MMD accused of vote-buying in Chitambo

Opposition political parties participating in the Chitambo parliamentary by-elections in Serenje have accused the ruling party of vote buying.

And the PF in Serenje has charged that the MMD campaign team in Chitambo constituency is using government vehicles which had registration numbers removed.

Speaking in an interview with ZANIS today, FDD National Deputy Secretary, Nathan Mulenga, and National Elections chairman, Anthony Kasandwe, accused the MMD of dishing out mealie meal and salt to villagers in the constituency, especially in Muchinka ward.

Mr. Mulonga also said the MMD had allegedly hired cadres from the Copperbelt and Lusaka who were blocking the opposition from entering what he termed as territories for the ruling party.

He said people of Chitambo constituency were not interested in thug politics but campaigns based on issues, adding that it was unfortunate that this was coming from the ruling party.

Mr Mulonga added that the people of Chitambo should be given fare chance to chose a leader of their choice who they think could deliver.

“It is unfortunate that vote-buying is again showing its ugly face in this by-election. The MMD has made some places no-go-areas for the opposition, which is not good. They can bring people to help them but not thugs,” he said.

Mr Mulonga said the FDD will not be intimidated by anybody and will take any political party head on in the by-election.

Meanwhile, Mr Kasandwe refuted claims that the FDD was sponsored to field a candidate in Chitambo in order to split the votes of the opposition,

Mr Kasandwe said there was no logic in the claims because the party existed as an individual political party.

He said the FDD had been consistent because the party had been fielding candidates in the past five by-elections and it was a formidable and reliable party.[quote]

And PF district Vice Treasurer, Delvis Chisha, accused the MMD of using government vehicles in the campaigns and called on the police to investigate.

But MMD Central Province chairperson ,Boyd Mutonka, said the opposition should prove the allegations instead of just making baseless accusations.

Mr Mutonka said police should move in and arrest anybody who was blocking others from campaigning because the MMD did not engage thugs to cause any problem during the campaigns.

He denied that the party was using government transport, saying the opposition should have facts about their complaints other than talking about things that they would not prove.

FODEP calls for democracy within political parties

The Foundation for Democratic Process (FODEP) has called on political parties to democratize internally and accommodate dissenting views within their rank and file.

FODEP president Stanley Mhango says political parties should pursue the path of internal and inter-party democracy for the country to consolidate its democratic dispensation.

Mr. Mhango, in a statement released to ZANIS in Lusaka today, pointed out that resignations, particularly of Members of Parliament, plunged the country into an expensive process of holding a by-election.

He said this should be avoided at all cost because money meant for development is diverted to fulfill a constitutional mandate of holding the by-election within the stipulated time-frame.

Mr. Mhango said this could have been avoided if the Zambian electoral system allowed a runner-up during an election to assume office in an event of a vacancy in the seat to avoid costly by-elections.

He said it is for this reason that FODEP is calling for the urgent reform of the electoral system in the country before the 2011 tripartite elections.

Mr. Mhango said the Proportional Representation Electoral System could be ideal for the Zambian scenario.

His comments come in the wake of the resignation of former defence minister from his ministerial and National Executive Committee (NEC) party positions and the decision by Patriotic Front (PF) Kasama Central Member of Parliament Dr Xavier Chishimba to relinquish his position as Member of Parliament by July 27, 2009.

Political analysts estimate the cost of a by-election to be in the region of K4 billion.

Don’t steal hospital equipment – First Lady

30

Mrs Banda said it was not only immoral but also criminal for an individual to steal health equipment meant for public benefit for individual selfishness.

The First Lady was speaking in Nyimba yesterday when the she handed over various pieces of equipment to Nyimba District Hospital.[quote]

And the Provincial Minister said the donations to health institutions in the province will fill the gaps created as a result of donors withholding funds to the ministry.

Get involved in the fight against corruption, Zambians urged

US ambassador to Zambia David Booth
US ambassador to Zambia David Booth

United States (US) Ambassador to Zambia has called on all Zambians to get involved in the fight against corruption.

Mr. Booth said it is the duty of all Zambians to take keen interest on how donor funds are utilized as it the ordinary Zambians that suffer the consequences of corruption.

“Its up to the Zambians themselves to take a lead in speaking against corruption in the country so that money put in the economy by donors reaches the intended beneficiaries and is well accounted for”, he said.

Mr. Booth said the US Government will continue providing assistance to countries that uphold good governance and the rule of law.

He said his government will not impose any system of government on any nation in the world but would want to see that the assistance it provides to countries like Zambia reaches the intended beneficiaries.

Mr. Booth was speaking at the American Centre in Lusaka today when he answered questions from journalists and other members of the public on United States President Barrack Obama’s remarks to the Ghanaian Parliament in Accra last Saturday.

He further said the US would provide technical support to the Ministry of Finance in order to enhance transparency in the manner donor money is used.

Mr. Booth said the US government would also offer support to the Zambian government to ensure it enacts the Freedom of Information Act for journalists and members of the public to have access to public documents in order to enhance transparency in the country.

He encouraged journalists in the country to persevere as they endeavor to inform, entertain and educate the public as the nature of their job was risky and very dangerous.

“Reporting and investigating is a very dangerous job and I am aware that journalist all over the world work under very risky situations. But I only encourage the journalists to persevere as that is the nature of their job”, he said.

Chirundu councillor complains of bad roads

7

Chirundu councillor, Gift Chanda, has appealed to the Road Development Agency to quickly start working on township roads before the rainy reason.

Mr Chanda complained that it is displeasing to see a poor and dilapidated road network in a township like Chirundu where the government collects a lot revenue from the border.

“The road network in Chirundu is quite pathetic. Most of the roads are bad and I would urge the government to move in quickly and work on the road network,” he said.

He observed that Chirundu has the best police station as well as the newly constructed Zambia Revenue Authority and Immigration offices, but the bad roads make the whole town look ugly.

The ward councillor further appealed to the Ministry of Local Government and Housing to source funds in order to put up a modern bus stop in Chirundu.

Meanwhile, Mr Chanda has appealed to Zambia Wildlife Authority officials to help control the elephants that were crossing into the township from Zimbabwe and terrorizing people in the area.

Zambia Railways Limited evicts tenants in Ndola

8

Zambia Railways Limited has evicted several tenants from its houses in Ndola, a development that has sent fear waves among those still occupying the company’s houses.

A check by ZANIS in Kansenshi, Northrise and Chifubu residential areas today where Zambia Railways Limited has houses, revealed that several houses belonging to the company have been vacated and were being guarded by security personnel from Panorama Security services.

Speaking in separate interviews, some of the affected tenants said they had been evicted from the houses after they failed to buy them after an offer to do so.

But other evicted tenants claimed to have bought the houses and accused the company of not honouring the purchase mode, which they claimed involved deduction of money from their terminal benefits.

One of the affected tenants, Josephine Gondwe, said she has been evicted from the house despite having paid for the house in full through deductions from her terminal benefits.

Mrs. Gondwe has since appealed to government to intervene in the matter and protect the affected families, the majority of whom are headed by widows and orphans.

She said it was unfair for people to be stripped of of investments that they worked for in the many years of their service to the company.
She noted that government should follow the process through which the houses were sold and ensure that justice prevails.

Mrs. Gondwe further said it would be unfair for the former Zambia Railways Limited workers to lose out on the houses when deductions from their terminal benefits have already been made.

She however disclosed that there were still some tenants who have not fully paid for the houses they were occupying but explained that such people were remaining with only small amounts to complete the payment.

And an eyewitness, Edna Chilupula, bemoaned the alleged inhuman manner in which the tenants were evicted.
Ms Chilupula said the evictions were torturing to the tenants especially the orphans and aged widows.

She called on government to intervene in the matter since the selling of houses was a government policy aimed at empowering Zambians with houses.

And when contacted for a comment, the Zambia Railways Limited authorities in Kabwe declined to comment on the matter.

President Rupiah Banda

President Rupiah Banda says some politicians are planning to engage in activities to destabilise the country.

President Banda says the politicians are hoping to benefit from the instability that will be created in the nation.

He has cautioned ministers and Zambian diplomats against being misled by such politicians.

The president has directed newly appointed Home Affairs Minister, Lameck Mangani, to ensure there is peace and security in the nation.

He was speaking at State House in Lusaka on Monday after swearing in Mr. Mangani and newly appointed Lands Deputy Minister, Michael Mabenga.[quote]

Mr. Mangani takes over from Dr. Kalombo Mwansa who has moved to the ministry of defence while Mr. Mabenga replaces the late Chitambo MP, Nassim Hamir.

On Mr. Mabenga, President Banda said those opposed to his appointment are free to seek legal redress.

PF threatens legal action against ECZ over by-election

36

Given Lubinda
Given Lubinda
The Patriotic Front (PF) has warned the Electoral Commission of Zambia (ECZ) and Mansa Town Clerk of legal action if they do not declare the PF candidate an unopposed victor in the Chilyapia ward by-election of Mansa Central Constituency.

PF Spokesperson, Given Lubinda told ZANIS in an interview today that by 17: 00 hours, the close of the nomination time, the Town Clerk only announced the PF candidate as the sole valid candidate as the MMD had allegedly not settled on which candidate to field.

Mr. Lubinda said confusion in the MMD camp arose during the nomination exercise last Wednesday when the MMD fielded two candidates to contest the Chilyapia ward by-election.

He said according to the laws of Zambia, candidates not announced after filing in of nominations are deemed unfit for election hence the ECZ should declare the PF candidate victor by virtue of being unopposed.

“The MMD filled in two candidates but the town clerk did not announce who was picked between the two, but he only announced the PF candidate so that makes it illegible for MMD to stand for this ward by-election. And if they decide to run the by-election what will ECZ put on the ballot papers because there is only one candidate who was announced ” he said.

Mr. Lubinda has since challenged the ECZ and Mansa Town Clerk to declare the PF candidate as Councilor for Chilyapia ward.
He warned that failure for them to do so will result in the party taking legal action against the ECZ and Mansa Town Clerk.

Meanwhile, the Patriotic Front (PF) has accused the MMD in Mushinka ward in Mansa Central constituency of buying voters cards in the area ahead of the ward by-election.

PF Spokesperson Given Lubinda said the PF had allegedly caught MMD cadres in Mushinka ward with voters cards bought from people in the area in a bid to influence the by-election outcome.

Mr. Lubinda said the PF has since written to the police command in Mansa on the matter.

ZNUT urges govt. not to punish striking teachers

5

The Zambia National Union of Teachers (ZNUT) has written to government requesting it to withdraw the cabinet circular that seeks to punish teachers who recently went on strike and withhold their salaries.

ZNUT General Secretary Newman Bubala disclosed that his union is seeking redress from government over the circular which seeks to punish the workers over the strike action which government described as illegal.

Mr Bubala disclosed this during a ZNUT extra ordinary national executive council meeting held in Siavonga over the weekend.

Cabinet office circular number 9 stipulated that all public service employees ,whether classified as essential workers or not, who were absent from duty without leave, should not be paid a salary for the days they were absent.

Mr Bubala, however, said the punishment of any teacher by government will be wrong and contrary to finished negotiations that allowed teachers to get back to work.

“ZNUT has written to government demanding the withdraw of the circular because the matter was discussed and resolved during the negotiations. We believe that punishment of any teacher will only provoke the situation that has since normalized,’’ he said.

Mr Bubala however stated that his union will not protect individuals that were reported to be inciting teachers not to resume work.

He said the union has since identified about 21 ring-leaders that gave themselves a mandate to instigate teachers to refuse the 15 per cent salary increment.

“We want government to act on certain individuals whom we have identified as being the ones that were inciting and instigating teachers to refuse the 15 per cent which was awarded to them, ” he said.

And ZNUT president Henry Kapenda assured his members that the union is making follow ups with government on other issues that were not tackled in the negotiations such as rural hardship and housing allowances among others.

Mr Kapenda, who described the just-ended negotiations as one of the toughest, said he is hopeful that government will listen to the union demands for the increase in payment of allowances.

On rural hardship allowance, the union president said the problem came from provincial and district heads who failed to submit to government correct information on which schools were entitled to the allowance.

Mr Kapenda also castigated those calling for the formation of another union, saying Zambia at the moment needed to have only one strong teachers’ union that would speak for all teachers.

He said bargaining for improved conditions of service normally becomes difficult with so many unions because they fail to speak with one voice.

The national council meeting also confirmed the appointments of Roy Mwaba as union Vice President, Newman Bubala as General Secretary, and Catherine Chinunda as Deputy General Secretary.

Statement was taken out of context – Sondashi

43

 Ludwig Sondashi
Ludwig Sondashi
Assertions that I wish to go to state house just “so that my

family can enjoy life” are a clear misrepresentation of facts by those who are bent on discrediting my character and reputation, and that of our newly formed Forum for Democratic Alternatives (FDA) party.

I, therefore, wish to dispel those assertions as I am not, at all, that
kind of person who would wish to go to state house “just to enjoy,”
evidenced by my courageous and honest character when I resigned from the successive governments of Dr. Kenneth Kaunda and Dr. Fredrick Chiluba, sighting bad governance, in 1990 and 1994 respectively.

The statement was clearly taken out of context, and in bad faith, arising from an apparent joke I had made during the presentation of my speech to launch the FDA. I can only assume that the media, such as the Daily Mail, were only to eager to “run” with the statement, clearly taken out of context, as a way of “hitting back” at me for having taken them to court for defaming my character in a story carried in their newspaper of 8th March, 2009.

I therefore wish to advise that the media desist from writing jokes but
concentrate on real issues that will bring development to our country. My correct position was carried in an article by the
Post Newspapers on Monday, 6th July, 2009.

The fact of the matter is that we, in the FDA party, have a serious vision and program for developing our country as clearly spelled out in our party manifesto, currently available in print, and which will soon be online for all, via a web site to be launched shortly.

I, therefore, further wish to advise all well meaning Zambians to
critically look at the issues that we bring and propose for national
development and judge us on that basis rather than debate trivial issues such as dispelled above.

Thank you for your attention!
