UPND Labels Munir Zulu as a Paid Political Mercenary

The United Party for National Development (UPND) has accused Hon. Munir Zulu, the Independent Member of Parliament for Lumezi, of being a paid political mercenary sent to undermine the good works of President Hakainde Hichilema and the UPND-led government.

Speaking to journalists, UPND Deputy National Youth Chairman Trevor Mwiinde expressed disappointment in Hon. Zulu’s failure to provide evidence to back up his allegations after the ultimatum he had given.

“Members of Parliament are called Honourables because they are supposed to conduct themselves in such a manner. When Hon. Munir Zulu gave that press briefing and gave the challenge of 24 hours, we thought he would do the honourable thing and act within that timeframe.

However, we are shocked that after both Ministers and the ACC responded, Hon. Zulu has remained quiet. What he has done is demeaning the Honourable position that society has given to him,” said Mwiinde.

Mwiinde went on to accuse Hon. Zulu of being a paid political mercenary, stating that his failure to provide evidence was a clear indication that he was not acting in the interest of the country.

“Our brother Munir Zulu has failed to live up to the standards of being called Honourable by failing to give evidence after his own given 24-hour ultimatum. Due to that, we are convinced that he is a paid political mercenary sent to frustrate the good works of President Hakainde Hichilema and the UPND-led government,” said Mwiinde.

Mwiinde has also called upon Zambians to ignore all prophets of doom, including paid mercenaries like Zulu, who he says do not mean well for the country. He has urged Zambians to support the developmental agenda being spearheaded by President Hichilema and the UPND-led government.

“We would like to warn them that they won’t manage. What they are trying to do is just a storm in a tea cup,” Mwiinde said.

In response to these accusations, Hon. Munir Zulu has not yet made any public statements. It remains to be seen whether he will provide evidence to back up his allegations or respond to the accusations of being a paid political mercenary.

Poor construction works of Kanchibiya Police Station irks Command

Muchinga Province Police Commanding Officer, Kaunda Mubanga has expressed sadness on the ongoing construction of Kanchibiya Police Station being constructed without following recommended standards.

Mr. Mubanga expressed his worry yesterday when he visited the construction site of Kanchibiya Police Station during his Familiarization tour of the district.

He expressed sadness that despite being advised to follow the recommended standards of a Police Station, the responsible officers at District level went ahead and gave a go ahead to the contractor to begin the construction of the Police Station using design drawings that do not have other components to make it a police station.

Mr. Mubanga said it is against the set standards that a Police Station is being constructed without both a female and male juvenile cell, an armoury, accommodation for the Police officers and an office for the deputy Police officer in charge among other things.

He pointed out that not following the recommended standards of constructing a Police station risks the structure being rejected by the service which he said will eventually become a white elephant.

The Police Chief has advised the Ministry of Local Government to redesign the structure and incorporate the required recommended structures.

“There is need to stop the construction of this Police Station until recommended standards are included,” said Mr. Kaunda.

And the Local authority through the District Director of Works, Innocent Kansembe assured the Police commanding officer that the responsible committee for construction will meet soon and relook at the gaps that have been highlighted.

“The design for the construction of Kanchibiya Police Station was given by the Ministry of Local Government in Lusaka,” said Mr Kansembe.

Mr Kansembe said redesigning the structure will not be difficult because the structures that are on site have only reached slab level.

Meanwhile, Kachibiya District Administrative Officer, Mulenga Yamishi has appealed to the Ministry of Local Government to always consult responsible institutions before undertaking such projects.

Mr Yamishi expressed sadness that redesigning structures will delay the completion of the much needed Police Station and also increase the total cost of the structure.

“I hope the Ministry of Local Government will quickly redesign the structure so that the construction works can resume as soon as possible,” said Mr. Yamishi.

The Copper Queens have made gigantic strides on the FIFA Coca Cola Rankings, rising to 77th in the world.

The World Cup bound Copper Queens have jumped from 88th to 77th in their their upward trajectory.

Their Group C opponents at the Australia/New Zealand FIFA World Cup Spain, Japan, and Costa Rica seventh, 11th and 36th respectively on the global charts.

The Copper Queens have become a prominent feature in the women’s game having participated at the Tokyo 2020 Olympic Games where they were the only African team.

Nigeria are still the highest ranked African team in 42nd position in the world while South Africa are in 54th position with Cameroon in 56th.

Ghana are ranked 59th while Ivory Coast are in the 64th position with Equatorial Guinea ranked 71st while Morocco is 73rd.

Tunisia is just one slot above Zambia in 76th position.

Zambia is one of only four African countries that will be at the 2023 FIFA Women’s World Cup in Australia and New Zealand.

The full African contingent comprises South Africa, Morocco, Nigeria and Zambia.

Grant Hopes Zambia Can Keep Momentum on Sunday

Avram Grant believes it will not be easy to play Lesotho twice in a space of three days heading into Sunday’s final leg Group H doubleheader at Dobsonville Stadium in Johannesburg.

Chipolopolo beat Lesotho 3-1 on Thursday at home in Ndola to inch closer to the magic 9-pointer they need to make a strong case for their first AFCON qualification since 2015.

“It is even very difficult to play even at club level to play against the same team in a space of three days, especially the national team,” Grant said during Saturday’s pre-match briefing in Johannesburg.

“It is not easy for us and not easy for them also I would have preferred to play another team but that’s the programme we will try our best to win.”

I gave a speech in Beijing at the opening ceremony of The Second International Forum on Democracy – The Shared Human Values, organised jointly by the Chinese Academy of Social Sciences and think tanks from Cambodia, Chile, Nigeria, Spain and Tonga.

More than 300 guests, scholars, and experts from over 100 countries and regions attended the forum in person or virtually to discuss democracy and sustainable development, democracy and innovation, democracy and global governance, democracy and the diversity of human civilisation, and democracy and the path to modernisation.
This is what I said:

In a truly fair, free and peaceful world, democracy takes many forms of expression, not only one. I believe democracy is a government in which all the people participate, in which the interests of the people reign supreme, in which the country’s sovereignty, the country’s honour, is at the top.

This month is a month of democracy discourse in the world. At the end of this month, there’ll be a conference in Lusaka, or a summit in Lusaka, Zambia, my country, led by the United States. They have come to southern Africa to teach us democracy: a country that was opposed to our liberation, a country that supported colonial regimes – their puppet regime in South Africa, the white racist minority regime in Rhodesia, now Zimbabwe, the Portuguese colonial governments in Mozambique, in Angola, in Guinea-Bissau, and Cape Verde – today is coming to Africa to teach us about democracy.

A country that has toppled so many governments in Africa, that has led so many coups in Africa and other parts of the world, a country that has killed so many of our leaders in Africa and other parts of the world, the killers of Patrice Lumumba, those who toppled Kwame Nkrumah, those who killed Nasser, those who killed Muammar Gaddafi, today are coming to teach us about democracy. A country that has been built on brutal force, on the enslavement of other human beings, on the humiliation of Africans, the exploitation of Africans, the plunder of Africa, today is coming to teach us about democracy.

That’s the arrogance, the imperialist arrogance, the racist arrogance that we are subjected to. We cannot have democracy where there is hegemony of the strongest, mightiest, imperialist power. We cannot have democracy where a country’s resources, a country’s decisions are dictated to by another country. A country that is dominated by another country cannot be democratic, a country that lacks sovereignty cannot be democratic, a people who cannot decide for themselves cannot be democratic. A colony and neocolony cannot be democratic.
That’s why today, at the United Nations, membership is on the basis of sovereignty. Only sovereign nations can be members of the United Nations, because only sovereign nations can decide for themselves. A colony cannot be a member of the United Nations. It’s not by accident. It’s not a mistake. If you have no respect for the dignity of others, if you have no respect for the sovereignty of other countries, you cannot claim to be a champion of democracy.

They used to say all roads lead to Rome. Today we can confidently say, all roads to progress, all roads to what is better for humanity, lead to Beijing. This is a people who have developed themselves, a country that has developed itself without colonising any country in the world, without plundering any country in the world, without subjugating any people in the world. This is a country that is developing with maximum respect for others, for its history, for its cultures, and recognises the diversity that is civilisation. We were only taught one form of civilisation, one form of modernisation; that was the western way. Westerness was a measure of how civilised, how modern you are. We reject that. We reject it because it’s not correct. We reject it because it’s undemocratic. We reject it because it’s uncivilised to think of other people and the world in that way.

Today, they cannot accept that China has caught up with them, China is about to surpass them in many areas of human endeavour. Their imperialist arrogance is inhibiting them from accepting that reality, their racist arrogance is inhibiting them from accepting that reality. But the world is changing. The Chinese we are witnessing today, as President Xi said in Moscow the other day, have not been seen in 100 years.

They (the Americans) have shaped a world that they themselves are scared of, and they have shaped a world that is not sustainable. Democracy, human development is not sustainable on the basis of plunder, on the basis of enslavement, on the basis of humiliating other people every day. That is a system we are seeing today, a system that will not survive if plunder is eliminated, if subjugation of other peoples, other nations, is eliminated, if inequality in the world is eliminated. That system will disappear. The only system that can survive and can endure for long is a system that is based on mutual benefit, win-win relationships, mutual respect for others, accommodation and tolerance of others, and fraternal love for all humanity. This is what we find in China today. This is what China’s example is showing us.

Indeed, all pathways are different. There is no path that is the same. Even if we are leading to the same destination each path has its own characteristics. We are seeing that, we are learning that, we are experiencing that today with China.

There are many things that have to be done to get the world that we want. A more just, a more fair, a more peaceful world is possible. But it won’t drop from the skies, we have to struggle for it. And, as Fidel (Castro) said, if we struggle we will win.

BOZ approves merger of Atlas Mara, Access Bank of Zambia

The Bank of Zambia has approved the acquisition of African Banking Corporation limited (Atlas Mara) by Access Bank of Zambia limited and the subsequent merger of the two entities effective March, 2023.

In a press statement availed to the media by Bank of Zambia Assistant Director, Communications, Besnat Mwanza says the approval is reflective of the Bank of Zambia’s commitment to financial systems stability and support the Banking sector in playing a meaningful role in economic development.

Ms Mwanza has since informed the public that in the meantime, the two Banks will operate as two separate entities until the process of regulatory consolidation and transitioning has been concluded.

She said once concluded, the merged Banks will operate as Access Bank Zambia limited.

The Bank of Zambia has since encouraged customers and members of the public who have queries on this acquisition and merger to directly contact Access Bank of Zambia.

Digitalisation of financial services to help grow the economy – Mutati

Minister of Technology and Science, Felix Mutati says Government is resolved to transforming the country into a digital nation especially in Financial inclusion in order to grow the economy.

Mr Mutati observes that the era of doing business has changed drastically from traditional into digital ways, disclosing that the country last year witnessed over K300 billion transacted through mobile platforms in 2022 representing 100 percent.

The Minister was speaking during the 22nd graduation ceremony of the Zambia Institute of Banking and financial services in Lusaka today stating technology is impacting every sphere of human life.

“Technology transformation brings massive opportunities for the Banking sector, there is need to keep moving in the path to acquire necessary knowledge in digital financial literacy and education,” he said.

Mr Mutati reiterated the need for every Zambian to embrace the digital revolution in a quest to improve the performance of the Banking sector and the economy as a whole.

The Minister added that Government and the Banking sector need to work together to increase productivity through product innovation and to address the skills challenges and security risks that digital transformation brings to the sector.

“The Government has continued to prioritise technological advancement in the economy and has partnered with learning Institutions such as ZIBFS to ensure that education and training in the country can be done without borders through the use of information communication Technology,” he said.

He disclosed that Government is aiming to attain a digitally transformed economy by 2030 in order to strengthen the quality of financial Education in the country.

Mr Mutati explained that Zambia has made significant strides in making digital financial literacy a success story in a bid to Foster economics development in the country through infrastructure development among others

He urged the graduates to always be thirsty for more information and knowledge in the digital financial services as the Banking sector has changed drastically from the traditional way of doing business.

And Zambia Institute of Banking and financial services President, Moses Shuko said Banking financial Professionals must be adequately equipped with the required knowledge and skills to continue being relevant in the sector.

“I am pleased to announce that at today’s graduation ceremony, we are witnessing a total of 220 of our members graduating at various levels of the institute’s programmes,” he said.

Mr Shuko explained that the Institute is committed to complementing Government efforts in driving the financial education agenda.

He further noted that the Institute is responsive to the training needs of the country by way of providing industry relevant education and training programmes.

Meanwhile, a graduating Student, Meya Mtonga pledged to apply the acquired knowledge by adding value to the country’s prosperity.

She urged her fellow graduates to uphold high ethical standards in their journey to transform the Banking industry and the country at large.

When is enough enough? My husband and I left Zambia 15 years ago.We were doing very well in Zambia and I had a good career. We agreed on staying here for 5yrs, it’s now been 15yrs.I want to go back home, for my sanity. I miss my family, I miss my friends,I miss the food. I am financially reliant on him as he wanted me to be at home to take care of him and our child. Which to be honest has been a blessing.I do not lack financially and I am able to buy nice clothes and anything I need.However, I am bored to death, I am lonely and I am homesick. I want to go back home.

My husband has a social life from his work environment that involves alot of travelling and meetings.I am just home all the time with few friends. We have discussed this extensively but he doesn’t want to leave.I believe we can make it work in Zambia and our child will be able to grow around his cousins.(Due to complications in my pregnancy I will not be able to bear another child). If I leave my husband he will only get to see our child once or twice a year and I wouldn’t want to deprive our child of his father.But I can’t stay here anymore.Please help what should I do?

Gold Mafia: With Sanctions imposed on Zimbabwe by the West,shouldn’t they find their own way of conducting business?

Top Zimbabwe ambassador involved in gold smuggling scheme

One of Zimbabwe’s most influential diplomats, Uebert Angel, offered to use his status to launder millions of dollars through a gold-smuggling scheme, during an undercover operation by Al Jazeera’s Investigative Unit (I-Unit).

Angel, appointed ambassador-at-large and a presidential envoy by Zimbabwe’s President Emmerson Mnangagwa in March 2021, told reporters he would be able to carry large volumes of dirty cash into the country using his diplomatic status.

The 44-year-old, who claims to be a prophet and heads a congregation — the Good News Church — with branches in 15 countries, said he would facilitate a scheme through which unaccounted cash could be exchanged for Zimbabwe’s gold. Recipients of the gold could then sell the precious metal for legitimate money, effectively turning their cash clean.

Angel and his business partner Rikki Doolan also claimed that their laundering operations had the approval of Mnangagwa, who has been in power since November 2017, when Zimbabwe’s controversial former leader Robert Mugabe was ousted in a military coup.

“You want gold, gold we can do it right now, we can make the call right now, and it’s done,” Angel told Al Jazeera’s reporters. “It will land in Zimbabwe — Zimbabwe can’t touch it too until I get to my house. So, there can be a diplomatic plan.”

“So, it is a very, very easy thing,” he said.

Angel made the offer during an operation that was part of ‘Gold Mafia’, an investigation into several gold-smuggling gangs in Southern Africa, with Zimbabwe and South Africa as key hubs.

The investigation reveals how these gangs have turned Western sanctions meant to target Zimbabwe’s government into an opportunity to smuggle large quantities of gold and launder hundreds of millions of dollars through a complex web of companies and bribes.

Al Jazeera reporters, posing as Chinese nationals who were looking to launder large sums of money, were offered several ways to remove all stains of corruption from their dirty cash.

Among those mechanisms was the use of Angel’s diplomatic clout. Officially, the pastor-diplomat is tasked with finding investors to come to Zimbabwe. However, Angel made it clear that he was willing to help smuggle gold and launder money.

Zimbabwe needs dollars because the country’s own currency has lost its value in international trade due to hyperinflation. A commodity like gold is a good way to earn dollars, but international sanctions imposed on the country make it difficult for the government to export gold because of the additional scrutiny on officials in power.

“So you have to figure out other ways to do that,” Karen Greenaway, a former FBI investigator who tracks international money laundering schemes, told Al Jazeera. One way around: individual gold miners, who don’t face those restrictions.

This scenario makes Zimbabwe fertile ground for money launderers who can help the country earn dollars in exchange for gold.

The president’s niece

Central to Angel’s gold-for-dirty money operations is Henrietta Rushwaya, president of the Zimbabwe Miners Association. Rushwaya, who is also President Mnangagwa’s niece, told Angel and the reporters on a phone call that smuggling 100kg of gold each week would be no problem.

The scheme would need an initial investment of $10mn of dirty cash into the government’s gold refinery, Fidelity. Of that, $5mn would be held in reserve by Fidelity for the duration of the scam, with the rest being used every week to buy gold.

Once the gold is bought, another $5mn would be brought in to buy more gold until all the money had been laundered into the precious metal — which would then be sold internationally for legitimate, clean cash.

During the meetings, Angel and Doolan, also a British pastor and music artist, said everything they were doing had the blessings of ‘number one’, referring to Mnangagwa. Doolan even offered to set up a face-to-face meeting with Mnangagwa on the sidelines of the COP26 climate change conference in Glasgow in 2021.

The gang also offered to help launder money by building properties near the tourist town of Victoria Falls. This, Angel said, would be appreciated by Mnangagwa because it would allow him “to cut a ribbon”, and build his legacy as a leader who brought visible infrastructure investments into Zimbabwe.

“A politician wants to open something,” Angel told Al Jazeera’s undercover reporters. “Gold is easy, but there is nowhere to cut a ribbon.”

Tendai Biti, former Zimbabwe minister of finance, told Al Jazeera that although gold trade by law should be overseen by the central bank, the vast majority of gold is smuggled out of the country.

“We have got world class deposits of gold, but we have nothing to show for it,” Biti said. “I think we are losing about a billion US dollars in illegal gold exports — which is a euphemism for gold smuggling.”

“The biggest challenge Zimbabwe now faces is the existential threat that comes from this mafia, the gold mafia.”

When asked for a response to Al Jazeera’s investigation, Fidelity denied all involvement in money laundering or smuggling. Mnangagwa, Angel, Doolan and Rushwaya did not respond to our inquiries.

Former Archbishop Telesphore Mpundu has expressed concern that the UPND administration’s stay in power beyond 2026 may depend on how it handles the current high cost of living and the depreciation of the kwacha. Speaking on Phoenix FM’s Let the People Talk program, he said:

“The UPND government came into power on the promise of improving the lives of Zambians, but the current high cost of living is frustrating many people. The pace at which things are being done by the government is unsatisfying, and if they don’t address these issues, they risk serving only one term in office.”

Archbishop Mpundu also reminded the government of the PF’s loss of popularity due to their failure to tackle important issues affecting Zambians:

“The PF lost popularity because they didn’t address the issues that were affecting the people. The current government needs to learn from their mistakes and act quickly to improve the lives of Zambians. Many people feel betrayed by the government because nothing seems to be happening as promised.”

He also advised the government to tolerate criticism and dissenting voices, saying that this is essential for a thriving democracy:

“In a democracy, we need to tolerate divergence and avoid taking criticism as a personal attack. It’s the only way that democracy can thrive, and the government needs to appreciate this.”

Meanwhile, Leader of the Opposition in Parliament Brian Mundubile has criticized the UPND administration for attempting to silence Emeritus Archbishop Telesphore Mpundu. He said:

“The UPND government should allow Bishop Mpundu to continue speaking out freely on national issues. Voices from the church, civil society organizations, and other stakeholders should be allowed to offer their views on how the country ought to be managed. Democracy is measured by how much dissenting voices are accommodated within the political space.”

Mr. Mundubile also reminded the UPND of Bishop Mpundu’s role in the country’s democracy, saying that he had been speaking out against injustice, societal morals, and governance issues for many years:

“When UPND was in opposition, they embraced Bishop Mpundu because he spoke for the masses on societal ills. It’s strange that they now want to gag him by stopping him from speaking. Let the UPND appreciate the role that Bishop Mpundu has played in our democracy and give him space to continue speaking for the masses.”

Mr. Mundubile also highlighted some of the issues affecting Zambians, including the high cost of the dollar, fuel, ZESCO connection fees, and mealie meal:

“The UPND should focus on addressing these issues instead of trying to silence dissenting voices. Bishop Mpundu’s warning of food riots if the cost of living is not addressed is a wake-up call for the government to act quickly.”

Fred M’membe versus Zambia’s Foreign Policy

The recent utterances (perhaps ‘hallucinations’) by socialist ideologue Fred M’membe, leader of a political party—the Socialist Party—whose ideals belong to the archives, in support of despot Vladimir Putin’s unprovoked invasion of Ukraine should be condemned by all patriotic and peace-loving Zambians, irrespective of whether Russia has actually ever supported Zambia in any field of endeavour.

By the way, Russia is not one of the prominent providers of foreign aid or assistance to Zambia, as M’membe has claimed. The following countries and institutions or agencies (including China) are prominent Zambia’s development partners in the designated fields of human endeavour:

(a) Economic Growth, including agriculture, energy, privatization, small and medium-sized enterprise development, wildlife conservation, and tourism: Africa Development Bank (ADB); Danish Aid (DANIDA); European Union (EU); Finnish International Development Agency (FINNIDA); Food and Agricultural Organization (FAO); Friedrich Ebert Stiftung (FES); International Fund for Agricultural Development (IFAD); Japanese International Cooperation Agency (JICA); Netherlands; Norwegian Agency for Development (NORAD); Swedish International Development Agency (SIDA); United Kingdom Department for International Development (DfID) and Foreign, Commonwealth and Development Office (FCDO); United Nations Development Program (UNDP); United Nations Children’s Fund (UNICEF); USA (USAID), the World Bank; and the World Food Program (WFP).

Since our country’s political independence in October 1964, we have had government leaders whose foreign policies have been the pursuit of lasting peace and stability within Zambia and the African Union, and the fostering of sound relations between our beloved country and all peace-loving nations worldwide. And these have been leaders who have literally embraced and complied with the Principles of the United Nations (UN).

It is, therefore, unfortunate that M’membe and some of his colleagues in the Socialist Party have decided to support a country that has violated the Principles stipulated in Article 2 of the UN that prohibit member-countries from threatening or, except in self-defense, using force or war against other sovereign member-countries in Clauses 3 and 4, particularly the following:

(a) All Members shall settle their international disputes by peaceful means in such a manner that international peace and security, and justice, are not endangered; and

(b) All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State, or in any other manner inconsistent with the Purposes of the UN.

M’membe’s explicit support of Russia’s invasion of Ukraine may actually be deemed to be rebellious and unusual because only President Hakainde Hichilema is currently the popularly elected leader in Zambia who has the people’s mandate to articulate the country’s foreign policy both at home and abroad.

Incidentally, the news article entitled “I’m Not a Politician, I am a Revolutionary, Fred M’membe Reflects on the Past,” which appeared in Lusaka Times on June 24, 2020, explains his thinking that somewhat mimics the words of the late Fidel Castro of Cuba, the late Samora Machel of Mozambique, the late Hugo Chavez of Venezuela, and other socialist ideologues of yesteryear.

A “revolutionary” (noun) is defined as a rebel, a radical, an insurgent, a rioter, a mutineer, an anarchist, or an insurrectionist. Our Constitution (2016) does not provide for “revolutionary” parties; it only provides for “political” parties. Being the “president” of his political party, therefore, M’membe is essentially engaged in politics and, as such, is a politician.

I define the term “politics” as the process by which power is shared and exercised, especially in, but not limited to, local and national government circles.

The only difference between M’membe and the majority of other Zambian politicians is that he has decided to resurrect an ideology that belongs to the archives. He is busy searching the “trash bins” of history for something to hoodwink or dupe some of our docile compatriots. The harsh experiences our people endured during the UNIP era should have taught us not to allow the formation of political parties based on socialist ideals.

Fred M’membe has also called for a stoppage to military support being rendered by Western countries to Ukraine. Russia is a military superpower allegedly seeking to colonize weak countries in its geographic region by force to create a Russian empire akin to the former Union of Soviet Socialist Republics (USSR).

Vladimir Putin has often decried the dissolution of the USSR. As Mike Pence, former U.S. Vice President, has warned, “[A]nybody who thinks that Vladimir Putin will stop in Ukraine if he takes that country, I think has another thing coming.”

If M’membe is seeking financial and material support for his Socialist Party in preparation for the 2026 General Elections, he will do well to listen carefully to the piece of advice in the late Keith Mlevhu’s song entitled “Ubuntungwa.”

Vladimir Putin is a sadist and an absolute danger to the human race. He has caused trauma, the refugee crisis, the massive human carnage, the destruction of Ukrainian economic infrastructure, and the disruption of socioeconomic activities in Ukraine and beyond.

What more, he has disrupted oil supplies from Russia to the rest of the world, which has resulted in shortages and high prices of gasoline around the world. And he has disrupted supplies of grain from Ukraine to the rest of the world, and has, as a result, contributed to famine and high prices of food worldwide.

Therefore, any country or individual that supports or sympathises with such a heartless and sadistic monster deserves to be unreservedly condemned and rebuked.

DBZ MD, Dr Samuel Bwalya sentenced to 15 months in prison with hard labour for abuse of office

Former Development Bank of Zambia (DBZ) managing director, Dr Samuel Bwalya, has been sentenced to 15 months in prison with hard labour for abuse of office. The decision was handed down by Magistrate Faides Hamaundu after Dr Bwalya was found guilty of initiating the payment of school fees for his children by pressuring his co-workers to process when he was not entitled to education allowance as claimed.

Dr Bwalya was facing 12 counts of abuse of authority of office involving K781,195.78, and the particulars of the offence in the matter were that he committed the offence between May 1, 2020 and July 30, 2021, as a public officer, namely, managing director for Development Bank of Zambia.

During the trial, Magistrate Hamaundu found that Dr Bwalya had abused his position of authority by falsely claiming education allowances for his children, despite not being entitled to such benefits. The magistrate stated that it was evident that Dr Bwalya had initiated the payment of school fees for his children by pressuring his co-workers to process when he was not entitled.

The conviction and sentencing of Dr Bwalya send a strong message to public officials that they will be held accountable for any abuse of authority. The court’s decision also serves as a warning to individuals who may be tempted to abuse their positions of power for personal gain.

Speaking after the ruling, the prosecution team welcomed the verdict, saying that it was a clear indication that the judiciary was committed to fighting corruption and ensuring that public officials are held accountable for their actions.

The defense team, however, expressed their disappointment with the ruling and stated that they would appeal the decision. They argued that the evidence presented during the trial did not prove beyond reasonable doubt that Dr Bwalya had abused his office.

The sentencing of Dr Bwalya comes at a time when the Zambian government is making efforts to address corruption and improve accountability in the public sector. In recent years, there has been an increasing demand from civil society and the international community for stronger action to be taken against corruption.

The conviction and sentencing of Dr Bwalya are expected to provide a boost to the government’s efforts to improve governance and accountability in the country. It is hoped that the ruling will serve as a deterrent to other public officials who may be considering abusing their positions of power for personal gain.

Kabwe Deputy Mayor found with case to answer for Defaming President Hichilema

Kabwe Deputy Mayor, Kayombo Mihova has been found with a case to answer in Kabwe magistrate court for allegedly defaming President Hakainde Hichilema.

Mihova,23, a Councillor is facing one count of defamation of the president contrary to Section 69 of the Penal Code Cap.87 of the Laws of Zambia.

Particulars of the offence are that the accused on the 29th of July, 2022, with intent to bring the name of the President in hatred, ridicule or contempt did publish defamatory remarks against the head of state.

In passing the ruling, Kabwe Resident Magistrate Catherine Mumba said the prosecution has proved beyond reasonable doubt to put the accused on his defense.

Mihova opted to give sworn evidence and that he will call three witnesses. April 24th 2023, has been reserved for mention and setting of the date for defense.

Easing Restrictions on export of agro commodities has positively impacted The Agro Sector – ZNFU

The Zambia National Farmers Union (ZNFU) says government’s policy to ease export restrictions of agricultural commodities has positively impacted the agricultural sector.

Speaking in a Telephone interview with ZANIS in Lusaka yesterday, ZNFU Public Relations Officer Kelvin Kaleyi has said that the government has made the environment friendly and predictable for the Agricultural sector.

Mr Kaleyi added that the policy has built confidence for other countries to do business with Zambian farmers, unlike previously when borders were often closed and opened, which disrupted the flow of business.

“That’s how it should be, be predictable, be open. Let other people who want to do trade with you, know that when we engage Zambia we know that this is going to happen,” he said.

Meanwhile Small Scale Farmers Development Agency Chief Executive Officer, Boyd Moobwe said the agency is impressed with the policy.

Mr Moobwe said with the introduction of the policy, the government should put in place regulations and modalities that enhance smooth operational export procedures.

He also noted that such policies are put in place to adrenal critical challenges affecting production, marketing and investment in the country.
