Government approves recommendations for digital migration

Government has approved key technical and policy recommendations to facilitate Zambia’s digital migration programme.

Information and Broadcasting Services Permanent Secretary (PS) Amos Malupenga says with the approval by Cabinet the National Taskforce on Migration is now expected to scale up the implementation of the digital migration process.

Mr. Malupenga disclosed this when he officially opened a two-day stakeholders consultative conference on digital migration at Government Complex in Lusaka today.

The Permanent Secretary said the implementation of the programme was key as it is in line with Government’s agenda to overhaul the broadcasting industry so that it contributes effectively to national development.

Mr. Malupenga said digital television broadcasting will also enhance parental control over children by restricting access to certain programmes that may not be morally suitable for their viewing.

He noted that digital television also makes it possible to simultaneously transmit many high quality pictures and sound through efficient use of frequencies, which are a limited resource.

Mr. Malupenga said while analogue television uses one frequency to carry one programme channel, digital terrestrial television uses one frequency to carry multiple programme channels, thereby allowing for greater choice and variety for viewers.

He added that government’s expectation is that broadcasters and production houses in Zambia will rise to the occasion and use the huge technological capacity that digital terrestrial television avails to contribute towards job creation.

Meanwhile, National Taskforce on Migration Chairperson Luwani Soko noted that the Taskforce’s mandate is to oversee and ensure that the digital migration process is done within the specified time frame.

Mr. Soko said various stakeholders have been approached to work with the task force on how best to implement the digital migration process.

The International Telecommunication Union (ITU), a United Nations (UN) agency, has set June 17, 2015, as the deadline for countries across the world to migrate from analogue to digital television broadcasting.

In view of this deadline, the Southern African Development Community (SADC), has set December, 2013, as the deadline for member states in the region to migrate from analogue to digital terrestrial television in order to allow for a smooth and orderly transition and shut-down of analogue television transmission by 2015.

ZAMBIA’S first Republican President Dr Kenneth Kaunda on Tuesday night sang a love song dedicated to his wife Mama Betty when he received the Mahatma Gandhi International (MAGI) Award for Peace and Reconciliation, a short while before he learnt of her death.

Dr Kaunda, who was in Durban, South Africa, to receive the Mahatma Gandhi International (MAGI) Award for Peace and Reconciliation said he was unable to be with his wife by his side because she was still recovering from a stroke, but that he would sing a love song he used to sing for her when they just met.

The emotional love song talked about how Dr Kaunda would never forget the first kiss he shared with late mama Betty, sounding as if saying goodbye to the person who had been his wife for 66 years. This was a few hours before Mama Betty died in her sleep while visiting the daughter, Musata, in Harare, Zimbabwe.

During the gala-ceremony held at Durban City Hall, Dr Kaunda was presented with the award in recognition of his humility, courage, selflessness and conviction in the struggle against the oppression of his own people in Zambia, the support and assistance given to South Africa during the struggle against apartheid and the negotiation process; and for continuing the work of building peace in the continent in true Gandhian tradition.

Receiving the award, Dr Kaunda said he accepted the award with humility knowing that there were other luminaries who were deserving of the award.

He said he was grateful that the Trust had recognised his modest passion towards peace in the world.

Dr Kaunda said in the most difficult years of colonialism in Zambia, he and his colleagues remained faithful to the Gandhian teachings.

He said in 1958 some prominent Indian businessmen who were resident in Zambia contributed funds to enable him travel to India, a country which had already achieved Independence, in order to compare notes on tactics to be used on the similar struggle in the country.

Dr Kaunda also mentioned the meetings he held with successive leaders who served in the then apartheid regime in South Africa with a view to resolving matters peacefully.

“I therefore wish to accept this award with a deep sense of humility in the name of the men and women who paid a big sacrifice in the interest of peace, harmony and tranquility for succeeding generations…may the good Lord continue to bless you,” said Dr Kaunda to rapturous applause and a standing ovation, But before he could deliver the speech to accept the award.

Dr Kaunda also led the audience into singing his now traditional “we shall fight and conquer AIDS” song.

Introducing Dr Kaunda to the podium to receive the award, member of the Gandhi development Trust Board Paddy Kearney said critical of the socio-political situation in Africa, Dr Kaunda was in the forefront of the efforts to liberate African countries.

He said as a great friend of South Africa’s leaders like Oliver Tambo, Chris Hani and Walter Sisulu, Dr Kaunda was an open supporter of the anti-apartheid movement and other African liberation movements.

Kearney said the release of statesman Nelson Mandela from prison took place under Dr Kaunda’s leadership as the chairman of the Front-line States.

He said when Dr Kaunda was defeated by late Frederick Chiluba in the 1991 multi-party elections, he graciously accepted defeat, and has now engaged himself in several charities, chief of which are those dedicated to the fight against the spread of HIV/AIDS.

Those who received the other award called the Satyagraha included former freedom fighters Denis Golberg, Mewa Ramgobin, Susan Barbara Britton, Zak Yacoob, while ANC Founder John Langalibalele Dube and late Black Consciousness Movement leaders Bantu Stephen Biko received the award posthumously.

Prominent among those who attended the ceremony included Premier of Kwazulu Natal province Dr Zweli Mukize, some South African judges and Zambia’s High Commissioner to South African His Excellency Mr Muyeba Chikonde.

After the packed gala dinner, the former President held a meeting with Zambians living in South Africa at Coastland Hotel where he was lodging and urged them to always uphold the “One Zambia, One Nation Motto” wherever they were.

However, Dr Kaunda’s award has been overshadowed by the demise of Mama Betty who passed on a few hours after he was honoured.

Opposition UPND Livingstone Member of Parliament Howard Sikwela sandwiched between PF 1 and 2-President Michael Sata and Vice President Guy Scott at the launch of the Link Zambia-8000 road project in Lusaka today

President Michael Sata has revealed that Livingstone UPND MP Reverand Howard Sekwila is willing to work with the PF government.

But Reverand Sekwila said his willingness to work with the PF government should not be misunderstood.

At the launch of the Link Zambia 8000 project this morning, President Sata who personally introduced Reverend Sekwila and asked him to greet the audience disclosed that the UPND MP had agreed to work with him.

“I invited him to be here with us and he agreed, he is willing to work with us,” President Sata said.

He said the PF will accommodate all MP’s from the opposition willing to work with it to develop the country.

President Sata has since appealed to all MP’s to submit a list of all priority roads in their respective constituencies which require attention.

But in interviews with Journalists shortly after the launch event, Reverend Sekwila who appeared uncomfortable discussing the issue maintained that he was not defecting to the PF.

He refused to comment further.

Speculation is rife that the PF is targeting some MP’s within the UPND for appointment into ministerial positions as a way of weakening the opposition party.

UPND leader Hakainde Hichilema has since warned his MP’s that anyone seen to be fraternizing the PF will be expelled from the UPND.

Artist of the week :Roberto

8

Roberto is a Zambian singer/songwriter/producer and the youngest of a musical family, so it was only fathomable that he would follow in the footsteps of his parents and older sibling, very well-known Zambian singer/songwriter/producer Ozzy. Roberto entered the music scene as a rapper, and later turned singer after being inspired by Usher’s hit song “My Way”; Roberto later encountered a career turning experience after traveling to and living in South Africa for a period of time. Whilst in South Africa Roberto wrote songs for and worked with well-known South African artists, such as Boom Shaka, Thebe and Buso, just to name a few. This propelled Roberto’s confidence and career to the next level and led him to joining forces with Explosive, whom at the time had regular features on Channel ‘O’ and gave him the opportunity to write and produce his first track titled “Chest to Chest” which paved the way for Roberto in the African Music scene.

On his return to Zambia Roberto released his debut self-titled album in his native tongue, which produced hits such as Operator, Mtima Wako, Inkama Shandi and Ulimbe Ft Ozzy.

Later in 2008 he released his sophomore album titled “Akasuba”, the album had shown new light to the Zambian R&B music scene with songs like Don’t Say You Do, These Words, Nikutasha, Save our Love, Bengi and 2009 award winning song of the year Akasuba titled after the album.

In 2010 Roberto entered into collaboration with Ugandan artist Toniks and together they formed a group called UZ47. Since the joint venture, UZ47 have since been anticipated as one of the finest duos to come out of Africa. With songs like Swag Meter and Be With You already under their belts and music videos to boot, that have been received with rave reviews reflected by their view count, it is evident that they have set a new standard for the African music industry and are only just getting warmed up.

Roberto recently released his latest album “My Name Is…”  His first single from the album is titled “Osanisiya So” which was released early this year.

“Osanisiya So” is a funky edgy forbidden-love song, sung in English with a splash of Nyanja (Zambian language). With this single, Roberto offers listeners a different taste to Afro-R&B whilst experimenting with heavy base drums that you cannot help but bop your head to as the chorus lets you get lost in the mood of the song.

The follow up single to “Osanisiya So” titled “Good Woman” reflects Roberto’s love for R&B and will be the first of Roberto’s more commercial sounding tracks that carries the listeners on to where the first single left off.

With a lot more surprises to unravel, some major collaborations, and a creatively experimental album. Roberto has something in store for everyone, and is sure not to disappoint his fans old and new, who have been eagerly anticipating his latest material. Already being titled Southern Africa’s answer to 2Face, all that can be added is for audiences to take a seat and enjoy the Roberto plane as it takes you into a whole new era of Afro-R&B.

We are non-partisan, unbiased – MISA-Zambia

5

The Media Institute Southern Africa (MISA-Zambia) has refuted allegations that it is a partisan organisation.

MISA Zambia acting Chairperson, Nalumino Nalumino says his organisation will continue being non-partisan and will always be unbiased.

Mr. Nalumino told journalists in Lusaka today that allegations by Patriotic Front youths that the organisation was a political appendage and that it was embroiled in financial irregularities were unfounded.

He explained that MISA Zambia is a member driven regional organisation that has a strong governance structure which starts with the Annual General Meeting (AGM) that approves Audited Financial Reports and appoints auditors.

Mr. Nalumino further explained that the organisation has a National Governing Council (NGC), elected at the AGM every three years, which approves annual plans and budgets during quarterly meetings.

He said in line with good corporate governance practices, the NGC provides guidance and checks and balances to the organisation.

Mr. Nalumino said MISA Zambia found the allegations levelled against it as malicious and unfounded alleging that there was a well orchestrated campaign to discredit the image of the organisation.

He noted that the organisation has scored a number of achievements such as the enactment of the 2010 Independent Broadcasting Authority and the Zambia National Broadcasting Corporation (ZNBC) Acts and the recently launched Zambia Media Council (ZAMEC).

Mr. Nalumino further noted that MISA Zambia has contributed to the growth of Community Radio Stations through grants, equipment acquisition and capacity building among others.

He said the organisation is not amused by the accusations because it receives such complaints from all political players which showed that it is a credible institution that is non-partisan.

Mr. Nalumino has since appealed to the government to create an enabling environment for the media to operate freely.

A few weeks ago, some Patriotic Front youths issued a statement that MISA Zambia did not condemn UPND’s William Banda after he ‘strangled’ a Muvi TV Journalist and a few days ago the UPND also complained about their silence over the harassment of Post Photo Journalist, Salim Dawood by PF cadres at an aborted rally in Kanyama.

President Sata launches Link Zambia and declares that he has taken over RDA contracts

President Michael Sata this morning launched the Link Zambia 8000 Project and the construction of a bridge at Chongwe River.

President Sata said the project marks the beginning of many road construction projects as outlined by the PF government during the election campaigns.

He said the PF government has started fulfilling some of the election promises as can be evidenced by the creation of new districts and the construction of new roads.

President Sata also promised to work on the Palabana and Chalimbana Roads as a way of opening up the country.

He said he had promised the people of Chongwe during the official opening of Parliament that he would deliver a good road network adding that the launch of the project is a fulfillment of that promise.

President Sata has also requested that MP’s should submit a list of priority roads in their respective constituencies in order to speed up the identification of road construction projects.

He said donors are willing to fund such projects but that Zambia needs to show that it has capacity to deliver.

Meanwhile, President Sata has announced that he has taken over the supervision of all road contracts under the Roads Development Agency to ensure efficiency and transparency.

He said the RDA will now not report to the Ministry of Works and Supply but State House in order to address corruption allegations at the agency.

President Sata said the RDA should be weary of some individuals and organisations that may seek road contracts using his name.

The Link Zambia Project will result in the construction of about 2, 290 kilometres of roads at an estimated cost of K7.9 trillion in the first phase of the project.

The Link Project will also go over Chongwe River and connect to Feira right through to Luangwa Bridge.

The road will provide a link to Kasisi, Chipembi, Chalimbana and Palabana among other areas.

It’s heartbreaking says First Lady Dr. Kaseba-Sata

11

FIRST Lady Christine Kaseba has described the death of Mama Betty Kaunda as shocking and heartbreaking.Dr Kaseba said the death is a great loss as the former First Lady was a source of inspiration not only to Zambians, but to the African continent as a whole.
She said in a telephone interview from Namibia, where she is attending an African conference on sexual health and rights, that the death of Mama Betty was received with utmost sadness by participants at the conference.
“When the death of Mama Betty was announced, everyone in the conference murmured with shock.Namibia’s President Hifikepunye Pohamba, who officially opened the conference, requested us to observe a minute of silence. It is sad that at a time when she (Betty) was learning to come out and be herself, she is no more. We pray that our father (Dr Kaunda) will find solace in God’s hands,” Dr Kaseba said.

She said it is sad that Mrs Kaunda, who was the mother of the nation, has died after celebrating her 66th wedding anniversary.

“The two (Dr Kaunda and Betty) were inseparable. She was our mother and so she will be missed dearly,” she said.Dr Kaseba appealed to Zambians to mourn Mama Betty with respect, love and dignity. She said Mama Betty was an icon of female emancipation, adding that she united the nation.

She said Zambians should bury their political differences and mourn her in unity.

“The Patriotic Front government has opened its doors to every Zambian and it is for this reason that for the first time in many years, we saw Mama Betty attending State functions.

“It is in this vein that I ask all Zambians to love one another and remain united,” she said.

And former First Lady Maureen Mwanawasa said Mama Betty will be remembered for being part of the great history of Zambia.
“That is a fact and no one can take that away from her. We need to give her respect for her contribution to the country, by mourning her peacefully and respectfully. Her death should unite the country,” Mrs Mwanawasa said.

She said the death of Mama Betty is depressing, adding that this is the time for Zambians to unite.

“In the last four years, we have seen so many of our great leaders die and it is depressing.
“I have interacted with Mama Betty in the last few months and she looked bubbly but we cannot ask God why He had to take her away. We can only ask Him to give us grace and wisdom to handle the funeral properly,” she said.

Freedom fighter Mama Chibesa Kankasa said Mrs Kaunda will be remembered for inspiring women in the country.
“Betty was a strong woman. During hardships, she would sell charcoal to ensure that her children went to school,” she said.

Mama Kankasa said the former First Lady also encouraged her husband to work hard during his reign as republican President.
Non-Governmental Organisations Co-ordinating Council chairperson Beatrice Grillo said Mama Betty will be greatly missed for her role in the country’s liberation struggle.

Kambwili orders all PF provincial youth chairpersons to stop issuing statements about Wynter Kabimba’s duo roles

Patriotic Front (PF) national youth chairperson Chishimba Kambwili has with immediate effect directed all PF provincial youth chairpersons to stop issuing statements in the media about justice minister Wynter Kabimba’s duo roles.

“Iam directing all provincial youth chairpersons to stop issuing statements to the press about people who are against Mr Kabimba’s duo roles. There is no problem with him having two positions,” Mr Kambwili
said.

Speaking in an interview in Luanshya, Mr Kambwili who is also minister of youth and sport maintained that there is nothing sinister about Mr Kabimba holding two positions.

He gave an example of himself who was serving as minister of youth and sport as well as PF national chairperson for youths.

“If there is a problem with Mr Kabimba holding two positions then I might as well resign either as minster of youth and sport, or as PF youth chairperson,” he added.

The minister said he had of late noted with a lot of concern that some provincial youth chairpersons had been making allegations in the media about certain figures within the party who were reportedly against the appointment of party secretary general Wynter kabimba as justice minister.

Mr Kambwili said the statements being made by certain youths would make people think that there was division and confusion in the party there by making it porous to the enemies of the party.

“This should be stopped as it will destroy the party will not allow any youths to issue statements anyhow. Whoever will be found issuing such statements will be disciplined. Let this come to an end or else heads will roll,” He added.

He has however advised the youths to follow the right channels when raising issues of concern.

Zambia has asked the American government to assist the country in creating an attractive creative industry that could make Zambia woo a lot of tourists during the United Nations World Tourism organisation (UNWTO) conference to be co-hosted by Zambia and Zimbabwe next year.

Minister of Tourism and Arts Sylvia Masebo says this is because America has prioritised investment in the Art and Cultural industry hence contributing significantly to its economic growth.

ZANIS reports that speaking in Lusaka today when United States of America (USA) Ambassador to Zambia Mark Storella called on her at her office, Ms. Masebo said Zambia has a lot to learn from the USA’s art, tourism and entertainment sector.

She explained that Zambia and USA are determined to share ideals that would be instrumental in achieving the two countries’ development agenda.

She noted that government has attached a lot of importance to the tourism industry in the country.

Ms. Masebo said this is why her ministry is eager to explore all possible ways that would enhance development in this sector.

The Minister disclosed that government is also aware of the potential that tourism and art has in terms of job creation and wealth generation.

She added that to this effect government will work closely with other stakeholders in ensuring that the Art and Cultural sector that has been dormant for a long time is revived through attracting of more tourists and foreign direct investment for the benefit of Zambians.

The one year economic performance PF government is positive and impressive-PSDA and CUTS

PSDA chairman Yusuf Dodia
PSDA chairman Yusuf Dodia

The Private Sector Development Association (PSDA) and the Consumer Trust Society (CUTS) have described the one year economic performance of the Patriotic Front government as positive and impressive.

Both organisations have charged that the economic performance of the country since PF assumed office has been moving on the right track especially for a party that is coming from the opposition and needs to settle down.

Speaking in separate interviews with ZANIS in Lusaka today, PSDA Chairperson Yusuf Dodia said despite the party having under gone few changes at administration level that could have hampered development progress, some success have been scored in the economic sector.

Mr Dodia cited the revision of the minimum wage, increasing of the tax exemption threshold for workers, high copper prices and stable inflation as some of the positives moves that government has under taken in order to improve the living standards of the people in the country.

He explained that the acquisition of the 750 billion US$ is also another indication that good economic management can even attract borrowing from developed countries.

Mr Dodia noted that these initiatives have the possibility of improving the country’s Gross Domestic Product (GDP) to about 10 percent.

He has further called on government to also consider expand its economic growth through investing in other key sectors such as the manufacturing and the tourism industry.

Mr Dodia has charged that currently not much has been done by government to tap the potential that the two sectors offer towards contributing to the country’s economic development.

Meanwhile, CUTS International Board Chairperson Love Mtesa has cited the takeover of ZAMTEL and Zambia Railways System as some of the decisions that have shown PF’s

ability to address the challenges of people in the country.

Ambassador Mtesa noted that the receiving of 750 billion of the euro bond is another sign of foreign investment’s trust in the Zambian economy.

He has since advised government to revamp and investment more in the Agricultures sector by increasing farmers subsides.
