PF Media Director Antonio Mwanza Resigns, Citing Lack of Party’s Willingness to Hold General Conference

Antonio Mwanza, the former Media Director of the Patriotic Front (PF), has resigned from the party, citing the lack of willingness by the party’s leadership to hold an elective general conference following their loss of power in 2021. In a press conference held in Lusaka, Mr. Mwanza alleged the existence of a clique within the PF central committee that opposes the idea of a general conference and has taken control of the party’s operations.

According to Mr. Mwanza, there is no valid excuse for not conducting the general conference, and he believes that the reasons being given are false and motivated by the hidden agenda of a select few who are against holding the conference. His resignation raises concerns about the democratic processes within the PF and suggests a division within the party’s leadership.

In response to Mr. Mwanza’s resignation, Raphael Nakacinda, the PF Chairperson for Information and Publicity, requested time to study the resignation letter and the reasons behind it. While Mr. Nakacinda stated that the party remains united and democratic, he acknowledged Mr. Mwanza’s departure and assured that the matters raised would be addressed or responded to at a later stage if necessary.

The PF, in an official statement released by Amb. Emmanuel Mwamba, a member of the Central Committee and Deputy Chairperson for Information and Publicity, acknowledged Mr. Mwanza’s resignation from both his position as Media Director and the party itself. The statement regards Mr. Mwanza’s concerns and reasons as his personal opinion and suggests that they will be dealt with or responded to if deemed necessary in the future. The PF thanked Mr. Mwanza for his dedication, sacrifice, and commitment while working with the party and its leadership, and wished him success in his future endeavors and political pursuits.

Mr. Mwanza’s resignation and his allegations of a lack of democracy within the PF raise questions about the internal dynamics and decision-making processes of the party. As the former ruling party, the PF plays a significant role in Zambian politics, and any internal divisions or controversies within the party have broader implications for the country’s political landscape.

The decision of whether or not to hold an elective general conference is a crucial one, as it determines the party’s direction and allows for the participation of party members in shaping its future. Without a clear and transparent process for selecting leadership, there is a risk of power being concentrated in the hands of a select few, potentially undermining the principles of democracy and accountability.

Sunday Chanda commends President Hichilema for Increased CDF. It is transforming lives

Kanchibiya Member of Parliament Sunday Chanda has commended President Hakainde Hichilema for increasing Constituency Development Fund (CDF) adding that it is transforming people’s livelihoods.

Mr. Chanda said this during the disbursement of 2022 CDF loans amounting to K2.2 million which has been given to 44 cooperatives, clubs and companies in Kanchibiya District, Muchinga Province.

He said the loans will uplift and support small businesses and stimulate economic growth.

The Lawmaker also expressed happiness that the loan recipients underwent a financial literacy training by Zambia National Commercial Bank (ZANACO).

He said the financial literacy will significantly assist all who have been given the loans to prudently utilise the money.

Meanwhile, Chief Kabinga of the Bisa people in Kanchibiya District, who is also a beneficiary of the CDF loans, has called on all the beneficiaries to pay back within the agreed time frame so that other people can also benefit.

And Kanchibiya Town Council Chairperson Chota kanyanyamina said the CDF loans are very flexible and affordable at a fixed interest rate of five percent.

She said CDF empowerment loans are a game changer to small and medium entrepreneurs in the District.

Simon Stiell:Global Stocktake “must be the turning point” to limit global warming to 1.5 °c

United Nations Franework Cinvention for Climate Change (UNFCCC) Executive Secretary Simon Stiell says the world has a clear ambition to limit global warming to 1.5 degrees Celsius and deliver a resilient sustainable future for all.

“We must make progress against all areas. This will set the frame for COP28,” Mr Stiell said

At the Opening Plenary of the 58th session of the UNFCCC in Bonn, Germany, on Tuesday, Mr Stiell said The Global Stocktake is an opportunity to review where the world is and get a view of where it needs to get to, in order to meet the Paris Commitments.

“An articulation of the gap and how to close it.Ambition is nothing without action. Sufficient means of implementation are essential for us to deliver on our commitments. Let us come out of these discussions with clear signs from the Technical Expert Dialogue, and the 9.5 Workshop, ” he said

On loss and damage, Mr Stiell said the agreement in Sharm El Sheik was the first step.

“The Transitional Committee’s second meeting has pushed us forward but there is still some way to go. Progress in this session on the Glasgow Dialogue and further decisions regarding operationalisation of the Santiago Network will bring us closer,” he said

“Every discussion on mitigation unlocks further innovation which we must use to revise and strengthen our Nationally Determined Commitments and long-term strategies,” Mr Stiell said.

He said a strong agreement on a just transition can be a powerful tool to enable ambitious climate action and can build trust to drive transformational development.

“So, let us aim for a close-to-final draft text to take to COP. The Global Goal on Adaptation will identify where the world needs to get to in order to be resilient,” Mr Stiell said.

He added:”It will also enable us to assess progress towards achieving the adaptation goal, at any point in time. Finally, the budget for the next biennium is on this session’s agenda, and its adoption will ensure that the secretariat can best support the important work being done by parties.”

Mr Stiell reminded delegates that the best available science doesn’t arbitrate on who needs to do what or who is responsible for what.

“The science tells us where we are and highlights the scale of response which is required. I believe we are at a tipping point. We know that rapid change often follows a long gestation period. Goodness knows that the gestation period for climate action has been long enough. We need to bring that tipping point forward,” he said

Mr Stiell said this is an opportunity for parties to demonstrate their joint commitment to fully implementing all aspects of the Paris Agreement and show the world that the era of implementation is well underway.

“So, spend time building stronger relationships across groups and regions that will build trust and facilitate substantive progress to COP28.
The UN Climate Secretariat and I will do whatever it takes to assist you,” he assured

Lisa Cole joins Copper Queens technical bench

Former United States Under-17 women’s national team staff coach Lisa Cole has been unveiled as the new technical advisor for the Copper Queens technical bench led by coach Bruce Mwape ahead of the 2023 FIFA Women’s World Cup.

Cole has over 30 years of coaching experience at youth, collegiate, professional, and international levels and is also well-versed in football operations, camps, non-profit work, and coach education.

Her most recent position was head coach of the Fiji Women’s national team and before that, served as director of women’s football and head coach for Antigua and Barbuda’s women’s national team.

FAZ general secretary Reuben Kamanga unveiled Cole to the technical bench and players after Wednesday afternoon’s training session at Nkoloma stadium in Lusaka. Kamanga also confirmed that Chipolopolo physical trainer Jamie Lawrence will be attached to the Copper Queens with a video analyst also in line to be appointed.

“As FAZ, what we thought was to add people to do different roles and that is why we brought in Lisa. She has a lot of experience and worked with different teams and ahead of the World Cup, we are bringing in some resources to make sure that the team is stronger,” Kamanga told the players.
“Coach Bruce (Mwape) has done a very good job and he will continue to be your head coach, that I can assure you. The technical bench will be intact because they have specific roles that they play but you will see a number of people that you will be working with prior to the World Cup.”
Kamanga urged the Copper Queens to embrace Cole, Lawrence and the other additions to the technical bench in order to compete at the World Cup.

“If you want to win the World Cup, you have to dream, everything starts with the dream. Let’s go to the World Cup not just to participate but to compete. There is a lot of work that we have to put in as a team by working with the technical bench so that we go to the World Cup and compete,” Kamanga said.

The Copper Queens are in Group C alongside Spain, Japan and Costa Rica. Prior to the FIFA World Cup they will be in Germany from June 13 to July 8 for an international camp which will see them play high profile friendly matches.

On Sunday, the team will have a send-off match at home to the Twiga Stars of Tanzania at Woodlands Stadium.

ZAFFICO rewards Forest players

THE Zambia Forestry and Forest Industries Corporation (ZAFFICO) Plc has reward seven Forest Rangers players for their outstanding performances in the 2022-2023 MTN Super League.

The awards were dished out to deserving players during the celebratory dinner at Kays Kreations in Ndola to close the season.
Team captain Cedric Djeugoue walked away with two awards.

Djeugoue received the player-of-the-year and most consistent player for his 32 matches appearances in the league and all the three matches in the Absa Cup.

Central defender Gerald Simusokwe got the chairman’s award.

Before handing him the award, club chairman Ray Mumba said he chose Gerald because of the character he exhibited this season.
“I picked this player because he has been through a lot and despite the challenges he went through, his spirit was always high. Despite being left of the team a number of times he came back with bang and now he has cemented his place in the starting XI. ”

Goalkeeper Daniel Mutshinemu was voted most disciplined player of the season for the second time in a row.
Striker Moyela Libamba grabbed the top scorers’ accolade.

Libamba, who joined Forest this season from Indeni, scored 12 goals in the league and one in the Absa Cup in his debut season at Forest.
Dependable right back Leonard Makonga got the most improved award.

They were also surprise winners on the night as rookies winger Brighton Musonda and budding goalkeeper Leonard Mambwe were named young player-of-the-year and most promising player respectively.

Musonda and third choice goalkeeper Mambwe are graduates from the developmental side Young Forest.
ZAFFICO managing director Mundia Mundia, who was the guest of honour said his company will continue sponsoring the team.
“Even next year we pledge to support you and we will come up with more initiatives to support the club and once again thank you so much for the achievement,” said Mundia, who is also club patron.

Mumba, the chairman said the club is indebted to ZAFFICO for the sponsorship the company has continued to give to the team.
“From us as an executive we are grateful for the sponsorship that ZAFFICO continues to give us as Forest Rangers and even for the very beautiful bus we are grateful, it has easied our movements and we are looking forward to next season,” he said.

Mumba hailed winning the Absa Cup this season as one of the greatest achievements the the team has attained since inception.
Forest’s first silverware was the Coca Cola Cup which they won in 2005.

Zambia and Tanzania sign communiqué

The Governments of Zambia and Tanzania have signed a communiqué to resolve challenges in the Dar-Es-Salaam Corridor to ensure the seamless flow of traffic and reduced cost of trade between Kapiri-Mposhi and Dar-Es-Salaam.

The communiqué was signed yesterday evening during a two-day Bilateral Road Transport Meeting between the ministries of transport from the two countries held at Ukinga Hotel in Tunduma in Tanzania.

The Road Transport Bilateral Meeting was convened to review and resolve the challenges transporters are facing along the Dar-Es-Salaam Corridor, following a joint technical committee report that had input from the assessment of the transport route from Kapiri-Mposhi to Dar-Es-Salaam.

Ministry of Transport and Logistics Permanent Secretary Fredrick Mwalusaka signed the communiqué on behalf of the Zambian Government while Tanzania’s Ministry of Works and Transport Permanent Secretary Gabriel Migire signed on behalf of his country.

The Ministry of Information and Media Kennedy Kalunga also attended the transport bilateral meeting and witnessed the signing of the communiqué, noting that the outcome of the meeting will create a common understanding between the two sister countries to enhance the flow of goods and services that pass through the Nakonde/Tunduma One Stop Border Post.

In the communiqué, Zambian and Tanzanian authorities re-affirmed their commitment to implement the decisions agreed upon during the similar meetings held in Lusaka in September 2022 and June 2023 in Tunduma, Tanzania.

The communiqué stipulates that Zambia and Tanzania constitute a Technical Working Group to oversee all the harmonisation related to issues impeding on the smooth flow of traffic along the Dar-Es-Salaam Corridor and in particular the harmonisation of charges along the corridor.

Both Governments also reaffirmed their commitment to addressing all transport infrastructure challenges in order to mitigate congestion difficulties at Nakonde-Tunduma One Stop Border Post (OSBP) and along the Corridor.

“To this effect, Zambia is currently implementing the Chinsali-Nakonde Rehabilitation Project while Tanzania is also upgrading Tunduma-Igawa Road into the dual carriageway,” the communiqué reads in part.

The communiqué also urges the Clearing and Forwarding Agents operating on both sides of the One Stop Border Post (OSBP) to start pre-clearing their consignments as a measure to long periods of waiting, an effort aimed at reducing congestion at Nakonde-Tunduma Border.

“This is also in line with the aspirations of President Hakainde Hichilema to create a Non-Stop Border Post system.

Further, the two Government Revenue Authorities were directed to extend the implementation of the Electronic Cargo Tracking System from Nakonde/Tunduma OSBP to Kusumbalesa Border Post to promote a seamless flow of traffic and enhance security.

Other commitments contained in the communiqué include enhanced enforcement of road traffic safety regulations and weighbridge regulations to bring about sanity in the sector, while the private sector was encouraged to uphold best business practices to promote cross-border trade along the Corridor.

Government to Facilitate Digital Trade with Private Sector through e-Commerce Platforms, says Commerce Minister Chipoka Mulenga

Minister of Commerce, Trade and Industry Chipoka Mulenga says government is coming up with a facility that will allow trade between government and the private sector to be done on digital e-Commerce platforms.

Mr. Chipoka says digitisation of businesses is critical in providing ease of doing and limiting the cost of doing business.
The commerce minister disclosed this during a Roundtable discussion dubbed “Accelerating the Recovery of COMESA Member States from COVID19 focusing on Green Investment, Value Addition and Tourism”

He added that digitisation and the use of e-Commerce in doing business further limits human interaction which also results in stopping corrupt activities.

“We believe that digitisation of how we do business is critical on how we provide ease of doing business, limiting the cost of doing business and limit also, human interaction which also results in stopping, to a large extent, corrupt activities in government. We are also coming up with a facility where trade between government and the private sector should be done on a digital e-Commerce platform where there is no acquisition of delays coming in from human activities,” said Mr. Chipoka.

He added that the COVID19 pandemic that affected many African countries reminded most African governments of the need for homegrown solutions to socio-economic challenges.

Mr. Chipoka said it was against this background that government deliberately established the Ministry of Science and Technology stressing that innovation is something that societies have to depend on.

He said in order to achieve digitisation, government has chosen a principle not to reinvent the wheel.

“We have economies that have reached the point where we want to go. So, we are engaging within the region with colleagues such as Egypt, South Africa and others that have really migrated a step further ahead of us and beyond us. We are interacting with colleagues even outside the region like England, Turkey, the US, China and others, so that we build resilient and strong policies that will cushion us and protect ourselves from the effects of COVID and other challenges that may come without knocking,” he said.

Mr Mulenga disclosed during the ongoing COMESA summit in Lusaka during the minister’s round table meeting that Starlink has been given license to operate internet services across the country 24/7 without using towers

The minister said this will enhance ICT Skills among the Zambian citizens.

“This will also help reduce the cost of doing business,” said Mr. Chipoka.

He said that Zambia is committed to improving the internet connectivity throughout the country.

Speaking at the same event, Common Market for Eastern and Southern Africa (COMESA) Secretary General Chileshe Kapwepwe said there cannot be talk about expanding market productivity, value addition value chains without a common position and harmonization.

Ms. Kapwepwe said the role of COMESA in the region is critical in bringing the countries together and also to look at designs for interventions, programmes, and projects, which can now speak to the needs of African countries.

“The role that we (COMESA) play is critical in the sense that you cannot talk about value change across different countries, when there is no harmonization,” she said.

Ms. Kapwepwe also disclosed that COMESA is there to support even private sector investments through various harmonisation programmes.
“So, all those business chains come together to ensure that we create solutions that are practical matter, even to the private sector, who go out and conduct business and do the trade,” she concluded.

And Trademark Africa Chairman Erastus Mwencha commended the role Private Public Partnerships (PPP’s) play in financing capital investments in Africa.
Mr. Mwencha, who is also former COMESA Secretary General, said PPP’s provide frameworks to close financing gaps in capital projects.

He added that there was need for African governments to develop policies that will allow PPP’s to operate freely and profitably.

The Roundtable discussion was an event climaxing the 16th COMESA Business Forum held in Lusaka ahead of the 22nd COMESA Heads of State Summit to be held at Mulungushi International Conference Centre in Lusaka.

Zambia’s Commitment to Regional Integration and Value Addition: Boosting COMESA’s Economic Prosperity

The Zambian government has pledged its commitment to supporting the economic integration of the Common Market for Eastern and Southern Africa (COMESA) and the Africa region.

Minister of Commerce Trade and Industry Chipoka Mulenga says to this effect, Zambia is promoting the creation of regional value chains in order to support value addition to the continent’s vast resources.

He explained that to achieve this Zambia is establishing initiatives with its neighboring countries such as Zimbabwe and the Democratic Republic of the Congo (DRC) aimed at contributing to regional cooperation and integration in different value chain sectors.

ZANIS reports that Mr Mulenga was speaking in Lusaka today during the 16th COMESA Business Forum hosted by the COMESA Business Council.

“One-way Zambia is doing this is through the establishment of the Zambia and Zimbabwe Common Agro Industrial Park (CAIP). This cooperation will contribute to regional integration through the development of cross-border value chains in sectors in which the two countries have comparative advantage to transform our raw materials into processed products. In addition, Zambia and the DRC signed a Cooperation Agreement for the Development of a Value Chain in the Electric Vehicle Battery and Clean Energy sector,” he stated.

Mr Mulenga however, explained that the initiatives will not only benefit the three countries, but will enhance intra-Africa free trade and investment through COMESA and the African Continental Free Trade Area, by promoting value addition and integration in mineral endowments of the continent.

He added that this is why there is a need for concerted efforts from all governments in the African region to promote the shared economic prosperity by providing a conducive business environment supported by a strong policy framework for the private sector to thrive.

” As Zambia, we have been undertaking business reforms intended to improve the investment climate. We need to support value addition to our vast resources and to do this, the private sector is encouraged to use platforms such as this one to create viable business linkages. We need to join hands to drive our economic prosperity,” he said.

He further commended the COMESA Business Council and the business community at large, for the commitment shown in fostering trade and investment within the region, adding that the forum creates a platform for countries to explore opportunities and facilitate regional integration.

” It is heart-warming and encouraging to see that the region is on a positive trajectory recording a steady increase in intra-regional trade from USD 9.2 billion in 2019 to USD 9.9 billion in 2022. With this progress, I am positive that this Business Forum will leverage on the gains and consolidate growth in intra-trade and investment potential in the region.

Meanwhile, COMESA Business Council president, Marday Vankatasamy, has called on COMESA member states to increase the trading levels within the region.
Mr Vankatasamy expressed concern that intra-COMESA trade has continued to be low at about US$12.7 billion dollars.

He explained that this is because the member states trade more with the rest of the world than among themselves despite the enormous opportunity that each member has that can be exploited.

” In order to increase intra-COMESA trade, it calls upon Member States to deepen trade with their existing trading partners in COMESA and also expand trade with other Member States in COMESA because the potential is there for each country to contribute to intra trade,” he noted.

Mr Vankatasamy also called on the private sector to play an active role in fostering a sustainable trade development agenda in the region as it recovers from the global economic shocks such as the COVID 19 and the tension between Russia and Ukraine.

Earlier, COMESA Secretary General Chileshe Kapwepwe also emphasized on the need for the Public-Private Sector partnership,if the region is to grow it’s intra trade.

Ms Kapwepwe explained that COMESA will use the existing institution such as the COMESA Business Council to leverage on the potential of member states to increase intra-COMESA trade through private sector development.

” It is always important to synergise and capitalise on each other’s strengths in targeted focus areas.The COMESA Secretariat and CBC are closely working together on several initiatives in promoting private sector development in the COMESA region,”she said.

Africa Continent Free Trade Area (AfCFTA) Secretariat Secretary General Wamkele Mene commended COMESA for having 19 out of its 21 member states ratify the AfCFTA agreement.

Mr Mene explained that this makes COMESA the largest economic bloc to ratify the agreement,which is aimed at promoting intra African trade and investment.

Government considering engaging all its three wings of the Ministry of Defense into production

Government says it is strategically considering engaging all its three wings of the Ministry of Defense into production especially during the time when there is peace in the country.

Minister of Defense, Ambrose Lufuma says there is need for the Zambia National Service (ZNS), Zambia Army and Zambia Air Force (ZAF) to be fully engaged and be the leaders in production in the country to enhance development.

Mr. Lufuma who is on a familiarization tour of general operations of the defense forces and checking on the welfare of men and women in uniform in Western Province, said this when he paid a courtesy call on Provincial Permanent Secretary, Simomo Akapelwa in Mongu.

Mr. Lufuma observed that the military is already well organised and that apart from ZNS which is engaged in agriculture, there was need for all the defense wings to also venture into manufacturing, tourism and transportation, among others, so as to emulate countries like Egypt and Rwanda that are performing well.

‘’As defense forces, we can only succeed in production through serious orientation and bringing on board everyone from top command to the least person,’’ he said.

Earlier, Mr Akapelwa praised the Ministry of Defense for establishing an army post in Shangombo District that restored confidence to the government due to a debate on a border line between people of Angola and Zambia.

‘’I also applaud the Ministry of Defense for quickly moving in when asked to provide road and air transport in delivering relief food, Food Reserve Agency (FRA) stocks and in national exercises such as census and elections,’’ Mr. Akapelwa said.

He also said engaging defense forces in production was a good idea and this required training a lot of personnel in engineering.

Sylvia Masebo calls for safer food handling to prevent illnesses, fatalities and costs on the health care system

Minister of Health Sylvia Masebo has called for safer food handling in order to prevent illnesses, fatalities and reduce costs on the health care system.

When launching the Fifth World Food Safety Day on television, Ms. Masebo said food safety is essential in protecting individuals from bacteria, parasites and contaminants.

The United Nations General Assembly in 2018 December adopted and designated 7th June every year as World Food Safety day in order to strengthen food safety measures globally.

Ms. Masebo said food safety standards ensure protection of the lives of everyone as they establish the criteria which food should meet to protect consumers and establish confidence in the product.

“Food safety is essential in protecting individuals from bacteria, parasites, contaminants such as heavy metals and residues of pesticides and veterinary drugs that can be passed through food consumption. By practicing safe food handling, these food hazards can prevent illnesses and fatalities and reduce costs on the health care system. Food safety is an essential part of food security and it is only safe food that can meet nutritional needs and help adults to live an active and healthy life and children to grow and develop. Therefore, Food safety has a direct impact on health as Safe food allows for the uptake of nutrients, promotes long-term human development and achievement of several of the Sustainable Development Goals,” Ms. Masebo said.

“Although Zambia has had challenges to quantify the burden of foodborne illnesses, studies indicate that most diarrheal cases are strongly associated with food contamination and food poisoning. In 2018, 933 cases with four (4) deaths were recoded because of food poisoning and it is hence imperative that the government enforces safe food standards from the farm to the table.Food safety standards ensure protection of the lives of everyone as they establish the criteria which food should meet to protect consumers and establish confidence in the product. The Codex Alimentarius Commission, to which Zambia is a member since 1971, has been setting international food standards for 60 years. The Codex Alimentarius has 236 standards, 84 guidelines, 56 codes of practice, 126 maximum levels for contaminants in food, and over 10 000 quantitative standards covering maximum levels for food additives and maximum residue limits for pesticides and veterinary drugs in food. Adoption of these standards and guidelines into national legislation ensures reduction of food hazards and protection of the consumers from ill health associated with consumption of unsafe food,” she said.

Ms. Masebo said health risks associated with veterinary drug residues have been a source of concern due to antimicrobial resistance in humans.

Ms. Masebo continued:” It is therefore the duty of the Government to help protect the livelihoods of food traders by establishing a robust food control system and rigorous export and import controls. Food standards also protect consumers by making sure that the food they consume is safer and contributes to consumer confidence in the products.The Government under the leadership of His Excellency, Mr. Hakainde Hichilema, President of Republic of Zambia has put up robust measures to improve food safety.Following the enactment of the Food Safety Act No.7 of 2019, the Ministry has commenced development of science driven Food Safety regulations and reviewing the Food and Drugs Regulations, which are anchored on the repealed Food and Drugs Act Chapter 303. The Ministry is also in its final stage of appointing the members of the Food Safety Coordinating Committee in order to strengthen stakeholder coordination in the food value chain.”

Ms. Masebo added that the fifth World Food Safety Day is meant to draw attention and inspire action to help prevent, detect and manage foodborne risks.

“The Ministry in collaboration with the Ministry of Commerce Trade and Industry and with support from the European Union Development Fund Round 11 has developed and finalized the Food Safety inspection manual for Border Posts and currently commenced development of the Food Safety sampling plans, which are currently in their draft phase awaiting finalization. Government requests World Bank and International Civil Aviation Organisation to assist Zambia produce aviation fuel

Minister of Transport Frank Tayali has said the Government has requested World Bank and International Civil Aviation Organisation (ICAO) to assist Zambia to produce aviation fuel through the Sustainable Aviation Fuel (SAF) Project.

Speaking at the 8th Aviation Annual Stakeholders’ Forum in Lusaka on Wednesday, Mr. Tayali said this has been done in a bid to reduce the cost of aviation fuel.

He said as Zambia targets to become a transport and logistics hub in the Southern African Region reducing the cost of aviation fuel would be key.

Mr. Tayali highlighted the importance of the of the aviation industry to the growth and development of the economy.

“The Aviation Industry plays a key catalytic and enabling role in the growth and development of the economy, and it is imperative that we discuss and address key issues that may affect us in the development of this sub-sector.I wish to commend the Zambia Airports Corporation Limited for their commitment to host this event annually and I further wish to thank all stakeholders here today; your presence is testament to the commitment we collectively share towards the advancement of the Aviation sub-sector.The Aviation sub-sector has undergone a major facelift with the New Dawn Administration prioritising the rehabilitation and development of airports, including strategic and provincial aerodromes for the industry to grow. This is evident by the huge investments that have been and continue to be injected into the sector,” Mr. Tayali said.

“The upgrades will include the expansion of passenger terminals, fuel farms and fencing of all provincial airports, as well as cargo handling facilities in all the provincial airports and runway lights. These facilities are meant to bring down the cost of aviation and encourage high value exports to come from the provinces to be bulked in Lusaka or Ndola for onward transportation to other countries. The Upgrading Plan for Provincial Airport Infrastructure will see a phased plan of infrastructure upgrade at several facilities over the remaining period of the next three (3) years.The New Dawn Government is acting on its intention of making Lusaka a regional aviation and logistics hub. One of the major objectives is to reduce the cost of aviation fuel. Therefore, we have requested the World Bank and International Civil Aviation Organisation (ICAO) to assist Zambia to produce aviation fuel through the Sustainable Aviation Fuel (SAF) Project,” he said.

Mr. Tayali said the New Dawn Government is committed to providing an enabling environment to encourage economic growth.

“We recently witnessed the relaunch of Turkish Airlines into Lusaka, the reintroduction of Proflight Zambia operating into Durban and the newly launched Zambia Airways route into Harare and Johannesburg. The New Dawn Government is committed to providing an enabling environment to encourage economic growth. We stand ready to support the industry in ensuring that it recovers fully. The passenger statistics for ZACL in 2022 represented an overall recovery of 89% to pre-COVID-19 levels, compared to recovery levels of 41% in 2021 and 29% in 2020. Overall, international passengers recovered by 83% and domestic passengers by 111%. This portrays that we are headed in the right direction. However, we can only succeed if we collaborate effectively and efficiently. Last year when we met, three main issues came up, these were, fuel, lounges and competition. In our review of the progress report, my office is NOT too happy with the progress that has been made in addressing some of these issues.”

Mr. Tayali continued:”We have carefully looked at the sector and I am, therefore directing as follows: -1) Henceforth, the Zambia Civil Aviation Authority as Regulator shall take lead in organising and following up on matters for the Aviation Stakeholders’ Forum. This will include any special issues that will require addressing rather than wait for an entire year to indicate progress. I expect that quarterly reports will be provided to my office, through the Permanent Secretary, indicating what progress is being made on these issues.2) On the lounges, Zambia Airports must provide lounges to the airlines if they request. Fix the price per square metre and provide the major airlines with lounges and the major domestic airlines like Zambia Airways and Proflight. This will promote competition in the services being provided.”

“With regard to Jet A 1, it is not right to have one monopolistic operator at KKIA or any International Airport. Henceforth, ensure that there is a minimum of three operators in all international airports. This will promote competition and reduce the price of jet A 1 fuel.Zambia Airports should ensure that every designated provincial airport has a fuel terminal so that operators can find jet A 1 fuel in close proximity. Further, the provincial airports should not just be upgraded, but that the facilities that are built should be built to acceptable world class standards.Zambia Airports Corporation Limited must forthwith ensure that all rentable space in their different premises is occupied. I am happy to note that Sarago has come on board to this effect.The Civil Aviation Authority must, within 6 months, have a Service Charter that clearly defines how many days it will take to issue any licence or service.As we navigate the challenges and opportunities the Aviation Industry, let us take advantage of today’s interaction to share how best we can work towards achieving our regional hub status,” Mr. Tayali concluded.

FQM consolidates ts Kansanshi mining operations in readiness for the S3 expansion

First Quantum Minerals will consolidate the Road and Earthworks Division, Mining Divisions and related supporting services currently carried out by First Quantum Mining Operations Limited (FQMO) with the operations at Kansanshi Mining Plc (KMP).

FQMO was the original First Quantum Minerals corporate entity in Zambia which operated the Bwana Mkubwa mine. Following the expansion of the First Quantum operations in Zambia, with both the Kansanshi and Sentinel mines, FQMO evolved to house a wide range of business functions to support these operations including mining, road and earthworks, exploration, corporate services, CSR, community health and other services.

The purpose of this consolidation is to re-organise the First Quantum Zambian business operations in a more logical and efficient way by housing all units that solely service Kansanshi under one roof. FQMO will now focus on providing corporate and other services to all FQM Group companies.

In a statement to all FQM Zambia Employees, Rudi Badenhorst, the Chief Operating Office says “We remain highly optimistic about the prospects and outlook for the mining industry in Zambia, and our unwavering commitment to Kansanshi is demonstrated through our substantial investments in the S3 project, smelter upgrade, mine fleet enhancement and other strategic initiatives totaling over USD 1billion over the next 2 years. Consolidating our mining operations at Kansanshi will enable us to better support the roll-out of these projects.

Zambia Urged to Abandon IMF Deal in Light of Destructive Economic Impact

In a recent article published by PF Media Director Antonio Mwanza, he argues that Zambia should immediately terminate its deal with the International Monetary Fund (IMF) due to the detrimental effects it has had on the country’s economy. Mwanza highlights the key facts of the IMF deal, emphasizing that it is a loan and not a grant that Zambia will eventually have to repay. He also points out that the funds are primarily meant for balance of payment purposes and not economic development.

According to Mwanza, the IMF has imposed stringent conditionalities on Zambia, including austerity measures, negative tax policies, and the privatization of state assets. These measures have led to unbearable economic hardships, a turbulent economic outlook, and increased poverty levels in the country.

One of the outcomes of the IMF conditionalities, as highlighted by Mwanza, is the astronomical increase in fuel prices, which have risen from K17 per litre to K24 per litre in a span of just eight months. This has contributed to a high cost of living, impacting essentials such as food, transport, and rentals. Furthermore, reduced government revenue due to tax holidays given to foreign-owned mining conglomerates has resulted in significant losses in the mining sector.

The article also cites the reduced liquidity in the economy, caused by negative fiscal policies and limited lending by commercial banks, as a major concern. Escalating youth unemployment is another consequence of the IMF deal, as the private sector has been clouded out by the government’s failure to pay outstanding arrears to contractors and suppliers.

Mwanza argues that the IMF has failed to deliver on its promises to help negotiate debt repayment structures. Instead, the organization is perceived to be exploiting Zambia’s resources through destructive economic policies and conditionalities that worsen the country’s economic situation.

Mwanza suggests that the Zambian government should discontinue or terminate the IMF deal and explore alternative solutions. Mwanza proposes negotiating directly with creditors, addressing tax breaks and illicit financial flows, investing in processing and manufacturing, and boosting agricultural production to generate revenue. Additionally, the government must pay outstanding arrears to local suppliers and contractors, provide tax incentives to local businesses, increase transparency and accountability, and reduce wasteful expenditures.

Mwanza, in conclusion, urges the Zambian government to take decisive action and abandon the IMF deal. He emphasizes the need to prioritize the country’s own resources and economic potential, suggesting that Zambia can achieve prosperity by implementing sound economic policies, strengthening the private sector, and combating corruption.

PF MPs Walk Out of Parliament in Protest of State Police’s Treatment of MPs

The Leader of the Opposition in Parliament, Brian Mundubile, has strongly criticized the New Dawn Administration for its alleged violation of human rights, specifically citing the ongoing arrests and mistreatment of Members of Parliament (MPs) by state police. In response to these concerns, opposition MPs staged a walkout from Parliament today, aiming to convey a message to Home Affairs and Internal Security Minister Jack Mwiimbu that they will not tolerate harassment and mistreatment from the police.

Mundubile emphasized the need for the Inspector General of Police to ensure that law enforcement officers are trained in how to treat Members of Parliament. He expressed frustration that while MPs are respected internationally, they are subjected to treatment akin to that of criminals within their own country. The walkout, according to Mundubile, was a symbolic action aimed at drawing attention to these issues.

“We have observed a concerning trend whereby MPs are being abducted and arrested without any prior notification or callouts,” Mundubile stated. “Recently, Honorable Robert Kalimi and Honorable Christopher Shakafuswa were arrested without being given any form of notice. We do not argue that MPs are immune from arrests; they are still subject to the law. However, the manner in which arrests are carried out should be conducted in an orderly fashion, considering the respect and stature of an MP. What harm is there in giving an MP a callout?”

Mundubile went further to allege that the police receive direct instructions from State House on how to harass opposition MPs. He claimed that President Hakainde Hichilema intended to instill fear in MPs due to attempts to sway them to join the United Party for National Development (UPND).

Expressing their discontent with the police’s conduct, the affected MPs, including Honorable Robert Kalimi (Malole MP), Honorable Munir Zulu (Lumezi MP), and Christopher Shakafuswa (Mandevu MP), spoke out against their mistreatment. Honorable Kalimi stated that the separation of powers in the country was under threat, as evidenced by the arrests of MPs without the knowledge of the Speaker. Honorable Shakafuswa pledged to continue speaking out against injustice and defending the nation’s democracy, while also challenging the alleged abuse of power by the police under the New Dawn Government.

Adding to the chorus of criticism, Honorable Zulu questioned why opposition members, particularly those from certain regions, were consistently targeted by the same police squad.

The walkout by PF MPs serves as a stark reminder of the deepening political divide in the country and raises concerns about the alleged infringement on the rights of elected officials. The New Dawn Administration and the police authorities have yet to respond to these allegations, leaving the public eagerly awaiting their official statements and a potential resolution to the ongoing issue.

Durban, with its sub-tropical climate and friendly people, has long been hailed as the warmest place to be on the shores of the Indian Ocean. I recently had the opportunity to experience the vibrant city firsthand as I represented Lusaka Times at Africa’s Travel Indaba, a premier African leisure trade show,organised by South African Tourism. From the moment I landed at The King Shaka International Airport, I could feel the buzz of excitement surrounding the event and the city.

The Indaba, which had returned in person after a two-year hiatus due to the Covid-19 pandemic, aimed to create market access for a wide range of African leisure tourism products. The event was preceded by a Business Opportunity Networking Day (BONDay), providing a platform for thought leadership, knowledge sharing, and the latest global trends in the travel industry.

Upon arrival, the airport was adorned with large branding materials promoting the Indaba, and registration desks were strategically placed to assist delegates. Shuttles were readily available to transport attendees to their hotels, and I hopped on one to reach the Southern Sun Elangeni & Maharani. This iconic beachfront hotel offered breathtaking views of the Indian Ocean and served as my base for the next two weeks of adventure.

The welcoming dinner at the exclusive Pencil Club in Umhlanga was a taste of the luxurious experiences to come.The Pencil Club is inspired by the writings of I, Pencil by Leonard E. Read and is rumoured that it will set you back around K120, 000 for annual membership at the Pencil Club, a place where Durban’s socialites and politicians like to be seen. Over Merlot and delicious Lamb Shanks, I had the opportunity to meet my wonderful hosts and fellow guests from various African countries, representing the marketing, arts/entertainment, and media sectors. It was an exciting gathering filled with anticipation for the upcoming events.

The first three days of the Indaba were dedicated to serious meetings and industry discussions. The official opening ceremony was graced by South Africa’s Tourism Minister, Patricia De Lille, who passionately emphasized the need for collaboration among African countries rather than viewing each other as competitors. She called for a change in the visa regime across the continent, advocating for a harmonized system to facilitate travel and boost tourism.

As a Zambian journalist, I was particularly proud to witness Zambia’s strong presence at the Indaba. As if to make a statement that Zambia was back in the Champions League, the Zambian stand was not only the largest but it had the most traffic. The Zambian stand, creatively showcasing tourism products, attracted a significant amount of attention.On Day 3 after the closing ceremony, Zambia deservedly won the prestigious Nest International Exhibit Award at the Indaba. Hon. Sikumba accompanied by Permanent Secretary Evans Muhanga and ZTA Chief Executive Officer Matongo Mwatamwandi was in hand to receive the prize. To celebrate, a party was thrown at the stand, the Zambian way. The team from ZTA managed to bring in cases of the iconic Mosi Lager, they had Zambian cuisine served at the party and Finkubala and Dry Fish proved very popular with the guests. Music from Yo Maps and some classic Kalindula kept the guests dancing.

I managed to sneak out and abandon my Zambian family for the first real excursion of the trip, the Durban Kasi Experience. Driven in top of the range brand new Jepp’s,we headed out to Umlazi, Durban’s largest township. We arrived just under 10 pm at a packed venue to sounds of Amapiano and some inviting aroma of Shisa Nyama,and I couldn’t resist indulging in both, after all, it was Wednesday night and we were at the most sought after place in Umlanzi, Max Lifestyle Village, a black owned establishment that was voted as one of the top ten restaurants in the world.

I decided to head out to the beach the following morning with a mission to shed off a few calories I had accumulated the entire time I had been there and merely eating and attending meetings.
I,therefore embarked on a beach run to enjoy the pristine coastline and the revitalizing waters of the Indian Ocean. The recent efforts to restore and clean the beaches after the floods were evident, creating a beautiful environment for outdoor activities. When I checked my smart watch, I had clocked a reasonable 5 kilometres on a sandy beach and was ready for more adventure.

A visit to Florida Street was another must-do experience recommended by our hosts. This vibrant area of Durban offers a taste of the city’s nightlife and culinary delights. We dined at an Italian restaurant, not far from the famous Wish establishment, where renowned South African rapper Aka was brutally murdered . The restaurant has since closed, but its memory lingers in the hearts of the locals.

They say the best way to know a city is to run through it, well, I drove around it. I hopped on the Durban City Bus Tour, a three-hour journey that took me through the iconic landmarks of Durban. From the Victoria Street Market, Moses Mabhida Stadium,the botanical gardens,the city hall up to Ushaka Marine.The tour offered glimpses of the city’s rich heritage and its strong ties with India, exemplified by the bustling Mahatma Gandhi Street. I learned that the deep connection between Durban and India dates back to the arrival of scores of Indians in the late 19th century, seeking work in the city’s sugar industry. Today, Durban boasts the largest concentration of Indians outside of India, making it a vibrant cultural melting pot.

With only a day left in Durban, I couldn’t miss out on the opportunity for some adventure tourism. Our group set off for a mountain hike in the awe-inspiring Drakensberg Mountains. As a first-time climber, I relished the thrill of the 1.5-kilometer trek, surrounded by breathtaking natural beauty. The day concluded with a lively musical concert, the Be You Experience, held at Giba Gorge, where local talent showcased their musical prowess while we enjoyed the refreshing local beers.

The following day, our journey led us to the Eastern Cape, where we were greeted with a packed program of exciting activities. The Fynbos Golf and Country Estate became our home for the next three days, offering stunning views of the Tsitsikamma Mountains,sea-side cliffs and the mesmerizing coastline. Although I don’t play golf, I took pleasure in strolling through the beautifully manicured green course, soaking in the tranquility of the surroundings.

During my time in the Eastern Cape, I ventured into several exhilarating activities that reminded me of the joy of living life to the fullest. I experienced the adrenaline rush of a canopy tour in the Tsitsikamma Indigenous forest, gliding through treetop slides that offered a unique perspective of the lush greenery. Though I couldn’t summon the courage for bungee jumping at Bloukrans Bridge, riding a Segway for the first time brought out my inner child, as I effortlessly maneuvered through the picturesque landscapes.

South Africa’s Tourism Minister, Patricia De Lille, shared encouraging statistics during the Indaba, indicating a steady recovery of the tourism industry. The country saw an impressive 102.5% increase in tourist arrivals in the first quarter of the year compared to the same period in 2022, with a target of returning to pre-pandemic levels of nearly 6 million visitors.
