Flood stricken School reopens in Sinazongwe

1

Namafulu Primary School that was closed in January this year owing to poor sanitation, floods in Sinazongwe district has been reopened.

The Acting Head teacher Mwiinga Mainza said the School was still in a crippled situation despite reopening it last week.

A check at the School by ZANIS found that there were only two toilets that were being used while the rest were destroyed by floods that affected the district.

Mr. Mainza disclosed that the floods filled all the toilets causing the faecal matter to start floating and spilling out.

He said the Environmental technologist from Siansowa clinic closed the institution to avoid an outbreak of Cholera.
The Acting head teacher revealed that the School has no borehole since it was belt in 1998.
Mr. Mainza said they draw their drinking water direct from Lake Kariba which is also not clean for drinking.

He said the School should not survive on sympathy but out of programmes that could help to improve it.
Mr. Mainza said many people have visited the School and promised to help them but nothing has been done.

“ People just come here they get information and go for good, like from December last year to this year no one has visited us because the road was impassable,” Mr Mainza said.

The School which is from grade one to seven has only two classrooms and the third one was being used as house by one teacher who has no accommodation forcing some pupils to be having their lessons in a makeshift stricture.
Mr. Mainza said there was also a shortage of accommodation forcing teachers to be sharing the houses.

ZCTU slams PF

10

ZAMBIA Congress of Trade Unions (ZCTU) president Leonard Hikaumba has criticised the Patriotic Front (PF) for expelling Matero member of Parliament Faustina Sinyangwe, saying the action will cost the nation huge sums in by-elections.

Mr Hikaumba said in an interview yesterday that political parties must desist from making decisions that would negatively impact on the country’s economy.

He appealed to all political parties in Zambia to seek amicable solutions to their differences rather than resort to punitive expulsions.

“We are not saying that political parties cannot discipline their members, but they must be careful because some of these decisions end up having a negative impact on the economy,” Mr Hikaumba said.

“Let us avoid having unnecessary by-elections because we need to spend money on developing Zambia.”

Mr Hikaumba said resources that were spent on unnecessary by-elections could be channelled to development projects.

“We have always insisted on dialogue as the best way of resolving issues. It is important that political parties resolve their differences through dialogue rather than creating by-elections through expulsions which are costly to the country,” he said.

Mr Hikaumba, Mrs Sinyangwe and Katomobora MP Regina Musokotwane are the three deputy chairpersons of the National Constitutional Conference (NCC).

He said the labour movement would always condemn political parties that create unnecessary by-elections.
“Some roads in the country are not in good shape;

therefore, we need to use money on such projects instead of spending huge sums of money on unnecessary by-elections that can easily be avoided through dialogue,” he said.

Meanwhile, PF president Michael Sata says the party did not breach any court orders by expelling “erring” members of Parliament (MPs) because the High Court injunction related to their participation in the NCC was not a blanket immunity for them to disregard party rules.

Mr Sata said in an interview in Lusaka yesterday the PF was ready to meet the MPs in court over decisions passed by the Central Committee meeting at Blue Nile lodge in Lusaka on Saturday.

The PF full central committee meeting resolved to expel Matero MP, Faustina Sinyangwe and reprimanded Chawama MP, Violet Sampa-Bredt, for refusal to obey official instructions from senior leaders.

The committee accepted the “resignation” of four others following their withdrawal of monthly contributions to the party.

The four MPs said to have resigned are: Saviour Chishimba (Kasama Central), Marjorie Masiye (Mufulira), Barnabas Chella (Wusakile), and Percy Chanda (Kankoyo).

The MPs have threatened to commence contempt proceedings against the party for allegedly going against a Lusaka High Court order restraining the PF from punishing those attending NCC.

Mr Sata said disciplinary measures taken against the MPs had nothing to do with their participation in the NCC. He urged the MPs not to hide in the NCC.

He said Mrs Sinyangwe insulted him before the issue of the NCC came up and therefore the matter had noting to do with it.

He said the court injunction did not give the MPs immunity from disciplinary measures set out by the party.

“Mrs Sinyangwe called me a thug, and when she was asked to apologise by my lawyers, she refused to do so,” he said.

In a separate interview yesterday, Mrs Sinyangwe said she was not worried about the decision taken by the party.

“This does not worry me. I am very comfortable and calm right now. I have a past, I am coming from somewhere, so, my life is not stuck with the PF,” she said.

She said she was waiting for the expulsion letter to understand the reasons for the action against her.

Chinese mine manager kills copper theft suspect

15

A CHINESE national has shot dead a suspected criminal at Boaxing Mining in Ndola where he attempted to steal copper plates.
According to the police, the suspect was shot around 03:00 hours on Saturday.
A firearm believed to have been used in several thefts was recovered from the scene.
The police said the suspect could not have been alone because he was communicating with some people as he was hauling the copper over the perimeter wall fence before he was shot.
Some metals and copper wires found at the scene were taken to Masala Police Station pending investigations.
The identity of the suspect was not known, but the police were trying to call some numbers in the mobile phone found in his pocket to locate either his relatives or friends.
A Times reporter was barred from seeing the Chinese national, a director at the mining firm, who shot the suspect.
The body of the suspect is lying in Ndola Central Hospital mortuary.
Meanwhile, medical personnel at Kawambwa District Hospital are keeping a two-day old baby boy that was dumped after its mother died.
The mother died on Friday after giving birth and her relatives became angry and decided to dump the baby at the entrance to its father’s house who had run away.
The deceased woman’s relatives suspected that the death was irregular as her spouse was already married to another woman in the area.
Some passersby rescued the freezing baby that had only been covered in a door mat when they heard it crying.
It was taken to the hospital where, by yesterday, it was still under observation.
Kawambwa district police officer-in-charge, Timothy Samakai, could not be reached for comment by Press time.

Sondashi free to contest MMD presidency

28

THE MMD has welcomed the declaration by former Works and Supply minister Ludwig Sondashi to contest the ruling party’s presidency.

The party has advised Dr Sondashi that it is up to him to win the confidence of members to vote for him at the convention.

Publicity chairperson, Benny Tetamashimba, said Dr Sondashi was the only person from North-Western Province who had declared his intention to contest the MMD presidency.
He said he was hopeful that others with similar intentions would soon come out in the open.
Mr Tetamashimba, who is Local Government and Housing Deputy Minister, was speaking in an interview in Lusaka yesterday.

He said it was his belief that the stronger candidates would come from Northern, Eastern, and Southern provinces followed by Central and Lusaka provinces.

He, however, said he could not downplay Dr Sondashi’s strength. “Whether he is a factor in the process is known by himself. I have personally not supported candidates from North-Western Province, but that is not to say others should not support him. Dr Sondashi is free to contest any position in the MMD,” Mr Tetamashimba said.

On Thursday, Dr Sondashi announced that he would contest the MMD top-most seat and would have a go at the Republican presidency.

Zambia yet to deliver Zimbabwe maize

34

ZIMBABWE is yet to receive 114 000 tonnes of maize it ordered from Zambia despite paying US$28 million in December. This forced government to pay another US$18 million to South Africa for the importation of a consignment of maize estimated to be between 100 000 and 130 000 tonnes for the Grain Marketing Board (GMB) to boost the country’s low maize stocks.
Reserve Bank of Zimbabwe (RBZ) governor Gideon Gono told President Robert Mugabe at a function last Saturday that the country would not have imported maize from South Africa had Zambia delivered the consignment on time.

“We paid US$28 million for the importation of 150 000 tonnes of additional maize from Zambia. Only 36 000 tonnes were delivered. We paid US$3 million for additional maize being delivered from South Africa. Last month we paid US$15 million to South Africa,” said Gono during the handover ceremony for farm equipment last week.

Reliable sources said Zambia had delayed in delivering the maize because of a misunderstanding with the GMB on the labour needed to load an estimated 200 trucks carrying the maize to Zimbabwe.

“Zambia insisted that Zimbabwe raise the foreign currency to pay for the labour that would load the trucks. GMB has been finding it difficult to raise the foreign currency and Zambia has been doing it at its own pace,” said one RBZ source.

GMB reportedly attempted to send some of its workers to Zambia to load the maize but they were turned back as they did not have the necessary travel documents. GMB general manager Isaac Mandizha was not available for comment but Mashonaland West GMB provincial manager, John Mafa, confirmed the developments.

Mafa said GMB was hoping that Zambia would soon finish loading the maize and send the trucks to Zimbabwe by weekend.

“Our guys were turned back as they had no work permits. We are desperately trying to fix that and as we speak, Zambia is loading that maize for us. However, they can only do it at their own pace since we were supposed to send the labour,” Mafa said.

Mafa said GMB was also finding it difficult to convince their labour force to volunteer to go to Zambia.

“They are not willing to go there. We are looking at other strategies including the use of uniformed forces with passports. We are hopeful that if we do, we can get the maize at the latest by Sunday,” he said.

Asked to confirm whether workers were reluctant to go to Zambia because GMB had failed to guarantee an allowance for them, Mafa referred businessdigest to Mandizha.

“I would not know about that. Please phone head office, they can tell you more,” Mafa said.

Gono would not be drawn into elaborating the reasons behind the failure by Zambia to deliver the maize on time.

Zimbabwe’s maize stocks are at a critical level. Mugabe told a rally in Inyathi that government had also imported another 300 000 tonnes of maize from Malawi.

Mugabe said the maize from Malawi would complement deliveries from Zambia.

Div 1 Week 1 Round-up: Bright Starts for Nakambala and Forest

3

Demoted Nakambala Leopards and Forest Rangers began life in Faz division 1 on a positive note with victories in their respective week 1 games this afternoon.

However, their was a modest start for Dean Mwiindes National Assembly who drew at home to Nampundwe played at BP Sports Complex in Lusaka.

Nakambala beat hosts Young Buffaloes 3-0 to give new coach Weston Mumba his first win in charge away to the latter team coached by former Zambia coach Collins Mbulo.

Moses Siyunda, Nixon Chilundika and former Zambia schools and Under-23 striker Linker Mwikisa were on target in the 46th, 63rd and 85th minutes respectively for Nakambala.

And just 100 meters down the road at the Coca Cola Grounds, Assembly came from behind to draw 1-1 with away team Nampundwe following a Mwape Mwelwa equalizer after Lombe Lubembe had given the visitors the lead.

Both teams were under new management today with Mwiinde for Assembly and Chris “Gazza” Tembo, who was formerly with Nakambala, at the helm of Nampundwe.

At Musa Kasonka Stadium in Ndola, Forest beat fellow relegated team Zamtel 1-0 in their derby.

Div 1 Preview: Prisons Hoping to Break Out of Division 1

0

24 hours after the Faz Premier League kick-off, the 2008 division 1 season commences with an interesting bunch of teams eyeing promotion.

In division 1 north, Prison Leopards are the strong favourites for promotion after their good run last season that sadly saw them finish in 3rd place behind promoted Nkana and Chambishi.

Prisons who lost just seven times last season where the team to beat.

Nkana and Chambishi openly testified on their way up that Kabwe based team was the most challenging team in their 2007 battle for promotion.

Prisons are home in their opening match to play a local derby against Chindwin Sentries.

Chinwdin were one of three teams to beat Prisons at home last season-with the other two being Nkana and Chambishi early in the season.

Chinwdin beat Prisons 2-0 when they visited the latter in week 29 last season and the hosts will be hoping to exorcise that result with a bright start in their race for promotion.

Solid Prisons have been impressive in their pre-season warm-up games against top opponents and with Nkana and Chambishi out of they fray they should be the team to beat and watch out for in division 1 north.

Prisons will be seeking their first return to top-flight football since making their only other appearance in 2003.

The second big game in 1 north will be another local derby at Musa Kasonka in Ndola where the two demoted teams Zamtel host Forest Rangers as both sides seek a quick return to top flight football at the end of this season.

In division 1 south, two teams will also be seeking quick returns to the Premier League under new management on the bench.

National Assembly who were relegated after four seasons in the Premier League begin their promotion quest under new coach Dean Mwiinde with a home fixture against Nampundwe.

Mwiinde guided Konkola Blades on the first attempt to the Premier League at the end of the 2005 season and Assembly will be hoping his magic wand is still potent to do the same for them this season.

Nakambala Leopards too have a new coach under former Lusaka Dynamos and Zamsure head coach and Zanaco assistant Weston Mumba.

The Mazabuka team are away to Young Buffaloes.

Third placed finishers last season Riflemen should not be discounted especially after successfully holding on to their inspirational top striker Mike Kamwimba for another season.

Riflemen too are on the road to face promoted Mazabuka United.

53

He further commended the school for scoring a number of successes in academics, sports, cultural and leadership training activities.

Speaking earlier Education Minister Geoffrey Lungwangwa said the traditional belief that government will always provide all the resources for education is a misconception that needs to be removed from the minds of the students, teachers and lecturers.

Professor Lungwangwa said his ministry’s policy supports the idea of self sustaining, generating sufficient income to meet the needs in the country’s educational institutions.

He noted that government has established and empowered education boards in institutions to raise funds for self sustenance.

AVAP calls on govt to speed up disbursement of Youth Funds

4

The Anti-Voter Apathy Project (AVAP) has called on government to speed up the process of disbursing the Youth Empowerment Fund introduced in 2006.

AVAP Executive Director, Bonnie Tembo says his organisation is concerned with the lack of political will on the part of the government to have the funds disbursed despite political pronouncements during the youth day celebrations.

Mr Tembo has however Commended President Levy Mwanawasa for calling on the Citizens Economic Empowerment Commission (CEEC) to ensure that the funds meant for the youths are disbursed according the law.

He claimed that although the youths are majority voters, they are both politically and economically marginalised.

Mr Tembo has pledged to partner with other Youth Organizations in lobbing government over the disbursement of the youth Empowerment Fund saying youth are the majority voters.

The AVAP leader however, advised all the youth organisations in the country to unite and strategise on how best they can play a critical role in ensuring that the youth in the country benefit from the youth Empowerment Fund.

Mr. Tembo said there is need to liberate the youth from the yoke of unemployment and poverty.

He has also called upon Members of Parliament in all the 150 Constituencies to spearhead the disbursement of the Youth Empowerment Fund to the youth by engaging the CEEC.

He noted that the elected representatives who enacted Citizen Economic Empowerment Act should take a lead to ensure the implementation of the CEEC.

Mr. Tembo has further appealed to government through the Ministry of Youth, Sport and Child Development to publish and disseminate youth empowerment Fund guidelines to enable youths have the information on how to access, utilise and account for the Fund.

State secures 5m Euros from EU

4

Government has sourced five million Euros from the European Union to recapitalize the three government institutions charged with consumer welfare to enable them address the problem of sub-standard products on the Zambian market.

Commerce Trade and Industry Minister, Felix Mutati says government is concerned with the continued flow of sub standard products on the Zambian market and has taken measures to address this problem.

Mr Mutati said the five million Euros would be used to equip the Zambia Bureau of Standards, so that the regulatory body is able to support and create products that are meaningful and of good quality to the Zambian people.

He also noted that the capacities of the Zambia Competition Commission and the Zambia Weights and Measurement Agency will be uplifted and their operations spread around the country under the same secured funds.

Mr. Mutati who called for a cultural shift by Zambian consumers to refuse sub standard products was speaking in Lusaka today at the commemoration of the World Consumers Rights Day whose theme is Raising Awareness on Consumer Rights and Obligations.

Mr Mutati also revealed that government was working towards revising the competition policy and legal framework to enable consumers sue against products.

All donations to flood victims will be accounted for-VEEP

1

Vice President Rupiah Banda has assured all donors to the flood situation that government is preparing a report of distribution and expenditure saying all donations need to be accounted for.

The Vice President said this when he received a donation of various medical supplies worth K50 million from the Federal Republic of Brazil in Lusaka today.

Mr. Banda said government’s plan is to make Disaster management a national programme and not a government programme so that people with ideas and goodwill can easily make their contributions through projects of their choice but coordinated by Disaster Management and Mitigation Unit (DMMU).

He thanked the Brazilian government for the donation saying they specifically target the core issues of food and health both of which are very critical in the survival of flood victims.

Mr. Banda said Brazil’s donation of 6.5 tonnes of maize and beans last month and medical supplies donated today are a demonstration of the true spirit of South to South cooperation.

He said Zambia which has established a diplomatic mission in Brazil is looking forward to deepening the relations between the two countries.

Mr. Banda also commended Zambian organizations that have made significant contributions towards managing the impact of this year’s floods saying they will be called upon to participate in planning for mitigation against future disasters.

And Brazilian Ambassador to Zambia Josal Luiz Pellegrino said the medical supplies are a humble donation that was manufactured by the federal government laboratories using federal resources in Brazil.

Mr. Pellegrino said the medical supplies that are also administered in Brazil are meant to cushion the effects of the floods in Zambia.

He said Brazil will continue to render its assistance to Zambia as an indication of its commitment to the south to south cooperation.

Change strategy of evangelism, Catholic priests told

0

Catholic Diocese of Chipata Bishop, George Lungu has called on priests in the diocese to change the strategy of evangelising.

Bishop Lungu was speaking in his Homily during Mass held at St. Anne’s Parish in Chipata, in line with the theme for the liturgical year, which is”Year of Evangelisation”.

The Bishop, who is also Zambia Episcopal Conference(ZEC) chairperson, said priests were not holy people but were just like any other human being.

“We share the common denomination called humans. We are not saying we are different. We are here to acknowledge our weakness”, he said.

He told the priests and religious sisters that the problems they face in their different parishes and departments are the cross of Christ that they have to carry and encouraged them to continue.

Bishop Lungu announced that two priests are leaving the diocese and some have been moved to serve in other parishes.

He also announced that Fr. Mathias Potani Banda as the new Parish Priest for St. Anne’s Parish.

He urged the members of the church to work hard and help the diocese to find money for those in major seminaries.

“We need more priests. The number is reducing. A Task force on Funds for Seminarians has been formed to sensitize christians on sourcing funds for the seminarians and also a Board of Consultants to help me in the running of the diocese”, he said.

The Chrism Mass, which is for the blessing of oils, is held every year.

The priests in the diocese gather at one place at which they also renew their promises of their faith and service to the church.
