RB consulting on whether to pay MPs mid-term gratuity

president bandaPresident Rupiah Banda is still consulting stakeholders over paying Members of Parliament their mid term gratuity.

Chief Government spokesperson, Ronnie Shikapwasha, says this is to ensure there is a consensus on the matter.

He says the President wants to ensure that all stakeholders in government and political parties are consulted before a decision is made.

He says although some political leaders have asked their MPs not to get the mid term gratuity, government will also have to take into consideration that some MPs have got loans and other financial obligations.

General Shikapwasha was speaking after he toured the Zambia Daily Mail offices in Lusaka.

Some political stakeholders have asked government to defer the payment of mid term gratuity in view of the global financial melt down.

Communications Authority begins the digital migration process

The Communications Authority of Zambia (CAZ) is undertaking re-planning of all spectrum bands for Information Communication Technology (ICT).

CAZ Technical Services Director Patrick Mutimuushi says the move is aimed at addressing current demands and support future growth of the sector.

Addressing journalists in Lusaka today, Mr. Mutimushi said the exercise would result in narrower channel bandwidth from to the typical 150 KHz than the previous 300 KHz.

He said in consultation with radio stations, the Authority has set October 1, this year as immigration deadline for new frequencies on FM radio stations.

Mr. Mutimushi said migration dependence for radio stations should shift from the current channels to the new ones by November 1, 2009 for radio stations with migration dependence.

He said CAZ working closely with the Ministry of Information and Broadcasting Services has already consulted with radio station owners about the development.

Kenya and South Africa are among African countries that have their radio FM migration implemented.

Teta calls for investigations in all government ministries

Local Government and Housing Minister Benny Tetamashimba says there is need for all ministries to be investigated by the Anti Corruption Commission (ACC) in order to asses the levels of corruption.

Mr. Tetamashimba said he believes that most of the houses that have been built in Lusaka’s Chalala area are as a result of corruption and therefore the need for ministries to be investigated.

“I do believe that some of those beautiful houses in Chalala area are out of corruption which tells me that there is too much corruption and the need for all government ministries to be investigated,” he noted.

Mr. Tetamashimba said the exposure of the corrupt practices in the Ministry of Health would not have been possible if President Rupiah Banda was not committed to fighting corruption.

“The corruption that has been exposed in the MOH is as a result of the president’s commitment towards the fight against corruption,” he said.

He has since called on media organizations to have a column that would highlight corruption in the country.

Media houses urged to pay their employees adequately

Government has reiterated the need for media houses to adequately enumerate their employees.

Information and Broadcasting Services Minister Ronnie Shikapwasha says good conditions of service help to motivate employees leading to improved productivity.

Lieutenant General Shikapwasha was speaking in Lusaka today after touring the Zambia Daily Mail.

Lt. Gen. Shikapwasha, who is also chief government spokesperson, however expressed happiness at the conditions of service that the Zambia Daily Mail is offering to its unionized workers.

He also commended the Zambia Daily Mail management for purchasing a new printing press to improve production of the newspaper.
Lt Gen. Shiakapwasha has since urged management to improve the quality of the Newspaper.

Speaking earlier, Zambia Daily Mail Managing Director Leonard Kantumoya said plans are under way for the organization to have offices in all the country’s provinces.

Mr. Kantumoya further said the newspaper is dedicated to ensuring that developmental issues are adequately covered in the country.

And Zambia Union of Journalists (ZUJ) Secretary General Esther Mseteka urged government to consider auditing the Zambia Daily Mail.

The PF has refuted allegations that its supporters are causing

violence in Chitambo constituency by-election campaigns in Serenje district.

Lusaka Mayor, Robert Chikwelete, has said he is disappointed that the MMD has implicated him in the violence in which two supporters of the ruling party at Chalilo in Chitambo constituency were on Sunday beaten up by suspected PF carders.

Meanwhile Central Province Police Commanding Officer, Simon Mpande, has warned that anyone who will cause lawlessness in Chitambo constituency by-election will face the law.

The MMD complained bitterly on Sunday after two of their supporters were beaten by PF cadres.

In an interview at Chalilo yesterday, PF constituency youth Chairperson, Katobaula Mpundu, said the PF was provoked by the victims who were beaten.

He explained that Morris Mwansa and Lloyd Kabanga who were beaten up strayed into the PF camp in a drunken state and started making noise demanding to be given nshima.

“We were not there when it all started but what we were told is that the two MMD cadres were drunk and provoked those that remained at the camp. How can they come drunk and start making noise at our camp. It is unfortunate because we have been peaceful all along,” he said.

Mr Mwansa and Mr Kabango were admitted to Serenje district hospital for observation on Sunday and medical officer, Dr Jackson Kasela, discharged them yesterday after attending to them.

Mr Chikwelete said it was unfortunate that the MMD allegedly implicated him in the violence.

“It is shameful for the MMD to start talking about cadres. I was not even anywhere near when the incident happened and I am one person who cannot support such,” he said.

He said he would not be involved in politics as he was above politics by virtue of the mayoral position he holds and charged that the MMD were allegedly behaving like that because they knew they were losing the election.

Mr Chikwelete said he did not even travel to Serenje to campaign but his trip was purely on family affairs to see his parents and other relatives at the village at Chalilo, adding that be travelled with his two nephews and one young brother who were not even cadres.

The Lusaka mayor charged that his life was in danger and that whatever would happen to him the MMD would be accountable.

Mr Chikwelete also said police should not work under instructions but should investigate matters and act professionally.

The Police Commanding Officer, Mr Mpande, yesterday described the situation in Chitambo as calm, saying police were watching vigilantly and would not tolerate any lawlessness.

Mr Mpande, who just returned from Chalilo, however said anyone who will cause violence will face the law.

Chief Chitambo, whose palace is within Chalilo area, condemned the violence and called for peaceful campaigns by all participating political parties.

Chitambo parliamentary seat fell vacant after the death of Nasim Hamir on May 1 this year and has four candidates vying for it in the by-elections scheduled for next month on 13th.

These include Dr Solomon Musonda for MMD, Evans Chola for FDD, Chanda Mutale for PF and Timothy Kapolo for UNIP.

Resumption of donor funding to the Ministry of Health cheers CEG

The Centre for Elections and Governance (CEG) Zambia has welcomed the announcement by the Swedish Embassy that they have resumed financial support to the Ministry of Health and agreed with government to take measures to safeguard public funds.[quote]

CEG Trustee Gershom Musonda said withholding of funds to the Ministry of Health by the donor community led to poor service delivery and a sense of hopelessness among ordinary citizens, especially the poor as the Ministry of Health struggled with limited government funds to provide essential services.

Mr. Musonda observed that with little resources provided by government, Zambia’s improved record on maternal and child care was also threatened.

He said it is also good that the Ministry of Health has learnt from its past mistakes and put safe measures in place to protect public funds in a transparent manner.

“We appeal to the MoH to ensure funds are used for their intended purposes. We also want to see the Ministry of Health spending a large portion of its budget on essential drugs and equipment and staff motivation, so that the quality of health service improves,” he said.

Mr. Musonda said there are also “no cost” measures that should be sustained in the Ministry of Health structures such as encouraging staff to be punctual, respecting patients rights and strengthening government’s relations with health workers unions.

He said government should also continue with the investigations of alleged abuse of funds and offices by civil servants in the Ministry of Health and other ministries.

“We appeal to the general public, especially civil servants, to heed President Rupiah Banda’s call for citizens to provide information on corrupt practices. It is ordinary citizens who know what is going on and possibly who is benefitting from organized corruption,” he said.

Mr. Musonda said his organization was impressed with the fast-track method used to probe financial abuse at the Ministry of Health where cartels were made to siphon funds through the manipulation of accounting, administrative and procurement procedures.

He said other weaknesses in the Ministry of Health included apportioning a large chunk of funds to official meetings and seminars, activities that were completely irrelevant to people’s needs.

Mr. Musonda said this is a common weakness and a deliberate policy in other ministries, where decision makers may be benefiting from the procurement on non-essential goods and services.He said government should move with the same speed it has applied in the health sector.

“We also appeal to donors to keep up with their diplomatic activism and guidance so that Zambia can achieve its vision of becoming a Middle Income and Prosperous Country by 2030,” he said.

King Mswati said President Banda has a heart for Zambians because he always talks about the desire to improve their living standards.

“President Banda is committed to all of you. All he talks about is you, the people of Zambia. Continue supporting him because he can only achieve his desires to better your lives with your support,” he said.

King Mswati said he was happy with his visit to Zambia and enjoyed game viewing with members of his family and the Zambian first family.

He said he is happy with the developments he has seen in the National park because caution has been taken to ensure that the natural heritage is preserved.

“Nature is a gift from God and so even the young people must grow up preserving it, especially that people come from afar to come and see the wonderful wildlife that you have in this country,” he said.

On the piece of land he was given by the chiefs in North Western Province, King Mswati said he will be sending a delegation from Swaziland to come and see what sort of development can be put up.

He said the delegation will also look at economic activities the two countries can embark on.

The King thanked President Banda and the people of Zambia for the hospitality that he received during his stay in the country.

He said he looks forward to reciprocating the gesture when President Banda visits that country.

Meanwhile , President Banda has thanked the people of Eastern Province for the good reception that he and King Mswati received.

He also thanked the MMD in the province for its continued support to his leadership.

Mr Banda said the MMD is a strong party as it can be found in all corners of the country.

He said MMD must show that it is a strong party and that it is an organisation for all Zambians regardless of origin.

“I also want to thank all the chiefs that came over to Chichele to meet us, and we all enjoyed watching the dancers both from here and Swaziland,” Mr Banda said.

He assured the people that their farming inputs will be distributed in good time so that they can grow enough food to feed the country , as well as for export to neighbouring countries.

Earlier, Eastern Province Minister Isaac Banda assured the President of continued support to his leadership by the people of the province.

He said the province is honoured to have received King Mswati as their guest.

King Mswati’s plane took off at 12:00 hours while President Banda’s plane took off at 12:30 hours.
The President flew to Chipata on a private visit and is expected in Lusaka late this afternoon.

Mbereshi cuts food rations for patients

Mbereshi Mission Hospital in Kawambwa district of Luapula Province has reduced its food rations to patients from three to two meals per day.

And government has urged hospital administration to put the welfare of patients first, saying patients were the main reason they were employed.

Assistant Administrator for the hospital, Grainer Chizoma, said management has been limping in terms of funds and decided to cut on food rations to its patients effective July 14, 2009.

Dr Chizoma said there are a number of programs being undertaken at the Mission Hospital and funds from government have reduced from K32million which was received every month.

Dr Chizoma revealed this yesterday when Luapula Province Minister, Boniface Kawimbe, visited the institution.

He added that the situation has not been good for the health institution because funding has been fluctuating. He disclosed that the K10 million meant for the month of May was only received last week.

He added that the other contributing factor to the reduction of food rations to the patients was because the districts which had been supporting the hospital had stopped doing so as their funding had been reduced.

Dr Chizoma said what the hospital was giving in terms of meals was breakfast and supper, saying management would not be giving patients lunch because their relatives would provide that as it coincides with the visiting time.

And Dr Kawimbe told management to notify government whenever the institution was faced with problems that affected the patients.

He noted that the reason medical personnel reported for work were patients and that if there were no patients they would not have jobs.

Dr Kawimbe further said that although he was not in charge of the health sector he would take the message to the Ministry of Health so that government could take action because it was committed to improving health service delivery.

The minister added that food was vital for patients and that it would be better if it was other programs that were to suffer because food was part of medicine which contributed to the healing process of patients.

Two armed criminals escape from police custody

Two dangerous criminals armed with an AK47 Rifle have escaped from Solwezi state prison.
The criminals also escaped with six rounds of ammunitions.

Two other suspected criminals are nursing serious injuries sustained after being shot at as they attempted to escape.

North Western Province Police Commanding Officer, Fabian Katiba, confirmed to ZANIS in Solwezi that the two suspects escaped as they were being taken back to the remand prison after attending a court session.

He said the suspected criminals are appearing in the High Court on charges of aggravated robbery.

Mr. Katiba said the suspects, who were handcuffed, managed to free themselves and grabbed the fire arms from the Police officers assigned to accompany them.

He said one of the Police officers was over powered by the suspects who grabbed the fire arm and fired three warning shots in the air to scare away any potential chasers, whilst running away with three others.

The Police Chief explained that the criminals failed to over power the second police officer, who managed to shoot at them injuring two seriously and capturing the third one.

Mr. Katiba said Police have launched a manhunt and have appealed to the public to help arrest the dangerous criminals.

Govt is looking for partners to work on Chingola-Kitwe dual carriage way

The first phase of the feasibility study on the construction of the Chingola-Kitwe dual carriage way has been completed.

The study which was conducted by Rankin engineering was completed last week and has been handed over to the ministry of works and supply.

Works and supply minister, Mike Mulongoti, says experts are studying the report and the next phase of research may start soon.

Mr. Mulongoti told ZNBC news in an interview that government is still looking for partners to work with on the road project.

He said government hopes to complete the second phase of the study by the end of the year.

Mr. Mulongoti also said the road sector has been adversely affected because of inadequate funds.

He said there has been a reduction in funds allocated to the Ministry of Works and Supply and this has affected the implementation of projects.

KK urges African countries to diversify economies

kkFirst Republican President, Kenneth Kaunda, says Africa should take advantage of its abundant natural resources in order to diversify its economies and attract more foreign direct investment.[quote]

Dr. Kaunda said this in Johannesburg at the weekend when he received the lifetime achievement award from the African Heritage Society in recognition for his contribution to the liberation struggles in Southern Africa.

He told a 500 plus invited guests at the Sandton International Convention Centre that Africa should have achieved a lot in the fight against poverty after so many years of independence.

Dr. Kaunda said African countries have remained underdeveloped due to a number of factors some of which are due to the manner in which it is conducting its trade with the rest of the world.

He said Africa’s trade with other countries is lopsided as it is to a large extent only exporting raw materials.

Dr. Kaunda said Africa needs to develop its manufacturing sector to enable it attain sustainable comparative advantage and compete highly with the rest of the world.

He also cited agriculture as one of the neglected areas in Africa which could help in making many countries be self sufficient.

He said a well run agriculture sector could help establish many agricultural based industries and ensure food security for its people.

Dr. Kaunda, further, said the tourism sector was another sector which contributes enormously to the Gross Domestic Products, GDP, of many African countries.

He, however, said this sector has largely been neglected and the situation had been exacerbated by the current financial crisis which has affected international travelers.

Dr.Kaunda said the education and vocational training were critical to the continent’s development adding that the continent can only be competitive by having a qualified human resource.

“We cannot remain competitive in this world if we do not have an educated populace and a well trained manpower to run factories, mines, hospitals and schools. We can only compete by developing our human resource to provide necessary skills in order to enhance our productivity,” he said.

Konkola Blades have in a space of five months made another fascinating decision and hired a second former Faz footballer of the year as coach to try and steer the Chililabombwe club to better fortunes in a see-saw 2009 campaign.

Out has gone the enigmatic Peter Kaumba, recipient of the 1982 award, and in comes another revered legend from back in the day in the form of Kaiser Kalambo, a winner of the players award just two seasons earlier.

Kalambo’s shock appoint has gone against the recent philosophy of most Faz Premier Division clubs who have recruited a supposedly new and progressive generation of coaches who have delivered very little in terms of attractive football or discovered and natured credible gems over the last decade.

And Kalambo is now the only man from the class of 74 currently at the helm in the top flight in an age when clubs have shunned from hiring any old guards.

The 55-year-old former Ndola United and Zambia ace faces one of his biggest tests especially that he has not coached at the highest level on the local scene since 1988 when he left for better prospects in Botswana.

Kalambo’s  most recent spell at Division 1 North side Lime Hotspurs of Ndola is the latest reference on his profile.

And it is only appropriate that Kalambo begins his tenure against 3rd from top Green Buffaloes when he takes 10th placed Blades this weekend away at Woodlands Stadium.

It was against Buffaloes that Kaumba began his uneasy stay at Blades with a promising 2-0 home win over the army side in Week 1 on March 14 before thinks slowly culminated to a sour end last month.

Kalambo will be surely be hoping for a win at Buffaloes but without an air of De Ja Vu hanging over the match.

A Copperbelt-based contractor has allegedly abandoned

construction works at Chama Youth Resource Training Centre (CYRTC) in Eastern Province.

The contractor engaged by government five years ago who was paid an initial K87 million has allegedly bolted leaving the youth centre uncompleted.

This came to light yesterday when Youth, Sport and Child Development Permanent Secretary Susan Sikaneta who is on a familiarization tour of youth projects in the province inspected the venture.

Ms. Sikaneta, who was visibly shocked and annoyed, called for the immediate prosecution of the contractor for defrauding government.

She pointed out that government was losing colossal sums of money when such undertakings were left unfinished after payments had already been made.

Ms. Sikaneta, who led a ministerial delegation, directed that the contractor be traced and charged with fraud.

She said government was determined to improve the welfare of vulnerable people in the country, such as street kids by rehabilitating them and providing them with life skills but such efforts were being frustrated by some selfish individuals.

Ms. Sikaneta said she was determined to ensure that youths benefit from government programmes through the establishment of youth training centres where young people could be rehabilitated and trained.

Input reduction to increase poverty – Farmers

Farmers in Ndola rural have expressed disappointment over government’s decision to reduce the pack for farming inputs, under the Fertilizer Support Programme (FSP),by half.

Speaking in an interview with ZANIS in Ndola today, one of the farmers, Jonathan Mulindi, said the reduction in the allocation of the inputs will lead to perpetual hunger in rural areas because very few small scale farmers can afford the current market price of fertilizer.

Mr Mulindi added that government should also stop expecting any more bumper harvests in the country as most farmers will not afford fertilizer,a vital commodity for maize production.

He observed that with the two bags of Urea, two bags of Compound D and a 10 kg bag of seed, farmers will be able to cultivate only 2 limas on which yields would not be enough even for domestic consumption in view of the large extended family system existing in the rural areas.

He observed that farmers will also become poorer as farming, which is their main source of income, will be unsustainable.

Mr Mulindi appealed to government to either rescind the decision to reduce the pack or reduce the market price for fertilizer to at least K150,000 to enable more farmers afford the commodity.

He observed that if government does not intervene in the pricing of fertilizer on the market, the agricultural sector will not improve despite its efforts aimed at improving farming.

Mr Mulindi observed that even the commercial farmers engaged in maize cultivation will be discouraged as the maize business will be unprofitable, and that will threaten food security in the country.

Yesterday, Ministry of Agriculture and Cooperatives Deputy Minister Daniel Kalenga announced that government has reduced the pack for farming inputs under the FSP from eight bags of fertilizer and a 10kg pocket of seed to four bags of fertilizer and a 10kg pocket of seed.
