the agreement to establish the African Continental Free Trade Area

Zambia’s Ambassador to Ethiopia Emmanuel Mwamba says Zambia is committed to ensuring that it becomes a ratified Member of the African Continental Free Trade Area in order to benefit from the large African market.

Mr. Mwamba said Zambia will ratify the CFTA Agreement in the legislative sitting of Parliament in August, as stakeholder consultations on the CFTA has come out positive from both Government and the private sector who will mainly drive the Agenda.

He said the geographical location of Zambia would easily make the country a hub for manufacturing and transportation of goods and services.

Mr. Mwamba said this when he paid a courtesy call on African Union Commissioner for Trade and Industry, Albert Muchanga at the AUC headquarters.

He congratulated the entire AU Commissioners but stated that Mr. Muchanga plays a key role to achieve the successful operationalisation of the AfCFTA in a record time of one year.

Mr. Mwamba said Government is proud of the achievements made by Mr. Muchanga that the instrument has seen 54 out of 55 countries sign the African Continental Free Trade Area.

He said the Government is proud that one of its nationals is at the helm of the AU tasked to drive the AfCFTA.

And Mr. Muchanga said his success should be dedicated to the Zambian Government who supported his candidature and election to the position of AU Commissioner for Trade and Industry in 2017.

He also recognised Zambia’s First Republican President Dr. Kenneth Kaunda for a good legacy he has left in Africa of championing.

Mr. Muchanga also said Dr. Kaunda’s policy of free education for all Zambians will forever remain a milestone in the lives of those who used the opportunity to obtain high qualifications.

He further urged Zambian private sector to make partnership and ensure they don’t lose out on benefits that will accrue to state parties of the AfCFTA.

This is according to a statement issued to First Secretary for Press and Tourism at the Zambian Embassy in Ethiopia Inutu Mwanza.

Vice President Inonge Wina says the construction of the Kazungula Bridge is on schedule and will be completed on time.

Mrs. Wina said government is committed to ensure that the project is completed and will ensure that it contributes its share of the funding.

She said the project being a joint venture, Zambia recently released some money which went towards the payment to the contractor.

And speaking in Parliament during the Vice President’s question time, Mrs. Wina expressed hope that by 2020 all provinces would have held their Investment expositions which have played a key role in attracting investments into the country.

Mrs. Wina said Zambia has in the last few years attracted investment into Luapula, Northern and Central Provinces following the successful hosting of investment expos.

She said Investment expos have exposed the investment potential that that lie in all the ten provinces of Zambia which if well cultivated can contribute to the wellbeing of the Zambian people.

Chinese ambassador to Zambia Li Jie announced the development when he paid a courtesy call on Copperbelt Minister Japhen Mwakalombe that the debt is in relation to a loan extended to the construction of the Levy Mwanawasa Stadium which cost over $70million to build.

Vice President Inonge Wina said the gesture by China is a sign of good will that should be appreciated by all Zambians.

Mrs. Wina said this during the Vice President question time. She said the gesture has also shown that China appreciates the good leadership under the Patriotic Front Government and that China has accepted that their investment is safe in Zambia since they are willing to partner government in various other areas.

And China has given Zambia a grant amounting to US$30 million

Mrs. Wina has since challenged Zambians to minimise on scandalizing the Chinese Community as they shown true friendship leading to cancellation of debt.

In June, the Chinese government cancelled more than US$22 million as part of debt that Zambia owes the Asian country to reduce the debt burden.

And China has given Zambia a grant amounting to US$30 million towards support to various projects of development to accelerate industralisation and job creation agendas as espoused in the Seventh National Development Plan.

Sugar In Fruit Juice May Raise Risk Of Cancer, Study Finds

3

Drinking large amounts of fruit juice may raise your risk of cancer, according to a big study which has found a link between the regular consumption of all kinds of sugary drinks and the likelihood of developing the disease.

The study, carried out in France, is the first substantial piece of research to find a specific association between sugar and cancer. Sugary drinks such as colas, lemonade and energy drinks have been linked to obesity, which is a cause of cancer, but the French researchers suggest there could also be other reasons sugar could trigger it.

The study, published in the BMJ, finds the association with cancer is just as strong with fruit juices as it is with colas. “When the group of sugary drinks was split into 100% fruit juices and other sugary drinks, the consumption of both beverage types was associated with a higher risk of overall cancer,” it says.

Cutting down on the amount of sugary drinks we all consume, together with sugar taxes and restrictions on marketing, might help reduce the cancer burden, say the authors. That does not mean nobody should ever drink them. “As usual with nutrition, the idea is not to avoid foods, just to balance the intake,” said Dr Mathilde Touvier, who led the research, from Inserm, the French national institute of health and medical research.

“The recommendation from several public health agencies is to consume less than one drink per day. If you consume from time to time a sugary drink it won’t be a problem, but if you drink at least one glass a day it can raise the risk of several diseases – here, maybe cancer, but also with a high level of evidence, cardiometabolic diseases.”

Fruit juices showed the same association with cancer as colas. “The main driver of the association seems to be sugar, so when we just look at the sugar content per 100ml, regular Coke or 100% orange juice, for instance, are quite the same. So it’s not so odd that we observe this association for fruit juices,” said Touvier.

But public health agencies say that fruit juices are a little bit better because they contain some vitamins and a little bit of fibre, she added.

The study is observational, so it is not possible for the researchers to state that sugar is a cause of cancer. The authors call for that to be investigated further. They say there are plausible biological mechanisms, such as the effect of sugar on the visceral fat stored around vital organs such as the liver and pancreas, blood sugar levels and inflammatory markers, all of which are linked to increased cancer risk.

The data was collected through a long-running nutrition survey in France, called NutriNet-Santé, involving 101,257 healthy French adults, 79% of whom were women.

Those taking part had completed at least two 24-hour online validated dietary questionnaires, designed to measure their usual intake of 3,300 food and beverage items, and were followed up for a maximum of nine years. Over that time, nearly 2,200 cases of cancer were diagnosed, including 693 breast cancers. They found that a 100ml increase in sugary drink consumption was associated with an 18% increased risk of overall cancer and a 22% increased risk of breast cancer.

There was no link between artificial sweeteners and cancer, but the numbers using artificial sweeteners were too small to be conclusive.

“Clearly there is more work to be done and measuring dietary intake is challenging – however, the message from the totality of evidence on excess sugar consumption and various health outcomes is clear – reducing the amount of sugar in our diet is extremely important. This highlights why our UK sugar levy and controls on the marketing of high-sugar products is so important, not only in terms of obesity but also possibly cancer prevention,” said Dr Amelia Lake, reader in public health nutrition at Teesside University.

Dr Graham Wheeler, a senior statistician at Cancer Research UK, said the study was large, well designed and added to the evidence of risk. But, he said, “whilst there was some evidence for an association between sugary drink consumption and the risk of developing breast cancer, the same association was not found for colorectal or prostate cancers. Further research into the biological mechanism between sugary drink consumption and specific cancers is needed to establish if one does indeed cause the other.”

The Zambia Revenue Authority has dispelled a news story claiming that the Authority has paid Konkola Copper Mines about 95 Million Kwacha in tax refunds to pay legal fees.

ZRA Commissioner General Kingsley Chanda said in a statement that the position of the Authority is that no such payment has been made to KCM.

“As indicated in our earlier statements on VAT refund to KCM, that the company owes ZRA more than what the Authority owes it. Thus all duly audited and verified VAT claims due for payment will be offsets against the company’s outstanding liabilities,” Mr Chanda said.

“We need to note that KCM is still a going concern and therefore continues to meet its tax obligations. KCM will continue to be treated like any other business in so far as tax matters are concerned. ZRA has therefore NOT paid KCM any purported refund as alleged.”

Minister of Gender, Elizabeth Phiri, has called for increased efforts in the fight against early marriages in the country and Africa as a whole.

Ms Phiri says there is need for a heightened multi-sectorial approach by all stakeholders to curb the vice.

The Minister has also noted the need for everyone to prioritise activities related to ending child marriages, including places of work.

She was speaking last evening at the reception held to End Child Marriage at Pamodzi Hotel in Lusaka.

The Minister said the commitment that Zambia has demonstrated towards the fight to ending early marriages can be demonstrated by the recognition of President Edgar Lungu as the African Union Champion on ending child marriages.

She said the Zambian government has played and continues to take a leading role in raising awareness on the matter.

Ms Phiri further said that there is also need to continue embracing traditional leaders and their spouses in order for them to continue with their leadership role in the fight against early marriages among their subjects.

The Minister further commended the UN family and other cooperating partners for the support rendered to the Zambian government in curbing the vice.

And United Nations Resident Coordinator, Coumba Gadio emphasised on the need to ensure that the commitment to combating early marriages is renewed.

Dr. Gadio noted that child marriages represents multiple violations of child rights as it brings an end to schooling, exposes girls to gender based violence, teenage pregnancies and risks of contracting sexually transmitted infections including HIV/AIDS among others.

The UN Resident Coordinator commended the Zambian government’s leadership in seeking to end child marriages.

Meanwhile, Ministry of General Education Permanent Secretary, Jobbicks Kalumba, proposed a 20 year jail sentence for any perpetrator.

Dr. Kalumba noted that child marriages have drastically affected the future of the young generation.

He said his Ministry is working with the Ministry of Gender to ensure that early marriages are curbed especially in rural areas through the District Education Board Secretaries (DEBS).

The Permanent Secretary however noted that there is need to aid the office of the DEBS with transport, to enable them effectively fight early marriages in villages.

The ending child marriage steering committee is a committee formulated under the Global Programme to Accelerate Action towards ending child marriage led by UNFPA and UNICEF.

The programme is being implemented in 12 countries in Africa including Zambia.

Jewellers Association Show of India asks Government not to put high taxes on Zambian Emeralds

The Jewellers Association Show (JAS) of India has described Grizzly Mining Company’s sixth emerald auction sale as progressive but urged the Zambian Government to avoid introducing higher taxes and duty which could cripple the emergent sector.

In an interview on the sidelines of the auction sale at Intercontinental Hotel in Lusaka, JAS Executive Member Ashok Maheshwari has urged Government to consider reducing the export duty on emeralds, which if not checked will negatively affect the sector.

“When we came for the last auction, we came to learn about the export duty of about 15 percent being introduced by the Government. I think this is not the time for putting in place all these taxes and duty because the overall global market is not performing well. I think this is not the right time because it will affect our buyers of finished products and once they shun our products, then we will also fail to come to buy the raw materials from here,” he said.

Mr Maheshwari has described Grizzly Mining Company’s documentation as straight forward for all bidders thus making the entire process “very transparent.”
“We are very happy to be here because being partners with them from the very first day, we have observed that their assortment of gemstones has improved a lot in terms of the material which is coming from the mines. The mining company is doing the best and this becomes very easy for us manufacturers to get the goods manufactured and supplied to our customers.”
And Mr Maheshwari has suggested that Grizzly Mining Company should enhance their price control for the manufacturers to strike a balance and meet the international demand for their buyers.
“We need a comfortable pricing structure because we find that the price keeps on getting higher. It might be that they have higher mining costs, but a fair price structure is key because we face challenges in prices of finished goods on the world market. So, we need control of prices on the raw materials so that we can supply the goods to our buyers at a reasonable price.”
He however commended Grizzly Mining Company for recording massive progress to their auctioning process since inception.
Mr Maheshwari, who is also Managing Director for Nakshatra Gems, a company that manufactures and trades in finished emerald products, observed that Africa’s raw materials and those from Zambia were on demand on the international market.
“Gemstone industry in Zambia is great because all the natural resource is from Zambia.”
He reiterated that Zambia’s wide scope of resources was key for emerald manufacturers which also helped contribute to the country’s treasury and job creation for the mining industry.
Other bidders expressed delight at the quality emeralds being auctioned by Grizzly Mining Company.

One of the partners at Cosmopolitan Trading Corporation from India, Divyank Bader, has considered Zambia’s precious stones to be of high quality, and that the future for the gemstone industry in the country was bright.

“The market for Zambian emeralds is good. Zambian emeralds are among the best as they are known for their good quality over the past years. They command a market demand across the world.”

Mr Bader noted that Grizzly’s Mining Company’s emeralds auction sale bridges the gap between buyers and suppliers as they bargain for quality thereby making them pay for the stones’ worth.

And Mr Bader has observed that going by Grizzly mining Company’s transparent auctioneering process, the sector is becoming well-organised.

“Over the years, I have seen that the gemstone industry in Zambia is becoming more organized and the future is bright. And going forward, I feel it will be more organised.”

On the pricing structure of the precious stones, the bidder stressed that there was need for the mining company to consider pegging the gems at the right price according to their quality.

“Basically, it has to be the right quality at the right price because the buyers around the world are slightly conservative right now in terms of pricing.”

Mr Bader described his experience in the Zambian auctioneering process as “awesome”.

“It’s been good ever since it started, and the process has been transparent over the years.”

And Ishmael Modi, a bidder from the Indian city of Jaipur, the main global centre for emerald trading, is optimistic for the future of Zambian emeralds in the world market.

Civil Society condemns proposed amendments to Constitution

A consortium of Civil Society Organisations has joined others in condemning the proposed amendments to the Constitution of Zambia as contained in the Constitution Amendment Bill of 2019 which is currently before parliament.

The CSOs which include Chapter One Foundation, Action Aide, Caritas Zambia, Alliance for Community Action, NGOCC, CiSCA and TIZ have noted that the proposed amendment to the constitution will be costly to the Zambian people given the high levels of debt and the austerity measures being implemented by government.

Speaking on behalf of other Organisations, Chapter One Foundation Executive Director Linda Kasonde said the money that government wants to use in the process would have gone towards providing services to the people of Zambia in the Health and Education Sectors among others.

Ms. Kasonde also noted that removing the limit of Constituencies will allow the party in government to increase the number of MPs at will to have the majority numbers in Parliament to pass any law in the house.

And Ms. Kasonde said the proposal to have a coalition government will undermine the power of the people to vote for the President of their choice as the party in power can partner with a political party that is not in favour of the people.

She noted that the Framework of the Zambian Constitution does not support the coalition government.

And on the proposed unlimited number of Judges that make up the High Court, Constitutional Court and Court of appeal will allow the party in power to pack the courts with the people that are sympathetic towards them and compromise the independence of the judiciary.

Ms. Kasonde said the removing of the constitutional powers in the hands of the people means that the country is descending into anarchy.

He has since supported the stance taken by Law Association of Zambia President who has condemned the proposed amendments to the Constitution describing it as a move in the right direction.

Ms. Kasonde has urged the LAZ Council to support the stance taken by Mr. Mweetwa as it is in the interest of the Zambian people.

Victoria Falls records lowest water levels

After months of experiencing a dry spell, Victoria Falls in Livingstone now has some water flowing

The Victoria Falls has recorded the lowest water levels as of this month compared to previous years.

Victoria Falls World Heritage Site Manager John Zulu has attributed the early reduction of water to reduced amounts of rain fall during the last rainy season.

Mr. Zulu said the rocks at the falls usually become exposed in October and November when the water levels reduce, but this year the rocks are already showing.

He however said the Victoria Falls remains admirable throughout the year.

Mr. Zulu said the geological formation of the heritage site is captivating and that the low water levels also allow for activities such as white water rafting and walking on the lip of the falls.

And Mr. Zulu has noted that the number of people visiting the Victoria Falls slightly increased from January to June this year as compared to the same period last year.

He said about 80000 local and international tourists visited the Falls this year in the first six months while the same period last year recorded 75000 visitors.
