Finance Minister Alexander Chikwanda is tomorrow expected in Mongu district, Western Province to officially open Investrust Bank Plc.

Mr Chikwanda is expected to arrive at Mongu airport at 08:30 hrs on Friday.

The minister will first pay a courtesy call on his royal highness the Litunga Lubosi Imwiko II at Lealui Royal Palace upon arrival.

He is also expected to tour some developmental projects in the Province such as the Mabumbu Cashew Plantation and inspect winter crops grown in the Barotse plains.

ZANIS Business reports that this is contained in a statement given to ZANIS by Western Province Permanent Secretary Emmanuel Mwamba.

Mr Chikwanda will be in the Province for a one day visit.

Meanwhile Invest Trust plc Managing Director Friday Ndlovu has described the province as potential in terms of business.

Mr Ndlovu said the bank will be extended to other provinces in the country and called for support in reaching out to the other areas.

He was speaking this afternoon when he paid a courtesy call on Western Province permanent Secretary Emmanuel Mwamba.

And Mr Mwamba commended Invest Trust PLC for bringing development in the province, citing that Western Province is under banked.

The PS added that Western Province has been ranked as the poorest province in the country, adding that the modernised bank will change the picture of the province.

Mr Mwamba said the opening of the bank is a clear indication that Invest Trust supports what government is doing in developing the province.

The PS further added that western Province is also entitled to equal measures and shares just like other provinces in the country.

Government has accorded a State Funeral to Minister of Information and Broadcasting Services and Chief Government Spokesperson.

ZANIS reports that Secretary to the Cabinet Roland Msiska revealed the development in a statement this evening.

Dr. Msiska said d this is in accordance with the Guidelines on State Functions.

Mr. Sakeni died in Lusaka this afternoon at the age of 56, at the University Teaching Hospital (UTH).

The Late minister was also Mansa Central Member of Parliament and the Party’s Chairman for Luapula Province.

The late Mr. Sakeni was transferred to the Ministry of Information and Broadcasting Services as Minister on 6th July, 2012, from the Ministry of Home Affairs where he served in the same capacity.

Funeral for the late minister is being held at his residence in Lusaka at House Number 5369 Brentwood Drive in Woodlands

According to Dr. Msiska, Burial arrangements will be announced later.

Government has announced that the tender for the installation of Closed Circuit Television (CCTV) cameras on the streets of Lusaka awarded to to Zhongxing Telecom Services (ZTE) of China has been terminated to pave way for the investigations.

Announcing the termination in a statement today, Home Affairs Minister, Edgar Lungu said that he has communicated to the Anti-Corruption Commission (ACC), the Auditor General and the Ministry of Justice to scrutinise the contract following allegations of single-sourcing the contractor.

The contract involving ZTE and the Ministry of Home Affairs was for the Public Security Safety Network Phase III project also called the Safe City Project.

Mr Lungu said the contract termination follows mounting allegations of non-compliance to standard regulations in the manner it was awarded.

Mr Lungu said that following the allegations of failure to comply with the procurement regulations, requirements and processes, Government had decided to terminate the contract.

“The Ministry of Home Affairs wishes to inform the public that in view of the various allegations made in the manner in which the Ministry entered into a contract on the Safe City Project, the manner in which the contract for the Phase III Project was awarded to ZTE by the Ministry of Home Affairs be referred to the ACC and the Auditor General for thorough investigations,” he said.

Zambeef gives ZNBC K70,000 to broadcast live Zambia-Ghana match

Zambeef Products PLC has given the Zambia National Broadcasting Corporation (ZNBC) K70,000 to enable the corporation to broadcast live the crucial World cup qualifier match between Zambia and Ghana tomorrow evening.

Zambeef handed over the funds to ZNBC yesterday, Wednesday September 4, 2013 in an exclusive deal that will also ensure that millions of radio listeners throughout the country listen to live commentaries of the match on the radio on Friday September 6, 2013.

Zambeef Group Head of Marketing Perry Siame said the radio platform reaches the most remote parts of Zambia and will give ordinary Zambians who do not have television sets an opportunity to catch live commentary on critical national team matches.

Siame said as per tradition, Zambeef will continue to take the lead on these soccer radio commentary sponsorships.
He said this year alone, the meat company has sponsored a number of live matches including all the Zambian matches that were played during the COSAFA cup.

Siame said in a statement released to ZANIS in Lusaka today that Zambeef sees its support for match broadcasts over the years as a means of giving back to the country and the customers who have helped build the company over the last 18 years.

And ZNBC Sales Director Peter Shula thanked Zambeef for once again coming on board to assist the corporation acquire broadcast rights to televise the game live from Ghana.

Shula noted that Zambeef has a track record of supporting the company’s soccer broadcasts, and that as a corporation, ZNBC was delighted to welcome Zambeef onside again for the important match.

He said the company exemplifies the spirit of teamwork that is necessary to beam international games to households countrywide.

Chipolopolo play Ghana’s Black Stars in the 2014 FIFA World Cup Group D qualifying decider in Kumasi, Ghana, which kicks off at 18 hours Zambian time on Friday.

In what promises to be a thrilling match, Zambia must win to qualify for the final play-off stage of the Africa zone 2014 FIFA World Cup qualifiers.

The Black Stars currently lead Group D with 12 points, one more than Zambia.

Opposition NAREP concerned on the levels of malpractices in Mkaika

Opposition National Restoration Party (NAREP) says it is concerned with the levels of electoral malpractices being witnessed in the ongoing Mkaika by-election.

NAREP National Secretary, Jevan Kamanga says his party is aware of the vote buying that is taking place in Mkaika.

He alleged that the ruling PF was paying money to the voters and promised to give them more if the party wins the Mkaika seat.

ZANIS reports that this according to a statement made available in Lusaka today by Mr. Kamanga.

Efforts to get Acting Government Spokesperson Fackson Shamenda was not immeadiatly available for comment on the matter as his mobile phone was switched off by broadcast time.

However , the opposition party’s National Secretary said his party finds this very unfortunate in a democratic state and hopes that the Electoral Commission of Zambia and the Police will investigate this matter and bring the culprits to book.

Rev. Kamanga said the party has been informed that some PF party members were last night giving K500 to groups of 20 people of Mkaika in exchange of their voters cards.

He said the party is also aware of the areas they are targeting in a bid to lessen the votes of the other candidates.

Rev. Kamanga wondered what the ruling PF thinks they will benefit from these actions saying it’s now very well known to everyone that the PF will do anything it takes to win the election.

He further reminded the PF that they cannot fool the Zambian people forever.

Rev. Kamanga said the people of Zambia are more important than a by election and the PF must start treating the citizens of this country with the respect they deserve.

He said the PF will not become popular by buying votes from the people as people will instead realize how corrupt they are.

Rev Kamanga has also advised the Zambian people especially the youths not to be used by selfish politicians.

“As a party that truly cares about the people of this country, NAREP will remain committed to doing the good things and will not resort to vote rigging or any such behaviour that will compromise with our party principles”.

MMD members assaulted by suspected PF cadres in Katete

Three opposition Movement for Multi Party Democracy (MMD) carders were last evening assaulted by suspected Patriotic Front (PF) cadres in Katete District at Tikondane Lodge near St Francis Hospital.

ZANIS reports from Katete District that Eastern Province Police Commissioner Grace Chipalila has confirmed the development in an interview, today.

Ms. Chipalila named the three as Abraham Zulu an MMD counselor, Jeremiah Njovu and Micheal Phiri elder brother to Patriotic Front Candidate David Phiri.

The trio were allegedly beaten up by cadres suspected to be from the ruling Patriotic Front after they were followed to Tikondane lodge at around 23 hours last night.

The police commissioner said police has however not made any arrests to this effect as the victims have failed to identify the suspects.

Ms. Chipalila has however assured Katete resident of enough security in the district during and after the polls.

And Patriotic Front Candidate David Phiri who is the young brother to Micheal Phiri said has dispelled assertions linking him to the assault incident.

Mr. Phiri told the media in Katete t his father’s residence that he has not been in contact with his brother for some time and only met him yesterday when he went to pick his vehicle at their fathers’ house.

He said he is aware that his elder brother belongs to the opposition MMD and that he has no problem with his brothers’ decision.

He noted that every person has the right to join a party of their choice.

Meanwhile Defence Minister Geoffrey Mwamba has condemned the action by the alleged PF cadres.

Mr. Mwamba said it is wrong for anyone to take the law in their own hands adding that the three should have been taken to the police for further action after they were found in the act.

He said the PF has always insisted on maintaining peace during its campaigns.

He added that it is however unfortunate that the MMD cadres went on to campaign after the close at 18 dishing out money and other materials.

Phiri, Njovu and Zulu who have been hospitalized at St. Francis Hospital were yesterday beaten up by suspected PF cadres after they were alleged to have been found giving out money and other campaign materials.

Nchelenge Man arrested for ‘boiling’ daughters hands over “Chisense”

Police in Nchelenge district of Luapula province have arrested a 38 year old man for assaulting his eight year old daughter by boiling her hands with hot water.

Luapula province Police Commissioner Malcom Mulenga confirmed the arrest of Evans Mulenga Kaseke of Dyson Village in Chief Kambwali’s area in a telephone interview with ZANIS in Nchelenge today.

Mr. Mulenga said the culprit has been charged with two counts of child assault contrary to section 248(A) as amended by the Act number 15 of 2005 CAP 87 of the Laws of Zambia.

He said Kaseke, on 28th August 2013, burnt both hands of his eight year old daughter Charity Mulenga and that of her sibling Benandicto Chileshe aged five using hot water.

He further said that the culprit was apprehended on 29th August, 2013 by the Community Crime Prevention Unit who handed him over to the Police at Nchelenge Station where he was formerly arrested and charged.

According to the police, the accused on the material date went to grind maize and on his return home found the children had eaten the relish popularly known as “Chisense” which was meant for lunch.

This angered Kaseke who prepared hot water and later dipped the hands of his children in the pot instantly ripping off their skin.

Mr. Mulenga said the assailant has been remanded at the Nchelenge Police Station and that he will appear in court soon.
Meanwhile, a 33 years old woman of Chienge district in Luapula Province has sought the indulgence of the police after she was allegedly expelled from her village by the village head person.

Monica Chabale of Lupili Village in Senior Chief Mununga’s area in an interview with ZANIS today said she has spent one month in the bush for fear of her life from village head person Lupili.

Ms Chibale said trouble started when her husband died and she remarried the deceased’s relative as per tradition.
However, she said village head person Lupili has accused her new husband of being a witch and expelled her from her house and warned her never to set her feet back or face lynching.

The woman who was found at the Nchelenge Police Station said she has suffered for the last one month and now wants the police to protect her interest and help her have access to her house.

Sata thanks World Bank for its continued show of confidence and support

President, Michael Chilufya Sata has thanked the World Bank (WB) for its continued show of confidence and support in his administration and leadership.

The President says government will continue to explore various possibilities that contribute to the improvement of the livelihoods of the Zambian people.

Mr. Sata says the Patriotic Front (PF) Government will continue to improve the management of the economy to ensure an inclusive growth through creating more jobs and most important of all reduction in the high poverty levels.

The President was responding to a letter by WB Country Director for Zambia, Zimbabwe and Malawi, Kundhavi Kadiresan.

He said this in a press statement released to ZANIS by his Special Assistant for Press and Public Relations, George Chellah.

“Accountability and good performance shall continue to be the focus of the PF Government in order to effectively respond to current and future challenges and efficiently bridge gaps in the implementation of the national development agenda,” President Sata said.

Mr. Sata said government would expedite the process of establishing a wide monitoring and evaluation system that will enhance resource allocation and evaluation to projects and tracking of policy performance, including support of results based management.

He said government require urgent and practical interventions to stamp out corruption, greed and selfishness if real and equitable growth is to be recorded.

“Embracing many initiatives to deal with poverty alleviation, unemployment and other challenges in our country, we require urgent and practical interventions to stamp out corruption, greed and selfishness if real and equitable growth is to be recorded,” Mr. Sata said.

This is after World Bank Country Director for Zambia, Zimbabwe and Malawi, Kundhavi Kadiresan, congratulated the Head of State for the successful co-hosting of the 20th UNWTO General Assembly as well as the leadership he is providing in the development of the road sector among them the Link Zambia 8000 project.

Ms. Kadiresan’s congratulatory message to President Sata stated that the co-hosting of the general assembly was a milestone for Zambia’s tourism industry and would trigger a revolution in the development of the tourism sector.

Ms. Kadiresan said stakeholders were encouraged by the leadership President Sata was providing to the development of the road sector and hoped that the tourism sector would also benefit from his direct engagement.

“ Please accept my heartfelt congratulations on the successful hosting of the just ended UNTWO General Assembly in Livingstone and Victoria Falls town.

“ This was a milestone for Zambia’s tourism industry and will trigger a revolution in the development of the sector,” stated Kadiresan’s congratulatory message to President Sata in part.

She said she looked forward to exploring with the Government of the day the exciting opportunities that open up for Zambia in tourism.

The WB Country Director assured the President that her organisation is readily available to continue deepening its partnership with the Government to promote national development in the country.

President Michael Sata regrets to announce the death of Hon. Kennedy Sakeni, the Minister of Information and Broadcasting Services and Chief Government spokesperson.

This is contained in a statement released by State House to the media.

Mr. Sakeni, who was also Mansa Central PF Member of Parliament died this afternoon at Lusaka’s University Teaching Hospital (UTH).

And President Sata has sent a message of condolences to the Sakeni family.

In his letter of condolences to the late Sakeni’s widow, President Sata described Mr. Sakeni’s death as heartbreaking.

“It is with deep sorrow and grief that I learnt of the death of your dear husband Mr. Sakeni, the Minister of Information and Broadcasting Services of the Republic of Zambia,” read President Sata’s letter in part.

“On behalf of the Government and the people of the Republic of Zambia and indeed on my own behalf, I extend my highest and sincere condolences to you, the children and our party the Patriotic Front [PF] for this painful loss.”

The Head of State stated that it was indeed tragic that the nation has lost a leader who rendered a gallant service to the country in the various distinguished portfolios he held.

“Mr Sakeni’s works as a career intelligence officer in the Zambia Security Intelligence Service [ZSIS], as Member of Parliament for Chifunabuli, as deputy Minister of Home Affairs and Luapula Province and more recently as Member of Parliament for Mansa Central, Minister of Home Affairs and Minister of Information and Broadcasting Services as well as PF Luapula Province chairman have undeniably assisted in strengthening our country’s political and economic capabilities,” President Sata stated.

“No doubt, the Zambian people and his closer family in the PF feel deeply sad for the loss of this national leader of Mr. Sakeni’s standing and public service credentials, and share your family’s grief. Indeed, we have lost a great leader and a resolved politician and businessman.”

President Sata prayed that the Sakeni family takes comfort and solace in the understanding that the entire nation’s thoughts and prayers are with them during this distressing and excruciating period.

Gyan could miss Zambia match

Injured Black Stars captain Asamoah Gyan is a doubt for this Friday’s crucial 2014 FIFA World Cup qualifier between Ghana and Zambia in Kumasi.

Ghana team doctor Baba Adamu has hinted striker Gyan could be withdrawn from the Black Stars squad for the deciding World Cup qualifier against Zambia.

According to Ghanasoccernet.com, the striker is struggling with a suspected hamstring injury following his failure to complete the team’s second training session on Tuesday morning in Accra.

Gyan was again made to rest for the afternoon session as the team’s medical team continue to closely monitor the Al Ain striker.

“It was during training that he felt heavy in his thighs and complained of some pains,” Dr. Baba said.

“So we will continue monitoring the situation when we come to Kumasi [on Wednesday].

“If the situation doesn’t improve we will have to take a decision on him.”

Gyan’s possible withdrawal would serve a massive blow to the Black Stars who are hoping to have all of its players fully fit for the expected grueling encounter against Zambia on Friday.

Kambwili-They are no excuses to lose in Kumasi

Sports minister Chishimba Kambwili has warned the Zambia players they will be no excuses to lose to Ghana despite missing two days of training.

Zambia missed 48 hours of training after they were stuck in Lusaka due to a logistical problem with their charter flight to Accra before leaving for Ghana Thursday morning.

“There should be no excuse that the players lost two days of training,” Kambwili said at a press briefing in Lusaka today.

“They have training when they arrive this afternoon and will be accorded an opportunity to train on the pitch where they will play tomorrow.

“Cognizance of the fact that Zambia is not an island and we live in a global village I don’t want to apportion blame at anybody but I think by and large you the people in the media know what happened but we cannot cry over spilt milk.

“All I can say is that we had logistical problems that have since been sorted out.

“Let me also state that the high commissioner (for Ghana) here in Zambia called me this morning and apologized for all the short comings she was also claimed that they were informed at short notice to make the clearance of the Zambia national team that has been given for both Kinshansa and Accra.”

Second placed Zambia on 11 points face hosts and leaders Ghana on 12 points in a 2014 World Cup Group D qualifying decider in Kumasi on Friday.

Zambia must beat Ghana to advance to the final playoff round while a draw will suffice for the latter to book their last 10 slot.

State to stop distributing fertilizer through clubs

Government says it will not distribute fertilizer through clubs with effect from next year. Agriculture and Livestock Minister Robert Sichinga disclosed the development during a meeting in Chinsali yesterday.

This follows the presidential directive to ministers to go out and explain the Government Policy on the changes of fertilizer subsidies and maize purchase modalities.

Mr. Sichinga said 2013 is a transit year for the PF Government adding that next year government will only be distributing farming inputs through co-operative movements.

The minister said the government is currently working on mechanisms to revamp all cooperatives country wide in readiness for next year.

He added that it is for this reason that the PF Government has purchased 10 vehicles one per province as a grant to help all cooperatives reorganize themselves.

Mr. Sichinga pointed out that the cooperatives will be revamped as Private, Provincial and District cooperatives respectively.

Mr. Sichinga said there is no doubt on his mind that the PF Government clearly knows where it desires Zambia to be.

He held that in terms of output he is pleased with Chinsali and that farmers in the district have done well in this years’ marketing season.

The Minister also disclosed that Chinsali has exceeded the target allocated by 1000 metric tonnes against the district’s output target of 6,802 metric tonnes of maize.

Mr. Sichinga who expressed happiness promised the farmers in the district that his ministry will continue to deliver fertilizer and other farming inputs because Government is getting something back asshown by the sale of maize to the Food Reserve Agency (FRA).

The Minister said Government has also planned to construct 98 storage sheds throughout the country as a way of promoting and boosting maize production among other crops grown in rural areas.

Mr. Sichinga thanked the farmers in Chinsali for producing and selling to FRA saying they have avoided the hunger that mightwould have risen if they had decided to sell their produce elsewhere like in other parts of the country.

CSOs demand suspension of NGO registration exercise

A consortium of civil society organisations (CSOs) has reiterated its call on government to suspend the current non-governmental organisation (NGO) registration exercise and immediately initiate a process to repeal the Act.

The civil society organisations said they will remain resolute and unshaken to any innuendos and manoeuvres by any section of society to force them to be registered under an instrument that they claim was aimed at ‘killing’ the country’s democratic liberty.

In a statement read on behalf of 24 civil society organisations by Non Governmental Organisations Coordinating Council (NGOCC) Board Secretary Grace Manyonga in Lusaka today, the CSOs said they were resolutely opposed to regulation under the current law.

Ms. Manyonga, who is also Zambia National Education Coalition (ZANEC) Board Secretary, said CSOs have resolved not to register under the NGO Act in its current format and demand that government suspends the ongoing registration of NGOs until the contentious issues have been resolved.

She has since called on all NGOs countrywide not to register under the NGO Act in its current form and urged those that have registered or have shown intention to register to withdraw their registration.

Ms. Manyonga said the instruments under which all the CSOs were registered are still active and in force.

She said CSOs were of the considered view that self regulation was appropriate for their smooth operations just the way the media has been given an opportunity to regulate itself.

Ms. Manyonga said while CSOs acknowledge the need for some form of regulation to make NGOs more effective, transparent and to enhance their coordination, the manner in which the regulation was being done was questionable, especially that the Act was allegedly meant to suffocate the civil society movement.

She has since appealed to President Michael Sata and the government to intervene in the matter.

Ms. Manyonga said the President should ensure that the Act is quickly relooked at in line with the aspirations of the civil society.

She argued that the NGO Act was in violation of the fundamental civil and political rights to freedom of association and expression including the right to receive and impart information, as provided for in articles 20 and 21 of the republican constitution and the international legal instruments which Zambia has ratified.

Some of the CSOs that were represented were Transparency International Zambia (TIZ), NGOCC, Foundation for Democratic Process (FODEP), Women for Change (WfC), Action Aid Zambia (AAZ), Operation Young Vote (OYV), Civil Society for Poverty Reduction (CSPR) and Manna Widows.

Others are Zambia National Education Coalition (ZANEC), Media Institute of Southern Africa (MISA), Zambia Council for Social Development, Women in Law and Development in Africa (WILDAF), Women and Law in Southern Africa (WILSA) and Zambia National Women’s Lobby Group among many others.

Fire guts Chipili houses

Barely two weeks after 14 houses were burnt in chief Katuta’s area of Mwense district, another 10 grass thatched houses have been burnt in Chipili district.

The incident which affected four villages happened in chief Mutipula’s area of Chipili district in Luapula province.

Mwense District Commissioner Victor Kasuba who confirmed the development to ZANIS in Mwense yesterday said property worth thousands of kwacha was destroyed in the infernal.

The DC said the victims were not at home when the bush fire swept through their houses burning all household items but no life was lost.

He named some of the burnt items as bicycles, beds and mattresses, blankets, money, bags of maize and kitchen utensils among others.

The DC has however expressed sadness at the increased cases of fire incidents in the area and has since implored members of the community to prevent such problems by making fire breaks around their premises.

And speaking to ZANIS in Mwense, one of the victims Moses Kaoma said owners of the affected houses were not at home when the incident happened.

They have since appealed to government to help them with temporal shelters adding that they cannot renovate their houses now because grass in the bush has been burnt.
