Africa needs a new crop of leaders-VJ

Dr. Vernon Mwaanga speaks to diplomatic staff and members of the Zambia South Africa Business Council

AFRICA needs a new crop of leaders who will not have the desire to overstay or want to die in office for the sake of enjoying perpetual power at the expense of democracy, veteran politician Vernon Mwaanga has charged.

He said recent statements by Namibian President Hage Geingob that Africa needed a generation of leaders that would not permanently cling to power at all costs had given him (Dr Mwaanga) a tremendous sense of relief and hope for the African continent.

Dr Mwaanga said it was disheartening that some African leaders had caused mayhem in their countries, killing citizens who resisted the tampering with constitutions in a bid to remain in power longer than the law permitted.

He said while the Statement by President Geingob was a source of pride to leaders who respected democracy, it was going to make the Namibian leader one of the most disliked Presidents among other African leaders who had overstayed in office or were planning not to leave.

Dr Mwaanga said President Geingob called for a generation of new leaders that would not have the temptation to overstaying their welcome in Windhoek when he opened the African Union 6th retreat of Special Envoys and Mediators on Promotion of Peace and Stability on the African Continent.

He said according to the United Nations (UN), Africa was the youngest Continent with 65 percent of her population averaging 35 years by the year 2014 but that the Continent the largest proportion of the oldest Presidents.

Dr Mwaanga explained that the average age of older Presidents in Africa was 72 years while the average age of African President was 63 years making the Continent with the highest number of old leaders in the world.

“Africa needs a new crop of leaders who will not overstay or want to die in office just for the sake of enjoying power. The United Nations estimates that in 2014, 65 percent of Africa’s population was 35 years or below and the average age in Sub-Saharan Africa was 19 years.

This makes Africa the youngest Continent. Conversely however, Africa has the largest proportion of the oldest Presidents. The average age of older Presidents in Africa is 72 years where as the average age of African President is 63 years, the greatest in the world.

Dr Mwaanga said he congratulated former president of Tanzania Jakaya Kikwete for peacefully respecting the country’s Constitution and handing over power peacefully to the new President.

He said Africa had also witnessed the peaceful handover of power in Nigeria and Mozambique adding that it was good for the Continent as this was a way of restoring Africa’s democratic deficit.

Namibian President Geingob recently said: “Let us adhere to the new ideals of a new Africa, an Africa of electoral democracy where our former leaders are respected, and an Africa which shuns those who come into power through force. Leaders must recognize that when they are voted out of office, it is time to leave that high office for a preferred citizen.”

Dr Mwaanga said President Geingob and his wife in May this year declared their assets and business interests apart from setting aside 20 percent of his salary to a scholarship fund for impoverished children.

“President Geingob was also right when he pointed out that people do not eat constitutions, peace or democracy. People eat decent, affordable food, should live under decent shelter, and should enjoy decent employment. This should be a lesson for Africa’s ageing leaders who want to overstay and create wealth for themselves, their families, political parties and their associates at the expense of their poor people,” Dr Mwaanga said.

Zambia imports $70m of cooking oil annually

OILSEED crops can increase farm revenues if the smallholder farmers produced efficiently to obtain fair market prices, says Edible Oil Refiners Association consultant Aubrey Chibumba.
Mr Chibumba said it was important that diversification options were made available to the economy, adding that Zambia was a limited exporter of protein principally because of lack of stock feed.

He said locally produced oil could enable Government to cut back on crude oil imports which currently stand at over US$70 million annually.

Mr Chibumba said locally packed oils were cheaper than the crude edible oil imported from Indonesia and Malaysia because this was only promoting value addition in those respective countries.

He said it was important to increase the availability of stock feed, if additional employment was to be created.

Mr Chibumba said the demand for edible oils in Zambia was huge and would continue to grow as the country developed.

He said programmes for the introduction of structured edible oil markets would support the smallholder farmers to improve their farming efficiency and access to markets.

Mr Chibumba said the animal husbandry sector also supported the meat processing and meat packing sub-sectors.

He said industries in Zambia with significant growth potential could only be realized if the underpinning edible oil sector was operating effectively.

“More than half of Zambia’s edible oil consumption is imported from the Far East, East Africa and South Africa. The cost of importing edible oil from the Far East can account for around a third of its retail price,” Mr Chibumba said.

He said the edible oil industry was one of the largest sectors in Zambia, and also critical to food production in the country.

Over US$150 million has been invested in the industry to produce 20,000 metric tonnes of refined vegetable oil per month – over twice the domestic consumption of just less than 10,000 metric tonnes per month.

Ugandan firm that won $5 million Books Tender used State House

8

Acting President Dr Scott leaves Statehouse 1667

State House was used to promote the business interest of a Ugandan firm that has now won a US$5 million textbook publishing tender, which has left Zambian publishers protesting.

It was learnt yesterday that the Ugandan company donated boxes of books worth thousands of Kwacha for free distribution to schools and in the process consolidated its status and standing which has now won the company the tender to publish 65 textbooks valued at US$5 million compared to only one contract valued at US$4,000 awarded to a Zambian company.

“Those people from the Ministry of Education were abusing State House because they knew that a tender would soon be floated and that this company would win the majority of books to be published,” a publisher told the Daily Nation yesterday. The intention was to legitimise the award and suppress any outcry from Zambian publishers whose companies were folding up due to lack of publishing contracts, claims the publisher.

Investigations have revealed that there was a highly organised syndicate which involved senior officers at the ministry and other supporting institutions such as the Curriculum Development Centre (CDC) and the Zambia Education Publishing House (ZEPH).

Daily Nation investigations have revealed that even the Government’s own publishing house – ZEPH of which the Ministry of Education permanent secretary is chairman – is nowhere in contention of the US$5 million contract because technocrats at CDC have allegedly hijacked the entire textbook publishing business for themselves.

The problem, according to investigations by the Nation, was the “formula”- a system used for evaluation which has not been disclosed other publishers.

“The Ugandan company attended a meeting of evaluators that was held in Kabwe contrary to procedures, because publishers are not supposed to interact with book evaluators. Worse still some of the evaluators from CDC visited Uganda as guests of this company,” a source close to the process told this newspaper.

“Until you started running stories on this matter, we had no idea what had happened to our previous submission but in the last few days we have started receiving evaluations, but why now and what formula was used?” a publisher asked.

“We submitted the books last year after paying an evaluation fee but nothing was heard until your story started running following the award of the tender,” he said.

“We were equally surprised last year when we were asked to submit prices for our books and later it was announced that the Ugandan company had the lowest prices,” said a publisher.
The first step in unlocking this corruption gridlock, the nation told, was to establish the authenticity and identity of the authors of the books that have been passed.

‘‘An investigation must also be undertaken to compare the content of the books to other books in the region where this company has published textbooks and thereafter determine the formula that was used to evaluate and pass the books.”

Zambian publishers fear that most of the 65 books won by the Ugandan company were ‘‘ghost written’’ by evaluation officers in the Curriculum Development Centre and others were adaptations of books printed by the company in Uganda and elsewhere.

The danger, they explained, was that if the 65 books were awarded to the Ugandan company royalties in foreign currency would continue to flow out of the country for many years to come.

Chikwanda must be fired-GBM

UPND Vice President Geoffrey Bwalya Mwamba has charged that Finance Minister Alexander Chikwanda must be fired for mismanaging the economy.

And Mr Mwamba has observed that the current PF administration is very different from the PF which formed Government under the leadership of late President Michael Sata.

Mr Mwamba said Mr Chikwanda is responsible for the current economic woes that Zambia is experiencing.

He was speaking Sunday afternoon when he featured on a special Burning Issue radio program on 5 FM from his plush Kabulonga residence.

‘As much as some of these economic challenges are global in nature, as a Businessman i can tell you that my cousin Mr Chikwanda has failed to manage the economy, just look at the rate of the depreciation of the Kwacha, the man has failed to respond appropriately,’ Mr Mwamba said.

He added, ‘If it were up to me, i would have fired Mr Chikwanda a long time ago because he has failed to advise Edgar (President Lungu).’

‘Yes some of these things might be global but not at the extent at which the Kwacha is depreciating, as a Businessman, i am not able to plan. The blame should be on the President and his team, if i had a chance the first person i would fire today is my cousin Mr Chikwanda because he has mismanaged the economy.’

He continued, ‘Edgar is not being assisted at all. He has no economic background like myself and HH, he cannot even use his intuition and make certain judgements based on his experience, he is just a lawyer. He has not been a businessman before.’

Mr Mwamba also labelled the PF administration under President Lungu as a flop.

He said the current PF under President Lungu is different from the one that existed during the time of late President Sata.

‘May President Sata who is my mentor rest in peace, the man took me through the a lot of political lessons and that is why today i am one of the most outstanding politicians in Zambia but i will tell you about PF today, there is PF blue and PF Green,’ Mr Mwamba said.

He added, ‘The PF which is in power today is not the PF the people elected, the PF of today is now MMD, can you see the cabinet ministers appointed today? These are the Ministers we were fighting? Dora Siliya at some pointed insulted Sata and GBM when she came for a bye election in Kasama, Dr Kaingu tore Sata’s speech in Parliament right in our eyes.’

He said a lot of things have gone wrong under President Lungu adding that governance under the PF has crumbled including all key sectors of the economy.

‘Even if i was serving in PF today, i would have resigned out of principle, i would not have worked with Hon Siliya and Hon Kaingu.’

Mr Mwamba added, ‘Governance under the PF is a total flop, they don’t even know whether they are going backwards or sideways but let us not cry about spilt milk, we should move forward, we have 2016 to come, Zambians i have interacted with have realised that it is time to change government.’

Emirates flight from Lusaka aborts trip after developing fault in mid-Air

TRAVELLERS on the Emirates flight EK714 from Lusaka to Dubai on Friday night were gripped by fear when, 40 minutes after take-off, the plane had to return to Kenneth Kaunda International Airport (KKIA) after it developed a technical fault.

Sources on the plane said the flight, which took off around 21:40 hours from KKIA, was turned back mid-air after the passengers were informed by the pilot that it had developed a technical fault and, therefore, needed to land to guarantee safety of all passengers aboard.

The passengers, who landed at KKIA around 23:00 hours on Friday night, were accommodated at Pamodzi Hotel. A check by the Sunday Mail on Saturday morning found them on airport transfers from the hotel.

The passengers, in an interview, said they were being transferred to the airport in readiness for a scheduled flight on the same plane.

“We have been assured that the plane has been effectively worked on by the technicians and our transfers to various destinations from Dubai have been arranged. All passengers have been advised to leave the hotel by 11:50 hours,” said one passenger who sought anonymity.

And in a statement released by Emirates yesterday, the airline said all the passengers disembarked normally and that the airline provided overnight hotel accommodation for the affected passengers.

“The flight is now scheduled to depart 15:30 local time on 14 November [yesterday]. Passengers connecting from Dubai will be rebooked on the next available flights,” the statement read in part.

The airline apologised for the inconvenience caused and has reiterated its commitment to the safety of its customers and staff. No specific problem has been stated regarding what caused the technical fault.

This is the second time that Emirates has suffered a similar incident. In 2012, Airbus A330-200, registration A6-EAP flight EK-714 from Lusaka to Dubai was enroute about 30 minutes into the flight when the left hand engine emitted a loud bang prompting the crew to shut it and return to Lusaka for a safe landing.

Mine Workers Union urges Government to get touch with Mines

MINEWORKERS Union of Zambia (MUZ) president Nkole Chishimba urged Government to constitute a technical team of mine experts to ascertain the viability of all mines in the country.

Mr Chishimba said in an interview in Kitwe yesterday establishing the viability of each mine will help Government deal with ‘bad’ investors who are allegedly in the habit of giving distorted reports and painting a gloomy picture about the viability of their operations.

He said the move will also help find suitable investors to run the mines and supplement Government’s efforts in transforming the country’s economy.

Mr Chishimba said the labour movement in the mining sector is not happy with some investors who do not value human capital because they always resort to retrenching workers whenever the sector faces challenges.

He said some mining companies had been planning to lay off workers way back before the sector started encountering the current challenges.

Mr Chishimba alleged that some mining companies are merely taking advantage of the unfavourable economic situation to achieve their long-term goal of reaping more profits through reduction of the workforce.

“Government must send a technical team to all mines to go and verify whether these mines are viable or not. Some mine owners don’t give out accurate information on the viability of their mines,” Mr Chishimba said.

He said it is important to protect the country’s mining sector from some investors interested only in amassing profits at the expense of contributing to the well-being of citizens and the country.

Mr Chishimba said it is unacceptable for mining companies to always resort to retrenching workers whenever there is a slump in global copper prices on the international market.

He called on all mines that have retrenched workers to reconsider the decision.

MINISTER of Commerce, Trade and Industry Margaret Mwanakatwe says competition is important because it helps to improve the quality of goods and services.

Ms Mwanakatwe said competition benefits consumers.

She said her ministry is delighted when professional bodies supplement its efforts by taking up the duty of encouraging players in industry to aspire for recognition and better ways of doing business.

Ms Mwanakatwe was speaking during the Zambia Institute of Marketing’s 19th annual marketing awards ceremony at Avani Falls Resort in Livingstone in a speech read for her by deputy director of commerce John Mulongoti.

“We know that Zambia’s economy can only grow if enterprises are thriving. Enterprises can only thrive if we have good marketing practices aimed at creating value for customers,” she said.

Ms Mwanakatwe said marketing takes centre-stage in entrepreneurship development.

She said good marketing practices are a cornerstone of success in every aspect of business, especially in an entrepreneurial setup.

“This is the more reason Government has taken interest in cultivating collaborative relationships with professional bodies such as the Zambia Institute of Marketing,” she said.
Ms Mwanakatwe said Government is aware that these awards are meant to stimulate good marketing practices among individuals, business practitioners and member organisations.

ZIM president Evans Muhanga challenged members to dedicate time to the institute.

He urged his members to give out to the institute through their talents, adding that the skills and knowledge the members have are important for the development of the organisation.

MMD vice treasurer Mwansa Mbulakulima gives chitenge materials to former Patriotic Front members who defected to the ruling party on the Copperbelt.

The opposition MMD says it is not looking at entering into any alliances with any political parties ahead of the 2016 elections.

MMD National Secretary Mwamba Mbulakulima said the MMD does not need an alliance to win any election because it has rejuvenated.

He said the MMD is currently going through a reorganisation phase which has seen the former ruling party rejuvenated.

‘The Sole objective of any party is to form government and i don’t think there is anyone who forms a political party with a view to joining alliances or merging with other parties. That is a sign of weakness,’ Mr Mbulakulima said.

‘MMD will form government next year, although i don’t want to swallow my own words, just incase we enter into an alliance, it is not us to look for a partner, they will look for us,’ he said.

He said,’MMD is going through rejuvenation, MMD is going through reorganisation. If there is any party that is better placed to win an election, it is MMD, the way things stand today, there is no party which has emerged which is better placed that can actually boost of economic performance than the MMD.’

ZCCM-IH is ready to take over struggling Mines-Kasolo

The Zambia Consolidated Copper Mines Investment Holdings says it is ready to completely take over all the struggling mines in the country.

ZCCM-IH Chief Executive Officer Pius Kasolo said in an interview that his firm is ready to take over the running of mines facing operational challenges as a way of saving jobs.

Mr Kasolo said ZCCM-IH which holds minority shares in most of the mining companies is interested in maintaining the viability of the mining industry which he said is critical for Zambia’s social and economic development.

He explained that ZCCM-IH would need to sit down and examine the operational challenges facing individual mines on a case by case basis.

‘You see these international companies play politics, and the economy of the mining affects the mining and buying, so for Mopani to say they are closing, there could be some economic benefits but there could be some political reasons too because there are some VAT problems, tax issues so we don’t know, until we sit down. We look at their mining plans and their costs of production,’ Mr Kasolo said.

He added, ‘My role here as an investment company in Zambia is to create wealth for my shareholders and safeguard jobs for Zambians. I am a Zambian, I have to safeguard jobs for Zambia, so if ZCCM has to take over, we shall take over.’

HH calls on Party members to mobilise the party at all levels

Opposition UPND leader Hakainde Hichilema arrives to attend a court case at the magistrate's court complex in Lusaka
Opposition UPND leader Hakainde Hichilema

UPND President Hakainde Hichilema has vowed never to stop party mobilization activities across the country despite many attempts by the PF Government to stop him.

The UPND Leader has called on party members to continue mobilizing the party at all levels saying there is not time for holiday especially with the current economic situation that requires their urgent intervention.

Mr. Hichilema says he has said it before that the country has numerous challenges that needs all to widely share ideas adding that stopping them from holding meetings like was the case on Friday in Kafue is certainly not one of the solutions that the country needs at the moment.

He says what is even worse is that PF members have continued having meetings in different parts of the country some busy campaigning in the guise of inspecting government projects.

He has disclosed to QFM News in a statement that in their meetings with traditional leaders, the clergy, and business community in Kafue before they were rudely interrupted, they learnt a lot on what is actually required to revamp the ailing economy and the urgent needs for economic diversification programmes that will create decent jobs for people especially the youths.

Meanwhile, PF Media and Publicity Vice Chairman Sunday Chanda says the best opportunity the UPND had to win elections was during 2015 presidential by-elections after the death of late President Michael Sata.

Mr. Chanda says the PF had little time to campaign as they were entangled with succession wrangles and that the UPND had all the time they needed to campaign.

And Mr. Chanda says the UPND Leader Hakainde Hichilema will still shoot over the bar during 2016 general elections.

Mr. Chanda says it is illogical for the UPND President to continue thinking that the current social and economical challenges will work to the advantage of the opposition.

Mr. Chanda says it is unfortunate that leaders who are wishing to govern the people are celebrating over the country’s woes saying they do not mean well for the nation.

He says the PF has done tremendously well in its four years of being in office and that Zambians have so many reasons of keeping them in office.

He adds that the statement by the UPND that the PF is a one term project is baseless as Zambians will prove to him that they cannot trust him with power.

Bowman Lusambo and his team clears garbage and installs borehole in Kabushi

The Bowman Lusambo Kabushi 2016 team this week heightened its development works in Ndola’s Kabushi Township which has continued receiving great commendation from residents.

The team led by Kabushi parliamentary constituency aspiring candidate Bowman Lusambo rehabilitated a disused borehole at Kabushi market which has been out of use for three years.

This is part of the Bowman Lusambo Kabushi 2016 familiarisation tour of the constituency which has seen him visit all the eight wards in the area.

Last week, a football tournament was held at Milemu grounds in Kabushi which saw hundreds of young people take part with thousands of Ndola residents turning out to watch the games.
This team, the team unblocked, flashed and repaired the pump to the borehole and the water has now started serving residents in the area and surrounding places.

The team further cleared heaps of garbage that had piled up in Gabon area at Main Masala market to the delight of the marketeers and the local people.

And commenting on the development, Mr Lusambo who is also MMD vice Presidential aspiring candidate pledged to construct five more boreholes in Kabushi constituency.

Mr Lusambo revealed that his team, working with the local people has identified three sites in Toka ward, Mzazala market area and the hostels are where the boreholes will be constructed.

He said the two remaining sites will be identified through a collaborative effort with all those interested in developing Kabushi including area MP Dorothy Kazunga.

‘As the Bowman 2016 team, we have decided to leave the two projects for the boreholes to the people interested in working with us in Kabushi. We are inviting them to partner with us to change this area. We are also inviting Madam Kazunga to work with us in Kabushi for the remainder of the two boreholes. We will pay for everything but we want that collective spirit from all stakeholders in the area,’ he said.

He added, ‘we want to promote community led development processes here in Kabushi where the people are the masters and we are the servants. The people should be deciding their own development priorities.

Mr Lusambo said his team decided to focus on addressing the water and sanitation situation in Kabushi because it is the most pressing.

‘We know there are many pressing demands here but after we engaged the local people, they told us in clear terms that their main problem is the lack of water, uncollected garbage and blocked drainage system and these are the things we have been working,’ Mr Lusambo said.

And information obtained from Ndola shows that area MP Dorothy Kazunga approached Ndola Town Clerk Ernest Sumani and Ndola Mayor Samuel Munthali to bitterly complain about the works being undertaken in the constituency by the Bowman Lusambo Kabushi 2016 team.

A fact finding team from the Ndola City Council was then dispatched on Thursday to Kabushi constituency which ascertained that the development works were within the law and that residents were appreciating the works.

The local authority has since commended the Bowman Lusambo Kabushi 2016 for assisting the council carry out development programs in the constituency.
