The opposition UPND has questioned the over K23 million worth of assets reported to have been declared by President Edgar Lungu in his presidential nomination papers.

According to papers submitted to the Electoral Commission of Zambia, President Lungu declared K23.7 million as his net worth, becoming the third richest politician contesting in the August polls.

Records show that in 2015, President Lungu declared a meager K2.5 million and then PF Chairperson for Elections Sylvia Masebo revealed that Mr Lungu could not raise the nomination fee and it took Finance Minister Alexander Chikwanda to bail him out.

In the latest list of declared assets, UPND leader Hakainde Hichilema is again topping the list with K73.16 million in assets while his running mate Geoffrey Bwalya Mwamba is second with K31.8 million in net assets.

President Lungu is third with K23.7million while his running mate Inonge Wina declared K3 million in assets.
But UPND Spokesman Charles Kakoma said President Lungu is clearly been doing well for himself over the past 18 months.

“While the quality of life for the majority of the Zambian people has been worsening, he has increased his personal wealth by a staggering amount since January last year,” Mr Kakoma said.

“In the recent declaration of his assets during nomination filing he has revealed an astonishing increase in his wealth to a reported K23.7 million (K23.7 billion old currency). This is a considerable sum to accumulate in such a short space of time, especially coming at a time of complete economic meltdown for both big and small businesses in Zambia, many of which have had to shut down operations and lay off their workers.”

He said with an official annual salary of K447,559, or K37,296.58 per month, it would appear that Mr. Lungu seems to be the only Zambian who has learnt the art of business within such a short period of time in his life, especially given the difficult operating environment in Zambia.

“Let us assume for a minute that Mr Lungu has not touched his salary, after 18 months he would probably have saved K671,338.50 in his account. If only he was able to achieve the same results for our country, i.e grow GDP of at least 20%; we would have been at ease as he would have saved thousands of jobs that have been lost within a short space of time.”
 
He said the presidential salary has more than doubled under PF and allowances have increased by huge margins and yet still his net worth from these hefty salaries and allowances are nothing compared to what he has declared within a short period of time in office.

“As he is amassing wealth, the students have no meal allowances, the teachers are still owed millions in retirement benefits and thousands of miners have lost their jobs. We also have civil servants salaries being delayed.”

He said, “The question thus is, stopping short of saying Lungu played abracadabra with his money, how did Lungu manage to amass so much wealth in 18 months? Did he stop by the traffic lights to collect one of those little flyers with messages like “If you want to find your lost wallet…. contact so and so?” Your guess is as good as ours.”

Patrick Phiri focusing on Forest’s survival

Coach Patrick Phiri has repeated that his target was to help Forest Rangers survive relegation in the 2016 Super Division campaign.

Phiri, who has managed to turn around the fortunes of the club he joined earlier in May, he is upbeat about attaining his modest benchmark.

He inherited a club that had collected a paltry 5 points from seven matches but now they have amassed 18 points from 14 matches.

“We are trying our level best to beat relegation as I said,” Phiri said.

“Once we survive relegation we can now look at other bonuses that we can have.

Forest are coming from a famous 1-0 win over Zanaco on Sunday.

“We are very happy that at least we are moving up the table. It is important that we keep on winning as we try to survive,” Phiri said.

Forest are now preparing to face Lusaka Dynamos in the away Week 15 match in the capital city on Saturday.

Home Affairs Minister Davies Mwila has clarified that inmates cannot vote because the current law does not allow their participation in elections.

Mr. Mwila said the earlier statement attributed to him on inmates voting in the August 11th general elections was accidentally made as a result of prior discussions regarding the reform of the correctional services.

Mr. Mwila has explained that the Electoral Act CAP 13 of the Laws of Zambia, Part 4 (1) and C clearly states that no person shall be qualified for registration as a voter in direct elections and no person shall be registered as such a voter, who is under sentence of death imposed on him by any court in Zambia, or a sentence of imprisonment by whatever name called imposed on him by such a court or substituted by competent authority for some other sentence imposed on him by such a court.

Mr Mwila was quoted saying prisoners should get ready to vote on 11th August something which has ready to a serious backlash as the ECZ and other stakeholders have categorically stated that the law does not allow prisoners to vote.

Mr Tembo said they have noted the statement circulating on social media and would like to tell him and his group that he should stop daring the party.

He said his party respects former leaders but that they will not hesitate to renounce their respect for him if he continues daring them.

“The MMD Youths would like to strongly warn once and for all that such tricks from whoever is sanctioning them to desist from forcing us to react.

“Of course we have received word of the statement circulating on social media and we would like to say that it has nothing to do with the MMD. If he dares us to deal with him, we shall use the law and because we fear for him we know he has no money to pay the lawyers, we beg him to leave us alone.

“Our culture in MMD is to give respect to all our former leaders, but if this is the path he has chosen we will end up disrespecting him,” he said.

He also called on the people issuing statements not to be mislead as there is only one MMD adding that Dr Mumba does not even have a secretariat.

“He must not mislead himself because if he is aggrieved over the convention he must be a man and confront us as opposed to what he is doing speaking through nonentities like his cleaners and house girls.

“We warn even these same house girls that they must not be used by Nevers Mumba because they will be left in the cold. They should not be misled that there are two MMDs because there is only one MMD which is under the leadership of Felix Mutati and the newly elected NEC. We call on those being used to come and rejoin their party unconditionally as there is enough room.

“We know everything that our former President has been doing with these women, if he continues to dare us we will be left with no choice but to expose him. Even the President, Mr Mutati has spoken louder and as a youth chairman I feel we have had enough,” he said.

Mr Tembo was reacting to a statement attributed to Irene Musonda who dared Mr Mutati to go ahead and deal with former MMD President Nevers Mumba who has continued to resist handing over the presidency after Mr Mutati went an opposed at the convention.

Meanwhile, MMD Deputy Secretary General Howard Kunda says the electoral alliance between his party and the Patriotic Front has started paying dividends.

Mr. Kunda, who is MMD Munchinga Parliamentary candidate, has since commended President Edgar Lungu and the PF for supporting his candidature.

He told ZNBC News in Lusaka that the MMD and PF have shared slots for councilors in Muchinga constituency under the electoral pact.

Mr. Kunda said the MMD will work hard to ensure President Lungu retains the presidency.

He said it is important that President Lungu is retains the seat for him to complete various development projects being rolled across the country.

Mr. Kunda said President Lungu also deserves to be re-elected based on his outstanding performance.

Zambians should interrogate the academic credentials filed by various candidates-Kampyongo

Minister of Local Government Stephen Kampyongo has said that Zambians should interrogate the academic credentials filed by various candidates ahead of the general election.

Mr. Kampyongo said that politicians should also not shy away from being queried over academic certificates that they tendered before the Electoral commission of Zambia on nomination day.

He was speaking to ZNBC news in Lusaka.

Mr. Kampyongo said there is no reason to surprise people with academic qualifications that are authentically certified by relevant authorities.

And Mr. Kampyongo who is also PF National Youth Chairperson said the ruling party is comfortable with the levels of development rolled out on the Copperbelt.

He said the multi million Kwacha Kafue Water project will be a milestone achievement for the People on the Copperbelt.

However, UPND President Hakainde Hichilema says it is disturbing to note how poverty levels have risen in a land of plenty such as Lupososhi Constituency in Northern Province and within such a short period of time.

The UPND leader, who is accompanied by UDF President Miles Sampa, told a public rally in rural villages of Lupososhi Constituency that it was evident that people in the country can no longer afford 3 meals a day due to poor leadership with economic mismanagement.

Mr. Hichilema reiterated his desire to fully implement economic diversification programmes under the UPND’s 10 Point Plan that will focus on agriculture and value addition industries as a means to create jobs for rural communities.

The UPND leader called on Zambians to remain united, peaceful and issue-based, and ignore those with hateful and derogatory language against other people.

And UDF President Sampa said the remaining PF leadership had no economic solutions for the people of Zambia.

Mr. Sampa called on the people of Northern Province to embrace each other and rally behind the leadership of the UPND and President Hakainde Hichilema who has a heart for Zambians.

He added that the UPND and the UDF have an understanding of how the country’s poverty level can be reduced.

Mr. Sampa called on the people of Lupososhi Constituency not to remain behind but turnout in numbers on 11th August and vote for the UPND leadership, but must also ensure they protect their votes.

One of the meetings was also addressed by Chief Mutondo of the Bemba speaking people, where he urged his subjects to vote for the UPND leadership.

Earlier the duo also met Chief Katuta in Lupososhi Constituency who bemoaned the lack of development in his area.

Chief government spokesperson Chishimba Kambwili has said Government is disappointed with remarks by Civil Servants and Allied Workers Union of Zambia president,David Chiyobe that Government must refrain from using funds meant for workers’ salaries for political campaigns ahead of the August 11 General elections.
In relation to the delay of payment of salaries The Post Newspapers quotes Mr.Chiyobe as saying “It has always been a trend, it is a known fact and it is in the public domain that if there are bigger events around the corner, people always get paid late,” Chiyobe said.

Government is disappointed with sentiments attributed to Mr Davy Chiyobe, the Civil Servants and Allied Workers Union of Zambia president that civil servants are very angry that their salaries have consistently been delayed.
In The Post edition of Monday, 6th June, 2016, Mr Chiyobe was quoted as saying the Government must refrain from using funds meant for workers’ salaries for other programmes such as political campaigns ahead of the August 11 General elections.
Government wishes to state that under the multi-party dispensation, a ruling party cannot be allowed to use public resources in political campaigns.
Government further wishes to state that if it was done in the past, the Patriotic Front Government will not and shall never use public funds for partisan programmes.
That is why the statement attributed to Mr Chiyobe was unfortunate, unfounded, and inordinate.
Government, therefore, wishes to warn civil servants to observe civil service etiquette and Standing Orders which prohibit civil servants from issuing politically charged statements. Mr Chiyobe should not abrogate his responsibility as a civil servant under the guise of being a union leader.
The union leader should know that Government raises revenue from tax payers’ money and also receives money from donors on behalf of the Zambian people and such careless statements have the potential to flare anger among citizens and cooperating partners which may lead to withholding of aid to Zambia.
Such a scenario will only hurt the very people Mr Chiyobe is pretending to protect.
Government wishes to remind civil servants that the official pay day is the last day of the month but in the recent past Government has paid civil servants earlier because funds have been sourced in good time.
Due to reduced cash-inflows caused by various economic factors, Government has not been able to pay salaries earlier than the official pay day.
Government wishes to reiterate its warning to civil servants to stay out of politics and to ignore statements such as that of Mr Chiyobe which smacks of cheap politics.

Gender Based Violence is on the Increase-Zambia Police

The Zambia Police Service says the country has recorded an increase of 7.7% in Gender Based Violence cases in the first quarter of 2016.

In a statement Police Spokesperson Rea Hamoonga said a total of 4,998 cases of Gender Based Violence were reported countrywide during the first quarter of 2016 compared to 4,615 cases Gender Based Violence reported in the first quarter of 2015.

He explained that a total of 703 cases of Child defilement were reported countrywide representing 14.1% out of 4,998 cases reported in 2016 with 701 cases being against girls while two cases were against boys.

Below is the full statement as issued by the Zambia Police Service.

There were 4,998 cases of Gender Based Violence reported countrywide during the first quarter of 2016 compared to 4,615 cases Gender Based Violence reported in the first quarter of 2015. This translates in an increase of 383 cases giving a percentage of 7.7%. A total of 703 cases of Child defilement were reported countrywide representing 14.1% out of 4,998 cases reported in 2016. 701 cases were against girls while two cases were against boys. Lusaka Province recorded the highest number of defilement cases with 365 representing 52% while Copperbelt Province recorded 69 and Central Province recorded 55 cases while Western Province recorded the least cases of defilement with nine cases. Further, the country recorded 13 murder cases out of which six victims were women, six men, and one boy.

Furthermore, a total of 1,567 cases of Assault OABH were reported representing 31.4% and this translates to a 4.6% reduction of reported cases in 2015 first quarter which was 1,666. Out of the reported 1,567 Assault AOBH cases in the first quarter of 2016, 1,136 were women victims while 431 were men victims. This means that 72.5% were women victims and 27.5% representing men victims. Lusaka Province recorded the highest number of Assault OABH cases with 340, followed by Copperbelt with 294, Central Province recorded 292 cases while Southern Province recorded the least number of Assault cases with 54.

Three cases of human trafficking were also recorded out of which one was female and two were girls. Other cases such as failing to provide for necessities of life reported were 585 and Neglecting to provide recording 209 cases representing 11.7% and 4.2% of the reported cases respectively. This entails a reduction in reported cases of failing to provide for necessities of life with 3.3% and for Neglecting to provide necessities registering reduction of 4.4%.

There are 720 cases out of 4,998 reported cases that went to court during the first quarter of 2016 and this represents 14.4% of the reported cases. Out of this figure, 113 resulted in conviction, eight acquittals and 91 cases were withdrawn while 508 are still pending in court. Further, 1,697 cases are pending and under investigations at various Police Stations in the country while 2,581 cases were withdrawn from the Police Stations. The withdrawals came about on count of insufficient evidence, withdrawals by the complainants, false on inquiry and closed undetected.

Nevers Mumba’s MMD dares Felix Mutati

MMD Acting Party Spokesperson Ms Irene Musonda has dared expelled former Lunte MP Felix Mutati to go ahead and ‘deal’ with MMD President Dr. Nevers Mumba as reported in the Daily Nation of Monday 6th June 2016 if he has guts.

Ms. Musonda said Mr. Mutati is an expert at ‘hot air’ threats which he somehow finds difficult to follow through. She reminded the nation that in January this year, when it was discovered that Mr. Mutati’s picture was among UPND senior officials on the official calendar for the Party’s 2016 General Elections, Mr. Mutati threatened to sue the UPND for not getting his permission to put his picture on that calendar.

As the MMD had predicted, that threat died a natural death.

Ms Musonda has challenged Mr. Mutati that instead of making incoherent noises which do not make any sense, he should instead categorically confirm or deny whether it is true that he is expelled from the MMD and whether or not his expulsion was upheld by the Lusaka High Court upon appeal.

She said on the other hand, Dr. Nevers Mumba is the bona fide President of the MMD having been democratically elected in the heavily contested Convention of May 2012, against several well-known former leaders of the MMD in which he trounced Mr. Mutati with a 70% landslide in a re-run.

The MMD feels that Mr. Mutati’s recent troubling behaviour may be as a result of his failure to come to terms with that devastating defeat. She said no matter how often Mr. Mutati and his team keep referring to the ‘kangaroo’ convention they held in Kabwe, that illegality remains an illegality which shall not go away and they should come to terms with the tact that Dr. Nevers Mumba’s 5 year term of office, is firmly protected by the MMD Constitution until May 2017.

YALI Governance Advisor Isaac Mwanza says it is clear that Home Affairs Minister Davis Mwila has been caught in the culture of not reading or not paying attention to very law that he is part of its enactment in Parliament when he proclaimed that prisoners must get ready to vote.

Mr Mwanza said the Minister’s statement is against the Electoral Process Act No. 35 of 2016 which the Hon Minister of Home Affairs was a part to in its enactment in the last sitting of Parliament.

He explained that prisoners will only be allowed to vote when the country manages to change the Bill of Rights through a referendum.

“Zambians must however prepare for a time when the provisions of the the Electoral Process Act forbidding prisoners to vote will become null and void if we manage to change the Bill of Rights which is being subjected to the Referendum alongside the 2016 elections.

“It is clear that the Minister of Home Affairs has been caught in the culture of not reading or not paying attention to the very law that he is part of its enactment in Parliament when he proclaimed that prisoners must get ready to vote when Section 47 (c) of the law is very clear that persons who are in lawful custody or whose freedom of movement is restricted cannot vote in an election,” he said.

Mr Mwanza further appealed to Zambians to vote yes in the referendum so as to enable prisoners vote and enjoy the benefits of the law.

“As a human rights defender, YALI however believes that Zambians must vote YES in the Referendum which will enable prisoners to vote and enjoy the benefits of the law.

“Article 30 of the Bill of Rights states that “all persons are equal before the law and have the right to equal protection and benefit of the law” while Article 34 (2) states that “a person who is held in custody retains that person’s rights and freedoms, except to the extent that a right or freedom is incompatible with being in custody”.

“When Zambians vote YES in the referendum, it will open the question on whether the prisoners right to voter is incompatible with being in a custody, a matter that can only be determined by the Constitutional Court,” he said.

Shish kebabs are a Turkish dish of skewered and grilled cubes of meat.  I love a good kebab, some of the best kebabs that I ever had were on the Greek Island of Corfu.  What I love so much about shish kebabs is the fact that you can use any meat; beef, pork, chicken or lamb and you can throw on a variety of vegetables like; onions, cherry tomatoes, peppers, or even pineapples.  Marinade your kebabs with some delicious seasoning and you will have people drooling.  Then throw them in the grill or on the BBQ stand and there you have it.  It’s really that easy.  So if you want to try something new this summer, try this easy kebab recipe.

Prep time: 15 mins

Cooking time: 15 mins

Serves: 8 servings

Ingredients

  • 1kg of beef, cut into cubes
  • 2 bell peppers, any colour roughly cut into squares
  • 1 pack of cherry tomatoes, about 30
  • 1 fresh pineapple, peeled, and cut into cubes (optional)
  • 3 tbsps soy sauce
  • 2 tspn garlic powder
  • Salt
  • Black pepper
  • 2 tspn paprika
  • Skewers (metal or wooden)

Method

Marinade the beef – In a bowl mix the soy sauce, garlic powder, salt, pepper, paprika and beef together.

Bring a saucepan of water to a boil. Add your peppers, and cook for 1 minute, just to blanch.  Drain and set them aside.

Preheat the grill to a high heat. Thread the beef, peppers, tomatoes, and pineapples onto the skewers in an alternating fashion.

Lightly oil the grill rack. Cook the kebabs in the grill for 10 minutes, or to desired “doneness”. Turn them half way through.  You can also cook these on the BBQ stand.
You can also add some red onions, for extra flavour, blanch them slightly like the peppers.

Home Affairs Permanent Secretary Dr Chileshe Mulenga has clarified that prisoners in Zambia cannot be allowed to vote.

Dr Mulenga has since explained that the statement issued by Home Affairs Minister Davies Mwila was misleading.

Dr. Mulenga said prisoners cannot vote as it is illegal to allow them to do so.

He has further admitted that Mr Mwila did not seek legal advice on the matter and that he misdirected himself in stating a position on a matter of law without consultation with other relevant organs of Government.

Dr Mulenga said Government will give a comprehensive statement on the matter stating that the action being advocated for is illegal.

He said laws are made by pronouncement or declaration but that laws are enacted by Parliament which is currently dissolved.

“The people who advised the Minister did not advise him properly,” he said.

The Road Transport and Safety Agency (RTSA) in collaboration with the Electoral Commission of Zambia (ECZ) is today expected to hold a consultative meeting with political parties on the need for their supporters to observe road safety during campaigns.

The Agency together with the Commission is expected to meet the political parties participating in the August 11th 2016 General Election at Mulungushi International Conference Centre in the afternoon.

Among the issues to be discussed during the meeting is the need for political party supporters to respect road safety regulations during political processions.

The Agency want to re-emphasize the fact road safety should not be compromised at any period.

RTSA Spokesman Freddie Mubanga said it is the wish of the Agency to ensure that no Zambian dies from a road accident during and after the elections period.

“RTSA will do everything possible to ensure that road safety takes center stage during the campaign period. Political party supporters should remember that there is life after the elections and hence the need for them to follow traffic regulations,” Mr. Mubanga said.

“It is against this background that we want to remind all political parties that road safety should not be compromised during the election campaign period.”

Zambia National Broadcasting Corporation Director General Richards Mwanza has warned that the national broadcaster will be forced to switch off cameras if political cadres do not stop harassing its Reporters.

Mr Mwanza said harassment of Journalists is unacceptable because the national broadcaster works in public interest.

He has since appealed to political parties to help sensitise their cadres on the best way of approaching Journalists.

Mr Mwanza said reports of ZNBC Journalists being targeted for harassment by cadres have continued to increase ahead of the August polls.

He said the state broadcaster will stop covering political events if the harassment continues.

The ZNBC Chief was speaking in Lusaka on Monday when he officially opened a two day Elections Reporting training for ZNBC Journalists which is being facilitated by the BBC Media Action.

And ZNBC Corporate Secretary Reuben Kajokoto revealed that the state broadcaster is sometimes put under undue pressure from politicians to air defamatory content.

Mr Kajokoto cited the case of Chanda Chimba’s Stand up for Zambia television documentaries as one case where all structures of ZNBC were overruled by politicians to have the documentaries aired.

“We as a Corporation refused to run Stand up for Zambia even management here refused. It even went up to the Board and it also refused but we were all over ruled by the powers that be. Even that material that was eventually aired was edited because we felt the original content was libellous,” Mr Kajokoto said.
He said the state broadcaster is fully aware on the need to desist from running defamatory content on its channels.
“ZNBC stopped running the latest UPND campaign advert Bello after the PF complained that there were defamatory elements in the song because the PF is being accused of corruption which even ZNBC itself cannot prove so we had to review the entire song and we later agreed that it was not fit to continue running on ZNBC and we stopped it. We did this even before the ECZ could sanction us because we are now more careful to avoid litigation,” he said.
