LCC on the roll to exterminate mosquitoes

The Lusaka City Council (LCC) says it has embarked on an integrated partnership with the Lusaka District Health Management Team (DMHT) to control the infestation of mosquitoes in the capital city.

In a press statement issued to ZANIS in Lusaka  by LCC acting public relations Manager George Sichimba, the council commenced the exercise on September 29, 2017 with the aim of controlling the swarm of the nuisance mosquitoes in most parts of the city.

The Local authority says it will conduct residual spraying and open drains to reduce the breeding grounds for mosquitoes.

The council has started the exercise in Olympia residential area and will be rolled out to Roma, Garden, Long acres, North mead and Emmasdale townships which are the most infested by mosquitoes in the city.

The Lusaka City Council has in the last one month received numerous complaints from residents mostly affected by the parasite.

The local authority has called on residents of the affected townships to cooperate with Council officers tasked with the responsibility of spraying in the affected areas.

Pest control is the responsibility of local authorities in Zambia as provided for in the Local Government Act Cap 281 of the Laws of Zambia.

Kabushi Member of Parliament Bowman Lusambo has denied slapping his Roan counterpart Chishimba Kambwili outside Parliament.

Responding via a telephone interview on the Hot Breakfast Show on Hot FM yesterday morning to Dr. Kambwili’s claims, Mr. Lusambo who is also Copperbelt Province Minister said he regretted the incidence at Parliament and said that it was Dr. Kambwili who used uncouth language on him in public.

Mr. Lusambo further said that Dr. Kambwili has a record of openly insulting his perceived enemies including President Edgar Lungu adding that the latter’s conduct was so offensive because he has not insulted him before.

“I did not beat him” Lusambo said

But according to Roan Member of Parliament Chishimba Kambwili, Mr. Lusambo provoked the crisis when he confronted him publicly over allegations of corruption he has, in recent times, leveled on the Patriotic Front (PF) led government.

Dramatically narrating his ordeal, Dr. Kambwili says Mr. Lusambo first insulted and cautioned him for accusing Government of being corrupt before he slapped him twice as water was simultaneously poured on him by Mandavu Member of Parliament and Minister of Lands Jean Kapata.

VICTORY Ministries founding leader Pastor Nevers Mumba says Muslims have a well-planned strategy to infiltrate Zambia and the rest of Southern Africa.

Reacting to story published in last edition of The Church (Issue 182) concerning the unprecedented growth of Islam in Zambia, Pastor Mumba said the threat of Islam in the country is not an imagination but a reality.

Statistics show that Islam has been spreading in Zambia as a faster rate than it was previously thought. Estimations show that there could be as many as a million Muslims in Zambia. Islam is employing various strategies to grow their religion in Zambia.

And according to Pastor Mumba who is also an opposition leader, Muslims have an objective of taking over nations.

“Let me tell you something. The threat covering the whole lot of Africa is not an imagination. It’s a reality. It’s not just a threat. It’s a plan which has been mooted over many years. And Islam is steadily moving from the Northern part, across Africa to the Southern of Africa. And Zambia because of its roots in the Christian faith has become one of the most difficult areas to penetrate for Islam,” observed Pastor Mumba.

Pastor Mumba revealed that Islam is using money to buy off politicians so that they allow Islam to penetrate a country with ease.

“However, the strategy that Islam is using in a way is far more superior than what the Christians are using. If you have noticed, Islam do not even use crusades to change nations or take over Africa like Christians are using… just church and crusades. Islam has gone to another level. Islam realizes that if they take over nations at the governmental level, then it becomes easier for them to take over those nations without a single crusade,” said Pastor Mumba.

He added: “All they do is realize that in 5 years’ time, they will be an election in Zambia for instance. Then Islam, according to their strategy, they are going to look around for a candidate that is either Muslim and if there is no Muslim, they are going to find a candidate whom they are going to fund whose commitment will be to spread Islam and allow it to thrive in that country. So, they support a presidential candidate and other members of parliament in order for them to get hold of the country. So, this is how they are doing it. So, from the State Houses of Africa, Islam is controlling the legislature, the judiciary, its controlling the land distribution and thereby having strategies to take over the continent.”

Pastor Mumba lamented that Muslim nations like Saudi Arabia appear to have taken over the Zambian government through such strategies.

But Pastor Mumba called on Christians in the country to rise to the occasion and make sure that Zambia is not fully infiltrated by Islam.

“On the side of us Christians, we have a problem. We have limited God to the church walls and a few crusades that we have. We have decided to make our preachers the superstars that are thriving, getting rich and showing that ‘we are doing very well…we are prophets. We are making a lot of money.’ And yet we have no strategy to take over nations.

“I will give you my own example, I have been an evangelist for many years. An evangelist goes into dark areas to reveal Christ and bring light. I went into politics because it’s a dark area where light is needed. Unfortunately some Christians do not realize is that by taking over government, then you are starting to influence that nation with Godly values and Godly legislation.

“So, if we don’t take over our countries and allow Christians of morality and integrity to govern our country, then I think that Islam will come into this country in the manner that we have never experienced.

“Muslims are using an opening in our governance system which it is using to advance its agenda. So, its that opening we should be fighting as the church. But I think the best way to fight this is fight it like you say in church ‘fire for fire.’ In other words, if they take over nations, the church has the capacity to create their own leaders, support them when an election comes. And I am not saying that because I am a politician, even when Nevers Mumba goes to heaven, that is the message I will leave with the church. Let us put Christians in leadership. You cannot Christianize a country with unchristianized leaders.”

The Lusaka City Council (LCC) has cautioned residents against making false fire alarm calls.

LCC acting Public Relations Manager George Simuchimba told ZANIS in press statement issued in Lusaka yesterday that residents had developed a habit of raising false fire alarms by calling fire stations purporting that certain properties in the city were on fire when in fact were not.

Mr Simuchimba said that the fire fighters were forced to make fruitful emergency response duties to the described locations only to discover that they were false alarms.

He said that the motive behind the irresponsible act was yet to be established and the Council wondered if the perpetrators were benefiting from the falsehood because the act was not alarming but costing the Local Authority resources on wasted fuel and time.

Mr Simuchimba warned alarmists that their days were numbered as Council was working with relevant institutions to track down the false alarmists through the relevant tracking systems.

Meanwhile, the Lusaka City Council has commended government through the ministry of housing and infrastructure for allocating four out of the 42 fire tenders to the capital city.

The four fire tenders are expected to equip LCC fire brigade to effectively respond to fires and other related emergencies in the capital city and save lives and property.

The new fire tenders would be deployed in areas such as Makeni, Chilenje and Chelstsone once the mini fire stations are constructed.

Kampamba Mulenga urges scribes to be truthful

Minister of Information and Broadcasting Services Kampamba Mulenga has urged journalists to be truthful and give out correct information to members of the public.

Ms Mulenga who is also Chief Government Spokesperson said it is disappointing that some journalist have continued to be at loggerheads with the truth.

She said this in a statement issued to clarify a story headlined “Don’t depend on government salary, keep chickens,’’ that was published in the Mast News Paper of September 28, 2017 and authored by Chambwa Moonga.

Ms Mulenga refuted the story attributed to her stating that the information given out by the Mast news paper’s reporter is false.

The minister explained that she held a press conference on Wednesday September 27, 2017 where she said that Konkola Copper Mines should not proceed with the transfer of its workers to contractors before negotiations are concluded with Unions.

Ms Mulenga added that there was only one topic of discussion during the press briefing and only two questions were asked and both were relating to the issue of the miners and Mr Chabwa Moonga was not among the journalist who asked the questions.

She further stated that it is disheartening that a journalist can concoct a story and even fabricate direct quotations and attribute them to her.

And Ms Kampamba has advised civil servants that may have been offended by the said fabrication to ignore the allegations as it is a figment of someone’s imagination and belongs to gutter journalism.

The Minister encouraged journalists to be factual and re-restate in their work what American journalists Bill Kovach and Tom Rosenstiel state in their book “The Elements of Journalism”.

Fewer children accessing early childhood education in rural areas

The Teaching Service Commission is concerned with the low number of children in rural areas accessing early childhood education.

ZANIS reports that Teaching Service Commission chairperson, Stanley M’hango said early childhood education is not supposed to be a preserve of the rich but that all children should be given an opportunity to access education.

Mr M’hango said it is sad to note that North Western province has as low as 153 teachers against 6,620 learners accessing early childhood education.

He said the commission will engage in deliberate needs based recruitment of teachers in an effort to increase children accessing early childhood education in line with the seventh national development plan.

Mr M’hango said this when he paid a courtesy call on acting provincial permanent secretary, Mukwambuyu Katungu in Solwezi today.

And Mr. Katungu assured Mr M’hango that the provincial office will support the teaching service commission once it begins to redistribute teachers from urban schools to rural areas in order to even the teacher-pupil ratio.

President Edgar Lungu says he will no longer attend traditional ceremonies as they are dividing the country.

ZANIS reports that President Lungu explained that some tribal groupings get offended when he fails to attend their ceremonies after being invited.

The Head of State cited the Kalumba traditional ceremony of the Chewa speaking people as one such ceremony that has raised dust after he failed to attend this year’s ceremony.

President Lungu revealed that some people are accusing him of siding with the Ngoni speaking people after having graced this year’s Ncwala traditional ceremony.

The President disclosed that his failure to attend the 2017 Kalumba ceremony has caused so much annoyance with some people threatening not vote for the PF.

President Lungu said the divisions being caused by traditional ceremonies are worrying especially that traditional ceremonies are supposed to unite all tribal groupings.

“I have information that my failure to attend Kalumba ceremony in eastern province has caused so much annoyance among some people,” he said.

President Lungu said this when responding to senior Chieftainess Nkomenshya Mukamambo II who personally invited him to grace this year’s Chakwela Makumbi traditional ceremony of the Soli speaking people.

The President assured the traditional leader that he will only attend traditional ceremonies once the ministry of Chiefs and Traditional Affairs resolves the problems.

President Lungu further disclosed that he has since informed cabinet of his decision not to attend traditional ceremonies.

Earlier, chieftains Nkomenshya told President Lungu that she will be disappointed if he sent a representative to grace the Chakwela Makumbi ceremony.

The royal highness had appealed to President Lungu to adjust his programme so that he creates time to attend the ceremony.

Wedson calm despite Brian Mwila set-back

Brian MwilaZambia coach Wedson Nyirenda says they will miss key striker Brian Mwila but have ample backup for Saturday’s big date away against Nigeria.

And midfielder Edward Chilufya had been ruled out of this weekend’s penultimate 2018 FIFA World Cup Group B qualifier against Nigeria.

Mwila, who is Zambia’s top scorer in 2017 with seven goals from eight games, will miss the Nigeria match due to injury.

“When Plan A does not go well, good coaches will always have Plan B in place and we had already prepared ourselves for any eventuality,” Nyirenda said.

Mwila sustained a knee injury in Zambia’s 3-1 Group B win at home on September 2 against Algeria in a match he scored a brace.

His injury saw him sidelined for the September 5 final leg that Zambia won 1-0 away.

“I think the replacements in Alex Ngo’nga and the other boys that we have brought into camp can do the job and do wonders for the team,” Nyirenda said.

Nyirenda depth of attacking options also includes Orlando Pirates striker Justin Shonga, Fashion Sakala of Spartak Moscow and Patson Daka of RB Salzburg.

Meanwhile, Chilfuya of Djurgardens in Sweden will miss the Nigeria game due to an administrative matter at the club.

The Zambia Under-20 midfielder is set to be handed a professional contract when he turns 18 on September 17 just four months after he joined the club as an overseas developmental player.

Chilufya also missed Zambia’s September home and away dates against Algeria due to the same administrative hitch.

He joins Mwila and Emmanuel Banda who will both miss the Nigeria date due to injury.

Meanwhile, Zambia left Ghana for Nigeria on Wednesday after their three-day camp in Accra.

The Civil Aviation Authority says Zambia’s civil aviation industry is destined for growth following its recognition by the international community.

Civil Aviation Director General Gabriel Lesa said the recognition is an indication that the Zambian Civil Aviation Industry is making positive strides in its operation.

Mr Lesa said this following the awarding of Zambia with receiving a Council President’s Certificate by the International Civil Aviation Organisation (ICAO).

ZANIS reports that Mr Lesa who was addressing Journalists at the Kenneth Kaunda International Airport in Lusaka today, said the development is one of the biggest milestones ever achieved for the Zambian Civil Aviation Sector.

He said the award comes as a recognition by the International Community of the country’s unparralled strides for 2016 which saw the performance of the aviation sector rise to another level.

Mr. Lesa noted that the ongoing massive aviation infrastructure developments around the country propelling the sector to another level.

He explained that the ICAO President Award is given after a country meets a stringent criteria that looks at unparralled progress in the implementation of international aviation standards.

Mr. Lesa stated that the development makes the implementation of International aviation standards in Zambian safer and more secure users.

He explained that there are very few African countries which have received the award and as such the development translates into a positive effect on other sectors of the economy.

Mr. Lesa further added that the move will open up a lot of opportunities for investments in the Aviation industry that will ultimately promote Tourism, Commerce and Trade as well as Agriculture and Mining.

He noted that the award has being given at a time when Zambia was being taken off the Euro aviation ban and the development will give impetus to stakeholders to consolidate the gains.

Speaking at the same event Zambia Airports Corporation Limited Managing Director Robinson Misitala said the award has come at an opportune time when the Zambia Airports Corporation is busy upgrading the four International Airports at a total cost of over US$1.2 billion.

Mr. Misitala noted that this is the first time the country is receiving such tremendous support and commended the Civil Aviation Authority for the strides made in achieving the award.

He explained that it is time for Zambia to market itself to the International community following the lifting of the Euro Ban as the move is confirmation that the country is ready to receive more tourists.

Recently Zambia was awarded a Council President’s Certificate by the International Civil Aviation Organisation (ICAO), a specialised agency of the United Nations established to promote the safe and orderly development of international civil aviation throughout the World.

The Agency sets standards and regulations necessary for aviation safety, security, efficiency, capacity and environmental protection among other priorities.

Government seeks to register 63, 000 Monze farmers

Government says it intends to register about 62, 774 small scale farmers under the under the Zambia Intergrated Agriculture Information Management Service (ZIAIMS) in Monze District.

District Agriculture Coordinator Justine Ngosa told ZANIS that the programme seeks to ensure that all farmers’ details are saved in the electronic data base in an effort to improve efficiency as espoused under the smart Zambia Campaign.

Mr Ngosa said so far more than 2,000 farmers have been registered starting with farmers under the Farmer Input Support Programme (FISP) but that the process was very slow due to internet challenges.

” We have started registering all the small scale farmers in the District in a bid to create an electronic data base that would drastically improve service delivery to farmers,” said Mr. Ngosa.

Meanwhile, Mr. Ngosa appealed to government to expedite the activation of all remaining E-cards for farmers under FISP in the District to enable them buy inputs.

Mr. Ngosa said government has maintained the 28,586 beneficiaries under the FISP in Monze District.

” We should consider ourselves luck here in Monze because government has maintained the 28,586 farmers under the FISP as it (Government) is only targeting one million farmers under the programme countrywide as opposed to previous farming seasons when the target was more than that figure,” said Mr. Ngosa.

During the 2016-2017 farming season, Monze District recorded 87,466 Metric tonnes of harvested white maize following the successful implementation of the Electronic Voucher (E-Voucher) system among the 28,586 FISP beneficiaries.

Government has launched the Zambia Agribusiness and trade project (ZATP) to promote agricultural diversification for the country’s economic growth.

Speaking during the launch at Lusaka’s Mulungushi International Conference Center today, Commerce, Trade and Industry Minister Margret Mwanakatwe said the project reflects Government’s determination to attain the vision 2030 and the sustainable Development Goals (SDGs).

Ms. Mwanakatwe notes that the Agribusiness and trade project (ZATP) will boost the country’s economy as well as support poor farmers especially the Small and Medium Enterprises (SMEs), affirming that 4,000 farmers will be employed under the same project by 2022 and that include 300 Small and Medium Enterprises (SMEs).

“The project reflects Government’s determination to attain the vision 2030 and the sustainable Development Goals (SDGs)” Mwanakatwe said

Speaking at the same event, World Bank Country Office Manager Ina- Marlene E. Ruthenberg says the World Bank has already allocated 40 Million United States Dollars to help fund the project from which the underprivileged and emerging farmers will be beneficiaries.

President Edgar Lungu says he will not be distracted by people making baseless allegations of corruption each time government unveils a major project.

President Lungu said the interest of his critics is to cause fear so that government does not implement massive developmental projects around the country.

The Head of State stressed that government remains resolved in ensuring that it delivers according to the promises it made to the Zambian people during the 2016 general elections.

ZANIS reports that President Lungu said this when he officiated at the diversion of Kafue river to mark the construction of the US$ 2 billion Kafue Gorge Lower hydro power plant dam which is expected to be completed in mid-2020.

President Lungu vowed to fast track all long delayed developmental projects and reiterated that government will continue to deliver development in accordance to the law.

He wondered why for 14 years the Kafue Gorge Lower hydro power plant dam was not being implemented despite visibility studies being done.

President Lungu said he will continue to make bold decisions especially on projects that benefit the majority of the Zambians.

The Head of State said he was ready to lose popularity for making bold decisions aimed at spurring national developmental.

The President explained that the completion of the Kafue Gorge Lower Hydro power project will help to address the power deficit in the country.

And speaking earlier at the same function Southern Province minister Edify Hamukale praised President Lungu for making a bold decision to kick start the hydro project.

The provincial minister noted that once the project is completed it will benefit the entire country.

Chinese ambassador to Zambia Yang Youming who witnessed the event assured President Lungu that China will continue to support government’s infrastructure development agenda.

Mr Youming said the construction of the Kafue Gorge Lower hydro power project will help in improving the social economic welfare of local communities.

He noted that power is critical in driving the country’s economy and commended government for using natural resources to enhance development in the country.

Mr Youming said China recognises the efforts government was making in spearheading developmental projects.

And Energy minister David Mabumba disclosed that 4, 000 jobs will be created during the peak of the project and that currently 3,000 jobs have been created since the project was launched in 2015.

The Minister said Zambia stands to be a power hub for the region once the 750 megawatts project is completed.

In a vote of thanks, senior Chieftainess Nkomenshya Mukamambo II thanked President Lungu for gracing the occasion.

She saluted ZESCO for following laid down procedures when acquiring land from traditional leaders.

The senior chief urged other companies to emulate ZESCO when embarking on projects that involve customary land.

Mandevu Constituency Lawmaker Jean Kapata handed over a Saro 5900 DI TAFE Tractor to Ngwerere Ward 19 in Chilulu Garden Compound for garbage collection purposes.

Speaking at the handover ceremony of the tractor which was bought using Ward Development Fund (WDF), Ms. Kapata who is also Lands Minister said the donation is the first step the Patriotic Front (PF) is undertaking in fulfilling its campaign promises in the Ward.

Ms.Kapata said the tractor will help prevent the outbreak of diseases like Cholera as the rainy season approaches and will create employment as residents will be paying a monthly garbage collection fee.

“Am handing over this Saro 5900 DI TAFE Tractor to Ngwerere Ward 19 in Chilulu Garden Compound for garbage collection purposes” Ms. Kapata said

Meanwhile, Ngwerere Ward 19 Councilor Adrian Banda commended Ms. Jean Kapata for securing the tractor as this will help clean the ward in terms of garbage under the Keep Garden Clean Campaign.

Banda added that the tractor will not just help in the cleaning but will also create employment for the youths in the ward.

And a resident of Ngwerere Innocent Daka expressed gratitude towards the donation.

It is somewhat disturbing what characterised headlines at our parliament buildings, pertaining to the fight and a bitter exchange of unpalatable language between Hon. Chishimba Kambwili, Hon. Bowman Lusambo and Hon. Jean Kapata.

As a young democrat and political activist am deeply perturbed that our once noble institution of parliament has been allowed to degenerate into a “mini kangaroo court” to settle personal scores other than to advance the needs of the Zambian people. My disappointment goes to the three honourable members, Hon. Lusambo, Hon. Kapata and Hon. Kambwili, because neither of them is innocent in their actions.

The continued standoff between Hon. Lusambo and Hon. Kambwili is unhealthy for our country and must be stopped. Can the two rise above themselves, and face reality. Hon. Lusambo must realise that he is a leader hence he is not insulated from criticism, insults and provocation. To whom much is given, much is expected. And Hon. Kambwili must realise that much as he has issues with Hon. Lusambo, Lusambo is now his Minister and must be accorded the respect he deserves however young he may be.

It is but an outrageous behaviour what has been allowed to obtain in our parliament, where the civility of honourable debate has completely been lost. For us as young people we are not inspired by the current crop of most political leaders in our parliament.

On one hand Hon. Bowman Lusambo slapping a fellow member Hon. Chishimba Kambwili on parliament grounds is an inescapable and inexcusable injury to the appointment of more young and vibrant youth leaders in politics. Hon. Lusambo is expected to be a shining example to us young people, and must be civil in whatever engagements, irrespective of whether he is under maximum provocation. Otherwise youths will continue to be seen as tools for violence.

On the other hand Hon. Chishimba Kambwili using personal provocative and unpalatable running commentries against his fellow honourable members inside parliament is not only uncivil but immature coming from an old and experienced parliamentarian. By and large, the Zambian people expect alot more from Honourable Kambwili in the manner he behaves and conducts himself, because he has served longer in parliament.

Also that he is a former cabinet minister in the same government. His level of provocation can be construed to be a recipe for whatever transpired and it must be curtailed. We implore the two colleagues to be more civil and uphold the decorum and shape of our parliament and leave it the way they found it.

The Zambian people are closely watching and they will not only judge them for the development they take to their constituencies but far much more for their conduct in public life. They must realise that it is not an entitlement that they are in leadership but a great privilege given to them by the Zambian people.

Sydney Mupeta appointed as Zamtel CEO

Government through the Industrial Development Corporation has appointed Mr. Sydney Mupeta as Chief Executive Officer for Zamtel with immediate effect.

Until his appointment, Mr. Mupeta was Acting Chief Executive Officer since February 2017 when he took over from Dr. Mupanga Mwanakatwe.

Mr. Mupeta has been with Zamtel since 2012 in the capacity of Chief Technical Officer in charge of driving the technology strategy aimed at delivering network modernization and enhance quality of products and services.

In a statement, As CEO, Mr. Mupeta brings many years of experience in telecommunication as a seasoned engineer and technology leader with more than 16 years of experience in planning, designing, operating and modernizing of telecommunication networks in Central and East Africa.

Previously, Mr. Mupeta worked for Ericsson as Head of Design & Planning responsible for technology roadmap and migration for Airtel networks in the region. He also worked as Senior Planning Engineer for Celtel.

At national level, Mr. Mupeta is the former chairman of the National Task Force on Digital Migration of Television for the Republic of Zambia. He holds a Master’s Degree in Communication Engineering (University of Manchester, UK) and Bachelor of Engineering Degree in Telecommunication (University of Zambia).

During his tenure as Acting CEO for Zamtel, Mr. Mupeta presided over an improved performing Company which recorded consistent growth in revenue and positive EBITDA (profit) since May 2017 due to prudent resource utilisation and exciting product offers, including the recently launched Zamtel Kwacha.

Zamtel says under his leadership, the company has continued on an accelerated growth trajectory both in revenue and subscriber numbers on the back of an aggressive subscriber acquisition drive, attractive marketing and product offers as well as the impact of the revised tariffs on fixed line service.

In August 2017, Zamtel celebrated the 2 million customer milestone.
