Zambia’s kwacha fell to a 12-month low of 5,030 against the dollar on Friday after opposition leader Michael Sata, a fierce critic of foreign mining investment, especially from China, won a surprise election victory.
Traders said the currency of Africa’s biggest copper producer was likely to remain on the back foot until Sata provided clarity on his economic policies.
He told Reuters last week he would maintain strong commercial and diplomatic ties with China and would not introduce a minerals windfall tax. He also implied he might impose some form of capital controls to keep dollars in the country.
“Right now there’s a bit of uncertainty about what changes in policy we’re going to see with Sata,” said Coura Fall, an Africa analyst at Citi in Johannesburg.
“The kwacha will continue to be vulnerable, at least until there’s clarity about what’s going to happen. Everybody is trying to see what Sata is really about.”
Other factors weighing on the kwacha are a 17 percent decline in the last three weeks in the price of copper, which accounts for 80 percent of Zambia’s export revenue, and the more general global flight from risky emerging and frontier market assets.
Sata is due to be sworn in on Friday, only hours after the declaration of his election victory over incumbent Rupiah Banda, whose Movement for Multi-party Democracy had run the southern African country since the end of one-party rule in 1991.

With less than an hour to go before President elect Michael Chilufya Sata is sworn in as the fifth Republican President of Zambia, patriotic Front (PF) cadres and sympathizers finally managed to gain entry into mass media complex to express their gratitude through their slogans and ululations.
The Unstoppable but somewhat peaceful cadres gained entry into mass media while chanting pro-PF slogans such, “let’s go Sata, let’s go,” while police officers followed them as they went straight front the entrance to the Zambia News and Information Services’ (ZANIS) Camera Section.
Five minutes later, the excited cadres of the now ruling party peacefully in the company of police officers turned back to the exit as they continued chanting on their way out.
ZANIS and the Zambia National Broadcasting Corporation (ZNBC) members of staff peep through the windows while the brave ones came to see exactly what the cadres were up to.
However, the situation turned out different as the cadres did not damage any property or cause any injury to staff in mass media but merely cause anxieties in some people while others felt threaten.
The cadres later joined their fellows who were on their way to parliament where the President-elect was set to be inaugurated.
Jubilation and dance characterised the streets of Lusaka, the country’s capital city after final results of Tuesday’s tripartite elections were announced at the national totalling centre at Mulungushi Conference Centre shortly after midnight, today.
Meanwhile streets of Lusaka are full of cadres who are jubilating the victory of the 20th September, 2011 polls causing commotion especially in roads where traffic rules seem to have been ignored.
Chief Justice Ernest Sakala who is the returning office for the office of President declared Mr. Sata winner of this year’s presidential election.
At exactly 00:34 hours today, Mr. Sata was declared winner after he polled 1, 150,045 in the 143 constituencies tallied.
Chief Justice Ernest Sakala explained that it was within the law to declare Mr. Sata president even before the other seven constituencies were tallied.
Outgoing President Rupiah Banda only managed to poll 961, 796 votes.

The Inauguration Ceremony of the President -Elect Mr.Michael Sata will be held at 10.30hrs at Parliament Buildings.The Clerk of the National Assembly wishes to inform all elected Members of Parliament who wish to attend the Inauguration Ceremony of the President-Elect, that there are invitation cards for them at the Members Parliament Motel.

The Electoral Institute for Sustainable Democracy in Zambia (EISA) has observed that the counting process of election ballot papers was conducted in an open and transparent manner.
EISA mission leader Yusuf Aboobaker said the observation mission was happy with the level of cooperation among agents of various political parties, election observers and the Electoral Commission of Zambia (ECZ) polling officials.
He told ZANIS in a statement in Lusaka yesterday that the cooperation among all the key stakeholders has made the counting procedure generally orderly.
Mr. Aboobaker said ECZ made necessary polling arrangements that allowed the participation of all registered voters in Zambia adding that polling officials conducted their duties in the most efficient and transparent manner.
He said minor incidents that occurred during voting process did not prevent voters from expressing their choice and would not affect the general outcome of the election.
Mr. Aboobaker said the observation mission was impressed with the widespread presence of political party monitors and other election observers with their preparedness to participate in this election.
The mission leader said there was a climate of peace, tolerance and general enthusiasm for voting process.
Mr. Aboobaker said EISA was satisfied with various observer missions currently witnessing elections in Zambia.

Despite the country’s tripartite elections held on Tuesday this week, there has not been disturbances on the Lusaka Stock Exchange (LuSE) which has continued to record slight improvements in the shares traded
The LuSE all share index now stands at 3,815.11 points up by 0.03 percent from Friday’s close of 3,813.95.
According to the LuSE daily commentary bulletin a total volume of 87,780 shares were transacted in 23 trades worth K168 million.
The market movers were BATA which went up K6 and closed at K1 506 and National Breweries improved by K50 to end the day at K 7,350.
ZANIS reports that trading activities were also recorded in LAFARGE, ZANACO, Standard Chartered Bank Zambia, PUMA, Copperbelt Energy Company (CEC) and Zambia Sugar.
The dual listed companies as at Wednesday 21st September 2011 were First Quantum Minerals Zambia at 17.94 cents, Shoprite at 11,319 cents, ZAMBEEF 43.00 pence and Zambia Consolidated Copper Mines –Investment Holdings at 2.24 Euros.
Trading in the local currency and other convertible currencies has also maintained their trading activities.
According to the Bank of Zambia bulleting, the kwacha has continued with its K4, 939.06 for buying and K4, 959.06 for selling to US$1.
Other currencies like the British pound has also broken the K8,201.58 and K8.236.48 trading range to trade between K7,575.78 and K7,607.99 for buying and selling, while the South African rand is between K621.74 and 625.34 and the Euro is buying for K6,654.89 and selling for K6,683.78.
And prices of most non ferrous metals on the London Metal Exchange have also slightly increased with copper selling at US$8, 22.00, Aluminum is at US$ 2, 266.00, Nickel is now trading at US$ 20,700.00 while lead has been pegged at US$ 2,259.50.

Some merry making youths were seen approaching Mass Media complex and upon arrival at the main gate were restrained from entering by police who were manning the gate as they were in their numbers.
However, this did not deter them from continuing with their celebrations outside the complex’s premises where they remained for a couple of hours before heading to Arcades.
A check by a ZANIS crew in Kalingalinga, Chilenje, Rhodes Park, and Kabulonga among other places in the city also found people from all walks of life celebrating.
Those talked to were happy that PF had won the elections and that their prayer had been answered.
One resident from Chilenje, Mutale Wesu congratulated Mr Sata and the entire candidates who stood on the PF ticket for convincingly winning the elections.
Mr. Wesu hoped the new PF government would build on what the former administration the Movement for Multi-party Democracy (MMD) had done.
Another resident, Jane Daka of Kalingalinga Township prodded the incoming PF government to seriously look into the plight of youths whom she said had been marginalised for a long time.
Ms Daka told ZANIS that the youths contributed immensely to the PF victory hence the need for the new government to address challenges facing the youth such as unemployment, drug abuse and diseases.
Mario Mukumbuta of Rhodes Park appealed to the President-elect not to be vengeful but forgive all those that had unjustly accused him.
Meanwhile, scores of Chawama residents have received the news of victory of the incoming President with great joy.
The residents came out of their houses onto the streets to celebrate Mr. Sata’s victory as fifth republican President of Zambia since the country’s political independence in 1964.
The residents expressed happiness that their verdict had been passed peacefully through the ballot paper.
Adamson Phiri said people’s cry of a responsive Government that would look after the welfare of ordinary Zambians had been heard.
Mr. Phiri paid tribute to outgoing President Rupiah Banda who has been Head of State since the demise of third republican President Dr Levy Mwanawasa in 2008.
In Serenje distict,hundreds of residents thronged the streets and gathered at Serenje District Commissioner’s office to celebrate the election of Mr. Sata as President-elect.
The residents also carried shoulder high newly elected PF Serenje Central Member of Parliament Phillip Kosamu.
ZANIS reports that the residents who were also in a convoy of over 30 motor vehicles honked and horned as they went round chanting the PF’s political campaign slogan “Pa Bwato and Don’t Kubeba”.
A resident Nancy Kunda described Mr. Sata’s victory as a blessing to the country and wished him well in his endeavours.
Ms. Kunda further described the outcome of the result as a true reflection of the will of the Zambian people.
The 2011 presidential polls were the second heavily contested with ten candidates after the 2006 presidential elections which attracted a record 11 presidential contestants.
The MMD has ruled Zambia for the past 20 years and it ushered in among several other developments democracy, freedom of Speech and liberalised the country’s economy.
Others who contested the tripartite elections are Hakainde Hichilema of the United Party for National Development (UPND) who polled 489, 944 representing 18.5 percent, Charles Milupi of the Alliance for Democracy and Development who got 13, 382 representing 0.8 percent while National Restoration Party (NAREP) leader Elias Chipimo polled 10, 190 representing 0.4 percent.
UNIP’s Tilyenji Kaunda who polled 9, 713 (0.4%) was also among the contenders including , FDD’s Edith Nawakwi the only female contestant who polled 6, 627 (0.3%), Ngandu Magande of the National Movement for Progress (NMP) with 6, 097 (0.2%), Heritage Party leader Brigadier General Godfrey Miyanda who polled 4, 358 (0.2%) and the Zambians for Empowerment and Development (ZED) is at the bottom of the table with a paltry 2, 191 votes representing 0.1 percent.

Electoral Commission of Zambia has anounced that Patriotic Front President Michael Sata has defeated the Movement for Multi-Party Democracy candidate Rupiah Banda in 2011 presidential elections.
Justice Irene Mambilima announced early this morning that with totals completed from nearly all the country’s 143 constituencies, Sata had won with 1,150,045 votes, representation 43 percent of the total. President Rupiah Banda had 961,796 votes, representating 36.1 percent. Eight other candidates shared the remainder.
The totals from the remaining 7 constituencies were not enough to overturn the lead that Mr Sata had amassed.
Emmanuel Mayuka has increased to goal haul in Switzerland to seven in 10 games after scoring a brace for BSC Young Boys on Wednesday.
Mayuka scored two second half goals in Young Boys 4-1 league win over third from bottom Neuchatel Xamax in the 10-team league.
The ex-Kabwe Warriors striker hit the target in the 59th and 70th minutes of the game.
Mayuka played the full 90 minutes in a match he inspired Young Boys to 3rd place on the table.
Young Boys are on 15 points three less than leaders FC Luzern after 9 and 8 games played respectively.
Meanwhile, Mayuka’s brace brought his league tally to five while he scored one each in club and champions league action.
The Patriotic Front’s (PF) Parliamentary Candidate, Raymond Mpundu has scooped the Nchelenge Constituency polls after amassing 12,384 votes.
Nchelenge Constituency returning officer, Danny Chibinda declared Mr. Mpundu duly elected Nchelenge MP at exactly 24:00 hours.
ZANIS reports that independent candidate, Bwalya Nsakasha is second with 4,477 votes. The third is MMD’s Benjamin Mwila who got 3,336 votes.
In fourth place is independent candidate, Honorine Mwelwa who got 1,939 and at the tail end was National Movement for Progress (NMP) candidate Musonda Christopher who polled in 665 Votes.
A total of 608 ballots papers were declared as invalid.
Meanwhile, the PF has also scooped all the 13 Nchelenge Constituency Wards at the Local Government level.
And The Patriotic Front parliamentary candidate for Bangwueulu Constituency Sylvester Chimfwembe has won the seat after polling 16807 votes.
MMDs parliamentary candidate for Bangweulu Constituency Sylvester Chimfwembe came second with 3241 whilst Independent Blanco Muma polled 1428.
UPNDs Kabaso Catherine got 360 votes while ZED candidate Lufungulo Rosemary got 137 respectively.
ZANIS reports from Bangweulu, today, that Returning Officer Smart Muwowo declared Chifita Matafwali as the winner.
And in the Local government elections the Patriotic Front has won seven out of the eight wards in Bangweulu constituency with one being scooped by an independent.
Voting in Samfya district was conducted peacefully in Chifunabuli and Bangweulu Constituency with the electorate turning out in large numbers to cast their vote.
However, unconfirmed incidents of minor confrontations between political opponents in the wetland area of Luapula Constituency have been reported to the mainland.
Results from the area are being awaited as communication and navigation through some parts of the swamps remain a challenge
In Mansa, the Patriotic Front has won the Mansa Central constituency seat in Luapula province.
The opposition party has also retained the Bahati Constituency in the area.
In Mansa Central PF candidate Kennedy Sakeni scooped the parliamentary seat after polling 17,495 votes. MMD’s Dr Chitalu Chilufya polled 10,949 votes.
Trailing behind was UNIP’s Webby Kapula with 187 and Jecap Kombe of FDD with 99 votes.
ZANIS reports from Mansa that Returning officer Christopher Mumba declared Mr Sakeni as the winning parliamentary candidate at around 18.45 hours last evening.
A total of 29,312 ballots were cast in Mansa Central constituency and 549 were rejected.
In Bahati constituency Harry Kalaba for PF won the seat by polling 14,630, followed by MMD’s Besa Chimbaka who managed to poll 2,824 votes.
Mr Chimbaka is the immediate past MP for Bahati; he was elected on PF in 2006 but re-contested on MMD.
In the third position was Kingstone Chabala of ADD who polled 250 votes, Enorrine Mwewa for UNIP trailed with 221 votes, followed by Peggy Mubanga for FDD with 87 votes.
A total of 18,348 ballots were cast out of which 336 rejected.
Returning officer for Bahati Robert Zimba declared Mr Kalaba as the duly elected MP for Bahati at 17.30 hours.
Meanwhile the Patriotic Front has won all the 16 local government seats in Mansa Central.
The PF has also taken six of the seven local government wards in Bahati constituency.
Voting did not take place in Musanshi ward of Bahati constituency following the death of an independent candidate there.
ZANIS
The Attorney General Abyudi Shonga has clarified that the injunction conditions granted by the High Court in favour of his office did not stop or prevent the releasing of results by the Electoral Commission of Zambia (ECZ).
The Attorney General disclosed in a Press statement made available to ZANIS in Lusaka today that the ECZ will continue releasing election results diligently and steadily when and after the results have been verified by the Commission.
Mr. Shonga stated that after discussions between the parties cited in the court action, it was agreed that the parties should enter into a consent order whose terms are that, the Private media shall abide by the provisions of the Electoral Code of Conduct.
He said the private media agreed not to publish or air speculative results but only announce or publish those results that have been officially announced and verified by the Electoral Commission of Zambia, either through the Chairperson of the Commission or through Electoral Commission Returning officers at polling stations.
The Attorney General further reminded all State media bodies that the Electoral Code of Conduct also applies to them and that they should ensure that they abide to these regulations and provisions of the law as the results are being announced..
Mr. Shonga also called on all Zambians across the country on the need to maintain peace and tranquillity as the results of the just ended tripartite elections are announced by the ECZ.
He also advised political party leaders participating in this year’s elections to ensure that their members exercise patience during this process.
ZANIS
The Electoral Commission of Zambia (ECZ) has announced latest presidential election results from 85 verified constituencies indicating that Patriotic Front (PF) presidential candidate, Michael Sata, is still leading with 639,787 votes, representing 42.9 per cent.
ZANIS reports that the latest results indicate that Movement for Multiparty Democracy (MMD) candidate and incumbent President, Rupiah Banda is still in the second position with 542,362 votes or 36.41 per cent.
United Party for National Development (UPND) candidate Hakainde Hichilema still commands the third position after garnering 247,284 votes translating into 16.60 per cent.
ECZ Chairperson Irene Mambilima announced the latest standings at 12:35 hours at the national election results centre set up at Mulungushi International Conference Centre in Lusaka.
Justice Mambilima said National Restoration Party (NAREP) candidate, Elias Chipimo Junior is in fourth position with 5,764 votes while Alliance for Democracy and Development (ADD) candidate Charles Milupi is fifth with 5,748 votes and United National Independence Party (UNIP) candidate Tilyenji Kaunda has 5,644 votes in the sixth position.
The rest are Forum for Democracy and Development’s (FDD) Edith Nawakwi with 3,602, National Movement for Progress (NMP) candidate Ng’andu Magande with 3,493 votes, Heritage Party’s Godfrey Miyanda is in the ninth position with 2,331 and Zambians for Empowerment and Development (ZED) candidate, Fredrick Mutesa is at the rear with 1,269 votes.
She said the results from the 85 constituencies that have since been verified and released are out of the total results received from the 101 constituencies so far.
This means that election results from 49 constituencies are still being awaited.
From the results that have so far been released by the national elections centre, Mr. Sata is comfortably leading in Luapula, Northern and Copperbelt Provinces while Mr. Banda is commanding Central, Eastern and North western provinces.
UPND leader Hakainde Hichilema has an upper hand in Southern Province, the region he hails from.
Results from most constituencies in Lusaka and Western Provinces are yet to be received and verified by ECZ.
On the publication of results, Justice Mambilima said National Assembly results are declared at constituency level by the Returning Officers while presidential results are announced at both constituency and at the national results centre after being verified.
“It is important to note that the Presidential election results have not yet been finalised and declared by the Returning Officer, who is the Chief Justice,” she said.
She has since forbidden the media and other stakeholders not to in any way declare any of the presidential candidates as a winner.
Meanwhile, the ECZ Chairperson said she was aware that there was a lot of anxiety among members of the public concerning the announcement of the winner of the presidential election.
She has therefore appealed for calm, patience and peace among Zambians especially that the 48 hours time frame which the ECZ and political parties agreed on to complete the whole process has not elapsed.
In a related development, Inspector General of Police Francis Kabonde has warned of stern action against people that are engaging in riotous and violent activities to press for the release and declaration of presidential results.
Mr. Kabonde said the police will not allow anybody to injure any person, damage property or disturb public peace.
He was reacting to information that some people in Copperbelt province and other parts of the country are rioting over perceived delayed announcement of presidential election results by the ECZ.
The Police Chief said his officers will ensure that all those engaging into riots are brought to book even after the election period.
“No any meaningful government will protect law breakers. So we will ensure that all those found wanting are brought to book,” he said.
Mr. Kabonde also appealed to political party cadres to exercise patience saying the 48 hours time frame on which the ECZ and political party leaders agreed to release the election results is not yet over.
