FILE: Deputy Ministers before the constitution was changed to abolish their positions
The National Dialogue forum has by consensus endorsed the amendment of the constitution to re-introduce the position of Deputy Ministers.
The measure is aimed at resolving the gap that was created in the management of government ministries following the 2016 Constitution that abolished the position of Deputy Ministers.
National Dialogue Forum (NDF) Spokesperson Isaac Mwanza announced this during a press briefing in Lusaka .
Mr. Mwanza further said the NDF is exploring avenues to strengthen the position of deputy ministers for them to act as Ministers in the absence of their superiors.
In the past arrangement deputy Ministers were not clothed with constitutional powers to act as Ministers in the absence of their superiors.
The proposal to re-introduce the position for deputy ministers was aimed to save money Government spends on maintaining the large number of permanent secretaries, the national dialogue forum has proposed.
In 2016 an academician Mark Simuwe has that International Communities will consider Zambia as an imprudent Country if the position of Deputy Ministers which was recently phased out is brought back.
Speaking on Pan African Radio Programme dubbed “African News Round Up” anchored by Hermit Hachilonde on 27th November, 2016, Simuwe who is also a media critique said the idea of bringing back Deputy Ministers is retrogressive to the unstable economy.
He explained that Deputy Ministers’ position was done away with as part of Government’s austerity measures on the Zambian economy and bringing back Deputy Ministers will be ridiculous.
Simuwe added that it was significant for President Edgar Lungu emulate Jomo Kenyatta the late Kenyan President who reduced his cabinet the moment he moved into executive office as a way of controlling the flow of resources in Governance system.
He further stated that even the Brazilian Government when the country was faced with numerous economic challenges, their president employed the same austerity measures to revamp the economy.
Simuwe has since noted that the International Communities may raise their eyebrows on Zambia, a country that is asking for handouts from International Momentary Fund (IMF) to broaden its cabinet.
“International Communities will consider Zambia as a foolish Country if the position of Deputy Ministers is brought back” Simuwe said.
Kitwe United captain Moses Lolozi is sure struggling Chingalika will survive relegation as the transitional FAZ Super Division season closes.
With two matches left to play in the campaign, Kitwe are second from the bottom of Stream A with 11 points, one point below the relegation line, after 16 matches played.
The Buchi Boys on Saturday forced a 1-1 draw against Lusaka Dynamos at home in Kitwe to remain in the race for survival.
“Getting a draw against Lusaka Dynamos is a plus for us. We were coming from back to back losses. It has added advantage to our survival hopes,” Lolozi said.
Kitwe’s next match is against Green Buffaloes away in Lusaka.
“I have great hopes that we will survive relegation. We just have to play the remaining matches as they come,” he said.
“We are not giving up. We just have to keep on fighting,” Lolozi said.
This is Kitwe’s second season in the top league after spending a decade in Division One.
17 year old Mwenda Phiri founder of the Mwenda Phiri Initiative
A Zambian teenager living in South Africa donated 10 baby bassinets to the Neonatal Intensive Care Unit at UTH.
Mwenda Phiri a grade 11 pupil and founder of the Mwenda Phiri Initiative said he was humbled to see the bassinets in use when nursing staff sent him photos of the bassinets.
“We received these heart warming pictures of some of the baby bassinets that the Mwenda Phiri Initiative donated to the Neonatal Intensive Care Unit of the University Teaching Hospital in Lusaka, Zambia . It’s very humbling to see them in use.
My mum told me that when I was born I spent 8 days in this Neonatal unit (also known as D-Block) due to some minor complications. She shared that the doctors and nurses work very hard and often with limited equipment, trying to save babies in the unit, most of whom are in very delicate state . And so I’m very grateful that we were able to donate the 10 baby bassinets to help ease their work and support the mothers and babies.”

Zambian-born, Mwenda Phiri, was diagnosed with sickle cell aneamia at 9 months of age by his late great grandfather, Professor Chifumbe Chintu – a former haematologist and oncologist at the University Teaching Hospital in Lusaka. Were it not for him, Mwenda’s Sickle Cell Anaemia may have remained undiagnosed and killed him.
I have sickle cell anaemia also known as Sickle cell disease. Sickle cell disease is not contagious,” he says.
Before the 2017 crisis, Mwenda last had a major crisis when he was three years old, but since then, his family has been very proactive with his care by ensuring that they work to prevent conditions that trigger any crisis like managing extreme weather, dehydration and infection proactively.
However the Acute Chest syndrome he suffered in 2017 after an appendectomy almost took his life and changed his whole outlook on life.
“I was fortunate to have access to specialist doctors, equipment, medicine and facilities that saved me,” Mwenda says. Getting the excellent treatment and care for sickle cell survivors especially children is a far-fetched dream for many not only in Zambia, but Africa as a whole.
Because of this, Mwenda started the Mwenda Phiri Initiative (MPI) in service of child health to raise awareness and funds for paediatric haematology and ICU in Africa.
MPI raises funds for hospitals and support groups in Zambia as well as bursaries for further studies in haematology for Zambian medical doctors.
“Because of my condition as a sickle cell survivor, I learnt that I am actually among the privileged few whose parents can afford great health care,” he says.
After being discharged from the hospital following the crisis, Mwenda took up the challenge and researched to find out how many children in Zambia and Africa have or do not have the luxury of finding doctors, equipment and sundries required to treat children with sickle cell disease.
About Sickle cell anemia
Sickle cell anemia is an inherited form of anemia — a condition in which there aren’t enough healthy red blood cells to carry adequate oxygen throughout your body.
Normally, your red blood cells are flexible and round, moving easily through your blood vessels. In sickle cell anemia, the red blood cells become rigid and sticky and are shaped like sickles or crescent moons. These irregularly shaped cells can get stuck in small blood vessels, which can slow or block blood flow and oxygen to parts of the body.
The difference between sickle cell anemia and sickle cell trait
A person can have a mixture of normal and faulty hemoglobin in their red blood cells without having sickle cell disease. This condition is called “sickle cell trait.” People with sickle cell trait have enough normal hemoglobin in their red blood cells to prevent the cells from sickling. Sickle cell trait is protective against malaria.
It’s important to remember that people with sickle cell trait do not have sickle cell disease. They also usually do not develop sickle cell disease, except in unusual circumstances. However, people with sickle cell trait can genetically pass the trait to their children. If two people with sickle cell trait have children together, there is a 1 in 4 chance that their children will have sickle cell anemia.
Chances that a child will be born with sickle cell anemia or sickle cell trait
If you and your partner both have sickle cell trait, your child has a 25% chance of being born with sickle cell anemia. If only one of you has sickle cell trait, your child cannot be born with sickle cell anemia, but there is a 50% chance that your child will be born with sickle cell trait.If one parent has sickle cell disease and one parent has sickle cell trait, there is a 50% chance that their children will be born with sickle cell disease.
Symptoms and complications of sickle cell anemia
Periods of pain that can last a few hours to a few days.
Blood clots.
Swelling in hands and feet.
Joint pain that resembles arthritis.
Life-threatening infections.
Anemia (decrease in red blood cells)
As recently as 1973, the average lifespan for people with sickle cell anemia was only 14 years. Today in places with good health care, life expectancy for these patients is 50 years and beyond .
UPND sources cite reports coming through from former UPND Vice President Geoffrey Bwalya Mwamba, suggesting that the Party appointed Mazabuka MP Gary Nkombo a Tonga as acting President instead of him(GBM) when Hakainde Hichilema was incarcerated on trumped up charges, as total nonsense, awfully and factually incorrect, and a desperate and despicable attempt by a grumpy old politician panhandling for political relevance.
According to the same highly placed sources, it was highly unsual that Geoffrey Bwalya Mwamba was strangely left off the hook from the police dragnet when he too was in the HH traffic convoy in exactly the same way as his former boss. They say this alone raises a lot more questions than answers and is a fatal smoking gun conviction of GBM of a matter that largely still remains unresolved, perhaps until now.
They say most people that were in the convoy were interviewed by Police and some arrested save for the former Vice President who they claim it is becoming clear, was part of the consipiracy spearheaded by a former finance minister in collaboration with the PF to ensure Hichilema is permanently removed from the picture, so that GBM becomes leader of the opposition party.
Immediately after the arrest, Mwamba appear to have been given a safe passage to South Africa by the PF and whilst there he refused to issue any statements condemning the arrest of HH.
Zambian residents living in the Johannesburg area arranged a press conference for Mwamba in which it was expected he would denounce the trumped up charges against HH, he agreed but never turned up at the venue of the press conference leaving the organizers, international and local South African journalists in total confusion.
As a result of the strange behaviour by GBM and his suspicious absence from Zambia at a time the Party needed him most, three women stood out and galvanized local and international support in demanding that HH be unconditionally released and also be treated humanely and justly by the Police, prison authorities and government agents.
UPND Chairperson Mutale Nalumango took the helm while Mobilisation Chairperson Sylvia Masebo hastily arranged a consortium of writers and in collaboration with opposition Alliance partners particularly ADD President Charles and PP’s late Mike Mulongoti, a barrage of daily statements were released to inform the World of the unjust and barbaric arrest of Hakainde Hichilema by the PF.
The other woman that took the bull by its horns was Mutinta Hichilema who attended various vigils including church services to pray for the release of her husband. Mutinta released a moving tribute in which she described her husband as a simple villager and cattle herdsman who as a boy treasured roaming the country side a free human being than a prisoner behind bars.
When GBM realised the Party was functioning without his presence and participation, he scrambled for relevance, came out of the woodwork and flew back to Lusaka and begged that statements be drafted for him in support of HH. It was however too late as Zambians generally and UPND supporters realised that the man was not trustworthy, was eating with both hands and had a PF sponsored and sinister agenda against Hichilema.
Insiders believe this was the beginning of the relational crack between HH and GBM coupled by persistent reports that the latter was attempting to secretly create parallel structures around the country.
It is therefore absolutely fake and shameful for GBM to claim that Gary Nkombo was appointed as acting President because instead of himself because of his ethnicity. Such wild and preposterous claims by GBM further degrades him and puts him in the same grade with Bowman Lusambo and below Alex Muliokela who unsurprisingly has a more informed and intelligent perception of politics than the renegade and motor mouthed former UPND Veep.
First of all I would like to thank the president of the Republic of Zambia, His excellence Mr Edgar Chagwa Lungu for the policy pronouncement that 20% of all subcontracts should to go to the locals. This is a step in the right direction. I know we should have and still need to ask for more, but FINDECO was not built in one day. Fellow citizens, let’s just see to it that we are successful with the implementation of the 20% that we have been given and I am sure even if we push for 50% or more, it will be reasonable for it to be given to us and later on implementable.
But Mr president, good as it may be, i am afraid to tell you that youths have been left out. We all know that old people have more experience in the industry than us. They know whom to see, what and how to present better than us. So if we are asked to apply for the same contracts, they stand a better chance of getting them, not because they can do a better job, but because they know the system better than us. That is why on behalf of the youths from Copperbelt and the rest of the country I am asking that from the 20% which has been given to locals, 5% of contracts must be for the youths.
Zambia is technically a young nation. It has 45.4% of young people under the age of 15 and 36.7% Between 15 and 35 years. This makes 82.1% of young people and leaves only 17.9% of old people. It makes logical sense that due to these statistics, there is need to invest more in the youths if development of the country is to accelerate. But, it’s an open secret that Zambia does not groom it’s youths, however, I would like to believe that you Mr president stands to correct this detrimental norm. Otherwise we will end up with half baked senior citizens as always.
We don’t want to be only employment seekers, but also employment creators. We don’t want to be fighting over the same jobs with our old folks, we want to create employment ourselves.
I believe that of the main reasons why we as youths are not given these jobs is
mostly because there is fear that we may fail or not be able to handle the intricacy which comes with certain jobs, but to tell you the truth, I have a lot of friends who are young contractors and have done a lot of exceptional work, even better than our old folks. It doesn’t mean that if you are a young director then you can’t employ older and experienced workers. Besides, contracts like field clearing, digging of drainages, supply of building sand and crushed stones can be done even by someone who hasn’t been to school. My suggestion is, all these should go to the youths.
I assure you Mr President, we are up to the task. We don’t go to school for fun, the we are able to apply the knowledge that we gain from those institutions. All we asking for is adequate represention of the youths in the industry. Besides, experience is the best teacher and practice makes perfect.
With the emergence of the Chinese in the industry, times are going to be harder. So as far as equipping young people for this reality is concerned, giving us 5% will equip us with the much needed skills and experience and will enable us to stand a better chance of competing as equals with them. This will also coincide with the objectives of the National Youth Policy and Action Plan for Youth Empowerment and Employment.
Mr president, I would like to believe that when you said one of the reasons for prononcement of the policy was skills transfer you also meant leadership, and not only for old people but also us,the youths.
if I can just comment on leadership, though there is wisdom which comes with age, but good leadership is irregardless of it. I will give an example of two very prominent young men from the copperbelt who are doing more than anyone imagined, the Kitwe DC Mr Binwell Mpundu and the Kitwe mayor His worship Christopher Kang’ombe. We are all able to witness that regardless of their age, they are doing very well with their entrusted positions.
I had the privilege of meeting the special assistant to the president for projects, implementation and monitoring Mr Andrew Chellah, RDA Director Mr Elias Mwape, and NCC Chairman and other delegates during the meeting which was held in Kitwe at The Zambia Army Mawlaik Barracks Banquet Hall, I am happy to inform you that the team is very committed to insuring that 20% goes to local contractors at all costs. They are also keen to see that women and youths also benefit. I aired my sentiments to them but I know they can only be acted on if the word comes from you sir.
It is a norm now for most people to take to the streets in protest of what the governemnt has or hasn’t done, but I believe there is always a way of sorting out issues diplomatically without resorting to civil disobedience.
In conclusion Mr president, we are fed up of being future leaders, we want to be leaders right now because we are capable. If you do us this favor, as youths we will forever be in your debt and we will insure that we pay back by ensuring that we work hard and smart to the best of our abilities to bring
development to the great nation of Zambia.

His Royal Highness Chitimukulu has been conferred with a Doctorate at Western New Mexico University in the USA
Paramount Chief Chitimukulu of the Bemba people has been honoured with a doctorate degree in recognition of his works and writings torwards a better Zambia by the Western New Mexico University(WNMU).
At the graduation ceremony held at WNMU in USA , Silver City, in New Mexico, His Royal Highness Chitimukulu Kanyanta Manga II was conferred with a doctorate degree in recognition of his work in Zambia and in particular the Northern Region.
Western New Mexico University is a public university located in Silver City, in the U.S. state of New Mexico. It has served the people of the state and its surrounding areas as a comprehensive, regional, rural, public coeducational university since 1893 and caters to a student body diverse in age, culture, language and ethnic background
In 2018, Western New Mexico University President Dr. Joseph Shepard and His Majesty Chitimukulu Sosala Kanyanta Manga II, the king of Zambia’s largest ethnic group, signed a Memorandum of Understanding with the intention of exploring the possibility of bringing higher education opportunities to the Bemba people both online and in face-to-face classes.
After months of discussion, President Shepard, WNMU Board of Regents Chairperson Jerry Walz and Manga II signed the Memorandum of Understanding at a meeting in Albuquerque.
Delegates to the National Dialogue Forum (NDF) have unanimously agreed to exclusively maintain the Christian Nation Declaration Clause in the Preamble of the constitution.
The delegates resolved that the subsidiary multi-religious nomenclature in the preamble of the constitution be deleted.
They also resolved the Christian Nation Declaration Clause with words that ” Zambia is a Multi-racial Christian Nation” must also be embedded in article eight of the constitution that deals with National Values and Principles.
This was after the Working Groups presented their reports on the Secondary Issues at the on-going deliberations of the National Dialogue Forum-NDF-over the amendment of the constitution and other Subsidiary Laws.
The NDF delegates have rejected the proposals to enshrine in the Constitution a provision for government to look after Freedom Fighters.
The delegates have instead recommended that provisions for government to look after Freedom Fighters be enshrined in Subsidiary Laws.
Meanwhile, Kitwe Mayor Christopher Kang’ombe has expelled from the National Dialogue Forum. National Dialogue Forum secretary Patrick Chisanga announced the expulsion of Mr. Kang’ombe in Lusaka. This was during the Plenary Session of the National Dialogue Forum.
Mr. Chisanga said Acting Secretary to the Cabinet Patrick Kangwa has written to Mr. Kang’ombe, informing him of his expulsion from the Forum. Mr. Kangwa has further written to the Local Government Association of Zambia to nominate another representative to the NDF to replace Mr. Kang’ombe.
Mr. Kango’mbe’s expulsion is on the backdrop of his statement at the Local Government Association of Zambia, where he discredited the NDF’s deliberation on the office of mayors. He was consequently summoned by the NDF and appeared before its Standing committee on May 09, 2019.
Mr. Chisanga said the NDF’s standing Committee established that Mr. Kang’ombe’s statement was contrary to section six sub-section four as read with 12 sub-article one of the National Dialogue Act.
And Mr. Kang’ombe’s problems with the NDF are still far from being over. Acting Secretary to Cabinet, Patrick Kangwa has cancelled Kang’ombe’s scheduled international trip to enable him to appear before the National Dialogue Forum where he has been further indicted with fresh charges.
This follows a request by the National Dialogue Forum Standing Committee for Mr. Kang’ombe to appear before it. National Dialogue Forum Secretary Patrick Chisanga has announced the development during the close of Plenary on Saturday.
Mr. Chisanga said Mr. Kang’ombe will appear before the Standing Committee on Monday.
The Standing Committee wants Mr. Kang’ombe who is also Local Government Association of Zambia President to clarify the matter where New Congress Party -NCP-President Peter Chanda was allegedly harassed by some councillors.
Pastor Chanda was allegedly harassed by some Council Chairperson’s and Mayors at Lusaka’s Mulungushi International Conference Centre who were giving solidarity to Mr. Kang’ombe, when he went to appear before the Standing Committee on Thursday.
Mr. Kang’ombe was summoned after he criticised the forum over some delegates’ debates on the office of Mayors.
He has consequently been expelled from the National Dialogue Forum, having been found to have breached section six sub-section four of the National Dialogue Act.
Zambia Sugar Operations Manager Graham Rolfe has disclosed that his company intend to start supplying power to ZESCO using renewable energy.
Mr. Rolfe says Zambia is currently producing 40 thousand megawatts of electricity enough to power Mazabuka district and the sourounding area.
He said Zambia Sugar has the necessary netural resources to produce Biofuel but appealed to Ministry of Energy to provide an enaboling inveroment for companies willing to invest in renewable energies.
Mr. Rolfe said this when government representatives and stakeholders toured Zambia Sugar in Mazabuka district to appreciate Biofuel development.
Ministry of National Development and planning Assist Director Economic Sectors Mwila Daka says government is holding Consultative meetings with local and foregn stakeholders on how best government can revisit Biofuel to reduce on the cost of fuel In the country.
And Zambia Institute for Policy and Research Executive Director Pamela Nakamba says government has designed a clear road map to revisit renewable energy.
Outspoken Opposition All People’s Congress Party (APC) leader Nason Msoni has observed that political alliances are failing in the country because individuals are not ready to respect the ground rules of alliances.
In statement issued to the media Msoni said some individuals are trying to use political alliances as a platform for their unmitigated political ambitions.
He said an alliance can not succeed if certain individuals feel they are bigger than others thereby imposing themselves as leaders of the alliance without consulting their friends.
“We also think that political alliances are not the perfect platform for staging unmitigated political ambition. It is a good thing for a leader or leaders to have political ambition but when you are in an alliance due regard and consideration should be given to other leaders. You don’t just wake up and stage a mutiny or you go for coronation or you impose yourself to your friends as a flag bearer, as a leader of an alliance. No such political alliance can succeed in such an environment.
“A political alliance is such a sensitive organization that requires broader consultation and respect for other alliance partners but if you are going to go for self coronation then that becomes a problem, serious problem. In essence it means that you have killed the alliance,” he said.
He notes that the idea of going into alliances is meant to try and address respective political deficits in individual political parties hence non of the leaders is good enough to be a leader of others without the endorsement of his friends.
“We all agreed that the idea of going into a political alliance is for parties to try and address their respective political deficits in their individual political parties, non of us is good enough to be a leader to any of anybody until we get the endorsement from our friends and their is no higher endorsement that any leader can get than the endorsement that comes that comes from his fellow leaders but if you decide by your own volition that you are better than everybody else then that a problem and you must recognize that such an alliance is is doomed to fail, such an alliance has failed, you have killed the alliance,” he said.
He said their should be no room for self righteous in a political alliance.
” Ideally we want political alliances to succeed but no political alliance can succeed in an environment of self righteous. We think that it is tragic political ambition that pays no attention and fails to respect other political parties and I fear that unless the attitude of most political leaders in Zambia change political alliance will always fail to realize their objectives,” he said.
Zambia has started preparations for a Construction of a Nuclear Research Centre in Chongwe district and structures on the site in Silverest area are expected by early 2020.
This follows four memorandum of understanding that was signed between Zambia and Russia for use of peaceful purposes on December seventh, 2016.
National Coordinator, Nuclear Energy program implementing organization- NEPIO, Reuben Katebe says the agreements were sealed off further when President Edgar Lungu and Russian President Vladimir Puttin met in South Africa during the brick summit in July 2018.
Dr Katebe has however clarified that the Centre will not be for military operations as suggested by some sections of the media but that it will be used for economic benefits of the country.
Dr Katebe has told ZNBC news in an interview that currently Zambia is importing all medical products which are sterilized at a high cost but that once the Centre is open, it will be done at no costs.
He further explained that all isotopes for treatment and diagnosis of cancer will no longer be imported from south Africa as is the case now.
He added that Zambia will no longer have to send students to Russia for nuclear science and technology as the center will be host for about One thousand students from master’s degree level.
And Nuclear Energy Program Implementation Organization Engineer – William Masocha says the organization is working with a Russian state owned company Rosatom on the project.
Mr. Masocha explained that so far preliminary tests have been done concerning under ground water levels , humidity and air speed.
He stated that structures will come as soon as soil tests are completed.

He’s empowered you to overcome every obstacle! Keep dealing with the issues He brings up and keep a good attitude, fighting through until you win the victory!

Green Eagles on Saturday moved into touching distance of securing their 2019 FAZ Super Division championship playoff spot from Pool B following a 1-0 away win over promoted Circuit City 1-0 at Edwin Emboela Stadium in Lusaka.

Green Eagles on Saturday enhanced their hopes of qualifying for the 2019 FAZ Super Division championship playoffs when they beat Circuit City 1-0 away in Lusaka.
The victory at Edwin Emboela Stadium saw Eagles maintain their three-point lead with two games left to play in Pool B.
Midfielder Spencer Sautu scored the all-important goal in the 66th minute to send Eagles to 32 points from sixteen games played.
Victory in their penultimate match next weekend at home in Choma against mid-table Lumwana Radiants could just see Eagles clinch their championship playoff place with a match to spare.
In second place are Buildcon on 29 points who twice had the post to thank for their 1-0 Ndola derby win over Forest Rangers at Levy Mwanawasa Stadium.
Defender Isaac Shamujompa scored a screaming long-range free -kick in stoppage time of the 90 minutes to keep Buildcon on course for a debut continental qualification spot.
In third place are Nkwazi who scrambled a 1-1 away draw at seventh placed Nkana.
Shadreck Malambo put Nkana ahead in the 24th minute but Nkwazi midfielder Mathews Nkhowani denied them their first win in four games when he equalized in the 82nd minute at Nkana Stadium in Kitwe.
Meanwhile, Nkana must now ensure they win all their four remaining games, that include two matches in hand, and hope Nkwazi and Buildcon falter in their last two fixtures to pull off a miracle second place finish in Pool B at the end of the month.
Defending FAZ Super Division champions Zesco United roared back to beat Red Arrows 3-2 on Saturday at Levy Mwanawasa Stadium in Ndola to stay on course to reach the 2019 championship playoffs.
Zesco opened a marginal point lead in Pool A on 30 points from sixteen matches played with two left to play while Arrows dropped from second to fifth on 29 points after suffering their first league defeat in ten matches.
But Zesco had to rally to secure the vital home win after veteran striker James Chamanaga put Arrows ahead in the 4th minute.
Then, Lazarus Kambole hit back with a superb brace in the 29th and 34th minutes.
Bruce Musakanya restored parity in the 41st minute but Zesco midfielder Enock Sabumukama sealed the three points on the stroke of halftime.
In second place on 29 points are Zanaco who beat struggling Green Buffaloes 2-1 in their Lusaka derby at Sunset Stadium.
Goals from Guily Manziba and Souleymanou Moussa in the 11th and 14th minutes respectively to handed Zanaco the three points.
Buffaloes consolation came in the 48th minute through Diamond Chikwekwe.
Meanwhile,Kabwe Warriors could take command of Pool A on Sunday if they beat relegation battling Mufulira Wanderers at home in Kabwe on Sunday.
