President Lungu orders a thorough investigation into the illegal land allocation on the Copperbelt

President Edgar Lungu has directed that a thorough investigation should be conducted into the Copperbelt illegal land acquisition and all houses built on illegally acquired land should be demolished across the country, Presidential Affairs Minister Freedom Sikazwe has revealed.

Mr Sikazwe said currently there was total confusion in the country over issuance of land. He said Government has observed that there was no law and order in the manner that the issuance of land was being managed in the country. “So we have since tasked the Ministry of Lands to ensure that they take stock of all the districts that are erring in the way they are issuing land.

“People have stopped going through the councils whenever they want land. People have lost hope in getting land from the council and now they want to be getting it dubiously through cadres and fake agents,” Mr Sikazwe said. He said there was urgent need to normalise the situation, adding that the right procedure was going to the Ministry of Lands or the Local Council to acquire land.

Mr Sikazwe said the only agents in the issuance of land recognised by the Government were the Ministry of Lands and Local Councils.

Mr Sikazwe said anybody who obtained land illegally and constructed any infrastructure would have their structures demolished and dealt with accordingly. “We are saddened that people are now building houses along the rivers making them to dry up. We are investigating and anybody who will be found wanting will be dealt with accordingly,” he said.

Mr Sikazwe said the Ndola case was confusing because Government was being told it was the council that had given out land while others were saying it were the party cadres.

“So we are investigating and as soon as the correct information is given to us, then you will see the action that we are going to take. We have sent people to investigate and then move depending on the illegality,” Mr Sikazwe said.

He said Government had given powers to the councils as agents to ensure that they looked after the land and give out accordingly, adding that what was currently prevailing was very disturbing. He said the issue of people hiding in the name of the party and having supported the President during the general elections would not work out because President Lungu was not going to condone such.

Mr Sikazwe said the Minister of Lands Jean Kapata had also been directed by the President to issue a statement to guide on the way land would be managed. He said anybody who would be found wanting, the best Government could do to those illegalities would be dealing with the culprits accordingly.

“If we go out there to demolish some houses, it does not mean that we do not mean well for the people of Zambia. We mean well because we want people to follow the proper channels of acquiring land in this country. “Leaving things the way they are, will make it difficult to control the situation. It is high time the Government moved in,” Mr Sikazwe.

UNZA reviews sessional dates, postpones opening to 2017

The University of Zambia (UNZA) Senate has with immediate effect reviewed and approved the 2016 sessional dates for 2016 academic year.

UNZA Public Relations and International Liaison Manager Damaseke Chibale said the postgraduate and distance students will commence their 2016 academic year on Monday 14th November 2016.

Mr. Chibale said in a statement made available to ZANIS today that the first year regular and parallel students will open on Monday 2nd January 2017 instead of the earlier scheduled date of Monday, 14th November 2016.

He disclosed that returning regular and parallel students will open on Sunday 8th January 2017.

“Additionally, the University Management would like to notify all students that online registration system will be opened on Monday, 21st November 2016 and close on Tuesday, 31st January 2017,” he said.

Mr. Chibale has since urged all students to start and complete their registration within the stated period.

Tanker, Motor Vehicle Inspections Increase

The Zambia Bureau of Standards (ZABS) says compliance levels for tanker and motor vehicle inspections in the country have increased.

ZANIS reports that ZABS Chief Executive Officer Emmanuel Mutale disclosed that tanker inspections have risen to 95 percent while motor vehicle road worthiness inspections have increased to 60 per cent.

Mr. Mutale said inspections of trucks transporting fuel from Tanzania and East Africa into Zambia as well as Chirundu have risen from 364 in the second quarter of 2015, to 778 in the third quarter of 2016.

He said over 3,830 vehicles have been inspected from January to date for road worthiness under the JEVIC arrangement.

Mr. Mutale was speaking when members of the ZABS Standards Council visited ZABS offices at Nakonde border post to assess the bureau’s challenges in executing its mandate.

He however bemoaned the porousness of the Nakonde border saying this was hampering ZABS’ mandate of ensuring quality and safety of goods entering the country.

The ZABS Nakonde office has since collected K9.1 million as at the end of October 2016 from the targeted k11.4 million.

And ZABS has this year conducted about 800 local inspections across the ten provinces of the country with Copperbelt topping the list followed by Lusaka.

Over 215 inspections were carried out in the Copperbelt while Lusaka and Central provinces, which include the Kenneth Kaunda International Airport, recorded 171 inspections.

Some of the goods inspected include, beverages, fertilizers, engineering products, construction materials, cement products and packaging and textile materials.

Meanwhile, Nakonde District Commissioner Field Simwinga has applauded the Zambia Bureau of Standards (ZABS) for being a corruption free government agency in the district.

Mr. Simwinga said ZABS has exhibited zero tolerance towards corruption in the discharge of its mandate of ensuring quality and safety of goods.

He was speaking when board members and officials from ZABS paid a courtesy call on him.

Mr. Simwinga has meanwhile urged ZABS to increase and intensify patrols around Nakonde and Isoka districts to curb the escalating trend of motor vehicle importers that evade paying statutory vehicle inspection fees for road worthiness.

And ZABS Standards Council Vice Chairman Victor Chitumbanuma said his delegation was in the district to assess what was obtaining on the ground.

Mr. Chitumbanuma noted that the Nakonde border was the most porous and busiest entry points hence ZABS was working towards remedying the situation.

On top of very high and unaffordable fuel prices, with no clear explanations, the government has gone on rampage increasing the tollgates by more than One Hundred Percent.

A very unfair way of collecting revenues indeed, it is probable that the government has unreservedly run out of ideas on how to collect money from citizenry hence inflicting these poor polices on Zambians who have been subjected to tightening of their belts under the pretext of diversification which has been just on paper and never actualized.

I therefore urge the government to find suitable ways of dealing with challenges of this country unlike inflicting so much pain on innocent people who made them to be what they are today. You cannot just work up and start implementing polices which will adversely affect the people and the country at large.

The government has got a very important role to play in this country and one of the functions is the provision of social safety that is designed to adequately cater to the needs of economically disadvantaged members of society that is not subject to political meddling or manipulation. It is also the duty of the government to provide an enabling environment to this country and see it to that the benefits of the country are trickling down even to the underprivileged.

Am saying this is theft because the charges are too much for the poor Zambians and besides, there are no exemptions, you can pay as many times as possible for as long as you are travelling and the first receipt given will not act as a guarantee for you not to pay at the next point.

I will again urge the government to rescind this policy and identify proper ways of collecting revenues such as quickening the process of giving title deeds to people or citizens or make it flexible and accessible to everyone and let the government then collect land rates. I want to believe that, there are so many houses which are not on title because of the process being intricate and these houses are not paying rates. That is just one proper way of the government collecting money from the people. I can provide as many as possible but for now, let me end here.

 

NGOCC deeply concerned with the selective proposed amendment of the Republican Constitution

PATRIOTIC FRONT PROPOSED CONSTITUTIONAL AMENDEMENTS

The Non Governmental Organizations’ Coordinating Council (NGOCC) is deeply concerned with the Patriotic Front (PF) proposed amendment of the Republican Constitution barely a few months after the enactment of the amended constitution.

NGOCC monitored the motion moved by PF Mwansabombwe Member of Parliament (MP), Honourable Rodgers Mwewa in Parliament on Wednesday via Parliament Radio. From the ensuing debates by Members of the August House, especially, the ruling party, it is crystal clear that the proposed amendments have nothing to do with people’s interests but based on personal, narrow and selfish interests by some of the Members from the ruling party.

It is unfortunate that the ruling party wants to amend the Constitution to remove popular clauses that were proposed for inclusion by the Zambians themselves, who are the owners of the document. As an organization and civil society in general, we believe that our position rejecting the piecemeal amendment of the Constitution was precisely to avoid some of the flaws that are now being witnessed. This further exemplifies the need for Zambia to embrace a wholesome people-driven process that would completely repeal and replace the current Constitution.

We note with concern mischievous attempts by the ruling party to now want to remove the majoritarian clause, requiring a winning Presidential candidate to get 50 percent plus 1 vote, from the Constitution so that the country reverts to the First Past the Post system. There is also clearly no understanding and appreciation of the need for separation of duties between the main legislation arm and the local governance system that now excludes Members of Parliament from the local councils.

In addition, we also have noticed further attempts to bring back the position of Deputy Ministers with no reference to the proposed structure of provincial assemblies and proportional electoral system that were set aside during the last Parliament sitting. In a period when the country is faced with serious cash-flow challenges, it is difficult to imagine a government that wants to pay a blind eye to a matter requiring magnanimity in the wake of rising cost of goods and services. It is also evidently clear that the added value of Deputy Ministers is almost nil given some of the experiences shared during the last government. We state herein that this is an unnecessary cost and is unacceptable.

Once again NGOCC wishes to reiterate that the Constitution belongs to the people of Zambia and not one political party alone and therefore, Zambians must be at the centre stage of giving unto themselves a Constitution that embodies the fundamental human rights and democratic principles as well as promotion of good governance.

NGOCC therefore calls upon all Parliamentarians to desist from this approach regarding further amendments to the Constitution and recommit to citizens aspirations by doing the rights thing. The Constitution making process is about Zambia and therefore must be driven as such by its people.

The Young African Leaders Initiative (YALI) says it totally opposes the manoeuvres by Members of Parliament to selectively amend the constitution.

Andrew Ntewewe, the YALI President said efforts by the PF Government to selectively amend clauses of the constitution will undo all the positive expectations that people have as the move is motivated by selfish interests, greedy and lack of of patriotism.

Mr Ntewewe said President Lungu who is the CEO of the country should stop the rot in his Government.

“The Young African Leaders Initiative (YALI) has resolved to totally oppose manoeuvres by Members of Parliament to amend the constitution barely a year after the President assented to the amended constitution on January 5, 2016. The organisation passionately appeals to the President to exercise leadership and stop these selfish and self-serving efforts which will certainly bring his name and that of his administration into disrepute.

T”hese efforts by the PF Government to selectively amend clauses of the Constitution will undo all the positive expectations that people may have for this term of office because they are motivated by selfish interest, greedy and lack of patriotism. The Government is walking on dangerous waters and the President who is the Chief Executive Officer of the Country will do well to stop the rot before the situation degenerates into political mayhem,” he said.

He said his organization believes that the country should invest it’s energies in matters that will promote economic emancipation as opposed to unnecessary political bickering and squabbling which is retrogressive to national development.

He explained that YALI is of the view that the Minister of Justice comes up with clear road map that validates the constitution and subject the Bill of Rights to consensus building so that the whole Constitution is subjected to a referendum.

“In this regard, the Young African Leaders Initiative (YALI) proposes that the Minister of Justice comes up with a clear road map that validates the constitution and at the same time subjects the Bill of Rights to consensus building so that the whole constitution is subjected to a referendum at once.

“This we believe is a prudent approach which will ensure that the constitution reform process is brought to an end once and for all. We would like to remind the government that much as constitutions are not cast in stone, it must be noted that the constitution is sacred document and cannot constantly changed at any time. In fact, it is an agreed principle that a constitution must stand a test of time and that it will not always be changed to suit the interests of few individuals in the country as has been demonstrated by our MPs.

“A quick perusal of the Private Members motion in Parliament clearly demonstrates without any reason of doubt that what the MPs are trying to do to the constitution is simply to meet their selfish gains.”

He added that MPs have realised that they have been confined to making laws and are unable to control funds meant for their constituencies.

“For instance, Members of Parliament have woken up to the reality that they have been confined to making laws in Parliament and leaving Local Government to delivering development to the people across the country. It is therefore clear to see that they want the control of the Constituency Development Fund and allowances they get when they sit in Council meetings back in order for them to use CDF for patronage purposes.

“The MPs further want to create offices for Deputy Ministers so they can reward themselves with government jobs and they want to remain in office after dissolution of Parliament because they have tested the benefits of doing so during campaigns. This clearly demonstrates that the MPs and the government are up to no good. For Parliament and Government to wantonly disregard the people in moving these amendments and only proposing amendments which benefit themselves is an act of betrayal and an exhibition of selfishness and greedy of the worst kind among our MP,” he said.

He further challenged President Lungu to do the correct thing and take up leadership in order to stop the dangerous approach and path taken MPs.

“Finally, we challenge President Lungu, to do the correct thing and take up leadership and stop this dangerous approach and path which his MPs are taking on selective amendments of clauses aimed at benefiting themselves and its political establishment. We would like to remind the President that he owes no one an appointment to gain access to the public purse which is already under pressure BUT he has a responsibility to the 15million Zambians who expect this country to move on the path of economic development,” he said.

Mr Ntewewe was commenting on the proposal by PF MPs to amend certain clauses in the constitution.

A Kafue Resident William Chilufya has complained that the 100 percent hike in toll fees are unbearable for motorists using the Kafue road.

And some Kafue residents who work in Lusaka will be required to pay an estimated K1,200 per month in toll fees.

Mr. Chilufya said the new toll fees will have a negative bearing on economic activities in Kafue as it will be too costly for entrepreneurs to travel between Kafue and Lusaka.

He has since appealed to President Edgar Lungu to intervene so that the toll fees are revised to affordable levels.

“The point must be made that whereas tollgates remain part of standard road infrastructure all over the world, in Zambia, the revised toll fees seem to be punitive, unconsiderate and unstrategic,” Mr Chilufya said.

He said although targeted at creating revenue for government, tolls should not come as too much of a burden on motorists.

“For instance, the tolls to be collected between Kafue and Lusaka from Motorist who are making everyday trips to Lusaka is very punitive. Where on earth would you get K40 every day for toll gates? Is this a call to ask all motorist in Kafue to move to Lusaka?”

“So, while we are not opposed to tollgates, there should be consideration for residents of toll gates areas to avoid making their lives miserable.”

Mr Chilufya said what the government must do instead of milking a few citizens is to spread the toll gate facilities and let all users share the burden at affordable levels.

“The new charges are rather too high, punitive and unbearable to most of the road users of Kafue. On behalf of my Kafue motorists, we are calling upon the Road Development Agency to be consultative and never attempt to implement such type of toll fees,” Mr Chilufya said.

Infrastructure Development and Housing Minister Ronald Chitotela this week announced that Government has increased road toll fees by 100 per cent, a move which is set to increase monthly road toll collections to K400 million from the current K40 million.

Effective January 1 next year, long distance small vehicles will be paying K20 from K10, minibuses K40 from K20, big buses and light trucks will pay K50 from K25, while heavy trucks will now pay K80 from K40 and abnormal load vehicles K500 from K250.

Mr Chitotela said the move would help the Government collect K4.8 million per year, thereby aiding maintenance and construction of more roads and making the road sector self-sustaining.

Eight witnesses testify in ritual murder cases trial

Eight witness yesterday testified in the Lusaka High Court in a matter in which four people have been accused of suspected ritual killings that rocked the city early this year.

The four suspected ritual killers who were arrested and charged with seven counts of murder have appeared before high court judge Florence Lengalenga.

Meanwhile ,39 witnesses are expected to testify in the matter involving the four.

And yesterday, the eight witnesses testified how their loved ones were brutally murdered by unknown people.

Boniface Chipoya has told the court how his nephew was murdered by unknown people in the early hours of 17th March in Lusaka’s Lilanda compound.

He said when asked to Identify the body of his nephew at UTH, he discovered that his private parts and ears where missing from his body while his testacies were intact.

And When asked during cross examinations to give evidence of who killed his nephew, Mr Chipoya could not Identify the killers.

Meanwhile, 47-year-old Faustina Zulu also testified how her son Alex Zulu was killed and his body dumped near a market in Lusaka’s George compound.

Ms Zulu told the court that when rushed to the market to check if truly the body discovered was that of her son, she saw his private parts and ear missing from his body.

Another witness, a teacher by profession told the court how his brother in law was killed with his heart and private parts removed completely.

And when asked by defence lawyers if he saw the killers, Mr Zechariah Sakapize said he could not Identify them as he was not present during the murder.

Meanwhile, Mr Joshua Mwaba of Mufulira has also told the court how he received a phone call only to be told his son has been murdered gruesomely by suspected ritual killers in Lusaka.

The four suspects who include two ZAF officers are Lucky Siame, Lewis Chishimba Bwalya, Christopher Kasapo and Elvis Nyanga.

They are accused of having killed seven people in gruesome ways in Lusaka early this year.

The Anti-Corruption Commission will soon start probing how dismissed Information Minister Chishimba Kambwili acquired so much wealth at a time he served in government.

Highly placed sources at the ACC have revealed that an inquiry will soon be opened against Dr Kambwili to ascertain his source of wealth after President Edgar Lungu gave a go-ahead.

The source said the ACC is confident that a prima facie case can be established against the Roan MP which could see him prosecuted.

One of the subjects of the inquiry is the splash Kambwili Estates, a multi-million dollar villas located in Luanshya on the controversial land belonging to Luanshya Golf Club.

Another set of luxury villas belonging to Dr Kambwili have been constructed near Mitengo area on the Ndola-Mufulira road.

The other subject of investigations is the possible abuse of office authority in relation to Dr Kambwili’s dealings as Director of Mwamona Investments which has been receiving many contracts from both the public and private sectors without delivering the works.

The source said Dr Kambwili also purchased trucks and a brand new Range Rover for his UK based wife valued at over K1, 850, 000 from Alliance Motors in Lusaka and the car remains packed is and only driven by his wife when she comes to Zambia.

The ACC is also expected to probe Dr Kambwili’s purchase of high end properties in London under his children and wife.

The source said State House has full details of Dr Kambwili shoddy dealings and that the former Minister was the subject of President Edgar Lungu’s recent rebuke that some Ministers are making huge daily deposits in their bank accounts.

Efforts to get Dr Kambwili to comment on the development proved futile as he could not answer his mobile phone.

Zambian emerges as one of the best two architects in South Africa

A ZAMBIAN, renowned for some landmark architectural works both in Zambia and South Africa has emerged 2016 second best architect in South Africa after being conferred with the honour by the South African Professional Services Awards (SAPSA) last week.

Mr. Kelly Kalumba, who has been practicing in South Africa, was selected second best from among two other finalists for the Professional of the year in the ‘Architecture Class of the Built Environment’ category at an awards presentation ceremony held at Monte Casino in Johannesburg on 3rd November, 2016. Mr. Kalumba reached the last three from more than 2, 500 nominees selected in March this year when the competition started.

The finalists, including Mr. Kalumba, where each presented with a framed and duly signed certificate and a custom made trophy.

The 46 year old has, since 2003, been Senior Partner at Louis Karol Architects in charge of the Johannesburg office taking care of projects on the continent, including the re-development of Society House on Lusaka’s Cairo road.

SAPSA seeks to recognise individuals and organisations that have excelled within the South African Professional Services Industry. 

The process undertaken to identify nominees, finalists and eventual winners started in March, 2016 with a call for nominees for the various individual and organisation awards directly to professional service firms as well as to the South African business community.

Awarding of companies was based on business growth, customer service, technical excellence, contribution to the community, contribution to the profession, transformation record and commitment to ethics and professionalism. 

The criteria for individual awards, to which Mr. Kalumba was subjected, included demonstration of management and leadership qualities, success of the units headed, innovation within the bounds of available resources, mentorship record, passion and drive, personal values, notable career achievements, concrete future objectives, embracing lessons from challenges, breaking of new ground, taking of risks and changing paradigms, standing out among peers and making a difference. 

The judges found Mr. Kalumba to be an individual who epitomised the two aspects needed to be a good professional services leader namely good technical skills as demonstrated by his exploits in architecture and good management skills as proven by his taking charge of a new Johannesburg office for Louis Karol Architects.  

Mr. Kalumba has been a project architect for well-known structures such as the V and A Waterfront Shopping Mall in Cape Town; the 2010 World Cup Stadium in Cape Town; Liberty Life Regional Headquarters (Office and Hotel) in Umhlanga, Durban; Gautrain train stations (Midrand, Centurion and Pretoria), and Nkwashi Mixed Youth Development on Leopards Hill road in Lusaka where10, 000 houses, a university, international boarding school, retail and office park are being constructed.

Others include Essex College in the United Kingdom; Crown Street up-market residential apartments in Glasgow, Scotland; extension to the Birmingham International Airport (with bussing facility); Seacon up-market residential apartments on the River Thames in London; Eco Towers (office development) in Accra, Ghana; Intercontinental Hotel at OR Tambo International Airport; The Zone Shopping Mall in Rosebank, South Africa; Jabi Lake Mixed Youth Development (offices and hotel with residential complex) in Abuja, Nigeria, and Onomo Hotel in Free Town, Sierra Leone.

Large quantities of illegal alcoholic drinks commonly known as Tujilijili confiscated

A COMBINED team of Zambia Police and officers from Chipata Municipal Council on Tuesday swung into action confiscating large quantities of illegal alcoholic drinks commonly known as Tujilijili.

The officers went round the district confiscating the alcoholic drinks in bars, streets within town and in the compounds.

A check at the council found officers offloading different types of the Tujilijili alcoholic drinks from the vehicle.

And Chipata Municipal Council, Director of Housing and Social Services Judith Maambo said that the alcohol was being confiscated because they are packaged in wrong bottles and are being sold in wrong places where children below the age of 18 could easily access them.

Ms Maambo further indicated that there are other offences that bar owners commit every day and the council would soon move in to control the situation.

She said that the local authority wants to create order in the way business was conducted in town.

And Chipata Municipal Council Public Relations Officer, Falesi Banda said the exercise was on-going until the alcohol was out of the market because it was being sold illegally and was harmful to people’s lives.

Tobacco Board of Zambia struggling to find money to pay farmers

THE Tobacco Board of Zambia(TBZ) is still struggling to find money to pay farmers who sold tobacco to the board in Eastern Province.

Chief Executive Officer Samson Muyembe told Breeze News monitored in Chipata that TBZ was still scouting for money.

Mr Muyembe declined to reveal how much the board owes farmers but indicated that it was less than K 10 million.

He said that TBZ had already paid out about K10 million to some of the farmers in Eastern Province.

Mr Muyembe said that TBZ was aware that its delay to pay the farmers would impact negatively on the preparations for next farming season.

He however, assured the farmers that TBZ was doing everything possible to ensure that it finds money to pay them as soon as possible.

And Mr Muyembe said that to avoid a similar situation where TBZ was forced to buy tobacco from independent growers all farmers should avoid growing tobacco without sponsorship from companies.

ActionAid Zambia has demanded that Mwansabombwe Member of Parliament Rogers Mwewa should step down from his position with immediate effect for moving the motion to amend the republican constitution.

In a statement released to the media, ActionAid Zambia Country director said that proposed amendments are not reflective of the wishes of the Zambian people as they are based on personal motives and selfish interests of members of parliament seeking employment as Deputy Ministers at the expense of the electorates.

Rogers Mwewa Must Step Down Demands ActionAid

ActionAid Zambia is calling upon Mr Rogers Mwewa Mwansabombwe MP to step down from his position with immediate effect as he is deemed unfit to be called honourable.

We note that Mr Mwewa is a danger not only to the development of our country but also a threat to our nation’s democracy as he is clearly detached from the realties that the country is undergoing in terms of economic challenges that cannot sustain his selfish motives.

ActionAid Zambia notes with deep concern the approval to the amendment of the Constitution of Zambia, adopted by the National Assembly on 9th November 2016.

The proposed amendments are not reflective of the wishes of the Zambian people as they are based on personal motives and selfish interests of members of parliament seeking employment as Deputy Ministers at the expense of the electorates.

Further, the move demonstrates a shameful appetite by MPs wanting to plunder national resources by staying in office even during election period.

ActionAid has been vindicated in terms of its advocacy for the need to have a legal framework that protects the content of the Constitution as we have been totally against piece meal amendments to the constitution as currently being witnessed by the proposed modification of the constitution by a group of manipulative Members of Parliament.

This move is not welcome as it increases wastage of government resources realized through taxes contributed by hard working ordinary citizens of Zambia.

The current economic challenges that the country is facing due to mismanagement cannot contain a blotted government structure. Therefore we call upon the MPs to begin focusing on development issues that will move the country forward as opposed to wasting time and money on retrogressive ideas meant to move the country backwards in terms of our democratic dispensation.

The private motion moved by Patriotic Front (PF) Mwansabombwe Member of parliament Mr. Rogers Mwewa and subsequent support from other Members of Parliament is an assault to our democracy and a betrayal to the people of Zambia. We therefore call upon all the people of Zambia to rise up and defend our rights as the constitution is an aspiration of people’s wishes and not a preserve of a few greedy individuals.

As ActionAid we would like to reminder all Members of Parliament that they have a mandate and duty to serve the people of Zambia first which they seem to have forgotten.
