Mumba arrested for criminal trespass

Opposition MMD faction leader Nevers Mumba has been arrested and charged with the offense of criminal trespass.

This follows his recent storming of ZNBC offices in Lusaka where he went to complain about a new story that was aired during a 19:00hrs news bulletin.

Dr. Mumba who by broadcast time was locked at woodlands police station was picked up this afternoon after the police conducted a search for a firearm at his Kabulonga residence.
He has been denied bond.

And speaking behind bars Dr. Mumba says he will not stop talking until the petition for the August presidential election has been heard by the Constitutional Court.

He says he is ready to go to court for this.

And opposition UPND leader Hakainde Hichilema has accused President Edgar Lungu of directing the police to arrest Dr. Mumba over firearms.

He told journalists shortly after Dr. Mumba was charged and locked behind bars that it is unfortunate that the police have arrested the MMD faction leader without sending him a call out.

Mr. Hichilema also finds it unfortunate that the police had denied Dr. Mumba bond.

UPND Media team has issued the following statement to the media

A FAILED STATE IS UPON US – GARY NKOMBO (UPND)

The creation of a failed state is upon us and we alert all Zambians to beware that the Patriotic Front Government is determined to cause chaos as a result of the fear that has gripped President Lungu following the widespread local, regional and international criticism and condemenation over the shabby and embarrassing manner in which the August Elections were rigged.

Our team of UPND leaders which included UPND President Hakainde Hichilema and running mate Geoffrey Bwalya Mwamba and other senior leaders and supporters came to show solidarity with MMD President Dr. Nevers Mumba, because we have been prepared for these emerging desperate actions from the PF which are simply signs of great fear from frightened men who do not know how to get out of the chaos they have created for themselves after the clumsiest elections in Zambian history, eclipsing even the elections under the One Party UNIP era. They are now making desperate attempts to scare and silence members of the opposition and general public from commenting on the stark revelations that they lost the 2016 August election to the UPND hence their fear to allow the Presidential Petition from being heard.

It is strange that the State Police first arrived at Dr. Mumba’s residence around 10:30 hours demanding to search the house for stolen firearms without a search warrant. When challenged they hurriedly left only to emerge an hour later with a warrant upon which they proceeded to search the house accompanied by Mrs. Florence Mumba while Dr. Mumba held discussions r his lawyer. When the bogus search yielded a blank, they suddenly changed and said they were arresting Dr. Mumba for Criminal Tresspass and requested him to accompany them to Woodlands Police Station

Dr. Mumba has been remanded in custody for a and bailable offence of Criminal Traspass resulting from a a walk-in visit to ZNBC studios on Thursday 8th September, 2016 where he went to verify an un-clear news item that had ran on the 1900hrs news bulletin related to the on-going Presidential Petition court case after receiving numerous calls from concerned members of the public. This arrest is nothing but part of a wider clampdown on democratic freedoms which started with the closure of the privately owned Post newspaper, followed by Muvi TV, Komboni and Itezhi-Tezhi radio stations planned ahead of rigging the elections. It is part of a strategy to intimidate and shut the voices of the opposition and any dissenting voice following the controvertial August elections which are widely believed to have been won by the UPND.

We make an urgent appeal to the EU and the Donor community represented in Zambia, the AU and SADC Representatives not to merely standby and watch the deteriorating situation but urge them to make urgent intervention before the situation escalates to dangerous proportions.

The MMD is an electoral strategic alliance partner with the UPND via a signed Memorandum of Understanding in the August 2016 election.

The three Constitution Court Judges paid money to deliberately lapse the UPND petition -HH

Constitutional Court Judge Pallan Mulonda

CONSTITUTIONAL Court judges were paid huge amounts of money to deliberately lapse the UPND petition to nullify the re-election of President Edgar Lungu in the 11th August general elections, Hakainde Hichilema has claimed.

Addressing a press conference at Chainama Hotel yesterday, Mr Hichilema has described the Constitutional Court judges as thugs and criminals who, according to him, had raped the Constitution and were therefore not worth the gowns they wore as they lacked integrity and impartiality.

He singled out Judge Anne Sitali, Pallan Mulonda and Mungeni Mulenga for a scathing attack on their conduct which he likened to Judas Iscariot who betrayed a cause for pieces of silver.

Constitutional Court Judge Anne Sitali
Constitutional Court Judge Anne Sitali

Judge Mulonda, he said, had been flown all the way from the United States to sit on the Constitutional Court to frustrate the cases.

He also charged that President Edgar Lungu was consulting sangomas and witchdoctors, claiming: “He was not in Mfue for a holiday but he had gone to Malawi to consult witchdoctors,” Mr Hichilema said.

Mr Hichilema claimed the judiciary had been compromised hence the fear to rule in favour of the UPND which he claimed had won the August general elections.

“We thought wearing those gowns was a shell of ability, credibility and fairness in the delivery of justice. But little did we know that it was beginning of drama and mockery of institutions that we thought would defend the rights of citizens and restore some sanity in the country,” Mr Hichilema said.

He singled out Judge Annie Sitali of having been at the centre stage of manipulating the justice system and raping the Constitution in her rulings when she presided over the preliminaries of the presidential election petition.

Constitutional Court Judge Pallan Mulonda
Constitutional Court Judge Pallan Mulonda

Mr Hichilema explained that in the petition he was also seeking the courts to ask President Lungu to hand over power to the Speaker of the National Assembly Dr Patrick Matibini but that it did not happen.

“We put up a motion to obligate Lungu to hand over the presidency to the Speaker of the National assembly but the Constitutional Court deliberately ignored making a ruling on this matter. Up to now, they have not made a ruling because they were afraid of making a ruling against President Lungu to hand over power to the Speaker of the National Assembly,” Mr Hichilema said.

And Mr Hichilema claimed five Constitutional Court Judges unanimously ruled that the hearing of his petition should have been extended by four days so that he (Hichilema) could be heard but was surprised that Justice Sitali dismissed his petition on account that it had time lapsed.

“We have received no justice. Our election was stolen. We do not recognise Edgar Lungu as the winner of the 11 August 2016 election. We will never surrender to thugs and dictators. This is not an ethnic fight. This is a fight to restore our democracy, our Constitution and our human rights,” Mr Hichilema said.

Mr Hichilema claimed that President Lungu was promised by Electoral Commission of Zambia (ECZ) chairperson Justice Esau Chulu, executive director Priscilla Isaacs and one of the former presidents that they would deliver victory for him.

Zambians do not Need HH to Recognise President Lungu’s Victory

Kabushi MP Bowman Lusambo being introduced at a church congregation by UCZ Masala Congregation Reverand

By Hon. Bowman C. Lusambo, MP-Kabushi

It is not surprising that UPND leader Hakainde Hichilema has announced that he will not recognise the election victory of President Edgar Lungu. The announcement does not come as a surprise because Mr Hichilema vowed way before the vote was cast that he will not recognise President Lungu’s victory no matter what.

What is however interesting about Mr Hichilema’s announcement is his desperate plea for Zambians to join him in his illegal crusade to make the country ungovernable.

After losing so many applications in the courts of law, Mr Hichilema is now asking Zambians to take over the fight using other ways outside our constitution.

I believe by asking Zambians to take over the fight, Mr Hichilema is placing young men and women in his party in harms way. It is for this reason that I call on peace loving Zambians to rise in numbers and denounce Mr Hichilema’s latest and most desperate plea.

From August 15th when President Lungu was declared winner of the August 11 elections, he has showed the greatest level of statesmanship by exhibiting high levels of patience and allowed the due process of the law to take its course.

He has never circumvented the constitution in order to quicken his return to State House. Zambians have observed with great pride how a man they voted into office has watched as the UPND legal circus has been going on.

Now it has become abundantly clear that the UPND are hell bent on derailing the democratic process in Zambia by preventing a dully elected President to take office. The levels of selfishness exhibited by the UPND leadership is now a source of concern. They are clearly operating on the mantra of ‘It’s me or no one else.’

This reminds me of the story in the Bible in 1 Kings 3:16-28 when King Solomon had to make a decision about two women who came to him arguing and claiming one. A sword was brought, and Solomon ordered, “Cut the baby in half! That way each of you can have part of him.”

“Please don’t kill my son,” the baby’s mother screamed. “Your Majesty, I love him very much, but give him to her. Just don’t kill him.”

The other woman shouted, “Go ahead and cut him in half. Then neither of us will have the baby.”

Solomon said, “Don’t kill the baby.” Then he pointed to the first woman, “She is his real mother. Give the baby to her.”

So Mr Hichilema is acting like the other who wanted to have the child cut in half because he does not care about the welfare of Zambians. He has desperately wanted to create confusion since he stepped on the Zambian political scene, luckily, Zambians have seen through his real motives and have repeatedly rejected him.

The legal circus that has been going on has created uncertainties in the economy and has caused some level of damage to the judiciary. I believe all the drama could have been avoided had Mr Hichilema and his running mate Geoffrey Mwamba accepted the verdict by the Zambian people to re-elect President Lungu.

Without a shadow of doubt, the conduct of the two leaders has been despicable and Zambians should therefore stand in unison and conduct this self-centred approach to national leadership.

It is unfortunate that in other countries, they keep experiencing earthquakes and Tsunamis but in Zambia today, we can confidently say that Hichilema and GBM are Zambia’s biggest natural disasters.

Mr Hichilema has lost countless number of general elections, he has never gone back to the general membership of the party to renew his mandate and yet he continues to posture him as Zambia’s Messiah.

I call upon all Zambians to ignore Mr Hichilema and Mr Mwamba’s calls and turn up in large numbers on Tuesday, September 13th to witness President Lungu’s inauguration.

By attending the inauguration in large numbers, Zambians will be yet again affirming their love and trust in President Lungu. I take this opportunity to invite Mr Hichilema to join the millions of Zambia who will be attending the inauguration ceremony as it will be a great sign of reconciliation. We should all be reminded that Zambia is bigger than all of us and therefore the interests of this great nation should always reign supreme.

TOUR operators should introduce affordable tourism packages for Zambians to encourage more local people to explore their products, Zambia Tourism Agency (ZTA) Tourism Promotion Manager Jocelyn Mutinta has said.

Ms Mutinta said affordable rates for Zambians would enable tour operators to keep their premises fully booked at all times as opposed to maintaining higher charges and make their premises empty.

She noted that most Zambians were unable to access tourism products because of higher charges in the sector.

Ms Mutinta said in an interview in Livingstone that a lot of Zambians were capable of utilising tourism products especially those which were perceived to be for foreigners once the rates were affordable.

She said domestic tourism had potential to sustain the tourism sector throughout the year as Zambians were always available to spend money in their own country.

“It is not true that tourism activities in Zambia are designed for foreign tourists only. Most Zambians really want to do these activities but they can’t manage because of high charges.

“Tour operators should look at introducing affordable rates in their packages for Zambians and that way they will have a lot of Zambians utilising your facilities,” Ms Mutinta said.

South Africa attracts about 25 million domestic tourists and about nine million international tourists every year.

This is important in sustaining the local economy as domestic tourists are always available in their country to spend money on tourism.

Ms Mutinta was happy that a Zambian company based in Livingstone, Maano Adventures, had invested in the business of white water rafting around Victoria Falls, an activity which is perceived to be for foreign investors.

She said ZTA wished to see more Zambians owning and participating in all tourism and adventure activities such as water rafting, helicopter flights, boat cruise and game drive among others.

“As ZTA, we are so excited to see Zambians taking up tourism investment. We have always wanted locals to come on board. This is their country and there is a reason why God put the Victoria Falls in Zambia.

“The Victoria Falls is supposed to benefit Zambians first after which rest of the world must enjoy it,” Ms Mutinta said.

The National Assembly has invited Members of Parliament to the inauguration ceremony of President-elect Edgar Lungu which will be held at the National Heroes Stadium in Lusaka.

Clerk of the National Assembly Doris Mwinga said MPs should pick their invitation cards from the National Assembly Motel starting September 9th to Monday 12th September 2016.

Ms. Mwinga said the National Assembly will however only provide transport for MPs from the National Assembly to the stadium on the actual day.

She said the National Assembly will not cater for transport costs for MPs traveling from outside Lusaka.

This is according to a statement released to the media by Ms. Mwinga.

President-elect Edgar Lungu and his running mate and Vice President-elect Inonge Wina will be sworn into office on Tuesday 13th September 2016 for a five-year term which is expected to expire in 2021.

Mr. Lungu ad Mrs. Wina were supposed to be inaugurated seven days after the declaration of the presidential election results but this could take place due to the election petition which losing presidential candidate from the United Party for National Development (UPND) Hakainde Hichilema and his running mate Geoffrey Mwamba applied in the constitutional court.

And The Public and Private Drivers Association of Zambia (PPDAZ) has cautioned all drivers to observe traffic rules as they ferry people to and from the inauguration of President-elect Edgar Lungu next week.

The inauguration ceremony for Mr. Lungu and his vice president Inonge Wina has been set for Tuesday 13th September 2016 at the National Heroes Stadium in Lusaka.

PPDAZ president Josiah Majuru told ZANIS that regardless of the amount of excitement and celebrations, all drivers should behave in an orderly and acceptable manner by strictly observing traffic rules.

Mr. Majuru said the drivers should be careful as they will be ferrying people from different places especially the youth and children.

He said all traffic rules should be observed by the drivers at all times in order to avoid traffic accidents.

Mr. Majuru said the law should not favour anyone but deal with all offenders accordingly regardless of the political party they support.

He has since appealed to the police to bring to book all drivers who will not be observing the traffic rules and deal with them accordingly.

Mr. Majuru has meanwhile thanked all drivers countrywide for exhibiting exemplary behaviour before, during and after the general elections.

He has therefore encouraged them to continue with the excellent record.

He also implored the general public to report drivers who harass, over speed or break traffic rules to the relevant authorities saying his association was tired of drivers who have dented the name of others.

Mr. Majuru added that good driving builds confidence in the people and assures them of a safe journey to their destination.

The Baroste Royal Establishment (BRE) has said the re-election of President Edgar Lungu was a clear testimony that the people of Zambia have confidence, love and trust in his administration.

BRE Acting Ngambela Nyambe Mwenda, who is also Induna Mukulwa Kashiku, said in an interview with ZANIS in Mongu district that the people of Zambia have demonstrated the need for continuity by re-electing Mr. Lungu and his Vice President Inonge Wina to serve the nation for the next five years.

The Acting Ngambela said the Baroste Royal Establishment was therefore happy to join many Zambians and the international community in congratulating the President-elect.

President Lungu and Mrs. Wina won the just ended presidential election that was held on August 11, 2016.

And four heads of state have congratulated President-elect Edgar Lungu on his re-election as President of Zambia and have described his victory as confirmation of the confidence that the people of Zambia have in his leadership.

According to the statement released to media by President Lungu’s Special Assistant for Press and Public Relations Amos Chanda, the four are Presidents of Egypt, Sierra Leone, Georgia and Serbia.

President of Egypt Abdel Fattah Al-sisi, Sierra Leone President Ernest Bai Koroma, Giorgi Margvelashvili of Georgia and President of Serbian Tomislav Nikolic have conveyed their congratulatory messages to President Lungu in separate correspondences.

President Al-sisi has pledged to continue expanding and strengthening the bilateral relations and fraternal ties between Zambia and Egypt and their peoples.

He has since wished Mr. Lungu success.
And Dr. Koroma said the re-election of Mr. Lungu in a democratic election shows the overwhelming support and confidence Zambians have in him and his principles.

He has therefore expressed satisfaction that the fraternal bond that has existed between his government and the Zambian one over the years have proved beneficial for the two nations.

He prayed that the excellent relations between the two countries will be deepened and will continue to grow from strength to strength.

“On behalf of the government and the people of Republic of Sierra Leone and on my personal accord, I would like to convey to you and through you to the people of the Republic of Zambia our sincere congratulations on the recent concluded democratic election held on 11th August 2016,” Dr. Koroma said.

And President Margvelashvili of Georgia said it was important for Zambia and his country to strengthen partnerships in different areas of corporation that have lately been developing dynamically and positively.

The Georgian President stressed that Mr. Lungu’s victory was a confirmation of the confidence the people of Zambia have in the president’s leadership.

Meanwhile, President Nikolic of Serbia said Zambia has been tied with his country by longstanding and sincere friendship, reflected through cooperation at both bilateral and multilateral levels.

He said this is in particular in the framework of the non-aligned movement which testifies the two countries’ historical roles in the international relations and world politics of the 20th century.

President Nikolic expressed confidence that Serbia and Zambia will continue to successfully develop cooperation in all areas drawing on the long established friendly relations between the two countries to benefit their people.

The Lusaka High Court has thrown out an application by Hakainde Hichilema and his running mate Geoffrey Bwalya Mwamba to prevent the Inauguration Ceremony slated for Tuesday 13th September 2016.

The Court also threw-out the application with costs.

Judge Mwila Chitabo who was hearing the matter on Friday evening said the court had no jurisdiction over the matter.

“I have no jurisdiction to grant interim relief sought under Article 28. They are denied with costs”.
Mr Hichilema and Mr Mwamba were seeking High Court’s interpretation.

They claimed that the Constitutional Court denied them the fundamental right to be heard over their election petition

The Constitutional Court dismissed the Petition for want of prosecution in the 14 days stipulated by the Constitution thrown out as the litigants.

Hearing for the main case continues on Monday.

Earlier, Attorney General Likando Kalaluka asked the High Court to deem UPND President Hakainde Hichilema and his running mate Geoffrey Mwamba to be vexatious litigants.

Mr. Kalaluka said that the two should not be allowed to commence legal proceeding without leave from the court.

He said that before allowing the two the court should make sure that their proceedings are not an abuse of the court process.

Mr. Kalaluka said that his application is in accordance to section 16 and two of the High court Act.

This is according to an order that Mr. Hichilema and Mr. Mwamba be deemed to be vexatious Litigant filed by Mr. Kalaluka.

The Attorney General made the application when the parties meet for the inter-parte hearing this morning before High Court Judge Mwila Chitabo.

Luanshya Acting DC bemoans high illiteracy levels

1

THE recent implementation of the revised national education curriculum by Government, which introduced teaching of local language syllabus from Pre-School to Grade four level in Primary Schools, is progressing well in Choma district, Southern Province. Above, Grade One pupils at Kalundu Ka Maria Primary School were found cheerfully learning how to construct sentences in Citonga in their classroom.
Luanshya Acting District Commissioner Kasemuka Mwalo has expressed concern at the high levels of illiteracy among women and girls in the district despite the area having adequate learning facilities.

Mrs. Mwalo observed that women and girls were still neglected regarding access to formal education despite the district‘s rich history of being a torch bearer in enhancing literacy among youths and adults.

She was speaking in Luanshya today during the commemoration of the jubilee international literacy day celebrated under the theme “reading the past, recording the future”.

She urged the education sector in the district to strive to eliminate stereotyping across the board and chart a course of action that would advantage the female gender on the highway to attain literacy skills.

Mrs. Mwalo added that women can contribute significantly to economic development through entrepreneurship only when they attain literacy and learn how to read and write.

She further urged both adults and youths to embrace the culture of reading and writing and record landmark attainments by writing books in order to combat illiteracy.

And Luanshya District Education Board Secretary Peter Kaonga said the introduction of the new curriculum which included two carrier pathways would help in promoting literacy levels in the district.

Mr. Kaonga noted that the dedication of teachers and the implementation of the new curriculum would help in reducing literacy levels in the district.

He observed that literacy can help Zambia become a middle income country.

Mr. Kaonga further said it was sad that illiteracy levels were not only high among adults but that it has also affected young learners in schools.

He disclosed that a survey conducted in 2013 to determine illiteracy levels among grade 12 learners in the district revealed that there was a total of 139 pupils who could not read and write.

He added that in another inquiry conducted among grade one pupils last week, 70 percent of the leaners could read and write.

And a beneficiary of adult literacy Mwewa Simbeye, an entrepreneur who started grade one at the age of 35 through adult literacy, thanked government for introducing the programme which she said was pivotal in promoting development.

Ms. Simbeye said she can now read and right adding that this has helped her in managing her business activities which she could not understand in the past.

Government ready to hold ICT school exams

7

Some of the computers handed over to Namuseba Primary School in Monze District today by Zambia National Building Society (ZNBS) in a bid to complement government’s efforts to spearhead Information, communication and Technology (ICTs) learning in schools.
THE Ministry of General Education has assured the nation that it is ready to conduct this year’s information communication technology (ICT) examinations for Grade 9.

The ministry’s spokesperson Hillary Chipango confirmed this to the Daily Nation in an interview yesterday.
Last year, ICT examinations which were supposed to be compulsory for examination classes were not held as the Government could not provide computers to all schools to conduct the practical aspect of the examination.

But Mr. Chipango, who described the 2015 ICT examinations as a scandal, said the ministry had put in place measures to mitigate the challenges it faced.

He reiterated that the ministry had procured 6,000 computers which were yet to be distributed to selected schools countrywide.

“We are more than ready to conduct this year’s ICT examinations; we learnt a number of lessons from last year’s experience and one of the major measure we have put in place to mitigate the challenges that we faced is that as a ministry we have procured 6,000 computers soon to be distributed to selected schools countrywide,” Mr. Chipango said.

He also indicated that the ministry had increased the days of writing the ICT examination.

Mr. Chipango disclosed that the examinations would be written in three days.

“We have also added days of writing these exams. As you are aware last year these exams were written in one day, which led to candidates writing exams late at night since we did not have enough computers then.

“But now this year’s exams will be written in three days. Even when the schools will have limited computers, all pupils will be given chance and we won’t have that challenge that we had last year,” he said.

Mr. Chipango however said that not all schools would be subjected to the ICT examination.

He said only schools which proved ready were asked to register for the examinations.

“In as much as these computer studies are compulsory, when it comes to writing exams this year, it is not every school which will be subjected to these exams. Only those schools that are ready were asked to register for this exam. It won’t be all the schools as was the case last year,” he said.

No court in Zambia can stop the swearing in of President Lungu-Frank Bwalya

PF Deputy Spokesman Fr Frank Bwalya says there is no court in Zambia that can stop the swearing in of President-elect Lungu on Tuesday.

In a statement, Mr Bwalya said that only a fresh petition case would halt an inauguration.
“The truth of the matter is that there is no court in Zambia that is currently hearing a petition against the election of Mr Lungu and his running mate Ms Wina,” he said.

“The election petition by Mr Hichilema that attempted to get the ConCourt to nullify the election of Mr Lungu collapsed and therefore we should all just focus on Tuesday next week.”

And Mr Bwalya says Zambians have not forgotten that Mr Hakainde Hichilema vowed not to accept election outcome says Fr Frank Bwalya.

He said Mr Hichilema and his Vice Geoffrey Mwamba would not succeed in hoodwinking Zambians into believing that their election petition against the re-election of Edgar Chagwa Lungu failed because the ConCourt refused to hear his petition.

“Zambians are very enlightened and know that Mr Hichilema’s lawyers squandered their time by raising too many unnecessary applications in the ConCourt,” he said.
