GRZ signs MoU with Netherlands on climate change programmes

The Ministry of Tourism Environment and Natural Resources has signed a Memorandum of Understanding, MoU, with Peace Parks Foundation of Netherlands on the implementation of climate change programmes in Zambia.

The projects will be implemented on the Zambian component of the Kasavango Zambezi Transfrontier Conservation Area and will cover an area of 1.4 million hectares of land.

Speaking during the signing ceremony of the MoU in Lusaka yestarday, Tourism Environment and Natural Resources Permanent Secretary, Teddy Kasonso, said the project will focus at development activities on land use and help reduce deforestation.

Mr. Kasonso said the project will also help in forest rehabilitation, fire management in the forest and provide local communities with alternative livelihoods and income streams.

He further said the project will ensure the development of financial vehicles and the transparent sale of generated carbon offsets.

Mr. Kasonso said the ministry has involved traditional leaders, and the communities to ensure that the programme is participatory and comprehensive.

Peace Parks Foundation Chief Executive Officer, Werner Myburgh, said the project that is jointly implemented with the Zambian government has become the world biggest conservation park to be implemented.

Mr. Myburgh said the conservation venture will greatly benefit Zambia as it will help market the Kasavango region.

The Kasavango Zambezi Transfrontier Conservation Area also covers Angola, Namibia Botswana Zimbabwe and Zambia.

Elephants, Lions terrorise villagers in Itezhi-Tezh

Elephants and Lions are reportedly terrorising residents of Mukunzu and Makona villages of Basanga in Chief Musungwa’s area in Itezhi Tezhi district.

The wild beasts are allegedly destroying crops and attacking domestic animals.

Itezhi-tezhi’s Basanga Area Development Committee Chairperson, Nightgale Nakowa, told ZANIS that elephants have invaded crop fields while lions are attacking domestic animals.

“Elephants together with those with babies have invaded our village causing fear and panic among our people, moreover they are eating our crops such as bananas which seem to be their favorite menu,” he said.

Mr. Nakowa said villagers in the affected areas are living in fear and have since abandoned their usual income activities for fear of possible attacks by the animals.

He said last week lions invaded the Makona village and killed two cows.[quote]

He also said even the pupil attendance at Makuzu basic school has drastically slumped due to growing fear that the wild beasts could start attacking humans.

“Yesterday we had a meeting at Makuzu basic school over the poor attendance caused by fear of wild animals, and we resolved to inform ZAWA who have responded quickly,” he added.

Mr. Nakowa, however, expressed concern that ZAWA officers deployed to drive the wild animals to the park are carrying out their duty whilst in drunken state.

“I was a police officer before and I know that it’s an offence to carry a fire arm when you are drunk. Another problem is that officers instead of being in the bush they are sleeping comfortably in homes” he said.

Shikapwasha still studying interim audit report of ZNBC

-Information and Broadcasting Services Minister, Ronnie Shikapwasha, says he is studying the interim Audit Report on the Zambia National Broadcasting Corporation, ZNBC, before a decision can be made on the course of action to be taken.

Lieutenant General Shikapwasha told ZANIS in a statement that he is also awaiting the final report of the audit before any action is taken in accordance with the findings and recommendations of the auditors.

The minister said in accordance with procedure, management at ZNBC has been asked to respond to various audit observations made.

“I am studying the interim report and await the final one before I can consider what action to take in accordance with the findinds and recommendations of the auditors,” read Lt. Gen. Shikapwasha’s statement.

Lt. Gen. Shikapwasha, who is also Chief Government spokesperson indicated that he will brief the workers’ union representatives and management at ZNBC on the contents of the report and the course action once he had studied the report.

“Since the audit follows various complaints and observations made to me by the workers through their unions, when I have studied the report I shall brief the workers’ representatives and management of the contents of the report and the action I shall take,” read the statement in part.

President Banda announces measures to cut down Govt expenditure

President Rupiah Banda today spelled out stringent economic measures to help cut down on government expenditure, following the negative effects of the prevailing global economic crisis.

Addressing his second press conference at State House today, President Banda said it is necessary that government responds to the effects of the global economic meltdown.

President Banda has consequently banned the purchase of expensive luxury vehicles as utility and duty vehicles and directed government officials entitled to personal-to-holder vehicles should begin to use them for intended purposes instead of packing them at home.

He said government delegations for trips abroad should be reduced and that only absolutely necessary trips should be undertaken.

“The number of workshops should be drastically reduced and by all means possible held within government ministries’ board rooms to cut down on costs,” he said.

President Banda explained that these measures are not meant to punish government officials, bu are a way of cutting down on government expenditure.

He has also directed that the Ministry of Finance and National Planning, the Secretary to the Cabinet, and the Ministry of Works and Supply to put in place measures aimed at cutting down on public expenditure.

He noted that government has been facing a number of challenges in implementing the budget, which he attributed partly to the delays and in some cases withdrawals of financial assistance to government by Zambia’s cooperating partners.

The President further said domestic revenue collection has fallen below the projected levels, a situation he said has impacted negatively on the implementation of government’s priority programmes.

“Pressure to pay wages above the budgeted amounts, payments for the purchase and import of maize to ensure adequate supplies of maize meal, are among some of the challenges being faced,” he said.

Mr. Banda further said government will re-align resource allocation to infrastructure development in the energy, agriculture and tourism sectors as one way of responding to the effects of the global economic crisis.

He said government would intensify efforts to attract foreign and domestic investment which he said has significantly reduced globally.

President Banda called for the consolidation of the macro-economic stability gains through minimising exchange rate volatility and moderating inflation, adding that this calls for fiscal and monetary discipline at all levels.

“The challenges require all of us to sacrifice. I hope all of us understand,” he stressed.

He also said government is considering re-aligning the budget cycle to synchronise it with the calendar year in order to speed up the implementation of the development programmes.

”This means that government’s financial year will be starting in January of each year,” he said.

Meanwhile, Mr. Banda said government is addressing the needs of the key sectors of development, by sustaining the mining companies’ operations and keeping job losses to a minimum.

He cited the taking over of Luanshya Copper Mine by the new owners as one of the landmark successes that government has scored to keep the country’s economy afloat amidst the global economic meltdown.

“However, I am shocked that the so-called opposition leaders have been pushing for the blocking of the transaction through a court process,” he said.

Mr. Banda’s second press conference since he came to power in November last year was attended by members of the diplomatic corps accredited to Zambia, cabinet ministers, and senior members of the ruling Movement for Multiparty Democracy (MMD), among others.

President Rupiah Banda has explained that the 15 per cent salary increment for public service workers would affect this year’s gross domestic product (GDP).

In this year’s K10.6 trillion budget, parliament approved K5.1 trillion, which translates into 47.6 per cent of the budget, for personal emoluments.

President Banda said government had only budgeted for an 11 per cent salary increment for public service workers this year.

He said the 15 per cent salary increment was therefore above the 11 per cent that was budgeted for salary increments for civil servants this year.

Recently, the country experienced a spate of industrial unrest when public service workers around the country, mainly in the health and education sectors, demanded a salary increment and an increase in other allowances.

“The unions rejected the programmed salary increment of 11 per cent and settled for a minimum of 15 per cent increment which translated to 48.9 per cent of the K10.6 trillion domestic revenues,” he said.

He said this has pushed up the expenditure on personal emoluments from K5.1 trillion (47.6%) to K5.2 trillion, resulting into an increase of K145.3 billion over the prepared total budget.[quote]

Mr. Banda said this additional amount would have to be sourced by reducing expenditure and by suspending other programmes.

“This will negatively affect the implementation of other government programmes,” he said.

He further explained that the current wage bill means that 50 per cent of government domestic revenues are spent on one per cent of the population. The one per cent of the Zambia’s population is 170,000 people.

“As Zambians, we must take the decision as to whether spending half of the budget on this small number of people is right or justified,” he said.

He added that “If 50 per cent of the domestic revenues is spent on personal emoluments, how then do we provide other necessities, the social and economic infrastructure including roads, hospitals, schools and energy, defence and security, which are critical to economic growth and poverty reduction”.

President Banda appealed to the striking nurses and other health sector workers to return to work.

Nurses have refused to return to work until their demands for an increase in their uniform and night duty allowances and an introduction of risk allowance are paid.

“May I appeal to our workers to be sensitive to the economic reality that this country is facing. You may want to learn from other countries, such as Ireland where workers are taking salary cuts as a result of the global economic crisis,” he said.

He also cited the British Airways employees who have agreed to forego a month’s salary to help the company, as one other example Zambians should take.

“That is the kind of attitude we need to inculcate in our people, including myself as President and ministers,” he emphasized.

Meanwhile, President Banda has constituted a salaries and wages commission that would look into the current structure of the wages and salaries in the public sector,” he said.

He has appointed Professor Muyunda Mwanalushi as Chairperson of the Commission, whose other members would be announced in due course.

Zesco United came from 1-0 down away against Choma Eagles to win 2-1 and leap into first place on the Faz Premier Division table in their delayed Week 7 game played today in Maamba.

The defending league champions and Zanaco swap places on 29 and 28 points respectively after 13 games played each this season.

However, Zesco found themselves 1-0 going into halftime after Tresford Mhango put Choma ahead just after the half-hour mark.

Zesco rallied to win through Jonas Sakuwaha who scored his second goal in four days this week when he found the target in the 50th minute.

Jackson Mwanza made sure Zesco remained unbeaten this season with the winner in the 88th minute.

And at Nkoloma Stadium in Lusaka, Red Arrows beat Zamtel 1-0 to shift from 10th to 6th on the table thanks to a lone goal from Sylvester Bwalya.

EFZ disheartened by the immoral conduct of some clergymen

Evangelical Fellowship of Zambia (EFZ) has condemned the immoral behavior being exhibited by some clergymen in the country.

EFZ Chairperson Paul Mususu says it is disheartening that some clergymen are implicated in immoral activities.

Bishop Mususu pointed out that clergymen were leaders in society who should lead by example.

He said it is particularly shameful when the custodians of morals are ones exhibiting immoral conduct.

Bishop Mususu has since challenged religious leaders in the country to preach through their conduct.

And Christian Coalition Pastor, Clergy Chombela, said the wicked conduct of some clergymen was a source of embarrassment.

Pastor Chombela called for the resignation of such clergymen as they were tarnishing the image of the church in the country.

He noted that even though clergymen were only human and not exempt from temptations, they are spiritually better equipped to withstand enticement.

This comes in the wake of numerous reports of sexual misconduct by some clergymen.[quote]

This week Police in Lusaka detained a 42-year-old church elder of Emmasdale Seventh-Day-Adventist Church for alleged defilement and abduction of a 15-year-old girl.

Emmasdale police officers picked the church elder yesterday after he was apprehended by members of his church in Monze on Tuesday on his way back to Lusaka from Choma.

And Police spokesperson, Bonny Kapeso, confirmed the development in an interview in Lusaka yesterday.

“Yes, it is true that the police are holding a 42-year-old elder of Emmasdale Seventh-Day-Adventist Church for defilement and abduction of a 15-year-old girl,” he said.

Mr Kapeso said members of the church apprehended the elder on Tuesday last week at a filling station in Monze where he was trying to refuel his car on his way from Choma.

He said the elder was carrying the girl with him.

Mr Kapeso said the church elder is detained at Emmasdale Police Station and will appear in court soon.

Ukusefya Pa Ng’wena to be held between August 21- 24, 2009

KASAMA District Commissioner (DC) Lt. Col. Steven Chanda has announced that August 21st to 24th , 2009 as the dates for the Ukusefya pa Ng’wena Bemba traditional ceremony to be held at Ilamfya royal kraal in Mungwi district.

Speaking on behalf of Paramount Chief Chitimukulu and the Bemba Royal Authority (BRA) Col. Chanda said President Rupiah Banda is expected to attend this years cerebrations.

The DC appealed to individuals and institutions to assist in the preparations and the success of holding this year’s Ukusefya Pang’wena traditional ceremony.

He said the year’s celebration would attract many people who would come from various parts of the country.

Meanwhile, DC has appealed to Police and Kasama Municipal Council to help in flashing out the under age youth who sell alcohol in packs.

Col. Chanda said the trend of selling alcohol in the public places is illegal and anyone found should be visited by law.

In another development Col. Chanda called on Constituencies to utilise the Constituency Development Funds (CDF) to improve the infrastructure in their respective areas.

Col. Chanda stated that once this year’s CDF funds are not utilized, it would be difficult to access next’s funding.

He has urged Kasama Central and Lukashya Constituencies to utilize the K400 Million for each Constituency which are meant to better the living standards of suffering people in their areas.

More stringent measures to curb corrupt practices coming , RB

President Rupiah Banda says government has put in place stringent measures to curb corrupt practices by public service workers.

Mr. Banda says the move has been necessitated by the concern that government efforts to develop the country are being frustrated by some unscrupulous public service workers who are diverting public resources for selfish personal gain.

President Banda was speaking at a press conference at State Houase in Lusaka today.

He said government has approved the Anti-Corruption Policy aimed at enabling ministries and government departments to perform within the legal framework of government.

Mr. Banda further said government has started working-out modalities aimed establishing a Financial Intelligence Unit and the establishment of Integrity Committees in all the parts of the country.

He said the move to establish a Financial Intelligence Unit and the establishment of Integrity Committees is aimed at fighting corruption and addressing the fraud and money laundering related activities.

Mr. Banda said government is concerned with the way public resources are being mismanaged or misapplied, adding that government will soon introduce other measures to ensure that donor funds and public resources are not misappropriated.

President Banda further said he will soon launch the Anti-Corruption Policy with a view to enhancing the fight against the scourge in the country.

Mr. Banda said people should not rush to blame him as he is doing his level best to address corruption which he said is impacting negatively on the country’s development agenda.

He further expressed concern at the slow pace at which the investigations on the Zambian Airways saga are going.

Mr. Banda, however, said that although the investigations are going on at a slow pace, he is still confident that the country’s investigative wings will do a good job. He said government through its investigative wings is still carrying out thorough investigations to ensure that factual information is obtained.

The law enforcement agencies are investigating Zambian Airways for defrauding government institutions out of money amountingh to over US$30 million.

And President Banda has called on the National Constitution Conference (NCC) to devise an effective mechanism that will ensure that it completes its work of coming-up with a constitution within the stipulated 12 months.

Mr. Banda, who however expressed happiness at the manner the NCC delegates were working, urged them to work extra hard to complete their work within the stipulated 12 months.

President Banda said he is impressed with the work of the NCC and hopeful that the NCC delegates will come up with a good constitution that will stand the taste of time.

President’s Press Conference—Nothing Specific

Just a few minutes ago the President Rupiah Banda was

addressing the much anticipated press conference. There are so many things that Rupiah touched on. Here are a few highlights that need to be discussed.

In his response to the global economic crisis the president stated that;

1. Senior government officials should use government vehicles for intended purposes only and not park the vehicles at home
2. Reduce foreign traveling and officials on all trips unless absolutely necessary
3. Government workshops should be held in ministry boardrooms not lodges and hotels.

It is commendable that Rupiah was able to highlight these issues as a response to the current economic crisis. However, are these really new measures? Shouldn’t these things have be done with or without the economic crisis? Aren’t government officials supposed to use government vehicles and benefits for work and not personal use in the first place? These are not intelligent measures to respond to the economic crisis. The abuse of government resources have been going on for a long time now. Besides, what measures are Rupiah putting in place to ensure that they will be adhered to?

The president addressed the Zamtel issue by setting up a commission headed by minister of finance. In addition, he defended the proposed ZESCO increase in tariffs by sixty percent. It is unfortunate that we are back to the same position on Zamtel.

Looks like the president is particularly quick in setting up commissions since he has also set up a salaries commission. We already have various ministries and government departments that should be able to deal with the Zamtel issue. We know what happened to some of the commissions such as the Chirwa Tribunal that wasted government resources on something that was not going to be respected by the same appointing authority. What the president failed to justify on the ZESCO tariffs is how much of the company’s revenue go to paying salaries of employees.

On procuring hearses, the president refused responsibility that he was unaware of the purchase but stated that our people needed to be buried with dignity. Interesting. Apparently, for Rupiah, it is more important for us to be buried with dignity and not live with dignity. Many Zambians are worried about where they find money for food or to send their children to school and not how fancy their coffins should be. It’s a shame that the president should make such insulting remarks to the many Zambians living in poverty.

Zambians expected some specifics from the press conference instead of using it to insult the opposition. Rupiah must learn to live with the opposition. He must not feel intimidated. The opposition parties are there to create checks and balances that parliament cannot do. They are there to defend our democracy. Lately, we have actually seen more leadership from the opposition than the president himself. It is very insulting for Rupiah to make a statement such as “shame on the Zambians who are under the leadership of HH.” Zambians are free to follow their political leaders of choice and therefore should not be intimidated by the head of state.

It is disappointing that Rupiah has taken this long to even say something regarding the many issues that are affecting our nation. The president is barely reacting to public pressure and not providing proactive leadership. He should have addressed these issues head on instead of busy flying around the region when there is so much of a crisis in our country. The president even failed to apologize to the many Zambians who have lost their lives as a result of the national strikes by nurses and doctors around the country. What the president is trying to do is unfortunately too little too late.

Meeting nurses demands entails no drugs for hospitals, Simbao

GOVERNMENT says meeting improved conditions of service demands of striking nurses will entail hospitals and other health centres going without drugs for at least one or two months.

Minister of Health Kapembwa Simbao said this is because his ministry might be forced to obtain money from key areas such as provision of drugs and equipment to meet nurses’ demands.

“Everyone must understand that you can only move around the same money. If you undertake an activity that was not planned for, it means you have to move money from some other area to put into that activity.

And the only place where this money can be obtained from is the budget for drugs, equipment or infrastructure,” Mr Simbao said.

He said such reallocation of money will see hospitals go without drugs for at least one or two months.
“This is where we have a problem. For one or two months, hospitals might have no drugs,” Mr Simbao said.

He said this after touring the University Teaching Hospital (UTH) to check the situation at the institution.

Mr Simbao said if the Minister of Finance and National Planning, Situmbeko Musokotwane objects to the reallocation of money meant for drugs, equipment and infrastructure towards nurses’ demands, then the money might have to be sourced from other ministries.

He said the problem Government has is denying Zambians drugs and critical services to meet nurses’ demands.

“Should we deny people drugs, clinics and equipment? We have that big problem. Once we make that decision, some people will have to suffer,” he said.
Mr Simbao said nurses have not yet resumed work at UTH except for a few.[quote]

He said Government will continue talking to the nurses with the hope that they understand what Government is able to do for them at the moment.

“We have to continue talking to people. We must reach a position where it must be understood what, as Government, we can do,” he said.

Mr Simbao said his tour of UTH was meant to help him see what could be done about the situation at the hospital.

“I came to see how the hospital is being run so that I may be in a position to see what needs to be done,” he said.

Striking nurses have agreed to go back to work on condition that Government and their union leaders sign a commitment agreement that will indicate the time-frame in which their demands for improved conditions of service will be addressed.

Minister of Labour and Social Security Austin Liato said on Monday that Government will get back to the nurses and their unions over their demands for a commitment agreement.

Mrs Kapoko demands access to her property

Mary Kapoko, the wife to Henry Kapoko, the prime suspect in the financial scam at the ministry of health, has applied for judicial review regarding the restriction to her property.

Mrs. Kapoko has applied for judicial review in connection with the restriction to her plot number 9971 in Woodlands extension and a Toyota Hiace Mini-bus.

She argues that even if Mr. Kapoko to whom the restriction notice over her property is addressed is her husband, she is entitled to own property as a Zambian citizen.[quote]

Mrs. Kapoko also contends that she bought plot number 9971 at K310 million from a Mrs. Stella Kabwe and paid for the property in installments.

She added that she bought the Toyota Hiace Mini-bus in October last year from her business proceeds.

The Anti corruption Commission-ACC- and other security wings have restricted a number of properties in connection with the 27 billion kwacha financial scandal at the ministry of health.

Among the notable properties restricted is Lusaka’s Best-Home Lodge.

RB urged to come up with an economic stimulus plan

The Christian Faith Mission Centre (CFMC) has urged President Rupiah Banda to come up with an economic stimulus plan that will help to address the economic problems affecting the nation.

CFMC Pastor-in-Charge Peter Chanda says there is an urgent need for President Banda to announce at tomorrow’s press conference the economic stimulus plan to address the social and economic challenges faced by the country.

Pastor Chanda told ZANIS in an interview in Lusaka today that the Christian community is also expecting President Banda to announce immediate interventions that will address the current industrial unrest as well as the economic crisis in the country.

“The people of Zambia are expecting the President to show that he is still a good caring father for the nation despite the many economic problems that the country is going through,” he said.

Pastor Chanda has since pledged his church’s continued support to government’s efforts aimed at developing the nation.

New political party formed

A new political party called Zambians for Empowerment and Development (ZED) headed by University of Zambia (UNZA) lecturer Dr. Fred Mutesa has been officially launched.

Dr. Mutesa, who is the party’s interim President, announced the launch of the new party at a press briefing in Lusaka today.
He said Zambians for Empowerment and Development (ZED) was registered and given the certificate of registration on June 9th this year.

Dr. Mutesa said the party will focus on citizen empowerment which the country’s leadership has allegedly failed to provide since the country got its independence in 1964.

He said the new party wants to see Zambians become empowered and thereby contribute to the nation’s development.
He said Zambia has lagged behind in development despite the huge resources the nation has because the local populations have been neglected.

Dr. Mutesa, who is also University of Zambia Developmental Studies Head of Department, said his party would extend the citizens empowerment to political, independence and social empowerment.

He has also called for a new breed of politicians in the country and those that will bring a change in the governance of the country.

Dr. Mutesa said only a new breed of leaders in the country will help address the injustices and poverty that the country is currently experiencing.

“We in ZED are saying its time we replace our old politicians with leadership that will renew our democracy and help develop the country” he said.

Meanwhile, Dr. Mutesa has disagreed with calls from sections of society who are calling for a presidential candidate to have a minimum qualification of a Degree to be president.

He said the only qualification a Presidential candidate should have is selflessness, integrity, transparency and accountabily.

Dr. Mutesa has further said that opposition political parties should only form pacts when there is need.
He said unity of purpose should be the only determining factor for the formation of pacts adding that they should only be formed to advance the interest of the common person.

Other members of the party executive are Kapembwa Lamba who is the interim Vice President, and Stembiso Daka who is the party’s interim Secretary General.
