Zambia feels the heat of the 2015 El Nino as increased load shedding announced

Dark clouds are gathering on the horizon as forecasters predict 2015 could become the hottest year on record.The strongest ever El Niño heat waves were predicted to hit parts of Southern Africa towards the end of 2015 and lasting through to 2016.The 19th Southern African Regional Climate Outlook Forum (SARCOF-19), which met in late August in Kinshasa, Democratic Republic of Congo predicted that the region is expected to receive insufficient rainfall during the forthcoming agricultural season that runs from October 2015 to March 2016.This climate outlook for the Southern African Development Community (SADC) is not a favourable one as the region is already facing numerous challenges.

This comes at a time when the Kariba Dam between Zambia and Zimbabwe is experiencing declining water levels, as water coming out through the turbines is more than inflows into the dam.

Water levels in Lake Kariba have dropped to 41 percent compared with 80 percent this time last year.With expected low rainfall, it is likely to take longer for water levels to be at optimal. As a result, the Zambezi River Authority, which manages the dam on behalf of Zambia and Zimbabwe, has reduced water allocation for power generation at the dam by Zambia Electricity Supply Corporation (ZESCO) and Zimbabwe Electricity Supply Authority (ZESA).

Zambia’s new Energy and Water Development Minister Dora Siliya in her facebook page announced that due to low water levels in the Zambezi and Kafue rivers load shedding hours have been increased from 8hours to up to 12 hours.She said the immediate solution was importation of power and that God will hear our prayers and it will rain very soon.

Dear friends,

I was informed by ZESCO last night that the water levels in the Zambezi and Kafue rivers are so low that load management is being affected. In many instances the load shedding has increased from 8 to 10 or 12 hrs. I have ordered ZESCO to be more proactive in releasing information especially relating to the load management schedule. We need to have predictable power supply so we know when we will have power, for how long and when we will not have power.
Clearly the immediate solution is importation of power as we are doing already but also that God will hear our prayers and it will rain soon. …very soon.

 

The strong El Niño of 2015 has contributed to suppressed rainfall over northern East Africa and Central America and the Caribbean , significantly limiting agricultural and pastoral potential, and straining local livelihoods. With El Niño forecast to continue into the first quarter of 2016, suppressed rainfall is likely over many regions during the coming rainy seasons, including in Southern Africa, Central America, and the Caribbean.

As El Niño continues through the first quarter of 2016, the Horn of Africa, Southern Africa, and Central Asia, as well as several other regions, are likely to experience abnormal rainfall patterns. El Niño is associated with reduced October to April rainfall in Southern Africa, a region where maize supply is already well below the five-year average and acute food insecurity is already more severe than usual,

SADC Climate Service Centre Regional Coordinator Bradwell Garanganga said much of SADC is likely to receive normal to below-normal rainfall for the periods October to December 2015 and January to March 2016, adding that “a persistent strong El Niño is also favoured during the bulk of the rainfall season.”

The El Niño effect has been associated with previous drought periods in southern Africa. The phenomenon causes the sea temperature to rise significantly in the Pacific Ocean off South America, and the air becomes dry, affecting the rain-formation process.He noted that only the extreme northern part of SADC and parts of island countries of Madagascar, Mauritius and Seychelles are expected to receive normal to above-normal rains in the first and second part of the summer season.

“The bulk of the southern tier states of continental SADC is likely to receive normal to below-normal rainfall for the period October to December 2015 and January to March 2016,” Garanganga said in his climate outlook presentation.

He however, said since climate conditions constantly change, users should contact their national meteorological offices for latest interpretation of the outlook, finer details, updates and additional guidance.

With the impending extreme weather conditions, the SADC region should prepare for such natural phenomena.For example, farmers could plant crops that do not take long to mature, and the region should invest more infrastructure development including roads, irrigation and silos.

Improving the transport network and storage facilities will allow agricultural produce to be moved smoothly from one place with surplus to another needing additional food.

“We should invest more in irrigation, conserve dam water, and plant short season varieties,” SARCOF Principal Meteorologist Linear Gopo said.

Most economies in SADC are largely dependent on climate conditions, and any reduction or increase in rainfall often has a negative effect on socio-economic development.For example, Zimbabwe’s Gross Domestic Product (GDP) dropped by three percent and eight percent after the 1983 and 1992 droughts respectively.

In South Africa, the 1992 drought induced a reduction of the agricultural GDP by about ZAR 1.2 billion and caused a 0.4 to 1.0 percent loss in economic growth.The same drought cost the Zambian government US$ 300 million and translated into a 39 percent drop in agricultural output and a 2.8 percent decline in the country’s GDP.

Gospel singer Chileshe Bwalya is our Artist of the Week

How she started singing:
“I can remember as far back as when I was 3 years old in kindergarten and through primary and secondary school. However I started ministry when I joined Miracles By Fire in October 2012. It’s one thing to sing because you can and another to sing because you understand why God gave you the ability to do so. I had the ability but I just no purpose, Prophet Mwale and Prophetess Mwale have played a great deal in helping me grow. I did sing for friends and tv commercials and radio adverts but now it’s for Jesus.”

“God has given me so many plans. We embarked on a mission to create a Holy Ghost Network of worshipers and believers to spread the word. My responsibility at the moment is to equip and prepare with other believers for Gods work. Right now we are focusing on spreading the gospel. We plan on advancing the gospel into every area of media movies, tv series and music.”

Chileshe Bwalya’s  debut album ,Talitha Cumi , was well received by fans of gospel music  and shot to number 1 on the Sounds Top 20 local music chart. 
The title of her album, Talitha Cumi, is an Aramaic phrase which means “Little Girl Arise.” The album ,which was produced by Ikonik studios and Ben Blazer contains 12 songs.
Chileshe shared in a Weekend Mail interview that Talitha Cumi refers to resurrection or the birth of the album as a testimony of how God has raised her from death to life.
“Even the concept of the album is like a resurrection and I am basically referring to situations that point to this,” she said.
The album features songs about marriage, broken homes, lost dreams and songs of worship, all of which reflect the album’s theme of resurrection.
Chileshe began recording the album in the first quarter of the year and wrote some of the songs on the album with some help from other artists such as Ephraim, who also features on the album.
Chileshe has so far had the privilege to perform alongside more established gospel acts such as Ephraim, Damiano and others.
She cites prophet Humphey Mwale as her musical inspiration adding: “He is the one who taught me a lot in terms of music.”
While pursuing a solo music career, the calm toned singer is also a member of the Miracles by Fire Praise team, whose debut album, The Anointing, occupied the number 1 position on the Sounds Top 20 chart earlier this year.

“Mathew 10:7-8. I was fished out of darkness through people who submitted to Gods word. There are many out there who are the way I used to be. I just want them to know the God that I have come to know. People need to be healed through the word of God that is in the music. Its every Christians responsibility to spread the gospel.”

Charity work:
“I am fortunate enough to belong to a ministry that believes in true religion according to the word of God (James 1:27) there are a couple of projects that the church (MBF) has embarked on to help school going children “AMAKASA PROJECT”
It’s aim is to provide shoes for school going children as many do need assistance in this area, and Miracle Hands also to help widows sustain a living and support and partners with 4 orphanages, one for children living with HIV/AIDS, another for disabled and mentally challenged children aged 13yrs and below and another drop in centre to help children attain quality education .”

Copperbelt Minister Mwenya Musenge has disclosed that he was approached by UPND Monze Central MP Jack Mwimbu on behalf of the party with intentions of setting up a mortuary in Nkana West.

Mr Musenge said he instructed the Kitwe City Council to reject the proposal on suspicion of Satanism.

He said it appeared sinister that Mr Mwimbu along with his business partners within the UPND could come to Kitwe and set up a mortuary leaving Southern Province.

Mr Musenge said the Councillors from the Kitwe City Council and the residents in Nkana West have both rejected the mortuary project.

He has since urged Zambians especially the youths to be careful with some opposition parties as they could be practicing Satanism.

Mr Musenge was speaking on Saturday during a PF Youth rally at Freedom Park in Kitwe.

“You need to be very careful with some political parties, recently an MP by the name of Mwimbu came to see me saying he has friends interested in setting up a mortuary. How can a political party through Mr Mwimbu be interested in setting up a mortuary on the Copperbelt?”

He added, “Do they want to bring Satanism here in Kitwe, do they want to bring confusion here? This is why we turned down that project. Let Mwimbu and his friends take that project to Southern Province where he hails from.”

Germany to provide concessional and promotional loans for Zambia electricity sector

Zambia’s Ambassador to the Federal Republic of Germany, Ambassador Bwalya Chiti has said that Germany is in a position to offer concessional and promotional loans for Zambia’s electricity sector.

Ambassador Chiti made this disclosure while celebrating Zambia’s 51 years independence anniversary with his compatriots and other members of the Diplomatic and Consular Corps in Berlin, Germany.

He noted that this is the first time that the German Federal Ministry for Economic Cooperation and Development (BMZ) through the KfW Development Bank was offering Zambia such loans.

“This opens up significant potential for cooperation and could assist Zambia with significant financing to realise the country’s investment objectives in the electricity sector,” he said.
Ambassador Chiti added that the German government is also rendering support in the introduction and implementation of renewable energy solutions for the country.

“It is a good thing to now see the Federal Ministry of Economic Affairs and Energy, the KfW Bank and other German institutions all partnering with Zambia to ensure that renewables are the future of the country,” he said.

He also further informed the audience that Zambia is to benefit through the German Federal government’s initiative of “One World – No Hunger”.

The initiative is aimed at addressing food security in an effort to eradicate hunger and malnutrition in the country.

“The project will be implemented through bilateral and multilateral development cooperation and through partnership with private sector and civil society organisations,” he said.

Ambassador Chiti observed that Zambia like any other country has not been spared from the economic slow down and the adverse economic environment.

“With the economic slowdown coupled with the free fall in global copper prices, the country is faced with huge challenges in its socio-economic development drive, and several sectors which include but not limited to energy, agriculture and mining are witnessing severe setbacks, Ambassador Chiti explained.

In swift response to those challenges, Ambassador Chiti disclosed that the Zambian government has put measures in place to remedy the situation.

Such measures are clearly spelt in the 2016 National Budget and will address the following: Increase in domestic revenue mobilisation, limit domestic borrowing and reduce budget deficit amongst others.

Ambassador Chiti further called on bilateral partners including the private sector, to work closely with his government for the establishment of more new industries in Agriculture, manufacturing of finished products and food processing for export and tourism.

“We are eager to work closely with our cooperating partners including the private sector in fostering a diversified economy in order to speed up the development agenda,” said Ambassador Chiti.

President Edgar Lungu says he does not endorse any job cuts in the mining sector. President Lungu stated that he has and will never endorse any retrenchment of workers in the mining industry saying doing so would be a betrayal of the Zambian people.

Head of State said this through his Special Assistant for Press and Public Relations, Amos Chanda shortly after a closed door meeting with leaders of mine unions in Kitwe yesterday.

President Lungu who met leaders from the United Mine Workers Union, Zambia Union of Nurses, Mine Workers Union of Zambia, and the National Union of Miners and Allied Workers said he will continue to engage all stakeholders in the outstanding labour insecurity facing the mining sector.

He disclosed that he will meet managements of Mopani Copper Mines and Luanshya Copper Mines regarding the laying off of workers and the on-going standoff by workers on Monday and Tuesday respectively.

The Republican President added that mine unions will also be present at the meetings.

And the Mine Workers Union of Zambia (MUZ) described the meeting between the unions and President Lungu as fruitful.

MUZ President, Nkole Chishimba said the position of the Union is that job redundancies are to be prevented in every way possible.

Mr. Chishimba explained that job losses in the mining sector are an industrial issue, rather than a political one.

He said his union is committed to protecting the jobs of its members.

President Edgar Lungu says there is nothing ungodly about politics.

Speaking when he attended a church service at Kitwe’s United Church of Zambia St. Margaret’ Congregation, President Lungu called on Christians to join politics, saying the declaration of Zambia as a Christian nation is not enough until Christianity takes over politics.

ZANIS reports that the Head of State said politics should not be considered secular or ungodly as it was evident that Christianity can mix with politics.

“I am a politician and at the same time a Christian. Currently politics is considered a secular game, but there’s nothing ungodly about politics, “He said.

President Lungu urged Christians to join any political party of their choice and bring the love of God into politics.

And UCZ St. Margaret Congregation’s Reverend Chipasha Musaba, has urged President Lungu to continue listening to the voice of God while guiding the country.

In his homily, Rev. Musaba commended the head of State for having called for a day of prayer and fasting to seek God’s intervention to the problems facing the country.

He urged President Lungu to continue seeking guidance from God regardless of any criticism.

“There is a reason why God raised you up at a time like this, because all leadership comes from God. Continue listening intently to the voice of God, “He said.

Nkana produced a stunning performance at home to beat Mighty Mufulira Wanderers 3-0 in a riveting Copperbelt derby at Nkana Stadium in Kitwe graced by President Edger Lungu.

A stunning hat trick from Fred Tshimenga handed Nkana their first league win after a three-match winless run in which they picked up two defeats including a 0-0 away draw at Nakambala Leopards last Wednesday.

Tshimenga put Nkana ahead in the 15th minute when his shot came off the post before beating Noah Mwanza.

The striker headed-in his second in the 49th minutes before coolly tapping-in from close-range his third in the 61st minute.

Nkana’s victory was sweet revenge over Mighty after losing 2-0 in the first leg at Shinde on June 20.

Nkana are 8th on 38 points, seven behind 5th placed Mighty with one match left to play in the 2015 season.

President Edgar Lungu has rubbished reports that his working visit to the Copperbelt was meant to facilitate the arrival of Sangomas from Malawi into State House to help him win the 2016 general elections.

Addressing a well attended Youth Rally at Kitwe’s Freedom Park late Saturday, President Lungu said he is a Christian who does not practice witchcraft.

He said the PF will win the next election through work without the help of Sangomas.

‘As old as I am, how can I bring Sangomas to State House? Jesus is my Sangoma. I go to Church, whilst my enemies are talking Jesus is lifting me up,’ President Lungu said.

President Lungu also accused the mine workers unions of working against his 2016 re-election bid by decampaigning the PF following the job losses in the sector.

He said he has information that some mine union officials are failing to negotiate favourable separation packages for their retrenched members because they want the PF removed from government in 2016.

President Lungu said it is the responsibility of the unions to protect the interest of the workers.

‘You should go and sit down with the investors, if you hear job losses, you Mr Nkole (Chishimba), go and sit down with the investor, you tell them, iwe we musungu, iwe mwenye, iwe umu Chinese, don’t fire our people at will unless they show real cause to let go of the workers,’ President Lungu said.

He added, ‘All I am getting is that these unions are just saying, Lungu tukamufumyapo mu 2016 (we will remove Lungu in 2016), uko kutumpa, (that is foolishness)’.

President Lungu said his Government will not tolerate the unfair dismissal of workers by the mine investors.

‘Yesterday I had a chance to meet the CEO of KCM and he assured me that jobs will be safeguarded and they said they will come back and talk to MUZ and find a way out if the economic challenges persists. Mining companies know that without the workers and Government, there would be no mining, we are partners in mining industry.’

At the same rally, President Lungu launched a veiled attack on Matero Member of Parliament Miles Sampa who resigned as Commerce Deputy Minister last Friday.

President Lungu said promotions in his Government are earned through hard work.

‘Ningumfwa kuli mamukulu bano nabema ati iyo taletu polomota, ‘I have heard some characters saying he is not promoting us, Mr Kambwili, tenombalinefye nabikilepo umwaice Kampyongo? (Mr Kambwili isn’t it just recently that I promoted the young Kampyongo)?
He added, ‘Me I promote if you are working well. I don’t even look at tribe because for me, my tribe is Zambia. I will promote you if you are working hard, moreover promotion is never forced. Promotion has to be earned, if you work hard, you will find yourself in cabinet.’

President Lungu also warned UPND Vice President against provoking him.

‘GBM elantendeka ine, ichi muntu caya mu UPND, chasanga ama founder members, bachibika Vice President, apilibuka ayamba ukwiba ba PF ati Lungu nashitisha PF, nomba ine kumwipusha ati iwe ulishipuba (GBM is provoking me, this person goes to UPND, he finds founder members, he is made Vice President and he turns again accusing me of selling the PF, I tell him that he is a fool.’
‘GBM has been found that he is a big body, small mutima, me I have been found that I am a small body, big mutima, that is the difference. There is no logic in his appointment as Vice President in the UPND because there founder members there who have been sidelined.’

At the same rally, President Lungu announced that a decision has been made by the courts of law over the ownership of the controversial Black Mountain.

He revealed that the 10 percent stake that ZCCM-IH has in the Black Mountain will be shared equally with the local small scale miners known as Jerabos.

Kasonde assures of increased Health Care Workers in the Health Sector

Government says it is doing everything possible to increasing the availability of skilled human resource in the health sector.

Minister of Health Joseph Kasonde said increasing the human resource in the health sector is top on government’s developmental agenda as it is vital to the effective implementation of all activities in the sector.

Dr. Kasonde said government is committed to ensure that the current availability of the state of the art health equipment and infrastructure is supported by adequate and skilled human resource.

The Minister of Health said this in Lusaka today during the fifth combined graduation ceremony of the Dental Training School.

A total of 175 students graduated as dental technologist, dental therapists and dental assistants.

Dr. Kaonde commended Dental Training School for being an active participant in the important process of human resources development in the health sector.

Earlier, Dental Training School Principal Nalumino Saila said the school is currently faced with infrastructure challenges such as classroom and accommodation to carter for the rising number of students.

Dr. Saila said the growing demand for dentist in the country and the world over has seen an increased enrolment of students but with inadequate infrastructure to fully support their studies.

There is no shortage of voter registration materials in Siavonga, DC refutes FODEP claims

Siavonga District Commissioner Lovemore Kanyama has dispelled rumors raised by Foundation for Democracy Process-FODEP Executive Director MacDonald Chipenzi that there is shortage of voter registration materials in the area.

Mr Kanyama said the statement attributed to Mr Chiepenzi is untrue and that it should be rebuffed by members of the public.

In a telephone interview with ZANIS, Mr Kanyama urged Mr Chimpenzi not to mislead the people of Siavonga over his unsubstantiated reports.

Mr Kanyama said the Electoral Commission of Zambia has captured a lot of people in Siavonga from the time the voter registration exercise started.

He charged that government is determined to ensuring that many people register not only in Siavonga but the rest of the country ahead of next year’s elections.

Mr Kanyama also warned some Non-Governmental Organisations to learn to verify their statements with government offices before alarming the nation.

Yesterday, FODEP Executive Director Macdonald Chipenzi was quoted in some sections of the media saying Siavonga has no voter registration materials.

Gender and Child Development Minister Nkandu Luo says government is determined to continue combat maternal death and unsafe abortion in the country.

Professor Luo said increased maternal death and abortion is worrisome as the country is losing a number of young girls.

The Gender and Child Development Minister said this last night during the Family Foundation of Hope Noble banquet for the Smiley Motherhood at Serenity Lodge in Lusaka.

Prof. Luo also disclosed at the same banquet that her ministry will in the next few months launch the Women at Work programme mentor ship for young girls and women.

She said the programme is aimed at sensitising young girls and women on the danger of unsafe abortion.

At the same function, the Family Foundation of Hope also presented the Noble Prize of the Smiley Parenthood to the First Lady Esther Lungu.

Family Foundation of Hope board Chairperson Wilfred Hodari said his organisation’s main agenda is to prevent unplanned pregnancies and abortion among young girls.

Ms Hodari said it is saddening that teenage girls have continued losing their lives due to lack of information on the dangers of unsafe teenage pregnancy termination.

Dr Hodari also called on co-operating partners to come to the rescue of the foundation so that it will be able to assist many people.

The Young African Leaders Initiative has observed that there is a lot of discontentment in the ruling PF because President Edgar Lungu has continued to appoint MMD and UPND members into key government positions.

YALI Governance Adviser Isaac Mwanza said some founder members of the PF feel sidelined by President Lungu’s pattern of appointing opposition members into government.

Mr Mwanza warned that this has the potential to cost President Lungu the 2016 election.

He said the resignation of Miles Sampa as Commerce Deputy Minister could be a tip of the iceberg and shows that there is a lot of discontentment within the PF.

‘What is happening is that some original PF members are living like garden boys whilst those that were rejected by the Zambian people are now eating with the King,’ Mr Mwanza said.

‘From our analysis, the level of discontent might cost President Lungu victory in next year’s election,’ he said.

FDD President Edith Nawakwi has called on residents of the Copperbelt Province to help the country get out of the current mess by voting out the PF.

Speaking to FDD members in Chingola, Ms Nawakwi said one of the reasons the country was going through the current economic situation was due to voters especially from the Copperbelt who voted for people without scrutinizing their capacity to govern the country.

She observed that most voters in the Province especially youths made it difficult for other political parties to campaign as they made the province an almost no go area for the other parties.

“Get us of this mess just like you put us in it, this Province overwhelmingly voted for the PF who have now turned their backs on you. All the things we helped put in place during our time in Government are grinding to a halt because the people you put in office have no idea on how to run Government.

You are the people that put us in this mess and it is your duty to get us of it, we couldn’t campaign in this Province because everywhere we passed people shouted Pa bwato! Pa bweto! Pamaka! Pamaka! Any thing different was not welcome here. Some civil servants even joined the frenzy telling voters ati muleingila abali five five well showing a PF symbol,” Ms Nawakwi said.

She added ” am sure you have learnt your lessons and I know you will do the right thing by ensuring that you vote these people out because of the misery they have put in especially here in Copperbelt were people are losing their jobs everyday.”

And Ms Nawakwi says PF has no capacity to develop the country because of their inability to think beyond their stomachs.

Ms Nawakwi observed that since the PF got into Government the only projects they have concentrated on are those in which they can get a cut on as opposed to investing in needy areas such as the improvement of the Agriculture sector.

“These people can’t think beyond their stomachs thats why you see the country being turned into one huge construction site. These road constructions are giving them tuma 10% that’s why even roads which can be more beneficial if given to a private investor they are using Government money to construct. If they had interest of the people at heart some projects such as the Chingola- Solwezi road would have been given to private investors because the people using this road are the mines. They should have invested the money in other areas of need.”

Meanwhile the opposition leader boasted that no current political party leader can match her pedigree and experience in politics and governance.

She said she is the only President of a Party who has worked in key Ministries and has exceptional records in all the Ministries.

” let me boast a bit as well, in this country am the grandmother of politics, I worked in 4 key Ministries and when you go there ( Ministries) you will find exceptional records that’s why I have been so critical about the way these people are running our country.

If you go to Ministry of Energy I put up lights in markets to help marketeers do their business beyond 18 hours because that is the time that people from offices buy their items. It was under my tenure as Minister of Energy that we took electricity to compounds like Matero, Chilenje and twapia among other towns something I initiated which program has now been turned into the Rural Electrification Program. I also know that it would take five years under extreme drought for the Kariba Dam to dry up so when I say the PF don’t know what they are doing in the energy sector I know what am talking about.

It was during my time as a Minster of Agriculture that we came up with FISP, a program which has since been abused by politicians and not serving the intended purpose and at Finance we left a foundation which turned the economy of this country around and these are facts and not fictitious crimes am supposed have committed during my time in Government being propagated by people who have no clue on how to do things for the country without thinking of how they will benefit from it. Now tell me who matches that CV, ” she said.

Ms. Nawakwi was in the Copperbelt Province to meet members and tour party empowerment projects. The party has empowered 5 women groups in Kitwe whom they have provided with 2500 chicks and feed.
