Pentecostal Fellowship of Zambia (PFZ) and the Bishops Council of Zambia have condemned the UPND for disobeying police orders and allegedly stabbing a man to death and injuring several others, saying illegality should not be condoned in the country.

PFZ executive director Naison Nyonyo said the UPND leaders’ hunger for power is dangerous for the country’s democracy.

Bishop Nyonyo, who is also Church of God Cathedral of Miracles senior pastor, said elections were held last year when President Lungu emerged victorious and that all observers declared the polls as having been free and fair and must, therefore, be respected.

“What the UPND did was unnecessary and this led to loss of a life; they should have adhered to police instructions,” he said.

He said there is no need to have conflicts in the country because Zambia is a Christian nation and has laws that should be followed.

Bishops Council of Zambia spokesperson Fred Chongole said the UPND should have found another way of airing their grievances if they were not happy with the police decision not to allow them to hold a rally.

Mr Chongole said violence must not be used in exercising one’s rights.

“Violence, if not checked, can destroy the country’s peace and bring chaos; politicians must learn to dialogue,” he said.

And MMD national secretary Raphael Nakacinda has accused the UPND of being a party full of hatred and allegedly itching to spill blood.

Mr Nakacinda called on the Church to pray for the UPND because the traits they are exhibiting are dangerous for the country.

He said the MMD, being a party which declared Zambia a Christian nation, will not entertain such acts to continue in the country.

On Sunday, suspected UPND cadres stabbed a man to death and assaulted several others after a rally scheduled for Kanyama township flopped.

Vodafone Zambia is set to enhance the e-learning space for students in Zambia with the launch of the JUMP Academy, an internet-enabled application that offers unlimited access to a wide range of educational materials, tailored to the local curriculum and accessible through any device.

The launch event, which was held at the Zambia Centre for Accountancy Studies (ZCAS), was graced by Minister of Higher Education, Professor Nkandu Luo, along with prominent dignitaries from various institutions of higher learning.

Vodafone Zambia CEO, Lars Stork said the JUMP Academy will provide a series of lecture videos that cut across various subject-matters, featuring qualified lecturers from reputable institutions such as the University of Zambia, The Copperbelt University, The University of Lusaka, the Zambia Centre for Accountancy Studies, and guest lectures from Harvard University.

“We are excited to demonstrate Vodafone’s commitment to bridging the digital divide in education through the launch of the JUMP Academy. The primary aim of this initiative is to align education to current trends in the ICT space, thereby complementing government’s efforts to digitise learning. Through partnerships and the numerous educational resources on the platform, we hope to fast-track education into the digital age, thus facilitating the enhancement of systems such as health, governance and economic growth,” he said.

“I am proud to note that the Academy can be accessed for free. Furthermore, I am excited to state that a product as innovative as this was conceptualised and produced right here in Zambia by brilliant local talent. While other organisations import their products, and offload them on the market, we choose to innovate in Zambia and export to the rest of Africa. This is a standard for us,” he added.

Professor Luo expressed delight at the initiative and commended the 4G operator for taking a keen interest in the advancement and empowerment of young people through education.

“My ministry understands that with the introduction of ICT in education, a new world of possibilities is available to assist both lecturer and student maximise on the learning experience. E-learning has become increasingly popular across Africa. Our nation’s rise in internet users and the revolutionary changes that have happened in education have created a very fertile environment for e-learning to grow and we commend Vodafone Zambia for leading the charge,” said Prof. Luo.

“The use of technology to support education will not only enhance student’s access to quality tutorials and learning material, but will also help ensure they are digital savvy and computer literate – skills that have become increasingly vital when entering the national workforce,” she added.

The JUMP Academy is a major component of the company’s online portal dubbed JUMP, which is an educational and socially managed portal that serves to enhance e-learning for personal development and growth. In addition, the portal hosts a music platform with a wide catalogue of downloadable music produced by local budding musicians.

As part of the initial roll-out, the Academy will provide free introductory content in Mass Communication, Psychology, Information Technology (I.T.) and Law, with plans to add more courses.

ZNBC to be Regulated by Independent Broadcasting Authority

The Independent Broadcasting Authority (IBA) says it will soon start regulating Zambia National Broadcasting Corporation -ZNBC- as a public content provider. IBA acting Director General Eustace Nkandu also says, the regulatory framework will soon change and that the IBA will have power to regulate ZNBC.

Mr Nkandu was speaking during a workshop held at Mass media Complex in Lusaka today.

And ZNBC Director General Richard Mwanza has urged staff at ZNBC to produce content that will protect public interest. Mr. Mwanza said this in a speech read on his behalf by ZNBC Director of Programmes, Rose Chumpuka.

Meanwhile, Lusaka Province Minister, Japhen Mwakalombe says government has recognized ZNBC as a stakeholder in the promotion of democracy and development in the country.

Mr. Mwakalombe says the role of the public media cannot be overshadowed, because it provides information of public interest to millions of Zambians.

The Minister says his office will work closely with ZNBC in order to project government’s development agenda, and also promote a good image of Zambia.

Mr. Mwakalombe has also emphasized the need to raise awareness on government’s efforts in job creation among others.

He said this when ZNBC Director-General, Richard Mwanza called him at his office in Lusaka.

And Mr. Mwanza said ZNBC will continue to give government a platform on which to communicate its development programmes, through its various TV programmes.

Mr. Mwanza said programmes like TV 2’s My Community has allowed Councillors’ to interact with the communities they serve while Government Forum is a platform where Ministers inform the public on what is happening in various ministries.

He has since pledged ZNBC’s continued partnering with the Minister’s office in order to carry out its mandate as the leading information channel.

Government will this month host an infrastructure symposium aimed at finding solutions to the challenges affecting the sector.

Minister of Housing and Infrastructure Development Ronald Chitotela says the symposium will attract 400 stakeholders from the construction and finance sectors.

The Minister said the symposium will be held from April 19 to 21,2017.

He said this at a media briefing in Lusaka on Tuesday.

Mr. Chitotela says President Edgar Lungu’s administration seeks to partner with various stakeholders in raising the profile of the infrastructure sector in the country.

Mr. Chitotela said the upcoming symposium should provide government a platform to find solutions to the infrastructure crisis through interaction with various players in the sector.

Meanwhile Minister of National Development Planning Lucky Mulusa says there is need to adopt result oriented development activities for the benefit of citizens.

Mr. Mulusa was speaking when he officiated at the high level consultative workshop on ‘managing for development results’ organised by The Zambia Community of Practice-ZAM-CoP in Lusaka.

And African Development Bank Group-Zambia Resident Representative Damoni Kitabire said Africa is destined to become the next emerging global market.

Mr. Kitabire said the ADB group’s partnership with the government of Zambia will strengthen the impact of the Africa for Results Initiative.

Human Rights Commission calls on PF and UPND leadership to dialogue

The Human Rights Commission (HRC) has called for political dialogue between the PF and UPND leaderships to prevent continued violations of human rights and freedoms, including the loss of lives.

In a statement, Commission Chairperson Mudford Mwandenga says the Commission is concerned at the prevailing political animosity between the ruling Patriotic Front (PF) and the United Party for National Development (UPND) which has continued to negatively affect the enjoyment of fundamental human rights and freedoms.

Mr Mwandenga says it is the considered view of the Commission that the continued violations of individual rights such as the right to life, protection from cruel, inhuman or degrading treatment or punishment, arbitrary and over-detention of suspects, violations of the rights to freedom of association, assembly and expression, are symptoms of deep-rooted political grievances that need to be addressed through political dialogue.

He says the Commission is equally aware of the fact that human rights violations are among the root causes of insecurity and instability, with real potential to trigger conflict, as well as economic, political and social disorder.

He states that it is therefore strongly recommended that the PF and UPND leadership must open up dialogue and resolve the outstanding issues that may be contributing to a hostile political environment.

Mr Mwandenga says the continued political hostility is endangering the maintenance of peace, law and order as well as grossly undermining the promotion and protection of fundamental human rights and freedoms.

He says the situation calls for magnanimous, candid and selfless political decisions, efforts and commitment of high ranking political leaders to face each other around the table for the sake of peace and protection of the rights of individuals.

Mr Mwandenga says it would be a grave mistake to hope that the current political animosity and suppression of human rights and freedoms will be resolved through threats and counter threats or public condemnation statements without dialoguing and subordinating personal and partisan interests to national interests.

He adds that the frequency of losing lives through politically related circumstances is extremely saddening and the country must not accept such a situation as normal, and continue as business as usual without taking practical steps to redress such grave human rights violations.

Minister of Home Affairs Stephen Kampyongo has warned that the law will not spare any person linked to death of 20-year-old Stephen Kalipa who was stabbed by suspected UPND cadre in Lusaka’s Kanyama Township on Sunday.

Mr. Kampyongo says Government will not allow unruly political party cadres to take the law in to their hands.

The Home Affairs Minister was speaking when he visited the funeral house in Lusaka’s Kanyama Township this afternoon.

Meanwhile, Police in Lusaka have charged the 14 people apprehended over the weekend, in connection with fracas in Kanyama compound, after a failed UPND public rally.

Police Spokesperson, Esther Katongo has confirmed that the suspects have been charged with conduct likely to breach peace.

Ms Katongo has explained that the suspects, all of who have been detained, will appear in court soon.

She was speaking to ZNBC news in a telephone interview.

Top Zambian referee Jan Sikazwe has been appointed as one of the 22 centre referees for FIFA U-20 World Cup Korea Republic 2017.

According to the list appointees released by FIFA and obtained by Fazfootball.com, Sikazwe is one of three Confederation of African Football (CAF) referees that will be in South Korea while African will also have representation with six assistant referees.

Sikazwe is joined on the African panel by Egyptian Grisha Ghead and Cameroonian Alioum Alioum.

The Kapiri Mposhi based school teacher has been flying the Zambian flag high and handled the FIFA Club World Cup in December 2016 featuring Real Madrid and Kashima Antlers of Japan.

He also handled the final for the 2017 Africa Cup that was won by Cameroun in February.

Sikazwe is also on the shortlist for 2018 Russia World Cup and is hoping to be named as an African representative for the World Cup.

Zambia will be at the FIFA U-20 World Cup Korea Republic 2017 and will be in Group C alongside Portugal, Costa Rica and Iran.

ZRA exceeds the revenue collection target for the first quarter

The Zambia Revenue Authority (ZRA) has exceeded the revenue collection target for the first quarter by One Hundred and Forty Million Kwacha.

ZRA Commissioner General Kingsley Chanda says his team has managed to collect Eight Billion Three Hundred and Seventy-three Million Kwacha surpassing the target of Eight Billion Two Hundred and Thirty-three Million Kwacha.

Mr. Chanda has attributed the increase in revenue collections to measures put in this year’s budget, such as the collection of Value Added Tax – VAT- at source.

And Minister of Finance Felix Mutati says this is a demonstration that ZRA is responding to the government’s call to enhance domestic revenue collection.

The Minister has however urged the Authority to further increase its revenue collections for capital development and also to deal with arrears that are in excess of Ten Million Kwacha.

The two was speaking to journalists in Livingstone today during a media breakfast.

Mr. Mutati said the reduction of the fiscal deficit remains the main focus of his ministry, which he says will be done through enhanced revenue collection and fiscal consolidation.

And Mr. Chanda said Livingstone and Nakonde are the two problematic borders in terms of smuggling, which he attributes to the porosity of the two facilities.

The US has increased its budgetary allocation to Zambia’s health sector by $ 20 million

The United States government has increased its budgetary allocation to Zambia’s health sector by 20 Million U.S dollars this year.

The financial support has risen from 395 million dollars last year to 415 million dollars this year.

United States Ambassador to Zambia Eric Schultz says Zambia is the only country in the world which has seen a sharp increase in its budgetary allocation towards the fight against HIV and AIDS.

Ambassador Schultz says the American commitment towards the fight against HIV in Zambia since 2004 has now shot to Three billion dollars.

Speaking when he toured the Arthur Davison Children’s Hospital in Ndola this morning, the American envoy disclosed that the allocation to the Zambian health sector is expected to rise beyond 415 million dollars next year.

Ambassador Schultz added that the American government’s bilateral help to Zambia’s health sector is aimed at helping the country reach a level where 90 percent of its citizens know their HIV status.

He revealed that due to the American intervention in the fight against HIV and AIDS, over 700 thousand Zambians are now on anti-retro viral treatment.

And speaking when the American envoy called on him, Copperbelt Minister Bowman Lusambo said Zambians have benefited from the American investment in the health sector.

Mr Lusambo said the cooperation between Zambia and the USA has been strengthened in many areas.

The American envoy is in Ndola to tour various American funded development projects in the health and sports sectors.

Malawi Maizegate: AdMarc boss suspended

The Agricultural Development and Marketing Corporation (ADMARC) board, this week suspended the company’s chief executive officer Foster Mulumbe.

This follows recommendations the board received from two commissions. While one instituted by President Peter Mutharika, the other was by Parliament.

The firing of the CEO is to enable authorized to begin disciplinary proceedings against ADMARC’s senior management for his complicity in the Zambia maize saga.

Mr. Mulumbe was implicated in the maizegate scandal, that he may have indulged in corruption together with fired Agriculture, Irrigation and Water Development minister, George Chaponda.

Earlier this year, ADMARC board said Mulumbe will not be suspended from his duties as the government claimed to have information and weight of evidence that he had followed procedures with the Government of Zambia and its agencies in the controversial K26 billion procurement deal of maize now popularity known as ‘Maizegate’.

Confirming the suspension, ADMARC board chairperson James Masumbu said on Monday, the board resolved that Mulumbe should be suspended. He is awaiting an internal disciplinary hearing, instituted by board directors after an extraordinary meeting, which took place on Sunday in Blantyre.

According to Masumbu, Deputy Chief Executive of ADMARC, the board appointed Mrs. Magret Mauwa, to be the acting CEO for the State-run commodity trader.

The ADMARC board has also suspended Director of Operations (DO) Feckson Kantonga.

The report, issued by the commission of inquiry set by Mutharika, and headed by retired judge Supreme Court judge and former Chief Justice Anastasia Msosa, found ADMARC management at fault for not failing to follow government procurement procedures and also for allegedly entering into fraudulent contracts.

ADMARC reportedly bought maize at K26 billion from the Zambian company, and it is believed that Malawi could have saved about K9.5 billion if it had bought the grain directly from the Zambian government.

On the other hand, the joint parliamentary committee discovered that ADMARC’s contract with the Zambia Cooperative Federation (ZCF) was fraudulent because it was backdated to June 17, 2016, when it was signed after a month just to get approvals from Office of the Director of Public Procurement (ODPP).

Furthermore, the committee found that ADMARC’s alleged fraudulent activities, extended to the internal procurement committee, which recorded that the chairperson was present when in fact he was in Zambia at the time.

Former agriculture minister, Mr. Chaponda is also believed to have played a big role in the deal, but there have been no investigations after his suspension to determine his complicity in the grain deal.

Opposition UPND President Hakainde Hichilema has claimed that he is talking to US President Donald Trump.

Mr. Hichilema said that President Trump would soon deal with some African countries that he claimed were festering with dictatorship tendencies.

The UPND leader said that his party would take legal action if Zambia follows through its intention to withdraw from the International Criminal Court.

Mr. Hichilema said that his party would not allow President Edgar Lungu withdraw Zambia from the ICC.

He said that he had alerted the international community and they had guided him take legal action if such a move would be implemented.

“I would not want to disclose so much but just know that we are talking to President Trump. Once he has settled down, he will deal with all these African dictators who are abusing human rights,” Mr. Hichilema said.

Addressing a media briefing at his residence in Lusaka on Monday, Mr Hichilema observed that President Lungu’s administration was the worst the country had ever seen.

“My fellow citizens do not fear. PF under Lungu has performed the worst in this country, the worst ever leadership, the worst whether you like it or not; I love it because it is so factual you can’t speculate. I can just give you a few facts that the economy has shrank from 7.5 per cent to less than 3 per cent. It’s a fact that today that you are likely to die when you go to UTH than three years ago, it’s a fact, and electricity today is more expensive than ever before proportionately. We are worse than what we were two, three years ago,” HH said.

“We have been lumbered with the worst guy, he’s clueless, this guy is clueless, take it from me. He is a clueless hyena. Write properly, I am calling him a clueless hyena. We can only take ourselves out of this mess. If he didn’t interfere with our processes, by now you would have seen some changes.”

And Mr Hichilema has responded to Home Affairs Minister Stephen Kampyongo’s threats to arrest him for treason calling him weak and too small.

Mr Hichilema has since advised Mr. Kampyongo to look back at some powerful former Home Affairs Ministers and see that he is far from being a powerful Minister.

He also advised Mr. Kampyongo to go and change the constitution if he wishes to arrest any person for exercising their constitutional rights.

He has also bemoaned the lack of credible leaders in the PF Government causing the country to shrink economically and politically.

“Just look at the people that surround Lungu (President Edgar Lungu). They are all of low calibre,” he stated.

He said the PF and Lungu have got no idea how to turn around the mess they have created in the country because President Lungu is surrounded by people who forcefully put him their using violence and evil means.

“Look at His advisor is Kaizer Zulu, who needs no introduction when it comes to violence? Look at the guy in charge of Defence, Davis Chama, this is the person who shot someone in Mulobezi and he is rewarded with a position and he is now charge of an armoury. Kampyongo tried to kill us in Shiwangandu by stoning our helicopters on two occasions times and he has been rewarded with a position. If that kapoto (position) was taken from Kampyongo he will go to Katondo street today to change money because that is what he knows,” Mr Hichilema said.

He admitted that late President Michael Sata was a far better leader than President Lungu although he differed with him on a number of occasions.

“Admittedly, I had a rough time with the late Sata but today I now believe that he was a better leader than Lungu. It is sad that the Lord took him away and I wished God had allowed him to finish his 5-year-mandate than leaving it in the hands of a clueless hyena,” he charged.

NGOCC commends High Court Judge for acquitting a woman of murder

The Non -governmental Organizations’ Coordinating Council (NGOCC) has welcomed the High Court  ruling in which Judge Betty Mung’omba has acquitted Elizabeth Lungu of Mtendere Compound for alleged murder of  her husband Anthony Nkhoma.

 

NGOCC Board Chairperson Sara Longwe said the judgment resonates the organisation’s sentiments advanced in earlier statements that most of the women who kill their husbands do so in self defense.

Ms Longwe noted that in many instances where women kill their husbands, investigations have shown that such women would have been victims of domestic violence who act in self defense.

 

“We further note that in the past, courts have found women in similar circumstances guilty of murder without giving due recognition of the circumstances that would have led to the death,” Ms Longwe said

 

She, however, said she does mot condone any form of Gender Based Violence (GBV) whether perpetuated by women or men.

 

Ms Longwe called on the investigative wings to consider the extenuating factors in cases where women have been accused of murdering their spouses.

 

“We reiterate our calls for families to get involved in resolving family problems in marriages and relationships where there is a serious breakdown of spousal relations for us to arrest the rise in cases of women accused of murdering their partners and vice versa, “she said.

 

She thanked the judiciary for taking steps in appreciating the extenuating factors surrounding women who find themselves in cases of GBV.

 

“The rest remains for us as a society to engage couples into counseling and alternative dispute resolution so as to make marriage safe for all,” Ms Longwe noted.

CO-OPERATIVES across the country should apply for the delivery and installation of solar hammer mills in their respective areas to result in reduced prices of mealie-meal, Minister of Agriculture Dora Siliya has said.

Ms Siliya said in an interview Government had bought over 2,000 solar powered hammer mills under the Ministry of Commerce, Trade and Industry.

“About 300 have been delivered. It seems the process is demand-driven, so co-operatives should apply. Solar powered hammer mills are effective in off-grid areas [limited supply of power] and will result in reduced mealie-meal prices and other crops that require processing or polishing.

“As Government, we want to see farmers graduate to mechanisation. This is why we are undertaking various measures aimed at improving agriculture,” she said.

Ms Siliya said the recently launched tractor assembly plant in the Lusaka South Multi-Facility Economic Zone is part of moving towards agriculture mechanisation.

“We are also discussing with the Indian government with a view to establishing an agriculture equipment plant. We also have a programme with National Savings and Credit Bank and traditional leaders that is promoting agriculture mechanisation,” she said.
