Guinea Bissau FA Vice President Johnny Mendes on Wednesday held a press conference to respond to concerns regarding the protest the Football Association of Zambia (FAZ) had lodged with CAF over goalkeeper Papa Masse Mbaye Fall’s eligibility.

In his statement obtained by Chipolopolo Die Hards, Mendes started by saying the Zambians allege that the goalkeeper received his passport [Guinea-Bissau] on the day of the game which is simply not the case.

“We received the protest on the same day of the game from the Confederation of African Football (CAF), Which, in turn, gave us 48 hours to submit supporting documents of the nationality of the player. “You can stay calm, we have all the documents proving that the player has Guinean nationality and everything is legally binding, don’t forget that I ‘m a lawyer by profession and i know how to address these issues, be rest assured we are safe,” said Mendes.

Papa Masse Mbaye Fall is a previous holder of a Spanish passport and he has lived and plays in Spain, and has Guinean documentation which includes registration, identity card and passport of Guinea-Bissau.

He said it is very surprising that the Zambians questioned the situation of the goalie, when the same procedure was done for three other players who represented the country in the same game against Zambia.

“Why for instance didn’t they inquire on Frederic Mendy for instance who was born in France or Tony Sá Brito and Kaby who were both born in Guinea-Bissau but possess passports of Portugal?”

Guinea-Bissau are now awaiting the verdict from CAF, but Federal officials in the country believe that “nothing is going to change” in relation to the outcome of the game against Zambia.

A game that ensured that the Guinea Bissau made history by securing qualification to their first ever AFCON tournament.

UPND presidential running mate Geoffrey Mwamba has vowed that his numerous court cases will still not derail him from carrying out his campaigns.

Mr Mwamba yesterday appeared at the Lusaka Magistrate Court in Lusaka for a case of illegal drilling only to be told that the case could not take off.
He said he is aware that his opponents think that court cases will derail him from campaigns adding that they are mistaken.

“I was at Court this morning in Lusaka Just to be told that the case is not taking off, I imagined what could have happened if I had not gone to court. Yes, maybe I could have been cited for contempt but I made sure I took half a day break off the campaign,” Mr Mwamba said.

“It was nice being with my wife Chama and my siblings including my grandchildren, even if it’s just for half a day. I was back by 16 Hours and went straight to Chamboli where I was given a thunderous welcome by abena Chamboli.”

“I was so touched that a family living in Chamboli came to the rally I was addressing and asked the Party officials for help to bury their brother whose body has been lying in the mortuary for six days because they had no money to buy a coffin,” he said.

He added, “When the Party officials informed me about the family needing help, after the rally, I was so touched. As a leader seeking office to serve the people of Zambia, I felt as a Party we had an obligation to help the family bury their beloved one.”

“Going to the funeral house revealed to us that the family had no food and as a result mourners were not spending time at the funeral house to comfort the bereaved. I am so happy that the family will tomorrow be able to put their beloved brother to rest and that the family has food to feed the mourners.”
Mr Mwamba urged those that have to share and help others live better lives saying that is the goal to build a better Zambia.

Beston Chambeshi on Wednesday launched his reign as Lumwana Radiants coach with a 2-0 win over Green Buffaloes in a delayed Week 12 match of the FAZ Super Division played in the North Western Province.

Chambeshi was earlier this week named Lumwana coach following the dismissal of Allan Kamwanga last month.

Midfielder George Chisala scored a brace as Lumwana trounced Buffaloes at Lumwana Grounds.

Chisala scored a goal in each half to deny Buffaloes a chance to go second on the table.

This win pushes relegation threatened Lumwana to 14 points from 14 matches played.

UPND President Hakainde Hichilema says President Lungu’s claims that the economy is on the upswing do not bear any truth to what the people know to be true .

In a statement Mr Hichilema wondered where the President was drawing his comments from when people were suffering due to the economic mismanagement.

He described as insulting the claims that the country is recovering economically as the challenges faced by the people are visible.

“Lungu’s comments come as the Kwacha continues weakening again to more than K10.50 to the dollar as a result of a failing economy. While President Lungu claims the economy is on an upswing, the banks and experts are telling a different story. Where are the signs of recovery and who should Zambians believe?

“This is the same President Lungu who promised to create 500,000 jobs before the end of 2016 but so far has only been presiding over job losses in all sectors. Even in the pro-government Times of Zambia for today, the PF Government have placed a teaser for an advert from the Ministry of Education inviting qualified candidates to apply as teachers when those from the previous round of applications are yet to be deployed.

“President Lungu’s Government announced the recruitment of 5,000 teachers in January 2015, which were to be selected in August 2015 and deployed in September 2015 but in June 2016 they are pretending like this never happened,” he said

He added “These lies are an insult and mockery to those who are jobless, especially the youths. We have the same situation in other sectors, including the military, where Government has called for applications for officers to try and create the illusion of jobs but they never follow.”

Mr Hichilema further said the only economy that is growing at a super fast rate in Zambia today is President Lungu’s personal pockets.

“Meanwhile, the Jesuit Centre for Theological Reflection has shown another monthly increase in the cost of living, from K4,293.95 in April to K4,817.41 in May. Our people in townships live on between K500 and K2,500. President Lungu should think again before he makes such claims.

“It could be said that the only economy that is growing at a super fast rate in Zambia today is President Lungu’s personal pockets, which has abnormally increased from the January 2015 election declaration to a whooping K23.7 million as per the recent declaration of his assets,” he said.

The ruling PF has swiftly moved to dispel reports that President Edgar Lungu has taken a three-day leave from campaigns due to poor health.

Social media reports indicated that President Lungu is unwell and has asked the party to excuse him from a gruesome campaign schedule.

The message quoted PF Secretary General Davies Chama.

“Kindly take note that His Excellency President Edgar Chagwa Lungu has taken a short break from campaigning till further notice. All other party members are however encouraged to continue with the party activities and will accordingly be informed of the development and the venues for the President’s next political rallies and activities.

The president will however continue working normally inside State House and all being well he may address some meetings this weekend as will be advised. We thank you all for the massive support you keep giving the PF and our Republican President Mr. Edgar Chagwa Lungu, ”the message read.”

But Mr Chama dismissed as false the statement and accused the UPND of circulating and manufacturing the rumours that President Lungu has taken a three day break off the campaign.

“After our stadium launches, and a successful filing of nominations, our opponents are desperate. We are coming like a tornado,” said Mr. Chama.

“The President is working hard. Her Honour the Vice President is in Central Province, teams are going everywhere. We are coming,” said Mr. Chama.

President Lungu’s last public appearance was on Sunday during a Church service at Kabundi United Church of Zambia congregation after officiating at the Copperbelt mega rally in Ndola on Saturday.

Comedian Topsy goes for international stage

IF LAUGHTER is the best medicine of life, then stand-up comedian Topsy Sikalinda, is one of the antidote.
Topsy, who has been crossing borders lately for epic shows, is cool, calm, collected and is confident in whatever he loves doing day-in and day-out, and that is comedy.
Topsy has rubbed shoulders with the likes of Nigeria’s Basketmouth and Uganda’s Anne Kansiime.
But He remains rooted in simplicity.
Topsy was among nine comedians from six countries who in June 2015 took to the stage at a Night of a Thousand Laughs at the Carnivore Grounds in Nairobi, Kenya. It is a testament of his place in the comedy world.
Born and bred in Lusaka, Topsy knows that he has out-grown the local comedy circuit and it is now time to showcase his skills on the international stage.
His school days at both Thorn Park and Chibolya basic schools were punctuated with some teasing drama, with the game of volleyball mostly exciting him.
“I grew up around the art of drama where we performed with my peers, but occasionally, I also found pleasure in playing volleyball,” explained the former Kamwala High School pupil.
Between 1995 and 2000, Topsy’s stay at Kamwala was inspiring. It was while at Kamwala Secondary School that he would come into contact with one of Zambia’s most celebrated playwright, actor and director Joemwa Mtsinje Mwale.
“With the able encouragement and inspiration from Joemwa, I went on to scoop the Best Actor Award during the Youth Alive Drama competition,” Topsy remembers.
The eighth born in a family of 11, Topsy also went on to redefine his acting roles through his numerous interactions with the overly talented Augustine Lungu.
Then a staffer at the Goman Advertising Company, Topsy had a privilege of sharing notes with the legendary actor who sadly passed on in 2010. Others who encouraged him were the likes of Benne Banda and veteran actor and director Bright Banda.
“At the Lusaka Playhouse, where the likes of Joemwa, Augustine, Benne and Bright were regulars and accomplished actor s , I was involved in several plays says under their watchful eyes,” says Topsy.
Plays such as Rulers of The Lost Continent [Samuel Kasankha], Jomwa’s directed Dependents and Living with An Enemy [Henry Joe Sakala] were some of the acts in which Topsy went on to feature.
Despite these early successes on stage, Topsy still had plans to enroll at the University of Zambia (UNZA) on a bursary but his plans hit a snag.
Instead, he enrolled at the National institute of Public Relations (NIPA) for a course in Procurement in 2001. He later went on to study graphic and designing in South Africa for a year.
With this, Topsy returned to Zambia and worked for an advertising firm, Zambia Inside, where he eventually grew interest in the field of public relations.
“I also obtained a masters of International Business from University of Greenwich in the United Kingdom and graduated in 2015,” he said.
In 2006, the actor went on to study for a Bachelor of Arts in Public Relations at Cavendish University during which he also had a stint with Muvi Studio’s and later with Muvi Television.
At the privately owned Muvi Tv, Topsy was involved in the production and presenting roles with his more recognisable acts being the soap survivors and drama series Constable.
He also presented the much acclaimed Breakfast with the Boys from a part-time to a full time role for two years between 1999 and2011.
Later, he joined Lusaka Water and Sewerage Company (LWSC) as a public relations officer in 2011 and has since risen to the position of public relations manager.
His interest in comedy grew after performing at his friends’ wedding, but credits top comedian Chibwe Katebe for the inspiration
Among the local acts, Topsy has been part of the Stand-Up comedy known as Laugh Out Now which is held every month at the Mulungushi International Conference Centre.
In 2013, he shared the stage with Uganda’s Anne Kansiime and since then, his act has hit the international stage.

Caritas Zambia has expressed concerned that people given the responsibility of protecting wildlife are encouraging illegal trade through dubious deals in hunting licenses and concessions on timber.

Caritas Zambia Acting Director Eugene Kabilika has also said the development can only be curbed if the local communities begin to be part of a comprehensive programme meant to protect wildlife.

“Curbing illegal wildlife trade should not be done in isolation. It should be part of the larger programme of caring for the environment that prioritising equity for the benefit of Zambians, especially the communities living near game management areas and forests” Mr. Kabilika said.

He added that his organisation believes that the protection of wildlife should be for every Zambian.

“Zero tolerance for illegal wild life trade- Lets unite and fight cannot be a reality if our current trends of consumption and damaging of the earth continue. In fact, her ability to support life, as we know it today will collapse in the next 50 years or more. Global illegal trade on wildlife has taken a major toll on the world’s endangered species” he said.

Mr. Kabilika in addition said that in Zambia, the rate of poaching and cutting of trees exceeds the natural regeneration of the population of animals and trees thereby pushing threatened species to extinction.
“Engaging local communities to care for wild life is recognised as a key approach to tackling the illegal wildlife trade. Before game management areas were designed, there used to be more than one million animals in the Kafue flats alone.
Bird species were so numerous and so many. But, now all these numbers have gone down. As long as communities in Zambia, especially those who live near game management areas and forests, do not see these resources as their own and devoid of their local economy, poaching and indiscriminate cutting of trees will continue. We need to design programmes that will support alternative livelihoods of communities living in these areas and also make the economic value of wildlife to be part of the community’s local economy. Then, the community themselves will become the game rangers” He advised.

In a message to mark Word Environment Day which falls on 5th June, Mr. Kabilika added that appealed for steps to protect mother earth by stopping all forms of burning, cutting of trees, poisoning nature and environment.

The Caritas Zambia Acting Director further called for a stop to fishing using mosquito nets, killing wild life and make mother Earth happy and productive again.

And on large scale agriculture and mining, Mr. Kabilika has said the practice is known to be the largest contributors to the destruction of biodiversity and eco-systems, thereby slowly creating the necessary conditions for climate change and squeezing the natural habitats of wildlife, especially animals.

“The use of pesticides and clearance of large areas of forests renders the soils bare and polluted and in the case of mining completely unusable. Although in the short term mining and large scale agriculture may present themselves as solution for increased economic growth, the cost involved to sustain such practices are high both in economic and environmental terms” He added.

He has since reiterated Pope Francis’s Pope Francis request to nourish and sustain the earth, so that it can in turn nourish and sustain humanity.

Meanwhile Caritas Zambia has said that the starting point in searching for solutions affecting planet earth today should be spiritual rather than scientific.

Making reference to Pope Francis’ encyclical on the environment dubbed, “Laudato Si’ where he praises God for the gift of the earth and all its resources, Mr. Kabilika said people’s failures are associated to over-consumption and to equitably share the gifts of creation adding that the development has dire
consequences for the poor and the planet itself.

CSPR welcomes the amendment bill to the constitution on the bill of rights

The Civil Society for Poverty Reduction has welcomed the provisions on the amendment of the constitution to enhance the Bill of Rights.

CSPR Executive Director Kryticous Patrick Nshindano said having gone through the recently published bill to amend the constitution of Zambia to revise the Bill of Rights to include civil, political, economic, social, cultural, environmental, further and special rights, the CSPR finds the provision to be extremely progressive and in line with its call to enhance public accountability and service provision.

Mr Nshindano has since commend government for taking the bold stance and adhering to the peoples calls by making these fundamental rights justiciable.

“Poverty is the most profound challenge that Zambia faces today. It is a social crisis with the majority of people denied a minimum decent living standard. The gravity of the situation is such that more and more lives are being lost due to hunger, destitution and disease,” he said.

“It’s our utmost belief that once these rights are guaranteed, we will also see an improvement in the wellbeing of our citizens through enhanced provision of much needed public services like health, shelter and education but also allocative efficiency and accountability on public resource utilisation in the country,” Mr Nshindano said.

“We note that the Republic of Zambia Government has gazeted SI No. 35 on the Referendum Order, 2016 i.e
“Question on the Amendment of the Constitution to Enhance the Bill of Rights and Repeal Article 79”.

We therefore call on all Zambians to study the provisions and ensure they turn up in large numbers and vote YES during the referendum, which will be held alongside the general elections.”

He said CSPR will continue sensitising its constituency and the general public on the provisions of the Bill of Rights through our various programming as we continue to promote a Human Rights Based Approach to Development in line with the vision to see “A Zambia where its citizens are empowered and have access to basic needs”

Study shows cash transfer programs succeed for Zambia’s Poor

A recent evaluation conducted by the American Institutes for Research (AIR) has shown that programmes designed to alleviate hunger and increase food supply through cash transfers to some of Zambia’s poorest families achieved those goals and more.

Overall, the study found that a cash-transfer program geared toward families with at least one young child had effects that amounted to a net benefit of 1.5 kwacha, for each kwacha transferred.

A second program for households with fewer able-bodied people to farm had effects that amounted to a net benefit of 1.68 kwacha for each kwacha transferred.

Besides eating more meals and building more reliable food reserves, families used the money to improve their housing, buy additional necessities for their children, acquire more livestock and reduce debt.

The studies, commissioned by UNICEF, are likely to be closely watched as African nations increasingly embrace cash transfers to combat the continent’s cycle of poverty.

South Africa’s program is the largest, with roughly 16.1 million people, about a third of its population, receiving some kind of social grant.

Notably, the two Zambian programs were unconditional—providing small, consistent sums of money with no strings attached on how they were spent.

The programs bucked general criticisms that cash transfers spark dependency. Rather, the discretionary approach empowered families, who used the grants to improve their living standards in ways that made sense given their individual circumstances.

At no point during the multiyear grants did alcohol consumption increase. Nor was there any impact on fertility, according to the evaluations.

“The unconditional approach worked,” said Stanfield Michelo, director of social welfare at the Ministry of Community Development and Social Welfare.

“And because it did, the region is making positive strides. Without a doubt, the changes would not have been possible without AIR’s rigorous evaluations.”

The evaluation of the Child Grant cash-transfer program (CGP) lasted four years, and the evaluation of the Multiple Category Targeting Grant (MCTG) lasted three years.

Begun in 2010 in three of Zambia’s poorest districts, the CGP was open to all households with at least one child under age 4.
Half were randomly assigned to receive cash transfers of 60 Kwacha a month, and half to a control group that did not receive funds.
The studies were notable not only for their duration, but also for their use of randomization and control groups to tease out the program’s true effects.

“Few evaluations of cash transfer programs can make such strong causal claims with as much certainty as these two evaluations,” said David Seidenfeld, AIR’s senior director of international research and evaluation and lead study author.
“The design of the study, which extended over several years, allowed us to see that the beneficiaries do not grow complacent over time, but instead find ways to grow the value of the transfer beyond benefits related to food security and consumption.”

Although the studies revealed persistent successes, they also offered future researchers and policymakers an idea of cash transfers’ limitations.

The studies did not show consistent successes in education or child nutrition, possibly due to large-scale infrastructure issues—namely, the supply of social services, access to clean water, and a lack of health care and education facilities.

Among the studies’ principal lessons, researchers found that the degree of positive impact depended largely on the participants’ characteristics. For example, the multiple-category grants had large impacts on schooling because participating households had more school-age children.

Overall, school enrolment jumps of 8 percent for children ages 11–14 and 11 percent for children 15–17 were attributed to the program, and these age groups are at the greatest risk of dropping out in Zambia, according to the report.
By contrast, four years into the program, the child grants had no enrolment or attendance impacts for children in three groups: ages 4–7, 8–10 and 15–17.

“Another lesson is that the unconditional nature of the grants gave participants the flexibility to use the money to combat principal life challenges,” said UNICEF Zambia Representative Hamid El-Bashir Ibrahim.
“For example, the CGP significantly affected many indicators commonly associated with resiliency—the ability to manage and withstand shocks. Households with transfers significantly improved housing quality and tools, livestock procurement, and opportunities to diversify income-generating activities so they could better withstand emergencies.”

“The overall results demonstrate unequivocally that common perceptions about cash transfers—that they are handouts and cause dependency, or lead to alcohol and tobacco consumption, or increases in pregnancy—are not true in Zambia,” Seidenfeld said.
“Quite the contrary. Due to the unconditional nature of the grants, households had the flexibility needed to meet their most pressing challenges head on.”

State power utility ZESCO has announced that it has reduced the hours of load shedding from eight to six following a rise in water levels in the Itezhi Tezhi dam.

According to a notice issued by ZESCO Senior Manager for Marketing and Public Relations Bessie Banda, the water levels at the water inflows in the Itezhi Tezhi dam have improved and that ZESCO is now able to generate at full capacity.

Mrs Banda said the development coupled with power imports have made it possible for ZESCO to reduce load shedding from 8 to 4 hours daily.

“ZESCO also wishes to inform customers and the general public that the load shedding will ease even further as we continue to commission projects that are nearing completion,” Mrs Banda said.

She added, “ZESCO would like to take this opportunity to thank its customers for their cooperation and understanding during the period when the power deficit was at a critical period.”

UPND running mate Geoffrey Bwalya Mwamba has attributed the high poverty levels facing the majority to poor ?eadership by President Edgar Lungu and his government.

Mr Mwamba said this when he addressed a huge rally at Changanamai grounds in Kitwe yesterday afternoon,

“Its a pity that President Lungu seems not realise that the loss of jobs by miners has greatly led to high poverty levels such that many children are not going to school because parents cannot pay school fees,”

He said such a situation can only change when people vote for UPND President and his running mate including the councillor, member of parliament and the Mayor or Chairperson.

He said it is clear that President Lungu has no vision and does not care about the Zambian people,

“Here is a President who increased his already huge salary while civil servants continue receiving the same salary which is also delayed.”

Mr Mwamba said the latest revelation about President Lungu’s assets at 23.7 leaves everyone to wonder where all that money came from because it is clear that the PF said Zambia has no money despite the huge euro bond borrowed.

Subsidies were removed by the PF and no one seems to know where the money saved is and to hear that President Lungu has all that cash leaves so much suspicion as to what the source of all the wealth is.

Nigerian football icon Stephen Keshi dies of heart attack

Nigerian football icon Stephen Keshi died suddenly in the early hours of Wednesday in his native country. He was scheduled to return to the United States on Wednesday evening before he suffered cardiac arrest.

The former international football player and coach had lost his wife of 35 years, Kate, last year after a prolonged battle with cancer.

According to a family member : “He was not ill at all, never showed any signs of illness, but we suspect he never got over the death of his wife,” a friend said.

Keshi is survived by four children and his mother.

Keshi, the only Nigerian coach to have won the Africa Cup of Nations, achieved a rare feat in 2013 by becoming only the second person, besides Egypt’s Mahmoud El-Gohary, to win the trophy both as a player and a coach.

Keshi represented Nigeria from 1982, at age 20, till 1994, most of the time captaining the Super Eagles and scoring vital goals from his position as a central defender. He also coached Togo and Nigeria at the World Cup, as well as Mali.

Keshi, nicknamed the “Big Boss” for his leadership skills, is the fifth member of the all-conquering 1994 team to die, following Uche Okafor, Thompson Oliha, Rashidi Yekini and Wilfred Agbonavbare.

His Family released the statement below

“Stephen Keshi has gone to be with his wife”.

“With thanksgiving to God, the Ogbuenyi Fredrick Keshi family of Illah in Oshimili North Local Government Area of Delta State, announces the death of Mr. Stephen Okechukwu Chinedu Keshi,” Ado wrote.

“Our son, brother, father, father-in-law,brother-in-law, has gone to be with his wife of 35 years (Nkem), Mrs. Kate Keshi, who passed on on the 9th December 2015.

“Since her death, Keshi has been in mourning. He came back to Nigeria to be with her. He had planned to fly back today Wednesday, before he suffered a cardiac arrest. He has found rest.

“We thank God for his life.

“We want to ask for understanding in this very difficult time for the family.”

FAZ complains to CAF over match officiating in loss to Guinea Bissau

The Football Association of Zambia has finally Launched an appeal to the Confederation of African Football.
This is according Association Chief Executive Office Ponga Liwewe.

Mr. Liwewe stated the appeal has been necessitated by what the association views as poor match officiating by the Algerian referees.

Zambia Lost that match 3-2 thereby throwing the 2012 African Champions out of the 2017 Championship to hosted by Gabon.
But FAZ CEO Ponga Liwewe told BBC Sport there was an “issue related to the game”.

He added: “If the Confederation of African Football rules in our favour, it will have far-reaching implications. That is what we are waiting for.”

Guinea-Bissau top their group with an unassailable 10 points – four ahead of both Congo and Zambia – with just one round of matches left.

Guinea Bissau goalkeeper Papa Masse Mbaye Fall has been the subject of attention with some Zambian media reports indicating that he was ineligible to feature in the match.

But investigations by the Chipolopolo Die-hards has revealed that the Senegalese born 29-year-old who plays his football in the Spanish 4th tier for CD Roquetas won his first cap for Guinea Bissau in Saturday’s match against Zambia as their regular Jonas Mendes was serving suspension.

He has never been Capped at International level for Senegal and that he is married to a lady from Guinea Bissau.

Guinea Bissau Immigration Law states that persons are eligible for citizenship through registration and that foreign person whose grandparents were citizens of Guinea-Bissau and foreign person who marries a citizen of Guinea-Bissau.
