Zambia rising of democracy in Africa – Finnish Envoy

Finnish Ambassador to Zambia, Saana Halinen says Zambia is a rising star of democracy in Africa.

Ms Halinen added that it is the more reason Zambia was selected to co-host the forthcoming second summit of democracy set for 29th to 30th March 2023.

She said Zambia should use the summit to learn best practices from other thriving democracies.

Ms Halinen explained that the lessons learned during the summit through the exchange of ideas, will greatly help to further develop the country’s democratic tenets.

Meanwhile Ms Halinen revealed that the embassy is organizing a side event on the 31st of March, which will border on women political empowerment.

She indicated that the Finnish government is actively involved in organizing the second summit for democracy.

Ms Halinen said she is looking forward to the successful co-hosting of the much anticipated second summit for democracy.

She indicated that a delegation from 21 countries is expected to come to Zambia and exchange ideas on how to further grow democracy on the continent.

Zambia will co-host the summit on March 29 and 30, 2023, with the United States of America, Costa Rica, the Netherlands and the Republic of Korea.

The summit will be held under the theme: ‘Free, fair and transparent elections in Africa.”

Mongu Mayor describes as injustice council’s decision to suspend him for six months over alleged misconduct

Embattled Mongu Mayor Nyambe Muyumbana has described as injustice council’s decision to suspend him for six months over alleged misconduct.

Mongu Town Clerk Oliver Muuka on Monday announced that a special full council meeting suspended Mayor Muyumbana in accordance with the Standing Orders of the Local Government Act No. 2 of 2019.

Mr. Muuka said when suspending Mr. Muyumbana the meeting considered the conduct of the Mayor in regard to lowering the integrity of the Council, misuse of council property and abuse of position and privileges.

Reacting to his suspension, Mr. Muyumbana said he will serve his six months suspension honourably even though it is unjust and goes against the rules of natural justice.

He said some people have resorted to using the law to settle political scores as they are inspired by hatred, spite and malice.

“Good morning fellow residents. On Monday, 20th February 2022, a Special Council Meeting was called to deliberate on a motion bordering on misconduct brought up against my office and Kambule Ward councillor Jimmy Kaumba. The petition was signed by 15 councillors, but a number of them rescinded their decision during the preliminary stage of the motion, and before the meeting, which I duly chaired as Mayor. Among those who signed the petition was the deputy mayor, Cllr Suzyo Ng’uni.As per the requirement of the law, I declared interest at the stage when it was time to debate the motion, but since my deputy was also among those who had petitioned me, I requested that he should also not chair the proceedings for he had an interest. This was agreed to by the Council, and I left the chamber. However, I later came to learn from a press statement signed by Mongu town clerk, Mr Oliver Muuka that after ‘protracted’ debate and without a vote, I had been suspended as Mongu Mayor for a period of six months for misconduct and other issues I would not want to belabour. My two fellow councillors, Mr Kaumba and Mr Mwangala, I was told had also been suspended from the Council. Strangely, Mr Muuka in his press statement forgot to mention that. I leave it at that,” Muyumbana said in a written statement.

The Mongu Mayor said his suspension was politically-engineered.

“Clearly, my six-month suspension as Mongu Mayor is unjust, it goes against the rules of natural justice, it is a situation where people resort to use the law to settle political scores, it is inspired by hatred, spite and malice directed at my person and at those who are seen to align with me politically. In short, my suspension is politically-engineered.But for the love of our party, UPND, unjust as the decision by a few known individuals to suspend me as Mongu Mayor for a maximum period of six months maybe; painful as it maybe to the people of Mongu, who, despite my human flaws, I have served with a spirit of transparency and accountability; hate-inspired as this decision maybe, I will not drag our UPND government to court over this,” he said.

Mr. Muyumbana said he will forgive people behind the suspension and forget the episode after declaring that vengeance is for God.

“I will serve my six-month suspension as Mongu Mayor honourably. We forgive and forget, for vengeance is for God. Business was disrupted on my account in Mongu yesterday. Journalists were also not spared from harassment by our cadres. Not in my name.On second thoughts, even if I have every right to escalate this to the courts of law, I wouldn’t want to be used as an excuse by those who are not shy of playing dirty politics, to continue stifling people’s rights and freedoms. I would rather carry this burden alone. As I am writing this press statement, I just came from the police station after receiving a call out yesterday. I want to thank the police command for Western division for tolerance and professionalism exbited. I received valuable counsel from our men in uniform,” he said.

Mr. Muyumbana vowed to continue all the developmental initiatives among them the market revolving fund and nurses scholarships while serving his suspension.

“During this six-month suspension, I will lay low but continue all the developmental initiatives among them the market revolving fund, nurses scholarships, we embarked upon from the time I was voted as Mongu Mayor. Those activities, it should be noted, have not been suspended. We will continue to honour our pledges and follow them through to their logical conclusion, in line with the very clear UPND Manifesto and the Eighth National Development Plan. Ours is for the development of Mongu, and if politics stands in the way of achieving those objectives in certain spaces, we will step aside and pursue those development objectives through other legal means.A bad precedence has been created and will lie in it as local government leaders in Zambia!For now, I remain, Your Chief Servant,” Mr. Muyumbana concluded.

Last month, Police in Mongu detained Mr. Muyumbana over a matter of alleged assault.

He was also pictured in uncompromising state in a toilet at a drinking facility.

Mr. Muyumbana was installed as Mongu Mayor in May, 2022 after winning a mayoral by election on the ruling UPND ticket.

Mr. Muyumbana succeeded Matakala Nyambe, who tragically died in a road accident late in February 2022.

Global Fund allocates $350 million to fight HIV, Tuberculosis in Zambia

The Global Fund has allocated 350 Million United States Dollars to Zambia aimed at accelerating the fight against HIV/ AIDS, tuberculosis, malaria and COVID 19 for the next three years.

Speaking during the media briefing today, Country Coordinating Mechanisms (CCM) Chairperson Joshua Banda said the grant cycle will run from 2024 to 2026.

Bishop Banda said HIV programs have received the highest allocation of 251,027,914 United States Dollars followed by Malaria with 77,243,020 USD.

He said tuberculosis interventions have received 21,508,410 in the main allocation adding that a further 12,400,000 has been allocated as catalytic matching funds to cater for pre-exposure prophylaxis and community systems strengthening and response.

Bishop Banda explained that Zambia has also been allocated in principle a separate 32, 350,375 million USDs for COVID 19 funds in a separate stream of application from the support the three diseases.

“ This allocation amount represents an increase of 34 million compared to the 315 million USDs which the fund allocated to Zambia in the current implementation period which started in 2021 ending at the close of this year. Bishop Banda noted.

And speaking at the same event Minister for Health Sylvia Masebo thanked the Global Fund for the investment that she described as an incredible partnership.

Ms Masebo said this will no doubt accelerate the fight against the four diseases.

She observed that the government has made significant strides in the fight against the four diseases but that more still needs to be done.

Ms Masebo added that with such partnerships she is optimistic that this will be managed especially for the marginalized 1.2 million people that are living with HIV.

“This is an incredible investment not only for the ministry of health but also for the people of Zambia that will be served in different spheres.” Ms Masebo added.

Kwacha Depreciation Negatively Impacting Local Small and Medium Businesses in Zambia

The continuous depreciation of Zambia’s currency, the Kwacha, against major convertibles is causing serious problems for small and medium businesses in the country. The depreciation has resulted in higher operational costs, making it expensive to run a local business. This negative trend is impacting businesses at all levels, but it is particularly affecting small and medium-sized enterprises (SMEs) that employ a large chunk of workers (90%+) outside the formal sector.

Silavwe Jackson, President of Global Progressive Zambia (GPZ), stated that “The situation is quickly turning into a serious business nightmare. Local small and medium businesses are experiencing high operational costs owing to the upward swing of the Kwacha. If not arrested, it is only a matter of time local small and medium businesses start to close, unleashing more unemployed people to the already existing 8 million job seekers on the market.”

The issue is compounded by the fact that Zambia’s economy is import-based and consumer-based, which means that the country relies heavily on imports, and consumer spending drives economic growth. The depreciation of the Kwacha has made it more difficult for local businesses to import goods and materials, leading to a rise in prices and operational costs.

To address the issue, the GPZ has called on President Hakainde Hichilema and his administration to provide tax, levies, and statutory incentives to SMEs to reduce the cost of doing business and encourage production. “We call on President Hakainde Hichilema and his administration to provide tax, levies, and statutory incentives to small and medium businesses so as to reduce the cost of doing business and scale up production,” Silavwe Jackson stated.

Other measures proposed by the GPZ include capping the prices of fuel and electricity, government taking over gold and sugilite mining through ZNS to generate more dollars, and creating a new venture fund to support startups in agriculture, mining, manufacturing, technology, and creative arts.

Meanwhile, there are concerns about what would happen to the Kwacha if the country’s debt restructuring efforts fail. According to Dr. Situmbeko Musokotwane, Zambia’s Minister of Finance, the delayed debt restructuring is one of the main reasons behind the Kwacha’s depreciation. “If he were right, then what would happen to the Kwacha if this debt restructuring totally failed?” asked Fred M’membe, the leader of the Socialist Party in Zambia.

“Zambia’s debt is not new, it hasn’t just arisen. The Kwacha was, for some time, appreciating on the back of this national debt burden. It even went as low as K15.89 to the US Dollar under this government. But it is reaching K20.70 to the US Dollar under the same government,” he added.

UPND Youth Leader Given 14-Day Ultimatum to Exculpate Himself Over Alleged Gross Misconduct

The United Party for National Development Management Committee has given Deputy National Youth Chairperson, Stephen Chikota, a 14 day ultimatum to exculpate himself over alleged gross misconduct.

The ultimatum was issued following a video circulating on social media in which Mr. Chikota and his colleague Mutale Mukuka, while in custody, issued tribal remarks that were contrary to the standing of the party in power. Additionally, the two also issued scandalous remarks against the party.

UPND Secretary General, Batuke Imenda, in his letter addressed to Mr. Chikota, stated that his actions are contrary to the party regulations and are not befitting of him as a senior party official who ought to know that the UPND came into power under the umbrella of unity and love. Mr. Imenda further emphasized that all tribes in Zambia are equal and that the mandate of the party is to reunite the country and restore order.

Meanwhile, Mr. Imenda stated that the party has nothing to do with criminal matters relating to party members and will allow the law to take its course. He also emphasized that the party will not hesitate to take action against any member who exposes the name of the party into disrepute.

Party President Hakainde Hichilema, who is also the Republican President, has reiterated that the party will promote the rule of law at all times and has constantly appealed to party members to ensure that they conduct themselves in a manner that reunites the country.

In other news, Zambia has been selected to co-host the second Summit for Democracy on March 29-30, 2023, in Lusaka. The summit will assemble world leaders with representatives from government, civil society, and the private sector. Of particular interest in enhancing Zambia’s democracy is the abolition of the criminal defamation of the President which has given citizens freedom of expression, of course in a responsible manner as well as the abolishing of the cruel death penalty.

The Zambian Summit will build on the Summit for Democracy held in December 2021; this meeting will highlight how democracies deliver for their citizens and are best equipped to address the world’s most pressing challenges. Together, world leaders will showcase progress made by summit partners on commitments during the year of Action, and will organize collective action to address emerging challenges to democracy.

As the party in government, the UPND will champion a vision of the world that is grounded in democratic values, transparent, responsive and accountable governance, rule of law and respect for human rights. With this point, Zambia with the United States and its allies, is committed to leading the world towards leading a more peaceful, prosperous future for all.

For President Hakainde Hichilema and the UPND government, no matter how challenging the problems they face, they know that democracy remains the best tool to unleash human potential.

New Dawn Government seeks to extend social security coverage to workers in the informal sector in Zambia

Ndola District Commissioner Joseph Phiri has said the New Dawn Government is looking forward to the quick implementation of the planned extension of social security coverage safety net to workers in the informal sector.

Napsa has joined efforts with stakeholders among them market associations, Workers Compensation, MTN Zambia and NHIMA to sensitize and register players in the informal sector for social protection.

The targeted informal sector players include marketeers, traders, saw millers, bus drivers, small-scale farmers and taxi drivers.

Officiating as guest of honour during the joint field stakeholder engagement activities in Ndola, Mr. Phiri said social security is a basic human right for all.

“These strategic partnerships will surely enhance the implementations of interventions aimed at extending social security coverage to the informal sector. Let me hasten to say that social security is in fact a basic human right for all. This therefore is an important intervention in the quest to extend social security coverage to the informal sector. It is the desire of the republican president, Mr. Hakainde Hichilema and his new dawn government to improve peoples’ lives. Therefore, strengthening national social protection systems to cover workers in all forms of employment, including those in self-employment, is a key element of reaching universal, comprehensive, and adequate social protection coverage. As government, we will be on hand to ensure that you successfully undertake your mission here in the province so that our people can benefit from the schemes. i want to assure you that we are available to help you resolve any challenges you may face,” Mr. Phiri said.

“As you might be aware, most people who are in the informal sector in Ndola do not have any form of pension or social security system, and this program by yourselves is therefore timely. Allow me to emphasize this point, that it is the desire of this government under the able leadership of President Hakainde Hichilema for all citizens in this country, whether in the informal or informal sector, to participate in some form of future savings such as pension schemes to avoid old age poverty. We have seen how many people in this country, including some of our family members who are struggling to earn a living. We are looking forward to the successful implementation of this programme so that members of the informal sector groups here in Ndola namely, domestic workers, bus and taxi drivers, marketeers, Sawmillers, and small-scale farmers will be registered by NAPSA, NHIMA and WCFCB,” Mr. Phiri continued.

Mr. Phiri said the informal sector in Zambia remains a key pillar in development as it contributes significantly to the country’s domestic product.

He said social security is aimed at improving the livelihoods of thousands of people and protecting them from various predicaments that include old age, injuries and sickness.

“I would like to call on Ndola residents and all the informal sector workers in our province to ensure that you register with Napsa, Nhima and WCFCB. Embracing this important initiative will change your lives for the better. I wish to call on Napsa, Nhima and Wcfcb not to relent but continue spreading the good news of social security aimed at improving the livelihoods of thousands of people and protecting them from various predicaments that we face, including old age, injuries, sickness, death, and other challenges due to lack of social security. I have no doubt in my mind that mass sensitization will be embraced and change the course of social security coverage in our city going forward. This intervention by you will provide much-needed information to our people and give them an opportunity for a dignified life during and after retirement, continue developing strategies and initiatives to drive the programme for the extension of coverage to the informal sector,” Mr. Phiri said.

Zambia to significantly benefit from World Bank and the Global Financing Facility programme-Makupe

Zambia is part of the 36 countries worldwide that are currently benefiting from the World Bank and the Global Financing Facility (GFF) supported programme.

The programme, called the GFF Country Leadership Programme, is aimed at equipping countries with necessary skills to strengthen their health care systems on specific health challenges by 2030.

Ministry of Health Acting Permanent Secretary for Technical Services, Alex Makupe, pledged Zambia’s continued support targeted at enhancing service delivery in the health sector.

Speaking when he officiated at a five days retreat programme for Zambia, Dr Makupe observed that good governance skills play a vital role in driving a systematic change in the provision of health care services.

He explained that Zambia is poised to significantly benefit from the programme as it focuses on strengthening its reproductive health, maternal and newborn health.

He expressed hope that the programme will go a long way in accelerating Zambia’s attainment of the 2030 objectives in the health sector.

And World Bank Zambia Task Team Leader, John Makumba, assured that the bank will continued supporting the country in improving the provision of health care services.

Mr Makumba explained that the World Bank will use the Country Leadership Programme to strengthen its area of support for Zambia, which includes tuberculosis, Covid-19, HIV and AIDS, women, children and adolescents health among others.

He said the bank will also collaborate with various key stakeholders in the health sector in order to achieve improved health care outcomes for the population.

Mr Makumba further pointed out that the programme will also be used to reinforce efforts that Zambia has already made in the health sector through its health strategic plan.

Meanwhile, GFF Focal Point Person, Alison Morgan, has congratulated Zambia for the strides recorded in the provision of health services despite the advent of the Covid-19 pandemic.

Dr Morgan said even with the challenges of Covid-19 affecting the smooth running of health care systems, Zambia’s health sector remained resolute and was able to execute its health strategic plan.

She added that the country leadership lies at the core of the GFF’s collaborative model and is crucial to driving transformational change for leaders from across the member of the programme.

The retreat is being attended by former Ministers of Health, former and current Permanent Secretaries in the Ministry of Health, Academicians, health professionals, and civil society organisations in the health sector among others.

Kalene Hills factory set for full production next quarter

Kalene Hills Fruit Factory in Mwinilunga district in North-Western province is scheduled to commence full scale production of various products in the second quarter of 2023.

This follows the acquisition of all the necessary operational compliances and permits from relevant regulatory bodies and the passing of the user acceptance test of its products.

Kalene Hills Factory General Manager, Wilson Sunga, says the firm is now ready to go into full-fledged production and is also set to place its products on the market.

“So the expectation is that within quarter two of 2023, the asset will roll into full-fledged production,” he said.

Mr Sunga told ZANIS in an interview today that the factory will produce a number of products whose production and sample products have already been certified safe for human consumption.

He said the factory is producing bottled water, mango and pineapple juices, tomato based sauces and ketchups, jams and various canned fruits.

The water from Kalene Hills Factory is already on the market.

Mr Sunga explained that the factory is targeting both the local and international markets for is products.

He added that Angola and the Democratic Republic of Congo are prime target markets due to their proximity to the factory.

Meanwhile, Mr Sunga has revealed that at full operational capacity, the factory will create about 200 direct jobs while over 6,000 indirect jobs will be created from out grower schemes.

The out grower schemes are co-managed by World Vision Zambia, Musika and the Ministry of Agriculture.

He explained that the factory will rely on the local market for the supply of feed stock, adding that work is being done to increase the out grower schemes population from the current 6,000 to about 30,000 farmers in the first 48 months of its operations.

In July 2022, President Hakainde Hichilema commissioned the Kalene Hills Fruit Factory in Mwinilunga district.

President Hichilema urges Invest Africa Consortium to consider energy sector

President Hakainde Hichilema has urged a visiting team from Invest Africa to consider investing in the energy sector of Zambia. President Hichilema says investing in the energy sector will give the investors quick returns.

The President was speaking at State House today when Invest Africa Chief Executive Officer, Karen Taylor, and her delegation paid a courtesy on him. President Hichilema underscored the need to also invest in green energy and in the agriculture sector in Zambia.

The Head of State said his administration wants investors to identify joint venture partnerships as they invest in Zambia.

Mr Hichilema added that his administration is in a hurry to grow the country’s economy by promoting domestic and international investment.

He told the Invest Africa delegation that government is creating a conducive investment environment by improving legal and regulatory aspects that may have caused bureaucracy.

And speaking earlier, Invest Africa Chief Executive Officer, Karen Taylor, said her team is in the country to explore possible partnerships with both the public and private sector.

Ms Taylor said her institution is eager to invest in various sectors of the Zambian economy, which include financial services, technology and infrastructure.

She noted that Invest Africa is impressed with the current administration’s economic reform programme, stating that the international strategic institutions are keeping a close eye on Zambia.

She added that foreign direct investment (FDI) can thrive in a friendly business environment.

Chipolopolo Almost At Full Strength at Ndola Base

The list of foreign-based call-up ahead of Thursday’s 2023 AFCON Group H qualifier against Lesotho has swelled to 10 following the arrival of five key European-based players.

Scotland-based duo of Ayr United defender Frankie Musonda and Rangers striker Fashion Sakala were part of the five that arrived on Monday in Ndola where Thursday’s game will be played at Levy Mwanawasa Stadium.

Leicester City striker Patson Daka, Lameck Banda of Serie A side Lecce and Czech-based midfielder Benson Sakala will all be part of Tuesday training at Levy.

They join the Tanzanian-based duo of Clatous Chama of Simba SC and Kennedy Musonda from Young Africans including the South African contingent of goalkeeper Toaster Nsabata, midfielders Roderick Kabwe and Larry Bwalya who all arrived over the weekend and were part of Monday’s training.

Five more players are still being expected who include TP Mazembe defender Tandi Mwape plus midfielder Kings Kangwa of Red Star Belgrade in Serbia.

Denmark-based duo of Lubambo Musonda and Edward Chilufya complete the five other call-ups coach Avram Grant is expecting for the Group H doubleheader.

US Vice President Mustn’t Dare Lecture Us On Gay Rights

One terrible thing about headlines is that we tend to jump to conclusions before we even get to the gist of the matter. It would therefore be prudent for anyone to read this article exhaustively before accusing us of being homophobic!

US Vice President, the most important person under the sun, of course after Joe Biden, shall soon be making her way to Lusaka, Zambia for the much anticipated Democracy Summit slated for later this week. She is also expected to tour 3 other African countries. As expected, rumours are swirling around as regards the purpose of such a high profile visit by Harris Kamala who is said to have some links to our country. Is the visit meant to cement the relationship between the US and Africa so as to assert its authority on the African continent amidst the increasingly influence of China? Or is it another botched attempt by the West to impose Western values on the poor Africans?

Africans are generally peaceful people. You don’t usually expect them to beat their chests and swiftly gather their machetes to confront those coming to exploit their resources. Whether it’s someone from China, USA or indeed planet Mass; they are willing to do business with you, of course in exchange for 3 pieces of silver. However, Africans aren’t dimwits as some people would want to believe. Attempt to impose any rubbish on them and you will see how they would react!

This brings us to the issue of gay rights that many of us believe may be top on the agenda of Harris Kamala. It would be absolutely arrogant, and yet extremely ignorant of her to stray into the forbidden territory of attempting to lecture us on gay rights as seems to have become fashionable by the West whenever it suits them. Why do you always want to tie the issue of gay rights as a precondition for donor aid if indeed you are genuinely keen on helping extricate us from the jaws of poverty?

Western leaders ought to appreciate that folks around the globe have distinctive world views on Christianity……What may be deemed as permissible in the cold climate culture, may simply be dismissed as abominable in the hot climate culture such as ours!

Without being too general, we shall confine ourselves to our beloved country. Zambians are generally a conservative people…….nay, way too religious bordering on dogmatism! Dare to attempt impose foreign values on them and you will be flummoxed how they will immediately close ranks and work like bees to sting you…….fight back for a common cause!

A case in point is when a shadowy organization called …………recently hoodwinked the police and obtained a police permit on the pretext that they wanted to protest against the increasing cases of gender based violence in the nation when in the actual sense they were championing gay rights. Before long, they were displaying gay pride colours and spewing obscenities and vulgarities echoing chants that they reserved every right to use the intimate parts of their bodies however they wanted!

With the speed of lightening, the Church, the opposition, NGOs and traditionalists alike engaged into full gear and scaled the mountain tops to search for the worst adjectives under the moon to describe the New Dawn Administration for what they deemed as allowing abominable occurrences to obtain on our soil. Tabloids went to town dedicating editorials lampooning and bashing the conduct of those in government as “Satanic,” totally contrary to the declaration of us as a Christian nation as though this means anything at all!

When the Minister of Information Hon. Chushi Kasanda finally came out in the open to state the position of over the matter, many of our citizens still remained skeptical. It had to take the entire president to promptly call for a meeting with Church leaders during his visit to the mining town of Chingola to assure and reiterate the public, for the umpteenth time, that his government does not condone gay rights.

We are not by any means trying to haul suspected gays into the dock, assume the role of adjudicators and judge them accordingly as judgment belongs to God, the Almighty! However, it is important to appreciate that every society has got its own norms and values; the West remains with little or no choice but to accept the fact that they can’t foist what they consider as righteous down the dry throats of Africans!

Why do the Americans want to make our president unpopular, especially at a time when he is desperately trying to construct our broken nation under difficult circumstances, by attempting to coerce him to tread on a dangerous trajectory as they have done elsewhere where such initiatives have been rebuffed, explicitly?

Over the years the West has maintained strong ties with Israel and Saudi Arabia without necessarily having to arm twist them over various atrocities and human rights violations obtaining in those nations. Other than condemning or subjecting our leaders to public lectures on such controversial issues, the West is better off engaging in what former South African president, Thabo Mbeki, referred to as quiet diplomacy!

Why should the West have a different set of rules of engagement, condescending for that matter, when it comes to Africans? Are we that dumb…….or indeed dimwits! In the past, successive Zambian governments have not bothered to unleash the police to sniff around for gay people……..they’ve largely been ignored, just as they have lamentably failed to curb the rape that we keep on hearing about behind the secure doors of prisons!

We believe mankind was created in the image of God regardless of our skin colour or the shape of our nose. We don’t obviously expect our friends from the West coming to teach us how we must indeed conduct ourselves under the guise of donor aid. Until next time………

Lawyers encouraged to interact with clients – Kasongo

Copperbelt Province Permanent Secretary, Augustine Kasongo has encouraged lawyers to enhance their skills in order for them to be available to offer clients more than one option to resolve disputes.

Mr Kasongo said having lawyers assisting with the growth of mediation will help them to advise clients on the best options to resolve their disputes.

He said with the continued interactions between the judiciary and Law association of Zambia LAZ, the lawyers will devise more innovative ways of obtaining an income from the other means as opposed to viewing litigation as the only way to earn an income.

The Permanent secretary said this during the official opening of the high court and the Launch of mediation settlement in Ndola today.

He said government wants to see LAZ launch modes of Legal practice in alternative dispute resolution with the large number of Lawyers being released into the market.

Mr Kasongo added that government seeks to implement the devolution of public services around Zambia which entails geographical equal access to the court system and alternative mechanisms for dispute resolution mediation.

And Kitwe judge in charge Charles Chanda said lawyers have been urged to direct clients to alternative dispute resolution channels before approaching the courts.

Judge Chanda said when lawyers approach the courts, they should be willing to attempt mediation when orders are made suggesting that it is the appropriate forum for settlement of a particular dispute.

He added that “a bold lawyer is one who, in the face of losing much-needed profit in legal fees, will advise a client to attempt alternative dispute resolution where the circumstances warrant.”

The Judge said the approach of mediation opens up greater possibilities for developing broadened options and solutions that respond to the parties underlying needs.

Acting judge in-charge, Mary Mulanda said the mediation rules equally calls for strict compliance by all parties to the dispute just like the rules of the high court and the subordinate court.

Law Association of Zambia Council member, Martha Tembo said the association has pledged its continued support of utilising alternative dispute resolution within the legal system.

Mrs Tembo said the lawyers will do their part in enhancing the uptake of alternative dispute resolution during this mediation week.

Malawi’s Mchinji district administration thanks Govt for donation

Malawi’s Mchinji District Commissioner, Fred Movete, has thanked the Zambian Government for the provision of food and non-food items to that country for victims affected by Tropical Cyclone Freddy.

Mr Movete says on behalf of his country, he is happy to see that Zambia has continued providing aid to ensure citizens are cushioned with the challenges they are going through following the storm that hit the country recently.

He said Zambia had been an all-weather friend especially when his country needed help, describing Malawi’s neighbouring country as a brother’s keeper.

Mr Movete was speaking when he received an assortment of food and non-food items from Eastern Province Deputy Permanent Secretary, Beauty Phiri, at Mchinji border in Malawi today.

He observed that other well-wishers should emulate Zambia and come on board to help the people of Malawi who were grappling with the effects of Tropical Cyclone Freddy.

“On behalf of the government of Malawi, I want to thank the government of Zambia for the continued support of our people who have been affected by the storm. Indeed, Zambia is a brother’s keeper,’’ Mr Movete said.

He also disclosed that by yesterday, the number of deaths recorded after the storm rose to 476, while those that had been displaced were 390,068 and 349 were reportedly still missing.

And Eastern Province Deputy Permanent Secretary, Beauty Phiri, said Zambia and Malawi shared a common interest in that there were both in the same region where they interacted during traditional ceremonies and spoke similar languages.

Ms Phiri noted that there was no way the Zambian government could let the Malawian government struggle to look after its people who were overwhelmed with challenges following the storm.

She said the Zambian government believed that Malawi was a sister country, adding that, the people of the two countries were one.

“The reason why Zambia is coming in, is because President Hakainde Hichilema, believes that the two nations are sister countries whose people are one. We always interact especially during times of ceremonies which are happy moments. Even in bad times like now, we should be there and we cannot hold our hands when Malawi is suffering,’’ Ms Phiri said.

Six trucks from the Zambia Defense Forces, delivered assorted food and non-food items at Mchinji border in Malawi for victims of the Tropical Cyclone Freddy in that country.

The items are 200 tents, 10 cases by 20-kilogram salt and 50 by 50-kilogram bags of beans, 300 bed nets among others.

Last Friday, on behalf of the Zambian government, Eastern Province Permanent Secretary, Paul Thole, handed over 100 metric tons of white maize to Malawi for the same victims.

TAZARA to re-engage Chinese investors in revitalisation of operations

Tanzania-Zambia Railway Authority (TAZARA) says plans to engage Chinese investors in the revitalisation process of the authority are on course as negotiations are set to commence next month.

TAZARA Head of Public Relations Office Conrad Simuchile says the negotiations are expected to be completed within a year.

Mr Simuchile says the engagement of Chinese investors comes in a wake of the continuous poor performance of the railway authority despite the abundance of potential traffic for TAZARA.

He attributed the Authority’s continuous poor performance to lack of sufficient capitalisation.

Mr Simuchile says the authority’s Council emphasised that it is critical that a lasting solution for TAZARA be found, through the engagement of the Chinese investors.

“The move is in line with the directives of the two Heads of State of Tanzania and Zambia, who met in August 2022 and directed that TAZARA be revitalized quickly, which made the Council to direct the Joint Technical Committee to complete the process of engaging the Chinese investors, who have expressed interest in reviving TAZARA,” He added.

Meanwhile, review of the TAZARA Act has been concluded with the Zambian Government having be given time to review the proposed changes in the Draft Bill in order to align the contents of the Bill with the aspirations of the New dawn administration.

This came to light during the 64th meeting of TAZARA Council of Ministers and was made available through a press statement to the media in Chinsali yesterday.

High GBV rates in Northern Province worrying

The Natwampane Prevent Sexual and Gender Based Violence (SGBV) Project has bemoaned the high rates of the scourge in Northern Province.

Natwampane Prevent SGBV Team leader for Northern, Annie Sampa says the province has since the launch of the programme in 2020 recorded over 21,000 cases of SGBV and child protection.

Ms Sampa explained that the majority of these recorded cases relate to SGBV.

‘’The majority of these cases are SGBV which accounts to 19,000 cases; the rest are child protection in the 12 districts that Natwampane is covering,” she said.

She added that the problem of SGBV in the province is huge and urged the government to help support the fight.

“That is why we need the government to come on board and help us protect the children, women and even the men that are abused” she said.

Ms Sampa said this when she led Northern Province Permanent Secretary, Bernard Mpundu in the familiarisation tour of the one stop center housed at Mungwi District Hospital.

Meanwhile, Mr Mpundu has praised the contributions of the one stop centre and the Natwampane project in the fight against SGBV cases in the province.

Mr Mpundu said the project has provided facilities at its one-stop centres where people are provided with different services such as counselling, medical services and others.

“It is an important center which is helping to mitigate gender-based violence. The services provided are helping the community to receive counselling, medical care and that the law applies accordingly to the perpetrators,” he said.

He also commended the setup of the centres where all services from counselling, medical services and police are provided under the same umbrella.

The Provincial Permanent Secretary also visited the Mbala One stop centre at Mbala General Hospital and checked on a sports team in Mbala where players were equipped with messages to help fight SGBV.

A medical officer at Mbala One Stop Centre, Henry Mwamba explained that the center records different cases ranging from defilement, rape and failure to financially support one’s family.

Dr Mwamba stated that many people go to the center to report cases where a bread winner fails to provide support to the family after marrying second or more wives.

He however explained that the center is providing holistic services to all types of victims from counselling, medical services and other support from the police.

The Natwampane Prevent SGBV is a European Union funded programme that is spearheaded by World Vision Zambia and is aimed at combating the vice.

The project which was launched in 2020 is operating in all the 12 districts of Northern Province.
