Take advantage of adult literacy Luangwa Chief implores civic leaders

Chief Mphuka of Luangwa District has called on civic leaders in the area to sensitize and encourageadults in their wards to take advantage of the Government policy in
promoting adult literacy education.

Speaking at the handing over of two sewing machines to Luangwa Primary
School Adult literacy class donated by the Luangwa Child Development
Agency (LCDA) an affiliate of ChildFund – Zambia, Chief
Mphuka told Councillors to encourage adults in their wards to take
advantage of the Government policy on the promotion of adult education
to enhance development in the country.

Chief Mphuka said education was cardinal to the development of every
nation and Government has put in place a policy of encouraging adult
education so that those that failed to attain education owing to certain
reasons can access it.

The chief called on ward councillors in the District to encourage
adults especially women in their wards to take advantage of the noble
policy by Government to go to school so that they can contribute
positively to national development.

He expressed concern as to why they were only two female councillors
out of the fifteen wards in the District and urged women to excel in
education so that they are involved in decision making positions.

And speaking at the same function Acting Luangwa District
Commissioner, Ngoni Moyo urged the elderly people not to feel shy in
accessing education as it was the only tool that can make them
contribute positively to the development of the country.

Mr Moyo also said adults should take advantage of the literacy classes
that have been introduced by Government so that they can empower
themselves.

He said Government has put up a policy of encouraging adults to attain
education through adult literacy and urged them especially women to
take advantage of this policy as it will empower them in many things.

Minister of Finance Felix Mutati says many investors have shown interest to invest in the Batoka Gorge Hydro Electric Power Project.

Mr. Mutati says investors talked to by the Zambian and Zimbabwean governments at the just ended Batoka Gorge Hydro Electric Power Project Investors Conference have shown interest to invest in the project.

The minister says the overwhelming response to the conference by investors who include the African Development Bank, World Bank, European Investment Bank, private banking sector and property developers has given confidence to the two governments.

Mr. Mutati also told ZNBC news at the close of the conference in Livingstone that the Zambia and Zimbabwean governments will now start talking to ordinary people from the two countries on various opportunities that will be derived from the project.

He says the two governments want ordinary Zambians and Zimbabwean to take advantage and have ownership of the project through among other things shareholding, career and business opportunities.

And Japanese Ambassador to Zambia Hidenobu Sobashima says the Batoka Gorge Hydro Electric Power Project is good investment and will encourage his government and Japanese companies to invest in the project.

And representative of Power China Feng Jing Jun says his company, like many other Chinese companies are interested in investing in the project because of its viability.

The duo was speaking in separate interviews with ZNBC News during a site tour of the Batoka Gorge.

Meanwhile African Development Bank Vice President Amadou Hott says the bank will by July this year approve up to two hundred and fifty million dollars requested by the Zambian government to address the country’s energy crisis.

Mr. Hott told ZNBC News in an interview at the close of the conference that this will help Zambia recover from the power deficit and improve the liquidity of Zesco through reforms.

The Civil Society Constitution Agenda (CiSCA) has condemned suspected United Party for National Development-UPND cadres who assaulted two journalists from Radio Phoenix and Millennium Radio station.

Addressing journalists at a press briefing, CiSCA Vice Chairperson Pamela Chisanga said her organisation was saddened with continued reports of journalists being brutalised by political cadres.

Mrs Chisanga said all forms of violence against journalists should be condemned.

She urged the ruling Patriotic Front-PF and opposition political parties to restrain their cadres from attacking innocent journalists.

However CiSCA praised the UPND for apologizing to the two journalists who were beaten by the cadres.

Earlier, CiSCA was mute over the beating of journalists as they were quick to condemn the Zambia Police for demanding for a police permit from UPND who were scheduled to hold a press briefing at Chainama motel.

CiSCA only condemned the harassing of journalists after a reporter from ZANIS asked why the CiSCA was quick to condemn the police and not condemn the beating of journalists.

In defence CiSCA Vice Chairperson Pamela Chisanga said the beating of journalists took place after the organization had already written the speech which was presented today at a press briefing.

The response left invited journalists speculating because the police only blocked the UPND press briefing on the same day the journalists were beaten.

Meanwhile, CiSCA says it is concerned with the increasing numbers of people dying in police custody.

CiSCA Vice Chairperson Chisanga said the organization will not seat idle and watch people’s human rights being violated by law enforcers.

President Edgar Lungu has officially commissioned the Zambian Breweries’ US$33 million state-of-the-art malting plant in the Lusaka South Multi Facility Economic Zone (LS-MFEZ).

“This new facility, which is the first of its kind in Zambia, will enable locally grown barley to be processed into malt, the main ingredient for clear beer. It will contribute to creating business for farmer suppliers who will provide the brewery with barley, thus spurring economic growth and job creation, ultimately putting more money in people’s pockets,” said President Lungu during his address to assembled dignitaries, including Finance Minister Hon. Felix Mutati and Minister of Commerce, Trade and Industry Hon. Margaret Mwanakatwe.

The new plant is part of Zambian Breweries’ long-term investment plan in Zambia and is set to boost purchases of barley from local farmers as a key ingredient in the company’s popular Mosi, Castle and Castle Lite lagers.

The company’s multi-million dollar investment in the maltings plant is a component of the group’s wider commitment to long-term investment, spurred by the government’s recent reduction in excise tax on clear beer. In the last five years Zambian Breweries, National Breweries and Heinrich’s Syndicate have invested more than US$350 million in long-term capital projects.

In alluding to the reduction in excise tax on clear beer, President Lungu said: “I am reliably informed that Zambian Breweries plc made a decision to expand its business portfolio as a direct response to the Patriotic Front government’s 2016 National Budget that included a reduction in the excise tax on clear beer from 60 to 40 percent. This resulted in the Zambian Breweries plc making a saving and investing US$33 million in the malting plant which is being commissioned today.”

Zambian Breweries Country Director Annabelle Degroot said: “At the time that clear beer excise was reduced to 40 percent, some people were worried about such a move, but that bold policy by government has proved to be absolutely the right decision and a win-win for government and business. We commend and thank government for their forward looking policies.”
“Zambian Breweries is committed to following the law; to paying taxes; and to promoting responsible drinking. Zambian Breweries is also committed to continued investment in Zambia,” she added.

The group’s investments are helping it to grow production volumes, thus increasing employment opportunities, enabling the company to buy more agricultural commodities such as barley, maize, sorghum and cassava from local suppliers and boost sales, thus increasing overall tax revenue to the government.

The new facility – the first of its kind in Zambia – will enable locally grown barley to be processed into malt, the main ingredient for clear beer, for the first time in Zambia, creating more business for farmer suppliers who provide the brewery with barley thus spurring economic growth, job creation and national development, explained Mrs Degroot.

“This malting plant is a concrete demonstration of the confidence that Zambian Breweries and its shareholders have in the long-term growth of the economy and the stability of the tax environment,” she added.

Construction of the plant began in January 2015 and employed 1,000 workers at peak of the construction. Now that the project is complete, Zambian Breweries expects to recruit some 50 permanent workers.

The plant has a maximum capacity of 15,000 tonnes of finished malt per year, creating a surplus over the brewery’s current demand of 10,000 tonnes and thus producing excess supply that can be exported.

The barley will be stored in ten massive 1,500 tonne-silos, each 32 metres high, which involved the country’s largest single pour of concrete – 1,800 cubic metres – for their foundations.

GOVERNMENT has commended the World Bank for giving Zambia U$45 million in order to combat tuberculosis (TB) in the country.

Minister of Health Dr Chitalu Chilufya says the World Bank is a developmental partner with the Zambian government because it is dedicated to eradicate the levels of TB on the Copperbelt and other mining communities in the country.

Speaking during the launch of the Southern Africa Tuberculosis and Health System Support Project held at Sherbourne Hotel today, Dr Chilufya said it was unfortunate that the Copperbelt has the highest number of TB cases which normally emanates from the pollutant substances from mining activities.

The Health Minister said due to heavy mining activities and other mining communities in the country has led to an increase of TB related cases due to the high levels of pollutant emissions from the mines known as Sulphur-dioxide.

Out of 100 000 people on the Copperbelt 1211 are infected with TB a situation.

The minister however despite the statistics are not conducive the Government through the Ministry of Health and other corpora ting partners such as the World Bank.

Dr Chilufya said government is committed to ensure that tuberculosis was eradicated on the Copperbelt and other parts of the country.

He furthermore revealed that the World Bank in collaboration with Zambia, Lesotho, Mozambique and Malawi has approved and initiated a regional project for the four countries in Southern Africa which is called The Southern Africa Tuberculosis and Health Systems Support Project.

The Health Minister also gave a directive to the director of Occupational Health and safety Institute to engage colleagues from other ministries to draft a document on the law to protect the workers who have TB not the archaic laws which discriminate people with TB.

Meanwhile Minister of Labour Joyce Nonde Simukoko has cautioned some mining houses in the country and other companies who have a tendency of discriminating people with TB to stop doing so.

Mrs Simukoko said people with TB should not be sidelined by their employers because they have the right to work because TB is a curable disease.

She said the health of Workers was cardinal for every employee despite having the condition of TB and the employers in various sectors of the economy should embrace them because human capital is important to the growth of the country.

And Speaking at the same function World Bank health Specialist Ronald Mutasa said in a speech read for the Country representative Ina Marlene Ruthenberg said the World Bank has a total financial commitment of US$122 Million and will support some of Southern Africa’s high TB burden countries such as Lesotho, Mozambique, Malawi and Zambia.

Ms Ruthenberg said the World Bank support to the Southern Africa Tuberculosis and Health Systems Support project, is in recognition of efforts by policy makers and political leadership in the SADC.

“In Zambia, the key implementing agencies for the Southern Tuberculosis and Health Systems Support project will be the ministry of Health, Ministry of Mines, Ministry of Labour and Occupational Health and Safety Institute (OHSI).

President Edgar Lungu has directed the Ministry of Youth, Sport and Child development to seriously look into the welfare of youths in the country.

President Lungu said that the Ministry should come up with ways to empower youths as they form the majority of Zambia’s population.

The President has further given a directive to the Ministry to find solution to help reduce the current high number of street children in country.

President Lungu was speaking when he received a quarterly report from Minister of Youth, Sport and Child development Moses Mawere.

Meanwhile Minister of General Education Dannis Wanchinga says his plans to decentralise early childhood education, Primary and adult education to local Authorities.

Dr. Wanchinga says the move is aimed at strengthening the education system in the country.

The General Education Minister said this shortly after presenting a quarterly report to President Lungu at state house.

Zambia Revenue Authority Dispels Tender Corruption Allegation by UPP President

The Zambia Revenue Authority has dispelled with contempt, allegations by the United Progressive Party President Saviour Chishimba purporting that the Authority dubiously awarded a contract for the design, supply, delivery, installation, supervision, configuration, testing and commissioning of an invoice management system otherwise known as electronic fiscal devices to Rightlux Services and Inspire Group.

ZRA Commissioner General Kingsley Chanda says pursuant to the law, the Authority in line with section 26 of the Public Procurement Act (PPA) No. 12 of 2008, and the Public Procurement Regulations Statutory Instrument No. 63 of 2011 reading in particular, regulation 12, issued a tender to facilitate the procurement of the design, supply, delivery, nstallation, supervision, configuration, testing and commissioning of an invoice management system (electronic fiscal
devices) in the newspapers for six weeks with a further extension of one week.

Mr Chanda said the closing dates of submission of bids was Friday 3rd February, 2017 and at the time of closing a total of 10 bids were received.

He said the bids were subjected to a three-phased evaluation criteria namely preliminary, technical and commercial evaluation in accordance with the tender evaluation criteria that was provided for in the solicitation documents.

After evaluation the best bidder was recommended to the Zambia Revenue Authority tender committee in accordance with the Public Procurement Act (PPA) No. 12 of 2008 for award.

Mr Chanda said contrary to the incorrect information being circulated by the UPP President, the best evaluated bid value is K84 million and not the alleged K140 million.

The Commissioner General indicated that the Contract has not yet been awarded as alleged but the Authority wrote a notice to all the bidders indicating the best evaluated bidder and the value of the proposed contract in order to allow for any substantive objections.

At present, this has been appealed against and the due process is being followed to ensure that all concerns from aggrieved parties are addressed.

Mr. Kingsley Chanda wishes to state that the tender process is still in progress and is being done transparently and in strict adherence to the provisions of the Public Procurement Act (PPA) No. 12 of 2008.

The authority is a public institution meant to serve every Zambian regardless of their political affiliation. It is therefore NOT right for any politician to start dragging the authority into politics”.

Mr. Chanda has assured all Zambians that the contract will be offered to the best bidder in accordance with the Laws of the Republic of
Zambia.

Zanaco defeat not setback-Numba

Zanaco coach Mumamba Numba says their 2017 Charity Shield semifinal defeat at the hands of Nkana was not a setback heading into the 2017 league campaign.

The FAZ Super Division champions were beaten 3-0 in convincing fashion by Nkana on Thursday at Arthur Davies Stadium in Kitwe.

Numba insisted he had used the match to give his fringe players an opportunity to play after missing out of the opening four competitive games all in the 2017 CAF Champions League.

Furthermore, Zanaco have been unconvincing competitively with three draws,one win and two goals scored prior to Thursday’s first defeat in 2017.

“I am not worried about winning the Charity Shield, that is why I changed the team. I wanted to give everyone a chance,” Numba said.

“What is important is the league and the Barclays Cup that is why we gave the give players a feel.”

Some of the new players Zanaco rolled-out were strikers Kunda Nkandu, Adamson Maluao and Zambia Under-17 attacker Damiano Kola including defender Didi Kitumbi Didi.

Meanwhile, Nkana downed Zanaco thanks to goals from Walter Bwalya, Ronald Kampamba and Joseph Musonda in the 8th, 51st and 71st minutes respectively.

Nkana will play Zesco United in Sundays final at Levy Mwanawasa Stadium in Ndola.

Zesco reached the final after they dispatched Power Dynamos 4-2 in Thursday’s other semifinal played at the same venue.

University of Pretoria and Master Card offer scholarships to underprivileged

The University of Pretoria (U.P.) has partnered with Master Card Foundation to offer scholarships to the underprivileged.

The MasterCard Foundation Scholars Programme targets economically disadvantaged young people in various African communities whom it aims to empower so that they could later be able to contribute to the transformation of the continent.

Applicants from outside South Africa are expected to meet requirements of the Universities of South Africa in order to be awarded the scholarship.

The applicants are also required to have been admitted to the University of Pretoria to study in the fields of Engineering, Agriculture Science and Economics and Information Technology in order to apply for the scholarship.

Meanwhile, University of Pretoria Recruitment Officer Asanda Vumazonke and Administrative Assistant Lebohang Sebiloane will be in Zambia from 2nd April, 2017 to hold sensitization meetings with learning institutions in Lusaka, Kabwe and the Copperbelt in readiness for the 2018 entries.

This is according to a statement issued to ZANIS in Lusaka today by First Secretary for Press at the Zambian High Commission in Pretoria, Nicky Shabolyo.

Mealie meal prices increased in Lunga District

Mealie meal prices have increased in Lunga District in Luapula Province.

ZANIS in Lunga District reports that prices for a 25 kilogramme bag of Breakfast is fetching  K125  while that of roller meal is K115
per bag.

The development has not only saddened the community but also that of authorities in the area as well.

Speaking in an interview in Kasoma Lunga Chiefdom at Multipurpose Hall, District Agricultural Coordinator (DACO) Ignatius Lusambo says prices on the commodity will only reduce in the District if government intervened by  setting  up a  Solar Milling Plants like in other district.

 

Mr. Lusambo said mealie meal prices have increased owing to high transportation cost of the commodity from the neighbouring Samfya District.

 

The DACO, however, noted that ever since Lunga was declared a District,  a number of small scale farmers and people have realized the importance growing maize but are hindered by lack of a milling plant to process their maize into mealie meal.

And one of the residents of Kasoma Lunga , who is a trader  told ZANIS in an interview that even though mealie meal prices have gone up, there is little or no profit due to escalating transport costs.

 

Nursing Union demands for safer theatres in the Zambia

The Zambia Union of Nurses Organisation (ZUNO) says the union is committed to continue engaging various key stakeholders to ensure that theatres in hospitals are safe for patients.

ZUNO President Liseli Sitali has since called on theatre staff, hospital management, political leaders and the media among other institutions in the country to continue advocating for safer surgery.

ZANIS reports that Mr. Sitali said this in Lusaka today at the Closing Reports and Dissemination Meeting of the “Safer Surgery Saves Lives” phase one pilot project.

The Safer Surgery Saves Lives” phase one pilot project which was launched in April 2015 was piloted at the Kabwe General Hospital, University Teaching Hospital (UTH) and the Kabwe Mine Hospital theaters.

The project is a partnership between ZUNO and the Royal College of Nursing (RCN) of the United Kingdom (UK) and was funded by the Tropical Health and Education Trust (THET) under the United Kingdom Department for International Development.

The “Safer Surgery Saves Lives” phase one pilot project 2015 was aimed at improving the knowledge and skills of theater teams in World Health Organization (WHO) surgical checklist 19 item tool in their work.

And Mr. Sitali said the “Safer Surgery Saves Lives” phase one pilot project has helped strengthen nursing leadership influence in operating theaters at the three hospital theaters.

Meanwhile, Mr. Sitali disclosed that the “Safer Surgery Saves Lives” second phase pilot project will commence on 1st April 2017.
Mr. Sitali disclosed the Levy Mwanawasa General Hospital and Four First Level Hospitals under the Lusaka District Heath Management Board (LDHMB) have been included in the second phase of the project.

Vice President Inonge Wina has appealed to the people of Western Province and Limulunga in particular to be more hospitable to those who will visit the province during the Kuomboka ceremony.

Ms Wina made the appeal shortly after she arrived at Mongu airport for a three day working visit to the province.

Mrs Wina explained that the Kuomboka ceremony is an important ceremony celebrated by several Zambians and others from outside the country.

She warned that no one should be allowed to destroy the culture and dignity which the Westerners are known for since time in memorial.

And Western Province Minister Nathaniel Mubukwanu informed the Vice President that the people of Mongu were appreciative of the several developmental projects that are being initiated in the province citing the tarring of the Kalabo-Sikongo road which he said is progressing well.

A delegation from MDH South Africa (Pty) Limited is in Zambia to marshal support from relevant government departments and agencies for an ambitious power project that has been proposed on the Luangwa River in the Eastern Province.

The delegation comprises MDH Project Director Mr. Zander Van Der Walt, and Technical Leader Mr. John Nutt of Delf Consulting Engineers. They are accompanied by First Secretary in Charge of Trade and Economics at the Zambian High Commission in Pretoria, Mr. Mande Kauseni. The trip to Zambia follows recent high level engagements between Zambian High Commissioner to South Africa, His Excellency Mr. Emmanuel Mwamba and MDH officials in Pretoria.

MDH South Africa has proposed what they are calling the Ndevu Gorge Power Project which is planned on the Luangwa River with a generation capacity of 235 Mega Watts. 

Mr. Van de Walt is impressed with the support that has been pledged by Zambian authorities from the meetings held in Lusaka so far. He has indicated that his company was ready to start feasibility studies in a couple of weeks once authority was granted.

According to Mr. Van der Walt, the meetings were all exceptionally positive with support from all ministries and agencies engaged. 

The company has since made an application for ‘Authority to Proceed with Feasibility’ through Ministry of Energy Permanent Secretary, Brigadier General Emelda Chola. 

The delegation has held meetings with officials from the Office for Promotion of Private Power Investments (OPPPI) and the Energy Regulation Board (ERB) while further engagements are planned with ZESCO, the Water Resources Management Agency (WARMA) and ZCCM-IH, before the delegation which has been in Lusaka the whole of this week, returns to South Africa today.

Head of the OPPPI Mr. Clement Sasa, hailed the project pointing out that it could be possible to plan the route of the new regional transmission interconnector between Mozambique and Zambia in such a manner that it incorporated the Ndevu Gorge Hydro Power plant so as to assist with evacuation of power from the plant. 

ERB Director for Economic Regulation Mr. Alfred Mwila said his institution was in support of Independent Power Producers (IPPs) as a strategy to alleviate Zambia’s current energy deficit. 

Mr. Mwila confirmed that the ERB’s investigation into the establishment of a “Wheeling Policy”, whereby IPP’s can “wheel” power over the ZESCO network to other off-takers (other than ZESCO) was ongoing and the first reports in this regard were expected in April 2018; which was well within MDH’s proposed feasibility process period.

Mr. Van der Walt reiterated that although MDH’s would be the anchor developer of hydro power project, which would be the catalytic activity for the establishment of Lake Ndevu, all relevant government departments and agencies together with selected private sector stakeholders were invited to form part of a larger planning committee to establish a master plan for incorporating the developmental and commercial opportunities the lake would bring. 

“It is critical that local communities are the primary beneficiaries of such developments. We would, therefore, like to invite the Government of Zambia to walk with us down this road to establish this project as a beacon of hope in illustrating the nexus of commercial opportunities for private capital, with the social and economic advancement of local communities that benefit through sustainable jobs, as well as entrepreneurial opportunities – all in all, inclusive and sustainable economic development.”

Mr. van der Walt further confirmed that discussions with investors were positive and ongoing and was expecting to conclude feasibility funding negotiations soon after the ‘Authority to Proceed with Feasibility’ from the Ministry of Energy was issued.

The Ndevu Gorge Hydro Power project is a proposed 235MW power project based on the build of a double curvature dam wall on the Luangwa River creating a large lake of 165 kilometres in length and 17 kilometres in width, at its widest point.

The initial cost projection for the construction of the project is US$1.26 billion, however this figure could change during the feasibility phase as the design aspects are finalised. 

The project is planned as a “multi-use” asset, which apart from the hydro power capacity, will also allow for primary irrigation-based agriculture around the lake. This access to irrigation coupled with the careful planning of the relevant agricultural crops could have a transformative economic development effect on an area that has been largely devoid of social and economic developmental activity.
 
The lake further offers aquaculture development opportunities, especially Tilapia and Kapenta. It is also foreseeable that the creation of a lake in such a pristine natural area would catalyse a multitude of tourism based opportunities including hotels and lodges, as well as lake-based activities such as Tiger fishing. The additional water should also have a positive effect on conservation activities of the area and this is specifically included in the planning phases of the project.
