The Judicial Complaints Commission has set February 10, 2017 as the date for the hearing of the complaint filed by the Green Party President to the Commission for the removal of Constitutional Court Judges Hilda Chibomba, Mungeni Mulenga, Anne Sitali, Margret Munalula and Palan Mulonda on the grounds of incompetence and gross misconduct. The hearing will take place Twangale Park in Lilayi.

The allegations of misconduct relate to the conduct of the election petition filed by UPND President Hakainde Hichilema and Geoffrey Bwalya Mwamba vs. Edgar Chagwa Lungu, Inonge Wina, the Electoral Commission of Zambia and the Attorney General. Petitioner alleges that the behaviour of the five judges in the manner they handled the petition from the start to finish brought the Constitutional Court into disrepute, ridicule or contempt contrary to Article 143(a) of the Constitution. The Petitioner further alleges that the behaviour of the five judges was prejudicial or inimical to the economy of the country, and threatened the security of the State contrary to Article 143(b) of the Constitution. The petitioner cited the issuance of contradictory orders by the five judges, which bordered on breaching Rules of Constitutional Court and the Constitution of Zambia.

The Complaint was filed pursuant to Article 143 (b) and (c) and 144 of the Constitution of Zambia, Cap 1 of the Laws of Zambia, and Section 24 and 25(1) and (3) of the Judicial (Code of Conduct), Act No. 13 of 1999.

The hearing was initially supposed to take place at the same place last year on 13 December, 2016 but was rescheduled due unforeseeable circumstances.

Flow of refugees in need of humanitarian support remains steady

Zambia Red Cross Society has continued to receive refugees in need of humanitarian assistance from the Democratic Republic of the Congo.

In the Month of January 2017, the National Society has attended to about 54 asylum seekers in Mpulungu, Kaputa and Nsumbu transitory camps while Kipushi, Kakoma, Chiengi, and Nchelenge transitory camps have recorded none. The majority of the asylum seekers recorded in the month of January are coming from South Kivu and Katanga region of the Democratic Republic of the Congo. The National Society has since repatriated all the 54 asylum seekers received in the transitory camps to the main refugee camp in Meheba.

Since December 2016, the National Society has been providing humanitarian assistance that includes Food aid and Non Food Emergency Response Materials such as blankets, mosquito nets and immediate medical support to the refugees in the transitory camps before they are taken to the main refugee camps.

The National Society remains on high alert in all seven entry points bordering the Democratic Republic of the Congo to render humanitarian assistance to in-coming refugees before they are finally taken to designated refugee camps.

The National Society is working with the Government of the Republic of Zambia and the United Nations High Commission for Refugees (UNHCR) to effectively render humanitarian support to asylum seekers.

13 year old dies after being knocked down by a speeding truck in Milenge District

A 13-year-old girl has died on the spot after she was knocked down by a speeding Scania Truck registration number ASB 1198 in Milenge District in Luapula Province.

Luapula Province Police Commissioner Hudson Namachila confirmed the development to ZANIS in an interview.

Mr. Namachila said the incident occurred today around 13: 10 hours near Kafwanka Basic School and identified the victim as Beverly Ng’andwe of Vincent Village in Senior Chief Milambo in Milenge District.

He said the deceased, a grade one pupil of Kafwanka Basic School was hit  by the speeding vehicle and died on the spot.

He reaveled that the deceased incurred severe head injuries as a result.

The body of the girl is in Samfya District Hospital Mortuary awaiting postmortem.

And the the driver of the truck Evans Kasanda 34 of Village Kasongo in Chief Kalasa Lukangaba of Mansa District has been detained at Samfya Police Station awaiting appearance in court.

Mr. Namachila has advised the people along the high way especially parents to be strict in observing the traffic rules to avoid carnage related losses of tender lives.

Ministry of General Education says it has no plans to introduce a dress a code for teachers.

Ministry of General Education Spokesperson Hillary Chipango says the much talked about dress code for teachers it is not an important issue for government.

Mr. Chipango said that since teachers already know and have always been advised to dress decently and appropriately when on duty in accordance to their profession requirement, the teachers dress code was unimportant matter.

He has since advised the general public to focus on more important national development issues that would help develop the education system.

Recently, the Teaching Service Commission suggested a dress code for serving teachers especially female teachers to enhance effective learning.

General Nursing Council of Zambia devises new Strategic Plan

The General Nursing Council of Zambia (GNC) says it has devised the four year Strategic Plan that it hopes it improve professionalism in the nursing fraternity.

Health Chitalu Chilufya launched the Strategic Plan in Lusaka yesterday .

ZANIS reports that the minister said this in a speech ready on his behalf by Ministry of Health Permanent Secretary, Dr. Jabbin Mulwanda.

Dr. Chilufya has challenged the GNC to ensure that the Plan is implemented for the benefit the Zambian people.

He said the Strategic plan comes at the time when the country is flooded with various training institutions which are offloading a number graduates, annually.

Government therefore attaches the role nurses and midwives play the provision of quality health care services to the people in accordance with the Nurses and Midwives Act No. 31 of 1997, he said.

“ Government would continue to monitor and regulate the Council in ensuring that they practice and operate within its mandate, “ the minister said.

The motto of the Plan is, ”To achieve 100 percent compliance to nurses and midwifery standards by 2020.”

In the four year strategic plane from 2016 to 2020 strategic, the Council seeks to reposition itself in addressing demands and challenges faced by nurses and midwives in Zambia.

And speaking earlier, GNC President Lonia Mwape disclosed that the Plan would bring about the desired provision of good quality services to the country.

Dr. Mwape observed that health personnel especially nurses and midwives were working under challenging environments.

She also commended government through the Ministry of Health for the funds the Council is receiving.

In a vote of thanks, James Menza hoped that the Plan would implemented and not put on shelves to gather dust.

The official launch and the handover ceremony today was attended by GNCRegistrar Aaron Banda, Child Fund and senior Council and government officials.

Meanwhile, Child Fund has donated 10 computers to the Council.

GNC President Dr. Lonia Mwape who received the donation commended the Fund and called on other stakeholders to emulate.

Dr. Mwape said the Fund has been an all-weather partner since 2014 when it also made a similar donation of 10 computers.

Southern Province has increased cases of new HIV/AIDS infections – Simuchoba

Government has called for concerted efforts with its partners to curb the increased number of HIV/AIDS in Southern province.

Southern Province Permanent Secretary, Sibanze Simuchoba says government needs concerted efforts from its partners in the fight against HIV/AIDS by putting in place initiatives such as community sensitization activities such as performing arts.

Mr. Simuchomba it is regrettable to note that Southern province has continued recording increased cases of new HIV/AIDS infections.

Permanent Secretary said this in a speech read for him by his deputy, Douglas Ngimbu today in Choma District during the launch of the Zambia Community Prevention Program (Z-CHPP) attended by provincial HIV/AIDS stakeholders.

The PS added that that while government through the National Aids Council is providing leadership for a coordinated, multi-sectoral response to the HIV/AIDS pandemic, there was need for other actors to do more in order to curb the spread of the HIV virus.

“ It is sad to note that Southern Province had an overall rate of 14.5 percent HIV prevalence with Livingstone and Mazabuka showing higher figures in HIV infection rates of 23.5 percent and 18.4 percent , respectively, ‘ he said.

According to the World Health Organization estimates, more women and girls are twice more likely to be infected than their male counterparts.

And the PS has urged HIV actors to ensure that condoms were made available and accessible in an effort to curb the HIV pandemic.

Mr. Simuchoba observed that there was less use of condoms and more of substance abuse such as alcohol among young people and called on HIV/AIDS actors to find ways of promoting condom use among young people and creating awareness on substance abuse in the communities.

“Bars are opened as early as 6 in the morning and close late in the night. Do you expect a person to remember using a condom in a drunken stupor, he asked?”

International Mother Language Day preparation get underway

The Ministry of Tourism and Arts is gearing up for the commemoration of the International Mother Language Day that falls every year on February 21.

This year, the Department of Arts and Culture wants to work closely with media to review what local languages have achieved since they were introduced in schools from Grade One to Grade Four in 2011.

The government has already shown the importance of local languages by introducing these languages as medium of instruction in schools at primary levels.

The Department also will also use platform to see if the national anthem is still be sung in the different local languages in schools.

According to Victor Makashi, the Director of Arts and Culture at the Ministry, the Zambia National Anthem has very rich messages in every stanza and hence the need to internalize these messages in the song.

“The messages is the song can really help our country to move forward as a unitary state, some of the issues like tribalism would be a thing of the past as the song tells us to work together as a unit,” he says.

He says language is part of the culture, which has been emphasized, and all traditional ceremony activities are conducted in local languages.

“We therefore need to make people understand what is communicated in local languages in the attire as some concepts cannot be explained in English,” he says.

Local languages allow people to unify in diversity hence adding value to a people.

Zambia is rich culturally because it is highly diverse in terms of language.

International Mother Language Day gives people an opportunity to reflect on the importance of local languages as an important component of our cultural heritage.

Celebrating this day promotes awareness of language and cultural diversity across all the world.

UNESCO first announced it on November 17, 1999.

CHOMA Museum and Crafts Centre Executive Director Bevine Sangulube has called for the revival of the girls’ initiation ceremony called Nkolola and boys’ Kugobelo.

Nkolola was a traditional ceremony for the Tonga people conducted after girls gets of age while boys received counsel from elders during a session called Kugobelo.

Speaking during a Secondary Schools Debate competition held at Choma Trade Training Institute (CTTI) Ms Sangulube said the two events were important platforms to prepare the girls and boys into adulthood.

Ms Sangulube said similar ceremonies were conducted in other provinces, during which boys and girls were taught.

She said during Nkolola girls were taught about hygiene, how to live with people, and also to prepare for the future while boys received similar teachings during the Kugobelo hence the need to revive the two events.

“Nkolola was a good thing but it has been misunderstood, girls were taught about hygiene, how to live with people and also to prepare for the future.

“I was part of it and learnt from that, as they taught us helpful values and here I am,” she said.

She said there was a lot of gender based violence (GBV) nowadays because some parents do not understand their roles.

“Others believe that Nkolola is old fashioned and only for people in the village but our parents were not fighting as is the case now, we grew up in a good environment.

“A lot of things are happening wrongly, that is why we need to get back where we started from,” she said.

She said Nkolola was not teaching about preparing for marriage but taught the girls about being responsible citizens.

KCM pays out $160 million to suppliers and Contractors

Konkola Copper Mines (KCM) has paid about 160 million United States dollars out of the 200 million United States dollars it owes its contractors and suppliers.

Association of Mine Contractors and Suppliers President Augustine Mubanga has disclosed that the mining giant has paid 70 percent of its debt and is expected to complete paying by February 15th.

Speaking in an interview with ZNBC News in Chingola shortly after a meeting with KCM management, Mr Mubanga said the payments have brought relief to his members who spent months waiting for their money.

He added that KCM management has assured him that it has sourced money and the remaining 30 percent will be paid as promised.

And one of the contractors Bernard Mwila has confirmed that he has been given remittance by KCM.

Mr Mwila, who owns Direct Material Suppliers Limited, says he supplied pumps last year to KCM and when the remittance was given, he was promised that the money will reflect today.

In December last year, hundreds of contractors and their employees blocked the entrance to the KCM General Offices in Chingola demanding to be paid.

It had to take Minister of Mines Christopher Yaluma to rush to the scene and negotiate both with the mining firm and the contractors.

At the time, KCM Chief Executive Officer Steven Din assured the contractors that all outstanding payments would be done by January 31st this year.

Government will soon legalise street vending to increase informal employment-Lusaka Province Minister

LUSAKA Province Minister Japhen Mwakalombe says Government will soon partner with the Zambia Revenue Authority (ZRA), Patents and Companies Registration Agency (PACRA) and the National Pensions Scheme Authority (NAPSA) to formally legalise street vending to increase informal employment.

Mr Mwakalombe said plans are being put in place to legally authorise street trading.

He said in an interview that the government would engage relevant authorities to ensure employment is increased for the informal sector through street vending.

“Through Government, we will ensure that street vendors are provided with necessary documents which will enable them to expand their business,” Mr Mwakalombe said.

He said traders would contribute to the country’s economic development through the contribution of taxes to ZRA.

PRESIDENT Lungu says some people are mischievously using his name to intimidate permanent secretaries into doing wrong things and has warned that he will disown such controlling officers.

The President said out of fear, some controlling officers have made wrong decisions which are against the law and regulations.

“Several people have made decisions in my name against the law fearing that the President will fall on them like a tonne of bricks. I am not that type of President because I know what is good and what is wrong,” President Lungu said.

He said this at State House yesterday after swearing in eight controlling officers.

Those sworn in are Mushuma Mulenga as national coordinator, private sector development, industrialisation and job creation at Cabinet office; Juliana Chilombo as permanent secretary, parliamentary business division in the office of the Vice-President; and Dick Shichembe as Accountant General at the Ministry of Finance.

Others are Ministry of National Development Planning permanent secretary for development planning and administration Chola Chabala and Ministry of Tourism and Arts permanent secretary Liya Mutale.
The rest are Commissioner of Lands Wilfred Muma; Copperbelt permanent secretary Elias Kamanga and Northern Province permanent secretary Jobbicks Kalumba.

President Lungu said some people falsely tell controlling officers that he had issued instructions, and out of fear they (controlling officers) implement wrong decisions.

He advised them to simply look at the rules, the constitution, financial regulations and all the relevant statutes and the policies that Government has made.

“The buck stops at you. When auditors come, it is you they query. So, reflect and cross-check. If I want to give you instructions from State House, I will call you and interface with you and say this is how I feel it should be done.

“Don’t let the name of the President make you tremble and do wrong things because I don’t instruct anyone to do wrong because I know the law,” President Lungu said.
The head of state advised permanent secretaries to cross-check things and even tell their ministers what the rules say.

“I am holding you accountable. If anyone does something wrong in a ministry, the buck stops at you. Even your ministers tell them ‘sorry honourable minister, the rules are these’. You can only go that far.

“Provide leadership. So help us to provide the best for this country. Zambians are not wrong to have trusted PF. We won three times in five years. We have won elections because people have confidence in us and I also have confidence in you. If you let me down, I will let you down. You have been hired and so you can be fired. Place yourself in a position of relevance and do the right thing,” President Lungu said.

And the head of State has urged controlling officers to be courteous to people.

He said good manners are also part of good leadership.

“Please be nice and courteous to people. Be kind. Even the letters that you write, use polite words. Be civil. We are where we are because of them. You shut the door in their faces, bang the phones on them, that is not good,” he said.

Meanwhile, Mr Kamanga has praised President Lungu for appointing young people to leadership positions.

Mr Kamanga said his appointment as permanent secretary consolidates President Lungu’s vision for the youth.

He was speaking in an interview at State House shortly after being sworn in.

“Young people are no longer leaders of the future. We are leaders of today. Even my minister (Bowman Lusambo) is a young person. This solidifies President Lungu’s belief in young people,” Mr Kamanga said.

He said the Copperbelt is important to Zambia and the President has appointed young people to head it.
“President Lungu has done what many Presidents have not done – to believe in young people,” Mr Kamanga said.

Hundreds attend the funeral church service for the late Reeves Malambo

Hundreds of mourners yesterday converged on the University Seventh Day Adventist (SDA) Church in Lusaka to attend the funeral church service for Autoforce proprietor Reeves Malambo

In a moving tribute, Mr Malambo’s 19-year-old daughter Nkombo described her father as a loving, brave and generous man who was committed to improving the lives of others.

Nkombo said it is very sad to lose a father especially that he was her teacher and best friend.

“My father was a strong believer in the Lord, he encouraged us and his siblings to trust in God and not to lean on our own understanding and that is why I am able to stand here [today] and stay strong for him and the family,” the law student, who is pursuing her studies in the United Kingdom, said amid sobs as the congregants also wept.

She said her father was hard-working and would always ensure that his children were comfortable and he would also go out of his way to help others in need.

“I loved him because he was brave and frank whenever we did anything wrong,” Ms Malambo said.

Earlier, Autoforce group sales, marketing and operations manager Felix Mweene described Mr Malambo as a father to many.

Mr Mweene said Mr Malambo’s death is a great loss to the nation especially that his consortium of over six companies created direct and indirect employment for over 1,000 people.

He urged Mr Malambo’s family to remain united and ensure the Autoforce empire continues to grow.

Earlier, Mazabuka central member of Parliament (MP) Gary Nkombo, who is out of the country, said in a speech presented by a family representative that he is trying to come to terms with the death of Mr Malambo.

And speaking on behalf of Canisius High School former students, business entrepreneur Windu Matoka said Mr Malambo used to offer loans to entrepreneurial Canisius High School alumni.
And in a sermon, Pastor Evans Manjimela said the death of Mr Malambo is a reminder that death can hit anytime and “we are alive by God’s grace”.

Mr Malambo will be buried today at Moses Malambo farms in Nega-Nega in Mazabuka.

Mr Malambo is survived by a wife, Ngoza, and five children.

Meanwhile, House of Chiefs chairperson Chief Ntambu has called on his fellow traditional leaders to help counsel citizens on the effects that spouse killings and other forms of gender-based violence (GBV) have on the country’s development agenda.

Chief Ntambu said chiefs are concerned about the spate of spouse killings that have rocked the nation, with the latest being the death of Mr Malambo, who was last Sunday allegedly stabbed to dead by his girlfriend, Ms Benos.

Police have now charged Shabu Benos aged 38 for the murder of her boyfriend Reeves Malambo.

Shabu has been charged jointly with her 32-year-old brother Mumba Mutanuka.

Police say the duo is facing one count of murder and will appear in court soon.

Malambo, a prominent businessman of Lusaka and proprietor of AutoForce was stabbed to death after a dispute at Shabu’s apartment in Ibex Hill.

Government has with immediate suspended extension of conditional work permits until the system was re-organised to eliminate abuse.

Home Affairs Minister Stephen Kampyongo says work permits given to expatriates were brought in by investors to train Zambians hence the halt.

ZANIS reports that Mr. Kampyongo says the process had been abused as some ‘ unscrupulous ‘ Zambians connived with some investors beyond the stipulated period of the permits.

A Committee has since been put in place to re-organise to ensure that the abuse of the permits was eradicated.

The Minister said this in Pretoria, South Africa when he addressed diplomatic staff.

Mr. Kampyongo said the measure was meant to increase the availability of employment opportunities and empower Zambians who were able to take-up positions that had been unduly awarded to expatriates.

“ The renewal of work permits for expatriates would remain suspended while a framework that would benefit Zambians was being devised, “ said the minister.

He affirmed and is determined that the decision is observed in ensuring that there were no more excuses from companies to have their expatriates handover positions to their understudies after the conditional period expired.

Mr Kampyongo said he has had prior consultative meetings with various stakeholders before the decision was finally made.

He directed that officers enforce it for the betterment of the Zambian people.

“We have talked about empowering Zambians for a long time and it’s now time we were practical. We must walk the talk. It is so unfortunate that we’ve had some Zambians colluding with investors and in the process disadvantaging skilled Zambians,” the Minister sounded.

This is contained in a statement issued today by Press Secretary at the Zambian High Commission in South Africa,Nicky Shabolyo.

Meanwhile, The Minister has disclosed that President Edgar Lungu has constituted a new Citizenship Board mandated to start looking at processing of applications for dual citizenship.

Mr. Kampyongo said following inclusion of the Dual Citizenship clause in the new Republican Constitution, appropriate amendments have been made to the Act governing this provision so that it could be operationalized while procedures were being worked on.

He said a Statutory Instrument to this effect will be issued soon.

Mr. Kampyongo said priority would be given to Zambians who had lost their citizenship by virtue of acquiring citizenship of other countries through various ways such as marriage or birth.

“We are now set to start looking at applications and have come up with procedures for this process which we will share with all our mission abroad as well as other stakeholders,” he said.

The Minister further announced that Government has introduced a new digitalized issuance system of national registration card (NRC) to be piloted in Lusaka, Chongwe, Kafue and Chilanga districts.

The new system requires NRC applicants to input their biometric data and stored at a central computerized location.

He said the aim was to turn the National Registration Office into a reservoir and a national data collection Centre which will take stock of all citizens’ statistics.

He said the new system once fully implemented would help deal with weak security features on various Zambian identity documents.

On the common between Zambia and Zimbabwe, the minister revealed that a new visa, known as the Kaza UNIVISA has been introduced to allow tourists to travel with a single document in the neighboring countries adding that this was pegged at US$50.

The Kaza UNIVISA project had been piloted prior to introduction and the two countries were satisfied that this was one of the tools through which tourism could be marketed.

In another development, the Minister has taken a swipe at Mazhandu Bus Services management for allegedly exhibiting lack of seriousness in observing safety measures.

He said Company has experienced a lot of road traffic accidents in the last few months when other transporters such as Euro Bus Services which has been in operation for a longer period have had far less road traffic accidents incidences.

Zambia’s High Commissioner to South Africa Emmanuel Mwamba commended Mr. Kampyongo for finding time to brief staff on policy developments in his ministry.

Mr. Mwamba said there have been a lot of immigration issues affecting Zambians in South Africa and that the meeting with diplomatic staff was timely.
