A TEAM from the International Monetary Fund (IMF) is expected in the country at the end of October to discuss the planned rescue package for Zambia, Minister of Finance Felix Mutati has disclosed.
The IMF plans to provide a monetary aid package of between US$1.2 billion and US$1.5 billion to help re-energise the economy.
Mr Mutati said the revival of Zambia’s economy will require prudent fiscal management with Government placing emphasis on the removal of unnecessary subsidies.
He said Government has since started working on modalities for engagement with the institution.
Mr Mutati told journalists on the sidelines of the Zambia Institute of Banking and Financial Services second international conference yesterday that Government is also working on an economic plan that will help to rescue the economy that has been grappling with fiscal deficits on the back of fluctuating commodity prices on the global market.
“Our strategy is clear. First of all, we need to construct a home-grown recovery programme with the key elements that are troubling the economy as a platform for engaging with IMF. The strategy is that we need to secure a stable recovery platform to grow the economy,” he said.
He said as Government plans to take the economy to sustainable levels, reducing the fiscal deficit remains crucial as it will help reduce government borrowing and further bring down interest rates prevailing in the financial market.
Mr Mutati admitted that the infrastructure development programme has contributed to government borrowing, thus the need to re-sequence the programme to ensure that infrastructure needs do not out-weigh other economic needs.
Government plans to reduce subsidies, which are largely benefitting the rich at the expense of the poor.
“Subsidies are benefitting the well-to-do at the expense of the marginalised citizens, whose socio-economic programmes such as health and education have had to be stopped to facilitate subsidies.
“The other subsidies that enhance our economic activities, particularly those in agriculture, will be reformed to ensure effectiveness and efficiency,” he said.
Parabolic Solar CookerA LECTURER at Plymouth University in United Kingdom (UK), Karen Treasure, has donated 16 parabolic solar cookers to various communities in Livingstone as well as in rural areas between Monze and Mazabuka.
Dr Treasure, who is also the founder of Solar Empower Zambia, plans to source for more solar cookers in UK to be distributed to various communities in the country.
Speaking in an interview in Livingstone shortly before she returned to UK, Dr Treasure said solar cookers were sustainable and reliable compared to charcoal and electricity in view of load shedding.
Dr Treasure said research had indicated that solar cookers could create independence especially for people faced with challenges of electricity deficit.
“I first brought five parabolic solar cookers and later went back to UK when I fundraised and got 16 cookers which I already distributed to different households in the communities,” she said.
Dr Treasure said the facilities were user friendly as they did not require spare parts or important materials to maintain them.
“For the last few years, Zambia has been losing at least one per cent of trees really and at least 300, 000 hectares for charcoal and other timber purposes.
“This year, there is a prediction that Zambia will lose 400, 000 hectares of trees which is not sustainable,” Dr Treasure said.
She said solar cooker were the best and sustainable options especially for people living in rural areas
Chelsea star John Obi Mikel will lead a 23-member Nigeria team for the 2018 FIFA World Cup Group B qualifier against Zambia set for Levy Mwanawasa Stadium in Ndola on October 9.

The first sitting of the 12th Assembly starts its business tomorrow.
The Members of Parliament who have been voted into Parliament following the August 11, General Election will start their business by fist electing the Speaker of the National Assembly together with two deputies.
The Patriotic Front which has the majority members in Parliament have put forward Patrick Matibini to be re-elected as Speaker.
Dr Matibini was first elected as Speaker in 2011 from the High Court where he was Judge.
PF has also proposed MMD’s Catherine Namugala as First Deputy Speaker and PF’s Mfuwe Member of Parliament Mwimba Malama as Second Deputy Speaker.
The UPND and the MMD have supported the candidature of Dr Matibini as Speaker.
Ministry of Local Government and Housing Permanent Secretary Amos MalupengaGovernment says the housing deficit in the country stands at about 1.3 million.
Local government and Housing Permanent Secretary Amos Malupenga says this is according to the 2010 census report.
Mr. Malupenga says initiatives to reduce the housing deficit in the country should therefore be supported.
He says government is committed to creating an enabling environment for financial institutions to operate as they compliment government’s efforts to reducing the current housing deficit.

Felix MutatiMinister of Finance Felix Mutati says plans are underway to improve the Country’s economy by reducing the fiscal deficit, which will in turn result in reduced borrowing.
Mr. Mutati says the key objective of reducing fiscal deficit is to put in place measures to reduce subsidies and enhance economic activity.
He also says Government intends to work closely with the Central Bank to normalise fiscal conditions and develop a roadmap to gradually dismantle arrears owed to suppliers of goods and services.
Mr. Mutati said this when he officiated at the 2nd Annual Conference on Banking and Finance which is underway at Lusaka’s Hotel Intercontinental.
Meanwhile, Zambia Institute of Bankers and Financial Services President Cephas Chabu says Zambia’s aspiration to transform into a middle-income can be achieved if the country becomes more financially inclusive.
Mr. Chabu further said the Country needs to adopt best practices of financial inclusion implemented by other countries in order to foster economic development.
And Leonard Mwanza, who spoke on behalf of the Chairperson for Bankers Association of Zambia, appealed to Government to put in place policies that favour the expansion of banking services to the financially excluded.
Mr. Mwanza further urged Government to consider giving a waiver on taxes on Point of Sales machines, ATMs as well as other equipment which can be set up in far flung areas of the Country, in order to capture the large population of the unbanked.

The Heats
The heats , which will take place at The Best Western Grand Hotel in Lusaka, are hosted by Sky Entertainment Hip Hop artist Klappa Heiz and Radio Phoenix DJ Roxy .There will be 3 heats in which the judges ; Slam Dunk Records CEO Duncan Sodala , So Good Entertainment CEO Lukundo Siwale and Effycom Productions Hip Hop Artist NANA, will decide the winner. Each judge offers a score out of 10 and the total is placed on the leader board. The leader board is used to determine the top scoring contenders who in turn get back in front of the judges after the first heat is complete, and the cycle continues with the top scorers on the leader board competing until the remaining 16 battle it out for their place in the quarter finals.

Quarter Finals
The 8 contenders who reach the quarter finals go through a couple of mentoring sessions with some special celebrity guests , these sessions are built to improve their self-esteem, improve their freestyle skills, as well as give them a better understanding of Hip Hop, and the music business. This time the leader board process is eliminated, and whoever wins their battle makes it through to the semi-finals
Semi Finals
The remaining 4 contenders, who qualify to the semi-finals, have an opportunity to battle with guest Hip hop artists to test their growth and freestyle ability. They will also have an opportunity to be tested on their understanding of the business side of the music industry and how to present themselves, through intense interviews for each of them conducted by a radio DJ that specializes in the Hip Hop genre on a live radio show. The points they receive from these tests will determine the contender that will have the option to choose who to battle with the two remaining mandatorily battling each other. The successful two move on to the finals with the remaining two battling it out for 3 rd and 4 th positions
Finals
The final two set to battle it out for the championship trophy, will go through a series of tasks. As part of their prize they will be releasing a single that will be marketed and distributed by Effycom Productions, this single will be written and recorded after the finale battle at their prize destination, London. The single is to be released on Monday the 12th Of December with digital pre orders made available at least 2 weeks prior to release, as fans will still be hot on the trail of the winner at that time. The finalists will also have the opportunity to be mentored on a one on one basis by an international Hip hop artist. They will also go on a promotional campaign on radio and TV. As finalists they will also get the opportunity to choose team supporters from the quarter-finalists giving them 3 team supporters who will assist in promoting them ( using the hashtag #ContendersnameTCC2016) as well as give them pointers and moral support all the way to the finale event.

Lusaka’s hippest partygoers will be heading to Portico in the Showgrounds on Saturday (September 24) for the next installment of the Flying Fish beach party.
The capital is expected to attract thousands following a similar event earlier this month in Kitwe when music-loving sun-worshipping revellers showed up at what some are calling one of the area’s biggest ever social events.
Following the success of last year’s beach festival, organisers of the event are planning to transport the city’s coolest socialites to a tropical seashore, complete with sand, beach chairs, beach umbrellas, towels, music, prizes and related activities such as beach volleyball, Zorbo and light football to cool ‘add some flavour’ hair cuts and Flying Fish temporary tattoos.
The beach festival will be the premier destination for party-lovers seeking the quality festive atmosphere usually found in European hotspots. Upon entering, guests will be treated to a lush Caribbean oasis complete with beach sand and palm trees.

Some Grade 9 examination question papers that were destined for Solwezi have gone missing in Chingola.
The papers were being ferried in a containerized vehicle to Solwezi for the November 2016 junior secondary examinations.
Copperbelt Police Chief Charity Katanga confirmed the development saying the criminals broke into the vehicle while in motion at the place called Mushishima in Chingola and stole the carton boxes.
She said the area were the incident occurred has a lot of pot holes which gave the thieves ample time to break into the containers.
“When vehicles slow down thieves jump on the trucks and steal the goods. This is the same point at which the Grade 9 English exams question papers were stolen from.
“A pass by found one carton box sealed and five packs were opened. So far we have not ascertained the number of carton boxes that were stolen because they were destined for Solwezi. The Education Council of Zambia officers from Lusaka have already come in Chingola with a view to ascertain the stolen papers. They want to know how many were received in Solwezi and compare with what was dispatched,” she said.
She further explained that the criminals thought it was food that was in the containerized vehicle thereby breaking into it.
She has since said that investigations into the matter had since been instituted.
Source at DABS office in Chingola said the people transporting the Grade 9 exams question papers ignored given instructions not to move at night for security reasons.

Zesco United rolled into Pretoria on Wednesday and quickly settled down to prepare for Saturday’s big 2016 CAF Champions League semifinal final leg date against Mamelodi Sundowns.
Zesco flew out from Ndola on Wednesday afternoon for Johannesburg.
They later took a drive up to Pretoria where Saturday’s match will be play in a 19h00 kickoff at Lucas Moripe Stadium in Atteridgeville.
“We have to go there with a winning mentally and we are going there for a win,” Zesco midfielder Kondwani Mtonga said prior to departure in Ndola on Wednesday.
Meanwhile, Zesco held its first training session on Wednesday evening for one hour at the Tshwane University of Technology.
Zesco enjoy a 2-1 first leg lead over Sundowns and need a draw this weekend to qualify for next month’s two-legged finals against either Zamalek of Egypt or Wydad Casablanca from Morocco.
Zamalek head into the final leg away to Wydad on the same date in a 22h00 kickoff in Rabat enjoying a comfortable 4-0 home win they recorded on September 16.
President Lungu in second row with other world Leaders
President Edgar Lungu has paid tribute to Zambians and the international community for promoting a free and fair election.
The President says the just ended general election was a test for Zambia’s long standing democratic process.

Western Province Provincial AIDS Coordination Advisor Rosemary Masaku said to achieve the 90 percent treatment threshold there is need to equally scale-up the HIV testing target to 90 percent by 2020.
Speaking during a stakeholders’ orientation workshop organised by NAC in Nkeyema district yesterday, Ms Masaku said and if this is attained 73 percent of people with HIV worldwide will have viral suppression.
Ms Masaku said that it is important to sustain treatment for those who will test positive during the scale-up period so that the majority of people living with HIV can ultimately have a reduced viral load by 2020.
She said that with the suppressed viral load, people living with HIV will therefore not be able to transmit the virus as this has been proven by biomedical evidence and it has led to some people appearing to test negative because of their reduced viral load.
Ms Masaku said it is cardinal for people who are found to be HIV positive to start treatment early regardless of their CD4 count and urged couples not to divorce just because one has tested HIV positive.
She said even if one of the partners has tested positive they can still leave as discordant couples and they will not infect each other with HIV as long as the virus is remains suppressed through anti-retroviral medication.
Ms Masaku said that stigmatisation causes people who are HIV positive to hide their medicines in office drawers and all such places and it this that which ultimately causes them to become defaulters as they can only access their medication during working hours.
And Provincial AIDS Coordination Advisor has urged the District AIDS Task Force (DATF) in Nkeyema to form strategic partnerships and participate in resource mobilisation for HIV/AIDS programmes in the locality.
Ms Masaku said that the Nkeyema DATF should align their programmes to the district HIV/AIDS strategic and operational plan and they should proactively share information about organisations involved in HIV/AIDS interventions in the district.
She said the NAC has signed memoranda with a number of statutory bodies such as ZEMA and RDA which require that capital projects should have an HIV component which should be given to DATF and the Task Force has a duty to identify them.
