Five Heads of state expected in Zambia

Minister of Foreign Affairs Harry Kalaba has disclosed that five Heads of State are expected to visit Zambia between May and August this year.

Mr Kalaba said the Heads of State expected to visit Zambia are from Togo, Madagascar, Rwanda, Ghana and South Africa.

He said the continued visit by various African Heads of States to Zambia is a clear indication of the sound leadership of President Edgar Lungu.

Mr Kalaba said African leaders have seen that Zambia is a strong ally that is committed to promoting peace and democracy in the region.

Mr Kalaba was speaking to journalists at the Kenneth Kaunda International Airport this morning after seeing off Ethiopian Prime Minister Hailemariem Desalegn.

Mr Desalegn who left the country after concluding his three days state visit was seen off by his counterpart President Edgar Lungu, Mr Kalaba, Lusaka Province Minister Japhen Mwakalombe, Presidential Affairs Minister Freedom Sikazwe among other senior government officials.

Defence and Security Chiefs were also present to see off the the Ethiopian Prime Minister who is also the leader of the Ethiopian government.

Prior to his departure, Prime Minister Desalegn was accorded a 21 gun salute before inspecting a guard of honour mounted by the Zambia Army.

And Mr Kalaba described Mr Desalegn’s visit to Zambia as monumental.

Mr Kalaba said Mr Desalegn’s visit has opened trade volumes between Ethiopia and Zambia.

He said various trade agreements were discussed and that Ethiopia will soon open its Embassy in Zambia.

The UN Refugee Agency (UNHCR) has today officially handed over to the Ministry of General Education a dormitory for girls at Matebo Primary School in Chief Matebo’s area of Kalumbila District, 115 kilometres from Solwezi town, North Western Province. The school hosts over 500 learners.

The dormitory has been constructed by UNHCR at a cost of K360, 000 within the context of assisting refugee-hosting communities under the local integration programme. The dormitory was handed over by UNHCR Representative in Zambia, Ms Laura Lo Castro, to Kalumbila District authorities and is the first modern dormitory at the school, which was built in 1965 just after Zambia’s independence.

Before the construction of the dormitory, the girls, who have to walk a radius of up to 25 kilometres to attend school, were compelled to do weekly boarding in poorly constructed, unsafe, makeshift huts made of grass and mud structures within the vicinity of the school– a situation the boys are still facing.

During the hand-over ceremony, Ms Lo Castro, underlined the need to attach importance to girl-child education, especially in rural areas, by creating an enabling environment for them. She explained that although UNHCR is not a development agency, it endeavours, within its limited resources, to assist local communities in refugee-hosting areas. She expressed her gratitude to the people and Government of the Republic of Zambia for the active support and commitment to hosting former refugees and refugees.

Now that a girls’ dormitory has been constructed, there are a number of outstanding needs faced by learners at Matebo Primary School. Ms Lo Castro, therefore, called on the Government, other development partners, the corporate world and well-to-do Zambians to assist the school in constructing a modern dormitory for boys, who continue to live in unhygienic and unsafe makeshift structures as boarding “houses” at Matebo Primary School. She also called on the school management and on the parents to maintain the new structure in perfect condition and to start mobilizing resources available to the community to improve the living conditions of the boys. She observed that a school and a community active and engaged finds solutions more easily than those just waiting for external support.

Kalumbila District Commissioner, who officiated at the hand-over ceremony, thanked UNHCR for assisting the government by funding the construction of the girls’ dormitory, which will improve the learning environment for girls at the school and the success rate of affected learners.

The request to UNHCR to assist with the construction of the dormitory at Matebo Primary School was made by the residents of Matebo, through the Parent Teachers’ Association (PTA), during consultations undertaken by the Government and UNHCR to start the process of local integration of former refugees in 2012. As a result of these consultations, a 1 x 2 classroom block was the first to be constructed by UNHCR in 2014 at Matebo Primary school at a cost of K210, 000.

In the last two years, under the local integration programme, UNHCR has funded various projects – such as poultry, bee-keeping, fish ponds and irrigation projects – in Chief Mumena and Matebo in Solwezi and Chief Mwene Mutondo in Kaoma.

ZEMA arrests two Directors for Spectra Oil Corporation Limited

The Zambia Environmental Management Agency (ZEMA) has arrested one of the Directors of Spectra Oil Corporation Limited and an  Operations Manager.

 

ZEMA Corporate Affairs Manager Ireen  Chipili said Maximillan Hamukale Director of Finance and Hyden Banda Director of Operations were arrested for contravening the provisions of the Environmental Management Act No. 12 of 2011 (EMA) of the laws of Zambia.

 

Mrs. Chipili said between March 1st and 29th 2017, the duo contravened the order to cease operations which was issued by the agency on March 3, 2017.

 

“The order to cease operations was issued with respect to the construction of a service station at the corner of Kawama and Mosi-oa-Tunya roads in Woodlands, Lusaka and the activities were being undertaken without approval from ZEMA contrary to section 119 of EMA,” she stated.

 

Mrs. Chipili said the two were arrested on Tuesday and will appear in court soon.

 

She has reminded all facilities that it is an offence to commence such development works without approval from ZEMA.

 

Mrs. Chipili said developers are requested to obtain necessary licenses from the agency as required by the environmental law and other relevant laws.

Forensic investigation body launched in Zambia

Minister of Home Affairs Stephen Kampyongo has launched the first ever International Institute of Certified forensic Investigation Professionals (IICFIP) in Zambia.

IICFIP is an organization that not only brings together Forensic Investigators but also provides Forensic skills training to all that are interested in Forensic Investigations.

Speaking during the launch of the first ever IICFAD at the Mulugushi International Conference Center in Lusaka, Mr Kampyago said IICFIP will make a significant contribution to the Zambian society.

Mr. Kampyongo said IICFIP will help government fight fraud, corruption, cyber, and financial crime.

He said the organization will promote excellence in forensic investigation by carrying out accreditation and training to strengthen transparency and accountability in government as well as private and public entities.

He stated that forensic investigation is of great importance if the legal system is to dispense justice based on sound principles of common law framework.

He noted that forensic science will produce the right evidence and also maintain it throughout the evidence life cycle when it is applied to the crime scene.

He also said IICFIP has a process of training, examination and certification of forensic investigation professionals which results in the availability of competent investigators.

Meanwhile, IICFIP Zambia Director Gibson Mwewa expressed gratitude to Zambia for embracing the forensic investigation organisation.

Mr. Mwewa pledged that his organization will be of value to the government as it will focus on its core values.

Zambia’s first musical feature film to debut at PanAfricain film festival in Cannes, France

The first African musical film to be produced in Zambia will be debuted at the Le Festival International du Film PanAfricain in Cannes on April 8, 2017.
Damyna the Musical will be screened at the Palm Beach at 20:15pm during the 14th Edition of the festival, which pays tribute to African-American Independent Cinema.
With the theme “USA: Yesterday – Today & Tomorrow“, the festival will provide film-lovers with a wide choice between films from Africa, its diaspora and the rest of the world.
The event, from April 5-9, 2017, is expected to attract more than professionals and feature over 50 movies from 30 countries, while conferences, workshops, showcases, exhibitions as well as a “Salon PanAfricain” will also animate the festival.
Damyna the Musical captures the essence of African society, both rural and urban, and we believe that this film will also capture the hearts of the African diaspora worldwide,” said director Peter Langmead. “It resonates with Africans abroad at many levels and also connects Africans across borders within the continent, as well as breaking down barriers to present a real view of Africa to the West without the stereotypes and misconceptions that are all too often portrayed in the media.”
The romantic drama, Damyna the Musical, weaves a story of family secrets and a witch doctor’s spells that conspire to confuse the life of an orphaned girl whose quest for love brings her traditional African village into conflict with the sophisticated world of international development agencies.
The film was shot on location in Zambia with local cast and crew directed by long-term local resident Peter Langmead and supported by renowned BBC lighting cameraman Denis Borrow (Superman, The Queen at 80, Richard Attenborough: A Life in Film, Piers Morgan On…, William & Kate: A Royal Engagement) as Director of Photography, with Music Director Joseph Muyunda and Editor Kalenga Mwansa.
The lead role of Damyna is played by Josephine Kachiza with Mubita Ling’ope as Por Phiri and Tom Chiponge as the witch doctor.
“Producing a musical that reflects the contrasts of African rural and urban life was a challenge that the whole cast took to their hearts,” said Dr Langmead. “The production harnessed that energy to create a vibrant, light-hearted movie with a powerful subtext that explores the changes facing African societies as they grapple with the dualities of global influence.”
The story is based on the operatic stage work written by Dr Langmead and premiered at the Lusaka Playhouse in 2014.
Damyna the Musical combines the tale of a rural romance with the subtext of his observation and exploration of African culture, bringing together 40 years of experience of working with rural communities across the continent, viewed with the perspective of an outsider who is equally at home in the worlds of international finance and fine art as in the countryside. In doing so, he communicates the vibrancy of life, chronicles the aspirations of ordinary people and portrays a long overdue positive image of African life.
Where women have no choice or voice, Damyna the Musical reflects on philandering men who neglect and deny their children, resulting in unschooled orphans and second class citizens, often without identity. Secondary themes are belief in witch doctors, mixed race relationships, human ‘ownership’, adoption issues and responsibilities, and ill-advised donor activity. The film explores the inherent dualities of wealth and poverty, rural and urban spaces, multiculturalism and the educated and uneducated, along with concepts of racism, feminism, inequality, sexism and colonialism.
Having completed ‘Damyna the Musical’, Peter Langmead is working on the script of his second film Borderline (working title), which is also expected to be a musical, produced in Zambia, for release in early 2018.

Inflation marginally drops to 6.7

The annual inflation rate for March 2017 inflation rate has marginally decreased by 0.1 percentage points to 6.7 percent from the February rate of 6.8 percent.

Central Statistical Office Director, John Kalumbi has attributed the reduction to the price changes of food items.

Kalumbi has explained that the decline in inflation means on average prices increased by 6.7 percent between March 2016 and March 2017.

Mr kalumbi added that the year on year food inflation rate for March 2017 was recorded at 6.7 percent compared to 7.4 percent recorded in February 2017 representing a decrease of 0.7 percentage points.

Mr. Kalumbi said that the decrease in the annual food inflation rate is attributed to price changes for fish items and vegetables such as tomatoes and cabbage.

Speaking during a media briefing yesterday morning, Mr. Kalumbi said that Lusaka Province recorded the highest provincial contribution of 1.7 percent points on the overall annual inflation rate of 6.7 percent in March, while Western Province recorded the lowest contribution of 0.2 percent.

Mr Kalumbi said that the implcation of this is that the price movements in Lusaka province had the greatest influence on the overall annual rate of inflation.

Mr. Kalumbi also said that Zambia recorded a trade deficit in February 2017 valued at K1,140.8 million from K227.3 million recorded in January 2017, representing a 401.9 percent increase, meaning that the country imported more in February that it exported in nominal terms.

Mopani to invest $1.3 billion in new shafts

Mopani Copper Mines has announced a new US$ 1.3 billion investment in its mining operations in Zambia.

Company Board Chairman Moses Chilangwa has told a news conference in Lusaka today that the investment will go towards capital projects that include sinking and equipping three new shafts namely Synclinorium and Mindolo deep in Kitwe, and the Mufulira deep shaft.

Mr Chilangwa says the new shafts are expected to come online by the end of 2018 and will double Mopani’s output from the current 3.8 million tons of copper ore hoisted per annum to 9 million tons by 2020.

He has however, acknowledged that the past three years have been challenging for Mopani and all stakeholders in the industry as a result of low commodity prices on the international market coupled with the energy deficit.

Mr. Chilangwa has however, stated that despite the challenges being faced, Mopani remains resolute and fully committed to all its social responsibility programmes in communities around the country.

He adds that over the past three years Mopani has invested more than 1 billion United States dollars in its operations to recapitalize its mining operations and extend the lifespan of its mines by a further 25 to 30 years.

Government has said that it will resort to using the Zambia Army in stopping the illegal cutting and exportation of Mukula tree.

Speaking during a Patriotic Front Interactive Forum in Lusaka Wednesday evening, Muchinga Province Minister Malozo Sichone says the government is aware of the cartels involved in the illegal act and that some of them are government officials.

He says if the current cartels infiltrate the Zambia National Service which is currently keeping guard of the precious tree; the state will bring in the Zambia Army as a last resort.

And on the alleged harassment of Journalists in Lusaka, Mr. Sichone further noted that only “cursed people” could beat up the media that where covering them.

He condemned the behavior of the UPND leaders whom he accused of allowing their cadres to harass journalists the people he said are a bridge for information dissemination.

On the denying the UPND a permit to hold a rally when President Lungu has been going round the country to interact with the populace, Mr Sichone said President Lungu was performing his functions as Head of State and that he was at liberty to thank the people who voted for him but that it was not normal for the UPND to hold rallies across the country and thank people for losing.

He said Mr Hichilema, the UPND leader needs a mental evaluation and counseling because losing an election was traumatic and that his behavior was not normal.

He said the opposition UPND had the duty to ensure that the country does not degenerate into chaos adding that there is time for everything hence the need to move on and let the PF work as the next elections will be held in 2021.

Government has assured investors that it will accelerate the tendering process and feasibility study for the development of the Batoka Gorge Hydro electric Scheme .

ZANIS reports that Permanent Secretary in the Ministry of Energy Emelda Chola said the governments of Zambia and Zimbabwe remain committed to addressing investors’ concerns on the implementation of the power project.

Brigadier General Emelda Chola was speaking when she gave a vote of thanks at the closure of the investor conference in Livingstone.

She described the hosting of the conference a success as the response exceeded the expectations of the two contracting states.

The Permanent Secretary assured the investors that the two governments will quickly expedite conclusion of the environmental and social impact assessment report.

Brigadier General Chola said the Zambezi River Authority (ZRA) has been mandated to engage the investors to crystallize their interests into commitments and investment pledges.

Earlier after detailed financial and technical presentations investors were concerned with the slow pace of tendering, and completion of the ESIA report and feasibility study.

Some investors had expressed eagerness to immediately commence with the actual development of the Batoka Gorge hydro power project.

Meanwhile, Chief Mukuni of the Toka Leya speaking people of Livingstone praised government for finally initiating the process of developing the Batoka Gorge Hydro Power project.

Chief Mukuni said the route government has taken to source for USD4 billion needed to develop the power project is the best economic option .

He appealed to government to ensure that it devises empowerment programmes for local communities in order for them to benefit from the power project.

The traditional leader said it is imperative that local communities are empowered to create employment and wealth from the exploitation of their natural resources through which they can benefit from.

Meanwhile, the government of Zimbabwe says it cherishes the political history and bilateral relations it shares with Zambia.

Zimbabwe’s Minister of Finance and Economic Development Patrick Chinamasa said his country is grateful for the long standing ties between the two former British colonies.

Mr Chinamasa said this in Livingstone during a cocktail party held to welcome leading financiers, developers and contractors to the investor conference on the development of the Batoka Gorge Hydro power project.

Mr Chinamasa who termed Zambia and Zimbabwe as siamese twins stated that the existing political and bilateral relations are cardinal in enhancing socio-economic development in the two countries.

The Zimbabwean Finance and Economic Development Minister has since called for intensifying bilateral ties between the two sister republics to maximize socio-economic benefits for its two people.

And Finance Minister Felix Mutati is confident that Zambia and Zimbabwe will raise the USD4 billion dollars from the investor conference to develop the Batoka Gorge Hydro power project.

Mr Mutati implored the investors to help nurture the development of the Batoka Gorge Hydro electric scheme into a power project that will provide energy to boost the economies of the two countries and promote regional trade and growth.

And speaking at the same occasion, Minister of Mines Christopher Yaluma was delighted that the development of the Batoka Gorge Hydro power project will provide the much needed power to run the country’s mines.

Several cooperating partners, local and foreign multilateral financial and development institutions and multinational private entities are in the country to attend the conference being held under the theme ‘harnessing the sustainable power generation of the mighty Zambezi River’.

Government has clarified that the K2 million allocated towards consultations on whether Zambia should leave or remain a member of the International Criminal Court (ICC) is from the 2017 national budget.

Justice Minister Given Lubinda says the money is part of the allocation approved by Parliament in the contingency budget, which is money set aside to cover unexpected costs.

Mr. Lubinda says those questioning the source of the K2 million do not understand the budgeting process.

Given Lubinda 2In an interview with QTV News by telephone, Mr. Lubinda says anyone who understands this process would have known that the K2 million could only have come from the contingency budget.

Mr. Lubinda states that this is in fact the purpose of a contingency budget that monies in the national budget are reserved for expenditure on unforeseen costs to government.

He adds that those arguing that the K2 million is an unplanned expenditure should also understand that it was not possible for government to plan for something it did not foresee.

Mr. Lubinda says the issue on whether Zambia should pull out from the ICC or not only came up in January and therefore could not have been considered in the 2017 national budget that was planned in October.

Meanwhile, the Non Governmental Organisations Coordinating Council (NGOCC) has said that it is deeply saddened by the Patriotic Front (PF) Government’s decision to spend K2 million aimed at consulting “Zambians” as to whether the country should pull out of the International Criminal Court (ICC).

In a statement released to the media and signed by the chairperson Sara Longwe, NGOCC said that the allocation of the K2 million by the Government is irresponsible and a clear sign of the depth of detachment by the PF from the people that voted for them. Given the over-stretched treasury, it is irresponsible for the Government to spend on a non issue. The issue of Zambia belonging to the ICC or withdrawing cannot warrant this kind of expenditure.

“Instead of wasting these resources, the Government should instead use the K2 million as part of the resources for holding of the National Referendum to ensure that the expanded Bill of Rights are included in the amended Constitution,” read the statement.

“On behalf of the women’s movement we believe there are more pressing issues such as completing the education and health infrastructure that the Government should focus on other than chasing the wind on issues to do with the ICC. In any case why is the Government now reconsidering the country’s affiliation to the ICC? The ongoing consultation is ill advised and a sheer waste of the merger resources.”

“We therefore expect President Edgar Lungu to immediately halt this exercise and channel the K2 million to more needy areas,” concluded the statement.

Nkana and Zesco set for Charity Shield showdown

Nkana and Zesco United will meet in the 2017 Charity Shield final after convincing victories in their 2017 Charity Shield semi-finals in a doubleheader at Arthur Davies Stadium in Kitwe.

Zesco demolished defending champions Power Dynamos 4-2 while Nkana downed Zanaco 3-0.

Jesse Were scored a brace for Zesco in the 16th and 49th minute while David Owino added one in the 29th minute.

Power defender Billy Mutale scored an own goal in the 30th minute before Lyson Sikaonga pulled one back for Power in the 40th minute.

Larry Bwalya put some respectability on the scoreline in the 86th minute with Power’s second and final goal.

Meanwhile, Nkana made easy work of Zanaco with three without reply.

Walter Bwalya, Ronald Kampamba and Joseph Musonda were on target in the 8th, 51st and 71st minutes respectively.

Nkana and Zesco will meet in the final on April 2 at Levy Mwanawasa Stadium in Ndola.

New farming methods needed to promote sustainable agriculture-Patrick Mwanawasa

GOVERNMENT has said new and improved farming methods were needed to promote sustainable agriculture in Eastern Province.

Eastern Province Deputy Permanent Secretary Patrick Mwanawasa said today’s farming activities should not destroy the environment but must ensure that the land was usable by future generations.

Mr Mwanawasa said this during the field day at Msekera Research Station in Chipata district on Wednesday.

And when he toured the laboratory at the research center, Mr Mwanawasa asked the centre to submit a report on the challenges faced so that the provincial administration could also help in finding solutions.

He said many other parts of the province and the country rely on the research station and that it should therefore be up to date in its operations.

Msekera Research Station programmes officer Kennedy Kanenga explained that a number of reports have been submitted to headquarters but the response has been slow.

He said that the lab was set up almost 20 years ago while some of the equipment was given by partners.

Earlier, a tour showed how various inter cropping methods that could help in improving soil fertility, thereby increasing crop yields.

Zambia finish runners-up at Korea 4-nations

Zambia finished as runners up at the Four-Nation Under-20 Invitational Tournament in South Korea after thumping Honduras 4-1 on Thursday.

Hosts Korea emerged winners thanks to a superior head to head record over Zambia after the two teams finished with six points.

Both teams scored seven goals each and conceded five each but Korea were champions because they beat Zambia 4-1.

On Thursday, Enock Mwepu’s brace propelled Beston Chambeshi’s Junior Chipolopolo side to a 4-1 win over Honduras with Edward Chilufya and Emmanuel Banda scoring the other goals.

This win helped Zambia recover from Monday’s 4-1 loss to Korea.

The African champions started the tournament with a 2-0 victory over Ecuador on Saturday before being humiliated by the Koreans.

Meanwhile, Korea on Thursday lost 2-0 to Ecuador having beaten Honduras 3-2 in the opener on Saturday.

Zambia are warming up for the forthcoming Under-20 FIFA World Cup to be hosted by Korea in May-June.

Zambia will tackle Portugal, Iran and Costa Rica in Group C of the Junior World Cup.

The Mutati Faction MMD says if the allegations about a new party being formed are anything to go by then the people behind its formation will only waste their political careers like the people who formed FDD.

MMD National Secretary Raphael Nakacinda a political party formed to fight individuals cannot stand the test of time because their motive is not to serve the people but to fight individuals.

According to a statement released by the MMD Media Team, Mr. Nakacinda questioned what will become of the said political if the people they intend to fight are no longer in politics.

“We know that if that is true, it won’t be any different from what happened in MMD when people formed a splinter party out of MMD just to fight the Third Term Bid, that was the birth of FDD but soon as the Third Term Bid died out, what has remained of FDD, it just a shell of itself because their agenda was not for the people but to fight the first President of our great party, Fredrick Chiluba.

“A party anchored on fighting people never lasts, and if they think they have money, they must know that money alone can’t be the only thing to use to advance an agenda for the Zambian people. Forming a party just to fight the MMD and PF Alliance, won’t succeed at all, President Lungu and the MMD are here to stay and those scheming evil will be frustrated because their selfish interests will be exposed. We are growing even stronger,” he said.

And on the UPND cadres’ harassment of journalists Mr Nakacinda said all well-meaning Zambians must condemn the UPND who in their desperation have gone as far as instructing cadres to beat journalists who just tell the nation what is happening.

He said the opposition party is now operating like a cult where members are just doing everything their leader Hakainde Hichilema instructs them to do.

He said even my elder brother Nevers Mumba has found himself advancing an agenda he does not understand.

“It is unfortunate that the UPND is operating like a cult these days. Because the things HH and his UPND are doing these days continues to surprise Zambians. UPND is embroiled in an array of inconsistencies and we feel sorry for our elder brother Nevers Mumba who has become a puppet for HH and GBM and by the time they will be done with him he won’t be able to recognize himself because he is operating like he is under a spell, like they have been hypnotized,” he said.
