Saudi Arabia requests 1 million goats from Zambia monthly

We have the capacity as a country to supply the one million goats monthly which Saudi Arabia has requested, says Small Livestock Association of Zambia vice chairman Trust Chasha.

In an interview in Lusaka yesterday, Mr Chasha expressed confidence that farmers were capable of meeting the Saudi demand for goats and urged the Government to offer livestock farmers an attractive price as well as initiate necessary incentives that would further grow the sector.
Mr Chasha said that livestock farmers needed to take advantage of this opportunity and that it was a motivating factor to rear and restock more goats.

“We have the capacity as a country to supply one million goats on a monthly basis which Saudi Arabia has expressed interest. We would like to urge the ministry of agriculture to offer an attractive price as well as erect bulk centers in all districts as that will help establish the statistics at a single market and will help in levy collection,” Mr Chasha said.

He observed that unscrupulous traders had taken advantage of the wide market of goats and smuggle livestock through porous border points in order to sell in neighboring countries.

He said that particularly around this season goats had actually flooded the market and were readily available to consumers. Agriculture Minister Dora Siliya recently met with officials from Saudi Arabia who indicated that that they would be importing one million goats and fresh vegetables on a monthly basis. Ms Siliya has since urged all Zambians in the farming business to plan for this future business.

The Ndola High Court has upheld the election of PF’s Bowman Lusambo as duly elected Kabushi Member of Parliament in Ndola.

This is in a matter in which UPND Kabushi constituency losing candidate Ernest Lufunda had petitioned the election of Mr Lusambo and the Electoral Commission of Zambia.

Mr Lufunda had asked the Ndola High Court to nullify the election of Lusambo alleging malpractices and widespread violence.

But when the matter came up for Judgment today, Ndola High Court Yvonne Chembe said the petitioner failed to prove the allegations to warrant the nullification of the seat.

“The petitioner did not prove that the mounting of a mock grave could warrant that the election of the first respondent can be nullified. Secondly, the alleged violence is not supported by medical reports. If there was violence, a lot of witnesses could have been called to testify,” Judge Cheembe said.

” I find that the petitioner has failed to prove the allegations of malpractices and violence. The court finds that there is no basis on the outcome of the elections that violence was used. I am therefore not satisfied that the violence affected the outcome of the elections.”

Judge Chembe said owing to the above reasons, the election of Mr Lusambo is upheld as the dully elected Member of Parliament for Kabushi Constituency and therefore dismiss this petition.

The Lusaka High Court has nullified the parliamentary election of Minister of Higher Education, Professor Nkandu Luo as Member of Parliament for Munali Constituency in Lusaka Province following the petition of UPND Parliamentary Candidate for Munali Constituency, Mrs. Doreen Mwamba.

Judge Edward Musona of Ndola High Court sitting in Lusaka nullified the election of the Patriotic Front (PF) candidate, Prof. Luo for electoral irregularities and malpractice.Judge Musona cited electoral irregularities and rampant acts of violence as reason for nullification of the Munali seat.
Judge Edward Musona nullified the election on the following grounds:

1) Failure by the ECZ officials to properly handle the electoral process
2) Judge Musona ruled that Professor Luo, had an undue advantage in the election because she was a serving Minister at the time of election. The Constitutional Court had ruled Ministers pay back to the treasury the monies they had accrued during that period.

UPND president Hakainde Hichilema said the nullification of Munali Constituency and others clearly shows what the UPND have been saying that their votes were stolen mostly in Lusaka and Copperbelt as the electoral body delayed to announce the results from these places.

Mr.Hichilema said that he wishes to inform fellow citizens, that this was the reason the Constitutional Court did not want to hear the UPND and eventually see the evidence of electoral malpractices across the country, that included the uneven campaign atmosphere.

The UPND president said even as recently as last week, UPND votes in Mushindamo District had to be reversed after the ECZ officials initially declared the PF candidate as the winner when infact the UPND candidate had won.
“That is exactly what we wanted the ECZ to do in August to first verify the results before declaring a winner, but they refused,”he said.

“Fellow citizens, kindly note that we are again in court this afternoon at 14:00 hours on issues relating to our rights to be heard regarding the presidential petition. On my own behalf and indeed on behalf of the people of Munali and you also who voted for us in large numbers, I say thank you, “Mr Hichilema concluded.

The Constitution does not belong to PF and it’s cronies – CISCA

Messages demanding a good constitution pasted on trees outside the Cathedral of the Holy Cross

The Civil Society Constitution Agenda (CiSCA) has strongly condemned the targeted attacks on their member, ActionAid Zambia, by some ruling party agents for simply speaking out against moves to amend the Constitution.

Interim Chairperson for the newly created Civil Society Constitution Agenda (#CiSCA) Sara Longwe said they will not be cowered by attacks on one of their members by thugs from a named political party.

Ms Longwe said the Constitution is every citizens right and responsibility to safeguard from mutilation by selfish politicians.

“As CiSCA, we stand in solidarity with Action Aid Zambia, and reiterate their observation that the proposed amendments to the Constitution are not reflective of the wishes of the Zambian people, but are based on personal motives and selfish interests of specific Members of Parliament who are pushing for them at the expense of public interest.

“The Constitution is a citizens’ document to which Action Aid like any other institution and Zambian Citizen, have every right and responsibility to safeguard it from mutilation by selfish politicians. The Constitution does not belong to the ruling party and their cronies and therefore, should not been seen and taken as a preserve of MPs or the ruling party. All Zambian Citizens have a duty to defend, resist or prevent anyone from overthrowing, suspending or illegally abrogating the Zambian Constitution,” she said.

She added “We are not shaken by these attacks on our members. No amount of intimidation will silence us or stop our message of people driven constitutionalism in Zambia. Just a few months ago, the same Patriotic Front celebrated this constitutional amendments using tax-payers money, and now they turn around and tell us their amendments are not good for the nation. What has changed? How can we trust them and/or their motives?”

UPND decries banning of importation of second hand tyres

22
Second Hand Tyres
Second Hand Tyres

The UPND says the banning of imported tires will have disastrous implications for motorists if implemented.

UPND Chairperson for Labour said implementing the said ban will just create a problem of smuggling of second hand tyres which will result in loss of revenue.

He said as opposed to banning importation of second hand tyres in order to reduce the loss of lives on the road RTSA should instead look at other areas of concern which have contributed to the carnage on the road.

Below is the statement as issued by the UPND.

The issue of banning the usage of imported second hand tires will be disastrous if implemented by the Road Transport and Safety Agency (RTSA). Motorists somehow will be buying and using worse off tyres than the current second hand ones. This will just make people worse off under the harsh economy of the PF Government. The Zambian economy is on its knees and you will just create a problem of smuggling second tyres which will result in loss of revenue. In any case Ba RTSA are you aware that some of the so called new tyres are of inferior quality compared to the second hand tyres you are condemning?

For me RTSA should seriously look at the three issues as the main cause of loss of lives on our roads, which is very regrettable.

  1. Attitude of drivers towards the road traffic rules (minds of men)
  2. Drunkenness while driving
  3.  The care given to the injured immediately after the accident and before the accident victim is transported to the nearest medical centre/hospital.

I will try to go point by point. What has the second hand tyre got to do with a driver who carelessly parks his vehicle in the middle of the high way and starts loading passengers and cargo? What has the second hand tyre got to do with a broken down vehicle left on the middle of the road without proper warning to the other road users? What has the second hand tyre got to do with careless driving i.e. overtaking on a curve or a continuous line and over speeding? Vandalism also is very high on our roads often you find a very vital road sign either completely remove or defaced and this has nothing to do with the second hand tyre but our attitude as citizens of our Country,” he said.

For driving under the influence of alcohol it’s obvious that good judgment is compromised. There is no two ways about this issue. You may not agree with me here, but why is it that during the festival periods and other holidays accidents are on the increase? It’s simply because people travel from one point to the other when they have taken a “few”. Excitement indeed!! Are you going to ban beers in the Country as well?

They say the time between the accident and when medical attention is rendered to the accident victim means between life and death. How many Zambians can competently apply First Aid and transport the injured victim to the nearest medical center safely without killing the victim? All what we know is to rush the injured to the Hospital and yet one of the Golden rules of First Aid is that “Do not move the injured person from the scene of accident (unless circumstances of danger make it imperative to do so) until things like fractures, control of bleeding and respiration are attended to” Those who die on the way to hospital are actually killed by us due to lack of First Aid knowledge.

Even the way we handle the injured person complicates the injuries or kill them. Imagine a person with a neck injury involving the spine being handled in a rough Zambia Police /RTSA manner of Gwila uko. I’m pretty sure that even RTSA officials do not have the First Aid competence to attend to the injured competently let alone our Traffic Officers.

If indeed second hand tyres immensely contribute to the high number of accidents I would like to see the supporting statistics especially for small vehicles. Owning a car is not a luxury to call for punishment from RTSA. There are a lot of people out there owning cars that do not go outside their towns. They simply use such cars to and from work. So what is the risk of such vehicles using second hand tyres? It’s not a crime to own a vehicle or indeed to be turned into the main contributor to the Government revenue or worse off ATM. RTSA should concentrate on changing the mind set of most drivers who day in day out misbehave on our roads hence putting other road users at a great risk.

The issue of drivers license should also be looked into, we all in this country posses a clean driver’s license. What RTSA should do is find a unique perforator to be perforating drivers licenses of those committing serious crimes if the number of perforation exceed three the license must be withdrawn and be banned from driving for say a year. In no time you find people behaving themselves on our roads and the accident rate will significantly go down.

Banning the use of second hand tyres leaves me with no option but to think that the institution has no competent personnel to think of the way out of dealing with dangerous and useless drivers.

Dr.Nevers Mumba told to stop saying he is President of MMD

MMD Youth National Chairperson Dauzan Tembo says he will no longer restrain the youths in the Party from ensuring that former Party President Nevers Mumba stops masquerading as Party President.

In a statement, Mr Tembo said as a commander of the youths in the party he can no longer guarantee the safety of his former Party President because he has not taken heed to the advise that he has been freely giving him.

He said not only has he advised Dr Mumba but that even the Minister of Home Affairs has issued a statement in Parliament stating that who ever claims that he is the President of MMD will be arrested as the party has only one President who is Felix Mutati.

He challenged the police to put a logical end to the perceived leadership wrangles in the party which the former Party President has been allegedly using to collect money from well wishers for his up keep.

He explained that Dr Mumba’s continued masquerades is putting him in the firing range of youths in the party who feel that he is taking the Party backwards especially that he caused “so much damage” to the Party during his reign as Party President.

“Dr. Nevers Mumba’s continued masquerading as MMD President is putting him in the firing range with youths in the Party. As a commander of youths in the party I cannot guarantee his safety anymore. I have been on record warning him to desist from masquerading as MMD President as if that is not enough the Minister of Home Affaires issued a ministerial statement in Parliament warning him to desist from breaking the law and impersonating, yet he continued to conduct himself in the same manner,” Mr Tembo said.

Mr Tembo’s statement comes in the wake of a Dr Mumba’s appearance on Pan African radio for a live radio program where he said he is still the President of the former ruling Party and that people like Stephen Kampyongo, the Home Affaires Minister should respect him because he is a former Vice President of the Republic.

Dr Mumba’s MMD camp is also said to have held a “NEC meeting” on Saturday as they prepare for their National Convention next year.

Government procured expired Anti retroviral drugs at a colossal sum

CITAM Plus Policy and Advocacy Officer says his organization has received with extreme sadness news that the Zambian Government procured Anti-retroviral Drugs (ARVs) that have a short shelf life span.

Mr Nhlane said it is disheartening to learn that the drugs have since expired.

In a statement, Mr Nhlane said the submissions by Ministry of Health Permanent Secretary Dr Peter Mwaba Parliamentary Accounts Committee in which he revealed that government spent colossal sums on ARVs and other drugs that had a short shelf lifespan was a danger and that the risk posed by the drugs was unimaginable as well as a source of concern to his organization.

“According to submissions to Parliamentary Accounts Committee by Ministry of Health Permanent Secretary Dr Peter Mwaba, it was revealed and reported in the Media that a total of K13, 750, 821 was spent on ARVs and other drugs that had a short shelf lifespan.

“We note with dismay that government officers that are in charge of procurement would allow the procurement of ARVs, which are life pro-longing for many of our colleagues, among other drugs that have a short shelf life.

“The acquiring of these drugs with a short shelf life at a cost of K13, 750, 821 is undesirable and posed a great danger to the consumers as their health and lives are at risk and the risk posed is unimaginable and a source of concern to us as CITAM Plus and indeed other organisations working around health as well as individuals that are HIV/AIDS Advocates,” he said.

[pullquote]We demand that the Ministry tells the nation why it allowed such a bad and wasteful consignment[/pullquote]

He explained that it is disheartening to have to fight the image of implementing countries wasting precious funds through mismanagement.

“As advocates, we spend our time convincing donors of the importance of contributing to the Global Fund. It is disheartening to have to fight the image of implementing countries wasting precious funds through mismanagement. We demand that Government put in place a transparent process that will build on lessons learned to reassure the public that further funds will not be wasted.

“We wonder how and why the Zambian Government accepted such a huge consignment without taking necessary measures into consideration. This is totally unacceptable and a waste to national resources that could have been used on other things especially that the country is under economic stress conditions,” he said.

He further said his organization demands that the Ministry explains to the nation why it allowed such a wasteful consignment and that erring officers be take to task and disciplined

“We demand that the Ministry tells the nation why it allowed such a bad and wasteful consignment and further demand that all erring officers be disciplined so as to send a warning to others and deter further occurrence. It is not long ago that we complained of shortage of ARVs and acquiring of expired ARVs which the government defended and maintained that there were no such issues. Despite our earlier warnings, it is so saddening that such has re-occurred.

“We further wonder why the Minister of Health Dr. Chitalu Chilufya told Parliament that the country had not purchased expired drugs when a day later his Permanent Secretary confirmed that indeed reports of expired drugs were true. Such statements make us begin to have worries on the truthfulness of our leaders on matters of importance especially that borders on life,” he said.

Air Botswana abandons Lusaka flights

Air Botswana has indefinitely ceased operating flights between Gaborone and Lusaka, as well as Harare.

Air Botswana public relations officer Thabiso Leshoai said the Gaborone-Lusaka flights were terminated on November 13 and Gaborone-Harare flights on November 12.

The decision comes as part of a route rationalisation exercise to reduce operational costs on non-profitable routes.

The airline will also reduce frequencies on the Gaborone-Kasane route, suspending the Monday flight.

This leaves six weekly frequencies.

The airline says the rationalisation is part of the airline’s plan to enhance schedule integrity and improve customer experience without compromising its commercial viability.

Air Botswana was flying the Gaborone-Lusaka-Harare route three times a week.

Meanwhile, the high price of jet fuel in Botswana has been cited as one of the factors that contribute to the poor performance of Air Botswana as it is said to be the highest in Africa.

Speaking at the African Airlines Association (AFRAA) recently, the secretary general, Dr Elijah Chingosho mentioned that one of the factors that contribute to the poor performance of the national carrier amongst others is the high jet fuel price.

“The jet fuel price in Botswana is one the highest in Africa, which severely negatively affects the competitive capacity of the national carrier,” he said.

The relatively high price of jet fuel in Botswana has been blamed on logistics as well as economies of scale.
Unlike other countries in the region, which use rail and pipeline to import fuel, the commodity is brought in by road in Botswana pushing up the cost.

On the other hand, the low volumes in Botswana have also contributed to the higher price with the country’s total consumption estimated at 15 million litres per annum.

On average, the OR Tambo International airport is estimated to consume about two billion litres of jet fuel per annum while the Lanseria Airport consumes about 700,000 litres.

According to IATA, African airlines made a loss of $700 million in 2015, a record loss that is expected to be followed by another significant loss of $500 million in 2016.

Police in Lusaka have picked up one suspect in connection with the death of a 32-year-old man identified as Chitiya Chilomba Makayi, an IT specialist working for Airtel.

Makayi was on Saturday morning found dead, hours after he reportedly told his workmates that some government agents were after his life.
Police sources have revealed that the suspect is a Joseph Banda (in picture), an operative from the Office of the President security wing.
Police have since charged him with murder.

It is reported that Joseph Banda murdered his best friend Chitiya for unknown reasons. An official statement from police say investigations are still going on.

Chitiya, who was found dead in Chilenje’s Chris Corner area, had before his death confided in his workmates in a WhatsApp group that “they are watching us, the government is killing us”.At 00:11am on Saturday, Chitiya posted: “They are watching us.”
And at 00:12am, he posted another, “The government is killing us.”

But there was no response from any of his group members.

He later posted again at 00:27am: “Movie they want to kill me. They want to kill me. Government…”, before posting the last message at 00:28 am saying, “Guys help, please.”

Chitiya’s workmates and friends turned to Facebook soon after news of his murder filtered in, with some demanding justice over his death.

But Police say there was no physical injury on the body of Chilomba Chitiya who was murdered in Lusaka early Saturday.

The Zambia Medical Association has condemned Prophet Lethebo Rabalago of the Mount Zion General Assembly Church in Limpopo, South Africa who has been spraying Doom over congregants.

Pictures emerged on social media over the weekend showing Prophet Rabalago at the Mount Zion General Assembly church in Limpopo spraying the insect killer over people he had promised to heal.

And Zambia Medical Association President Dr Aaron Mujajati has condemned such actions saying Doom contains a very serious poison.

Dr Mujajati said, “I am sure when they start convulsing it will be credited to the power of his god.”

“So the man of god is spraying doom on the congregant because somehow the power of his god works through the insecticide. When did we get here? I thought i had seen it all with the eating of grass and snakes, he said.

“Please be careful with what these people tell you to do or else you will die right before our very eyes,” Dr Mujajati said.

But Prophet Rabalago has defended his methods, saying the use of the insect killer is harmless.Rabalago claims that he is able to heal and deliver people using various substances at his disposal. He says that his methods are faultless and only require faith to work.

“God can use anything, God can use the mud, God can use saliva, God can use even poisonous things to deliver people. If they see a man of God using that thing it’s a sign of attracting men, so this is a magnetic anointing we are ‘magneting’ men into Christ. They don’t believe it can happen but once we put that magnet there, they see it’s possible and then they come.”

First ever mini-hydro grid comissioned in Mwinilunga

ZESCO LTD engineers inspecting power pylons at Kafue Gorge station'

Vice president Inonge Wina has commissioned the construction of the first-ever mini-hydro grid in Mwinilunga under the Rural Electrification Authority (REA)

Once complete, the Kasanjiku Mini-hydro power station which would generate 640 kilowatts or power is aimed to supply electricity to over 12,000 people in Senior Chiefs Ntambu and Sailunga’s areas in two years time.

Ms Wina said government had put in place a rural electrification master plan that would guide systematic electrification of Rural areas of zambia up to the year 2030.

“This master plan to electrify rural areas will require US $50 million per year to be implemented and that will raise the access profile from the current 3.7 percent to 51 percent,” she said.

She said the Kasanjiku mini hydro powerstation was a very important project under REA as it was a substantial undertaking that would be a flagship of government efforts to increase access to electicity in rural areas.

Ms Wina called on TEA to continue exploring more areas across the country that would help construct more mini hydro stations to lessen burden on the main grid.

She reiterated government’s committed to transform rural Zambia because of its potential contribution to the national development.

The Vice-president said it was her hope that with the provision of electricity in rural areas, the community would set up businesses such as salons, restaurants , and other services.

She appealed to the private sector to join hands with government through the public private partnerships (PPP) to consider investing in viable ventures such as providing energy in rural areas.

Mrs Wina urged the contractor not to take labour from Lusaka but ensure that he employs local people and implement the contract according to the contractual obligations.

Speaking at the same function, REA board chairperson Jerry Mwenechanya said the power produced at the site would greatly benefit people in senior chiefs Ntambu and Sailunga’s areas.

Prof Mwenechanya said the plant will supply an isolated mini-grid to supply power to Luwi Mission Hospital, eight primary schools, three high schools, four rural health centres and one local court.

Others areas to benefit are churches, chiefs palaces, trading centres and several households.

“ REA has completed feasibility studies at four other sites in North Western Province where it intends to set up mini hydro grids” he said.
Prof Mwenechanya said the hydro projects were examples of REA’s diversified strategy for electrification.

Minister of Energy David Mabumba said he expects the project to be completed in good time.Meanwhile, Chief Ntambu thanked government for bringing the project to his chiefdom saying it would improve the people’s livelihood.

“I can assure you that this project will be guarded jealously to ensure that it benefits the local people,” he said.
He also pledged his support to government to ensure that development gets to his area.
