Government addressing challenges in health sector- Minister

Minister of Health Joseph Kasonde has reiterated government’s commitment to managing the health sector in an efficient, effective and prudent manner in order to improve health service delivery.

Dr. Kasonde said government was aware of challenges such as shortage of human resource shortage in the health sector.

He said government was therefore working with collaborating partners to ensure that the human resource shortage in the ministry is addressed together with the implementation of the national training operational plan for 2013 to 2016.

Dr. Kasonde also said the 650 health posts that being constructed and the soon to be implemented national social health assurance scheme are all part of government’s efforts in guarantying universal health coverage.

He said this in a speech that was read on his behalf by Samfya District Administrative Officer Gift Hajongola during the delayed celebration nurses’ day yesterday in Lubwe in Samfya district.

At the same event, newly appointed Luapula Province Zambia Union of Nurses Organisation (ZUNO) Chairperson Trebby Chitabanta said nurses will take some time to reflect on their role in health care provision and also celebrate the founder of nursing, Florence Nightingale.

And Mr. Chitabanta explained that HIV/AIDS, malaria, tuberculosis (TB) and non-communicable diseases continue to take centre stage in mortality and morbidity rates among the people.

This year’s international nurses’ day commemoration which was dubbed “Nurses; a force for change: improving health systems resilience”.

ECZ sets dates for processing presidential supporters

The Electoral Commission of Zambia has announced Monday 23rd to Friday 27th May 2016 as the date for processing of supporters for all Presidential candidates wishing to contest the 2016 general elections.

The Commission has since appealed to all aspiring Presidential candidates to directly contact District Electoral Officers in all provincial centers to arrange for the date and time for processing of their 100 supporters at the designated nomination centers in each province.

ECZ Public Relations Manager Crispin Akufuna told ZANIS in a statement that all aspiring candidates are supposed to ensure that pre-processing of the supporters is done during the stipulated period.

Mr. Akufuna said all candidates will be expected to provide proof of payment of the minimum 50% of the nomination fees and reminded the aspiring candidates who have made part payments to submit in writing to the commission the dates and time on which they intend to file their nomination papers with the Returning Officer in Lusaka from 30th May to 3rd June 2016.

He stated that the official receipt for the payment of nomination fees should be obtained from the ECZ Finance department adding that any balance should be paid in full before filing in of nomination papers.

The commission has also advised aspiring candidates to submit their campaign timetables to the ECZ and the Zambia police.

Mr. Akufuna further disclosed that nomination papers for the National Assembly, Mayoral and Councilor elections can be collected from the District Electoral Officers or Town Clerks from Tuesday, 26th May 2016.

Zambia will hold its general elections on the 11th of August this year and political parties have since been officially allowed by the electoral commission of Zambia to commence political campaigns.

And The Electoral Commission of Zambia -ECZ- will on Thursday meet presidential candidates taking part in the August 11, general election.

ECZ Public Relations Manager Cris Akufuna says the commission wants to update the political party leaders, civil society organisations and the church on progress made in the preparations for the general election.

Mr. Akufuna says those invited by the commission are political party presidents, their chairpersons for elections and secretary generals.

He told ZNBC news on the sidelines of the ECZ Trainers of Trainers media workshop today that the meeting will be held at Mika Convention Centre in Chongwe District at 09:00 hours.

ONLY five out of the 46 registered political parties have successfully paid the presidential nominations fees ahead of the August 11, 2016 general elections.

A survey conducted by the Daily Nation yesterday revealed that those that had paid were the Patriotic Front (PF), United Party for National Development (UPND), United National Independence Party (UNIP), Forum for Democracy and Development (FDD) and Green Party (GP).

Yesterday, May 17, 2016, was the deadline set by the Electoral Commission of Zambia (ECZ) for political parties to pay their presidential nominations fees or be excluded from the election.

Meanwhile, all the political parties who failed to deposit at least half of the K75, 000 in the stipulated ECZ account have automatically been disqualified from standing in the August 11 general elections.

On Saturday, ECZ public relations manager Cris Akufuna said if any of the presidential aspiring candidates failed to deposit K37, 500 by yesterday such a candidate would be disqualified.

“It is clear. If you don’t deposit half of the nomination fee in the stipulated ECZ account by the deadline, then you won’t stand,” he said.

According to the ECZ, the electoral body does not want to handle cash as the case was in the past. The Commission prescribed 10th May, 2016 to 17th May, 2016 as dates during which to deposit at least half of the K75, 000.

‘‘Aspiring presidential candidates should present to the Commission a bank deposit slip as proof of payment for inclusion on the nomination timetable. The balance should be deposited in the Electoral Commission bank account before nomination day,” Mr Afukuna said.

He said all aspiring presidential candidates should ensure that they presented to the returning officer a bank deposit slip as proof of full payment with their nomination papers on the nomination day.

FDD spokesperson Antonio Mwanza said Ms Edith Nawakwi’s nomination fees were paid a long time ago. UPND secretary general Stephen Katuka confirmed that his party had equally paid the nomination fees for president Hakainde Hichilema.

Meanwhile, PF Deputy Spokesperson Frank Bwalya says Fourth Revolution Party President Erick Chanda should tell the nation the real reason why he is not running in the fourth coming elections as opposed to accusing the PF government of persecuting him.

Mr Bwalya said Mr Chanda has failed to raise the K75,000 required as nomination fee for the presidential candidate.

He said Mr Chanda should be honest enough and tell the nation that he has failed to raise nomination fees as there is no government persecuting him.

“The statement by Erick Chanda that he is not running in this years election due to political persecution can not go without comment. The truth of the matter is that Mr Erick Chanda has failed to raise the filing fee which has been put at K75,000.

“Mr Chanda should be honest enough and tell the people that he has failed to raise the money independently because even in the past Mr Chanda was pleading with the PF Secretary General to give him money for campaigns that was in 2015 so we do know that he doesn’t have the money to pay in order for him to file his nomination papers as presidential candidate,” he said.

He said the Court case against him was due to his careless talk.

“Regarding the so called persecution, no government under the sun is persecuting Mr Chanda. His own careless talk landed him into problems he got arrested for branding the President as a person who likes clubbing and other things he said which I wouldn’t want to repeat because I will be repeating defamatory material about our own President.

“Mr Chanda should acknowledge the fact that Zambia is a country were the various institutions of government are operating autonomously and independently and there is the rule of law is obtaining in our country. He has not been locked up before a competent Court finds him guilty,” he said.

Mr said is quoted in one of the tabloids as having said that he is being politically persecuted by the PF government.

Drunk police officer loses gun to thieves

Unknown people beat up a drunken Zambia police officer in Roan Township in Luanshya district yesterday and grabbed a gun from him.

A source told ZANIS in Luanshya that the incident happened yesterday around 15: 00 hours when the police officer was heading back to Roan police station after attending duties at the magistrate court.

He said the unsuspecting officer, who was in a drunken state, was attacked by a group of unidentified men who went away with an AK 47 riffle with an unknown number of ammunition.

He further said the thieves were still on the run adding that the police officer was picked up by fellow police officers and was being held at Roan Police station.

And Copperbelt Police Commanding Officer Charity Katanga confirmed the incident to ZANIS but could not give details of the incident.

Ms. Katanga, who regretted the incident, said she was still awaiting information from Luanshya central police.

Petersen Zagaze for ‘President’

Never far from controversy, Petersen Zagaze (Mukubesa Mundia), has released a new political song titled ‘Zaga for President’, in which he talks about forming a political party called Bikini Party, and standing in this year’s elections.
In the song, which is already receiving airplay on local radio stations, Petersen introduces his manifesto and urges people to vote for him because he is going to change a lot of things in the country, including the economy.
Constructing supermarkets like Shoprite in police camps, and giving formal employment to his supporters are part of his manifesto in the song.
Although the song is easy, slow and entertaining, it has some controversial messages about Zambian politics, which is typical of Petersen.
Petersen, who has five albums to his name – King Solomon, Job 13:13, Stoga Compilation, Bobojani and Munyaule – has never shied away from controversy, starting with his first hit song Munyaule.
There is also Amakwebo Mu Church, in which he talks about attending church after a longtime only to find that it has become a marketplace; dealing in all sorts of things including cars, houses, and music albums. He then asks the messiah to come back and whip the church merchandisers.
Then in Job 13: 13, he criticises parliamentarians for debating his songs ‘as if there is nothing better to do.’
Other songs by Petersen are Sinifuna Nakulanga, Kumanda kuli Boring, Bvuto La Fwaka, Letter to My President, Chibelo ni Capital, Oxygen, Chitemene, Nilabeko, Sefula Boy, Stoga, Oh No, ma Offals, Promise, Musiye Atoping’e and Nkani Yakang’ono.

When, Zambian gospel artist Ephraim, released his song, This Kind Of God. He did not envisaged that a pregnant lady, dancing passionately to his hit track, could bring world attention to him as an artist.

Onward Christian Radio, contacted the expecting mum, a lady named Namuchimba Lily-Konan to talk about the viral video she posted on her Facebook wall.

“The video has caused waves on my Facebook wall with a large audience from Nigeria and most parts of Europe and the USA wondering who sang the song.  Well that amazing song was done by an artist from Zambia named Ephraim Sekeleti Mutalange popularly known as Ephraim Zambia.” she said.

At first sight he strikes you as a smart talented lad with a bright future in Zambian gospel Music. Indeed, he is a natural talent and he is blessed with a captivating voice and good looks. Simply put, he is charming. Thanks to the dancing pregnant lady. A great part of the world would have not known this talented gospel artist. But, because of her dance, we now know him.

His name is Ephraim Mutalange, popularly known as the ‘Son of Africa’. From very humble beginnings he began ministering at his local church. ECZ questions the authenticity of voters card displayed in the Post Newspaper

THE Electoral Commission of Zambia (ECZ) says police should get interested in how The Post newspaper got the voters’ cards and national registration cards (NRC) it displayed in its Monday edition purported to belong to foreigners.

ECZ public relations manager Cris Akufuna has also questioned the authenticity of the cards that the tabloid displayed on its front page.

“The burden of proof lies on those accusing us. How they do that I leave it to them. I think the police must get interested in this matter. Why collect other people’s voters’ cards and NRCs?” Mr Akufuna asked.

He said ECZ is doing its very best to give Zambians a credible election but its efforts are being rubbished by some stakeholders.

BANK of Zambia Governor Denny Kalyalya yesterday projected that inflation will decelerate to about 8.7 percent in the last quarter of 2016 because of fiscal consolidation and a stable exchange rate.

Giving the country’s macroeconomic outlook during which the central bank maintained the 15.5 percent monetary policy rate, the governor said the annual inflation rate is projected to slow down in the remaining quarters of 2016.

More lose jobs as Shops close at Manda Hill

Hundreds are set to lose jobs in Lusaka as shops at the plush Manda Hill Shopping Mall have started shutting down due to a sharp hike in rentals and a slowdown in business.

Over the weekend, popular fast food joints Wimpy and Noodles shut their doors to customers and asked over 400 workers to go back home.

Already AllSports Manda Hill is closed and other stores are believed to be preparing to shut as they struggle to pay rentals.

One of the affected tenants Savva Christofis says he has remained with no option but to shut his four outlets because the management at the center has doubled the rentals.

He said the rentals have gone up to as much as K200,000 per month making it difficult for him to stay in business.

Some of the affected workers called on Government to intervene and force Manda Hill management to reduce the rentals before the situation worsens.

Manda Hill Centre Manager Joe Kaseka refused to comment on the matter.

Some business analysts fear that if the economic slowdown continues, shopping malls that have opened up in urban cities will slowly become white elephants.

HH pledges to support small businesses

The business community in Lusaka’s Kanyama constituency yesterday afternoon bemoaned the high cost of doing business in Zambia, which has forced many small-scale businesses in the area to close.

Speaking on behalf of the Kanyama business community when they met UPND President Hakainde Hichilema, Moses Mufumbwe said small businesses owners are crying and bleeding due to the poor economic policies and lack of planning under current leadership.

Mr. Mufumbwe called on the UPND President Hakainde Hichilema to sort out the problem in markets and bus stops, which have become heavily politicised to the point where anyone not supporting the PF leadership are harassed and removed so that they lose their income.

Mr. Mufumbwe, who represented marketeers, bus and taxi drivers, and members of the hospitality among others, said public service drivers are also crying out to have licence validity increased from the current one year to five due to the slow processes of issuing the PSV licenses despite the high fees.

And Mr Hichilema said that the concerns raised by the Kanyama business community resonate with the majority of the Zambian people, especially those working on or managing small businesses in the country.

Mr. Hichilema said as a businessman himself he fully understands the concerns of the community and knows what action needs to be taken to improve the situation.

He committed to addressing the plight of small businesses, especially those owned by Zambians and particularly youths and women.

The UPND leader said there is a need to promote small businesses through the provision of affordable credit schemes and loans at low interest rates to avoid default.

The UPND leader said he has heard the plight of taxi and bus drivers on the matter of licenses and has said once in office the PSV driving licences will be valid for 5 years.
He also said the bus and taxi drivers must equally have an opportunity to be employers by owning these businesses through the provision of affordable loan schemes.

The UPND leader further bemoaned the poor water and sanitation situation in compounds such as Kanyama, stating they require urgent attention to prevent against diseases such as cholera.
He concluded by urging the people of Zambia to unite together to elect a visionary leadership that cares for the people and is not consumed by self-interest.

Mr. Hichilema was accompanied by party National Chairperson Mutale Nalumango who also called on the people of Zambia to make the right choices by electing the UPND President Hakainde Hichilema and his leadership.

Filling up Heroes Stadium is not our preoccupation-PF

The ruling PF says it is not preoccupied with filling up the 50,000 capacity Heroes Stadium in Lusaka during its national campaign launch set for this Saturday.

PF Deputy Spokesman Frank Bwalya said the party is only interested in filling up the hearts of minds of Zambians with love, peace and development.

He said the party will not be bothered even if it fails to fill up the gigantic stadium as long as its message of peace and development resonates with the Zambian people.

The PF has been running campaign messages urging its members to attend the event in an ambitious attempt to fill up the stadium.

Some political observers have however cautioned the party describing the move as been over ambitious saying it will be embarrassing for the ruling party with there will be empty stands in the stadium.

“For us, our main preoccupation is service to the people. We are not concerned about filling up the stadium, we want to send a message of love, peace and development to our people.
Moreover, our candidate, President Lungu is already filled with love, humility and a pro-poor approach, that is all that matters,” Mr Bwalya said during a live programme on Radio Phoenix.
He further revealed that the party will also at the same event unveil a new elections manifesto for the August elections.

Mr Bwalya hinted that the new PF manifesto will not completely depart from the current one adding that it is merely be a continuation of the 2011 manifesto.

“Our new manifesto will respond to the new challenges that the country is facing but it will not depart from what the PF is known for that is the massive construction of roads and other infrastructure. It will be another pro-poor document which speaks to the lives of majority poor Zambians,” he said.

He further revealed that the PF is also going to launch a new campaign Chitenge at the event which has President Lungu’s images.

“Unlike in January 2015, this time around, we are more than prepared, we have printed a new Chitenge for our President for these campaigns with his smiling images on them and we will be launching this at Heroes. We are set to have the best campaign event ever. We have 25 artistes performing, some just for free because of their love for President Lungu. Gates open at 10 Hours,” he said.

Meanwhile, tHE Patriotic Front (PF) will on Saturday unveil its candidates for the August 11 general elections during a mega rally at Lusaka’s National Heroes Stadium, secretary general Davies Chama has said.

ACTING President Inonge Wina has called for the speedy construction of Kazungula Bridge across Zambezi River to decongest the border and stimulate economic activities in Southern Africa and beyond.

Zambia and Botswana Governments are currently implementing the US$ 161, 961, 304.84 Kazungula Bridge project while Daewoo Engineering and Construction Company Limited of South Korea is the contractor.

Ms Wina, who is Republican Vice President, said bridge would be very important to countries in the Southern African Development Community (SADC) regional grouping and beyond.

She was speaking in Kazungula District yesterday after she inspected the construction works at the Border.

Ms Wina also inspected various infrastructural projects currently under construction namely the district hospital, civic centre, post office, police station and houses and district administration block among others.

She also met Senior Chief Sekute of Kazungula District and pupils at Kazungula Secondary School where she encouraged the traditional leader to work closely with investors to develop the chiefdom.

“We are very anxious to see the project complete. Sometimes there is congestion at the bridge because of the usage of pontoons.

“We look forward to the early completion of the Bridge. We want to be surprised that instead of completing the Bridge by December 2018 as planned, it should be completed much earlier. Do your work and do it well. At the end of the day, we will congratulate engineers from Zambia and Botswana for putting up a wonderful infrastructure,” Ms Wina said.

Kazungula Bridge Project Team Leader Kabamelo Kgoboko said works a temporal Bridge had been completed on the Zambian side.

Mr Kgoboko said about 476 people had been employed by the end of January 2016 out of which 405 were local people from both Zambia and Zimbabwe while 71 were foreign nationals.

“The 324 metres temporal Bridge is all complete on the Zambian side (and same length of temporal bridge will be done on the Botswana side.

“Works on the permanent Bridge will start on the Zambian side and will be completed on the Botswana side. We have been on the project for 17 months and we anticipate completing in December 2018,” Mr Kgoboko said.

He also dismissed claims suggesting that some Zambian workers on the bridge project retrenched.

And speaking when she paid a curtesy call on Kazungula District Commissioner Pascalina Musokotwaane, Ms Wina said President Edgar Lungu considered Kazungula as an economic district.

She said the District was positioned very strategically at the entrance of Zimbabwe, Namibia and Botswana.

“This is a key district in SADC and Government has decided to accelerate development especially in infrastructure in Kazungula so that the services to the people are enhanced.

“It is a pity that Kazungula was created 15 years ago and nothing was done over the years until PF came into office in 2011. We want to decentralise and take services to the people and create specific areas for development. Zambia will be a different place five to 10 years from now with new developments taking place in the country especially here in Kazungula,” she said.

Ms Wina was disheartened to see that the District Commissioner and other heads of departments were operating in a prefab building.

“I salute the civil servants appointed to rural areas because they have continued to serve their country even under difficult conditions by living in the bush,” Ms Wina said.

And speaking at the same function, Ms Musokotwane thanked the PF Government for implementing a number of infrastructural developments since 2011.

The Battle lines are drawn

We are now within the last ninety (90) days of the first five (5) years of the Patriotic Front in power. In 2011 the PF promised to do miracles within ninety days of the party being in power. We know how that story went and now is the time to look for what comes next.

With the campaigns officially launched, it has become almost clear that the battle lines are drawn. I can however NOT rule out the possibility of a third force that may just come as a shocker, bearing in mind that these are politics and anything can happen anytime. I also know and acknowledge the fact that comedy will not miss this time around as our favourite Alex Muliokela just launched his campaigns for presidency. Such is what makes politics interesting.

History indicates that Zambia has been a pillar of democracy in Africa and yes it is obviously everyone’s hope that our country will continue on that path. We have just entered the days of great suspense and expectations. This is a very sensitive time when those responsible of managing our elections will be accused of raising dust in water. It is the time when those in government will be accused of using national resources to finance their campaigns. The opposition will be accused of being bitter and unreasonable. All these are not new things in the history of this country’s elections. We see the same things happen every time our country is going towards elections.

What is however important at this point is for all those aspiring for different position to realise that they are seeking to serve the people and ensure that they give the citizens a better fight against poverty, create more jobs, and enhance the enjoyment of human rights among other things. I hope that our politicians will tackle these issues during the campaigns and tell us how best they will solve the problems our country is currently faced with. So far I have heard ‘mpaka litente’, ‘Zambia forward’, ‘ifintu ni Lungu’ etc. Maybe due to lack of ‘isukulu’, until now I don’t get the real meaning of such.

I further appeal to all functionaries, the electoral commission, political parties, candidates and personalities to refrain from any act, statements or dissemination of information that may adversely affect the peaceful and orderly conduct of elections on 11th August 2016. It is every citizen’s responsibility to ensure that credible elections are conducted in a conflict free and fair environment. We all have a role to play in ensuring that we sustain the peaceful nature of this country.

This is the time we have to all be careful with how we use our mouths. We only have one Zambia and we therefore must put our interest aside and put the interest of our nation first before anything. We have to remember that beneath the armour of skin, tribe and minds, all of us are amazingly the same. We are one people supporting different ideas. We therefore don’t need to crush and use dreadful idiom on each other, we need to coexist.

Our greatest power as a nation and individuals is not the ability to employ assault weapons, insults and drones to destroy each other. The greater more creative powers with which we may arm ourselves are grace and compassion sufficient enough to love and save each other as country men and women.

I wish all those contesting at different levels all the best.

Zambian Diplomats allegedly in Sham Marriages for fear of “Diplomatic Kolopa”

Several diplomats in Zambian embassies abroad are afraid that they will be sacked and sent packing back to Zambia after the August elections in a wave coined “Diplomatic Kolopa.” With this looming behind their minds, they have found an ingenious way to remain abroad wherever they are currently posted. However countries require diplomats to return home when the assignment ends otherwise they will become illegal aliens like many Zambians in the diaspora. But these diplomats are saying its better to be illegal in America than to have no employment in Zambia. Especially some have children that are accustomed to America life so going to Zambia with no job will be a mental shock for these children.

It is known in the diplomat circles that whoever wins in August will unleash a mass exodus of diplomats. If UPND wins they will all be recalled back and replaced with trusted UPND sympathisers and those to be rewarded. But if PF wins these diplomats will still be recalled because they were not Lungus choice and are Satas relatives. So irregardless, these embassy people will all be replaced soon after August elections. “We are not waiting for Diplomatic Kolopa, we will prepare today,” said a diplomat.

It is also a known fact that most diplomats are not qualified for their posts so they will be replaced for lack of performance. America is the most expensive embassy but with zero investment going into Zambia so it is number one on the target list. So the only way for a diplomat to remain in America is to marry an American for papers. So these diplomats are getting engaged to Americans and even to Zambians in the diaspora who have obtained legal papers.

Recently a diplomat in Washington DC embassy displayed her engagement ring on social media receiving great praise and admiration from her social media friends and fellow diplomats. It is expected that she will have a quick marriage in order to secure her place in America.

Like many Zambian women in the diaspora, a source says that the man that this diplomat plans to marry is a “John Solye Ubwali” or “kept man” just to get papers and many are expected to follow in her steps. However, those who are already married to Zambians from home are in a dilemma so some are planning to divorce on paper in order to engage in a sham wedding. Then after obtaining paperwork they will divorce the sham marriage and remarry the original spouse. This is a common practice among the diaspora abroad called “chikwati cha ma papela.”
