The Zambia Under-20 team has picked up it second win at their ongoing two-week training camp in Spain.
Beston Chambeshi’s side beat Swiss side Basel B team 1-0 in their penultimate friendly game on the Canary Islands on Thursday.
Mufulira Wanderers midfielder Crispin Sakulanda scored the game’s lone goal in the 33rd minute.
Zambia’s win comes two days after they beat Spanish division 2 side Tenerife’s junior team by the same margin.
Zambia will face Real Madrid’s junior team in the final friendly on Monday before heading back to Lusaka 24 hours later on February 7.
The Spain camp is part of Zambia’s preparations as hosts of the 2017 Under-20 Africa Cup of Nations that will be held at venues in Lusaka and Ndola from February 26 to March 12.
Zesco United Football Club has appointed Serbian National Zlatko Krmpotic as head coach with immediate effect on a two-year deal.
The 58-year-old former TP Mazembe coach and 2015 CAF Champions league winner is expected to report for work next week in Ndola where the official introduction to the players and other members of the technical bench.
The Serbian has signed a two (02) year performance based contract with a buyout clause in an event that he wants to leave and a one (01) year option of contract extension.
The Club advertised for the coaching job on the 27th December, 2016 following the resignation of George Lwandamina who served in the position from 2014 to 2016.
65 applications were received and the shortlisted three were interviewed at Protea Towers in Lusaka on Tuesday 31st January, 2016 by an appointed panel which comprised Richard Mulenga (Zesco United Technical Chairman), Justin Mumba (Zesco United CEO), Lazarous Chulu (Zesco Limited Human Resources and Management Representative), Patrick Kangwa ) Past President-Zambia Football Coaches Association of Zambia) including Simataa Simataa (Past secretary-Zambia Football Coaches Association of Zambia).
The names of the other two candidates will not be revealed because they have running contracts with their clubs and Zesco would like to protect their current jobs.
Krmpotic has coached in Sweden, Macedonia, Turkey, Serbia, Kuwait and Democratic Republic of Congo.
Krmpotic is expected to guide the team through a pre-season camp in preparation for the CAF confederations cup and the FAZ/MTN super league.

Accident prone bus operator Mazhandu Family Bus Services has appealed to the Minister of Transport and Communications against the indefinite suspension of its operating licence.
According to the firm’s lawyer Tutwa Ngulube, the company feels aggrieved by the action taken by the Road Transport and Safety Agency to withdraw the licence.
Mr Ngulube called RTSA’s action as disproportionate.
He said RTSA is overstretching its mandate by suspending the licence following a recent spate of road traffic accidents involving Mazhandu buses.
Mr Ngulube who is also Kabwe Central Member of Parliament and Legal Counsel for the ruling PF said as unfortunate as the accidents are, RTSA is acting irresponsibly by killing a business.
He said RTSA should not be in a hurry to kill a business on account of an accident on a particular route.
“Why should they punish an entire business when it is only one route which has recorded some accidents? What if their own investigations find that it is not actually the Mazhandu bus driver who was at fault because at the moment the investigations have not been concluded?” Mr Ngulube asked.
He said his firm has already logged in an appeal to the Minister and is hopeful of a favourable outcome.
Mr Ngulube said Mazhandu will be forced to go to court if appeal to the Minister is not successful.
The statement dated 31st January 2017, by the Law Association of Zambia (LAZ) in which it stated that the directive by Inspector General of Police Kakoma Kanganja’s to bar Zambia Police officers from marrying foreigners is discriminatory and contravenes the provision of article 23 of the constitution in the Bill of rights was incorrect as it ignored crucial elements of the provision referred to. LAZ also argued that there was no such law in existence that bars Zambia Police officers from marrying Foreigners.
This is besides LAZ acknowledging the existence of Sections (3) and (5) of the Police Act which gives powers to the Inspector General of Police to come up with a standing order to guide the running of the police.
For the benefit of the general public and in order to have guided debate, let me reproduce provisions of Article 23 with particular reference to Article 23 (4) (c) and (e) which states as follows:
Article 23 (1) Subject to clauses (4), (5) and (7), no law shall make any provision that is discriminatory either of itself or in its effect.
(2) Subject to clauses (6), (7) and (8), no person shall be treated in a discriminatory manner by any person acting by virtue of any written law or in the performance of the functions of any public office or any public authority.
(3) In this Article the expression “discriminatory” mean, affording different treatment to different persons attributable, wholly or mainly to their respective descriptions by race, tribe, sex, place of origin, marital status, political opinions colour or creed whereby persons of one such description are subjected to disabilities or restrictions to which persons of another such description are not made subject or are accorded privileges or advantages which are not accorded to persons of another such description.
(4) Clause (1) shall not apply to any law so far as that law makes provision –
(c) with respect to adoption, marriage, divorce, burial, devolution of property on death or other matters of personal law;
(e) whereby persons of any such description as is mentioned in clause (3) may be subjected to any disability or restriction or may be accorded any privilege or advantage which, having regard to its nature and to special circumstances pertaining to those persons or to persons of any other such description, is reasonably justifiable in a democratic society.
From the foregoing, it is clear from the provisions of Article 23 (4) (c) and (e) that the LAZ statement “missed the mark” and thereby rendering an inaccurate position to the Inspector General of Police.
Article 23(4) (c) and (e) provides exceptions to the law against discrimination, and refers specifically to where the law makes provision with respect to among others, marriage.
Further while it may be argued as LAZ has done in their statement that the IG’s directive is not law, this is again not in tandem with the definition of “law” by any law dictionary. In general all definitions of what law is agree that it includes a set of rules or directions or regulations that govern a people or a group of people.
For example, the Merriam Webster dictionary defines the ‘law’ as follows:
a (1) : a binding custom or practice of a community : a rule of conduct or action prescribed (see prescribe 1a) or formally recognized as binding or enforced by a controlling authority (2) : the whole body of such customs, practices, or rules
So one then wonders what LAZ meant when it pronounced that the directive by the IG was not supported by law while in the same statement they themselves had indicated that the directive is pursuant to Section 3(2) of the Police Act. If there is a question LAZ must be asked is whether the directive has the force of law. It’s a no brainer that since the police officers has to obey the directive, it means it has a force of law, and therefore it is law.
Lastly, it is difficult to see how LAZ concluded that the directive was not based on the law when it is clear that it had the backing of the law, in particular, Section 3(2) of Police Act) and further satisfies the constitution, in particular, Article 23 (4) (c) and (e).
Athletics great Samuel Matete has returned to coaching after his unsuccessful bid to become president of the Zambia Athletics Association.
Matete has formed an athletics academy at Kitwe Playing Field which has attracted scores of youngsters.
The former World 400 meters hurdles champion is seeking to nurture splinters at his academy.
“I have decided to start training athletes. I am now very much into coaching, I want to produce splinters. I have returned to the grassroots to train kids and help them to be fast,” Matete said.
“I am looking forward to producing more splinters for Zambia. I am working with kids mostly from nearby schools like Helen Kaunda, Kitwe Boys and Mitanto,” he said.
“It is amazing that more kids are coming to Kitwe Playing Fields. I have to train them and expose them to competitions. Whenever there is a competition for ZAA I will take them so that they showcase their talent,” Matete said.
Matete was once an athletics instructor at the High Performance Training Centre in Mauritius.
The International Athletics Associations Federation (IAAF) in 2009 appointed Matete as coach at the Mauritius based training centre.
On return to Zambia, ZAA appointed him national coach but couldn’t take up the role for personal reasons.
Former Government Spokesperson Chishimba Kambwili says government has failed to pay local contractors for the past one year and half.
Mr Kambwili whose Company, Mwamona Engineering was contracted to build Liteta Police Station in Central Province said government had not paid his company for the past one year and six months after one of the small companies he subcontracted to supply paint as well as to provide painting services demanded that they be paid.
Mr Kambwili who at the time of subcontracting the said company was information Minister said he could only pay Patrick and Martins Home Decor when government pays his company which it has not done for the last 18 months.
He further questioned the professionalism of this reporter for calling him when he was just the Chairman of the company which is run by his son Mwamba Kambwili saying if KCM workers are not paid do you call Vaddeta the Chairperson of the company or management?
“Tell him that I don’t deal with issues of Mwamona and you must know that for the last one year and six months government has never paid for any of the projects. If he can create a payment from government tell him that he will be paid because Mwamona makes money from Government and it only pays when government pays.
“Mwamona has management so call Mr Famous Kabwe he is the one who runs Mwamona also tell him (Patrick and Martins) that Mwamona does not pay in the press okay, tell him that Mwamona does not pay by going to the press, I have employed the CEO, there is Management, there is a Corporate Manager, Finance Manager Mwamona is a Corporate entity and it has nothing to do with Chishimba Kambwili so don’t waste my time,” Mr Kambwili angrily responded when asked whether his company was owing Patrick and Martins Home Décor.
And one of the workers at Patrick and Martins Home Decor who spoke on the condition on anonymity said their contract was not on condition that he would be paid on payment from government.
He said they did the job on a 30 day credit which the former Minister’s company has failed to fulfill as it is now eight months since their payment was due.
He also said owing to the non payment of Mwamona Engineering the company has failed to meet it pledge as a Corporate Social Responsibility to the Blind Association of Zambia which they help with sponsoring some of the kids in school.
He wondered how a small company can survive if it has to wait for eight months to get paid because the capital base is small.
Mwamona Engineering owes Patrick and Martins Home Décor over K68,000 for supplying paint and painting Liteta Police station.

Hundreds of schoolchildren are now taking advantage of new technology, thanks to the Zambian Breweries Manja Pamodzi project, which has distributed 50 computers to five primary schools in Lusaka in the space of three days this week.
More than 50 computers have been donated to the schools in Lusaka through the scheme as part of the Manja Pamodzi Children’s School Education awareness programme.
Manja Pamodzi is a community-driven project that is helping to clean up post-consumer packaging waste in Lusaka, improving sanitation and hygiene as a result. The project has brought together communities and stakeholders including Zambian Breweries to clean up the environment at the same time creating business opportunities.
The donation was made to five primary schools in Chawama, Kamwala, Matero, Chunga and Mtendere.
The aim of the exercise is to address the computer crisis in schools and improve the levels of information communication technology within the education system.
Zambian Breweries corporate affairs director Ezekiel Sekele said that the schools that have received the computers are part of the Manja Pamodzi Project.
“We are happy that we are working together with the schools and this is a demonstration of how an effective public-private partnership can flourish. Yes, we are in business and want to make profit but we want to make that profit sustainably through having better communities and bringing people together. Through education and awareness, we have seen many benefits at family, community and national level and that is why we are donating these computers,” said Mr Sekele.
Mr. Sekele added: “Our dream, our passion and thinking is that we want to bring people together for a better community. We want to give back to communities and invest for a better country.”
Receiving the equipment, Kasamba Primary School head teacher Mrs. Beatrice Mulenga added that the equipment would help improve information communication technology skills and knowledge in schools.
“We had five computers and we faced a lot of challenges in computer lessons. Now, we are grateful to Zambian Breweries for the computers and we have no doubt that these computers will add value in advancing computer studies,” said Mrs Mulenga.
And Muchinga Primary School head teacher Sylvia Miti said the computers will go a long way in helping the school and the pupils during final examinations. “We had difficulties, in the past, when the pupils were sitting for computer examinations since we had few computers. But now with this donation, we are assured to save on time during examinations,”
The government recently introduced information communication technology lessons in schools and the Ministry of General Education plans to buy and install desktop computers in more across the country.

Government says it has restricted the importation of refined, packed and bottled edible oils in the country.
Commerce, Trade and Industry Minister Margaret Mwanakatwe says the move is meant to protect the local industry.
Mrs Mwanakatwe said the move will be monitored by various government agencies as it is in line with the government strategy of diversification and industrialization.
ZANIS reports the minister said during a Press Briefing,at her office on Monday that various economic players and the general citizenry should support the government’s move for economic growth and sustainability.
She added that the move will also help facilitate the creation of decent jobs and business linkages in the country.
Edible oil industry has been identified as one of the key sub sectors of the manufacturing sector with potential to make the country self-sufficient in the production of cooking oil and other by-products, she said.
Meanwhile, the Minister also announced that the sale of live birds on wholesale and retail basis at markets will be reserved for citizens and local companies after the publication of the Reservation Scheme Statutory instrument.
Mrs Mwanakatwe explained that the Reservation Scheme was approved by the Republican President and is currently being published at the Government Printing Department.
She further said domestic haulage for all public procurement works will also be reserved for citizens, citizen influenced, citizen-empowered and citizen owned companies while other companies will continue to operate for private works.
Mrs Mwanakatwe explained that the scheme will apply to poultry and domestic haulage for public procurement with immediate effect from the date the Statutory Instrument will be published.
She added that any person who undertakes business in the reserved activities will be guilty of an offence and liable upon conviction to a specified fine and imprisonment.
Cabinet in 2015 approved the introduction of Reservation Schemes under the provisions of the Citizen Economic Empowerment Act No. 9 of 2006.
A heavy downpour has left massive damage to property and other infrastructure in Samfya District in Luapula Province.
Among the damaged infrastructure included government offices and most of the houses the roofs were blown off..
ZANIS reports that a survey conducted by District Commissioner Narson Bwalya in the District revealed that houses in areas such as Mano Ward in Bangweulu Constituency and Chisokone Secondary School in the area have been damaged.
And Mr. Bwalya said that the recent heavy rains have left several people homeless after their houses collapsed.
Mr. Bwalya said there was an urgent need for the Provincial Disaster Management and Mitigation Unit ( PDMMU ) to move in quickly to repair especially the damaged schools for the benefit of children in the area.
And Mano Ward Councilor James Kapilila has asked government to provide the internally displaced people with relief food and tents while they await to reconstruct their houses.

Vendors sale second hand clothes in the Central Business District of Lusaka.
LUSAKA Province Minister Japhen Mwakalombe says the removal of street vendors from the streets is unsustainable because it does not achieve the desired results.
Mr Mwakalombe said the removal of the vendors had in the recent past proved to be unsuccessful because it had not yielded the intended result.
He said in an interview in Lusaka on Tuesday the vendors would be allowed to continue trading on the streets until a lasting solution was found.
“Many street vendors were worried about being removed but through our studies we have discovered the removal of people from the streets is not sustainable in any way as it does not achieve the intended purpose,” Mr Mwakalombe said.
He said street vendors would not be removed from the CBD but would be required to keep their trading surroundings clean at all times.
Mr Mwakalombe said through the partnership between the Lusaka provincial administration and the street vendors, the traders had agreed to conduct daily clean-up exercises in their respective trading places.
“Through the launch of a relationship between the provincial administration and the street vendors this will ensure that cleanliness in the central business district is improved and maintained,” Mr Mwakalombe said.
He said each shop in the CBD was required to have proper disposal bins and that constant inspections through the provincial administration would be carried out to ensure owners were adhering to the regulation.
And Paul Mbewe, a vendor on Nkwazi Road, said he would ensure that he enforces the directive to clean trading slots.
Mr Mbewe said it is important for each vendor to own a broom which they should use to keep their surroundings clean.
“We are happy that we will not be removed from the streets. We will work together with Government to keep the streets of Lusaka clean. As earlier stated by Mr Mwakalombe, we will clean our surroundings in the morning and evening,” he said.

Copperbelt Minister Bowman Lusambo says the appointment of Elias Kamanga as Copperbelt Permanent Secretary affirms President Lungu’s strong commitment to youth leadership development.
Mr Lusambo said President Lungu has now appointed more young people in key leadership positions than any other leader in the history of this country.
“I believe that by making these strategic appointments, President Lungu is planning for the development of this nation beyond his tenure of office. The leadership experience that young people like myself are obtaining is invaluable and sets the country on the right path towards sustainable development,” Mr Lusambo said.
He said he strongly believes that President Lungu’s legacy will be one that will be associated with appointments of young people into key national offices.
Mr Lusambo described the appointments of young people into leadership positions as selfless acts by President Lungu which deserve strong commendation.
“I am confident that all of us young people appointed to key leadership positions will repay President Lungu by excelling in our various positions. The Livingstone City Council says the continuous heavy downpour in the area have caused damage to various infrastructure in the city.
And the local authority is consequently appealing to Central government to come to its aid to mitigate further damage to infrastructure in the tourist capital.
Livingstone City Council Director Engineering Fred Mukuka said in an interview yesterday that the heavy downpour being experienced in the tourist capital since January 2017, has caused extensive damage to roads, bridges, houses and fences in residential areas.
Mr. Mukuka pointed out that residents in Mulala township were almost cut off as the road to the area was impassable while roads in Mwandi area were all flooded.
“People in Mulala are almost cut off due to a road which is impassable in some areas while roads are submerged in water in Mwandi.
” We have lost a lot of infrastructure as some walls fencing houses have collapsed in residential areas as a result of excess water,” he said.
Mr. Mukuka said this in Livingstone today during a presentation on the city’s disaster situation at a Disaster Management and Mitigation Committee Meeting held in the Council Chamber.
He explained that lack of culverts; drainage systems in areas like Dambwa and blocked drainages were major contributors to the damage on infrastructure.
Mr. Mukuka further explained that inadequate equipment hindered the council’s efforts to rehabilitate some roads.
Drainages, gravelling and compacting affected roads, filling gullies with rubble; building culverts and drifts on roads are some of the urgent measures that need to be implemented to prevent the current situation from deteriorating, he said.
And Acting Town Clerk Grayson Sakala said his is faced with limited resources to miitigate the situation.
Mr. Sakala therefore called for the much needed assistance from Central Government and the Provincial Disaster Management and Mitigation Unit (DMMU).
” I understand the mandate of the council but the current situation was extraordinary and requires external technical, financial and additional human resource support address trhe situations, ” he said.
He said the local council needed a roller compactor for minor works on some affected roads and would soon engage the Road Development Agency to assist them with equipment.
“All along we were working with RDA and their equipment but they withdrew it to undertake other projects. However, we will soon re-engage them to help us with a roller compactor and other equipment for us to work on roads that are in bad shape,” he said.
And Livingstone Mayor Eugine Mapuwo said the tourist capital was in a terrible state as some residents could not park vehicles within their premises due to damaged roads while others could not drive out.
Mr. Mapuwo said concerted efforts from all stakeholders were needed to improve the current state of infrastructure.

Nava Bharat Ventures of India will this year set up an integrated sugar estate in the Luena Farm Block in Kawambwa District.
Luapula Province Minister Nickson Chilangwa who is currently in India on an investment tour conducted by Nava Bharat said today in Samalkot town that as part of the PF government’s programme to industrialise Luapula, the Indian firm would establish one of the biggest sugar plantations in Zambia.
Mr. Chilangwa who is accompanied to India by Kawambwa District Commissioner Ivo Mpasa said President Edgar Lungu had granted him permission to go and persue the matter further and make inroads.
The Minister said he and Mr. Mpasa were in India to familiarise themselves with the operations of the company as part of the investment tours and meetings regarding the implementation of the Luena Sugar project.
Mr. Chilangwa said the investment would not only create thousands of jobs for the people of Luapula Province but also empower local people to venture into outgrower schemes to supply sugarcane to the company.
Mr. Chilangwa said the investment would create about 1000 direct jobs and over 10 000 indirect jobs.
He said he had told the investors to not delay because President Edgar Lungu had already talked against procrastination in the implementation of various developmental projects.

Mr. Chilangwa said President Lungu’s desire was to completely change the face of Luapula Province and lift the people out of poverty.
He said President Lungu was in a hurry to actualise projects that had stalled by inviting various investors willing to invest in Luapula and the country as a whole.
