Government to provide an additional 4, 500 bed spaces in Prisons-Wina

THE Patriotic Front (PF) Government is posed to provide an additional 4, 500 bed spaces in Correctional Services (formerly known as prisons) to the existing 8, 500 by the end of 2017, Acting President Inonge Wina had said.

Ms Wina said the PF Government was going to provide additional bedspaces without putting any strain to the Treasury.

She said her Government remained committed to resolving the problem of severe congestion in Correctional Centres which the Human Rights Commission in 2014 termed “endemic with no sign of reducing in the short term”.

Ms Lungu, who is Zambia’s Republican Vice President, was speaking yesterday in Livingstone at AVANI Victoria Falls Hotel when she officially opened the 6th United Nations Conference on International Corrections in Peace Keeping and Post Conflict Situation.

The conference was hosted by the Zambia Correctional Service previously known as Zambia Prisons Service.

“We are poised to provide an additional 4, 500 bed spaces to the existing 8, 500 by the end of 2017 to address the problem of congestion in Correctional centres.

“Moreover, we are going to do that without putting any strain to the treasury, ” Ms Wina said.

She said the PF Government had in the last five years changed the face of the Zambia Correctional Services.

Ms Wina said the Government had decided to confront the challenges affecting Correctional Institutions and huge improvements had been achieved.

She said that just after assuming power in 2011, the PF Government found neglected correctional institutions, demorolised staff and that the neglect was evident from the congestion that was estimated at 300 per cent before 2011.

“Before my Government came into office we had cases of inadequate facilities for skills training, dilapidated infrastructure and inadequate staffing.

“Government has invested in new Correctional infrastructure, recruiting and retraining of staff to meet the requirement of a truly modern Correctional institution,” MS Wina said.

She said Government had since 2011 built and opened five new Correctional centres in five different provinces which were the five new Correctional Centres that the country had built since the 1970s.

Ms Wina further said that in developing countries with limited resources, the vulnerability of inmates of correctional institutions in developing countries was however evident from the state of most Correctional Institutions.

She said most Correctional facilities were old and were in a state of disrepair adding that most of such facilities remained in use and more often hold more inmates than their original designed capacity, thereby causing congestion.

“The vulnerability of inmates of correctional institutions in developing countries emanate from the urge to get offenders punished for their misdeeds. The urge to see offenders punished, also explains the indifference of many people to the problem of correctional institutions and the suffering of inmates.

“However, the inmates of correctional institutions are human beings too, they are friends, fathers, mothers and indeed brothers and sisters, “she said.

She said Justice demanded that people upheld the dignity and rights of all human beings including suspects, remandies and inmates.
She said there was also need to observe the rights of the inmates which was a compelling reason for transforming the focus of justice system from punishment to rehabilitation of the offenders.

“The rehabilitation of offenders should be primary focus of the justice system during conflict and after conflict.

“The neglect of correctional facilities may include failure to provide adequate ration ,bedding and clothing for inmates .Such circumstances results in the violations of inmates abd such violations suddenly occur even in countries that are parties of the International Human Rights Conventions, “she said.

Special Representative of the Secretary General (SRSG) Maman Sidikou said most prisons often did not receive sufficient funding to even provide minimum feeding for inmates additing that prison personnel were often insufficient in terms of numbers and were poorly paid, under equipped ,inadequately trained and unvetted.

Mr Sidikou said such practices resulted in officers being demotivated, demoralised and were unable to prevent or respond to prison incidences adequately.

Zambia Correctional Services Commissioner General Percy Chato said the Zambia Correctional Services was more than ready to share the best practices in order to operate stable facilities in post conflict countries.

Mr Chato said the Zambia Correctional Service had seconded a total of 25 personnel in peacekeeping missions since 2007.

It’s shocking that Copperbelt is still wallowing in Poverty-GBM

IMG_0216United Party for National Development Vice President for Administration Geoffrey Mwamba says it is shocking that people of the Copperbelt Province that holds Zambia’s worth are still wallowing in abject poverty.

Speaking at Ndola’s Mushili grounds when he addressed a rally, Mr. Mwamba said it is sad that the country’s main source of income has its citizens languishing in poverty.

The opposition leader has however assured residents of the Copperbelt Province that when his party gets into government they will engage Mine owners in order to find a lasting solution to the challenges the people are faced with.

He adds that a solution can be found by courting new investors to run mines that could have been left by some investors rather than mines laying off workers and eventually closing down or being put on care and maintenance.

Mr. Mwamba promised that once his party is voted into office, job losses will be a priority so as to save lives and the country’s economy.

And Mr. Mwamba who is on the Copperbelt for a series of rallies has expressed concern at the high cost of living Zambians are subjected to.

Meanwhile speaking at in Luanshya’s Roan Constituency Tuesday evening, the UPND Vice President has pledged to end electricity loadshedding in two years of taking office.

He notes that power deficit is an issue that can be handled by construction of more power plants and also looking at other sources of energy.

And United Democratic Front President Miles Sampa said the neglecting of late President Michael Sata’s vision for the country by current PF leaders under President Lungu is unacceptable and wrong.

Mr. Sampa said it is unfair for President Lungu and his PF team to neglect the Sata family because without Mr. Sata the PF would have not been formed and eventually in power.

He added that if First Lady Christine Kaseba Sata, her son Mulenga, family members and PF founder members including close friends to Mr. Sata like Dr. Guy Scott were today out and unwanted in the PF, sends serious signals that the PF has been hijacked.

And Innocent Mumba representing students from the Copperbelt University said students in two State Higher learning Institutions, the University Zambia Lusaka and Copperbelt Campuses are still waiting for government to fulfil its promise of giving them meal allowances and student loans.

Kenneth Kaunda International Airport to have a modern terminal by October 2016

The Kenneth Kaunda International Airport will have a new and modern terminal by October 2016.

Works and Supply Minister,Yamfwa Mukanga says the terminal is part of the expansion works being conducted at the Airport.

Works and Supply Minister,Yamfwa Mukanga disclosed this in an interview with ZNBC News in Lusaka.

Other facilities being constructed at the airport include a shopping mall, a fire station and rehabilitation of the existing terminal which will be dedicated to domestic flights.

Mr. Mukanga said the fire station is almost complete.

He said PF is determined to ensure Zambians benefit from the infrastructure it is putting up.

Government is spending about 360 million United States dollars.

Meanwhile,t he construction of Nationalist Road near UTH is progressing well.

The Contractor AVIC international Site Engineer Lee Shiwei has however complained of being delayed by utility companies such as Zamtel which is yet to removes cables.

And Lusaka Province Minister Stardy Mwale says Government is in a hurry to deliver roads to the people and delays by the utility firms to remove their cables on time make a sad revelations.

He said he will engage Zamtel to ensure the company removes its facilities to facilitate the road development.

President Edgar Lungu has held bilateral talks with King Salman Abdul Aziz Al Saud in the Saudi Arabian resort city of Jeddah.

President Lungu, who was accorded the Kingdom’s highest royal protocols, arrived at the Royal Court Palace at 12:30 Zambian time and was met by the King before the Saudi Arabian armed forces sung the two countries’ national anthem.

The President was later taken to a hall where a state banquet was held in his honour.

President Lungu later held closed door bilateral talks with King Abdul Aziz which lasted over 30 minutes.

Special Assistant to the President for Press and Public Relations Amos Chanda has told journalists that the two heads of states discussed issues of mutual interest such as fuel, security, diplomacy and agriculture.

Mr. Chanda said during the meeting, the Saudi King directed the Saudi Fund for Development and the Saudi Investment Agency to expedite the construction of the multi million kwacha hospital to be specialised in women and children.

He revealed that the two leaders agreed that the hospital be constructed this year in Lusaka and it will be named after King Abdul Aziz.

Mr. Chanda said the Saudi King also offered to help train and equip Zambia’s security forces with latest technology.

Meanwhile, Zambia and Saudi Arabia have signed documents to operationalise the importation of cheaper fuel to Zambia.

Energy Minister Dora Siliya says the deal will soon materialise as technocrats from both Saudi Arabia and Zambia are now working on final touches before the first shipment of fuel leaves for Zambia.

The minister says the offer by the Saudi Fund for Development to supply cheaper oil for five years, is beneficial because it is a government to government deal which makes it cost effective and reliable.

Ms. Siliya has told Zambian journalists in the Saudi Arabian city of Jeddah that the offer by Saudi Arabia will help reduce fuel shortages which the country experienced a few months ago.

Proposed mineral tax regime will enhance tax collection, says Chamber of Mines.

The new proposed changes to the Mineral Royalty Tax (MRT) regime will enhance the collection of mineral revenue by the government rather than compromise it, Chamber of Mines President Nathan Chishimba said today.

Mr. Chishimba was reacting to a media statement issued by a consortium of civil society organisations advising government not to implement the new proposed Mineral Royalty Tax regime on the grounds that it is “investor-led” and will “not maximize revenue in times of commodity price booms”.

Mr. Chishimba praised the government for the new proposed MRT regime, saying it recognized the need to balance increased tax revenue with continued employment and investment in new mining ventures.

“One cannot separate mining tax revenue from mining investment, because it is the mining investment which ultimately produces the tax revenue,” said Mr. Chishimba. “A good tax is one which balances these two competing objectives.”

Commenting on the civil society’s statement that “we need to make the most of what we have while we have it”, Mr. Chishimba said this short-term thinking was not necessarily good for the Zambian economy.

“The largest amount of tax revenue is always generated over the longer term, and this can only happen if mining companies are incentivized to invest over the longer term.”

On the view that the new proposed MRT regime will “not maximize revenue collection in times of commodity price booms”, Mr. Chishimba said this reflected a misunderstanding of the role of MRT in the overall tax mix.

“MRT is a tax on production, not profit. It is pegged at a relatively low rate, and is not designed to maximize revenues in times of commodity price booms. Governments collect most of their revenue in times of commodity price booms from profit-based tax, which is much higher.”

Mr. Chishimba said the government was on the right track with the proposed MRT regime, and urged civil society to view it in the larger perspective of ongoing investment, employment and economic development.

“One has to balance taking as much as one can now with having a thriving industry into the future, and the government has at last recognized this,” said Chishimba.

Fisho Mwale to contest Lusaka Mayoral Position as an Independent

Former Lusaka Mayor Fisho Mwale has declared his intentions of contesting the position of Executive Mayor for the city of Lusaka as independent candidate.

Speaking during the press briefing, at the Anglican Cathedral of the Holy Cross today, Mr Mwale said he had enough experience to vie for the position.

He boasted of introducing idea of construction of the first shopping mall in Lusaka, the famous Manda Hill.

“My vision is to transform the City of Lusaka into an Afrocentric city. I also lobbied the construction of the City Market under Late President Fredrick Chiluba. If elected as Executive Mayor of Lusaka, I will bring in a Bye law that will prohibit Councilors from owning Land during the tenure of their office.

“If I achieved that much when the Mayor had no powers what more now when the Mayor will have Executive Powers” he asked.

Among the people that attended the briefing were PF and MMD Members. The briefing was attended by Church of God Overseer Bishop John Mambo who offered the opening prayer and MMD founder Member Teddy Mulonga.

The former Lusaka Mayor who is also proprietor of the Yalelo Fishing Company also thanked President Edgar Lungu for consenting to the new constitution that ushered in the provision for Executive Mayor.

And Zambia Amateur Athletics Association-ZAAA- president Elias Mpondela has announced his intentions to contest for the position of Executive Mayor for Lusaka in the August 11, general election.

Mr. Mpondela told ZNBC News an interview that he has decided to stand as Executive Mayor of Lusaka as an independent candidate in order to offer service to the people.

He says his vast experience in administration over the years puts him in good position to run the affairs of the city.

Mr. Mpondela has pledged to make Lusaka city a better place worth the status of a capital city.

Former Lusaka Mayor Fisho Mwale has also expressed interest to contest for Lusaka Executive Mayor

Zesco United goalkeeper Jacob Banda has been excused from both club and national duties.

The Zambia number two has been sidelined due to exhaustion and is not part of the Chipolopolo camp that kicked off on Monday in Ndola.

“Jacob has been advised by the medical team to rest for the next three weeks,” Zesco spokesperson Katebe Chengo said.

Banda missed Sunday’s 0-0 home draw against Lusaka Tigers that saw Brown Nyirenda start in his place.

The Zesco goalkeeper was Zambia’s number one at the 2016 CAF African Nations Championship in Rwanda where Chipolopolo reached the quarterfinals.

Nkana and Zesco’s battle to cure stuttering form

Nkana and Zesco United battle to return to winning ways on Wednesday in their respective FAZ Super Week 11 fixtures.

In Kitwe, leaders Nkana will rekindle old rivalries at home against Mighty Mufulira Wanderers.

Nkana have picked up one points from their last two matches after losing 3-1 away to Green Buffaloes a week ago and drawing 1-1 at home with Power Dynamos on Saturday.

They now have a slender one point lead on 20 points ahead of Zanaco.

However Mighty, who are just above the bottom four drop zone in 14th position, have recorded five draws in their last eight games since beating Nkwazi 2-1 in Mufulira on March 26.

That win remains the nine-time champions only league victory of the 2016 campaign who head to Nkana where they were bashed 3-0 last season.

And sadly there will be no reunion for Nkana midfielder Jacob Ngulube following his acrimonious exit from Mighty this year.

Ngulube is away on Zambia duty preparing for Chipolopolo’s 2017 Africa Cup Group E qualifier against Guinea Bissau away on June 4.

In Chingola, defending champions Zesco are on the road at Nchanga Rangers where they are hunting for their first win after a four-match winless run in which they have picked up just three draws and a 1-0 away loss at Forest Rangers.

That poor run has seen Zesco drop from 2nd to 3rd on 18 points.

And at Sunset Stadium in Lusaka, Zanaco play Napsa Stars looking to remain the only unbeaten side in the league this season.

Zanaco are aware that a home win for them in Lusaka and a draw for Nkana will see them take command of the log for the first time this season.

TEDxLusaka set for 22 May 2016

“With Zambia celebrating 50 years of independence in 2014, we looked for ideas that will inspire and galvanise people to think, plan and do things differently as we look ahead to the next 50 years.”

TEDxLusaka will be hosting a ‘TED talk’ themed: The Next Chapter.  Its aim is to provide a platform the exchange of ideas among Zambian from leaders, innovators and creatives.

 Speakers and performers at the event will include; Mulenga Kapwepwe, Mwansa N Mbewe, Joseph Millman, Pompi, Mark Mondoka, Elijah Zgambo, Stary Mwaba . The master of ceremony will be  Kapalu Mutenda.

 

In the spirit of TED’s mission, “ideas worth spreading,” the TEDx program helps communities, organizations and individuals produce TED-style events at the local level. TEDx events are planned and coordinated independently, on a community-by-community basis, under a free license from TED.

Employment through government alone is not sustainable -HH

UPND President Hakainde Hichilema says employment through government alone is not sustainable hence the need to support local businesses so as to increase employment opportunities for the youths in the country.

Mr Hichilema said encouraging the development of local businesses by reducing on the number of permits required to open up businesses will not only increase employment opportunities bit would also reduce on government wage bill.

Mr Hichilema also emphasised the need for value-additon on raw materials produced in the country such as agro products among others.

“Employing only through Government is not sustainable. It just increases the wage bill further without growing the national cake. That is why our approach will be to support local business by reducing the number of processes and permits required for key activities and opening up access to finance because current interest rates are far too high.

“Value-addition efforts are going to be central to our plan for job creation. Why import cereal when we produce maize? Why import tomato paste when we grow tomatoes? Why import canned fish when we farm fish at home? Can we not make these things in Zambia and then create jobs for our people in the process, as well as keeping prices lower? To make this happen requires vision, a business friendly Government and hard work. The UPND believes it offers this combination,” he said.

He added “In terms of youth empowerment we are proposing vocational training schemes to equip young Zambians with practical skills, as well as on-the-job training schemes and programmes in business management for start-ups.”

The opposition leader said this in a campaign message shared on his Facebook page.

Erick Chanda’s Fourth Revolution to boycott August elections

Fourth Revolution Party President Eric Chanda has announced that his party will boycott this August’s general election due to what he called political persecution by the PF Government.

Mr. Chanda complained to Journalists soon after appearing before the Lusaka Magistrate Court this morning that he has been unable to campaign because he is spending too much time at court.

He further explained that his decision to quit the presidential race has nothing to do with the K75,000 presidential nomination fee.
Mr Chanda said he is able to raise the required amounts of money for nomination fees.

“As 4R, we cannot continue stomach the amount of persecution, when we talk we are brought to court and this is denying us valuable time for campaigns. So as 4R, we will not participate in this election. Let them achieve their dictatorial tendencies,” Mr Chanda said.

He added, “I direct all members of 4R that no body shall take part in this election until the status quo changes, let the tiny dictators be happy. As young leaders we been denied the right to campaign so there is no need to participate.”

Meanwhile, the case in which Mr. Chanda, Post Newspapers Managing Editor Joan Chirwa and reporter Mukosha Funga are facing charges of defaming President Edgar Lungu has been adjourned to 23rd June for possible plea.

State Prosecutor Samuel Zulu applied for an adjournment because the Director of Public Prosecutions has not yet issued a consent order.

In its first election in January 2015, the Fourth Revolution Party emerged sixth obtaining 8,054 votes representing 0.48 percent ahead of NAREP, Heritage Party and the Green Party.

Kitwe United takes command of Division 1 Zone 2

Kitwe United have assumed sole leadership of the FAZ Division One Zone Two table after beating Mining Rangers 1-0 in a Kitwe derby played at Garden Park Stadium on Sunday.

Unbeaten Kitwe shared the top spot with Gomes Wanderers prior to the weekend action in which the Ndola side lost 2-1 at FQMO Mining to drop to number three on the table.

Striker Chisha Kampamba scored a fantastic volley late in the game as the Buchi Boys opened a one point lead with 14 points from six matches.

Kampamba, the younger brother to Ronald Kampamba “Sate Sate”, hit the roof top as Mining attempted to clear their lines.

It was a well attended game in which Mining led by coach Linos Makwaz gave Kitwe a good run in both halves.

Elsewhere in Zone Two, Konkola Blades moved into second place after securing a 1-0 win at Ndola United in Masala.
