ZNFU says Zambia maize harvest to drop by 30% this year as President Lungu assures the nation

The Zambia National Farmers Union says the country’s current 2015/2016 maize harvest is expected to be a third lower than the previous year due to severe drought in many parts of the country.

Zambia’s maize harvest dropped 22% to 2.6 million tonnes in the 2014/2015 season versus the previous season.ZNFU Spokesman Kingsley Kaswende said if the current weather pattern continues maize production may drop by 30 percent.

He said the country’s high production areas have not had enough rain.A further 30 per cent decline would imply 1.8 million tonnes of production of the country’s staple crop in 2016, the lowest for seven years.

“It’s still a bit too early to give precise figures for this year, but because of the severity of the situation we expect that reduction in yields could be as much as 30 per cent,” Mr Kaswende said.
“These are modest estimations. If the current weather pattern continues, we are likely to have a reduction well above 30 per cent.”

Meanwhile President Edgar Lungu has assured the nation that government has put in place measures to ensure that adequate maize stocks are secured to guarantee both household and national food security.

Speaking during a brief meeting with four traditional leaders who included Chiefs Choongo, Hamusonde, Chona and Monze in Monze district yesterday, President Lungu said government was ready to sacrifice resources of other economic demands to secure enough food stock for the country.

The president noted that the country still had enough maize stock to last up to June this year adding that the government was making frantic efforts to import more maize stocks in case of poor crop yields because of the poor rainfall patterns in most parts of the country experienced so far.

“ I want to assure the nation that my government is making all efforts to secure adequate maize stocks because the current stocks we have will be depleted by June this year,” said President Lungu.

“As government we are alive to the fact that we have poor rainfall patterns in some parts of the country but as Patriotic Front (PF) government we shall do whatever it takes, even sacrifice resources meant for economic growth to ensure that no Zambian starves to death as a result of hunger,” said Mr. Lungu.

He disclosed that government was committed to prudently use the available resources to buy maize stocks from South America as well as setting up solar milling plants across the country as soon as possible to make mealie meal prices affordable to all Zambians.

According to recent World Food Programme (WFP) study an estimated 14 million people risk facing serious hunger in Southern Africa following the effects of adverse climatic conditions during the last farming season.

Controversial musician Clifford Dimba commonly known as General Kanene has reacted to the decision to revoke his appointment as GBV Ambassador by President Edgar Lungu stating that he is unmoved as the appointment did not mean anything.

Kanene said the appointment was just a title that did not amount to anything and revealed that he was not been paid for that role.

He said it was difficult for him to execute his role as Ambassador because he did not receive any help from State House.

“I didn’t even have transport to move around to carry out my work. How does one expect an Ambassador to work without a car? How do I sensitise the people against GBV if I can’t even move?”

He said the revocation of his appointment does not change anything about his life.

“I still remain an artiste. That is my talent, I am a musician, no one can take that away from me. If anything, now I am now even free to do my work as an artiste,” Kanene said in an interview.

He disclosed that no one has helped him since his release from prison where he was serving an 18-month jail sentence for defilement.

“As an artiste, the time I spend in the studio composing music costs money, I have to pay the owners of the studio. Even now as you are talking to me, I am in the studio and I have to pay. I don’t have that money.

Everything I had was messed up when I went to jail. I have a family, I need to feed my children and all these people that are talking about me have never even bought me a bag of mealie meal.”

Kanene was however full of praise for President Lungu for granting him freedom.

“I will forever be grateful to President Lungu, that man is a good man. Even with what has happened this week, I cannot say anything about Mr Lungu, he has given me freedom.”

He also castigated some opposition political parties for allegedly trying to bring confusion between himself and State House.

“I cannot abandon Mr Lungu, I will always remain his big supporter.”

Meanwhile, NGOCC Executive Director Ngwase Mwale said the organisation has noted the decision by President Lungu to revoke the appointment of Kanene as an Ambassador against GBV.

Ms. Mwale said NGOCC is again appealing to President Lungu to reconsider the pardon of Kanene from serving his jail term as he has clearly not reformed given his record in the few months he has been out of prison.

“As an organization, we were opposed to the earlier decision by the Head of State to have appointed a convicted child defiler to champion the cause against Gender Based Violence. This revocation decision therefore fortifies our position on the need for the President to consult widely before making significant decisions,” Ms. Mwale said.

“While the President enjoys prerogative powers to make decisions including pardoning convicted criminals, there is need for a clear framework to guide this process, to avoid situations where the Presidency is mortified. Those who advise the Head of State must at all times insulate the institution of Presidency against such mortifying decisions, that have far reaching consequences on society in general and the women.”

She added, “It is anticipated that the president will now be a real He For She Champion, and provide the needed leadership in the fight against Gender Based Violence to safeguard the wellbeing of women and the girl child. The reversal of the decision on Gen Kanene is therefore now more befitting for the HeForShe Champion he is.”

Diggers target Rugby league title

Diggers Rugby Club captain Mwansa Maipambe says his side’s prime target this year will be to wrestle the national league title from champions Red Arrows.

Maipambe said the Kitwe outfit head into the 2016 season determined to put behind their poor fortunes from the last three seasons.

Diggers finished fifth in the Zambia Rugby Union First Division League with 25 points, 37 behind champions Arrows.

“We are hoping that we will have a better season this year,” Maipambe said.

“At the end of the season we want to win the league while winning cups will be a bonus,” he said.

Diggers led by coach Lawrence Njovu have launched early preparations ahead of this year’s season.

“Diggers has always been known as a big team so our supporters should expect good results. We will not disappoint them this season,” Maipambe said.

The Men at Work last won the league title in 2012 under the late coach Robertson ‘Plough’ Kang’ongwe.

Since then Arrows have dominated the show with a hat-trick of league titles in the past three seasons.

  • Kevin Heart was in top form in this one . tremendous performance.
  • Ice Cube also put in a top-notch performance.
  • The story felt fresh as it did not rely heavily on the first Ride Along movie ,as most sequels do.

  • Kevin Heart plays basically the same character in all his movies , so you already now what to expect from him . Which is both good and bad .

CONCLUSION

Ride Along 2 is definitely the funniest movie i have watched in some time . It is hilarious from the beginning to the end . The first Ride Along ,that was released in 2014, was great , but this one took things to a much higher level ,with a much better, interesting story line and outrageous comedic antics. Kevin Heart and Ice Cube had excellent chemistry they work extremely well with each other .The always funny, Ken Jeong , was a good addition to the cast. 

This is a must watch movie for anyone who needs a good laugh ! I would not be surprised if they make Ride Along 3 .

Government says it regrets remarks attributed to Senior Chief Bright Nalubamba in which he is alleged as having accused Government of perpetrating tribal talk, as reported in Tuesday’s Post newspaper.

Chief Government Spokesperson Chishimba Kambwili says it is further regrettable that a statement full of nothing but insults against the Government was published by the newspaper.

Mr Kambwili who is also Information and Broadcasting Services Minister says contrary to the allegation, Government, under the leadership of President Edgar Chagwa Lungu, is building an inclusive and united Zambia in which all Zambians, regardless of tribe,colour or political affiliation, have an equal say and stake in the affairs of the country.

He says, in the same vein, Government has been preaching against hate speech which has the potential to divide the country.

Mr Kambwili said Government holds chiefs in high esteem and always relies upon their wise counsel in promoting unity in the country.

He said this is why Government has been taken aback by remarks attributed to Chief Nalubamba and hopes he was misquoted.

Mr. Kambwili said Government remains unwavering in building a united and prosperous Zambia under the ‘One Zambia One Nation’ motto which has bound the nation together since independence.

This contained in a statement released to ZNBC News by Mr Kambwili.

The Minister was reacting to a statement attributed to the traditional leader as attacking the current administration.

Meanwhile, PF Lusaka Province Youth Chairperson Kennedy Kamba says the PF will concentrate on fostering national unity and development as promised during the election campaigns.

Mr Kamba says remarks in Tuesday’s edition of the Post Newspaper attributed to Senior Chief Nalubamba attacking the PF are regrettable.

He was speaking to ZNBC news in LUSAKA.

ZAMBIA and Germany have signed a joint declaration of intent on agriculture in a bid to promote climate smart agriculture in the agro-forestry sector through mechanisation technology.

The declaration, which has further strengthened relations between the two countries, was signed on Monday in Berlin, Germany on the side-lines of the 5th AGCO Africa Summit.

Minister of Agriculture Given Lubinda said the declaration will not only promote agro-forestry in Zambia but will also assist farmers to invest in alternative methods of production that will increase the health of the soils and productivity.

This is according to a statement issued in Lusaka yesterday by first secretary for press and public relations at the Zambian embassy in Germany, Yvonne Chibemba.

Mr Lubinda said the Agricultural Knowledge and Training Centre was playing an important role of in improving production, with its introduction of mechanisation to the Zambian farmers.

“I sincerely want to thank the German government for co-operating with Zambia in these areas, there are indeed areas that will improve not only agriculture, but through agriculture, will improve the health status of our people and reduce the level of poverty of our people,” he said.

Mr Lubinda said Zambia and Germany enjoy mutually- beneficial relations and is optimistic that the two countries would continue to enhance co-operation in the agriculture sector.

And German Federal Minister of Food and Agriculture, Christian Schmidt said the two countries could, through their ministries, develop programmes that would indicate future areas of co-operation.

Mr Schmidt noted that there is still more work to be done on the mechanisation of the agriculture sector for the benefit of smallholder farmers to help improve production.

“My ministry is pleased to co-operate very closely with the Federal Ministry for Economic Co-operation and Development, which already has an ongoing project in Zambia on small-scale farming,” he said.

He also congratulated Zambia on being selected to the next 134th Inter-Parliamentary Union assembly this March.

Civic Leaders appeal to the President to help revoke the Grade 12 Certificate clause

Several Civic Leaders in Mkushi District have appealed to President Edgar Lungu to facilitate for the revocation of the Clause in the Constitution Amendment Bill that requires Ward Councillors to have Grade 12 Certificates.

Chlata Ward Councillor James Nshimba (MMD) stated this to ZANIS, saying that there is need to consider that the position of Councillor should reflect the choice of the common people without regard for academic qualification.

Mr. Nshimba observed that the insistence on Grade 12 qualifications would lead to what he termed as domination of leadership by the elite.

He pointed out that democracy ought to reflect the true choice of the people, adding that this should be applied to Ward Councillors as they should come from amongst the common people.

He said that Councillors emerged from the grass root political structures such as Section Branch levels, saying that the strength and stability that these people gave their parties did not depend on Grade 12 qualifications.

Mr. Nshimba maintained that there is need for Presidential intervention in facilitating for the Amendment Bill to be revoked, explaining that such a move would accord the common citizen chance to leadership.

He stressed that there is need for people to acknowledge that leadership is about wisdom and not academic qualifications.

Recently, Gershom Musonda of Mkushi’s Civil Society for Poverty Reduction(CSPR) gave his support for President Lungu’s endorsement of the Constitution Clause that required Councillors and Members of Parliament(MPs) to have Grade 12 Certificates.

GOVERNMENT has started engaging stakeholders countrywide to develop a land policy that will strengthen land tenure security for all categories of landholders especially among women and the rural and urban poor.

Ministry of Lands, Natural Resources and Environmental Protection Public Relations Officer Diniwe Zulu said three Provincial Consultative meetings have so far been held to enable the country come up with a better lands policy.

Ms Zulu said her Ministry had lined-up Provincial Consultative meetings in all 10 Provinces where stakeholders from various interest groups would provide their views and recommendations as well as critique the document.

In a press statement released yesterday, Ms Zulu said there was a national ownership in the land policy formulation process to enable smooth and easy implementation of the document especially at grass-root level.

“The Government remains committed to engaging in a consultative process that will lead to the development of a policy that will strengthen land tenure security for all categories of landholders, and especially among women and the rural and urban poor.

“This is in order to enhance sustainable and productive management of land resources in a transparent and cost effective manner, while at the same time providing for a better framework for conservation and protection of ecologically sensitive areas, as well as cost-effective and efficient settlement of land disputes,” Ms Zulu said.

The Ministry of Lands, Natural Resources and Environmental Protection is responsible for Land Policy development and implementation in collaboration with other stakeholders.

For a long time, Zambia has not had a single, comprehensive, clearly defined and codified land policy to serve as an overarching policy framework to provide the necessary policy guidance on land administration and management.

However, various pieces of Legislation and administrative circulars are in place to support and facilitate land management, administration and governance.

In 2006, the Government embarked on the development of a National Land Policy through a country-wide consultative process, and this culminated into the Draft Land Policy of 2006.

In 2013, the Government, through the Ministry undertook further work to refine the draft Policy of 2006, but could not immediately proceed to finalise it due to the need to take into account the provisions and recommendations advanced under the Constitutional Amendment Process.

Having been ably guided by the provisions of the constitution pertaining to Land, the Government is eager to revise the draft Land Policy of 2006 with a view to having in place a Land Policy that meets the aspirations of the people.

The consultative process to review and finalise the draft Policy has therefore been re-activated from November 2015, under the leadership of the Ministry.

“The consultative process is ensuring that Roles of local and community-based land administration structures and those of the State are recognised and how these can best cooperate with each other in the formulation and implementation of the policy;

There is inclusive, full and informed participation of all stakeholders, including women, youth, Traditional Leaders and Civil Society Organizations among others,” Ms Zulu said.

Unknown disease torments a two year old boy, father appeals for help

A TWO-YEAR Old boy Joseph Mubanga is agonizing in pain and discomfort from unknown disease that affected him few months after birth.

Mubanga has a strange illness that has been growing in his back suspected to be a tuma tumor disease.

Something just started like a pimple six months after birth and became difficult to treat.

His father Mwape Mubanga 35, a peasant farmer in chief Shibuchinga’s area along Solwezi road narrated that he is filled with grief every time he realizes the agony that his son was passing through.

“I have never rested since my son started suffering from this illness and I have been too many places seeking solutions but no avail” Mr Mubanga said.

Mr Mubanga a father of five including Joseph a fifth born child narrated how his son started suffering.

He said six months after birth in 2013 that a small pimple developed at the back of his son and thought it was just a simple thing which could finish on its own, but continued growing.

After realizing that it was not finishing and continue growing Mr Mubanga took his son to Muchinshi health center in Solwezi North Western Province for treatment.

Mr Mubanga said doctors from Muchinshi health center referred him to take his son to Arthur Devision Hospital (ADH) in Ndola.

He said by then his wife who died in 2014 a year later after Joseph was born was still alive.

“My son was admitted at ADH for three months, but to my surprise for three occasions when doctors attempted to conduct operations on him could not workout, because he was becoming ill and doctors could not proceed the operation but to suspend and book for another day and all fails to workout” Mr Mubanga said.

Though it fails to work out Mr Mubanga did not end there, but also took his son to Chinese doctors at Gomes Hospital in Kasumbalesa.

He said Chinese doctors asked him to pay K3,700 to conduct operations on his son, but he did not have such amount of money to allow his son operated.

“When I went back home I opted to take my son to Mutenda clinic near my home place so that he can be only given pain killers because it is too painful that boys whole night, but doctors at Mutenda clinic also referred me to University Teaching Hospital (UTH) in Lusaka for operations” He said.

“I’m appealing to the Government, Organization, Non-Governmental Organizations and well wishers to help me financially that my son can be taken to Lusaka for treatment may be he can get well by God grace through successful operations” Mr Mubanga said.

PRESIDENT Lungu has urged the people of Southern Province to stop wasting their time listening to opposition political leaders who are championing tribal and regional politics.

President Lungu said people in the region should understand that no-one can make it to the Presidency if he or she is only supported in one region.

The head of State said this when he addressed hundreds of people who welcomed him after inspecting the construction works of the newly created Chikankata district administration block and housing units.

“It is sad that some people think that they can become a President of Zambia if they are only supported in one region. Zambia is a big country and you can only make it as a President when you agree with all the people.

“Whether you are Nsenga, Kaonde, Tonga, Bemba or Ila, you cannot make it as a President unless you agree with all the people. I won the January 20, 2015 presidential election because I agreed with the people of Zambia. Don’t be cheated that one person or region can form Government,” President Lungu said.

He also reiterated the need for all Zambians to work together to foster national development.

President Lungu said all well-meaning Zambians should stop entertaining politicians who are only bent on promoting politics of tribalism.

“The PF is not interested in politics of tribalism or hate speech but we are interested in taking development as close as possible to the people. We don’t want violence in the run-up to this year’s elections,” he said.
President Lungu also said he assented to the Constitution Amendment Bill No 17 of 2015 because he wants people who believe in tribalism to come out of self-belief.

“We want people to come out of self-belief and people should not get worried about the 50 percent plus one winning vote or Presidential running mate because there are a lot of people who can be appointed running mates,” he said.

He called for unity of purpose among Zambians to promote peace and unity in the country.
President Lungu said Zambians should work together if the country is to attain the objectives it has set out for itself.

“We need to work together for the sake of development. Don’t be cheated that a group of people can effect change of government and that is why we need to be united by working together regardless of our tribes.

“All tribes have bad and good people and the good people are the ones that the PF is ready to work with and that is what we have demonstrated. We are working with Dawson Kafwaya (North-Western Province minister), Richwell Siamunene (Minister of Defence) and Poniso Njeulu (Western Province minister) from the UPND and that is because we believe we need to work together,” President Lungu said.

He also warned PF members against discriminating against newcomers and emphasised the need to accommodate new members because the ruling party has an open door policy for all those who want to join.

“If you are a member of the PF, please emulate me with regard to how I treat other people. You may have been in the party for a long time while others may have just joined, but it does not matter. If you don’t want to emulate me, please get out because the PF is bigger than anyone of us and Zambia is bigger than the PF,” President Lungu said.

He also said it is sad that some people want to go to State House to amass wealth at the expense of the suffering Zambians.

“Some people are saying that they live well more than the President. If they have money, why are they failing to help the people by building clinics or schools?” President Lungu asked.

Meanwhile, Southern Province Minister Nathaniel Mubukwanu said the people of Southern Province are happy with the unprecedented development that the PF administration is delivering to the region.

“The people are happy that they are receiving massive development under the PF government and we are happy that today [yesterday] you have decided to come by road to check on the development projects,” Mr Mubukwanu said.

He also said Government will spend over K85 million on the construction of the new Chikankata administration block and staff housing units.

Earlier, Chief Naluwama of Chikankata district said traditional leaders in the province will continue to work with the government of the day because that is the only way that Zambia can attain meaningful development.
He said President Lungu should ignore the people who are alleging that he is not welcome in the province because he was chosen by all Zambians.

Meanwhile, business came to a stand-still in Mazabuka town yesterday when President Lungu’s motorcade drove through.

Residents lined up the streets and chanted slogans in support of President Lungu while others were heard shouting that he is the only man capable of developing the country.

People lined up the road from Mazabuka central business district through to Nakambala Sugar Estate in a bid to catch a glimpse at the head of State.

Earlier, President Lungu made a stop-over at Turnpike on the outskirts of Kafue, where he chatted with various beef traders.

The President is accompanied by First Lady Esther, Mr Siamunene and other senior government officials.

Lwandamina salutes Chansa and Katongo

George Lwandamina has saluted veterans Isaac Chansa and Christopher Katongo for making a big impact in Zambia’s opening day Group D win at the 2016 CAF African Nations Championship in Rewanda.

Zambia toiled to a 1-0 victory over Zimbabwe in Rubavu courtesy of a 58th minute goal from Chansa.

Chansa’s goal also catapulted Zambia to the summit of Group D after match-day-one to hand Chipolopolo a two-point lead heading into Saturday’s penultimate round of matches.

“The experience of Chris and Isaac was very good for the team and they worked well together,” Lwandamina said.

“It was very important for us to start with a win because it will shape our destiny and bring morale in the team.

“We won’t relax. We still have games so we will work more and more.”

Zambia now turn their gun-sights on The Cranes Uganda on January 23 who drew 2-2 with Mali in their Group D opening game later on Tuesday at the same venue.

Republican President Edgar Lungu says the inclusion of the 50% plus one vote clause in the constitution will enable all political parties to work together.

Speaking in Chikankata district when he addressed Residents after inspecting infrastructure projects in area today, President Lungu, however, said that some political party leaders will be consigned to the bench forever after the August 11th General election.

He says it is worrying that some political party leaders who claim to have a lot of wealth have failed to even construct a simple clinic or community school.

President Lungu says rich politicians want to be in power so that they can protect their businesses and get richer than the majority Zambians.

And President Lungu says people should not panic over who will be his running mate because there are so many people to choose from who can deliver according to the expectations of the people.

Mr. Lungu has also pledged that the PF will demonstrate that it is a peaceful party by conducting peaceful campaigns because the people of Zambia want peaceful elections.

Speaking earlier when he met Chieftainess Mwenda and Chief Nalwama, President Lungu thanked the two traditional leaders for welcoming them amidst reports that the PF Government is not welcome in the area.

President Lungu says he is delighted that chiefs in the country do not discriminate anyone on any basis saying they are there for all people.

And Chief Nalwama says such reports that the PF Government is not welcome in Southern Province are misleading because chiefs support the government of the day.

The Road Transport and Zambia Safety Agency (RTSA) Chief Executive Officer Zindaba Soko and Insurer Association (IAZ) President Shipango Muteto have issued an joint signed statement stating that the display of Insurance and Security Discs on Motor Vehicles is Law and that anyone who contravenes the regulation, commits an offence and was liable to prosecution.

The Statement further stated that RTSA and Zambia Police would be enforcing the regulation after the date of the grace period given has come to an end.

DISPLAY OF INSURANCE AND SECURITY DISCS ON MOTOR VEHICLES IS LAW

LUSAKA, 19 January 2016 – GOVERNMENT in June 2015 issued a Statutory Instrument (SI) to make it mandatory for motorists to display insurance and security discs on motor vehicles.

According to SI number 33 of 2015 and entitled: “The Road Traffic (Certificates of Security and Insurance) (Display) Regulations, 2015, a disc shall be displayed on a motor vehicle or trailer in a manner that ensures that the disc is easily distinguishable and clearly visible at all times, and does not become defaced.

Some of the features on the disc will include, make and model of the motor vehicle, chassis number and expiry quarter.

The regulation came into effect on 1st January, 2016. However, a grace period of one (01) month was given to motorists and will consequently take effect on 1st February, 2016. The grace period is only for the display of insurance, it does not replace the requirement as per the Road Traffic Act of 2002, to have valid insurance for every motor vehicle that is on the public road.

Therefore, anyone who contravenes the regulation, commits an offence and is liable to prosecution.

From the foretold, the Road Transport and Safety Agency (RTSA) and Zambia Police will be enforcing the regulation after the date of the grace period given has come to an end.

The regulation is aimed at safe-guarding people’s lives and property as most accident victims, have had problems in being compensated, as the number of uninsured vehicles on the roads was very high. This situation has resulted into loss of lives with others being left permanently disabled as a result of road traffic accidents as most injured accident victims lack resources to access proper medical services after the accident has occurred. Where loss of life has occurred there has been no compensation to the families who have lost their loved ones.

The insurance sector through the Insurers Association of Zambia (IAZ) will ensure that this regulation is implemented smoothly and service level standards be given to the Zambian public in accordance with the Association’s Code of Conduct. All the insurance companies in Zambia are required by Law to be members of the Association and also abide by its Code of Conduct.

President Edgar Chagwa Lungu is humbled by the spontaneous outpouring of goodwill by Zambians for him.

President Lungu’s weekend engagement on the Copperbelt again showed people’s overwhelming goodwill for him as they lined up on roads and strategic roadside spots to catch a glimpse of the head of state and wave at him.

Against this background, our party wishes to commend all Zambians for showing our Republican President such goodwill and love. We are equally greatly touched to see how Zambians from all walks of life have continued to express goodwill towards our Jubilee President who has been nick-named ‘Mr Walk the Talk’ after fulfilling the promise to hand the people of Zambia a people driven constitution.

Therefore, we urge all Zambians to continue showing love to President Lungu and all leader in politics and public offices as a way of encouraging them to serve the people better.
