President Hakainde Hichilema Urges BRICS Countries to Reform Global Capital Costs for Africa

21

President Hakainde Hichilema, in his role as Chairperson of the Common Market for Eastern and Southern Africa (COMESA), has called upon the BRICS countries to support the reform of the global order concerning the cost of capital for African nations. His appeal was made during the BRICS – Africa Outreach and BRICS Plus Dialogues held on the sidelines of the 15th BRICS Summit in Johannesburg, South Africa.

The BRICS group comprises five prominent emerging economies: Brazil, Russia, India, China, and South Africa, who have convened for discussions at the summit.

Under the theme “Partnership for Mutually Accelerated Growth, Sustainable Development, and Inclusive Multilateralism,” President Hichilema highlighted the pressing issue of Africa paying a disproportionately high cost of capital compared to other continents globally.

President Hichilema emphasized the importance of the BRICS platform in expediting reforms surrounding the cost of capital, with the ultimate goal of supporting Africa’s development. This disproportionately high cost, he stated, hinders Africa’s ability to create job opportunities and stimulate business growth, particularly among the continent’s burgeoning youth population.

Furthermore, President Hichilema urged the BRICS countries to facilitate access to technology for African nations. This access, he believes, would enable beneficial partnerships that drive economic growth on the continent and contribute to the global economy.

President Hichilema also commended the summit for offering African countries the opportunity to collaborate with BRICS nations in pursuit of development goals. He noted that the forum facilitates partnerships aimed at overcoming various challenges faced by African nations.

In his address, President Hichilema underscored the significance of BRICS as a community representing over 42% of the global population, 30% of the world’s territory, 23% of global GDP, and 18% of global trade. He expressed Zambia’s eagerness to strengthen partnerships that are mutually beneficial and to bolster economic ties with like-minded countries, based on resource complementarity.

The President advocated for a revitalized international order that is fair, inclusive, and rule-based. He emphasized the importance of addressing global opportunities and challenges in solidarity to achieve outcomes that benefit all.

Two years of UPND government: An overview

13

By Nkonkomalimba Kafunda

Today August 24 marks two years since the ascension to power of the United Party for National Development and it’s mercurial leader Hakainde Hichilema and presents an opportunity to give a general overview of how the party has fared thus far.

Riding on a wave of popular resentment, HH as he is known to both friend and foe, convincingly annihilated Edgar Lungu and his Patriotic Front at polls held on August 12, 2021.

Over the past two years the ‘New dawn’ as the administration christened itself has made strides to correct inherited ills as well as introduce innovations to improve Zambian lives.

After protracted negotiations the government managed to clinch a debt restructuring deal with official creditor committee co chaired by France and China. The government paid long suffering retirees their over due benefits, introduced free primary and secondary education and widened the social safety net. Additionally, the government recruited close to 50,000 workers in health, education and the military. Further, the government completed the 750 MW Kafue Gorge Lower power project using locally generated resources sparing the country from load shedding, a regional headache. Constituency Development Fund was increased from K1.6 million to K28.3 million.

Here, unfortunately, is where the positives end. Though the government secured a US$1.3 billion IMF package and several concessional loans from the World Bank, these, in right thinking society, should not be considered achievements.

While the President is being lavished with superlatives and the UPND leadership id giving itself a pat on its collective back, the average Zambian is grappling with the high cost of living amidst grueling poverty.

Pre election, HH campaigned on the popular anti PF resentment and made wildly unrealistic and unachievable promises. Mealie meal would go down to K50 from K120 it is now heading the K300 route, Fuel would hover around K12 it now oscillates around K24-K28. Fertilizer was to be around K250 but its over K1000 a bag. The exchange rate has remained volatile, appreciating by 4.8% in the second quarter before depreciating by 11% between June and August, according to Bank of Zambia Governor Denny Kalyalya. By its own volition, the UPND unwittingly created a crisis of expectation which is now replicating the popular resentment that was the PF’s waterloo.

In the all-important mining sector issues at Mopani and Konkola Copper Mines remain largely unresolved, despite several placating statements from minister 0f Mines Paul Kabuswe. He is rapidly losing both time and credibility. He is simply not believable. (Not to be confused with unbelievable, which would denote high competence levels)

Additionally, tax and other incentives gifted to the sector in the 2022 and 2023 budgets have not resulted in growth, if that were the intention. It is generally believed, but not said, that Canadian multinational mining giant FQM was being thanked for it’s clandestine role in the PF ouster. It is the proverbial elephant in the room. This week Both Finance Minister Situmbeko Musokotwane and Zambia Revenue Authority boss Dingani Banda confirmed drastically reduced production and tax collection levels in the sector. Socialist Party leader Dr. Fred M’mrmbe called the administration puppets controlled by transnational corporations who have no interest in the welfare of Zambians whose poverty levels are at an alarming 82%. Zambia is projected to produce 680,000 tonnes of copper in 2023, the lowest in 14 years.

In the agriculture sector, it is expected that the maize harvest will drop by about 25% from the 2021 harvest, the last one under PF’s watch, according to a crop marketing survey. This is due, in part, to a shambolic input support program. This threatens national food security as despite increasing the floor price to K280 per 50 kg bag from K180, the Food Reserve Agency has not reached it’s targeted 1 million tonnes of grain and has put out adverts frantically urging farmers to deliver to depots.

In it’s quest to remove PF connected businesses from the input business, the UPND dismantled a working supply chain without replacing it with a viable alternative causing shortfalls in all manner of inputs. Agriculture minister Motolo Phiri is at his wits end. He has been promoted to his level of incompetence. In management it is known as the Peter principle.

Supply chain disruptions do not end at agriculture. Medicines and medical supplies are in short supply in the health sector. Again a working supply chain was dismantled on political grounds without a viable alternative.

But perhaps the biggest spectacle is in the much touted fight against corruption. Numerous arrests of former government officials and PF members have been very publicly made but little else. Granted the rule of law has been upheld and all suspects have been granted bail or bond, a semblance of justice not revenge at play. Shamefully, the only high level conviction is that of a former Development Bank of Zambia CEO for DBZ paying children’s school fees he was not entitled.

It is clear, but not acknowledged, that the national Prosecution Authority has no capacity to prosecute the complex transactions they allege the suspects handled. This is the whale in the tub. In the meantime corruption remains endemic and obscenely rampant. The culture of ‘nchekelako’ is omni present and the highly publicized arrests are for the benefit of donors.

However, corruption is not the most pressing problem. Families are eating one or no meal a day. This has nothing to do with availability or accessibility but everything to do with affordability as the food is in the shops but beyond the pocket.

The fact that grain and mealie meal is being exported to deep pocketed neighbors at a premium causing market place distortions has made this government deeply unpopular.

In fact, the UPND is looked at as arrogant and ungrateful, a party that does not care for the well being of the people that put them where they are. Unemployment remains stratastrophic and those with jobs can not make ends meet, According to the Jesuit Centre for Theological reflection, a family of five in Lusaka needs around K9,500 a month. Salaries are as low as K1,200.

Unless and until there is a significant drop in the cost of living with a corresponding rise in the standard of living, this is a lame duck presidency.

Countdown Starts for Power and MUZA Must-win Weekend Dates

0

Power Dynamos and FC Muza have stepped up preparations at home ahead of their CAF Club games this weekend.

Power will host Namibian side African Stars in the CAF Champions League this Saturday at Levy Mwanawasa Stadium after losing the first leg by 2-1 in South Africa.

Muza, who grabbed an away 1-1 draw against Cano Sport of Equatorial Guinea; will play the return Confederation Cup match on Sunday at Heroes Stadium in Lusaka.

Expectations are high as these two sides play decisive games this weekend.

Soccer analyst Faith Kaira Sunzu is expecting Power and Muza to up their game as they play the return fixtures at home.

“We are expecting that the two Zambians will at all cost win these games. Playing away games first was good and now they have an opportunity to amend their mistakes,” she remarked.

Sunzu has told Radio Icengelo Sports that Power and Muza must be cautious to avoid an early exit from CAF games.

Roger Kola Linked With Nkana Move

Former Zanaco and Chipolopolo striker Roger Kola has been linked with a move to Nkana Football Club.

Kola is club-less after leaving Tanzanian side Azam last June following the expiry of his contract.

Nkana are seeking a striker to boost their frontline after missing out on signing Friday Samu, who has stayed in South Africa.

Meanwhile, Burundian defender Derrick Mukombozi has left Nkana after the expiry of his contract.

Mukombozi announced his departure from Wusakile on Wednesday via a Facebook post after a nearly three-year stint.

“Today I say goodbye to Nkana FC but I take with me many memories, lessons and great moments we share together,” Mukombozi wrote

Gary Nkombo Cautions Against Misuse of Government Name for Extortion

Local Government Minister Gary Nkombo expressed deep concern over the misconduct of certain individuals who are exploiting the government’s name to extort money from traders and bus drivers. He stressed that the government’s directive prohibiting political cadres in bus stations and markets has been clearly communicated, and strict compliance is expected.

The Minister went further to issue a stern warning that individuals found guilty of such behavior would face legal prosecution. His remarks came during an engagement with bus drivers at the Kulima Tower bus station in Lusaka, where they gathered to commemorate two years of cadres’ absence from bus stations.

The directive to keep political cadres away from bus stations and markets is a significant step aimed at promoting orderliness and ensuring that trading and transportation activities are conducted without undue interference. Mr. Nkombo reiterated that this directive should not be used as an opportunity for extortion or any illegal activities.

The presence of political cadres in these areas had previously been a source of concern, leading to disruptions and conflicts that adversely affected traders, commuters, and the general public. The government’s commitment to maintaining a safe and conducive environment for trade and transport is underpinned by these measures.

Government Asserts President Hichilema’s Non-involvement in Criminal Activities

16

The UPND government has unequivocally stated that President Hakainde Hichilema bears no responsibility for the criminal actions of any individual, whether they are politicians or ordinary citizens. Chief Government Spokesperson and Information and Media Minister Chushi Kasanda emphasized that individuals engaged in criminal activities are solely accountable for their actions, and the law enforcement agencies will address such cases accordingly.

In a statement Ms. Kasanda underscored the government’s commitment to upholding citizens’ freedom of expression while reiterating that those who violate the law will face legal consequences. The government’s stance is firmly rooted in the principle of applying the law uniformly, firmly, and fairly, irrespective of one’s race, gender, political affiliation, tribe, or any other considerations.

Ms. Kasanda expressed the government’s deep concern over a growing trend in which individuals involved in criminal activities attempt to deflect accountability by implicating President Hichilema in their legal predicaments. She categorically stated that such attempts are designed to garner public sympathy and underscored that President Hichilema is not liable for any individual’s criminal actions.

The government’s message is clear: those who engage in criminal conduct and establish political parties to facilitate illegal activities will not be shielded from the legal repercussions of their actions. Ms. Kasanda emphasized that the law enforcement agencies would operate diligently and impartially to uphold the rule of law.

Furthermore, the government called upon politicians and their supporters to abandon the misguided notion that continuous violations of the law are a pathway to aspiring to the position of the Republican President. The government stressed that the law does not discriminate based on political aspirations and will be enforced rigorously.

The government appealed to all Zambians to condemn criminality and refrain from glorifying suspected criminals without considering the broader impact of their alleged crimes on society. The government encouraged citizens to empathize with the victims of criminal actions before passing judgment on law enforcement agencies.

Lessons from Obama; why most of our leaders can’t perform

During his last media briefing to obviously assuage people’s concerns regarding the gold scandal at Kenneth Kaunda International Airport, President Hichilema hinted that his government has since constituted an inter-ministerial team to intervene into the mealie meal crisis. If we may recall, at the height of the load shedding that rocked the nation earlier into the New Dawn Administration, Hichilema personally travel to Maamba Collieries and Kariba Dam to appreciate the magnitude of the problem. Within a flicker of an eye, a solution was found and boom – load shedding was a thing of the past!

The other ministries which have equally come under microscopic scrutiny are Information and Media, and of course, Mines and Minerals Development. These ministers should be giving thanks and praises to Almight God because the president is a kind and patient man. While the madam at Information does not seem to understand her role as Information Minister and Chief Government spokesperson, the man in charge of mines has been a let down! On one hand, he has failed to sort out the mess the Patriotic Front left behind at KCM and Mopani; while he remains completely at sea regarding Kasenseli Gold in Mwinilunga and Sugilite in Luapula province.
What do we make of all this?

Hakainde Hichilema is like a top-notch world class coach who has a brilliant game plan to lead his team to victory but some of his players keep fumbling……failing to score clear goals! A cabinet reshuffle is inevitable at this juncture Mr. President. Anyway, in our next write-up, we shall labour to review the performance of all our cabinet ministers and award scores accordingly. For now, we shall restrict ourselves to interrogating why certain players in this government can’t just score no matter how much we flog or bullock them! The same applies to Members of Parliament and Councillors across the wider political spectrum.

According to Wikipedia, public service can be defined as any service intended to address specific needs pertaining to the aggregate members of a community. But lo and behold, most of our leaders aren’t really in politics to serve, but rather to eat and eat big time while the majority of our people continue wallowing in poverty. Why are we alleging all this?

If you bothered to scrutinise the resumes of our leaders; including those aspiring to serve at different levers of leadership, you’ll discover that most of them have no history of community service. How honestly do you expect individuals without any traceable track record of extending a helping hand to those in need or indeed doing community work put in their best to meet the aspirations of our people?

Our politicians can perhaps learn a lot from Barrack Obama, arguably one of the best US presidents in modern history.

After graduating from Columbia University, punctuated with a brief working stint in New York of course; in 1985, Obama commenced work as a community organiser working in the demoralised landscape of poor neighbourhoods in Chicago’s South Side. Obama’s three-year stretch as a grass-roots organiser would feature prominently in his own narrative of his life.

“The best education I ever had, better than anything I got at Harvard Law School was working as a community organiser,” Obama would confess while on a campaign trail in Iowa.

Speaking of his political exploits, Gregory Galluzzo, a community organizer who worked with Obama would tell the press, “His identification with these people begins his political journey.”

As he succinctly put it himself, Obama received the best education of easily connecting with the people and understanding their basic needs not within the confines of the 4 walls of a class room, but by working in communities where squalor and poverty thrived like flowers during their bloom. This is what set him apart from typical politicians in Washington whose main interest is only the pay cheque like most of our politicians.

So, next time politicians come your way pleading for your votes; don’t hesitate to take them to task and ask them to give you an account of their history of community work. They may be the next fox in sheep’s skin hiding in politics to simply generate wealth for themselves and their families.

Ministry of Agriculture Reverses Maize and Mealie Movement Restrictions

10

In a policy shift, the Ministry of Agriculture has announced the withdrawal of restrictions on the movement of maize and mealie meal between districts. This decision marks a change in course, reflecting the government’s commitment to prioritize access to these essential food staples for the Zambian population.

Permanent Secretary of the Ministry of Agriculture, Green Mbozi, made this announcement during a phone interview with ZNBC News in Lusaka. Mr. Mbozi stated that the government aims to engage with various stakeholders through consultations to determine the most effective measures to ensure that maize and mealie meal remain accessible to the citizens.

The initial restrictions were put in place with the primary objective of managing the excessive movement of maize and mealie meal to neighboring countries. The government’s concern was to protect the country’s strategic reserves and guarantee sufficient stocks for domestic consumption, particularly in the face of potential food security challenges.

Mr. Mbozi emphasized that the Food Reserve Agency (FRA) would continue its efforts to procure an adequate quantity of maize stocks to bolster the nation’s strategic reserves. This commitment aims to safeguard against potential shortages and ensure food security for the Zambian population.

Furthermore, Mr. Mbozi issued a stern message to all stakeholders, urging them to refrain from disseminating confidential letters on social media platforms. He advised that individuals seeking clarification on any matter should instead engage directly with his office or the relevant authorities. This appeal underscores the importance of maintaining effective communication channels and preserving the confidentiality of official documents.

Mr. Mwanza has since assured clients of improved and enhanced service delivery from the partnership agreement signed.
He said Zamtel will continue to foster initiatives with other organisations so as to improve service delivery to clients.

Government to repeal Mines and Minerals Development Act

6

The Government had announced plans to repeal the Mines and Minerals Development Act No. 11 of 2015, in order to establish the Minerals Regulation Commission and put in place a legal framework to guide geological mapping and mineral resource exploration.

Cabinet has since approved in principle the introduction of a Bill in Parliament to repeal the Mines and Minerals Development Act No. 11 of 2015.

According to acting Chief Government spokesperson Mike Mposha, the current Legislation is inadequate in dealing with many issues related to increase in illegal mining activities, environmental degradation, poor occupational health and safety standards.

“Cabinet approved in principle, to the introduction of a Bill in Parliament to repeal the Mines and Minerals Development Act No. 11 of 2015, in order to establish the Minerals Regulation Commission and put in place a legal framework to guide geological mapping and mineral resource exploration as well as investment by Government in the mining sector,” Mr. Mposha said.

“It is in the interest of the Government to establish an effective and responsive institution to regulate the mining sector, as well as put in place a legal framework that will stimulate investment in geological mapping and mineral exploration as well as enhance Government’s participation in mineral resource development to leverage from the opportunities in the mining sector.”

Mr. Mposha added that the proposed legislation will make the mining industry responsive to modern day demands.

“The current Legislation is inadequate in dealing with many issues related to increase in illegal mining activities, environmental degradation, poor occupational health and safety standards, unsustainable exploration and mining methods, as well as loss of Government revenue including low investment in geological mapping and mineral resource exploration to stimulate capital inflows in the mining sector,” he said.

Kambwili condemns frequent detentions of Fred Mmembe

Chishimba Kambwili has condemned the frequent summoning and detention of Socialist Party leader Fred M’membe by the police.

Dr. M’membe on Tuesday appeared before Police at Ibex Police Station in Lusaka in connection with a case that allegedly occurred during a by-election in Serenje last April.

There was heavy police presence at Ibex Police Station as Dr. M’membe appeared before the Police for questioning.

Dr. Kambwili, who went to give solidarity to Dr. M’membe, said the Government is orchestrating the arrests of opposition leaders to divert citizen’s attention from key issues affecting the nation such as the high cost of living.

The former Minister of Information and Roan Member of Parliament charged that President Hakainde Hichilema and the UPND Government should focus on reducing the cost of mealie meal instead of harassing political rivals.

“When you detain one opposition leader then you have detained all of us. Particularly I want to repeat when you are doing it on flimsy ground. This government has now started misbehaving and I want to say that arrogance is the beginning of the fall of leaders, “Dr. Kambwili said.

“The Church has spoken against these arrests, OSIDA went to State House and spoke about these arrests, the American ambassador spoke to this but the man in State House doesn’t want to stop. He thinks he is the Alpha and the Omega of this country but ndemybe abaice mu Lusaka beba ati wina azalila,” he said.

Zambia’s former ambassador to Ethiopia and PF Presidential aspirant Emmanuel Mwamba urged the Government to address economic problems facing the nation such as the high cost of living.

High Cost of Living will oust UPND – Ng’ambi

Patriotic Front (PF) Chairperson for Industries Frank Ng’ambi has said the prevailing high cost of living will force the people of Zambia to vote out the UPND Government in 2026.

Mr. Ng’ambi, the immediate past Chifubu Member of Parliament, said hunger will unite the people and compel them to change Government in 2026.

Commenting on the UPND’s first two years in office, the former lawmaker described the first two years of the UPND regime in office as failure.

He said the people changed Government in 2021 with the hope that the New Dawn Government would improve their welfare.

The cost of living for a family of five as measured by the Jesuit Centre for Theological Reflection (JCTR) for the month of July 2023 in Lusaka, stood at K9, 301.18 in comparison to the recorded figure of K9, 239.45 in June 2023, signifying an increase of K61.73.

The average cost of living across all towns monitored stood at K6, 752.91, reflecting an increase of K236.64 in comparison to June 2023.

“People change governments to better their living standards. Any government that fails to improve the living standards of its people is a failed Government and the people would want that Government replaced. Fundamentally as a member of the community I want to support something that will improve my quality of life. As long as growth and prosperity does not fall within the benchmark of any government for me it means it is a failed Government,” Mr. Ng’ambi said.

“Let’s look at the survival of our majority Zambians, the first thing that we want to look at is pa mala (stomach). We left the bag of mealie meal at K120; it is now over K300, cooking oil, fuel, bus fares and so on. All these have had their prices increased to the extent of some of them being doubled. Yes, the prices of goods and services have gone up, do we have a corresponding salary structure that has responded to the increased cost of goods and services. The answer is no. Do we have a business environment that has provided growth for small and medium scale businesses? The answer is no. So when these fundamentals are not addressed, no matter what English you are going to use, no matter what grammar you are going to use, people’s homes will speak to them,” he said.

Mr. Ng’ambi cautioned UPND praise singers against misleading the Government with praises

“I am a very happy leader that this UPND Government will be booted out of office in 2026. Why do I say that? I know that hunger will unite the people of Zambia to vote out the UPND. For me the two years of UPND in government is a failure, this is a failed Government and urging the Zambian people especially those praise singers to stop praising this government because we go to the same shops, we board the same buses. My description of UPND under the leadership of President Hakainde Hichilema is that it is a failed leadership,” he said.

We Stand With Simon; We Can’t Do Business Amidst Grime & Filthy!

19

Yesterday, we agonized in anguish and pain as we witnessed one of our foremost patriotic citizens break down on social media.
He’s obviously had enough……watching criminals hiding in the name of politics engaging in all manner of criminality to encroach on private property or literally defacing the beauty of our cities.

As one senior diplomat, Anthony Bwalya, rightly writes, “Mr. Simon Mwewa Lane Television is not only working to upholding and promoting law and order, as intended by the President and government at large, he is also an outstanding citizens’ champion in keeping our cities and country clean.”

What Simon Mwewa Lane Television was shedding weren’t crocodile tears. He was simply demonstrating his genuine love for his country. Like most of us, what Simon would like to see are organised cities – a clean and serene environment, ample space to walk about, paved corridors, painted shops and sufficient parking slots unlike the anarchy and chaos we are used to.

We are even shocked that some of those claiming to be politicians can choose to mock and make fun of Mwewa. We can’t find any better words to describe them than dismiss them as DIMWITS!

Government must in fact be proud that we have citizens such as Mwewa with a passion to improve the image of our cities without expecting any remuneration at all.

What this government needs to do is build consesus on street vending. This can be achieved by organizing Town Hall kind of meetings whereby citizens from all walks of life will be provided opportunities to congregate under one roof and interrogate the merits and demerits of street vending.

We stand with Simon!
