Government concerned about continued use of children as guides for blind persons

Government says it is concerned about the continued use of children as guides for visually impaired people, as their access to education is affected.

Southern Province Minister Edify Hamukale says it is disheartening for children to miss school as their visually impaired parents and relatives.

Dr Hamukale said this vice was detrimental to children and their right to education and would result in a new generation of street kids.

“You are disadvantaging young people by using them as guides. You may not realize it but you are robbing them of an opportunity to be in school,” he said.

He appealed to persons with disabilities not to perpetuate the vice but instead manage the situation to prevent breeding an uneducated crop of future trouble makers.

ZANIS reports that Dr Hamukale said this when he officiated at a capacity building workshop on rights for persons with disabilities, organized by the Human Rights Commission in Livingstone on Monday.

He said government took great interest in protecting the rights of persons with disabilities.

And Human Rights Commission Chief of Information, Education and Training Mweelwa Muleya said disability was part of life and a reflection of human diversity.

Mr. Muleya called for the removal of barriers that prevented persons with disabilities from fully participating in economic activities.

He said the Human Rights Commission was holding workshops countrywide for persons with disabilities (as rights holders); duty bearers and journalists to highlight the rights of persons with disabilities.

Meanwhile, government says it is against discrimination of persons with disabilities with regards to employment opportunities.

Dr Hamukale says that even with the required academic qualifications, persons with disabilities were deliberately left out by prospective employers.

Dr Hamukale stressed the need for persons with disabilities to contribute to economic activities as they possessed numerous talents and skills in various fields.

“As government we want to build an all-inclusive society so our appeal to employers is to reserve a particular percentage of available vacancies for qualified persons with disabilities.

Newly accredited Zambian High Commissioner to Namibia Stella Libongani has reiterated that the diplomatic relations between her country and Namibia are historical, dating back to the pre-independence period when Zambia hosted thousands of Swapo cadres and other Namibian exiles.

Speaking at a reception held in her honour last Friday evening by the Zambian High Commission at a conference centre in Windhoek, Mrs. Libongani the former Zambian police chief, said: “The scope of our relations has expanded over the years to the benefit of our two countries.”

Mrs. Libongani, who handed over her letters of credentials to President Hage Geingob last week, underscored what she said was “the good gesture by Namibia” in offering Zambia – a landlocked country – access to the sea, through the Zambian Dry Port Facility in Walvis Bay.

“There are high expectations from my government and people of Zambia that the excellent relations that we enjoy are cemented. To this effect, it is Zambia’s resolve to address outstanding matters so as to preserve the sound relations,” said the Zambian high commissioner.

In the same vein, she felt it was imperative the Zambian community at large remains patriotic to their motherland and continue to raise high the Zambian flag through exemplary conduct.

Zambia, she noted, remains committed to enhancing cooperation with all members of the international community at bilateral and multilateral levels and “in this regard the Zambian mission in Namibia is committed to fostering, among other things, social and economic development on the African continent and beyond for the benefit of all.”

In terms of development, Mrs. Libongani said the Zambian government has continued to construct new roads across Africa’s second largest copper producing country, as well as provide resources in priority sectors, such as health and tertiary education.

Acting deputy permanent secretary in the Ministry of International Relations and Cooperation Morven Luswenyo echoed her sentiments, saying: “Our two countries share friendly and neighbourly relations dating back to Namibia’s pre-independence period.”

He further noted that since November 26, 1990 when Namibia established diplomatic relations with Zambia “the bilateral cooperation between our two countries has increased and expanded. To mention a few areas of success: there are currently about 213 Namibian students studying at different universities in Zambia”.

Namibia and Zambia, Mrr. Luswenyo said, also signed a power purchase agreement on September 16, 2009 through which Zambia provides power to Namibia.

Another area of bilateral cooperation is in aviation, as Air Namibia operates three weekly flights to Zambia.
The Zambian Dry Port Facility at Walvis Bay is operational.

Namibia also exports a significant amount of fish to Zambia.

The Walvis Bay-Ndola-Lubumbashi Development Corridor, which aims to facilitate cross-border trade and transit-transport cooperation among Namibia, the Democratic Republic of Congo and Zambia remains an important project to Namibia, Luswenyo said.

The event was attended by other diplomats, notable among them Ambassador of the Democratic Republic of Congo and Dean of the Diplomatic Corps Anastas Kasongo Wa-Kimba.

Billionaire Leviev adds Zambia emeralds to Diamond Portfolio

Billionaire Lev Leviev, who made his fortune undercutting De Beers’ former diamond monopoly, has bought half of one of Africa’s biggest emerald mines.

Leviev bought into the Grizzly emerald mine in Zambia’s Copperbelt province, which borders the Democratic Republic of Congo, Kombadayedu Kapwanga, managing director Leviev’s Namibian unit, said by phone.

The operation has been renamed Gemcanton Investments Holdings.

A spokesperson for Africa Israel Investments Ltd., a listed company in which Leviev is the biggest shareholder, didn’t return phone calls and emails seeking comment.

A spokesperson at LLD Diamonds, Leviev’s jewelry business, didn’t return calls either. Leviev used his Israel-based diamond unit to purchase half of Grizzly, Kapwanga said, without providing further details.
The move into emeralds marks a change of course for Leviev.

Born in Soviet Uzbekistan before fleeing to Israel in 1971, he worked as an apprentice in a diamond-polishing plant and established his own factory, striking deals with diamond-producing countries such as Russia and Angola.

He went on to own an 18 percent stake in Angola’s Catoca diamond mine, one of the world’s biggest, before selling to Chinese investors to focus on the Luminas mine in the African country.

As well as his Leviev jewelry company, he controls a real estate empire from Moscow to New York through Africa-Israel Investments Ltd.

The Zambia company registry shows Gemcanton is jointly owned by two companies: British Virgin Islands-based Frango Finance Ltd. and Wolle Mining Limited. Grizzly was previously 85 percent owned by Abdoulaye Ndiaye, according to the Zambia Extractive Industries Transparency Initiative. Ndiaye is a Zambian who is originally from Senegal, and Grizzly has been digging emeralds in Zambia since 1997, according to Gemcanton.

Emerald prices have soared by more than tenfold in the past eight years, as top producer Gemfields Plc sought to expand the market for the green stones and boost advertising.

Emeralds were previously mainly produced by artisanal miners, meaning there wasn’t a consistent supply enough for retailers to run production lines or advertise them. The company owns the Kagem mine, Zambia’s biggest producer.

Gemfields Chief Executive Officer Ian Harebottle said the company has tried to contact Leviev.
“I’ve written to them a few times and said ‘welcome to the area, let’s talk.’ They’ve been non-responsive so far,” Harebottle said in April. “Colored stones offer a great opportunity with great growth potential. It was inevitable that someone else was going to look this way.”

Pallinghurst Resources, which has a 47 percent stake in Gemfields, made an offer in May to buy the shares it doesn’t already own in the company.

An independent Gemfields committee said the offer undervalued the company.
Zambia produced 74.7 metric tons of emerald and beryl, a less-valuable grade of the stone, in 2016, a 42 percent increase from 52.8 tons in 2015, according to the Finance Ministry.

ZIM paint firm eyeing Zambia

Zimbabwean paint manufacturer Nash Paints is set to construct a $1 million state-of-the-art manufacturing plant in Zambia as it eyes the regional market.

Nash Paints opened its first branch in 2007 at Chikwanha shopping centre in Chitungwiza and has since grown to the current 20 branches across the country.

The company’s executive chairman Tinashe Mutarisi said Nash Paints was committed to championing development of the country and building strong brands.

“As a local brand, our vison is to grow beyond our present strength through synergies that are aimed at strengthening the mother country and indeed the broader Zimbabwean economy. The strides that we have made this far are largely reflective of our quest for success as a growing indigenous company and we thank all the stakeholders who have contributed in growing our brand,” Mutarisi said.

“Our strength is in working with the communities and designing the tailor made services that suit their demands in painting solutions. We believe in going where the people are and identifying with their community realities expectations.”

Mutarisi said the company was currently producing in excess of 50 000 litres of paint per day as it aimed to focus on innovation and change in paint industry as well as taking the brand beyond the confines of the country.

“We thank the government for the business policies such as the ZimAsset and Indigenisation that we continue to enjoy and not forgetting the customers who keep us going through their support and feedback,” he said.

President Edgar Chagwa Lungu has commended the Zambia Under-20 Soccer team for putting up a gallant fight at the ongoing Under-20 FIFA World Cup in South Korea which saw them reach the quarter finals.

The President says although the Juniour Chipolopolo lost Monday’s quarter final encounter against Italy, played at Suwon World Cup stadium, they are still heroes because of their extraordinary enduring spirit and unity of purpose they exhibited throughout the tournament, which is a great inspiration to the entire nation.

The President has said the young team has taught the entire nation a myriad of lessons and particularly the importance of rising above self and embracing unity of purpose in every aspect.

President Lungu says the Juniour Chipolopolo has made the entire nation proud by putting Zambia on the World map and representing Africa very well hence the need for the entire nation to rally behind the team.

The President says the Under-20 should be nurtured into a formidable senior team because they have a bright future ahead of them.

“Well done boys. You have done us proud. There are moments like this when you have done everything to win but the fortunes just favour your opponent. I have hope that we are on course towards the creation of a formidable senior national team from this crop of young players.

“The genius of this young team lies in their extraordinary fighting spirit and unity of purpose. Their extraordinary enduring spirit is a great inspiration to the entire nation. We salute their achievements at the World Cup. Zambia stunned by 10-man Italian job

10-man Italy broke Zambia’s semifinal dreams at the 2017 FIFA U20 World Cup on Monday after an 3-2 extra-time win in Suwon.

The match brought down the curtain on the Zambia U20’s fairy tale run in South Korea where they team was hoping to reach another milestone following their our debut quarterfinal qualification.

It started off well with Patson Daka giving Zambia a story book lead the 3rd minute.

12 minutes later, Emmanuel Banda saw his superb free kick parried by the outstanding Andrea Zaccagno.

Italy then had Giuseppe Pezzella sent off in the 43rd minute for a tag on Edward Chilufya who had his gun sights locked on the Europeans’ goal.

However that did not break Italy’s resolve and they equalised in the 50th minute through Riccardo Orsolini.

Then, the spotlight fell on the outstanding Zaccagno who denied Fashion Sakala twice in the 56th and 66th minutes.

In-between,Zaccagno also shut-out Boyd Musonda’s volley in the 64th minutes as Zambia threw everything at Gli Azzurri.

Sakala calmed Zambians nerves with a fine second goal in the 84th minute to netting what was seemingly the teams semifinal ticket.

However,Zambia’s inability to deal with set pieces returned to haunt them and Federico Dimarco leveled in the 88th minute via a stunning free kick to force the tie into 30 minutes extra time.

Luca Vido put the final nail in the contest with a head-in goal, Dimarco was the architect from the corner, to see Zambia exit the tournament.

China demands release of its 31 nationals held in Zambian prison

China’s Foreign Ministry says Zambia has not justified the arrest of its citizens.

A Chinese Foreign Ministry official met Counsellor at the Zambian Embassy in Beijing Geoffrey Banda on Sunday to urge the release of 31 arrested Chinese citizens.

The Department of Immigration arrested 31 Chinese on Thursday from seven mine companies in he Copperbelt Province for allegedly buying illegal copper ore.

Director-General of the Department of African Affairs of the Foreign Ministry Lin Songtian in a meeting with Mr Banda expressed objection toward the Zambian government’s arrest of the citizens.

Among the group under arrest is a pregnant woman and two others who are suffering from Malaria and the ministry urged that they be treated on humanitarian grounds.

The Chinese foreign ministry official said that the Zambian immigration officials had no convincing evidence on which to make their arrests and also claimed that they failed to prove their identity before arresting the citizens.

Lin also urged the Zambian government to release them as soon as possible and treat them humanely while they are being held.

“China expresses serious concern and resolute opposition to this,” the ministry cited Lin as saying.

China hoped that Zambia could handle the incident appropriately and as soon as possible, and release those who are innocent, Lin said.

And Mr Banda said China’s position and concerns are understandable, adding that the situation will be reported to Lusaka immediately.

He added that Zambia treasures the bilateral relationship between the two countries, and is willing to work with China closely to deal with the case properly.

The Chinese Embassy in Zambia has also held discussions with the Zambian government for the release and has visited the arrested Chinese citizens.

The two-month pregnant woman was among five women arrested during police raids in the town of Chingola last week.

She is the newlywed wife of a translator working for a privately-owned Chinese mining firm and she only arrived in Zambia last month, according to Red Star News, an online news website run by the Chengdu Business Daily.

The woman’s husband was quoted as saying that his wife was confined with a group of other women and was in a bad condition, but he had not been able yet to visit her in jail.

The man said a bail request for his wife was refused, but the authorities did not provide him with a reason why.

On Saturday, Home Affairs Minister Stephen Kampyongo told Reporters that foreigners should not get involved in mining-related operations such as smelting without proper licences.

Mr. Kampyongo also accused the Chinese citizens of employing youths to steal copper and precious minerals.
Officials from the Chinese embassy in Zambia had visited those in detention and asked for a screening of the Chinese suspects and for their early release.

The Foreign Ministry also said China supported Zambia’s crackdown on illegal mining, but the country’s authorities had not provided strong evidence to justify the arrests.

The African Champions went down to the Italians by 3 goals to Two in a thrilling encounter that had to be decided in extra time.

The two teams settled for a 2 all after 90 minutes and the game went into extra time.

In extra time the Italians scored their third game and sealed off the game.

The Under 20 FIFA World Cup quarter final played at Suwon World Cup stadium saw the African Champions take an early lead through Patson Daka in the 4th.

In the second half the Italians equalized but in the 84th minute Fashion Sakala fashioned a second goal for the young Chipolopolo to put Zambia ahead.

However, Zambia’s lead was erased 3 minutes before close of the 90 minutes through a well taken free kick by Italy.

Earlier in the match, Zambia lost their instrumental midfielder Enock Mwepu in the 24th minute after he took a knock.

After Mwepu tearfully left the pitch the Young Italians took control of the game and the young Chipolopolo had to do a lot of defending relaying on counter attacks.

Zambia’s counter attack led to Edward Chilufya being fouled outside the box and at first the Referee pointed at the penalty sport but the decision was changed to a free kick and an Italian defender was given a red card.

Zambia now returns home as Italy proceeds to the Semi-finals.

United Party for National Development (UPND)President Hakainde Hichilema says he would have loved to celebrate his birthday with family and thanking God.

Mr. Hichilema says he could not celebrate his 55th birthday owing to human circumstances that prevented his joyous day.

He says regardless of the bad situation, he has found strength in being among other citizens currently in the very difficult situation that exists in prisons and detention facilities.

Mr Hichilema noted that the circumstances are trying for individuals detained for purely political reasons in Chimbokaila and in other prisons around the country.

“Some do not have the privilege I enjoy of having so many citizens remembering me, but remember them constantly too. This birthday is dedicated to them,” said Hichilema.

“Ours is a fight for a just society and systems where all our citizens will be able to freely express themselves and participate in the politics and economy of our beloved country without facing reprisals from the state”.

He said he will emerge with more vigour to lead and unite our deeply divided and hurting nation and restore our pride as a country” he said.

And Mr. Hichilema encouraged his wife Mutinta Hichilema to be strong in this trying moment.

“To my dear wife, Mutinta, and family, I say stay strong and thank you for your continued support.Heartfelt thanks to the wider UPND family and the nation at large too,”said Hichilema

Coke Studio, has merged its two flagship shows Coke Studio Africa and Coke Studio South Africa into one, bigger, better Coke Studio Africa 2017.
Rapper Slap Dee will represent Zambia in the production, which now also includes artists from South Africa, Rwanda, Angola, Zimbabwe, Togo, Madagascar, Mauritius, Kenya, Uganda, Tanzania, Nigeria, Ghana, Mozambique, DRC, Ethiopia, Cameroon. THE Patriotic Front (PF) says the election of the party’s president at its general conference in 2020 will be open to eligible candidates but President Lungu is its preferred choice for the 2021 presidential election.

And former Copperbelt minister Mwenya Musenge is tomorrow scheduled to appear before the party’s disciplinary committee to respond to charges of bringing the party’s name into disrepute.

PF secretary general Davies Mwila said in an interview in Ndola yesterday that no member has been stopped from contesting the top position in 2020.

“The general conference will be there is 2020. So if our colleagues want to stand let them say so, they are free.

“And no one will tell them they do not have the rights. They have the right to stand. That is the position of the party,” Mr Mwila said.

Last week, Mr Mwila said President Lungu is the party’s preferred candidate in the 2021 elections.

But his statement received sharp reactions from Roan member of Parliament (MP) Chishimba Kambwili, who said the ruling party was making a political short cut and that the general conference should choose the man to lead to the next general elections.

Mr Kambwili contested the PF presidency in 2014.

Mr Lungu won the national presidential mid-term election in January 2015 following the death of former President Michael Sata in October of the same year.

Mr Mwila said he had provided guidance to party members on the PF leadership and direction and made references to other democracies in the world which had preferred candidates.

He said the party has already settled for its favoured candidate to lead the PF to the next general election in 2021.

“I guided whilst in Kasama, I said we had a preferred candidate by the name of Mr Edgar Chagwa Lungu, and I referred to America and the UK (United Kingdom) democracy that the incumbent is not supposed to be challenged. That is what I referred to,” he said.

The PF is in July next year scheduled to start conducting elections for party structures in the build-up to the general conference in 2020.

Meanwhile Mr Mwila says former Copperbelt Minister and Chimwemwe member of Parliament Mwenya Musenge will appear before the PF national disciplinary committee to answer charges of bringing the party’s name into disrepute.

“Mr Musenge will appear before the disciplinary committee on Tuesday. So I do not want to discuss this matter. The matter will be dealt with by the national disciplinary committee. So by Tuesday we will be able to resolve it,” he said.

Mr Musenge has been criticising the PF and President Lungu in statements published in the media.

I WAS thrown out of Chimbokaila prison by prison warders like a gate crusher when I went to visit the incarcerated UPND leader Hakainde Hichilema, former Copperbelt minister Mwenye Musenge has complained.

And the Zambia Correctional Service commissioner General, Percy Chato has dared Musenge to lodge his complaint to the court of law if he felt agrieved, saying Mr. Musenge should not expect to visit inmates at correctional centres anyhow without following the laid down procedures.

In an interview, Mr. Musenge alleged that some senior officials instructed prisoner warders to block him from visiting the incarcerated UPND leader Hakainde Hichilema on Friday.

Mr. Musenge accused some top officials of having called and threatened a named prison warder to flash him out of the correctional centre before he could visit Mr. Hichilema.

He explained that they were allowed in and only managed to meet Obvious Mwaliteta, but immediately when he was about to meet Mr. Hichilema, the prisoner warder flashed him out without an explanation.

“After we were allowed in, of course we only managed to meet Obvious Mwaliteta. But unfortunately when I was in the process of meeting HH, I was quickly flashed out.

“I only saw the officer (prisoner warder) receiving what seemed to be a very threatening call and he quickly flashed me out without any explanation. Its quiet sad that we were not even allowed to greet HH,” Mr. Musenge said.

Mr. Musenge said it was unfortunately that despite the court order that people should be allowed to visit Mr. Hichilema, some top officials were defying orders.

But the Zambia Correctional Service commissioner General who was a bit reluctant to comment on the matter dared Mr. Musenge to lodge his complaint to the court if he felt aggrieved.

Mr. Chato who could not refute nor agree with Mr Musenge’s accusations said according to the prison Act, there were lain down procedures when visiting inmates.

“Every visit is subjected to Prison Act 97, no one is allowed to come anyhow without following the laid down procedures.

“You know there is a court order already and I wouldn’t want to comment further, but if Hon. Musenge is aggrieved, let him lodge his complaint to the court of law and then we will explain why he was turned away because we can’t start explaining on the media an issue which a court gave an order.

“The truth is, you don’t expect to visit inmates at correctional centres anyhow without following the laid down procedures,” Mr. Chato said.

ICC consultation outcome an opportunity to influence other African countries-SACCORD

SACCORD says the outcome of the ICC consultation process is an opportunity for the country to influence other African countries in championing reforms at the international court.

Speaking when made a presentation at the public forum on the ICC results held at Protea Hotels in Lusaka Humphrey Elekani who is SACCORD Board Member said the results gives the Zambian government mandate to help other African countries that may have problems with the ICC in fighting for reforms.

Mr Elekani explained that it was important that the country position ita self as important stakeholder in helping to fight for reforms at the international level.

He said the Zambian government should creat platforms where it share with other countries that have continued to agitate ové the withdrawal from ICC.

Mr Elekani also said it was important for government and parliament respects the wishes of its citizens who resoundingly approved the continued stay of the country in the ICC.

Further, Mr Elekani said the country should join hands with other African countries who have explicitly said they want to be part of the ICC.

He said the country can mobilize the continent and prepare a position paper containing grievances of African countries and practical measures for submission at the ICC so as to ensure that the said court is percieved to be a fair body.

Zambia face Italy test

Zambia clash against Italy in Monday morning’s quarterfinal final match of the 2017 FIFA Under-20 World Cup in Suwon aiming to continue their history making adventure in Korea.

A semi-final slot is at stake as Beston Chambeshi’s Junior Chipolopolo Boys faces Gli Azzurri in the 10h00 kick off match.

Zambia saw off Germany from the tournament at the pre quarterfinal stage while Italy eliminated France.

Zambia qualified to their debut U20 Cup quarterfinal on May 31 following a 4-3 win over Germany in extra-time in a last 16 game in Jeju.

“It is a different ball game we have to respect them but the best team will carry the day. We respect Italy and they should respect us and they have also reached this far,” Chambeshi said in a pre-match interview.

Italy will be the third European team Zambia will be playing in South Korea after beating Portugal 2-1 on May 21 in an opening Group C match and defeated Germany 4-3 in the last 16 on May 31.

“We have played two European teams and we expect a tough game. Both teams are playing good football but all we need is to prepare very well for the game both physically and mentally,” he said.
