Five people have died on spot while six others sustained injuries in three separate road traffic accidents in Central, Eastern and Northern Provinces, reports Pan African Radio Journalist Hermit Hachilonde.
Zambia Police Spokesperson Esther Mwata Katongo said in Central Province the accident happened on 02nd October, 2016 at 09:00 hours along Serenje- Mansa road where three passengers died on spot after a Toyota Land Cruiser Prado registration number ALC 1541.
She said the driver of the Prado William Chisenga 53, of plot number 9 kando along road in Lusaka’s Kalingalinga Township, died on spot and was burnt to ashes, while Anastasia Banda and Saviour Chanda’s bodies were retrieved from the vehicle before it was in flames.
Ms. Katongo said the accident happened when the motor vehicle had a tyre burst and the driver lost control of the motor vehicle.
She disclosed that four passengers sustained injuries namely Chrispin Chisenga, Constance Mulonda Chisenga, Matilda Mukuka, and a male juvenile Jaden Chanda currently admitted at Chitambo Hospital while the bodies of the deceased have been deposited in the same hospital’s mortuary awaiting for postmortem.
Ms. Katongo said another accident happened in Northern Province yesterday the 02nd October, 2016 around 06:10 hours where one pedestrian juvenile was hit and died on spot by a Toyota Ipusum registration number AHB 764 which was driven by Geshom Musonda of Mungwi Technical Secondary School and the Pedestrian has been identified as favour Chilombo Musonda aged 4.
And the third accident happened in Eastern Province on 1st October, 2016 around 16:00 hours where one Zimbabwean National a driver of the truck registration number JKG 263 NW/ T281 BBP died after failing to negotiate a curve due to excessive speed.
The deceased have been identified as Shepard bandit of Harare Zimbabwe and two passengers’ sustained injuries and have been identified as Matthews Banda and Dominic Mwase.

Mulenga SataMULENGA Sata is regretting having abandoned the Patriotic Front (PF) to join the UPND and has been meeting senior Government officials pleading with them to appeal to President Edgar Lungu to forgive him for having betrayed late president Michael Sata, Edwin Lifwekelo has disclosed.
Mr Lifwekelo said many UPND members were shocked when Mulenga renounced his membership from the PF and joined the UPND campaign team because he was the last person they expected to leave the governing party which was founded by father.
Mr Lifwekelo said many alliance UPND partners were regretting having forged a political marriage of convenience with Hakainde Hichilema and have gone silent because they did not know how to apologise to the PF and President Lungu.
He said he was aware that Mulenga Sata was making frantic efforts to rejoin the PF and that he had been meeting some government officials whom he had asked to appeal on his behalf to President Lungu so he could be pardoned and re-admitted into the ruling party.Efforts to get a comment from Mulenga Sata failed as his mobile phone went unanswered.
Mr Lifwekelo stated that Mulenga Sata was brought to the UPND by former vice-president Guy Scott and it was likely that the former Lusaka Province minister was misled so that he could be used to kill the party that was founded by his father.He said many of the former PF members who left the party had discovered that they had been used by the cartel that almost hijacked the PF following the death of president Sata which attempted to block President Lungu from taking up the presidency of the governing party.
“I know and it is true that Mulenga Sata is regretting having abandoned the PF, the party that was founded by his father. He has been meeting senior government officials asking them to plead on his behalf to President Lungu so he can be forgiven and be re-admitted into the PF.
Many UPND members were surprised that Mulenga Sata could leave the PF because he was the last person expected to abandon the ruling party especially that President Lungu had appointed him State House Minister before transferring him to Lusaka Province in the same capacity,” Mr Lifwekelo said.
And Mr Lifwekelo said people like former first lady Maureen Mwanawasa had completely distanced herself from the UPND and had allegedly gone quiet because she knew the opposition party did not mean well.
He recalled that Mrs Mwanawasa was the first UPND sympathiser who quickly congratulated President Lungu after his victory and had since gone quiet for good reasons.
Mr Lifwekelo said when he resigned from the UPND; a lot of senior members including those from the party’s national management committee indicated that they would soon be following him to the PF.“For me, when I was joining the UPND, my blood remained PF and my DNA is still PF.
Former first lady Maureen Mwanawasa is quiet and it will not be surprising if she would soon announce her support for the PF and President Lungu because she knows the Head of State means well for the country,” Mr Lifwekelo said.
Wedson Nyirenda has named his final 23-member team to face Nigeria in Ndola this Sunday with some interesting omissions and additions to the team.
In-form Power Dynamos striker Patson Daka, who has scored ten goals in all competition over the last two months for his club, has been dropped for the 2018 World Cup qualifiers.

NAPSA headquatresThe National Pension Scheme Authority (NAPSA) has won the 2016 Media Institute of Southern Africa (MISA) Zambia Golden Key Award for being the most transparent government institution in 2016. The Award was presented to NAPSA at an award giving ceremony held at Cresta Golfview Hotel in Lusaka on 30 September 2016. This also marked the commemoration of International Right to Know Day which falls on 28 September every year.
A total of eight (8) government institutions were anonymously surveyed in August and September 2016. The survey involved analysis of the institutions’ websites, social media platforms as well as their rate of response to written and verbal queries.
The objective of the research was to establish challenges that ordinary Zambians faced in their effort to access information from government and public institutions. The survey also sought to establish how public institutions responded to requests for information from ordinary citizens and thus to assess the level of transparency in these institutions.
According to the survey report that was launched at the same function, NAPSA demonstrated the highest level of openness. The company responded quickly and positively to queries and its website contained vital information for the public. In addition, the company had employed the use of social media tools to disseminate information to the general public.
Commenting on the award, NAPSA Director General, Mr. Yollard Kachinda, said this was a true demonstration that NAPSA was heading in the right direction in its quest to enhance relations with its stakeholders.
“I am delighted that we have received this Golden Key Award from MISA Zambia for demonstrating high level of transparency. This is very encouraging to us because one of our objectives is to enhance our interaction with our stakeholders in order to instill public confidence. This recognition shows that we are on the right track,” said Mr. Kachinda.
He reiterated that NAPSA had embarked on an extensive modernization programme that was aimed at enhancing its operational efficiency and customer service. He said:
“We are currently undertaking a massive upgrade of our Information Communication Technology (ICT) infrastructure in order to enhance service provision and improve the manner in which we interact with our clients. We are integrating our systems so that we can serve our clients more efficiently and faster.
“Today, from the comfort of your home or office, you can check your pension statement as well as your member details either by using our NAPSA App which is downloadable for free from Google play store or by using a short code on a mobile phone without the need for internet connection. We are also setting up a call centre where our clients will be able to call on any queries related to pensions. THE Foundation for Democratic Process (FODEP) in Livingstone has commended President Edgar Lungu for delivering an inspiring speech to parliament last Friday which has addressed various expectations of stakeholders.
FODEP Livingstone District chairperson Gideon Musonda said the President’s policy direction, if well implemented and matched with appropriate resources, would move the nation to the higher level.
In a press statement released in Livingstone at the weekend, Mr Musonda also said FODEP welcomed the Head of State’s call for unity and peace in the country.
“This is because peace and unity are extremely vital for national development although the President did not touch on his earlier calls for Members of Parliament (MP)’s to make amendments or refine certain articles of our Constitution.
“It is well known that if our constitution is left untouched, the unnecessary misinterpretations of some articles that are not clear will continue and can eventually result in conflict instead of it being the main tool for conflict resolution,” he said.
Mr Musonda also cautioned parliamentarians that they should not change the objective or rationale of people’s submissions as contained in the constitution in the process of refining certain articles.
“Furthermore, FODEP is aware of more numbers of Patriotic Front (PF) MPs compared to the opposition and Independent in parliament but we urge them to seriously consider views of the opposition and Independent MPs.
“The call for inclusive governance is also about accommodating constructive divergent views,” he said.
FODEP also urged the opposition to provide effective checks and balances to Government despite their few numbers.
“FODEP also wish to urge parliamentarians and the nation at large that advocacy for inclusion of enhanced Bill of Rights should continue in order for us to have a constitution that we wholesomely desire at an appropriate time,” Mr Musonda said.
MMD National Secretary Reverend Reuben Sambo has expressed anger at the attempt by a Felix Mutati cadre named Phiri, to shoot MMD National Treasurer Mrs. Elizabeth Chitika- Molobeka, in a botched and clumsy daylight attempt to forcibly retrieve the party vehicle she was driving, which is part of a large contingent of party vehicles which were rightfully returned to the MMD by the police late last year after having been unlawfully confiscated by the PF soon after the 2011 General Elections.
The incident happened late Friday afternoon, 30th September, 2016 when Mrs Molobeka was driving to her home in Jesmondine and a vehicle driven by Phiri suddenly overtook her and blocked her, forcing her to squeeze through a narrow space to flee at breakneck speed towards Kaunda Square police station when she quickly realized she was being chased by armed robbers wanting to steal her vehicle.
She heard shouts of ‘shoot her! shoot her!’ from someone in the car with his head outside in the car driven by Phiri.
In the fast car chase that ensued, Mrs Chitika-Molobeka hit into a light truck from behind which she failed to avoid thus causing the damage to the front of her vehicle pictured above. A taxi driver who witnessed the entire incident, quickly offered to take her, the truck driver and his colleague along with Phiri to Bennie Mwiinga police station in PHI. On the way there, Phiri suddenly turned into another road and sped off in an attempt to escape but the taxi driver gave chase and forced him to follow them the police station and during questioning, confessed to having a gun and mounting a road block to capture Chitika-Molobeka in a effort to grab the vehicle.
The police informed Phiri that mounting a road block by any unauthorised person is a serious traffic offence for which he would be charged. He would also be charged with dangerous driving likely to endanger other road users. At this point a large group of unruly and noisy cadres arrived and caused tremendous commotion which forced the police officers to ask Mrs Chitika to leave and return on Monday to formally lodge a statement on the incident.
The Mutati faction has been locked in a vicious and bitter party leadership struggle with MMD President Dr. Nevers Mumba since last year as the 2016 General Elections approached. The challenges between Mutati and Dr. Mumba first started in 2012 when Dr. Mumba came from outside and won the MMD presidency by landslide victory against Felix Mutati during the MMD Convention of 2012. Felix Mutati was eventually expelled from the MMD for gross misconduct. He challenged his expulsion in the Lusaka High Court, but the court upheld his expulsion early this year and as far as the MMD is concerned he remains expelled from the MMD.
The Supreme Court recently quashed the Lusaka High Court ruling that the Mutati faction used to justify holding the illegal party convention in Kabwe which installed Mutati as president of the MMD unopposed. The Court has ordered the matter back to the lower court for proper determination. The matter is yet to be heard.
The issue of party vehicles has been at the centre of bitter wrangles in which the Mutati faction led by suspended former Party Spokesperson Raphael Nakacinda have gone on a frenzied nation-wide rampage forcibly grabbing party vehicles from MMD provincial structures.
In October last year former MMD Party Spokesperson Muhabi Lungu was charged with stealing such a vehicle after he was expelled from the party. After the party opened a docket for the stolen vehicle, Mr. Lungu quietly returned the vehicle to Woodlands police station which was eventually returned to the party and the matter dropped. This same vehicle was recently forcibly grabbed from a senior MMD official in a daring daylight robbery in Kabulonga.
The Mutati faction led by suspended Nakacinda purportedly justify the grabbing of these party vehicles allegedly on instructions from former President Rupiah Banda as they say were bought while he was President of MMD. Several vehicles have so far been grabbed and their whereabouts unknown.
MMD Party National Secretary Reverend Reuben Sambo has said the behaviour of the Mutati faction is part of the wider lawless culture obtaining under the current regime. He confirmed that the party is preparing to sue cadre Phiri for endangering Mrs Molobeka’s life.
The Zambia Police have said that a cooker might have caused the fire that gutted Chilonga Mission Nursing in the early hours of Saturday.
Zambia Police Spokesperson Esther Katongo said preliminary investigation indicate that one cooker was left on after power outage something which could have caused the fire after power restoration.
“Police Preliminary findings in the fire that gutted Chilonga Mission Nursing School in Mpika on 1st October, 2016 at about 03 30 hours have indicated that one cooker was left on after power outage and that could be the cause of fire after power restoration.
“The area experienced power outage from 15 00 hours and was restored at about 2100 hours. Value of the property destroyed has not been ascertained yet .
“The entire Midwifery school was gutted and this includes the Kitchen, skills Laboratory, Library, Staff Offices, a classroom, 22 student rooms, three store rooms, one guest room and an administration block,” she said.
Mr Mutati in a roundtable meeting with coperating partners
Zambia’s cooperating partners are confident that the government is on the right path to economic recovery.
The sentiments were echoed by various cooperating partners during a recent meeting between the government and Zambia’s foreign friends.
Related to the meeting, Chairperson of the Cooperating Partners Group and Head of the British Department for International Cooperation in Zambia, Bruce Lawson-McDowall, said Zambia has the potential to attract further international investment, develop her economy rapidly and share
proceeds of growth more equally among Zambians.
This is according to a statement issued Ministry of Finance Public Relations Officer Chileshe Kandeta.
“We need to work together to diversify the economy and, as Cooperating
Partners, we stand ready to support continued focus on broad-based and long term growth which will lead to job creation,” said Mr. Lawson-McDowall.
He said to address the immediate fiscal and long term debt challenges, Cooperating Partners were committed to stand alongside Government to address the challenges through a credible economic recovery program embedded in the Seventh National Development Plan [7NDP].
“It will also be important to increase transparency of the budget process and involve a wide-range of stakeholders in the development of the economic recovery program,” he said, adding that, “Cooperating Partners were already providing assistance to; generate evidence of what works; increase the efficiency and effectiveness of government expenditure in addressing poverty; and increase budget credibility.”
The Cooperating Partners urged the Government to ensure that implementation of the 7NDP focusses on setting the right regulatory environment and developing policies that are predictable, consistent and supportive of poverty reduction, private sector growth, and job creation.
Zambia’s Cooperating Partners are currently working with government counterparts in 15 sector groups.
And Finance Minister Felix Mutati will this week be leading a government delegation to the 2016 IMF/World Bank Annual Meetings in Washington DC, United States of America.
“The relationship between Zambia and the International Monetary Fund [IMF] is strong and we look forward to working with you to strengthen this partnership further,” said IMF Director for the African Department Abebe Aemro Selassie in a congratulatory letter delivered to Mr. Mutati by IMF Resident Representative Alfredo Baldini.
“I wish to assure you that we at the IMF are fully committed to assisting you in formulating and implementing policies to stabilize the macroeconomic situation and achieve sustained and inclusive growth for the benefit of all,” reads the letter in part.
The Ministry of Finance has embarked on extensive engagement with internal and external stakeholders to ensure that wide consultation is attained in formulating economic recovery policies which will be announced alongside the 2017 Budget.
As part of the economic recovery program consultation process, Mr. Mutati has in the preceding week also met the Multi-Sectoral Private Sector Group, Cooperating Partners, The Bankers Association of Zambia, The Chamber of Mines, Debt Action Non-State Actors, the Industrial Development Corporation, the Bank of Zambia, and the Zambia Revenue Authority and others.
And World Bank Country Manager for Zambia Ms. Ina Ruthenberg has said Zambia has a portfolio of sixteen active projects with a net commitment of US$ 802 million.
The projects are in agriculture, water, energy and extractive industries, social protection and labour, health, population and nutrition, environment and natural resources, and governance.
Of the sixteen projects, seven are national with a net commitment of US$ 502 million of which only US$ 99 million has been disbursed.
Another seven are regional projects with a net commitment of US$247 million and a further two are trust funded projects with a total value of US$53 million.
During a courtesy call on the Minister, Ms. Ruthenberg expressed concern with Zambia’s the low funds uptake from 2012 to date, “below the African average of 20% of the undisbursed balance annually,” adding that, “Zambia needed to disburse US$ 74.1 million annually to reach the African average
in 2017.
And commenting on the engagement with the development partners, Finance Minister Felix Mutati has said there is need for collaboration in developing a home-grown economic recovery program for Zambia.
“We need to change our mindset and simplify bureaucratic practices in order to quicken our pace of donor resource absorption for important economic activities like irrigation development,’ Mr. Mutati has said.
The Minister has also appealed to the World Bank to streamline regulations governing access to committed resources to ensure that development programs are not inordinately delayed.

Record four-time champions Zesco United qualified to the 2016 Barclays Cup semifinals in style with a stoppage time goal against Division 1 Zone 2 promotion favourites Konkola Blades.
Zesco beat Blades 2-1 at Arthur Davies Stadium in Kitwe on Sunday in their first competitive game back in action since their 2016 CAF Champions League semifinal elimination a week ago at the hands of Mamelodi Sundowns.
However, Zesco found themselves 1-0 at halftime against the run of play when Kilo Mwepu beat the offside trap to hand Blades the lead in the 36th minute.
Zesco Fought back to equalize in the 53rd minute through Misheck Chaila.
Zesco’s semifinal passage arrived courtesy of Maybin Mwaba who came off the bench in the 72nd minute to replace Clatus Chama to steal the win with an injury time goal.
Mwaba fired in the ball from close-range off a Mwape Mwelwa pass to ensure the match did not go to penalties.
Zesco now await the inescapable semifinal draws where fellow big guns Zanaco, Nkana and two-time champions Power Dynamos await.
Stuttering Nkana gave away a lead twice to settle for a 2-2 draw with struggling Mufulira Wanderers at Shinde Stadium on Sunday.
Substitute Joseph Kasongo equalised for Wanderers three minutes before full time to deny Nkana an away win in this FAZ Super Division match.
Nkana led after 10 minutes with fit-again striker Ronald Kampamba opening the scoring with a header from the far post after beating keeper Robert Mwanza.
Forward Ben Chengo ensured that the two legendary sides went into the break tied 1-1 when he leveled matters after 36 minutes.
After the break there were no major highlights until 80th minute when striker Walter Bwalya put Nkana 2-1 up with a solo effort.
Nkana thought they had won the game before keeper Kelvin Malunga spilled the ball to enable Kasongo beat him with a rebound from the box.
This is not an inspiring result for second placed Nkana who are emerging from a 1-0 loss to Green Buffaloes.

Minister of Labour and Social Security Joyce Nonde-Simukoko(L)
GOVERNMENT has assured retirees and Next of Kins of deceased retirees that it will soon pay them their terminal benefits.
Minister of Labour and Social Security Joyce Nonde-Simukoko said Government recognised its obligation to retirees and was aware of the anguish that the retirees and families of deceased retirees were going through.
Ms. Simukoko told the Daily Nation in an interview that clearing the backlog of retirees arrears was one of President Edgar Lungu’s administration’s top priorities. Thousands of retirees from different ministries and councils some years ago have still not being paid off their terminal benefits.
Ms. Simukoko said Government urgently wants to work towards clearing the money it owed to the retirees. “We can’t afford to have thousands of people who faithfully served our nation to be struggling to get their benefits after contributing to this great nation.
It is totally unacceptable. “One of the issues on our priority list as Ministry of Labour is to ensure that all those retirees that have not been paid their terminal benefits are paid as soon as possible.
So we are urgently going to follow it up and find out why the retirees have not been paid their benefits up to now,” Ms. Simukoko said.
Meanwhile, Ms. Simukko has also assured workers in Zambia of better days to come, saying that Government would ensure that casualisation of workers was completely eliminated especially in the private sector.
She said her Ministry would from time to time monitor people employed in certain institutions.
“If we find that a job that can be occupied by a Zambian is being given to a foreigner that we are not going to tolerate.
Importing labour should be on specialised basis, if it’s just a job that any Zambian can do, then why give it to a foreigner?” she wondered.
NASON Msoni has launched a veiled attack against UPND president Hakainde Hichilema describing him as a man who does not respect leadership because only he (Hichilema) should be president of Zambia. Mr Msoni, president of the All People’s Congress Party (ACP) said Mr Hichilema had never been ready to serve under anybody neither did he accept to take or occupy or hold any other position other than the country’s presidency.
Mr Msoni has appealed to Mr Hichilema to make peace with President Edgar Lungu and learn to moderate his (Hichilema) language apart from learning to be humble. He said the UPND leader had always considered himself a standard flag bearer to any other election including those in the future as he only expected other opposition political leaders to serve under him.
Mr Msoni stated in his write-up without mentioning Mr Hichilema that the UPND leader had never accepted defeat or recognised any President who had won the past elections because only him (Hichilema) had ever won the presidency of the country.
“My counsel to you my friend is that your attitude stinks and you need to fix it and learn to do as you wish others to do for you. Make peace with the President and moderate your uncouth language as well as learning to humble yourself,” Mr Msoni advised.
“He never recognises anybody else who wins or has won the presidency unless it is himself. Everybody else who has been elected President had rigged the elections and lacks legitimacy. He never recognises anybody as President and will never accept any of their invitation on important national events. It smacks bitterness, bad blood, bad loser and utter selfishness, and at best unfit for the office such a leader aspires for,” Mr Msoni said on his facebook posting.
He accused Mr Hichilema of expelling his MPs who would either accept government positions or recognise the legitimacy of a duly elected President and that the UPND leader was ready to induce by-elections at a great cost to the treasury. The ACP president said Mr Hichilema had ordered his MPs to boycott the official opening of the First session of the 12th National Assembly by President Edgar Lungu, stating that the act was shameful.
“Obviously, with such unrepentant attitude and rigidity, you can’t be a builder of society but rather you become part of the problem. When people say you are not a leader, this is exactly what they mean. They see selfishness in the quality of your decision and true leaders reject to support your ambitions because they see through these traits which can spell doom for the nation,” Mr Msoni said.
He said other opposition political leaders had been reading behavioural problems in Mr Hichilema which he said could have been causing voters to cringe and decide not to vote for him.
Mr Msoni stated that money or wealth did not capture or define leadership but rather humility did and that hatred was poison which was seldom a balm to ride on to the presidency.

Civil rights activist Brebner Changala thinks that Mr. Hichilema is still young and should move on and accept defeat of the August 11th general elections.
Mr. Changala thinks the manner in which Mr. Hichilema has conducted himself after the August general elections is extraordinary.
He has advised Mr. Hichilema to realise that patience pays.

Chilonga School of Nursing in Mpika District of Muchinga Province has been gutted by fire destroying the infrastructure and students’ property.
Ministry of health Acting Spokesperson Dr. Dennis Mulenga confirmed in a press statement today that the fire started from the Kitchen and later spread to the other structures of the Nursing School around 04:30 hours on yesterday.
Dr Mulenga said the fire brigade only managed to put off the inferno around 07:00 hours.
The Acting Spokesperson noted that the cause of the fire is still under investigation.
Dr Mulenga said the estimated cost of property and equipment destroyed in the fire is considerable as it involves laboratory equipment, kitchen equipment, and students’ personal belongings.
He pointed out that the affected structures were the entire kitchen, three store rooms, skills Laboratory, laundry, twenty-two student rooms, School library, and Staff office block.
Dr Mulenga disclosed that out of the 146 students at the school, 67 had their property destroyed adding that fortunately, no one was injured nor any life lost.
The Ministry of Health has also resolved to immediately close the school and all students will be sent home immediately but within two weeks, the final year Registered and Enrolled Nursing students will be notified to report back to Chilonga School of Nursing to continue with their training.
However, Dr Mulenga explained that the first year Registered Nursing students and Midwifery students will within two weeks’ time be notified as to which other school they will report to continue with their training programme.
“The Ministry wishes to affirm its commitment to the training of health workers and as such will take all possible measures to ensure the nation continues to produce the much needed Human Resource for Health,” Dr Mulenga said.
