The opposition United Party for National Development (UPND) has postponed to an unknown date its public rally which was scheduled to take place in Lusaka’s Chawama township today.

UPND Deputy Spokesperson Cornelius Mweetwa said the decision was arrived at following the party’s consultations with civil society, the church and students unions after police refused to grant them permission to hold the public meeting.

In an interview with ZANIS in Lusaka today, Mr. Mweetwa said the party will in due course announce a later date on which the rally would be held.

He has since called on UPND party members, sympathisers, students and the nation at large to remain calm as the party was still holding consultations with the relevant stakeholders.

Mr Mweetwa further appealed to the police not to bow to political pressure but to uphold human rights and remain focused in their execution of duty.

Mr. Mweetwa who is also UPND Choma Central Member Of Parliament alleged that Police in Lusaka had deployed officers around strategic points to prevent people from entering Chawama township.

Police in Lusaka yesterday threatened to take action if the UPND went ahead with its planned public rally which was to be held in Chawama today.

Last week the UPND indicated that it would hold a public rally addressed by party president Hakainde Hichilema, and representatives from civil society organisations, trade unions, market associations and students unions.

And UPND Spokesman Charles Kakoma confirmed that the rally would not go ahead.

He said, “We also received intelligence information that the PF youths had been mobilized and stationed near the venue to cause harm to innocent people who wanted to attend.”

“After all considerations had been made, we decided to call off the rally in order to safeguard peace.”

“They wanted to provoke us so that they see bloodshed and we don’t want to be associated with bloodshed.”

Mr. Kakoma condemned the actions of the police to block the UPND from going ahead with the Chawama rally.

“We are celebrating Africa Freedom Day and yet within this continent, there are people being denied their constitutional rights and freedoms,” Mr. Kakoma said.

Meanwhile, Lusaka Police Chief Joyce Kasosa confirmed sending the police to Chawama Basic School Grounds.

“We had informed them not to go ahead with the rally due to security concerns and advised them to come back to us for dialogue but they insisted on going ahead with the rally,” Mrs. Kasosa said.

“For us, security is paramount and the current security situation cannot warrant a public rally especially in areas such as Chawama.”

“At least we are improving in terms of results we lost two games in a
row and today we have picked a point. We have to wake up,” he added.

Blades now have 15 points while Mine Police are on 13 points.

MINISTER of Finance Alexander Chikwanda says the US$750 million Eurobond is being wisely and properly utilised in sectors Government has invested in.

Mr Chikwanda said Zesco is using Eurobond money to develop Itezhi Tezhi and Kafue Gorge power projects.

“The Eurobond money is only used for growth generation projects, it is not used for recurrent projects, and it is not used to pay salaries for some people, it is all for development projects,” he said.

Mr Chikwanda said the US$120 million Eurobond money for Zambia Railways Limited (ZRL) deposited in a Zanaco bank account has earned lots of interest.

He said that several banks are now competing with each other to attract the ZRL money.

“They are fighting each other. By the time they have projects to finance, they will have earned quite a lot of interest from the Eurobond money they deposited. So, all the money is being used properly,” he said.

Mr Chikwanda said Government has started paying interest for the US$750 million Eurobond adding that it has a responsibility to pay back money with interest.

“It is important that the money is used, there is nothing secret. Zambians are entitled to know what is going on with the money we borrowed because at the end of the day you are going to pay back the money.

“So, you need to know. No secrecy, no mafia type of activities, there is total accountability, we have to account for the money,” he said.

As to whether Government would soon go back to the market to get more money, Mr Chikwanda said that was the preserve of the Ministry of Finance to know.

Meanwhile, the minister said the construction of extension power projects at Kariba North Bank Power is good and inspiring adding that Zesco will deliver an extra 280 Mega Watts (MW) of power by the end 2013to end power blues the country has been experiencing.

He said Zambia has an advantageous position and has no competitors in power generation in the region because of abundance of surface water which accounts for 40 percent of water in the sub region.

He advised Zesco to go flat out and finish the power projects saying the company will have no excuse if it fails because government has always supported the utility company.

Zesco managing director Cyprian Chitundu said the company will make sure that Zambia is turned into a hub for electricity trade in the sub-region.

“The line we are building to Tanzania will open up to the corridor to East Africa. Also we are going to connect to Mozambique, we are already in discussion with the Mozambican government,” he said.

First Republican president Dr Kenneth Kaunda has called on the African Union-AU to continue fighting for the development of the continent.

Dr Kaunda says 50 years on, the AU has made great strides, faced short comings and met great challenges in addressing problems on the continent.

He said the AU still has huge challenges in Africa which need to be addressed.

“50 years is a time for renaissance, renewal, it is for freedom and rededication” Dr Kaunda said.

Dr Kaunda said this during the OAU /AU celebrations held at the Millennium Hall in Addis Ababa ,Ethiopia yesterday.

He noted that it is important that the AU concerns itself with current global concerns like climate change and environmental issues.

“We are an integral part of humanity, we must be able to contribute towards solving conflicts in various parts of the world, all conflicts, were ever it occurs still affect us,’’ said Dr Kaunda.

He explained that during the early years of independence, the African continent was greatly affected by the Cold war in Eastern and Western political blocks.

Dr Kaunda said the OAU, despite many challenges managed to contribute to the resolutions of these conflicts through international organisations like the Commonwealth and the Non- Aligned Movement.
He said using this approach, Africa became a major voice on international issues.

The former President has however noted that 50 years ago, the continent did not have the challenge of HIV/AIDS, adding that though the continent has made advances in handling the pandemic, it is still a challenge in Africa and needs to be conquered.

Dr Kaunda also acknowledged the contribution that his late wife Betty Kaunda rendered for him to be where he was yesterday.

Dr Kaunda sang a song dedicated to Mama Betty who died last year.

And speaking during the opening ceremony African Union Commission Chairperson Dr Nkosazana Dlamini Zuma paid tribute to the founding fathers of the OAU for their wisedom and foresight in laying the foundation for unity and solidarity.

Dr Zuma said the Organisation of African Unity then exhibited a spirit of internationalism as it championed the African course and supported the struggles of oppressed people .

“we are therefore pleased to celebrate with all our friends from across the globe and continue to reinforce our solidarity and cooperation, ” Dr Zuma noted.

Dr Zuma said the 50th anniversary is a beacon of the spirit if internationalism, solidarity and cooperation.

“ As we start the journey for the next 50 years , we need to be clear about the journey before us, to educate our population, skill them, ensure healthy bodies and minds, modernize and expand Africa’s infrastructure to agriculture and agro business so that we can feed ourselves and the world,” noted Dr Zuma.

The celebrations which were attended by several Heads of States and government representatives including President Michael Sata, United Nations Secretary General Ban Ki Moon and members of the public was characterized by dance and poetry.

PRESIDENT Sata has opposed the International Criminal Court’s indictment of Kenyan President Uhuru Kenyatta for the violence that characterised Kenya’s general elections in 2007.

“First of all, what jurisdiction do they have? You have to look at jurisdiction; there are more cases in Europe which they are not dealing with. ..If you find a Kenyan President or Zambian President is at fault, let the Kenyan people or Zambian people deal with him. You the Kenyan people, if during the struggle or during elections you killed each other, bring the people who killed you to book, that is what we do in Zambia.

“They are going back to the old days of colonial era where they used to grab us. This is the time when Africa should be looking at its own affairs. We shouldn’t allow a foreigner to come and interfere with us,” Mr Sata told journalists on Friday evening after attending the meeting of the Committee of 10 Heads of State on the UN Reforms.

Mr Sata urged Kenyans to bring to book anyone who killed over 1,000 people during the elections as opposed to trying suspects abroad.

“Majority of African countries were liberated by Zambia and it is time for you all Africans to negotiate for your own affairs because during the struggle, we were not going to court in London, we were not going to court in The Hague; we were taken to local courts in our own country,” President Sata said.

He said Africa now seems to be controlling its own affairs owing to the increased number of people who have taken up responsibilities that were previously a preserve of colonial masters.

“There are very few African countries where there are wars now apart from Congo DR and the fight in Congo is not by the Congolese; it is the outsiders who would like to control Congo because of the minerals,” he said.

The President said what young people do not understand is that the biggest problem in Africa is unemployment.

“If we can have you young people occupied, you are not going to be used for shedding blood against each other…we need to make you occupied because you are too intelligent and when you and your young girls are lazy, you will always want to create problems for us,” he said.

The President further called for an end to racial discrimination in Africa, adding that all communication barriers should be addressed.

Kapiri Mposhi Man to serve 10 years with hard labour for trafficking in marijuana

THE Kabwe High Court las has sentenced a 35-year-old man of Kapiri Mposhi to 10 years imprisonment with hard labour for trafficking in marijuana weighing 5.24 kilogrammes.

Kabwe High Court Judge in-charge Eddie Sikazwe said when he slapped the sentence on Nito Siwale on Monday that there is no way that the court could allow smoking marijuana or any prohibited drugs.

Mr Justice Sikazwe said it was unfortunate that despite serving three months at Mukobeko Maximum Prison for the first offence of drug trafficking, Siwale was involved in drugs after his release.

“This country has laws to follow. It was not the first time you were dealing in drugs….so I will sentence you to 10 years imprisonment with hard labour which is the minimum term prescribed sentence by the law,” Mr Justice Sikazwe told Siwale.

He said the jail term is effective May 28, 2012.

He said if Siwale was not pleased with the court’s judgment, he had the right to appeal to the Supreme Court.

Mr Justice Sikazwe said he had considered Siwale’s mitigation but made it clear drug trafficking is a serious offence which should attract punishment.

Siwale’s lawyer Kamo Simfukwe said the convict “deeply regretted his actions” and was seeking the court’s leniency.

Ms Simfukwe said Siwale had three children and a wife to look after.

“He has admitted the offence without wasting the court’s time. He has been in custody since 6 June 2012. He pleads for leniency and mercy,” Ms Simfukwe said.

But public prosecutor Gamaliel Zimba told the court that the State supported the conviction of Siwale by the subordinate court.

Mr Zimba said Siwale was a second offender.

Zambia this evening extended their unbeaten record against Namibia.

The two teams played out to a scoreless draw in Windhoek in a friendly.

Zambia stretch their unbeaten run against Namibia to 10 games with five wins and as many draw.

Meanwhile, tonight’s draw comes just three weeks after the same Zambia home-based team beat Zimbabwe 2-0 on April 28 in their first friendly after the team was constituted.

Katumbi: Zambian players are a let down

TP Mazembe boss Moses Katumbi has described his Zambian players commitment to the club as disappointing.

Katumbi told visiting Zambian journalist in Lubumbashi that he was especially disappointed with midfielder Rainford Kalaba.

“You can see the performance of the Zambian players. The biggest problem is they are not serious as they were before,” Katumbi said in an interview  monitored on ZNBC TV.

“So at least the coach doesn’t have to say Mazembe doesn’t give them game.”

Katumbi singled out Nathan Sinkala and Francis Kasonde as Zambia’s most outstanding players at Mazembe.

“Only Sinkala is a very serious boy and Kasonde they are almost every day at training,” Katumbi said.

“The others I don’t know. Even Kalaba, I talked to him to say Kalaba you are losing your performance.

“Than to stay here because he is injured, he has gone to Zambia.”

Kabwe Warriors embarass leaders Nkana

Kabwe Warriors today managed to do what no team has done to Nkana in Kitwe this season.

Warriors held Nkana to a scoreless home draw at Nkana Stadium to end the current league leaders one hundred percent home record.

Nkana had prior to Saturdays draw picked up four successive home wins this season.

The draw has seen Nkana’s lead at the top of the table whittled down to just two points from four.

This is after Zesco United rallied to sweep aside Green Buffaloes 3-1 away at Woodlands Stadium in Lusaka.

Percy Bilyoti put Buffaloes ahead in the 14th minute before Mwape Mwelwa levelled in the 22nd minute.

Lottie Phiri added two more goals after the break in the 71st and 90th minute in a second half domination by Zesco.
Zesco have 21 points, two behind Nkana after 10 games played.

Nchanga are third after sending Zanaco to their third successive winless game under Aggrey Chiyangi with a 1-0 away win at Sunset Stadium in Lusaka.

Felix Nyaende there scored the games lone goal to end Nchanga’s two-match winless run.

Power Dynamos moved from 7th to 4th after a 1-0 away win over Kalulushi Modern Stars at Independence Stadium in Kalulushi.

And at Konkola Stadium in Chililabombwe, Striker Humphrey Maseneko came off the bench to score a 90th minute equaliser as Konkola Blades forced a 1-1 draw against Konkola Mine Police in their Chililabombwe derby.

Mine Police were unlucky to share spoils with Blades after dominating both halves of the FAZ Super Division Week Ten game.

Museneko scored on the nick of full time lobbing advancing Mine Police keeper Evans “Nkalamu” Chewe after a counter attack.

Mine Police took a 60th minute lead after Austin Muwowo headed in a Kabaso Chongo cross.

Muwowo scored a seemingly easy goal after Chongo’s cross had beaten keeper Becky Bizangi.

PF denies training militias

The ruling Patriotic Front in Lusaka has refuted media reports suggesting that it is training militias at an NGO based in Lusaka’s longacres area.

Patriotic Front Lusaka District chairperson Goodson Banda has disclosed to Qfm that the NGO in question is funded by his party but that it is meant to educate youths in computer skills and political science with the purposes of maintaining a transitional leadership to carry on from the present generation.

Mr. Banda notes that the PF does not want to be caught up in the same predicament the MMD and UNIP has remained in after failing to groom youths that will take over their parties’ leadership after the current generation.

Meanwhile the PF District Chairperson has refuted claims by some Civil Society organizations suggesting that subsidies on fuel and maize indicate that the PF has revised its constitution.

Mr. Banda has maintained that PF manifesto is still intact as it was when the ruling party was campaigning for the 2011 general elections.

Registration of Father Bwalya’s party on course

Opposition Alliance for Better Zambia General Secretary Erick Chanda has assured that the party headed by Fr. Frank Bwalya is on course.

In a press statement issued by Fr. Bwalya’s Special Assistant for Press and Public Relations Emmanuel Chilekwa, the registration of ABZ is progressing well.

“I take pleasure to announce to the nation at large and our potential supporters and well-wishers that, yesterday, Friday, 24th May 2013, the Registrar of Societies accepted receipt of ABZ application papers,” Mr. Chanda said.

“This followed undue delay by the Zambia Police to hand back to us the papers after scrutinizing them. I made the Kr 5,000 required payment at the Registrar of Societies in Ridgeway, Lusaka. Next week Tuesday morning, we will make a return trip to the Registrar’s Office for possible collection of our certificate. This, then means that ABZ has met all the registration requirements, in accordance with the Laws of Zambia.”

“The Zambia Police has signed an exit package against the Patriotic Front as Fr Bwalya would now commence the journey to becoming Zambia’s 6th Republican President in 2016. Come 2016. Nipa Mpoto and Fr. Bwalya for President,” said Mr. Chanda.

He said the nation will be informed on way forward soon adding that Fr. Bwalya has appealed to all well-wishers to now start gearing up for active participation in ABZ, a party set to galvanise every Zambian from all walks of life for a better Zambia.

Male midwives here to stay-Chikusu

Health deputy minister Dr. Patrick Chikusa says government will continue training and supporting male nurses and midwives.

This follows recent concerns from some sections of society who condemned as taboo the practice f male midwives and nurses attending to female patients.

Dr. Chikusu said there is nothing wrong with having male nurses and male midwives adding that myths will not deter government from delivering health services to its people.

Speaking today when he officiated at the 42nd Graduation ceremony for Registered nurses, midwives, theatre nurses, HIV/AIDS nurse practitioners and critical care nurses at the University Teaching Hospitals, Dr. Chikusu said government will not allow a situation where patients are attended to by unqualified staff at the expense of myths.

Dr. Chikusu said the PF government is committed to ensuring that its people receive the best health care services across the country.

Meanwhile, Dr. Chikusu has assured patients who are on Anti Retro viral (ARVs) treatment that government is expecting to have full stock of the drug soon after the procured drugs are delivered in full.

Dr. Chikusu said government is dedicated to ensuring that loss of life due to lack of drugs in hospitals is avoided.

He added that the University Teaching Hospital now has no shortage of pre-nan milk for premature babies whose mothers cannot breast feed for various reasons.

He said although government emphasis is to ensure that every child is breast fed, government will continue offering support to babies in need of pre-nan milk.

Some parts of the country were recently hit by a shortage of pre-nan milk and ARVs prompting complaints from the beneficiaries.

Stanbic Bank sees 7.3% GDP growth in 2012

The Standard Bank Group says Zambia is poised to continue recording strong economic growth with GDP projected to hit 7.3% this year.

Standard Bank Group which trades in Zambia as Stanbic Bank says the Zambian continues to benefit from investment in public infrastructure at road and rail as well as selected power projects.

Standard Bank Group Africa Strategist Yvette Babb said the local economy is expected to accelerate further to 8% in 2014 if the levels of investment and the external sector remain unchanged.

Ms. Babb was speaking in Lusaka this morning during a media breakfast when she made a presentation on the Zambian economic forecast.

“What we see in the short to medium term is a strong GDP growth rate for Zambia, buoyed mainly by increased public infrastructure investments and a favourable copper price. We think Zambia will by 2014 hit the 1 million mark with regard to copper export as key copper projects come on stream,” Ms. Babb said.

She however warned that some key risks from the external front such as a weakened consumer demand in China and the Eurozone.

“We are confident we will see GDP accelerate from 7.3% y/y in 2012, to close to 8.0% y/y in 2014.”

Ms. Babb also warned that Zambia faces a serious risk to budget deficit due to the growth in public sector wages.

“Growth in public sector wage bill will exert considerable pressure on expenditure. Basic wages will rise by 40-50% from Sep 2013 following a 15% adjustment last year. The shift to a single spine salary structure will furthermore be associated with additional once-off costs,” She said.

She added, “This is unlikely to be offset by the savings from the removal of the fuel subsidies or a rise in other revenues.”

Ms. Babb also noted that the removal of fuel subsidies and the looming electricity hike will contribute to increased non-food inflation expectations.

She further observed that the Statutory Instrument 32 which will be effected in July 13 will see export revenues brought onshore but will have no immediate effect on demand for the Kwacha.

Shamenda appeals to miners and Zambians not to panic over KCM intention to lay off 2000 miners

LABOUR and Social Security Minister Fackson Shamenda has appealed to miners and Zambians not to panic over reports that Konkola Copper Mines(KCM) intends to lay off 2000 miners.

Mr Shamenda said the law was very clear on procedures to be followed before any company could lay off workers and these procedures had not been exhausted in the case of Konkola Copper Mines.
KCM had informed government about its intentions to retrench but the matter had not been concluded.

It was a requirement that employers first engage the unions on their intentions and thereafter engage the government. So far, all these processes had not been exhausted by KCM.
Mr Shamenda said to this end, no miner would be laid off at KCM.

Government had stepped in and was engaging KCM management and the unions to look at the reasons behind the proposal to retrench miners.

Mr Shamenda assured the miners and the nation that it would take care of their interests and no Zambian would unnecessarily lose employment.

He stressed that issuing statements on a matter, which had not been exhaustively concluded, would not serve anyone.

He has since banned issuance of any statements on the intention by KCM to lay off miners saying mining was a serious industry requiring only him and his deputy ministers to be informing the nation.
