Government Dispels Claims of Partisan Allocation of Constituency Development Fund

Vice President Mutale Nalumango Addresses Concerns in National Assembly

In a recent session of the National Assembly, Vice President Mutale Nalumango addressed concerns surrounding the allocation of the 2023 Constituency Development Fund (CDF) and dismissed allegations of partisan distribution. The Vice President emphasized that the government’s allocation of CDF funds was not based on political affiliations but rather on the utilization rates within constituencies.

Responding to a question posed by Bwacha Member of Parliament Sydney Mushanga, who inquired about the perceived preferential treatment of constituencies held by United Party for National Development (UPND) MPs, Vice President Nalumango clarified the government’s stance.

Mrs. Nalumango asserted that the speed at which CDF funds are released is directly linked to the utilization rates within individual constituencies. CDF money, she explained, is disbursed in accordance with how efficiently and effectively the funds allocated for various projects are being utilized.

Expressing her concern, the Vice President noted that constituencies failing to efficiently use the money allocated to them have a detrimental impact on others that are diligently implementing projects in a timely manner. This approach, she emphasized, was designed to promote transparency and accountability in the allocation and utilization of public funds.

Furthermore, Vice President Nalumango urged Members of Parliament to work collaboratively and ensure that allocated funds are utilized promptly. By doing so, she explained, the government could release the next round of CDF funds to all constituencies simultaneously, regardless of their political affiliation.

    PF MPs and their independent supporting MPs are deliberately withholding using CDF……….

    So as to blame GRZ for partisan selection and development……..

    • Spaka, MPs are making a lot noise in parliament. It seems they need induction on how to get the full CDF funds. The way it works is to have an approved project or projects that have gone through the procurement process, then you get the allocation. Once the project or projects are is completed and the expenditure is accounted for, then they get another tranche of money. Asking for the whole lot of CDF funds in one go is not the way to go, that would recipe for financial mismanagement, embezzlement and corruption. PF were used to financial mismanagement now they are find it difficult to steal like they used to.

    They can not spent anyhow. The screws have been tightened……..

    Not being able to engage in Unaccounted spending is affecting them………..

  5. The approach of CDF disbursement seems clear enough. Why are some MPs failing to grasp this? Are they just politicking. Next time they raise such issues, they should give specific examples of this alleged partisan disbursements so that Govt can also respond on those specific cases. That way, the public can hold their MPs accountable for low disbursement rates.

    • As you ask the MPs to give specific examples also take time to investigate. If you have watched parliament debate you will notice that the Jaribu woman doesn’t give chance to opposition MPs to explain more. I saw how she made it difficult for Binwell Mpundu to put his point across… infact she made it impossible. Each time he was about to hit the important part of his contribution she would jump ORDER ORDER HONORABLE MEMBER OF NKANA.
      Please take time to find out…in one of the towns the Mayor is supplying desks using a proxy… madam Jaribu won’t understand this.
