President Edgar Lungu says the effects of climate change need urgent attention as they have distressing effects on food security.

President Lungu said Southern Province has been affected by the insufficient rainfall while Northern Province has received excessive rainfall in the 2018/2019 farming season.

The Head of State recalled that the devastating effects of the cyclone Idai on Zimbabwe, Malawi and Mozambique should be a wakeup call to all countries, on the need to address climate change.

He said this today when Commonwealth Secretary General Patricia Scotland paid a courtesy call on him at State House.

President Lungu underscored that Counties in Africa and around the World should work together, and find the lasting solution to climate change effects, especially on food security.

Meanwhile, Commonwealth Secretary General Patricia Scotland hailed President Lungu for giving an elaborate speech when he addressed the 21st Commonwealth Law Conference in Livingstone early this week.

Ms Scotland said the Commonwealth is open to join hands with countries in finding a permanent solution to the effects of climate change.

She explained that there is need for a climate fund that will complement the green climate fund that can greatly helped countries in need.

The Commonwealth Secretary General further commended government for the promotion of girl child education at all levels in the country.

UPND Leader Hakainde has congratulated Alliance partner National Democratic Congress for scooping the Roan constituency by-election.

Mr. Hichilema congratulated newly elected MP, Engineer Chishala for putting up a spirited fight in the Constituency.

He thanked party members and supporters who joined the UPND in supporting and voting for the NDC.

“We all know who is causing the country untold misery, let’s unite and democratically remove them from the driving seat”, Mr. Hichilema added.

And Democratic Party President Harry Kalaba has congratulated the NDC and UPND for winning the Roan Parliamentary by elections.

Mr. Kalaba expressed hope that people’s democratic wishes will continue to be respected.

Government says the bilateral relations shared between Finland and Zambia, will continued to be recognised and stand a taste of time.

Minister of Commerce, Trade and Industry, Christopher Yaluma, explains that the relationship between Zambia and the people of Finland is developmental and is a business oriented corporation that dots back to 1964 when the Finnish government recognised Zambia as an independent state.

Mr Yaluma while speaking at the Finnish Ambassador’s residence during a networking cocktail to celebrate the Finish Business week, disclosed that the corporation between the two countries has helped Zambia generate 35 million United States dollars per year in revenue from exports to that country.

He further noted that the Finnish government has helped the country enhance the development of the private sector through grant support towards promoting growth for Micro, Small and Medium Enterprises (MSME’S).

Mr Yaluma further called on the International community to partner with Zambia as the country provides them with a conducive environment for their businesses to thrive, and also provide investors with easy access to markets in the SADC region and beyond.

Speaking during the same event, Newly Appointed Finnish Ambassador to Zambia, Pirjo Suomela-Chowdhury, also expressed happiness with the Zambia-Finish partnership saying that the Zambian government has been very supportive to Finnish businesses that have been introduced in Zambia.

Ms Suomela-Chowdhury revealed that as such, the Finnish Embassy in collaboration with the Swedish Embassy has organised a business delegation from the two countries to participate in the ongoing Agritech Expo in Chisamba.

She explained that the delegation that comprises 25 Nordic companies from sectors such as ICT, Agriculture, Financing, Energy, and Construction will exhibit at the Nordic Pavilion at the expo with the hope to create partnerships with Zambian companies and SMME’s.

Meanwhile, Swedish Ambassador to Zambia, Matti Tervo, expressed happiness with the potential of the agricultural sector in Zambia and committed Swedish support to the sector.

Lusaka Businessman arrested for shooting dead a driver

Police in Lusaka have arrested a man of Matero north identified as John Lungu aged 44 years who is a businessman and owns a fleet of Toyota Haice Minibuses, for allegedly shooting to death Kenny Makoba Chimfwembe aged 43 of Lusaka’s Garden House area using a pistol.

The incident happened yesterday at about 17:00 hours at Speed Star tyre Fitment Centre situated on Lumumba Road opposite Road Transport and Safety Agency Offices.

All is reported to have started when the accused person’s driver identified as Davies Zulu driving a Toyota Hiace mini bus registration number BAF 9727 was confronted by other drivers from Lumumba bus stop after they found him loading passengers along the road.

Zambia Police spokesperson Esther Katongo said it was at that point that the driver reported to the accused person who later went and confronted the drivers and there was exchange of bitter words and in the process the accused person pulled out his TKW 9milimeter pistol and shot Makoba (who is now deceased) on the right forehead and he died on the spot.

Mrs. Katongo said the suspect is detained in Police custody and the pistol alleged to have been used in the act has been recovered.

She said the body of the deceased person is in UTH mortuary awaiting postmortem.

In another development, Mrs. Katongo said Police in Lusaka have arrested two suspects identified as Mwangala Mubita aged 41 of Chilanga and female Chitembo Chipili aged 35 of Lusaka West for Making False documents contrary to section 344, Forgery and Uttering contrary to sections 342 and 352 and Forgery of Judicial Documents contrary to section 349 Chapter 87 of the Laws of Zambia.

She said the accused persons are alleged to have been involved in several fraudulent adoptions of foreign nationals without following laid down procedures.

Mrs. Katongo said the accused have been charged as stated above and are in Police custody soon to appear in court.

Zambia was the biggest importer and exporter in terms of cargo via the Port of Walvis Bay

Zambia was the biggest importer and exporter in terms of cargo via the Port of Walvis Bay during the period April 2017 to March 2018.

Zambia accounted for nearly 60 percent of total volumes of containerised transit cargo imported via the Port of Walvis Bay during the said period.

This is according to the Namibia State of Logistics Report of 2018 that was presented on Tuesday to the logistics sector by Logan Fransman, the director of Namibian German Centre for Logistics.

The Democratic Republic of Congo (DRC) accounted for 26 percent of imported cargo followed by Angola with 10.4 percent.

According to Fransman, Zimbabwe on the other hand had 39.7 percent of imported dry-bulk cargo transiting via the Port of Walvis Bay, closely followed by Zambia at 39.1 percent. Malawi at 10.5 percent, Botswana 7.1 percent and DRC three percent.

Zambia also accounted for 51.8 percent of all inbound transit cargo via the Port of Walvis Bay in 2017 and 47.9 percent in 2016.

“Zambia’s exports comprising mostly of copper and wooden products and accounted for 85.7 percent of total outbound transit cargo that was 72.5 percent in 2016,” he explained during his presentation.

He added that Zambia also had the lions’ share, 91.2 percent of containerised exports, followed by DRC with 52.9 percent of total break-bulk cargo transiting via the Port of Walvis Bay.

Zimbabwean exports on the other hand represented at least 30.8 percent of the break-bulk transiting via the port, followed by Angola 8.7 and Botswana with 3.2 percent respectively.

The report also states that cargo from Botswana overall are quite low, but remains optimistic that the situation could significantly improve with the opening of the Botswana Railways dry port facility at Walvis Bay. Cargo flow to countries such as Angola, Congo (Brazzaville), Malawi, Tanzania, and Mozambique are also generally quite low, and can be considered as random flows according to the report.

“The trade link to Zambia seems to be stable and in terms of volumes currently the most important one for Walvis Bay,” Fransman said.

The Patriotic Front says it will be going back to Roan Constituency to thank the people after yesterday’s parliamentary by election won by the National Democratic Congress.

Party Secretary General Davies Mwila said deapite the result not going their way, they still receive it with thanks.

Mr. Mwila who congratulated the NDC and UPND for their joint victory in Roan Constituency by way of a protest vote that has been handed to the Patriotic Front said the party shall re-group, re-strategize and re-launch itself in Roan.

He told a media briefing that the party will carry out a postmortem of this painful setback and we will ensure that it regain its footprint in the Constituency.

“Most importantly, we know the issues that led to this protest vote, we will go back and listen to ensure they are attended to. We will take time to listen to our people including those who have been continuously fed on deceit”, he added.

“The people have spoken otherwise in the case of Roan Constituency. This is what democracy is all about; the people have a right to make their choice and we respect that”, Mr. Mwila said.

Meanwhile Mr. Mwila said the PF is highly thrilled by its impressive performance in the 9 by elections that were conducted country-wide.

Out of the 9 by-elections conducted country-wide, Patriotic Front won 6, FDD won 1, NDC got 1, And UPND also only managed to salvage 1 which Mr. Mwila said shows that the PF development agenda spearheaded by President Edgar Lungu continues to blow an unstoppable wind of change across former opposition strongholds.

He said the PF popularity is still trending upwards across the nation

“We are deeply humbled by this development and we thank the people in areas that were previously considered UPND strongholds for accepting the PF Development agenda”, he said.

The Opposition National Democratic Congress grabbed the Roan Parliamentary Seat from the Patriotic Front beating them by 3, 132 votes.

Fresh from Celebrating the victory in the Kafue Council Chairperson by election, the PF through its Candidate Joel Chibuye only managed 5, 533 votes losing to NDC’s Joseph Chishala who polled 8, 665.

People’s Alliance for Change candidate Chama Mwansa only managed 210 votes in third position while UPPZ Candidate Morgan Banda came out fourth with 143 Votes.

A total of 14, 701 votes were cast with 150 ballots rejected.

Roan Constituency returning Officer Emmanuel Makulila declared Mr. Chishala the duly elected Member of Parliament in the early hours of today.

Meanwhile, the Patriotic Front Candidate Charles Chalwe scooped the Bahati Parliamentary by election also held yesterday.

Mr. Chibuye polled 11, 481 votes against his closest rival UPNDs Justine Bwalya who polled 2, 381 votes.

UPPZ Candidate Clement Mwila was third with 1, 337 votes followed by FDDs Emmanuel Chanshi with 205 votes while People’s Alliance for Change candidate Isaac Lukwesa was last with 176.

Kansanshi Dynamos have extended their lead in FAZ Division One Zone 2 to five points after Wednesday’s 1-0 win over Konkola Blades in Solwezi.

Striker Royd Aluphonso scored the goal in the 23rd minute as Kansanshi moved to 39 points after 16 matches played.

The Israel Mwanza coached side took advantage of Gomes’ 1-1 draw against Indeni at home in Ndola to open up a five point gap at the top of Zone 2.

Gomes remain second as the draw pushed them to 34 points.

Indeni are now third with 27 points from 16 matches played.

Konkola drops from third to fourth position after remaining stuck on 27 points with an inferior goal difference against Indeni.

Promoted side Chingola Leopards thumped Zone 2 old guards Ndola United 2-0.

Zesco Solwezi moved out of the bottom position after beating ZNS Luamfumu 1-0 in Mansa.

Pirates coach backs under-fire Justin Shonga

Misfiring Chipolopolo striker Justin Shonga has received backing from his Orlando Pirates coach Milutin Sredojevic.

Shonga, who has scored just two goals in 2019, has come under-fire from Pirates supporters; in-particular after his three glaring misses in Wednesday nights’ 2-0 home win over Black Leopards were he fired blanks in the full 90 minutes he played.

“Yes, misses have been there, but there are two roads – one, to put him in a hole and bury him, or to give him a hand,” Sredojevic said.

“Because I’m telling you now, if we are supposed to win anything, we need to appreciate the goals he has score in the past, the shape in which he is, and we need to stand with him.

“This is the difference between a supporter and a coach – supporters love players only if they are delivering, for us, they are our kids or players in good and bad. So, the power of coaching is exactly to extend a hand of support.

“It is very unfortunate that in several occasions he didn’t score, but I can assure you that all of us in the dressing room, including players and technical team, stand behind Shonga and each of our players, because for us they are the best in the world.”

Shonga has five league goals this season for the South African league leaders but last found the target on March 2 in a 1-0 away win over Golden Arrows.

His only other goal this year came on February 23 in a 4-1 home win over Amazulu.

The National Democratic Congress (NDC) candidate Joseph Chishala has scooped the Roan parliamentary seat.

Roan Constituency Returning Officer Emmanuel Makulila declared Mr Chishala as a duly elected Roan Member of Parliament after polling 8, 665 votes to beat Joel Chibuye of the ruling PF who polled 5, 533 votes.

And UPND leader Hakainde Hichilema has congratulated the Alliance partner NDC for scooping the Roan constituency by-election.

“Special congratulations to newly elected member of parliament, Engineer Chishala and my brother Dr Chishimba Kambwili for putting up a spirited fight. Together we shall make it,” Mr Hichilema said.

“Many thanks also go to our party members and supporters who joined us in supporting and voting for our colleague from NDC. We all know who is causing the country untold misery, let’s unite and democratically remove them from the driving seat,” he wrote on Facebook

“Mwabombeni abena Roan.”

Meanwhile the PF has retained the Bahati seat after beating the UPND.

The World Bank has invited Zambia to become one of the pilot locations for the human capital project, an initiative aimed at scaling-up access to quality education, health, and skills development.

And Finance Minister Margaret Mwanakatwe who is also Zambia’s delegation leader thanked the bank for expressing commitment to supporting the further development of hydro, solar and other sustainable energy sources.

Mrs. Mwanakatwe says Zambia is targeting energy export as an alternative revenue resource for the medium to long term apart from sales and enhancement of other revenue channels.

She said this during an information exchange meeting with World Bank Vice President for the African Region, Hafez Ghanem, at the ongoing Spring Meetings of the IMF and the World Bank in Washington, DC, United States of America.

Mrs. Mwanakatwe noted that the path is expected to help enhance foreign exchange inflows for the country.

She also reiterated the positive macroeconomic forecasts for Zambia including attainment of the set GDP growth and inflation targets of around 4 and 6 percent to 8 percent respectively.

And, Mr. Ghanem encouraged the Zambian government to accelerate the implementation of programmes under the Country Partnership Framework, stating that accelerated resource absorption capacity will be key to the attainment of set goals and targets under the country Partnership Framework.

He has also assured the Zambian delegation on World Banks support for women empowerment, agriculture diversification, the digital economy, water resource management, and sanitation programmes.

Meanwhile, Mrs. Mwanakatwe and National Planning Minister Alexander Chiteme also met the IMF Deputy Managing Director Tao Zhang.

This is according to a statement issued to ZNBC News by ministry of Finance spokesperson Chileshe Kandeta.

COMESA holds cross border facilitation meeting in Eastern Province

Zambia is hosting the Common Market for Eastern and Southern Africa (COMESA) member states in Chipata Eastern province for a sensitization meeting on small scale cross border and trade facilitation programmes.

The two day sensitization meeting which started today is part of the 68 million euro funded programme by the European Union under the 11th European Union Fund (EDF 11).

The meeting seeks to engage coordinating ministries focal point persons on the implementation of specific border interventions.

Speaking when he officially opened the meeting, Eastern Province Minister Makebi Zulu said he is pleased that Zambia is one of the beneficiaries of the programmes and has pledged the country’s commitment to ensuring policies are in tandem with neighbouring countries to ensure smooth trade among member countries.

The minister who commended the establishment of one stop border posts as one of the programme interventions said the move eases trade by lessening on corruption as well as time spent at the border.

Meanwhile, COMESA Director for Trade and Customs, Dr Francis Mangeni said the small scale cross border trade initiative addresses the needs of the most vulnerable traders who depend on cross border trade to earn a living.

Dr Mangeni said among the goals that the initiative seeks to achieve is to combat corruption as well as ensure there is decency in cross border trade.

“Women are mostly vulnerable despite making up seventy percent (70%) of small scale traders. It is for this reason that we want to ensure that everyone feels safe and is able to trade freely,” he noted.

He added that small scale trading is an important player on the market as it caters for forty percent (40%) of total trade.

International public accounting standards to help improve transparency

Zambia Institute of Chartered Accountants (ZICA) Chief Executive Officer (CEO) has said Zambia’s adoption of the International Public Sector Accounting Standards (IPSAS) will help to improve transparency and accountability in the use of public resources.

ZICA CEO Bonna Kashinga said the institution is highly expectant that the Ministry of Finance will implement IPSAS programme within the stipulated period of 2022.

Mr Kashinga noted that officials in the public sector should be aware of the IPSAS programme so that they note the challenges and report back to the team of experts working on it before its implementation.

He disclosed that the most accountants in the public sector are familiar with the international accounting standards and the workshop they are attending on IPSAS will equip them to have a better understanding.

Public Finance Management Consultant George Higgins said Tanzania and South Africa has already adopted the IPSAS programme and its working well.

Mr Higgins said some countries in Europe, South East Asia have also adopted it including Peru to improve their budgeting, the use of resources as intended, and developing a high quality sector financial reporting standards.

He disclosed that IPSAS adaptation will help stakeholders and citizens to know how their governments are spending the public resources, the debt the country has and which institutions are owed and how it can be paid.

Several accountants from government institutions, Local Authorities, quasi-government institutions, are attending the ZICA workshop in Siavonga at Fresh view hotel to equip themselves with the knowledge on IPSAS before its implementation in 2022.

ECZ explains the delays in Announcing Results for Winners in Bahati and Roan Constituency

The Electoral Commission of Zambia has said that the delay in the announcement of election results winners for the Roan and Bahati constituencies is due to the fact that several polling stations have not yet delivered the results to the Totalling Centre for Collation and final announcement.

According to the statement made available to the media, ECZ said that the announcement of election results requires that all polling Stations in a given election deliver results of each polling station at the Totaling Centre.

In the case of Roan Constituency, movement of Presiding Officers to the Totalling Centre was restricted due to unruly cadres who have resorted to violently attacking Commission vehicles.

The Commission said that the attacks have now forced the Commission to delivers results to the Totalling Centre with the assistance of Police escorts. The pace at which delivery of results to the Totalling Centre was taking place was delaying the process.

The Commision further explained that, the terrain in some areas of Roan Constituency was difficult to traverse due to the heavy downpour which occurred last night.

In the case of Bahati Constituency, the heavy downpour which occurred last night had caused flooding which is slowing down the pace at which vehicles can move to bring Presiding Officers to the Totalling Centre.

Unofficial and unreliable reports online from political parties facebook pages seem to indicate that PF has retained the Bahati seat but lost the Roan seat.

Voting in the Luanshya April 11th Roan parliamentary by-election has closed at 18:00 hours with the counting of ballot getting underway soon after that.

Luanshya District Electoral officer Timothy Mambalakata said all the 43 polling stations had opened at 06:00 hours and closed at exactly 18:00 hours.

He stated that the counting of the ballot papers would be done at Roan Antelope Secondary school which is the rotating center for the constituency.

Mr. Mambalakata who is also Luanshya Municipal Council Town Clerk was impressed with the turnout of voters in the by-election which he described as fair.

He further noted that he was impressed with the peaceful atmosphere that characterized the voting exercise.

He said the voter turnout which started on a low pace in the morning gained momentum by midday with a good number of voters having cast their votes.

He said no incidences of violence where recorded in all the 14 wards and 43 polling stations of Luanshya constituency.

He indicated that although the constituency experienced some rainfall in the slightly before the closing of the polling stations, a good number of voters had already exercised their rights.

Four candidates from four political parties are contesting the Roan parliamentary seat.

The four are Joel Chibuye of the Patriotic Front, Joseph Chishala PF the Nationa Democratic Congress NDC, Morgan Banda of the United Prosperous and Peaceful Zambia UPPZ and Chama Mwansa of the People’s alliance for Change PAC.

The seat fell vacant after the speaker of the National Assembly Patrick Matibini nullified the seat following a point of order raised over Chishimba Kambwili continued attendance to parliament after his expulsion from the Patriotic Front.

The Zambia High Commission in Pretoria says it is investigating a matter in which a Zambian Pastor living in South Africa had his Church building vandalised.

Pastor Shadreck Pandala of Abundant life in Burgerfort, Limpopo had his Church building pulled down by a group of local people.

According to the information made available to the Zambian High Commission in Pretoria, the Church building had its window, door frames, roofing sheets and the P.A system completely removed.

Pastor Pandala, through his Church was in the process of buying the building which was offered to him by a named mining company.

The Mission was informed that Pastor Pandala together with his family were not harmed and the matter has been reported to the South African Police.

And Zambia’s High Commissioner to South Africa Emmanuel Mwamba has expressed sadness with the development.

He said the mission will however investigate the incidence to establish details leading to this attack.

He said he was however happy that Pastor Pandala and his family were safe and still living in the same community.

Recently the government of the Republic of South Africa formed a task-force to handle suspected xenophobic attacks on foreign nationals.

Mr Mwamba has since called on Zambians living in South Africa to immediately report any attacks to the High Commission and the South African Police.

This is according to a press statement made available to ZANIS by Zambia High Commissioner in South Africa, First Secretary for Press and Public Relations Naomi Nyawali in Lusaka today.

Bahati Parliamentary by-election peaceful, but incident of violence reported in Luanshya by opposition

The Electoral Commission of Zambia (ECZ) and several civil society organisations monitoring the Bahati Parliamentary by-election have described the voter turnout out as fair.

Mansa District Electoral Officer Sombo Kaela said that despite the heavy rains experienced this morning, the turnout has been fair.

Mrs Kaela has told ZNBC’s Paul Shalala that almost all Polling Stations opened at exactly 06:00 hrs although a few delayed due to the rains.

She has revealed that some Polling Stations which opened after 06:00 hours will have extended time for them to compensate on the lost time.
Mrs Kaela says voting went on peacefully across Bahati Constituency.

And Governance, Elections, Advocacy, Research Services -GEARS- Initiative Luapula Province Anchor-person Jerson Senkwe said the turnout at Polling Stations was affected by the rains.

Mr Senkwe said his organisation has seen impressive queues outside Polling Stations across Bahati Constituency.

But the Foundation for Democratic Process -FODEP says it has observed a low voter turnout out.

FODEP Luapula Province Chairperson Ethel Mwanza said very few people have showed up at Polling Stations due to heavy rains experienced this morning.

The rains which started at around 03:00 hours this morning, led to few voters showing up at Polling Stations at 06:00 hours when voting started.

At Council Guest House which is the largest Polling Station in the whole Constituency, only eight voters were outside when the Presiding Officer Sharon Chama declared the station open.

But the number of voters started increasing after 07:00 hours when the rains reduced, and people queued at all the three streams.

And at Kaole Primary School Polling Station, 26 voters were on the queues when the Presiding Officer Vincent Mushota opened the Polling Station at 06:00hrs.

All the three streams at the Polling Station had people queuing and the first voter cast his ballot at 06:05hrs.

Five candidates from the ruling Patriotic Front, opposition UPND, PAC, UPPZ and FDD are vying for the Bahati Parliamentary seat.

The Constituency has 43 thousand registered voters spread across 55 Polling Stations.

Voting is expected to end at 18:00 hours.

And in Roan constituency in Luanshya, despite the peaceful campaigns held ahead of the by-election, the area today recorded violence where suspected Patriotic Front cadres attacked members of the opposition National Democratic Congress who were alleged to have been carrying offensive weapons in their vehicle.

According to a statement released to the media by NDC Deputy spokesperson Saboi Imboela, PF brought in cadres from intercity with Bowman Lusambo commandeering them through the night and this morning violently beat NDC cadres and that residents on numerous occasions saw Hon. Lusambo distributing money on voting day and intimidating residents.

The statement further said that damage had been done to several NDC members and vehicles that were accredited as monitors and polling agents, respectively.

The statement went on further to say that NDC members also identified Lands Minister Jean Kapata as having led a team to an NDC member’s house were NDC officials: constituency secretary: Misheck Kanyanta, constituency chairlady: Bertha Mutale. and the driver Joseph Chileshe were camped.

“The PF cadres climbed the fence, destroyed the gate and broke the door to the house. They were camped at the house awaiting for break of dawn to start assisting the polling monitors and agents. The officials are currently detained at Mpatamato police station “, the stateme concluded.

However, PF issued a statement later advising the public and all its members across the country to avoid taking the law into their own hands but report any suspected criminality to the police.

“The Patriotic Front (PF) has learnt of an incident where an NDC vehicle carrying suspected criminals and machetes in Luanshya were allegedly attacked by suspected PF cadres. We continue to call on all members of the public including Party members across the Country to avoid taking the law in their own hands but report any suspected criminality such as the carrying of offensive weapons to the Zambia Police,” stated PF media director Sunday Chanda.

“PF is, however, not shocked that NDC has resorted to employing criminality as this was confirmed by Mr. Chishimba Kambwili who warned his imaginary vote riggers that they would get killed in the polling stations. While we understand Mr. Kambwili’s desperation, we refuse to believe that NDC must hire criminals and carry machetes in what has generally been a peaceful campaign in Roan Constituency. PF continues calling for peace and non-violence as people go to vote today, 11th April 2019.”
