PF Nkoloma ward one Councillor Tasila Lungu has insisted that she will contest as Lusaka Deputy Mayor despite the party’s decision to endorse Christopher Shakafuswa.

Ms Lungu says she is going ahead to contest the position as it is her democratic right.
She said in an interview that her mind is made up and that she will not change her mind at this point.

Tasila announced her candidature for the position of Lusaka Deputy Mayor on Monday breaking ranks with the party which had decided to back Mr Shakafuswa.

She said she is qualified for the position of Deputy Mayor having worked for various service organisations.

Tasila also cited the need to have gender equality in running the Lusaka City Council.
Meanwhile, the NGOCC has backed Tasila’s interest to contest the position of Lusaka Deputy Mayor.

NGOCC Executive Director Engwase Mwale said in a statement today that it is high time more women are promoted in decision – making positions.

“At a time we as a country need more women participation in decision making at various levels, we are dismayed at the alleged PF’s reaction to Ms Lungu expression of interest and intension to contest the position of Lusaka deputy mayor, “she said.

Ms Mwale said the reaction of the ruling party is an infringement on Ms Lungu’s democratic right both as a woman and a citizen of Zambia.

“Ms Lungu is a young councillor whose election to the local government should cheer all well-meaning citizens who want to see the youth and women in key positions of decision making become a reality,” she said.

Ms Mwale said the PF manifesto is clear on the party championing gender equality and equity.
She appealed to all political parties to endeavour to create an enabling environment on all regardless of gender especially the PF being the party in government.

Ireland shuns €13 bn tax bonanza in favour of growth and employment

At a time when Zambia, and many other countries, are trying to maximise tax revenue from big foreign companies, Ireland is doing the exact opposite.

 

That’s according to an in-depth article this week on the website Mining For Zambia.com.

 

As a result of its low corporation tax rate of only 12.5%, the article says, many multinationals have relocated to Ireland, creating around 20% of all private-sector employment – around 300 000 jobs.

So earlier this month, when the European Commission ordered Ireland to collect €13 billion in disputed back-taxes from tech giant Apple, which has operations there, politicians and ordinary citizens reacted with fury.

“We will fight it at home and abroad and in the courts,” said the country’s Finance Minister, Michael Noonan. And significantly, a poll showed that 76% of Irish people support this view.

A 2014 report by Ireland’s Department of Finance, Economic Impact Assessment of Ireland’s Corporation Tax Policy, says: “The headline rate of corporation tax is very important for FDI [Foreign Direct Investment] decisions. If Ireland were to increase the 12.5 percent corporation tax rate, it would significantly reduce FDI flows into the country.”
The report adds that lower tax means higher economic growth: “Evidence based on a wide number of countries indicates that a 10 percent reduction in corporation tax could have anywhere between a 0.6% and 1.8% effect on economic growth rates.”

Figures from the Organisation for Economic Cooperation and Development (OECD) show that from 1998, when Ireland started to phase in the 12.5% corporation tax rate, and 2014, total tax revenues have more than doubled, from €24.8 billion to €55.4 billion.

Ireland’s stance on taxation stands in sharp contrast not only to Zambia’s, but that of many other countries, including Britain, France and the United States.

There is presently a widespread distrust of multinationals in other parts of the developed world. It translates into very high corporate tax rates, which is precisely why so many multinationals have relocated to Ireland.

The lesson from Ireland, the article says, is the importance of a low tax rate to attract foreign investment, which drives economic growth.

“Take North-Western province: in the space of barely 10 years, it has gone from a poor, rural region devoid of any notable economic activity, into a thriving mining province whose three new mines – Kansanshi, Barrick Lumwana and Sentinel – now produce more than half of Zambia’s copper,” the article says.

“Employment has grown, businesses have been created and economic development has been rapid – chaotic in the case of Solwezi, and far more planned in the case of Kalumbila – all as a result of billions of dollars of investment at a time when mining tax rates were lower than they are now.”

Zambia Chamber of Mines president, Nathan Chishimba, is quoted in the article as saying: “As a nation, we are inclined to view economic development and the eradication of poverty through the narrow prism of tax receipts and government expenditure… rather than through the wider perspective of economic growth and employment.”

 

“It’s not wrong to want to maximise tax revenues – after all, they fund the essential operations of government. [But] hitting current taxpayers hard discourages economic activity and new investment, and ultimately stunts future tax revenues.”

Chishimba also emphasises the importance of the Zambian tax authorities being able to monitor and collect all taxes owed.

“This is why we in the mining industry are now strongly supporting programmes designed to build institutional capacity and increase information transparency, such as the EU-funded Mineral Production Monitoring Support Project.”

Countries should focus their efforts on long-term economic growth, rather than short-term tax revenues, the article concludes.

Napsa are unbeaten in their last six games in which they have recorded three wins and three draws.

The Lusaka club has since moved from the bottom four to 10th place on the table with 29 points from 25 matches played.

“I think credit should go to the boys. They have now understood the coach’s philosophy. The players are working for one another,” club assistant coach Linos Makwaza said.

Napsa spent the first half of the season wallowing in the bottom six.

“The future for the club looks bright,” Makwaza added.

Lusaka City Council threatens to sue political parties over campaign posters

Lusaka City Council has threatened legal action against political parties if they fail to remove political campaign posters stuck across the capital city despite elections having being held over a month ago .

LCC Public Relations Officer Brenda Katongola charged that it is not the mandate of the local authority to remove campaign posters after elections.

The Capital city’s streets and buildings are heavily littered with political campaign posters and materials despite elections having taken place over a month ago.

ZANIS reports that political parties have however maintained that it is the duty of the Lusaka City Council to remove the posters and other campaign materials.

Patriotic Front (PF) Information Committee Vice Chairperson Charity Banda stated that political parties pay a fee before putting up campaign posters.

Ms. Banda said it is only right, fair and up to the council to take down the posters.

United Party for National Development (UPND) Secretary General, Steven Katuka stressed that it is not the duty of his party to remove the posters after elections.

The opposition leader however said it is willing to cooperate with the council to ensure that the posters are removed.

And FDD Spokesperson, Antonio Mwanza said his party will cooperate with the Electoral Commission of Zambia directive to have campaign posters removed.

Mr. Mwanza said though it is the responsibility of the council to take out the posters his party is willing to give a helping hand to the local authority.

The Electoral Commission of Zambia recently reminded political parties to remove all campaign posters since elections are over.

Queen Elizabeth wished President Lungu and the people of Zambia a peaceful and prosperous future.

According to a statement issued by Chief Analyst for Press and Public Relations Cecilia Mulenga yesterday, the Queen said this in a congratulatory message to President Lungu, conveyed by British High Commissioner to Zambia Fergus Cochrane-Dyet.

‘’I send my warm congratulations as you embark upon your second term as President of the Republic of Zambia,” Queen Elizabeth II said.

French President François Hollande has extolled Zambia for leading the way in democracy, tolerance and freedom of expression in the August 11 general elections and hoped that the country will continue to be an example.

The French President called for continued dialogue with President Edgar Lungu on democracy, tolerance and freedom of expression and particularly at the Africa-France Summit scheduled to take place in Bamako, Mali in January 2017. President Hollande said he would be pleased if President Lungu participated in the Summit.

President Hollande assured of continued support to President Lungu and that Zambia can count on France as an active and committed partner for the country’s economic and social development.

In a message of congratulations to President Lungu on his re-election as President of the Republic of Zambia, President Hollande wished the President every success in achieving His goals of Zambia’s economic diversification and infrastructure development in particular, energy and transport sectors.

The French President expressed confidence that France and Zambia will continue to work together for Africa’s stability.

“On the occasion of your re-election as President of the Republic of Zambia, I am pleased to extend to you, on my own behalf and on behalf of the French people, my warmest congratulations and my very best wishes for the continuation of your mission,” President Hollande said.

ZICTA wants Samsung to withdraw Samsung Galaxy Note 7 from Zambian market

The Zambia Information and Communication Technology Authority (ZICTA) has written to Samsung Electronics SA (PTY) LTD- Zambia Branch requesting them to come up with interventions and indicate to the Authority how best Samsung Galaxy Note 7 will be withdrawn from the Zambian market.

In a statement, ZICTA said Samsung Galaxy Note 7 has a factory defect as the affected device can overheat and pose a safety risk.

Samsung Electronics Corporation has announced a recall of Samsung Galaxy Note 7 smartphones in countries where the device has been launched.

“Although the Samsung Galaxy Note 7 has not yet been officially launched in Zambia, ZICTA has written officially to Samsung Electronics SA (PTY) LTD- Zambia Branch requesting them to come up with interventions and indicate to the Authority how best the device will be withdrawn from the Zambian market, bearing in mind that some Zambian consumers may have purchased the device from other markets where the product had been launched” ZICTA said.

In order to ensure safety of the consumers, ZICTA is urging all consumers with Samsung Galaxy Note 7 to visit the authorised Samsung Electronic Service Partner outlets in Zambia.

First Lady Esther Lungu has called for strengthening of the education system in order to encourage the girl child especially in rural areas to take up science and mathematics subjects as this will spur investment and development in the country.

And Mrs Lungu has implored women intending to go into entrepreneurship to be focused and research on their proposed business plans if they are to be successful.

The first lady said this during a round table discussion on Bunengi African Science, Technology, Entrepreneurship and Mathematics (STEM) first ladies and global business summit on the side-lines of the United Nations General Assembly in New York yesterday.

The summit is being held under the theme “entrepreneurship”.

Mrs Lungu commended Bunengi Foundation for the initiative it has taken of involving girls and women to take up STEM which she said will contribute to economic and social development of the country.

And patron of the Bunengi Africa STEM foundation Bongi Ngema Zuma who is also South African first lady called for more representation of women teachers training in STEM subjects.

At the same Occasion, Chairperson of the African Union Nkosazana Dlamini Zuma congratulated President Edgar Lungu on his re-election as sixth President of Zambia in last month’s polls.

Meanwhile, Dr. Zuma has called for a shift in traditional values in African set ups that stereotype the girl child to play roles that discourage Science, Technology, Engineering and Mathematics.

And Bunengi Foundation Chief Executive Officer Savannah Maziya recognised ZANIS Staffer Barbra Chisenga who was given a round of applause at the high level meeting for working in a male dominated field of camera work.

Ms Maziya called on African governments to fuse new educational systems that will embrace the participation of African women and girls.

ZRA trebles Tax collection per month from Tax payers in Eastern Province

ZRATHE Zambia Revenue Authority( ZRA) has increased the collection of tax from about K350,000 to over K 1 million per month from its over 7,000 tax payers in Eastern Province.

ZRA Eastern Province Regional Manager Musonda Lukwesa told Breeze News monitored in Chipata on Monday that that ZRA was collecting K350,000 per month from 2012 to 2014 but since last year, the collections have improved to over K 1 million.

Mr Lukwesa said this has been achieved through team work and broadening the tax base to other districts like Nyimba, Petauke and Lundazi.

He added that the increased collection was also due to a lot of education ZRA was offering to traders on the importance of paying tax.

And Mr Lukwesa said ZRA wass facing challenges in collecting tax from some traders at Down Shops in Chipata because they do not issue receipts to their customers, whenever they sell goods.

He said ZRA needs to conduct a serious audit on some traders at Down Shops because there was a big leakage and government may be losing out.

Mr Lukwesa urged people to develop an attitude of demanding for receipts which records all the business transactions.

THE Civil Society for Poverty Reduction (CSPR) has welcomed the arrest of Zambia National Farmers Union (ZNFU) president Dr Evelyn Nguleka and director Ndambo Ndambo by the Drug Enforcement Commission (DEC).

CSPR Communications Programmes Coordinator Maxson Nkhoma said in a statement in Chipata yesterday that time has come for ZNFU to be held accountable not only to the donors but also to the people of Zambia and the farming community in specific in whose behalf ZNFU was being funded.

Mr Nkhoma said the farming community suffered untold misery at the hands of the current ZNFU Board and its management as a result of misappropriation of funds which were meant to boost the agriculture sector Zambia.

He said CSPR calls for the resignation of the entire board at ZNFU in the interest of good cooperate governance, accountability and for justice to take its root without any perceived interference from the ZNFU Board or management. “It is regrettable and unfortunate that money meant to support the growth of small of small scale farmers in Zambia went into the pockets of few individuals,” he said.

Mr Nkhoma said it was such kind of behavior which has affected the implementation poverty reduction programmes in Zambia and if left unchecked rural poverty would remain stubbornly very high in Zambia.

He said CSPR welcomes the resignation of Dr Nguleka stating that it was imperative that entire board of the ZNFU resigns in the interest of justice and smooth conclusion of investigations by law enforcement agencies without any perceived intimidation which may cause hindrance of justice as a result of tempering with critical documents and evidence.

“From the conduct of the ZNFU Board since these allegation started, it is very clear in the minds of stakeholders that entire ZNFU board was well aware of the alleged misappropriation of donor funds and could have been involved in the alleged misappropriation of funds this is evidenced by failure to take any action against management even when the evidence of wrong doing was overwhelming,”he said.

He said CSPR was however saddened that ZNFU has found itself in such a situation at a critical time when stakeholders were looking up to them to help provide solutions on how the country can successfully diversify its economy from being a copper dependent to an agricultural based exporting country .

“CSPR wishes to thank and commend the Drug Enforcement Commission for acting our report we logged against the Zambia National Farmers Union early this year,”he said.

Mr Nkhoma appealed to donor agencies to modify their funding mechanisms by putting in place modalities which ensures direct funding to implementing structures such the District Farmers Associations as opposed to giving a lap sum amount of money to institutions which are not directly implementing activities.

CHILILABOMBWE mayor Christabel Mulanda has assured residents in the district that land allocation will be transparent and that she will work with all councilors to bring sanity to stop illegal allocation of land and finish all projects that have been implemented.

Ms Mulanda said illegal land allocation has been a source of concern and that the new team will work hard to streamline the problems that the residents have faced.

She said those who had applied for land will be allocated land according to the law and urged residents not lose confidence in new civic leaders.

She said most of the projects that had only received phase one will be completed in phase two to change the image of the Chililabombwe district.

“In phase two the remaining 35 kilometers of roads, the district hospital, youth training institution and streets lights will be worked on to change the image of Chililabombwe district” Ms Mulanda said.

Ms Mulanda said she will spearhead the Patriotic Front (PF) manifestos in all areas and complete projects which had only received phase one.

She said her approach will be to mobilize all ward councilors and work on developmental projects in line with PF manifestos.

She however, said her strategy will also focus on empowering all elderly people, women and youth to reduce poverty in the district.

Ms Mulanda said Chililabombwe being the border town where most foreign transporters and famers transit to ferry commodities to Kasumbalesa and the Democratic Republic of Congo (DRC) needs good facilities such as roads, clinics, hospitals including hotels.

CHIPATA Diocese Catholic Bishop George Lungu has appealed to the Government to serious steps in the fight against corruption.

Bishop Lungu said that corruption was very high in most of the Government departments.

He said that vulnerable youths were finding it difficult to access the much needed services and employment because there was no one to push for their applications.

Bishop Lungu was speaking during the 50th Anniversary for Chadiza’s Sacred Heart Catholic Parish, which was also attended by Eastern Province Permanent Secretary Chanda Kasolo over the weekend He disclosed that he has been receiving youths in his office begging him to speak on their behalf so that they could get employed by the Government.

“The future of those who do not have relatives in Government is being destroyed because they cannot access jobs due to corruption,”he said.

Speaking at the same function, Chief Zingalume of the Chewa people in of Chadiza district called on traffic police officers to be professional in their work.

The traditional leader said that he has received a lot of reports from his subjects concerning some police officers harassing motorists.

Chief Zingalume said traffic police officers go round in villages to look for motorbikes and vehicles to impound.

The traditional leader stated that he had decided to speak openly in the presence of Permanent Secretary so that action could be taken.

He said that his subjects were poor and cannot afford to pay the fines adding that they were no longer free with their properties.

Chief Zingalume appealed to Mr Kasolo to caution the traffic police officers against being unprofessional while conducting their work.

The traditional leader also called on the Government to quickly work on roads in the district, which he said were in a poor state.

And Mr Kasolo said he would engage the Ministry of Finance so that they release the money towards the tarring projects.

Mr Kasolo said that the Government was aware of the bad road network in Chadiza and was doing everything possible to address the situation.

He said the stalled road projects included the Chipata-Chadiza-Chanida-Katete road and Chipata-Vubwi –Chadiza roads which needed to be worked on.

Mr Kasolo advised the people of Chadiza to take keen interest in church activities so that they could refrain from bad vices like execcive beer drinking.

He said that Government would continue partnering with the church in bringing development to people especially in rural areas.

President Edgar Lungu yesterday appended Zambia’s Signature to the Paris Agreement on Climate Change during the Treaty Event at the on-going High-Level Segment of the 71st Session of the United Nations General Assembly in New York, USA.

The overall objective of the Agreement is to strengthen the global response to the threat of climate change by keeping a global temperature rise this century well below 2 degrees Celsius above pre-industrial levels and to pursue efforts to limit the temperature increase even further to 1.5 degrees.

According to the statement released to the media by Zambia’s Permanent Mission First Secretary for Press and Public Relations at the United Nations, Mr Chibaula Silwamba, the Paris Agreement was adopted at the Twenty-first Session of the Conference of the Parties (COP21) held in Paris, France on 12th December, 2015, following successful negotiations by 196 Parties to the Convention on Climate Change. The Paris Agreement commits Parties to implement ambitious efforts to combat climate change and adapt to its effects while promoting sustainable development.

To date, about 181 States Parties including Zambia have signed the Paris Agreement and 28 Parties have further ratified. These Nations account for an estimated 39.08 percent of global greenhouse gas emissions. The agreement will enter into force 30 days after attaining the 55 percent threshold of the total global greenhouse gas emissions.

By signing the Paris Agreement on Climate Change, the Government of the Republic of Zambia renewed its commitment and resolve to take action in order to attain sustainable prosperity, safeguard the health of our people and the planet.

Among the Senior Officials who accompanied the President to the signing event, was Mr. Trevor Kaunda, Permanent Secretary at The Ministry of Lands, Natural resources and Environmental Protection who expressed elation at this development.

The Permanent Secretary added that in order to enhance the implementation of the Paris Agreement at country level, Government has developed its Nationally Determined Contribution (NDC) to the Paris Agreement which outlines various mitigation and adaptation programme/actions to be implemented. Mr. Kaunda said the recently adopted National Policy on Climate Change will provide a framework and ensure coordinated approach in implementation of climate change actions with a view to help the country fulfil its obligation under the Convention on Climate Change and the Paris Agreement.

The Zambian Government is confident that through collective implementation of the Agreement, developing countries like Zambia will be assisted increase its ability to adapt to the adverse impacts of climate change and foster climate resilience and transition into low greenhouse gas emissions development.

Ultimately, this will ensure environmental integrity and foster socio economic sustainability and help save our planet.

Lwandamina names team for Sundowns away clash

Zesco United coach George Lwandamina has named a 20-member squad to face Mamelodi Sundowns in Saturday night’s return leg of the 2016 CAF Champions League semifinals in Pretoria, South Africa.

Chicken George has welcomed back in the squad star midfielder Cletus Chama, who missed Zesco’s last two Champions League matches due to suspension.

Club media officer Katebe Chengo said Zesco travels to Pretoria on Wednesday afternoon ahead of the tie set for Lucas Moripe Stadium .

The Super Division champions have a 2-1 advantage over Sundowns from the first leg match played in Ndola on Saturday.
