Yes Zambia is a multi party democracy and HH is free to address whoever he wants but certain duties or responsibilities are only done by the President.Just like the term ” Addressing the Nation “…and normally this is when there is an emergency or the President wants to clarify something. Just dont confuse press briefing with Addressing the Nation….these are two different occasions all together.
