit any offence again they will be sentenced accordingly.
The Zambia Public Procurement Authority says it was not involved in the procurement of the 42 controversial fire engines at the cost of 42 million dollars.
Speaking at a media briefing today, ZPPA Director General Danies Chisenda said the Authority only exists to regulate procurement by public institutions.
Mr. Chisenda said the fire tenders were procured by the Ministry of Local Government because ZPPA does not procure goods and services for any public institutions.
He explained that in 2008, government passed the Public Procurement Act to reform and decentralize public procurement, a policy which was effected in 2013, giving public institutions powers to procure goods and services for themselves.
And the Ndola City Council has received one fire truckers from the 42 that were recently procured by Government.
The Council has since thanked the Ministry of Local Government for equipping it with what it called brand new state of the art fire truck.
It said the newly acquired fire tender will enable the Local Authority to respond to fires and other related emergencies more effectively and efficiently.
The Council said it is also elated that the Ministry had taken innitiative to train some of its officers in the operation of the new fire tenders.
Meanwhile, Siavonga District Commissioner (DC) Lovemore Kanyama has commended government for providing a fire tender to curb fire incidents and damage to infrastructure in the district.
ZANIS reports that Mr Kanyama said the modern fire tender which is one of the 42 fire engines the ministry of local government recently purchased at a cost of US$42 million will now equip the district with the capacity to quench any fire.
Mr Kanyama disclosed that the district has been running without a fire tender since it was created many decades ago exposing government and private properties to risk in an event of a fire outbreak.
The District Commissioner said it was a risk for Siavonga district which has the biggest Hydro power station in the country to operate without a fire tender.
Mr Kanyama assured the ministry of local government that handed over the fire tender to the district yesterday that Siavonga district will look after the fire tender safely to meet people’s aspiration of protecting their property.
He also appealed to ZESCO management to invest in fire tenders so that they can supplement the one which is already in the district to effectively handle any fire outbreak.
Transport Minister Brian MushimbaTransport and Communications Minister Brian Mushimba says Zambia is likely to receive a favourable rainfall pattern between October and December this year.
Speaking during the presentation of the 2017/2018 rain season forecast at Lusaka’s Pamodzi Hotel today, Engineer Mushimba said the forecast indicates that there will be a high chance of receiving normal rainfall over most parts of the country except for North-East part of Zambia which comprises Isoka, Chama, Nakonde and northern part of Lundazi District and surrounding areas.
Engineer Mushimba has since urged farmers and other stakeholders to regularly get in touch with his ministry to access meteorological forecasts and further updates.
Engineer Mushimba has also encouraged the general public to plant trees as a measure to mitigate climate chance and contribute to improving rainfall pattern and performance in Zambia.
“Zambia is likely to receive a favourable rainfall pattern between October and December this year” Mushimba said
And the Transport and Communications Minister has since informed the nation about the implications that comes with the 2017/2018 rain season such as floods especially in flood prone areas like Eastern, western and southern provinces.

Mr Kabimba said Mr Kambwili is not a whistleblower but an alarmist because he has failed to present the evidence of the corruption he claims is taking place in the PF government to the Anti Corruption Commission.
He has challenged Mr Kambwili to file a formal complaint with the Anti Corruption Commission against the people alleges are corrupt and avail the Commission with the evidence of the corruption he claims is taking place in government.
Mr Kabimba says Mr Kambwili is simply showing bitterness for being dismissed by President Edgar Lungu.
He states that people are simply ignoring his allegation because they have heard the same story from the day he was fired as Minister.
Mr Kabimba was speaking when he featured on the People’s Debate on Pan African radio.
Finance Minister Felix Mutati has said that he will soon present to parliament a number of bills aimed at supporting fiscal discipline and economic development.
Mr. Mutati has named some of the bills as public finance, budget and planning and procurement bill.
Mr. Mutati said that his ministry is committed to implementing measures that are contained in the 2018 national budget as a way of bettering the economy.
Mr. Mutati government has taken bold policy decisions and reforms particularly in the agricultural sector in its efforts to eliminate structural imbalances.
Gracing the 2018 Zambia Institute for Policy Analysis and Research (ZIPAR) National Analysis Breakfast Programme today at Lusaka’s Radisson Blue Hotel under the theme ‘Staying the Course of Fiscal Fitness,’ Mr. Mutati said his Ministry has protected the social sector this year by increasing on the previous year 2016’s K 240,000 on social cash transfer to K590,000.

Meanwhile, ZIPAR Executive Director Pamela Nakamba Kabaso says that tremendous efforts were made in 2016 to stabilise the economy and set in on a growth trajectory.
Dr. Kabaso further stated that the recent economic growth rates of 3 percent to 4 percent is not adequate to leave anyone behind in line with the 2018 Budget’s theme.
-The European Union (EU) has allocated over 484 million Euros under the 11th European Development Fund (EDF) to projects in Zambia.
Zambia’s Secretary to the Treasury Fredson Yamba said the EU has disbursed the funds towards sectors such as Agriculture, Energy, Governance and Infrastructure for the period 2014 to 2020.
This is according to a press statement made available to ZANIS by First Secretary Press and Public Relations at Zambia’s High Commission to South Africa

And Zambia has sped up the absorption of over 80% of the 484 million Euros grants allocated to Zambia under the 11th European Development fund EDF.
Mr. Yamba added that 64 million euros has been channelled towards the rehabilitation of the Kariba dam while 65 million euros has been allocated to the rehabilitation of the Lusaka Transmission and Distribution line.
The Secretary to the Treasury said 40 million euros has been channelled towards the promotion of renewable energy production in the energy category.
Mr. Yamba was speaking today in Pretoria South Africa, when he together with a delegation of technocrats from the Ministry of Finance paid a courtesy call on Zambia’s High Commissioner to South Africa Emmanuel Mwamba ahead of a two-day EU Regional Summit involving countries in the Cotonou agreement.
He said in the governance sector, the EU will disburse 7 million euros towards legal empowerment and enhancement of Justice Delivery programs while 10 million euros would be channelled to the Electoral Commission of Zambia (ECZ) to strengthen democracy and promote greater participation of underrepresented sectors of society in the electoral process.
Mr. Yamba added that 108 million euros would be used to support sustainable commercialisation of Zambia’s smallholder farmers and 10 million euros will be spent on performance enhancement programs for the Ministry of Agriculture and Ministry of Livestock and Fisheries.
He said Zambia had performed exceptionally well in utilising and absorbing the grants among the recipient countries in the Cotonou Agreements, and has become an envy and case study country of efficient use of disbursed grants.
Mr. Yamba expressed gratitude to the EU for being one of Zambia’s biggest donor partners.
And Zambia’s High Commissioner to South Africa Emmanuel Mwamba said Zambia was a beacon of economic prosperity in Africa despite negative media reports.
He said Zambians should desist from painting a negative image of the country as the donor community has faith in Zambia.
Lusaka Mayor His Worship Wilson KalumbaLusaka Mayor Wilson Kalumba is alarmed over the reports that Lusaka records about one thousand dog bites annually.
In a statement to Pan African Radio news today, Mr. Kalumba said he believes that the estimates are under estimated.
And Mr. Kalumba has announced that Lusaka city council will tomorrow launch the Lusaka Rabies Elimination Strategy which is aimed at eliminating Rabies in the capital city by 2030.
Mr. Kalumba says the strategy to be launched tomorrow has components that include dog vaccination, stray dog population control, dog monitoring and movement control and responsible pet ownership.
“This Friday LCC is launching the Lusaka Rabies Elimination Strategy. The strategy aim to eliminate Rabies in Lusaka by 2030 and is a culmination of various stakeholders who include UNZA, Zambia Police and Ministry of Health”

Government has embarked on a program of removing street children from the streets and reunite them with their families.
Ndola District Child Protection Committee Coordinator Esther Chimimba disclosed to ZANIS in Ndola that 48 street children have since being withdrawn from the streets.
Ms Chimimba said 38 of the street kids had been reunited with their families while the remaining 10 had proved to be homeless.
Recently, Minister of Sports, Youth and Child Development Moses Mawere held talks with some parents where he disclosed that his Ministry would train and empower parents of street children with entrepreneurships kills.
Mr Mawere said the training would help the parents fend for their families and stop them from sending children on the streets to sell different items or beg for money.
Ms Chimimba observed that most children go to the streets in search of fast money adding that the committee would offer training to parents on how to be innovative, save and invest their profits.
She further explained that those that will manage to grow and sustain their businesses would be given extra finance to motivate them into growing their business.
Ms Chimimba stated that the project will be rolled out to other parts of the country soon.
President Edgar Lungu speaking to the newly appointed Ambassadors and Permanents Secretaries during the swearing in ceremony at State HousePresident Edgar Lungu has said that his Ministers and Permanent Secretaries have been paralyzed in their duties for fear of being called corrupt.
The President said that the Ministers and Permanent Secretaries are failing to make sound decisions for fear of being called corrupt.
President Lungu said that while there has been too much noise on the procurement of 42 fire tender, the people making allegations of corruption are failing to give the Anti Corruption Commission evidence to enable them investigate the matter thoroughly.
The head of state said that was why the country has institutions such as the ACC to investigate such claims, but that without evidence it is difficult for them to investigate.
President Lungu maintained that he will not drop anyone more especially regarding the procurement of the 42 fire engines unless the whistle blowers prove their corruption allegation accompanied with evidence.
And President Lungu has disclosed that the Anti Corruption Commission (ACC) had reported to him that one of his ministers was corrupt and had given them the go ahead to investigate the minister, but that to date he has not received feedback from the commission.

Others sworn-in are Dr. Simon Miti as Principal Private Secretary at State House, immediate-past DMMU National Coordinator Patrick Kangwa as Deputy Secretary to Cabinet for Administration, Mabvuto Sakala as Higher Education Permanent Secretary and Yande Mwape as Disaster Management and Mitigation Unit (DMMU) National Coordinator.
Meanwhile, Roan Member of Parliament Chishimba Kambwili has said that he could not expose the alleged corruption in the PF Government because he was still under oath.
Addressing a media briefing, Mr Kambwili said that he had seen a lot of alleged corruption in government, but could not expose it because he was under oath.
Dr Kambwili claimed that he has a lot of evidence of the corruption he has been talking about.
Asked why he did not resign on moral grounds after seeing that there was corruption taking place in government, Mr. Kambwili said that it would not have been right for him to resign when he was still fighting corruption internally.
Mr Kambwili added that that the people who were supposed to resign are those allegedly engaging in corruption and not him.
Mr Kambwili has since vowed to continue exposing alleged corrupt activities that have been happening from the time he was in government.
Government says Zambia will only achieve its target of eliminating HIV/ AIDS by 2030 if health service providers combine their efforts with other stakeholders
Ministry of Health Permanent Secretary for Administration Kennedy Malama said medical practitioners need to work with schools, traditional leaders and other stakeholders in the implementation of programmes aimed at reducing the HIV scourge which has claimed many lives.
ZANIS reports that Dr Malama said this when he inspected the Voluntary Medical Male Circumcision (VMMC) programme at Mzeye zonal health centre in Chipata district in Eastern Province.
Dr Malama is in the province to check on health services and infrastructure development in Eastern Province.
Dr Malama observed that Mzeye health facility has made progress in the provision of the VMMC programme as it attained its target of 230 by conducting 260 surgeries this year.
He noted that Mzeye zonal health centre has been working with the Ministry of Education in conducting awareness programmes in schools which he said has seen pupils in the area seek circumcision.
The Permanent Secretary said he was thrilled that his mission of ascertaining the implementation of VMMC at grass root level had revealed that the programme has been successful at the health facility.
Dr Malama also noted that Mzeye has made been recording a reduction in the transmission of HIV.
He noted that people in the area are responding positively to Government’s call for universal counselling, testing and treatment for HIV.
Dr Malama stressed the need to ensure that the HIV infection rate in the area remains low and seek ways in which the health facility can move towards the elimination of the virus among the locals.
And Mzeye Medical Officer in-charge Geoffrey Njovu disclosed that 2,400 people are on AntiRetroviral Therapy (ART) at the health facility.
Mr Njovu said 95 percent of the patients on ART adhere to medication and that the health facility has improved its service provision to patients due to adequate delivery of drugs and medicine and improved staffing levels.
And Dr Malama has stressed the need to strengthen efforts to improve maternal health in the region.
Speaking when he paid a courtesy call on Eastern Province Acting Permanent Secretary Smith Mangalilo, Dr Malama urged health workers to maintain a positive attitude towards patients in the delivery of health care services.
Dr Malama said health workers ought to be cautious because they deal with people who may be at their weakest point due to illnesses.
He says Eastern Province holds potential in health tourism due to the vast border it shares with three countries thereby attracting more people to seek medical services in the province.
Dr Malama said that the Ministry of health can He noted that the opportunity can be used to further enhance healthcare systems and raise revenue for the country.
And Eastern Province Acting Permanent Secretary Smith Mangalilo commended the Ministry of health in the region for ensuring that quality health care services are provided to the people.
The Bankers Association of Zambia (BAZ) has described the 2018 National Budget as progressive and aimed at attaining economic growth.
ZANIS reports that BAZ Chief Executive Officer, Leonard Mwanza said the 2018 national budget is poised to propel economic growth in the country.
Mr Mwanza said the banking sector was optimistic that banks would adjust lending and interest rates accordingly.
Mr Mwanza revealed that the banking sector was putting up measures to ensure that the culture of holding money by people is reduced.
He said currently over K6 billion is circulating in people’s hands and that the trend should come to an end.
The BAZ Chief said one of the measures that had been put in place to reduce holding of money is the introduction of e-payments.
Meanwhile, the Zambia Association of Manufacturers (ZAM) said the 2018 budget was favourable to the manufacturers, and expressed optimism that the sector will help promote growth in the economy through enhanced production and job creation.
ZAM Chief Executive Officer Chipego Zulu noted that the approach by government of promoting industrial clusters as espoused in the Seventh National Development Plan is a good initiative that would accelerate development countrywide.

Roan PF Member of Parliament Chishimba Kambwili has described Party Secretary General as the worst in the party’s history.
And Mr Kambwili has apologized to PF Deputy Secretary General Mumbi Phiri over his comments that she was so poor that she could not even afford to buy toilet paper.
In a statement, Mr Kambwili said Mr Mwila’s behavior of encouraging violence in the party makes him the lowest IG Secretary General.
“I hereby present to you the lowest IQ Secretary General. Davies Mwila’s behaviour is totally unacceptable because there is no way a CEO of the party can encourage violence,” Mr Kambwili said.
He added, ” I now see why the people of Chipili rejected this backwards thinking man, first he encouraged cadres to grab land and share amongst themselves and now he is encouraging cadres to turn violent and beat those with divergent views as if this country belongs to him. I am not insulting the President. I am merely asking questions as to how he has acquired so much wealth in a year.”
” If this was in a country where the President is in total control and his subordinates fear and respect him then the SG would not have the guts to promote violence during the “fasting” month of national prayer and reconciliation,” he said.
“Davies has just shown the whole world his true colours and why zambia’s democracy is in real danger with thugs like Mwila being at the top of leadership, this is not leadership this is cowardice and it must be condemned by all well meaning Zambians. I don’t think the President will keep Mwila as SG because just this statement alone has the capabilities to bring chaos in the country.”
Mr Kambwili said the Secretary General is a mirror of the President adding that he does not think the humble leader of the country can turn to violence during the month that he suggested should be for prayers and reconciliation.
“If President Lungu does not act and fire this illiterate overzealous political lightweight who has zero following then the people of Zambia will know that violence stems from the top,” he said.
“When Mwila lost his election he looked like a lost child on a maize field, he could not believe that a young man like Chabi could knock him off his perch, but now it is clear for all to see that here is a man with a family promoting violence instead of condemning it. The police should take keen interest because this isn’t the first time Mwila is promoting criminality.”
He added, “President Lungu take this from me, this is the worst SG in the history of PF, his thinking is enxtremely shallow and pathetic which is making PF more unpopular by the day, the grassroots don’t like him nor do they support him, the only reason why he is tolerated is because you appointed him. It is now time to take affirmative action because I do not expect you the President to condone such thuggery.”
Mr Kambwili said the statement equally confirms that Kabushi Member of Parliament Bowman Lusambo did indeed physically attack me.
“Although I may not be your favourite citizen you still have to protect my rights as a voter. People of Zambia let us wait and see the action that will be taken by President Lungu on these adults behaving like toddlers.”
Meanwhile, Mr Kambwili has apologized to PF Deputy Secretary Mumbi Phiri for his remarks that she was so poor that she could not even afford to buy toilet paper.
Mr Kambwili on Wednesday attacked Mrs Phiri and claimed that he started buying her toilet paper after he discovered that her household was using old newspapers in the toilet.
“I would like to unreservedly apologise to my sister and friend Hon Mumbi Phiri for my sentiments yesterday. To error is human and to apologise is Devine. I exceeded the mark with what I said and it was wrong of me, it was a spare of the moment thing and I would like to retract that statement,” Mr Kambwili said.
“To you my sister I say sorry and kindly forgive me for what I had said about you. I have nothing whatsoever against you and that was too harsh of me. I got caught up in the moment so to speak, you have not said anything bad against me and I appreciate that, kindly find it in your heart to forgive me for my wrong doings.”
We will continue beating Chishimba Kambwili if he does not stop insulting people, says PF Secretary General Davies Mwila.
Mwila, a grade 7 Drop-out, was reacting to the incident at Parliament yesterday where Kambwili reported to the Speaker of the National Assembly that Copperbelt Minister Bowman Lusambo slapped him outside the Chambers.
Kambwili also complained that Lands minister Jean Kapata also poured water on him.
But in an interview with News Diggers! Mwila said Kambwili was a stupid politician who deserved to be beaten.
“What happened at parliament, yes he will be beaten. I am telling you as PF Secretary General that if Kambwili thinks that he can continue provoking others he will be beaten. You quote me the way I have told you. If he thinks he can provoke people even in Cairo Road, he will be beaten. How would you feel if someone was calling you a thief when you are not,” Mwila asked.
“And be reminded that those things happen at parliament. People have misunderstandings and fight but anyway Mr. Speaker will resolve it. But tell Kambwili that if he continues to insult people they will continue beating him because he is a stupid Politician.”
He said Kambwili was behaving like a mad dog because he lacked morality.
“You know Kambwili is like a mad dog who must be ignored by Zambians because he is not a serious politician. He should have reviewed the wrong doings of his friends when he was still in government and he should not think that he is an angel, he is not an angel. Mwanawasa resigned during the Chiluba government when he saw that things were not going the way he wanted them to go as vice-president, a very senior position but for him why did he not resign,” Mwila asked.
And Mwila who lost the Chipili parliamentary seat to an Independent candidate, defended President Edgar Lungu’s wealth saying the Head of State made money when he worked as a lawyer at ZCCM-IH and Mulungushi Investments.
“President Lungu was a lawyer, he was working for Mulugushi Investments. The former home affairs minister went on to brag that Kambwili was his junior in the mines.
“Kambwili, I was working with him in the mines tell him. In 1990 he found me in the ZCCM-IH, I was senior to him in terms of years when he joined us as a clerk, I was working at Nchanga open pit as an operator. I want people to know the history. From there, he become a personal officer in ZCCM-IH, a personal officer was a G2 I was G4. From there, he moved to become a clerk at man power services and he was still a personal officer in the mines. In 2000 he was declared redundant and that’s when he went to became member of parliament [later],” Mwila said.
“I left the mines in 2002 and later that same year I was elected treasurer for the mine workers union up until 2006 when I become member of parliament. I have been MP for 10 years and Kambwili has been MP for 11 years, so what he is saying about Lungu is just a joke that Zambians should not mind. He cannot tell me that a lawyer can’t own a car, or a lawyer can live in a garage that is an insult to the President and he should stop talking about President Edger Lungu.
