Essential medicines and medical supplies is at 42.2% for public health supply countrywide

Acting Minister of Health Mulambo Haimbe has said the status of essential medicines and medical supplies is at 42.2% for public health supply countrywide.

During a media briefing on the status of essential medicines and medical supplies in Lusaka on Friday, Mr. Haimbe said the Government through the Zambia Medicines and Medical Supplies Agency (ZAMMSA) has made headway in securing adequate essential health commodities.

He said this week Zambia received 50 Health Center Kits as first batch from the 42,000 Kits procured from Mission Pharma from India.

“Currently, the status of essential medicines and medical supplies is at 42.2%. The Government through the Zambia Medicines and Medical Supplies Agency (ZAMMSA) the institution mandated to procure, store and distribute medicines and medical supplies for all public health facilities in the Zambia has made tremendous headway in securing adequate essential health commodities aimed at ensuring easy and equitable access to quality healthcare services.On Monday 23rd May 2023 we witnessed the symbolic arrival of 50 Health Center Kits in the country, airlifted to set the pace for the arrival of the first batch from the 42,000 Kits procured from Mission Pharma from India. ZAMMSA is expected to receive 7000 kits June 2023-month end. Thereafter, the country will continue to receive 7000 kits every Two (2) months until all the 42,000 are received,” Mr. Haimbe said.

He said ZAMMSA has started procurements through the Unified Procurement Authority (UPA) of Egypt and the Untied Nations Agencies like United Nations Children’s Fund (UNICEF) to address the stock imbalances in the medicines and medical supplies in the country.

“ZAMMSA has put all required logistics in place to distribute these Health Centre Kits in a record time of two weeks across the country to addressed the current gaps in the supply chain of medicines and medical supplies in the health centres offering primary healthcare to our people.Health Center Kits are the backbone of the Public Health Supply Chain System and a game changer in our quest to improve the availability of essential medicines and medical supplies in our health facilities.A health center kit consists of 58 different products ranging from essential medicines such as various antibiotics, pain medication , antifungals to gloves to mention better a few. The broad range of products will ensure the treatment of about 80-90% of cases at primary health care such as diarrhoea in children, pneumonia, manage uncomplicated deliveries. Each Health centre kit has the capacity to treat over 900 patients and securing the kits will stabilize the drug situation in the country as primary health care accounts for 96% of public Health Facilities in Zambia,” Mr. Haimbe said.

He continued:”Further, ZAMMSA has initiated bulk procurements with short lead times through the Unified Procurement Authority (UPA) of Egypt and the Untied Nations Agencies like United Nations Children’s Fund (UNICEF) and Nations Population Fund (UNFPA) to address the stock imbalances in the medicines and medical supplies in the country. Through UNICEF the procurement is valued at $13.8 million, while the Nations Development Programme (UNDP) procurement is valued at $9.4 million to secure the reproductive health commodities, we are working with UNFPA to procure commodities valued at $2 million. The awarding of the procurement contracts to these agents will lead to shorter delivery lead times and not allow for supply chain disruptions.”

Mr. Haimbe said the Ministry of Health is seeking to improve the procurement cycle, including reviewing the Public Procurement Act 2020.

“ZAMMSA has also awarded contracts for Anesthetics medicines, Cancer Medicines, Dental Commodities, Orthopedic Trauma and Maxillofacial commodities to last over a year once delivered.Furthermore ZAMMSA has awarded running framework contracts to Local Manufactures of essential medicines this has led to increased manufacturing capacity which has since improved delivery of essential medicines from the Local Supplies. The government under the leadership of President Hakainde Hichilema is committed to improve the availability of essential medicines and medical supplies by the end of second quarter 2023.”

“In the third quarter the World Health Organization (WHO) target of 70% stock availability will be achieved as the country will experience an improvement in the supply of essential health commodities. Ministry of Health is actively working with ZAMMSA to ensure commodity security for the public health supply chain. And I would like to assure the public that the country is well positioned to address the current stock imbalances in our public health facilities.Once the Health Center Kits and the bulk procurements come in, there will be significant improvement in commodity availability in our health facilities.My ministry is working round the clock to unlock all rigidities in the procurement cycle, including reviewing the Public Procurement Act 2020, to ensure it is aligned to support the specialized nature of medicines and medical suppliers for a health sector,” Mr. Haimbe concluded.

AfDB, BOAD to mobilise institutional investor capital into African infrastructure

The Chief Executive Officer of Africa50, Alain Ebobissé and the President of the West African Development Bank (BOAD), Serge Ekué, announced today a partnership to work together to mobilise institutional investor capital into African infrastructure, and to identify projects to co-finance.

As part of this partnership, the two entities renewed their commitment to collaborate for the financing and development of bankable projects, including climate-resilient infrastructure, to support sustainable growth and the transition of African countries towards Net-Zero.

The announcement was made on the sidelines of the African Development Bank Group Annual Meetings in Egypt, themed ‘Mobilising Private Sector Financing for Climate and Green Growth in Africa’. In addition, this collaboration is aimed at helping bridge the large infrastructure financing gap in Africa, through the delivery of timely and efficient financing to meet the continents’ growing development needs.

On the occasion of the announcement, Alain Ebobissé, CEO, Africa50 said, “Africa50 is pleased to join forces with BOAD to drive transformative projects in Africa. This is the kind of African-led collaboration that is critical to accelerate inclusive growth, regional integration, and climate-resilient infrastructure development. We are pleased to contribute with our extensive expertise in project development and financing, to catalyze more funding from the private sector and institutional investors in Africa and globally. Together, we will help scale up and speed up projects that will provide new opportunities for African people”.

Africa50 and BOAD will work to identify a pipeline of projects that they would consider for financing and collaborate in the implementation of the Alliance for Green Infrastructure in Africa (AGIA) – an initiative to develop a pipeline of climate-resilient green infrastructure, which was launched at COP27 by the African Union, the African Development Bank, and Africa50 together with global partners.

Serge Ekué, President, West African Development Bank (BOAD) commented, “Access to energy remains crucial to the inclusive and sustainable development of the WAEMU region. Indeed, nearly half of the African population (48 percent) lacks access to power. Therefore, the strategic partnership between BOAD and Africa50 will pave the way for innovative and transformative projects, through the financing of green infrastructure, across the region”.

Forest Rangers and FC Muza have declared themselves ready for Saturday’s 2023 ABSA Cup final set for Woodlands Stadium in Lusaka.

Forest and Muza are eyeing their first ABSA Cup trophy.

At a pre-match media briefing in Lusaka today, Forest coach Ian Bakala said the Ndola side is hungry for victory against Muza.

He predicted a good game against Muza.

“Players are looking sharp and they have got hunger for this cup,” Bakala said.

Muza vice coach Cosmas Mujika said the Mazabuka club will depend on their giant killing formula as they battle Forest in the ABSA Cup final.

“It is a final, it is for anyone. The ones who will apply themselves very well on the pitch will get it,” Mujika said.

“My team is ready, the morale is good in camp. We have done our homework. I think we are winning it.”

Defending Champions Zambia Know Their 2023 COSAFA Cup Opponents

Defending champions Zambia have been paired in Group B against Malawi, Seychelles and Comoros at the 2023 COSAFA Cup to held in the South African coastal city of Durban from July 5-16.

12 teams have been split into three groups with the three pool winners and the best runner-up qualifying to the semifinals.

Hosts South Africa will face Namibia, Eswatini and Botswana while Group C has Mozambique, Angola, Mauritius and Lesotho.

Group matches will be played from July 5-12, with the semifinals on July 14 and the final two days later.

Meanwhile, COSAFA has said HOLLYWOODBETS will bankroll the COSAFA Cup.

PF Member of Parliament Christopher Shakafuswa Arrested for Allegedly Proposing Violence

The opposition Patritic Front (PF) Mandevu Constituency Member of Parliament, Hon. Christopher Shakafuswa, has been apprehended and charged with the alleged proposition of violence. The police claim that on 3rd May 2023, Shakafuswa, alongside others, proposed violence at the residence of former President Edgar Lungu in Ibex Hill, Lusaka.

According to the police, Shakafuswa is accused of advocating violence and impeding a police operation, thus violating the law as stipulated under Chapter 87 of the Laws of Zambia, specifically the Penal Code. If convicted, the suspect could face imprisonment for a period of seven years. Currently, Shakafuswa is being detained at Kabwa Police Station until his scheduled court appearance.

The specific legislation under which Shakafuswa is being charged is outlined in Chapter 87 of the Laws of Zambia, specifically Chapter (1)91. The law states that any person who, without lawful excuse, makes statements proposing violence or breaches of the law to assemblies is guilty of an offense and is liable to imprisonment for seven years. The alleged actions of Shakafuswa fall within the scope of this legislation.

In a separate case, the Kawambwa Subordinate Court has upheld the bench warrant issued on Wednesday against Kawambwa Central Member of Parliament, Hon. Nickson Chilangwa. Magistrate Martin Namushi, presiding over the Kawambwa Subordinate Court, has adjourned the proceedings until Monday, May 29th, 2023.

During the court session, the State presented two applications. Firstly, they requested that the bench warrant against Hon. Chilangwa remains in effect until his arrest. Secondly, they sought to commence the defense proceedings for the accused individuals present in court. However, defense lawyer Boniface Chiwala argued against proceeding with the defense in the absence of one of the accused, stating that it would constitute an unfair trial.

Counsel Chiwala referenced the 2013 appeal case of Lipepo versus the people, where the Supreme Court provided guidance on a similar scenario to the one faced by the Kawambwa Subordinate Court. Following Chiwala’s submission, the State requested additional time to review the matter and applied for an adjournment until Monday, May 29th, 2023, to respond to the defense’s arguments. Magistrate Namushi granted the State’s request for an adjournment, potentially paving the way for the start of the trial on Monday.

The Officer in Charge of Kawambwa Police Station, James Kasanda, requested more time until Monday for the police to locate and bring Hon. Chilangwa to court. Kasanda reported that on May 24th, 2023, they received a warrant of arrest for Hon. Chilangwa and had since been diligently searching for him. Despite their efforts, the accused person remains in hiding.

The bench warrant was initially issued against the Kawambwa Central lawmaker on Wednesday, May 24th, 2023, for his alleged failure to appear in court. The defense lawyer had filed affidavits claiming that Hon. Chilangwa was attending proceedings at the Lusaka High Court, making it impossible for him to be present at the Kawambwa Subordinate Court.

The case involves multiple defendants, including Pambashe Member of Parliament Hon. Ronald Kaoma Chitotela, Hon. Chilangwa, Kawambwa Mayor Chifumbe Kalumba, Kunda Chitotela, Chabu Chitotela, Davy Kaniki, and Charity Chibwe Musanto have been charged with one count of arson, threatening violence, malicious damage to property and four counts of assault.

It is alleged that on August 12, 2021, the two lawmakers and five others while acting together assaulted four UPND members, damaged the windscreen of the Mahindra Bolero motor vehicle valued at K400, 000 before allegedly setting it ablaze and further threatened violence.

In a recent press briefing at State House, President Hakainde Hichilema’s use of graphs to depict the country’s economy has drawn criticism from the leader of the Socialist Party, Fred M’membe. M’membe agrees with Chawama Catholic Church Parish Priest Father Anthony Salangeta’s questioning of the graphs, arguing that they fail to provide a complete picture of Zambia’s economic situation.

Dr. M’membe expresses concern over the President’s focus on leadership as the main driver of changes in Zambia’s Gross Domestic Product (GDP) levels since the 1970s. He emphasizes that prioritizing GDP growth does not necessarily guarantee the well-being of citizens. During his appearance on the “Let the People Talk” program on Phoenix FM, Dr. M’membe asserts that citizens are more interested in tangible improvements in their living conditions rather than complicated theories.

Dr. M’membe further states that it is unjust for the entire ruling United Party for National Development (UPND) system, including the President, to harshly criticize Father Salangeta for questioning the graphs. He believes that religious leaders have the right to participate in the country’s affairs and raise concerns that affect the people. Dr. M’membe also criticizes the double standard applied to religious and traditional leaders, where their support for politicians is accepted while their criticisms are dismissed as political.

Father Salangeta, who has come under attack for his remarks, is accused of misrepresenting President Hichilema during a mass service. The clergyman allegedly mocked the President’s use of graphs during a press briefing on May 19, 2023, claiming that “people will not eat graphs.” These sentiments have sparked anger among the clergy, who argue that Father Salangeta’s comments undermine the church’s integrity.

Reacting to Father Salangeta’s statements, Reverend William Njombo, the General Overseer of Christ Riches Church, expressed disappointment in the clergyman’s words, calling them misplaced and an indictment on the church. Rev. Njombo highlights the importance of the New Dawn administration’s efforts to provide free education and bursaries to empower vulnerable citizens and alleviate poverty.

Both Reverend Njombo and Mweetwa shared the view that clergymen should refrain from engaging in political opposition and focus on their spiritual duties. They believed that religious leaders had a responsibility to offer guidance and support to political leaders while unifying the nation. Their perspectives highlighted the potential tension between the role of clergy as spiritual advisors and their involvement in political discourse, particularly when it comes to criticizing or questioning political decisions or actions.

Fred M’membe Questions Government’s Explanation for Drug and Equipment Shortage

The President of the Socialist Party, Fred M’membe, has raised concerns about the Zambian government’s failure to provide a clear and honest explanation for the critical shortage of drugs and medical equipment in the country’s health centers, clinics, and hospitals.

According to Dr. M’membe, despite the government’s claim of allocating substantial resources to the health sector, it has openly acknowledged the existence of a crisis without offering a satisfactory explanation. He suggests that vested business interests play a significant role in the ongoing shortage, alleging that the government is unwilling to procure drugs from a local supplier who already has the needed medication available.

Dr. M’membe criticizes what he perceives as political posturing and blame-shifting, asserting that such tactics do not effectively address the issue at hand. He emphasizes the severe consequences of drug and equipment shortages, including increased out-of-pocket costs for patients, higher rates of drug errors, adverse events, and potentially even mortality.

Copperbelt Activist Highlights Governance Dysfunction and Political Sabotage as Obstacles to Zambia’s New Dawn Government

Copperbelt-based Good Governance Activist Peter Mulenga has said political sabotage and governance dysfunctional in public institutions are the major impediments to the New Dawn Government’s resolve to improve service delivery.

Mr. Mulenga said deliberate political sabotage in the public sector coupled with governance dysfunctional in public institutions is haunting the UPND Government at the moment.

He said most public institutions are not efficiently executing their stipulated noble tasks due to corruption, political sabotage, institutional petty fights and incompetence among other factors.

Mr. Mulenga said President Hakainde Hichilema must be bold enough to root out bad eggs in the system.

He noted that it was every citizen’s wish and Government’s dream to make Zambia a best partner for both business and investment.

“There is too much tension on the political scene in Zambia. Also political sabotage and governance dysfunctional in public institutions are some key obstacles Zambia and the new dawn is facing in the provision of public services delivery. Some Obstacles that continue to haunt this Government are governance dysfunctional in public institutions and external shocks.For decades, most public institutions have not efficiently executed their stipulated noble tasks due to corruption, political sabotage, institutional petty fights, and incompetence, among others.But Zambia has seen green shots to suggest that this government will tirelessly move towards enhancing public sector performance as well as building a robust and effective public system. It is during this period many persons will feel targeted or persecuted. The president needs to be bold and root out bad eggs in the system,” Mr. Mulenga said.

President Hichilema himself has in the past highlighted the news to clean up the public service sector.

There is wide spread belief that some elements in the public sector are frustrating the efforts of the New Dawn Government.

“It’s everyone’s and above all the Government’s dream to make Zambia a best partner for both business and investment.Zambia, just like other global economies desperately needs increased foreign direct investment (FDI) inflows which is a key macroenocomic variable for creating jobs, boosting domestic revenue through tax generation as well as boosting the growth of the an economy through increased Domestic Product (GDP).

No opposition is offering proper checks and balance, no opposition has really given alternatives because there is NO. Therefore the primary obligation for the New dawn Government is to restore livelihoods of the people of Zambia and also boost private sector productivity in order for Zambia to attain sustained and inclusive.”

Mr. Mulenga said the people of Zambia need to work with President Hichilema and the current Government in making Zambia a better place to live in economically and socially.

“Supplier and contractors cries need to be addressed with an iron fist. Too many foreign suppliers in Zambia, and these are the ones getting lions shares on the expense of Zambian suppliers. Therefore government need to initiate reforms which will aim at curbing the unfair practice at mine houses. Government should prioritized this issue because provinces like the Copperbelt, supplying and contracting is the back bone of livelihood.

The only way out of the country’s persisting economic challenges is to increase private sector productivity “ because it is a primary domain where a strong and health nation creates Jobs and wealth. Treading is the KCM and Mopani issues, already the President has given direction on the matter as well the Mines Minister. Let the Zambian people be patient on this Issue. I think we will have the last laugh.Look we have a President who has actualised most of the electoral promises, why sabotage him. The best is to work with him and make Zambia a better place to live in,” Mr. Mulenga said.

President Hakainde Hichilema Commemorates 60th Africa Freedom Day with Prestigious Awards Ceremony

President Hakainde Hichilema of Zambia marked the 60th Africa Freedom Day with a grand ceremony held at State House in Lusaka. The event was a momentous occasion to honor and recognize the outstanding contributions, heroics, and distinguished service of various Zambians towards the welfare and progress of the nation.

The highlight of the ceremony was the presentation of awards by President Hichilema, who bestowed honors upon deserving individuals. Among the recipients was Muzala Samukonga, the world’s fastest man in the 400m category, who received the prestigious President’s Insignia for Meritorious Achievements. Samukonga’s remarkable athletic accomplishments have brought pride and recognition to Zambia on the international stage.

The 60th Africa Freedom Day was celebrated under the theme “Acceleration of the African Free Trade Area Implementation,” emphasizing the continent’s commitment to enhancing trade and economic cooperation among African nations.

Prior to the awards ceremony, President Hichilema led dignitaries, members of the diplomatic corps, clergy, and former and current senior government officials in paying tribute at the Freedom Statue. The solemn wreath-laying ceremony was a symbolic gesture to honor the freedom fighters who made sacrifices for Zambia’s independence.

The conferment of awards and honors aligns with Article 92 (g) of the Constitution of Zambia, which recognizes exceptional contributions and meritorious service rendered to the nation.

Notable personalities in attendance included former Vice Presidents Enoch Kavindele and Pastor Nevers Mumba, who graced the event with their presence.

Joseph Banda, a local hero who displayed extraordinary courage by killing a leopard with his bare hands to protect terrified villagers and restore peace, was among those honored at the ceremony. Banda’s fearless act of bravery exemplifies the spirit of Zambians in safeguarding their communities.

Additionally, Judge Florence Mumba, renowned for her high-profile service in the judiciary, the United Nations, and other international organizations, was awarded the esteemed Grand Commander of the Companion Order of Freedom 2nd Division. This recognition highlights Mumba’s significant contributions to the advancement of justice and human rights.

Another distinguished recipient, Esther Mulaisho, was awarded the Grand Commander of the Order of Distinguished Service 1st Division. Mulaisho’s political career began at a young age as she courageously opposed colonial rulers, demonstrating her unwavering commitment to the principles of freedom and equality.

The President’s Medal for Gallantry was presented to Lieutenant Colonel Habasune Fine Mpezele for his instrumental role in eliminating the notorious Mailoni brothers, who terrorized villagers in the Luano valley. Mpezele’s exemplary bravery and commitment to protecting innocent lives have made him a role model for others.

The ceremony also recognized Kabotu Muhongo, who received the President’s Medal for Gallantry for rescuing five Seventh-day Adventist (SDA) members when their boat capsized on Chilubi Island. Muhongo’s selfless act of heroism saved lives and demonstrated the compassion and solidarity that define the Zambian spirit.

In addition to the awards for bravery and heroism, Saviour Konnie was honored for his outstanding contributions to the insurance profession. Konnie’s exemplary career in the insurance industry led to the establishment of the Professional Insurance Company, exemplifying the entrepreneurial spirit and dedication to excellence.

AU honours Betty Kaunda

The African Union (AU) has recognised posthumously Mama Betty Kaunda, wife to Zambia’s late Founding President Kenneth Kaunda, as a Freedom Activist and Founder member of Pan African Women’s Organization.

Mama Betty’s role has been recognised alongside other Women freedom fighters that have not been recognized in the past events.

During the celebrations to mark the 60th Anniversary of the OAU-AU in Addis Ababa, Ethiopia, Mama Betty’s photograph was displayed in the wall of fame where those who played a role in the liberation struggle were recognized.

In the main hall, pictures of the thirty-two founding members who signed the OAU Charter on 25th May, 1963, were displayed.

Charge d’ Affaires at the Zambia Embassy in Ethiopia, Trevor Sichombo expressed gratitude to the African Union for recognizing Mama Betty for her role in the liberation struggle.

Mr. Sichombo said until history was recorded correctly, names of great heroes that have made immense contributions, like Mama Betty would go into oblivion.

The Charge d’ Affaires said there was no better way to honour the great men and women than to continue the work they started to achieve the Africa we want.

And AU Chairperson, Moussa Faki Mahamat said the Africa Union recognised leaders who sacrificed their lives for Africa’s liberation.

He said it was important for Africa to maintain peace as the fallen heroes fought tirelessly to ensure that the continent had peace and prospered.

He emphasized the need for Africa to be economically independent and reduce its dependence on foreign aid.

He added that it was unfortunate that African countries were grappling with the problem of debt.

And Ethiopian Prime Minister, ABIY AHMED said Africa cannot claim to be independent when its people are grappling with poverty.

He said it was unfortunate that despite Africa having abundant natural wealth, the continent remained poor.

The Prime Minister also called on the African Union to establish a continental media house to curtail negative reporting by Western media.

This is according to a statement issued to the media by First Secretary for Press and Tourism at Zambia’s Embassy in Ethiopia Inutu Mwanza.

PART II: ZCCM-IH Crisis: Has Corporate Governance Deteriorated?

The current crisis at ZCCM-IH is related, in one way or another, to the apparent deterioration in the corporate governance practices at the company. This assertion is not an allegation but a statement of fact. The new Chairperson of the company is on record as having hinted at the existence of the problem at the company for some time, which his predecessor was trying to clean up. During the handover event, the new ZCCM-IH Board chairperson, Kakenenwa Muyangwa, thanked Ms. Dolika Banda for improving and emphasizing good corporate governance practices and business controls in the company during her tenure, stating: “I am grateful to my predecessor Ms. Banda for her passion and leadership that she dedicated to ZCCM-IH for the past 15 months. She championed Zambia’s mining interests.”

There have been several corporate governance lapses at ZCCM-IH in recent times, which one can point to. These include the lack of transparency, political interference in the company’s operations and decision-making, and the lack of compliance with the requirements of a listed company. This article highlights the various areas where ZCCM-IH has evidently failed.

Concealment of information and lack of transparency

The Minority shareholders have complained several times about being oppressed in the sense that they have been denied their rights as shareholders, by the majority shareholder, the Zambian government. During the acquisition of 90 % Mopani Mines, for example, the Minority shareholders complained about the company’s behaviour.

“In 2021, when Carlisa investments, a subsidiary of Glencore and First Quantum Minerals, sold a 90% stake in Mopani Copper Mines (MCM) to ZCCM-IH, the Minority shareholders had already been denied access to the terms of the $1.5billion buyout,” Thierry Charles the Spokesperson for the Minority Shareholders complained about the lack of transparency by ZCCM-IH.

In 2023, in the deal to convert the 20% ordinary shares that ZCCM-IH held in Kansanshi Mines PLC into a Royalty, the Minority shareholders were denied a number of documents to enable them, as shareholders, to vote on the transaction in an informed way. They recently released a statement about the fact that ZCCM- IH concealed the documents and clauses of the KMP deal from them before voting on the deal on 31st March, 2023 at Shareholders Annual General meeting (AGM).

Zambians and other stakeholders who were suspicious of the Royalty transaction in 2022, in the first place, have been vindicated by the Minority shareholders complaints. The Non-governmental organisation, Carlitas Zambia has challenged the Zambian government to disclose the full details of the deal signed with First Quantum Minerals, if indeed, there is nothing suspicious about the conversion of Zambians’ shares in Kansanshi Mining Plc that ZCCM-IH holds on their behalf, in the spirit of upholding transparency and accountability in the mining sector.

“The main source of corruption in the mining industry over the years has been the lack of openness in the sector’s management and administration, which has deprived Zambians of the benefits. If the ZCCH-IH deal is going to be for the Zambian people’s benefit, then why are they being kept in the dark about it? We contend that the only reason the ZCCH-IH agreement with FQM is being kept a secret from the people of Zambia is because it most likely benefits a select group or individuals. We demand that the government follow the law and make available to the people of Zambia all documents related to the ZCCM-IH agreement,” Caritas Zambia said in its Press statement.

The other person who has added his call for the full disclosure of the deal is the Member of Parliament for Lunte in Northern Province, Mutotwe Kafwaya, who is a professional accountant.

“When we said there is something grossly wrong with the government intention to dispose of ordinary interest in FQM, some people argued against our position. We knew that there was bad interference from powers that be. Because of bad interference from State House, ZCCM – IH proposed to dispose of ordinary shares held in FQM against national interest and against Constitutional provisions. Because of bad interference from State House, an ethical board chairperson for ZCCM – IH resigned from her position paving way for the creation of bad perception,” the member Parliament wrote in a statement on the crisis at ZCCM-IH.

In a take no prisoners, and scathing criticism of the new dawn administration, the Mast Editorial of 15 May, 2023, wrote an editorial on what some critics have deemed as President HH’s leadership doctrine. The paper pointed out widespread political interferences and micromanagement of State Owned Enterprises, including ZCCM-IH, one of the main features of the said leadership doctrine.

“Zambia is not an animal farm where some are more equal than others. There is political interference by your own staff at State House at IDC and ZCCM-IH. One cannot politicise a business decision of a publicly listed company. ZCCM-IH is the shareholder of KCM and Mopani. Why is ZCCM-IH not leading the negotiations? Why at the very initial stages of negotiations were Greg Mills, Valentine Chitalu among others, involved in negotiations? Now Ministers and Bureaucrats are leading the negotiations. No wonder Dolika Banda, the Chairperson at ZCCM-IH has now resigned,” the Paper observed.

Non Compliance with Disclosure and Transparency rules

The London Stock exchange recently suspended the trading of ZCCM-IH shares. This was as a result of the non-compliance with Financial Conduct Authority (“FCA”) Disclosure and Transparency Rules. The suspension of shares of listed company is a very serious offence. It has never happened to ZCCM-IH since 1964. ZCCM-IH did confirm the suspension of its shares due to non-compliance in cautionary statement. The company notified its shareholders and the public about it and the reason.

“This suspension is as a result of the non-publication of audited financial results for the years 2021 and 2022 within regulation time, which were delayed due to the prolonged completion of the fair valuation process of assets and liabilities related to the acquisition of 90% shares of Mopani Copper Mines Plc as of 31 March 2021,” ZCCM-IH said in a statement.

The suspension of ZCCM-IH shares by the London stock exchange for the non-production of financial statements for two financial years, raises questions about the Zambian regulators – the Securities Exchange Commission (SEC) and the Lusaka Securities Exchange (LuSE). It will be useful for two regulators to educate the public about why they never took the same action. And also, how they allowed ZCCM-IH to go ahead with the approval of the FQM/KMP deal at the AGM, when they had not filed audited accounts for two financial years. They also need to educate the public why they did not act on the suppression of minority shareholders when they complained. They have to provide answers to these questions as quickly as possible in order to enhance their credibility in the eyes of the investing public.

Why did Dolika Banda resign?

The resignation of former Chairperson of ZCCM- IH, Ms. Dolika Banda has been shrouded in some kind of mystery, because she has not personally publicly come out in the open, to state the reasons for resignation. However, it is quite easy to infer the reasons, from third Party information that is publicly available, as well as from her farewell remarks during the hand over event.

The news about Ms Banda’s resignation was first broken by a credible on line publication, The Daily Revelation. The Media House reported on 4th May, 2023 that ZCCM-IH Board Chairperson Dolika Banda had resigned due to excessive interference from State House over the many decisions in the mining sector, including on KCM, Mopani and the decisions on the stake in Kansanshi mines.

“She has been frustrated during the period she was appointed to the position as all the decisions ranging from KCM, Mopani, and Kansanshi and even on the exploration into the Cobalt resources and which people to bring in. There are a whole host of issues currently ongoing in which decisions appear to be coming directly from the presidency at State House,” sources said. “The complaint has been about the overall decision making in ZCCM-IH and the lady saw little reason of remaining in an institution where she could not make decisions due to the alleged interference from State House,” according to the report by Patrick Chilemba of the New Revelation Newspaper, quoting reliable sources close to Ms. Banda.

In her farewell speech, as part of handover, in a rather subtle manner, she did give an inkling as to one of the reasons why she left .The reason could only be picked up by those who pay attention to detail, and listen to what people are not saying.

“I believe at the core of its mandate, ZCCM-IH is capable of advancing Zambia and its citizens through leveraging the country’s billion-dollar mining sector. We have to work with global partners to maximise these resources, and Zambians have got to be part of the equation. I am for brand Zambia, and will continue preaching brand Zambia,” Banda said.

When you read the above statement from Ms. Banda, and combine it with the ZCCM-IH Minority interest’s complaint about the non-disclosure of the FQM Royalty Agreement, it leaves one with little doubt as to one of the reasons why she could have resigned. The ZCCM-IH Board approval and validation of the controversial conversion of its 20% dividend interests in Kansanshi Copper and Gold Mine to an annual 3.1% royalty payment may have contributed. But all in all, in the final analysis, it boils down to issues of corporate governance issues – political interference and micromanagement.

Conclusion

Whichever way one looks at it, what is clear is that there are serious Corporate Governance issues in the way that ZCCM-IH is being managed by the government which has contributed to the delay in resolving the KCM and MCM debacles. There is no way of sugar coating the crisis at ZCCM-IH. If the suspension of shares by the London Stock exchange of ZCCM- IH, and the resignation of a reputable and international Corporate Guru like Dolika Banda, is anything to go by, there has certainly been a deterioration in corporate governance at ZCCM- IH.

Large and listed Companies like ZCCM-IH’s structures are well defined. There are employees, Management, Board of Directors and Shareholders. Their respective roles and responsibilities are all well-defined. And no external parties are supposed to interfere in how the company is run on day basis and in decision making. ZCCM-IH, as an internationally listed company, with a complex diversified portfolio cannot be remote controlled and micromanaged by rookie civil servants and a foreign kitchen cabinet member, who is highly conflicted by virtue of his known connections to a foreign mining Multinational. Zambia can do better than this, given its immense human capital.

ZCCM-IH has serious Corporate Governance problems that should be addressed at the highest level, by ensuring that the principles of corporate governance are adhered to and the company hires independent and knowledgeable professionals to help it in its current negotiations. The issues of transparency, accountability, segregation of responsibilities and non-interference ought to be observed. The Institute of Directors is well advised to educate government authorities including ministers, civil servants and the newly appointed Board members about the basics of corporate governance through possible virtual workshop and seminars. It’s only in Zambia where you see SOE Board Chairperson addressing the press so often and explaining operational matters instead of Chief Executives. This has to come to an end. There is so much ignorance about the different roles of Management, the Board and Shareholders, and the result is the mess you are seeing all over State Owned Enterprises.

Zambia should learn from Singapore and China on how State Owned Enterprises (SOEs) are managed. There is meritocracy in appointments of Boards, Chairpersons and Chief Executives. And the Shareholder – the government – does not interfere in the operations of those companies, but rather waits for them to account at regular intervals when their performance are measured. The two countries have some of the most successful SOEs, with some being quoted on Western Stock Exchanges and appear in the fortune 500 list.

It’s Not About The Graph, But The Audience

“If you would persuade,” said Benjamin Franklin, “you must appeal to interest rather than intellect.”

One doesn’t have to be a communications expert to understand why we communicate—the basic premise of communication is for a speaker to convey a message, and conversely be understood by their intended audience. If you are a public speaker, the importance of knowing your audience, understanding their most basic needs and tailoring your message to their interests and level of understanding is key to success—be it delivering an address, a presentation, a speech, or simply galvanizing people to action.

In the last couple days, Zambia has been all ears on what I would call “unproductive debates” about the use and understanding of “graphs”, or lack thereof. I call it unproductive because this is happening at a time when cost of living is the 800-pound gorilla in every room you walk into today, youth unemployment is at an all time high, and debilitating poverty is knocking at every doorstep in our community. One would expect a more progressive debate to dominate the airwaves post a presidential press conference.

But on the contrary, we’ve seen members of the clergy taking to their pulpits, government ministers wielding their power, pundits of both the ruling and opposition parties, as well as ordinary citizens engaging in rhetoric to either rationalize or disapprove the usage of graphs in the last presidential press conference. Whether the president’s use of graphs was right or wrong depends not on the content itself, but who his intended audience was.

So the question we should be asking is, who did the president have in mind when preparing for his press conference? I’m asking this question because the very first thing a good speaker does when preparing for an address is getting to understand who their intended audience is—you cannot show up to a class of 10 year olds with a Harvard University level speech and expect to deliver impact. Good speakers always begin with the people they will be addressing in mind, answering these fundamental questions before they put pen to paper—who is my audience, why am I talking to them and what do they want to hear from me? Public speaking is akin to selling, where the product is your message—you can’t force people to buy a product they have no use for.

When people become audience members in an address or speech situation, they bring with them expectations about the occasion, the topic, and the speaker. And those expectations are restricted to their interests and level of understanding of the subject. A good speaker is always on the alert for opportunity to appeal to common sense and the people’s deepest needs—fully understanding that deviation from the audience’s expectations can have a negative impact on the effectiveness of the address or the speech. In our case, graphs in themselves should not be the bone of contention, what people should be debating about is the audience—was that the right audience to assimilate statistical illustrations or not? A follow up question should be, who is the intended audience in a presidential press conference?

The concept of presidential press conferences is not new, it has been an ongoing tradition in many countries for hundreds of years—the first ever televised press conference was in 1955 by US President Dwight Eisenhower. Kenneth Kaunda, for those old enough to remember, was fond of press conferences—I used to listen to them with my grandmother when I was a kid. The purpose of these press conferences is for the president to connect with the public and ameliorate the risk of insularity that comes with holding high office—they are also a means to spotlight immediate challenges facing the country, communicate the president’s policy priorities to address them, and put the citizens concerns at easy—similar to a pilot making an announcement during moments of extreme turbulence on a flight. The general public, meaning ordinary citizens, are often the target audience in these press conferences.

Taking an audience-centered approach in this regard is important because a speaker’s effectiveness will be improved if the address is created and delivered at the level of understanding of their target population. So the question we should be asking is, how well does our population understand statistics fundamentals? Can our mothers at Soweto Market, whose biggest interest is where the next meal will come from, interpret and understand a graph—is that information relevant, or could that be viewed as a mockery to them?

I believe that we are always at our best when we speak conversationally, in ordinary-everyday language. PowerPoint slides are very effective in boardrooms—but when it comes to connecting with ordinary people, PowerPoint presentations often pose as a barrier between the speaker and their audience. Additionally, the subject of statistics is vast—for those who are trying to justify the use of graphs at a press conference, can they interpret and understand dendrograms, boxplots,correlation and regression, path analysis techniques for model identification and fit, confirmatory factor analysis and structural equation modelling? If they cannot interpret this level of statistical analysis, the same goes for our mothers at Soweto Market whose primary interest is the next meal for their children. My uneducated grandmother used to sit and listen to Kenneth Kaunda’s press conferences and have notable takeaways—because Kenneth Kaunda always created and delivered his addresses at the level of understanding of a common man.

It is important to always remember that the basic premise of communication is to be understood. When we are understood, we have an opportunity to appeal to interest, persuade, drive influence and galvanize people to action. To appeal to interest, drive persuasion and subsequently influence and action, it is critical that a public speaker puts together the right information that appeals to their target audience’s motivation. They must communicate what’s in it for their intended audience and craft their content accordingly.

I cannot explicitly state whether the president was right or wrong in using graphs at his last press conference, because I am privy to who his target audience was—not sure whether it was ordinary citizens, the business class or investors. But I saw it necessary to outline communications fundamentals, and let people use it as a point of reference in this ongoing debate.
