The Media Institute of Southern Africa Zambia chapter has called for the immediate scraping off of the “Publication of False News” from the laws of zambia.

The institute said it is saddened with the recording of a warn and caution massage from Hot FM Station Manager Changwe Kabwe for allegedly publishing false news about the president’s health.

MISA Zambia chairperson Hellen Mwale has condemned the Zambia police for recording a warn and caution from Mr. Kabwe when he did all he could to ensure that he had facts on the story in which he even called the president’s assistant Mr. George Chella for clarification and his voice was played during the news.

“We have been ably informed that Mr George Chella, the president’s spokesperson gave a response to this matter which was played on the station several times. Therefore, the station was playing its duty by informing the nation of what the correct position was regarding the matter and therefore cannot amount to publication of false news to cause fear and alarm.

“This step by the Zambia Police is uncalled for, as President Michael Sata was voted for by the people of Zambia who do have the right to know what is happening to him and this should never amount to a crime”.

Police in Lusaka yesterday warned and cautioned HOT FM News editor Changwe Kabwe for allegedly publishing false news contrary to section 67 of the laws of Zambia.Mr Changwe who arrived at the police Force Headquarters in the company of his lawyer Marshal Mucheende and Station Manager Oscar Chavula at about 10:00 hours was interrogated for about an hour before the police decided to warn and caution him.

Mr. Muchende of Dindi and Company described the summoning of the journalist as direct assault on the freedom of the press in Zambia. Mr. Muchende said that the summoning and pending arrest of Mr Kabwe was aimed at sending chilling and intimidatory effects on Zambian journalists so that they stop investigative journalism.

He said that the constitution was clear on the matter by guaranteeing freedoms of the Press and provided that there shall be no derogatory or claw back clauses or exception whatsoever in the freedom of the press and that police was directly assaulting the very same provisions of the constitution.

Mr. Muchende explained that the offence of publication of false information had taken centre stage in the manner the police were managing the law.He explained that it was the same charge which Richard Sakala, Simon Mwanza of the Daily Nation and McDonald Chipenzi of FODEP are facing and awaiting the determination of the High Court.
“These people were charged under section 67 of the laws of Zambia, there is also another case Hakainde Hichilema vs the people, you may also be aware that the provision of section 67 have been referred to the High Court for constitutional determination, so for me this is about intimidating journalists,” said Mr. Muchende.

MISA Zambia chairperson Hellen Mwale said her institution is amazed with the level of intimidation being exhibited by government using state machinery on a straight forward and democratic matter and right.

Ms. Mwale has demanded for the immediate repeal of the ‘publication of force news law’ so as to make the media and public enjoy their rights to freedom of expression and access to information.

“Based on the above reasons and the careless use and broad translation of what could constitute publication of false news and how it has become a weapon for intimidating journalists,we demand for the repeal of this law in order for the media and the citizens to enjoy their inherent rights to freedom of expression and access to information”.

John “Butcher” hired by Div Two Club

Veteran trainer John “Butcher” Mwanza has been appointed head coach of FAZ Division Two North side Chifubu Bullets of Ndola.

The ex-Kabwe Warriors, Ndola United and Lime Hotspurs coach will be assisted by Robby Mwase.

Chifubu chairman Andrew Banda confirmed Mwanza’s appointment on Tuesday.

The ex-Zambia defender begun his reign as Chifubu coach on Sunday with a 2-0 away win over Zanama Rovers in Kitwe.

“We have appointed John “Butcher” Mwanza as our club head coach and he will be assisted by Robby Mwase. He started working last week,” Banda said.

Chifubu are tenth on the table with 12 points from nine games.

“Butcher is a good coach so we expect him to help the team challenge for promotion to Division One,” Banda added.

Butcher’s last high profile coaching stint was at Lime between 2011 and 2012.

Two PF candidates withdraw their candidature in a race with Mulenga Sata

Two councillors from the ruling party, the Patritic Fornt (PF) ,  Samuel Munthali and Daniel Chisenga  have withdrawn their candidature in the  race  for the  presidency in the Local Government Association of Zambia(LGAZ).

The race is now between Lusaka Mayor Mulenga Sata and former Livingstone Mayor Aggrey Njekwa from the United Party for National Development(UPND)

Mr Munthali, despite successfully filing in his nomination on Monday evening, withdrew at the last minute when he was called to present his manifesto at Kansanshi hotel in Solwezi today.

“I have decided to withdraw my candidature and I am leaving the race to my cousin Mr Sata. I am urging all my supporters to support him. I don’t want when he goes home and puts injunctions on certain things, so, I am withdrawing from this race,” he said

Mr Chisenga withdraw from the race a day before filling his nomination and did not give an reasons.

Meanwhile, Mr Mulenga Sata during his manifesto presentation assured the delegates of good leadership once elected as president.

“Although there is need for power rotation, the agenda from the association can best be pushed if there is someone from the ruling party and from Lusaka because it is a centre of power and administration,” he said. Mr Sata added that once elected as president, he would promote sustainable autonomous development in councils. He also stressed the need for Government to continue supporting the association.

Mr Njekwa who is confident of wining the elections said he would advocate for better conditions of service for councillors.

He said he would work on improving the welfare of local authorities.

Eighteen candidates successfully filled their nomination for the 10 chapter vice president positions in the association.

Kabimba’s confession during 2011 elections

The confession by PF Secretary General Wynter Kabimba that PF in opposition was involved in illegal activities during the 2011 elections is really shocking and raises serious doubts on the number of illegal activities being conducted now that PF is government.

During his party mobilization tour of Eastern Province last week, Mr. Kabimba was quoted as saying that he smuggled Kenyans through Nakonde border to came and conduct PF Parallel Voter Tabulation (PVT).

Mr. Kabimba further confessed that had PF won elections, he would have been arrested by now.

As UPND, we do not know when the law changed and so it is clear he committed an offence by smuggling people across the Zambian border.

It was a clear violation of the security of the country and breach of immigration regulations for Mr. Kabimba to have engaged in illegal activities which he now seems proud of.

There is no doubt Kabimba was harbouring illegal immigrants in Zambia which is against the law and his confession must now be acted upon.

That’s why we in the opposition have always been saying PF are bent on rigging any coming elections, because if they were able to engage in such illegality while in opposition, what more now that they are in power.

PF won elections by only about 200,000 votes against MMD. What can stop them now from bringing in more than 500,000 people from neighboring countries to come and vote in Zambia?

And the Electoral Commission of Zambia must come clean on this one on whether these Kenyans were credited to participate in Zambia’s electoral process as per legal provisions.

The people of Western province hold the key in alleviating the poverty affecting the area by electing good and responsible leadership, said opposition UPND president Hakainde Hichilema.

Speaking when he welcomed more than 500 defectors from MMD, PF, ADD, ULP in Mongu, Western province yesterday, 16th June 2014, afternoon at the New Apostolic Conference Centre, Mr. Hichilema maintained that PF was a one-term government.

He called for peace and unity among all Zambians in order to develop the country.

Mr. Hichilema’s meeting went ahead despite police attempts to block him.

It took the intervention of the Barotse King, the Litunga through the Barotse Royal Establishment (BRE) to order that all the UPND activities must go ahead as planned as Mr. Hichilema was a free man of the province and guest of the Litunga.

Mr. Hichilema urged all those who joined the party to immediately start campaigning ahead of the 2016 elections.

“Don’t be intimidated by the police. Start campaigning now ahead of 2016 elections. In UPND, there are no old and new members. You are all the same so feel free to contribute positively to the growth of your party and recruit more members,” Mr. Hichilema told the the people that joined.

He said PF was a failed project that survives on borrowing and increasing the national and international debt for future generations instead of creating wealthy locally.

“There is more hunger now in people’s homes than ever before. Fuel prices, mealie meal prices, electricity tariffs, water and all other commodities have all gone up and are still going up” he said.

Mr. Hichilema also said there was a total breakdown of law and order in the country as Zambians have now been suffocated by the PF regime that has curtailed their freedoms of assembly, free speech and general deterioration in people’s basic human rights.

“We are always at pains and wondering what legacy Mr. Sata and his PF regime wants to leave the people of Zambia in 2016. One would think that Mr. Sata at 72 or 77 years, whichever is correct as he keeps changing his years, would strive to leave a peaceful and united Zambia for future generations when his time comes as opposed to the current acrimony existing,” he said.

While thanking the BRE for the role they played in Mongu, Mr. Hichilema warned police officers and other law enforcement agencies in the country against carrying out unlawful instructions from dictatorial and evil PF politicians.

“There are no special shops for you police officers and other law enforcement agencies where you buy cheap things. We are all Zambians that should love one another. Even you police officers are feeling the same anguish and pinch in your homes that other fellow Zambians are going through. Don’t be excited when Mr. Sata calls you to execute unlawful instructions that are injurious to your families and other citizens because PF is a one term government,” Mr. Hichilema said.

Meanwile, Mr Hichilema has said that he hopes government’s intentions to start blending fuel in the country will not end up as mere political rhetoric.

Energy, Mines and Water Development Permanent Secretary Charity Mwansa recently disclosed to Qfm News that government will in the next few weeks float a tender for the supplying of Ethanol and setting up of a plant where the blending of fuel in the country will be processed.

But Mr. Hichilema told Qfm News in a phone interview that his party wants the PF government to go ahead and implement the idea considering the high fuel pump price.

Mr Hichilema said that he does not expect the announcement by government to be a mere experiment as has been the case with the many unimplemented pronouncement.

He said that there is need to always plan well before making any policy pronouncements to avoid failure to implement them.

Increasing number of constituencies a wastage of taxpayers’ money – Mpombo

Opposition Peoples’ Democratic Party (PDP) President George Mpombo says it will be wastage of taxpayers’ money to increase the number of constituencies in the country.
Reacting to the proposal by the Electoral Commission of Zambia to increase the number of parliamentary seats from the current 150 to 235 in view of the creation of new districts in the country, Dr Mpombo says such an undertaking is costly and tall order.

Dr. Mpombo has told Qfm News in an interview that his party’s disagreement with the ECZ over its proposal is also based on the fact that space in the Parliament building is too small to accommodate such a number of lawmakers, unless there are plans of expanding the House.

Dr. Mpombo says he is also of the view that most of the newly created Districts in the country are none functional and that spending taxpayers’ money on increasing the number of constituencies will be as bad as putting money in a dry hole.

But the opposition Alliance has described as timely the proposal by the ECZ to increase the number of constituencies in the country.

Alliance Coordinator Frank Bwalya has told Qfm News in a separate interview that this is because people have been complaining of walking long distances to access polling stations during elections and the challenge that Members of Parliament have to meet people in their vast constituencies.

Fr. Bwalya however says there is need for people in the country to look at the cost implication of increasing the number of constituencies in the country.

Lusaka Mayor Mulenga Sata has said that his decision to contest the position of president in the Local Government Association of Zambia(LGAZ) is not motivated by him being the president’s son and that he was not being pushed by anyone.

Speaking in an interview in Solwezi, Mulenga Sata said that he did not chose to be born a president’s son.

“I did not chose to be born from the president. What is incumbent is for me to use my ability to do what I want. I am not trying to ride on the brand of the president,” he said

Mr Sata said he is confident of scooping the position of presidency adding that once elected,he will work on improving the affairs of all local authorities.

Four councillors among them ,Mulenga Sata are vying for the position of president in the Local Government Association of Zambia(LGAZ) elections to be held today in Solwezi District.

The other three are Ndola Moyor Samuel Munthali, former Livingstone Moyor Aggrey Njekwa and former Lusaka Moyor Daniel Chisenga defending the seat.

Meanwhile,Mr Munthali and Mr Chisenga said they were not intimidated with the president’s son decision to compete with them.

Mr Munthali said he was 100 percent confident of scooping the president seat and that he was not threatened by anyone.

He said if elected as president,he will work on improving the affairs of all councils.

Mr Chisenga said he was also confident of returning the seat.

He however,expressed disappointment to some party officials alleged to have imported thugs to disrupt the election.

“It is disheartening that some thugs have been imported here to disrupt the elections. LGAZ is a non Governmental organisation and it is non partisan,”he said

Justice Chibesakunda’s continued stay in office an insult to young people -YALI

The Young African Leaders Initiative (YALI) has described the continued saty in office of Justice Lombe Chibesakunda as an insult to young people in the country.

Speaking in an interview YALI Executive Director Andrew Ntwewe said it is saddening that the PF administration has continued to be adamant on the appointment of Justice Chibesakunda as acting Chief Justice as if the country does not have qualified people to the fill the position.

Mr. Ntwewe said it is unfortunate and an insult especially to young people in the country that the PF continues perpetrate an illegality in keeping Justice Chibesakunda as acting Chief Justice for close to 3years a position he said should be filled on a permanent basis.

He noted that president Sata realizes that keeping Justice Chibesakunda in office is unconstitutional but insists on having her in that position as if to dare the public and a way of telling stakeholders that he can do as he wishes and no one can do anything about it.

He called on president Sata to float a name for possible ratification by parliament as the country’s Judiciary can not continue operating with an acting chief justice as it lacks qualified people to fill the position.

Mindolo settlers refuse to vacate land, it was duly given to them

SQUATTERS in Mindolo North in Kitwe whose illegal structures have been demolished by the Kitwe City Council (KCC) have vowed not to leave the area because the land was duly offered to them.

A combined team of KCC and State police two weeks ago swung into action demolishing more than 600 houses which were allegedly built on land belonging to Mopani Copper Mines (MCM) and Phoenix materials.

But a check by the yesterday found the squatters had erected makeshift stalls while others had put up bricks to make temporal shelters.

Ernest Kapembwa, whose house was demolished, said he would not leave the family because he had lived in the area for four years and had nowhere to take his family.

Mr Kapembwa said the plots in question were allocated to them by council officials and that the residents did not demarcate the land on their own.

He suggested that the council should legalize the area and allow them to pay penalty fees.

“We are not leaving this area, we did not offer these plots to ourselves and as far as we are concerned there is no title indicating that the land belongs to someone else. So let them just legalize the area and we are ready to pay penalty fees,” he said.

Mr Kapembwa said school going children had been disturbed and cannot get transfers to other schools.

Another victim Evaristo Kapambwe said water and ZESCO poles had already been erected in the area an indication that the land was legally allocated.

Mr Kapambwe said the Disaster Management and Mitigation Unit(DMMU) should offer humanitarian aid within the area not anywhere else.

Patriotic Front (PF) Matero constituency chairlady, Mercy Chisenga who went to console the victims said opposition political parties should not take advantage of the situation.

Ms Chisenga said the alleged illegal plots were allocated during the MMD reign and that the council should legalise the area.

The (DMMU) is expected to provide relief to the affected residents who have been left homeless following the demolition exercise.

Police apprehend 4 suspects for murder after being found in possession of male private parts

Police in Lusaka have apprehended four people in connection with the murder of a man aged between 30 and 35 only identified as Haggai of Misisi Compound. The four suspects were found with the male private parts of the deceased.

The body was discovered this morning around 06:00 hours in a ditch along the railway line between Misisi and Royal Temple International Church by passers-by. Haggai is suspected to have been murdered between 15th and 16th June at unknown time.

The body had a deep cut on the right cheek, throat completely cut off and private parts removed. We are yet to establish the motive behind the killing.

The body of the deceased is lying in UTH mortuary and the recovered body parts have also been taken to the same hospital for expert opinion.

Chinese Vice President arrives in Zambia tomorrow for a four-day state visit

CHINESE Vice President Li Yuanchao arrives in Zambia tomorrow for a four-day state visit.

Outgoing Chinese ambassador to Zambia, Zhou Yuxiao said at a press briefing in Lusaka that Dr Li would be in Zambia from June 18 to June 21, 2014.

Dr Li, who would be in the country at the invitation of his Zambian counterpart, Dr Guy Scott, will be accompanied by a 21 man entourage, among them senior officials from the Chinese Government and the Chinese Communist party.

Mr Zhou said Dr Li’s four-day visit was to reciprocate the Zambian Government officials’ visits to China and afford the Chinese Government an opportunity to celebrate Zambia’s 50 years golden jubilee and the 50 years of cooperation between the two countries.

He said Dr Li’s visit would greatly promote relations between Zambia and China.

“China is trying to further enhance its cooperation with Africa and we have been paying great attention to Zambia as well in almost all areas of development,” he said.

He said during his visit, Dr Li would sign eight agreements on Chinese grants and loans to Zambia and have an audience with President Michael Sata.

Dr Li would also hold bilateral talks with his counterpart, Dr Scott and have a working meeting with Patriotic Front (PF) secretary general, Wynter Kabimba.

He would also pay a courtesy call on first republican President, Dr Kenneth Kaunda and visit an ordinary Zambian family as well as tour some developmental projects in and around Lusaka.

Mr Zhou said other projects to be considered by Dr Li were grants to be given to Zambia, borehole drilling, Levy Mwanawasa hospital expansion, Kenneth Kaunda International Airport and the cooperation in wild animal and forest cooperation.

He said China wanted to assist Zambia with its road network, health sector and energy sector.

Mr Zhou said China was also contemplating assisting Zambia with more mobile hospitals.

China was also interested in assisting Zambia work on the Batoka hydro-power generating station.

“Zambia has a huge potential and we are happy to work with the country,” Mr Zhou said.

He said China was happy to be associated with Zambia’s development and congratulated the Zambian Government for completing huge projects with the assistance from the Chinese Government.

Meanwhile, Mr Zhou has urged Journalists to uphold objectivity and report factually.

Mr Zhou who thanked the Zambian Journalists for the cooperation he had continued to receive from them in the last three years he had been in Zambia said it was important that Journalists remained factual in their reporting.

President Sata dismisses Lameck Mangani as PF Eastern Provincial Chairman

PRESIDENT Sata has revoked the appointment of Lameck Mangani as Patriotic Front Eastern Province chairperson, Zambia National Broadcasting Corporation reported last evening.

Mr Sata revoked the appointment of Mr Mangani in a letter dated June 13, 2014, copied to party national chairperson Inonge Wina and secretary general Wynter Kabimba.

He thanked Mr Mangani for the service rendered to the party during the time he served as chairperson.

The President has replaced Mr Mangani with Attan Mwamba.

He urged Mr Mwamba to foster unity in the ruling party.

Mr Mwamba was provincial vice-chairperson under Lucas Phiri.

Mr Mangani was recently accused of dividing the party in the province.

A sub-contractor engaged by China GEO to construct the Drainage system on township roads in Mongu District, Western Province disappeared after being paid for the work leaving his 40 workers in the cold.

The workers by broadcast time downed tools after learning that their employer only identified as Mr. Watara had disappeared without paying them.

The aggrieved workers told ZANIS in an interview yesterday that Mr. Watara left Mongu for Lusaka without informing the workers after being paid by the main contractor.

Speaking on behalf of his colleagues one of the aggrieved workers Isaac Lubasi said Mr. Watara had promised to pay his workers but disappeared without notice.

Mr. Lubasi disclosed that the contractor only confirmed when reached on phone advising workers to sell the materials on site in order for them to recover their money.

He added later the workers lodged their complaint to the office of the Permanent Secretary who was however out of office on official duty.

Mr. Lubasi has since appealed to Labour Minister Fackson Shamenda to intervene in the matter so that the law can take its course.

Nkana host Zanaco on Wednesday

It is confirmed defending champions Nkana will this Wednesday host leaders Zanaco in the delayed FAZ Super League Week 5 match at Nkana Stadium in Kitwe.

This match has been postponed twice in the last two months.

Initially this match was supposed to be played on 20th April but Nkana had continental engagements and it was rescheduled again last month following the death of coach Masauso Mwale.

“On Wednesday we are playing Zanaco. We are looking forward to that game,” Nkana coach Zeddy Saileti said.

Zanaco have 29 points as at Week 13, 15 above Nkana who have five unplayed matches.

Meanwhile, Zanaco are this Saturday set to face Power Dynamos in a Week 14 match at Arthur Davies Stadium in Kitwe.

The Bankers are not expected to back to Lusaka after the midweek match.
