Health Minister Chitalu Chilufya has stated that Universal Health coverage (UHC) is a global health policy agenda that has been adopted as one of the health targets of the Sustainable Development Goals (SDGs).
Dr. Chilufya notes that the SDG number 3 aims at ensuring health lives and promotion of the wellbeing for all.
The Minister added that the country’s transformative agenda for inclusive economic growth is premised on successfully enhancing human development to which the health sector contributes through the provision of quality essential health- care services for the entire population.
Meanwhile, Dr. Chilufya stated that Zambia recognizes that the path to move towards achieving Universal Health Coverage is a smart investment for any country.
He reiterated that a predictable and sustainable health care financing mechanism is therefore pivotal to the health system reform if Universal Health Coverage has to be attained.
The Minister said to this effect, Zambia has identified the National Health Insurance (NHI) scheme as one of the health financing strategies which will assist in ensuring a sustainable, predictable, and dedicated financing for the health sector and at the same time provide financial risk protection for the country.
And Dr. Chilufya stated that his Ministry’s transformational agenda is meant to change the landscape of how the Ministry conducts its business.
He said the intent has been the attainment of equity of access to cost effective quality health services as close to the family as possible.
Dr. Chilufya added that the Ministry has gone further to state that the vision must be delivered to all corners of the country hence the commitment to provision of universal health coverage.
The Minister said this in a statement released in the Zambia National Public Health Institute (ZNPHI) Health Press Journal issued on April 30, 2018.
NDC Secretary General Mwenya Musenge and NDC Political Consultant Chishimba KambwiliThe State has commenced contempt of court proceedings against Roan Member of Parliament Chishimba Kambwili for allegedly interfering with evidence in the matter in which he is facing three counts of forgery,uttering false documents and presenting false documents to a public officer.
When the matter came up for commence of trial before Lusaka Magistrate David Simusamba, the state made an application to have Mr Kambwili cited for contempt of court under section 116 of the penal code.
And Mr. Kambwili through his lawyer Keith Mweemba argued that the subordinate court does not have procedures where the court can be invited to cite someone for contempt.
He submitted that this is because the state already made a blank statement in its application to institute contempt proceedings under section 116 of the penal code.
But Magistrate Simusamba advised the state, that such proceedings should fall under section 90 and not 166 of the penal code.
In his ruling, Magistrate Simusaamba said he saw it fit for contempt proceedings to be instituted under another magistrate to save time for substantive issues in the matter.
The matter comes up on 3rd and 4th May 2018 for trial.
Meanwhile, the matter in which New Labour party President Fresher Siwale is charged with defamation of the President, contrary to section 69 Cap 87 of the laws of Zambia has been adjourned due to the non availability of the docket.
Particulars of the offence are that Mr. Siwale on 22nd April,2018 in Lusaka district of the Republic of Zambia ,with intent to bring the name of the President into ridicule did publish defamatory matter by word of mouth to which he said that the President is not the actual Edgar Chagwa Lungu, but Jonathan Mutawale.
Mr. Siwale is believed to have called for the arrest of the president for allegedly having three National Registration Cards, further calling the President an identity thief.
When Mr Siwale appeared before Magistrate Alice Walusiku, the state indicated that they were not in possession of his docket.
The matter has since been adjourned to 3rd May, 2018 for possible plea.
Exams
The Secondary School Teachers Union of Zambia (SESTUZ) in Luapula says the move by the Examination Council of Zambia (ECZ) to be conducting separate Examinations for internal and external candidates has proved to be effective.
Luapula Province SESTUZ General Secretary Change Mwita points out that ECZ has since started releasing results faster which is a positive development for both internal and external candidates.
He explained that previously when all candidates were sitting for the same examinations in October it used to be difficult for makers to complete marking a situation he said delayed the release of results.
Speaking in an interview with ZANIS in Mansa today, Mr. Mwita cited GCE candidates who are now able to apply for college places in the same year in which they had written their examinations.
He pointed out that progressive policies of such a nature are what will make the education sector to continue improving.
Works and Supply Minister Felix Mutati with Ministry Officials on the Street
Business in Kasama town yesterday came to standstill when Minister of Works and Supply Felix Mutati led a team of officers from the Control of Government Transport Unit (CGTU) and impounded over 20 vehicles.
The operation that caught most government drivers by surprise was mounted at Shoprite area after the Labour Day celebrations.
Speaking to journalists after the operation, Mr. Mutati said he was dismayed at the rampant abuse of government vehicles by some institutions.
He said during the one hour operation, the team impounded over 20 vehicles from various institutions in the province because the drivers lacked proper documentation.
The minister said in some cases the drivers had no competence whist other government vehicles were driven by unauthorized individuals.
Mr. Mutati said the situation was saddening because the government was losing a lot of money due to the widespread abuse of government transport by workers.
He added that the abuse of government vehicles across the country is worrying, saying that the level of adherence to laid down procedures and regulations among government officers is very low.
Mr. Mutati said there is need to change the mindset on the usage of government property, saying that his ministry will intensify the battle against such abuses as it was a cost on the treasury and the common tax payer.
He said the government had a lot of projects and programmes that needed to be implemented but were being delayed due to a constrained resource envelop.
Mr. Mutati further warned that his ministry will ensure strict adherence to rules and regulations, saying those found wanting will face the wrath of the law.
And some residents spoken to commended the government for the operation.
Joseph Mwenya, a Kasama resident who witnessed the operation expressed happiness at the conduct of the CGTU officers, saying it was time to curb the levels of indiscipline by public officers who are in the habit of abusing government vehicles.
Police in Kalabo in Western Province has arrested a 36 years old woman for allegedly murdering her husband after a marital dispute.
The deceased has been identified as Kakoma Mutangala aged 39 of Nambo Village, Chief Namika in Kalabo District.
The suspect Nyambe Sitebe of Namutondo village in Chief Libumbu of Mongu District is alleged to have stabbed her husband in the stomach using a knife and he sustained a deep cut.
The incident happened yesterday on 1st May, 2018 around 19 hours in Katongo area in Mongu district.
The body is lying in Lewanika General Hospital Mortuary awaiting postmortem while the suspect is detained in police custody.
Police Spokesperson Esther Katongo confirmed development in a statement issued to ZANIS in Lusaka today.
In another development, Ms Katongo said a 56 years old male pedestrian identified as Enock Simapango of Nyereti village in Chief Kalunkumya in Mpongwe district died on the spot after he was hit by a motor vehicle, Fuso Truck registration number ACR 1342 driven by Lewis Chanda aged 25 of Mpongwe.
The accident happened yesterday on May 1st, 2018 around 04:30hrs along Luanshya-Mpongwe road adding that the body for the deceased is lying in Mpongwe Hospital mortuary.
And a juvenile aged 12 died on the spot after she was hit by a Toyota Mark II, registration number ALR 8834 which was being driven by George Kalumba aged 25 of Winela area in Mongu District.
Ms Katongo said the accident happened yesterday at about 16: 00hrs along Lusaka- Mongu road when the victim was crossing the road adding that the body is in Kaoma District Hospital mortuary.
The United Party for National Development (UPND) has said that party will not be distracted by a few individuals from within and outside the party that are against the adoption of Charmaine Musonda as the party’s candidate in the upcoming by elections for the Chilanga seat slated for June 5th 2018.
Confirming the development to ZNBC News in a telephone interview today, UPND Secretary General Stephen Katuka said Ms. Musonda beat other 10 candidates who expressed interest in the seat, adding that UPND top leadership has not imposed the candidate on the people of Chilanga but that they chose her for themselves. Mr Katuka said that Ms Musonda is a popular candidate and that the party will support her candidature.
Mr. Katuka further said that in a democratic dispensation, not everyone can be happy with any given decision hence people have the right to complain as long as it does not bring conflicts within the party.
The decision to adopt her has displeased a number of UPND members with some taking to Facebook to question the party leadership over the decision.
Some believe that the adoption of a person who just came back from prison and was known to be sleeping with Mr Mukata, a married man has effectively handed the seat to the PF.Some have even vowed to go ahead and vote for the PF as a protest over the adoption of Mrs Musonda.
Others believe that the adoption was a miscalculation on the part of the National Management Committee saying the party could have settled for other members who had shown interest in contesting the seat.
Central Province Minister, Sydney Mushanga says a leading hotel and beach resort in the Indian tourism capital Goa State is expected to invest in the country.
Mr. Mushanga said having the leading hotel investor in Zambia will boost tourism and trade because he receives over 50 chartered flights from other parts of the world that go to the hotel.
He stated that such flights that are full of tourists can make a difference in Zambia.
Mr. Mushanga said Central Province is in need of quality hotel facilities in order to start hosting international conferences.
The Minister said the Provincial Administration has secured vast land for investment in mining, tourism, construction, education, agriculture, health and Information and Communications Technology.
And Mr. Mushanga said he is also looking forward to hosting several Indian business people during the Central Province Investment Expo that will be held from October 16 to 20, 2018.
He noted that Central Province in particular, is attractive for any investment because it is centrally located especially lying between Zambia’s Administration capital, Lusaka Province and the commercial hub, Copperbelt Province.
Mr. Mushanga said the recent state visit by the President of India, Shri Ram Nath Kovind, which was the first time in three decades, has opened doors to get maximum benefits from the sub continent’s economic giant.
And Joecons Resorts Chairman, Miguel Rodriguez said he will travel to Zambia soon to select the best site for investment.
And Zambia’s High Commissioner to India, Judith Kapijimpanga has assured Mr. Rodriguez that Zambia is the safest place where his investment will be secured.

The Competition and Consumer Protection Commission (CCPC) says it has received complaints regarding the increase in the price of bottled water following the suspension of the manufacturing, packaging, supply and retail of the commodity by Zambia Metrological Agency.
The suspension were on quantities which include 18.9L, 20L and 21.8L of bottled potable water.
CCPC Public Relations Officer, Namukolo Kasumpa said CCPC has launched investigations into the matter following the complaints the Commission received from the public.
Ms. Kasumpa said all the manufacturers and traders that will be found to have increased the prices of water without reasonable justification of corresponding increases in the sourcing costs will be taken to task.
She said the commission has repeatedly warned businesses to desist from engaging themselves in conducts that are unfair and anti-competitive.
Ms Kasumpa said the commission will not sit idle and watch consumers being exploited in the wake of the suspension and has since requested members of the public with supporting evidence to report unjustified price increases in bottled water that has occurred in the last two weeks.
President Edgar Lungu is welcomed by Minister of Labour ,Joyce Nonde Simukoko during labour day celebrations
The Zambia Congress of Trade Unions (ZCTU) has called for an immediate end to the debate on the nationality of President Edgar Lungu charging that the debate is unproductive.
Speaking during the Labour Day Celebrations in Chinsali District yesterday, held at the presidents’ park, ZCTU Secretary General Cosmas Mukuka said the debate on the nationality of President Lungu should come to an end because it is unproductive and a waste of time and resources.
Mr Mukuka wondered why the issue of President Lungu nationality should become a matter of concern to the opposition political parties now when President Lungu has been in Government for a long time.
The ZCTU official said the debate is now becoming a source of income for some people at the expense of development.
He charged that the opposition risks becoming irrelevant to the Zambian people if it engages in petty and unproductive issues such as the current one on the nationality of President Lungu.
Mr Mukuka said the opposition is there to provide checks and balances on issues affecting the citizens and not on issues such as the nationality of a sitting President.
He has also advised Government to stop commenting on the issue of President Lungu nationality saying workers and Zambians in general have serious issues that need to be addressed adding that energies and resources being channelled towards the debate on President Lungu’s nationality should be directed to other productive matters that will contribute to the development of the country.
Mr Mukuka said politics of hate and selfishness will not take the country anywhere saying the opposition and the ruling party should also promote the spirit of dialogue.
He said dialogue and mutual understanding should be promoted among stakeholders of common interest for the betterment of society.
And Mr Mukuka has expressed great concern over the ever increasing bill for civil servants in Muchinga Province in terms of unpaid settling in allowances, Loading and offloading, subsistence allowances many others.
Mr Mukuka said Government should quickly pay the officers who have not been paid their settling in allowances.

Angolan President Joao Lourenco has arrived in the country for a two day state visit at the invitation of President Edgar Lungu.
The plane carrying President Lourenco touched down at Kenneth Kaunda International Airport (KKIA) at about 09:40 hrs.
ZANIS reports that the Angolan Leader was received by President Lungu, Cabinet Ministers, Service Chiefs, senior government and party officials, diplomats and Angolan officials and residents in Zambia.
President Lourenco was accorded a 21 gun salute and a guard of honour mounted by the Zambia Army.
The two Heads of State took time to watch Angolan traditional dancers displaying their talent and waved in solidarity to Angolan residents that thronged the KKIA to receive their President.
President Lourenco is accompanied by First Lady Dr. Ana Afonso Dias Lourenco, Cabinet Ministers and Angolan government officials.
The Angolan Head of State will later hold bilateral talks with his host counterpart President Lungu to reinvigorate existing ties between the two countries that date back to the liberation era as well explore the areas of mutual cooperation such as peace and security.
After the bilateral talks, the two leaders will witness the signing of bilateral agreements to strengthen trade and development cooperation in various sectors of the economy.
President Lourenco will also lay wreaths on the mausoleums of Zambia’s late Presidents at the Embassy Park, the Presidential Burial Site and later pay a courtesy call on Dr. Kenneth Kaunda.
The Angolan Leader will also grace the Angola-Zambia Business Forum and later attend a state banquet to be hosted in his honour by his counterpart President Lungu.
President Lourenco will tomorrow tour the Steel manufacturing Plant in Kafue before returning to his home country later in the day.

UPND National Chairperson Mutale Nalumango has made a passionate appeal to members of the opposition party to support its adopted candidate for the Chilanga by election Charmaine Mehl Musonda, the woman who was recently acquitted of jointly killing a security guard with lover Keith Mukata.
The UPND on Monday unveiled Mrs. Musonda as its candidate for the Chilanga seat which fell vacant after the nullification of the seat by Speaker of the National Assembly Patrick Matibini following Mr Mukata’s conviction and sentencing for murder.
During the court hearing, Mrs. Musonda opted to remain silent and was later acquitted due to lack of evidence although witness testimony delivered in court say that she was present on the scene of the crime.
The decision to adopt her has however displeased a number of UPND members with some taking to Facebook to question the party leadership over the decision.

Mrs. Nalumango clarified that the party leadership at national level had nothing to do with the adoption process as it was left purely in the hands of the local structures in Chilanga.
The UPND National Chairperson has since urged the party members in Chilanga to come forward in party regalia on Thursday and support Mrs. Musonda as she files in her adoption papers on Thursday.
