Forum for Democracy and Development (FDD) Spokesperson Antonio Mwanza has said that he suspects that the Patriotic Front (PF) had a hand in the gutting of Lusaka City Market.

Mwanza who is also FDD Deputy Secretary General says the disclosure by Local Government and Housing Minister Vincent Mwale that 20 million United States dollars will be injected in modernizing the gutted Lusaka City Market is questionable because the same staggering amount is what Government is looking for to construction of a new State House.

Speaking when he featured on Pan African Radio’s Business in Parliament Programme this afternoon anchored by Isaac Nsoneka, Mwanza said there is no way government can have a plan on renovating Lusaka City Market before it was swept by fire.

The Drug Enforcement Commission has arrested a Lusaka based couple for trafficking in narcotic and psychotropic substances contrary to the laws of Zambia.

In a statement today, DEC Public Relations Officer Theresa Katongo said Marvin Fungai Kamambo, 31, of Lilayi area in Lusaka has been arrested and jointly charged with his wife Twambo Chona, 25, of the same abode for trafficking in cocaine, heroin and cannabis.

She said also seized from the couple is one unregistered Vox Wagon vehicle, two flat television sets, two upright double door fridges, one upright single door fridge and one deep freezer.

And Katongo said in a related development, the Commission has arrested Cleophas Mateo Nyirenda, 36, of Lukanga Township in Kabwe for trafficking in cocaine, heroin, ephedrine and cannabis and the suspect was apprehended from Lusaka’s Intercity Bus Terminus.

Meanwhile, Katongo stated that the Commission in other parts of the country has arrested over thirty (30) people for trafficking in cannabis.

She said those arrested include Gift Mandevu, 33, a businessman of Muchimata area in Kaoma District for trafficking in 18. 9kg of cannabis, Njamba Kalengo, 60, a small scale farmer of Lisole area in Kaoma District for trafficking in 15.6kg of cannabis and Joseph Kunda, 43, a small scale farmer of Mumba village in Chitambo District for trafficking in 14.2kg of cannabis.

Katongo noted that also arrested is Benson Nsofwa, 50, a small scale farmer of Boyson Mark Village in Chitambo District for trafficking in 11.8kg of cannabis and Rodrick Kapala, 45, a charcoal burner of M8 area in Kabompo District for trafficking in 8kg of cannabis and all suspects will appear in Court soon.

Zambia Direct Democracy Movement (ZDDM) vice president Charles Kafumbo has welcomed the Parliamentary Committee’s idea on setting up a Zambia Railway Board.

Speaking in a walk-in interview with Pan African Radio, Kafumbo said the railway system must now be prioritized and should now connect rail lines across the country for efficient transportation of people and goods.

Kafumbo said the railway system has been neglected in the past through inadequate funding in this transportation sector and has expressed optimism that funding will now be available to the sector.

Kafumbo added that once the idea is implemented and echoed the Vice-President’s sentiment that this will decongest the roads in ferrying people and goods as well as reducing road carnages.

Nations Education, Scientific and Cultural Organization (UNESCO) Zambia Team Leader Alice Saili has assured Zambian journalists of the United Nations (UN) support especially those reporting on developmental issues.

Speaking during the closing of a two-day media orientation meeting on the Eastern and Southern Africa (ESA) Commitments on Comprehensive Sexuality Education (CSE) at Lusaka’s Cresta Golf View Hotel yesterday, Ms. Saili said the UN considers media practitioners as critical partners in reporting positively on the Seventeen Sustainable Development Goals (SDGs).

“We assure Zambian journalists of the United Nations (UN) support especially those reporting on developmental issues” Saili said

And United Nations Development Programme (UNDP) Communications Officer Lavender Degre implored the media in Zambia to communicate as one on Sustainable Development Goals (SDGs) to ensure consistency of awareness rising across the country.

Ms. Degre also urged journalists to be eyes and ears of beneficiaries to the nation by consistently monitoring Government development plans.

Meanwhile, United Nations Information Centre (UNIC) Communications Officer Mark Maseko hailed Pan African Radio for setting a precedent by starting a Programme dubbed “KNOW THE SDGs” that raises awareness on Sustainable Development Goals.

Mr. Maseko urged other Radio Stations in Zambia to emulate Pan African Radio’s initiative of creating a slot that discusses UN developmental plans.

And Monitoring and Evaluation Specialist in the Office of the UN Resident Coordinator Vimbayi Mukoka during the plenary of mainstreaming the 2030 Agenda for Sustainable Development Goals said the SGDs Programme on African Radio is a great initiative that shall make a lot of impact.

Information Minister Kampamba Mulenga has refuted claims by United Party for National Development (UPND) Kafue Member of Parliament Mirriam Chonya suggesting that Government neglected the funeral of the thirteen people who died last week in the Munali Hills accident.

In an interview with Pan African Radio, Ms. Mulenga who is also Chief Government Spokesperson said Government offered support through its endeavors, adding that Government always want to ensure that the deceased persons are buried peacefully with the dignity they deserve.

Ms. Mulenga has since challenged the Kafue lawmaker to state if she ever visited any public office regarding the same accident in Southern Province.

Zambia stormed the final of the 2017 COSAFA Under-17 Cup after thumping Malawi 2-0 in Friday’s semifinal match at Stade St Francois Xavier.

Strikers Lameck Banda and Martin Njobvu scored first half goals to end Malawi’s unbeaten record at the youth championship in Madagascar.

This was the first time the Young Flames were conceding goals in Mauritius.

Njobvu opened the scoring after just four minutes before Banda doubled Zambia’s advantage three minutes later.

Mumamba Numba’s boys are now preparing to face either South Africa or Mauritius in Sunday’s final.

The Human Rights Commission (HRC ) wishes to appeal to Law Enforcement Officers not to abuse human rights of suspects during the declared threatened state of emergency period but adhere to the provisions of the Preservation of the Public Security Act and the regulations made thereunder.

The Commission calls upon Law Enforcement Officers to refrain from over-detention of suspects in their efforts to maintain law and order but ensure that detained suspects are taken to court within seven days as provided by the Statutory Preservation of Public Secury Act Regulations of 2017 , ( Statitutrolry Instrument No.55 of 2017).

Any detention of suspects without a court hearing beyond the prescribed period of seven days under the Preservation of Public Security Act Regulations, 2017 is illegal, an abuse of power and violation of human rights of the suspects.

The Commission appreciates the symbiotic relationship between maintaining public security, order and peace on one hand and the need to promote and protect human rights on the other hand.
There is need, therefore, for State Actors particularly the law Enforcement Officers to strike a balance between meeting the two obligations of maintaining public security and respecting human rights.

It is the primary responsibility and mandate of the Government to maintain public securuty, order and peace in order to promote an environment in which the majority of individuals will continue to enjoy their rights and freedoms. Therefore, the invocation of Article 31 by the Government to protect the rights of individuals and properties is within its constitutional and human rights obligations. However, the Commission wishes to advise that as measures are being taken to maintain public security, caution should be exercised by law enforcement officers to refrain from acts that may be perceived as state-sanctioned violation of human rights through abuse of the Preservation of Public Security powers.

The Commission will closely monitor and report on the observance of the effect of invoking Article 31 of the Constitution on human rights and freedoms during the period the proclamation will remain in force. The Commission wishes to put it on record that so far there is growing apprehension that the invocation of Article 31 of the Constitution has potential to result into violation of human rights. This is because even without additional powers, some law enforcement officers were already exceeding their legal limits when dealing with suspects. Of particular concern is the use of torture to extract evidence from suspects, arbitrary arrests, overdetention and malicious prosecution of suspects.

The Commission is appealing to the Government to widely circulate the regulations relating to the implementation of the invocation of Article 31 of the Constitution of Zambia [Amendment] Act.No. 2 of 2016 to enable the members of the public and the law enforcement officers to operate within the provisions of the law.

Zambia’s hidden debt crisis: the real debt is $30 Billion!

On 21st June 2017, Finance Minister Felix Mutati gave a ministerial statement in Parliament in which he said that Zambia’s foreign debt stock stood at $17.2 billion.

After much debate and discussion, he clarified later on that he had misspoken and that the correct figure was actually $7.2 billion.

This figure was challenged, most notably by Mr Trevor Simumba, a Zambian financial analyst.

Considering that there is much confusion among Zambians on what the correct debt position is, we did our own research and concluded that the figure of $7.2 billion Mr Mutati gave is simply not true.

Based on evidence gathered from a variety of sources, we have found that the true figure appears to be at least 4 times larger than stated.

Our preliminary figures, based on information in the public domain, show that at a minimum, the true debt position is about $30 billion!!!

In 2011 when the Patriotic Front (PF) government took office, Zambia’s external debt stood at $3.5 billion (15% of GDP).

Using the government’s own figures, it has ballooned to $7.2 billion (34% of an estimated $21 billion GDP) in 2017 and the year is not yet over. But the World Bank as of 2015 put the debt at $8.7 billion (by 2017 it is certainly around $10 billion).

Using our computed figure of $33 billion, it is 157% of GDP. 40% is the government’s own acceptable threshold.

The list below, which is certainly not exhaustive, does not count other loans for 2017 still in negotiations such as the Lusaka-Ndola dual carriageway which will cost not less than $500 million and it does not factor in local debt ($4 billion) or arrears owed to contractors ($1.7 billion).

We have also not factored in an estimate of unknown loans. We estimate that the grand total of all debts is anything from $35 billion to $40 billion.

To make our research more complete, we have also taken into account debt servicing.

Below the list of loans is the list of debt servicing per year from 2011 to 2015 based on data from the World Bank.

We have added our own estimate for debt servicing for 2016 and 2017. Also of note is the fact that the government has this year requested for an additional $8 billion from China to fund infrastructure development!

This shall make the debt position far worse than anything imaginable for Zambia.

What is clear from all the information available is that Zambia is sitting on a massive debt time bomb that shall explode in a very big way within the next 5 to 10 years.

Based on projections of current economic growth rates, Zambia will not manage to pay off those debts in a sustainable way.

A sovereign debt default and significant credit rating downgrade is a very real possibility.

We do not claim perfection in our research and there is a chance that there could be gaps in our information.

We, therefore, call upon Mr Mutati to issue another ministerial statement and shed light on this matter with the true debt position because it appears the Zambian government is being economical with the truth.

Zambians need to know the real debt position so that they can anticipate what is coming ahead of us economically.

The IMF is already in negotiations with the government for a $1.6 billion bailout and they also need to know the truth, the whole truth and nothing but the truth to determine how much they can lend because they need to know our capacity to repay.

The state cannot be represented by very corrupt, bribable, power and money hungry politicians who if paid handsomely enough can even insult themselves publicly and be expected to yield plausible results. Entrusting individuals like home affairs Minister Steven Kampyongo, Defence Minister Davies Chama, Justice Minister Given Lubinda, Finance minister Felix Mutati, Agriculture minister Dora Siliya with instruments of power is tantamount to acquiring an express ticket to an economic sabotage. These people are given to parading with political statements on the media which make them seem like they are working in the best interest of the people of Zambia but when in the actual sense they are only concerned with the acquisition of taxpayers wealth. It seems like their foresight and interpretation of the practical translation of the national decisions they make is humongously derailed due to their putrid blatant characters of thinking about their bellies before they can consider the people they serve. Maybe we take a look at the few incidences where we have been lucky to have actually been availed with information concerning their fraudulent activities.

During the MMD era Hon. Felix Mutati who is the current Minister of Finance, at the time he was Commerce Minister illegally facilitated the establishment of Pepsi Company in Zambia without following the right procedures. Hon. Mutati personally was paid by Pepsi in order to be given the tax rebate for 5 years, and other conditions that disadvantaged other companies and indeed local companies in Zambia.

During his time as commerce Minister he travelled to India and met high ranking Pepsi officials and assured them that they can invest in Zambia, at the time Mutati received huge sums of money for his personal use to facilitate the establishment of Pepsi in Zambia. During the same period of the MMD under Former president Banda, Hon. Mutati again presided over a very corrupt transaction involving a local registered company called Sanitary World Limited under the auspices of Citizens Economic Empowerment Commission (CEEC) and Zambia Development Agency (ZDA).
It is on record that with the influence of Hon. Mutati CEEC funded a project which was to be undertaken by Sanitary world Limited to procure machinery that could produce diapers locally under the theme “Proudly Zambian”.However, Hon. Mutati connived with CEEC and ZDA officials to procure containers of already made diapers from [Nanjing Biaoyue International Trade Co. Limited of China and pocketed Thousands of dollars. As if that wasn’t enough Hon. Mutati went ahead and officiated the commissioning of the purported project by Sanitary World limited, which was held at Southern Sun Ridgeway Hotel.We challenge the Honourable Minister of Finance Felix Mutati to show the nation where they established a factory for Sanitary World Limited which was producing diapers. This is the kind of a person our country has trusted with the finances of our nation in the position of Minister of Finance.

THE MALAWIAN Joint Committee of Parliament took to probe the maizegate scandal which exposed Zambia Agriculture Minister Dora Siliya’s. The deatails are that she flouted the legal procedure by instructing her Permanent Secretary to issue a Maize export permit of 50,000 metric tons to an illegal Transglobe Export Produce Ltd.
The Committee discovered that Transglobe did not qualify to undertake such a transaction because it was not registered tax payer in Zambia. The committee also discovered that Transglobe fraudulently connived with Malawian Minister of Agriculture Dr George Chaponda to get it business to supply the maize.
Again, while Minister of Transport and Communications in the Rupiah Banda led regime, Dora Siliya again flouted tender procedures by signing an agreement with a Cayman Island registered company for the valuation of the assets of ZAMTEL.
The Attorney General had advised Dora not to sign before certain issues were addressed but she disregarded the advise and signed a US$2 million deal.
On February 25, 2009 a tribunal was put up against Siliya led by Supreme Court Judge Dennis Chirwa – she was found guilty as charged, and she was forced to resign as a minister after so much resistance.

Anyway I am surprised that some people are surprised that these people are capable of such indeferrence towards the people who gave them the powers they have.Notwithstanding, I have failed to see how the ministers failed to see that reducing the floor for the purchase of a 50 KG bag of maize from a last year campaign price of K85 to K60 is injurious to the peasant farmers agriculture business.

I thought since they have been singing about diversification into the agriculture sector they are supposed to be supporting farmers in every way that they can. Maybe they are suffering from amnesia, if I recal very well, firstly,in the last farming season farms were ravaged by army worms which made the cost of farming to go up because farmers had to replant most of the crops.

Secondly the cost of farming was high last year because the kwacha was trading at K14 per $1. If anything the price for selling a bag of mealie meal was supposed to go up. Thirdly the delivery of inputs by the outdated FISP was pathetic. Inputs were delivered very late and caused farming to be a disaster for some farmers. We are likely to see a situation where farmers are going to bail out in the next farming season, poverty is going to increase from 75% to elevated levels as farmers are going to be so financially squeezed that they will be failing to pay for their children’s school fees or buy daily necessities like cooking oil, sugar and salt. This is nothing short of killing farmers and their business actively. And they are risking the failure of the precarious improvement of the agriculture sector.

All in all, we understand that they are trying to impress the nation with figures like single digit inflation rate and the price of mealie meal but they shouldn’t forget that victory gotten at the expence of others is no victory at all. So I am appealing to Hon Felix Mutati, Dora Siliya and President Edgar Chagwa Lungu to take time to think about these decisions and how they are affecting us the poor Zambians. And also to remember that 2021 is not as far as others may think.

Police in Lusaka have arrested a 33 year old man identified as Peter Siwale, a clearing agent of Lusaka’s Mean Wood Phase 2 for allegedly shooting dead his wife identified Charity Namuko aged 30 together with another man identified as Andrew Chibesa aged 27, whom he suspected to have been having an affair with his wife.

This happened on Thursday, 27th July 2017 between 18:00 and 19:00 Hours in Mean wood.

Police Spokesperson Esther Katongo said brief facts of the matter are that the suspect trailed the victims who are both teachers at a named school in Kaunda Square to some place in Mean wood using a friend’s motor vehicle where he saw them in a romantic state.

“He then picked the two whom he took to his home where he is alleged to have shot both of them dead in the presence of his children. His wife sustained a wound on the right shoulder and right side of the chest while the other victim sustained a wound on the left side of the chest,” Mrs Katongo said.

The suspect later went to the neighbour with the children and requested that he be taken to the police.

A shotgun has since been recovered from the scene with three empty cartridges.

The suspect is detained in Police custody while the bodies of the deceased are in UTH mortuary awaiting post-mortem.

Dear editor,

I would like to commend the government, RDA and the Copperbelt Provincial leadership for the wonderful work done so far in the rehabilitation of roads on the Copperbelt. Fantastic works are currently underway to resurface all the township roads in Hillcrest residential area.

My concern, however, is with the large number of vehicles which are using these roads. A lot of trucks from the mines as well as the Congo are using the newly rehabilitated dual carriage way between Ndola and Kitwe without paying for its future maintenance in the form of road tolls. Previous plans by the National Road Fund Agency (NRFA) to put up a toll gate near Dag Hammarskjold have not materialized. This dual carriageway can generate sufficient resources for future maintenance and possible expansion without government intervention. I therefore edge our hard working authorities at NRFA to revisit the original idea of constructing a toll gate along the carriageway.

South African DJ Black Coffee is the first African host of Beats 1 Radio on Apple Music

DJ Black Coffee has made history again, this time being the first African host of Beats 1 Radio on Apple Music.

His first show is planned to broadcast on Friday, 28 July on Beats 1 at 9pm and repeat on Saturdays at 9pm.

The show will be called ‘Black Coffee on Beats 1’. He will be co-hosting with DJ and record label owner Mario Cee

The first show will host an artist from his own label, Soulistic Music. House producer and DJ, Nicodimas Sekheta Mogashoa, better known as Da Capo will feature as the first guest mix.

Black Coffee (born Nkosinathi Maphumulo on 11 March 1976) is a South African multi-award winning record producer and DJ. He began his career around 1995 and has released five albums and a live DVD under his Johannesberg-based record label, Soulistic Music. He is arguably the most prominent electronic music producer in Africa.Black Coffee had his big break shortly after being chosen as a participant in the 2004 Red Bull Music Academy held in Cape Town. In September 2015, he won the “Breakthrough DJ Of The Year” award at the DJ Awards in Ibiza,a few weeks after the release of his fifth studio album, Pieces Of Me.

In 2016, he performed at Coachella Valley Music and Arts Festival and Ultra Music Festival. Also in 2016, Black Coffee collected the award for the Best International Act: Africa at the BET Awards 2016, the first South African to do so.

ZRA to freeze all bank accounts without TPIN by end of 2017

The Zambia Revenue Authority has warned that it will freeze all bank accounts whose holders have not obtained their Tax Payer Identification Number (TPIN) by 31st December, 2017.

The TPIN is a pre-requisite to all procedures of tax registration under Domestic Taxes and Customs Divisions.

ZRA Corporate Affairs Manager Topsy Sikalinda said it is a requirement by law for every citizen with a bank account to have a TPIN which should be submitted to that same bank for inclusion to their details.

He said in an interview that those with TPIN will not be taxed from their bank accounts but that the PIN is only an identification initiative by ZRA for all tax compliant individuals.

Mr Sikalinda explained that all the money deposited into individual bank accounts is already taxed and therefore, the acquisition of a TPIN would not lead to double taxation.

 

Revisit Maize price-Kambwili

Roan Member of Parliament Chishimba Kambwili has appealed to Government to reconsider its decision on to drop the maize floor price from K85 to K60.

Mr Kambwili said in a statement that his humble appeal to the Patriotic Front government is that they should seriously consider increasing or reinstating the Maize floor price.

He warned that if this is not done, the poverty levels in the country will increase drastically.

Mr Kambwili said the recent announcement of the new maize floor price by Food Reserve Agency is a massive social economic blow and this could have extreme consequences in as far as the countries food basket is concerned.

“Firstly, it’s not a secret that the last farming season was catastrophic, in the sense that the poor farmers faced a number of problems during the course of the farming season,” Mr Kambwili said.

“To begin with the price of fertiliser was  expensive in comparison to previous years, fertiliser is a critical component with regards to maize farming and farmers cannot farm without it, making it a must have component, this means that farmers had to adjust to the increase in price to farm and harvest their crops successfully.”

Mr Kambwili said this alone is reason enough for FRA not to tamper with the maize floor price.

“As if the price of fertiliser was not enough, farmers were hit with another unfortunate occurrence where army worms invaded people’s crops and had a feast on what was supposed to be our feast as a nation. Army worms famously ravaged through the crops and this meant that farmers had to re-plant in some circumstances.”

He recounted that the maize had matured and grew to a reasonable size before the army worms left naked crops.

“The slow but steady response to the army worm epidemic did not help as it should have done in order to decrease the amount of cases. This served as a costly blow and farmers surely struggled to afford, the weather was somewhat kind (by God’s grace) so most farmers managed to replant and salvage something from the season,” he said.

“Moving on to the cost of production, transport, harvest, loading and storage was equally higher than the previous season because of the economic situation then.

The costs incurred where nothing short of enormous and the farmers certainly felt the pinch.”

The Roan MP said owing  to the circumstances surrounding last farming season, it would be prudent for the government to carefully consider the cost of production on the part of the farmers.

“The sad truth is a decrease of K25 is far too drastic for the farmers to make an income once they sell the maize, notwithstanding the fact that the maize market is not as phenomenal as it was in the past.”

He added, “On behalf of the voiceless farmers who do not have a platform to speak out, I would like to urge the government to increase the floor price to a number that takes into consideration the grave circumstances that surrounded last farming season.”

Mr Kambwili said this issue is pretty close to his heart because his constituency was faced with the brutal redundancies the miners of Luanshya went through as a result of plummeting copper prices.

“I was the governments torch bearer when this unfortunate situation arose on the Copperbelt, our able government at that point took the initiative to quickly empower the retrenched miners with agricultural land for them to farm and make ends meet, much of the farming season was disastrous for them as very few actually had the capital to farm and they relied on my National Assembly office as a means to farm.”

“I made 14 cooperatives through my constituency office and I continuously gave the farmers fertiliser and adequate equipment, through this smart initiative steadily we overcame the grave circumstances. So for them to be retrenched, then have their little means crushed as well, it is a painful thing to go through and it will be unreasonable to let that happen.”

He added, “Mind you, the economic outlook has marginally improved this year, compared to last year when the economic outlook was not as bright but the government still increased the floor price from K70 to K85. This raises the question as to why in a bad economic situation we were able to increase the price but in a steady and better economic situation we are unable to increase the price.”

“If this is to hold out, then the citizens are liable to think that we only increased the floor prices because of elections. I therefore kindly appeal to the PF government which is close to my heart to, seriously reconsider their decision to drop the maize floor price from K85 to K60.”
