Col Chanda apologises over late input distribution

Northern Province Minister, Gerry Chanda, has apologised to farmers in Mpulungu for the late delivery of basal dressing fertilizer.

Col Chanda sounded the apology when he paid a courtesy call on Chief Chinakila of the Lungu people in Mpulungu today.

The minister said it was not government’s intention to deliver fertilizer late to its farming community but Nyiombo, the company which was contracted to deliver the fertilizer has disappointed the nation.

Col Chanda said acknowledged that late delivery of inputs has in turn affected 2012- 2013 farming season.

He regretted that when people want to curb poverty through farming some organizations like Nyiombo were a late down by failing to honour its promises.

The minister noted that delivering fertilizer in February instead of November or December was not appropriate as many maize fields were left to go to waste.

And Chief Chitimbwa is sad over his subjects’ failure to receive the fertilizer on time.

Chief Chitimbwa said as much as he supports the PF-led government, he finds it saddening that his subjects may have no adequate food.

“Our honourable minister, please ensure that the 2013-2014 fertilizer delivery is done in time,’’ appealed Chief chinakila.

Col Chanda is on a formalization tour of Mpulungu district where he is inspecting development projects.

ZAMPOST to meet funeral costs of the accident victims, mass burial scheduled for Tuesday

The Zambia Postal Services Corporation (ZAMPOST) has announced that they will meet the full funeral costs for the 54 victims of the Chibombo Post bus accident.

Anouncing this today, Zambia Postal Services Post Master General McPherson Chanda also said that his company and the bereaved families based in Ndola have tentatively agreed to hold a mass burial next week Tuesday.

And the board and management of ZAMPOST have sent a message of condolences to the families of the affected travelers. The company has set up two help lines for victims of the Chibombo accident which left more than 50 people dead.

Meanwhile, Thursday’s accident on the Great North Road is the third worst in the history of the country.

According to the statistics by the Road Transport and Safety Agency (RTSA) the worst road accident was recorded at Pumula in Kabangwe where 76 people died.

Second was when 56 people died in road disaster in the 1990’s at Kanyongoloka near Luangwa when a UBZ bus overturned.

And the Christians Coalition against Poverty in Zambia Executive Director Evangelist Gregory Chileshe has called on government to carry out a thorough investigation on the fatal road traffic accident.

Evangelist Chileshe said that safety measures must be taken into account in order to avoid the increasing road accidents in the country.

And a Lusaka based clergyman Apostle Christopher Kunda has called on President Michael Sata to declare a period of national mourning in honor of those that lost their lives in the fatal accident.

Apostle Kunda has also asked Zambians to pray for the families that have lost their loved ones.

Meanwhile, South Africa’s President Jacob Zuma has extended his sincere condolences to the Government and the people of Zambia following the road traffic accident involving a bus, a truck and a Land cruiser.

“South Africa joins the people of Zambia in mourning the loss of lives of more than 50 people during the unfortunate accident. Our hearts go out to the families, relatives and friends of the deceased. Our thoughts are with the injured as we wish them a speedy recovery”, says Zuma.

Zambia has joined Uganda in making a preliminary bid to host the 2019 Africa Cup of Nations.

Sports Minister Chishimba Kambwili has said that the initiative is subject to approval by government.

Kambwili has told mtnfootball.com that Zambia will by 2015 have the four stadia of international standards required for a country to host the tournament.

He says that new stadia are scheduled to be constructed in Livingstone and Mongu.

A new 60-thousand Seater Capacity Independence Stadium in Lusaka will be completed this year.

Zambia currently has one tournament certified stadium Levy Mwanawasa Stadium in Ndola, which has a seating capacity of 42 42 000 people.

Uganda has made preliminary indications of their bid that they hope to co-host with Kenya.

Should Zambia’s bid be approved, it will be the second time Zambia will attempt a shot at hosting the Africa Cup after failing to host the 1988 edition.

One year old baby eaten by crocodile after falling off mothers back

A one-year-old baby has been killed and eaten by a crocodile in the shallow waters of Kandabwako stream in Chadiza district while her mother is nursing injuries at Saint Francis’ Mission Hospital in Katete where she was referred to after being attacked by the giant reptile.

The incident happened yesterday when Rachael Banda (30) of Chikomba village in chief Mlolo’s area dropped her baby from her back as she struggled to climb a tree in an effort to escape from the reptile’s jaws that left her with severe injuries.

Catherine Banda, who is the sister of the victim, told ZANIS that Rachael was attacked around 15:00hours when she went to the shallow stream to wash her baby’s napkins.

Ms Banda said her sister just felt something pulling her into the water and stated struggling to free herself when eventually she realized that it was a crocodile.

Ms Banda said in an effort to free herself,her sister climbed a tree that was in the water but the reptile leaped and got hold of one leg and that it was at this point that the baby who was strapped at her back dropped into the water and the crocodile caught the child and went away with it.

The victim was only rescued by her parents who were in the nearby field after they heard her shouting for help.

By press time, the victim was found at Chadiza Boma clinic in severe pain and being attended to by the doctor who was so busy that he could not allow both the police and pressmen to get to the bed side.

Rachael sustained a broken left arm, deep multiple cuts on the right hand and deep cuts on both legs.

A team of security officers from the Zambia Police and the Office of the President who rushed to the scene could not find the crocodile.

However, a message has since been sent to the Zambia wild life Authority (ZAWA) in Chipata who are expected to arrive in Chadiza today to crop the reptiles that are found in the shallow streams of Kandabwako.

The Young African Leaders Initiative (YALI) is disappointed by political players in the country that continue to exhibit politics of violence towards one another. Livingstone, Mpongwe, Kapiri-mposhi and Lukulu West will be having by elections and it is incumbent upon every political party that is participating to ensure that they restrain from any form of violence.

YALI will continue to remind our politicians that elections are merely a competition to serve public office and not a matter of life and death and therefore our politicians should know that there is a country even after elections, Zambia is bigger than fights of insults.Zambia is bigger than all of us and it’s the duty of those in government and aspiring to be in public office to protect the interest of the country and the youth.The binding factor politicians should know that we are all Zambians despite having different political ideologies and political violence does not in any way help any social or economical aspect of our country.

YALI has noticed with great sadness that our politics are full of name calling are not issue based, political campaigns are a platform of insulting each other instead on telling the people the candidate is going to do for the people once elected and also selling their party manifestoes, it’s a very sad scenario that same politicians of today don’t even know their party ideologies, the only thing they do is to insult their opponents and call them all sorts of names, this kind of politics does not inspire the young people of today and are in fact setting a very bad precedent to the young people of this country. Young people will think it is the normal way of governance when in fact it leaves too much to be desired.

The police play a critical role in maintaining non violent campaigns by ensuring that there is high level of professionalism among officers when dealing with members of every political party despite their political affiliation and not show favours to members of the ruling party.

The police should be impartial and should ensure that there is a same level of playing field among all political players and should ensure that the rule of law prevails.

Political parties should be allowed to hold rallies regardless of political affliation.Zambia’s constitution under Article 21 (1) provides that; “Except with his own consent a person shall not be hindered in the enjoyment of his freedom of assembly and association, that is to say, his right to freely assembly and associate with other persons and in particular to form or belong to any political party, trade union or association for the protection of his interests.”

The supreme law of the land guarantees citizen’s of this clause which every citizen should abide by including the police.

YALI is convinced beyond reasonable doubt that electoral violence and any other type of violence is retrogressive to the growth of Zambia’s nascent democracy and hinders effective youth and women participation in democratic activities. YALI is also aware that youth are abused to perpetrate violence and are themselves victims of violent campaigns in the electoral process. YALI is therefore urging all political parties to promote non-violent campaigns, tolerance of political beliefs, divergent views and defending political rights of individuals within our own political parties and in our multi-party system of politics.

YALI calls on all political parties to renounce the use of violence against any political opponent within and outside our political parties, condemn all those who abuse youth to perpetrate violence or who commit violence against youths and call for fair and equal justice to be meted against abusers and perpetrators alike.

YALI will not hesitate to denounce any political party or individual that will perpetuate, influence, sponsor or aid violence to take place in our country and will not hesitate to tell young not to vote for violent leaders or those aiding violence. The culture by politicians of using young people for violence should stop because their installing bad seeds in the youths instead of providing a enabling environment and much needed employment.The only time they see youths useful is time for political campaigns or when they advancing their selfish interests. Young people should stand ready to defend our democratic ideologies and violence is not part of these ideologies.

Kitwe City Council slammed for failing to maintain the newly constructed Nakadoli market

Copperbelt Minister Mwenya Musenge has condemned Kitwe City Council for failing to maintain the newly constructed Nakadoli market.

Speaking in Kitwe yesterday when he toured the modern market structure Mr Musenge said the council has failed to run markets in the district following the withdrawal of market associations from the markets.

During the tour, Mr Musenge found that the market structure has been vandalized despite not having being fully utilized by traders.

He further found that the surrounding was not well maintained as long grass had covered the open space around the market with heaps of uncollected garbage within the market premises.

The Minister charged that it was unaccepted for the council to let market deteriorate like that when government spent huge sums of money to construct the market.

Meanwhile Mr Musenge alleged that some council officers were collecting money from traders in the new market instead of marketeers paying to the council in form of market levy.

Mr Musenge disclosed this when it was discovered that the traders at the new Nakadoli Market were not paying market levy to the council ever since they started trading in the market over two years ago.

The Provincial Minister also alleged that the council was allocating several market shops to a few individuals who had used other people’s names to acquire more stores.

He said he would ensure that the allocation of the stands is revisited to ensure that people do not get more than one stand, adding that priority in the allocation of stands will be given to Chimwemwe residents where the market is located.

But Kitwe City Council Town Clerk Bornwell Luanga expressed shock that traders at Nakadoli were not paying market levy to the council and that some council officers were collecting money from traders for their benefit.

Mr Luanga said the money the local authority has lost through uncollected revue from the traders could have been used to pay the workers’ salaries.

And Mr Luanga has warned that if it will be established that some council workers were truly collecting money from traders at the expense of the institution, those that will be found wanting will be dismissed instantly.

He said their dismissal will not be decided by the Local Government Commission because even the commission can not accept such behaviour by workers.

Meanwhile some traders in the new Nakadoli market have complained that there was no business in the new market as buyers were flocking to the old market.

The marketeers appealed to government to close the old market so that those trading from there can relocate to the new market.

New Nakadoli market is a modern market that was officially opened in 2010 but most marketeers are shunning the market claiming that there are no people that buy from there.

Authorities at Lusaka City Council (LCC) have disclosed that they are working round the clock to clear huge piles of garbage which has accumulated at Chunga dumping site in Lusaka.

LCC Assistance Public Relations Officer Mulunda Habeenzu said the council, in conjunction with the Disaster Management and Mitigation Unit (DMMU), was working to ensure that the situation at the site was corrected urgently.

Mr Habeenzu said the DMMU has given the Lusaka City Council graders to remove the waste.

He said the council will be working even in the night since the DMMU equipment will only be available in the evenings.

He said the machines will be busy during the day because DMMU also has an enormous task of constructing drainages in the city.

Mr. Habeenzu explained that Chunga dumping site becomes so wet during the heavy rains that it becomes difficult for vehicles to pass without getting stuck hence the accumulation of huge piles of garbage at the site.

And Mr. Habeenzu has advised Lusaka residents to desist from throwing garbage in drainages because the refuse blocks water passage channels.

He said the community should also work with the council and ensure that the problem of waste materials was addressed once and for all.

He explained that members of the community should also play a role in helping the council to fight the problem of garbage accumulation and drainage blockage.

He said Lusaka residents should stop blaming the Lusaka City Council all the time because the local authority was trying all it can to provide necessary services to the community.

PROMINENT Lusaka lawyer, Rodger Chongwe has said the Constitutional immunity enjoyed by former President Rupiah Banda does not bar law enforcement agencies from interrogating him over alleged corruption and criminal activities.Reacting to observations expressed by Mr Banda’s lawyers Sakwiba Sikota of Central Chambers and Patrick Mvunga of Messrs Mvunga and Associates that their client still enjoyed his immunity, Dr Chongwe said investigative wings acted correctly to summon the former Head of State.

“The constitution is very clear, the President enjoys immunity from prosecution and not from being interviewed by the law enforcement agencies. The Constitution does not prevent law enforcement agencies to interrogate a former or even an incumbent Head of State,” Dr Chongwe said.

Dr.Chongwe said Mr Banda was also on the other hand obliged to refuse to appear before the team of investigators if he did not wish to do so as stated in the letter written by the ACC director general Rosewin Wandi.

“Ms Wandi clearly asked in her letter if he could come for interviews,and that in an event that Mr Banda was not willing to do so, he was obliged to state so. And Mr Banda indicated through his lawyers that he was not willing,” Dr Chongwe said.

“The ACC are within their competence on the decision they made and if the head of ACC wants to take it further, there are other avenues to explore such as requesting Parliament to lift his immunity for him to be interrogated. If the ACC have a good case nothing can be done but to lift Mr Banda’s immunity,” he said.

He said the current government was more lenient on Mr Banda unlike was the case with late former President Frederick Chiluba whose immunity was lifted through Parliament to pave way for his prosecution.

Mr Banda was requested by the ACC to appear before the panel of officers at 09:00 hours on Thursday.

Mr Banda’s lawyers accused the investigative wings of parading their client in what they termed as a media-trial.

In a letter to the ACC director Former Mr Banda’s lawyers stated that their client was not going to be tried in the media adding that he had already been convicted before going to court.

“We have read in the newspapers that the press are already aware of the steps you are taking and looking at the editorial deadlines the papers have, and the time when the letter was delivered to our client’s residence, it is clear that the press had the letter even before it was delivered to our client, ”

“Our client has seen that you wish to have conviction through the press before you even go to court. This is borne out by the fact that you saw it fit to leak your letter to all the State media and the press you consider favourable to the state. Our client is not prepared to subject himself to a media trial,” the letter read.

Ms Wandi warned that other legal avenues would be deployed to pursue Mr Banda once he failed to avail himself for questioning.

Meanwhile the Drug Enforcement Commission (DEC) head-offices was yesterday thronged by a heavy presence of Zambia Police officers formally awaiting Mr Banda to appear for interrogations following a summons on Monday this week.Mr Banda did not show up as he had already indicated that he would not
appear but the investigative wings followed the standard procedure as they had issued the summons which indicated that he was expected to appear yesterday morning.
Investigative wings spokesperson Namukola Kasumpa said in a separate interview that officers waited for Mr Banda in futility.She said that the nation would be informed of the next course of action following the failure by Mr Banda to appear before the team of investigators.

Kitwe millers hike the price of mealie meal despite recent Government directive

Some millers in Kitwe have hiked the price of a 25 kilograms bag of breakfast to KR60 despite recent Government directive to reduce the prices which were attributed to shortage of the commodity.

Olympic milling company in Ndeke Township has pegged a 25 kilogram bag of breakfast mealie meal at KR58 much to the displeasure of residents.

A Ndeke resident, Moses Makumba, who stormed the Times Kitwe offices yesterday protested the high price of the commodity.

Mr Makumba complained that it was not fair that the price of mealie meal was increased when there was a directive from the Head of State that the commodity should be sold at KR50.

Mpongwe Milling Company in Kawama Township was selling the same commodity at KR55.

Sales persons at both outlets declined to be identified attributed the increase in the price of mealie meal to transport costs.

However, the prices at Olympic Milling and Antelope outlets in the town centre were normal.

Olympic, Antelope and National Milling firms in the town centre are selling the 25 kilograms of breakfast at K50 and by yesterday the three outlets had run out of the stock.

The recent shortage of mealie meal in November last year forced some traders in Kitwe to sell a 25 kilogram of breakfast mealie meal about K75,000 before Government intervened.

Grief stricken relatives of the people that boarded the 04:30 hours Ndola-Lusaka bound Post bus yesterday , which has been involved in a fatal road accident between Kabwe and Chibombo, flocked to Ndola Main Post office today to enquire about the condition of their relatives.

A check by ZANIS at the Ndola main post office found a crowed of anxious relatives of the passengers demanding to be given the bus manifest which contains names and details of passengers on board.

Scores of Ndola residents assembled at the post office to get the latest information from the Post bus management.

Matilda Zulu a concerned resident said Ndola resident are shocked by the news of the accident involving the Post bus.

“This is shocking, most of us as Ndola residents are shocked, this is the bus that we use, its efficient and timely, this information is very sad,” she said.

And Zambia Postal Services Corporation (ZAMPOST) Public Relations Manager Frank Mumba who rushed to the accident scene told the media that an official statement will be released later.

In the same vein, the Board and Management of ZAMPOST have expressed deep sorrow at the death of 53 passengers that died this morning while traveling from Ndola to Lusaka.

The management said this in a press statement released to ZANIS yesterday  afternoon.

The 72 seater Benz Post bus registration number ABV 4020 which had two trailers registration numbers 1793, AB 65 and 1791, AB 06 collided with a truck registration number 1792 near John Chinena area in Chibombo district.

ZAMPOST has therefore assured all the bereaved families and the injured that the corporation stands with them in this period of sorrow.

And Chibombo District medical officer Priscilla Chisha has said that 10 females, 12 males and a baby were admitted to Liteta Hospital while five others were referred to Lusaka” University Teaching Hospital and Kabwe General Hospital respectively, for specialist treatment.

He described the condition of those evacuated to Lusaka and Kabwe as critical.

One of the survivors Osward Chila narrated that he was seated at the back of the bus and he was shocked to find himself seated on top of dead bodies and later collapsed.

Venecious Mapande Dumps Zanaco

Influential Zanaco midfielder Venecious Mapande has quit the club days before it launches the 2013 CAF Champions League campaign.

Mapande tendered his resignation on Wednesday.

Zanaco head coach Keagan Mumba confirmed on Thursday afternoon in Kitwe.

“Venecious has opted to leave. He wants to try his luck somewhere else. His destination is not yet known,” Mumba revealed to LT Sports in Kitwe.

Unconfirmed reports have linked Mapande with a move to Nkana.

The CAN Orange 2013 Organizing Committee in its last meeting held February 4th 2013 in Johannesburg examined the case of the National team coach of Zambia Mr. Herve Renard, concerning the offending comments he made against CAF on The Sunday Times newspaper following the match Burkina Faso vs. Zambia, played in Mbombela on 29/01/2013 as well as the letters of apology sent by his association and himself.

The Organizing committee accepted the apology of the coach, however, in in order to ensure the non-repetition of such behavior which tarnishes the image of CAF and its officials, the Committee decided to issue M. Renard a warning and impose a suspended fine of 10.000 US dollars upon him, provided no repetition of such behavior occur within the coming year.

Herve Renard claimed that the Confederation of African Football is probably happy that his team won’t be representing the continent at this year’s Confederations Cup — because it is “not sexy enough.”

Zambia was knocked out of the African Cup of Nations by a 0-0 draw with Burkina Faso in its final group match, surrendering its continental title after less than a year and forfeiting its chance to represent Africa in the World Cup warm-up tournament in Brazil.

“To be honest with you I think that CAF is very happy because Zambia is not going to play the Confederations Cup,” the Frenchman said after his team failed to secure the win it needed on Tuesday to reach the quarterfinals.

“Because (they think) Zambia is not sexy enough to go to the Confederations … it’s the truth.” Short of retaining its title in South Africa, Zambia’s reign was always destined to be the shortest yet after CAF switched the African Cup to odd years and played it back-to-back in 2012 and 2013.

Power Dynamos have beaten Zanaco 2-0 in Thursday afternoon’s friendly played at Arthur Davies Stadium in Kitwe.

Winger Simon Bwalya and veteran defender Kabwe Kamuzati contributed a goal each for Power in either half.

Zanaco and Power are getting ready for the 2013 CAF champions league and confederation respectively.
After Thursday’s warm-up match, Power and Zanaco will play their final friendly on Saturday against Roan United and Nkwazi respectively.

Zanaco begins their champions league campaign on 16 February with a preliminary round, first leg tie against Mbabane Swallows of Swaziland in Lusaka.

President Sata sends condolences to families of 53 deceased road traffic accident victims

President Michael Chilufya Sata has sent a message of condolences to the families of the fifty three [53] people who have died in a road accident involving a Lusaka-bound bus which collided with a truck in Chibombo area this morning.

In a statament released to the media by his State House Special Assistant for Press and Public Relations, George Chellah, President Sata said that he was extremely saddened at the loss of more innocent lives in yet another road accident relating to public transport.

“Allow me on behalf of my Cabinet, the First Lady and indeed on my own behalf to convey my deepest condolences to the bereaved families,” the Head of State said.

“We pray that the Lord almighty grants the bereaved families comfort and strength during this very painful period.”

President Sata said that it’s regrettable that the country has continued to lose valuable citizens through fatal road accidents.

The President has directed the Zambia Police Service and the Road Traffic and Safety Agency (RTSA) to promptly step up their actions to arrest the situation.

The Head of State wished several injured travellers a quick recovery.

And Chief Government spokesperson Kennedy Sakeni has said that Government has received with shock and horror the death of over 50 people in a road traffic accident involving a Post bus, a Land Cruiser and a truck on the Great North Road in Chibombo area of Central Province this morning.

In a statement to the media Mr Sakeni said that the accident was a national tragedy of immense grief and sorrow.

“On behalf of the Government and people of Zambia, I convey deep-felt condolences to the bereaved families on this tragic and untimely loss of lives,” the statement read.”

“As a nation, we pray to God Almighty for strength and comfort as we go through this sad and painful loss. We also wish the injured a quick and full recovery”

Mr Sakeni further said that Government was deeply concerned about the frequent road fatalities on the Zambian roads and will not rest in ensuring that tragedies of this nature are minimized.

He urged the Road Traffic and Safety Agency (RATSA) and other law enforcement agencies to work closely with motorists and other road users in ensuring that traffic rules and regulations are observed in order to make our roads safer.

Meanwhile, Passengers, Pedestrians and Cyclists Association (PAPECA) president Lawrence Kaoma has called on government to quickly increase the third party insurance scheme to adequately help road accident victims.

Mr. Kaoma said the current amount of about KR60, 000 per event was not enough to meet the challenge that victims of road accidents have to face.

He has therefore advised that the amount be raised to about KR75, 000 per person.

He said having such an amount in place would not only assist the families of the victims to benefit but also compel road users to take care on roads and not to put people at unwarranted risk.

Mr. Kaoma said it was saddening that a lot of people died in a road accident in Chibombo.

He has since conveyed his condolences to the families of the deceased.

Recently, government revealed plans to establish a road fund accident to help facilitate compensation to victims and meet their financial and medical requirements.

Most road traffic victims faced challenges such as permanent physical disability and loss of employment.

At least over 50 people have died in a road traffic accident that occurred this morning on the Great North Road.

The accident happened around 07 hours in Chibombo district after a 70 sitter Post bus heading to Lusaka from Ndola collided with a truck.

Police spokesperson Elizabeth Kanjela confirmed the development to QFM News in a telephone interview.

By broadcast time, Ms. Kanjela could however not give out further details about the exact number of people confirmed dead as some bodies were still trapped in the wreckage of the bus.

And a source told QFM news that only 10 people have survived the accident while rescue efforts to retrieve the trapped bodies are underway.

The bodies of the deceased have been taken to Liteta hospital mortuary, while the ten survivors of the accident are being treated for injuries at the same hospital.

This could be one of the worst road traffic accidents the country has recorded.
