The Electoral Commission of Zambia says Al Ghurair Printing and Publishing LLC of Dubai emerged the most competitive bidder of the two bidders that met the technical requirement as specified in the bidding documents and the accompanying addenda for the printing of ballot papers.

ECZ public relations manager Crispin Akufuna in a statement to QFM says of the 13 companies which initially submitted their bids at the close of the tender on 22nd January, 2016,only two bidders met the technical requirements.

Mr. Akufuna says the financial evaluation between the two bidders that met the technical requirements as specified in the bidding documents favoured Al Ghurair Printing and Publishing.

He says the Commission has strictly adhered to the provisions of the Zambia Public Procurement Act and is therefore extremely disappointed by utterances and accusations in the media by some political figures.

Mr. Akufuna says the Commission if further perturbed by accusations by FDD leader Edith Nawakwi that ECZ Chairperson Esau Chulu is colluding with the PF to rig the elections by printing ballots in Dubai.

He says representatives of the candidates for the presidential election will monitor the entire process of printing ballot papers at the full expense of the Commission as has been the case in the past.

It is D-Day on Tuesday for Zesco United and Zanaco in their respective continental engagements.

In the CAF Champions League Zesco are on the brink of another milestone while in the Confederation Cup, Zanaco are battling to remain in the race.

At Levy Mwanawasa Stadium in Ndola, Zesco host Stade Malien of Mali in a last 16, final leg match leading 3-1 from the first leg in Bamako on April 9.

A draw is all Zesco need to become the only Zambian club to have qualified to the Champions League group stage on two occasions after setting the trend in 2009 in what was also first for a local club.

Zesco welcome back midfielder Cletus Chama and defender David Owino who missed the first leg due to suspension.

Strike Idris Mbombo will be targeting his fifth goal from six matches in this years Champions League.

And away in Gebes, Tunisia, Zanaco face the prospect of elimination in the Confederation Cup second round.

Zanaco face Stade Gabesien of Tunisia with the two sides tied at 1-1 from the first leg in Lusaka on April 9.

Zanaco have not enjoyed any luck in North Africa where they have lost six times.

Their best result away was a 1-1 away draw against Egyptian club Haras al Hedoood in the group stage of the 2010 Confederation Cup.

UPND leader Hakainde Hichilema took some time on Sunday to play some social football with youths of Bauleni compound in Lusaka.

The opposition leader who arrived at the football pitch wearing a Chipolopolo replica shirt scored the winning penalty for his team.

He said, “Despite our busy schedules, we always have time to mingle with our people in more relaxed settings by playing some games and participating in recreational activities, which are important for the health of the people.”

He said the UPND’s commitment is to continue with such sporting activities and make sure they improve compound sporting activities and facilities, rather than giving them over to cadres as plots for building illegal settlements.

“We are also urging our people, especially youths and women, to get fully involved in such activities which can also be good opportunities for talent identification programmes,” Mr Hichilema said.

“We have stated before that we can create a lot of job opportunities for our people in sporting activities. These initiatives and engagements are also good in keeping our youths away from illicit and illegal activities that are unhealthy for the country.”

Wynter Kabimba’s call for election boycott should be ignored-PF

We have read a statement by Rainbow Party secretary general Wynter Kabimba with interest. His call on the opposition political parties to boycott the election does not come as a surprise to us in PF because Mr Kabimba is in this election to merely escort real candidates. His party is a rejected lot that stands no chance of even coming in the third position.

The continued campaign against ECZ in the run-up to the August election is a scheme to psyche youths sympathetic to the opposition to prepare for violence. We now wish to believe that opposition leaders have launched such a malicious campaign to prepare ground for violence so that the winning candidate is affected.

Zambians are called upon to ignore these statements against ECZ but listen to candidates who have developmental issues to share. Mr Kabimba has mainly been associated with condemning companies that are preferred to print ballot papers
The continued accusations about rigging have the potential to reduce confidence in the Zambian people and perception is the most important component in achieving a credible election.

We want to tell Mr Kabimba that he is a very unpopular candidate and his chances are non-existent on the Zambian political scene. His position to withdraw from the race is the only option he has but we are aware that even his fellow opposition leaders cannot listen to Mr Kabimba.

Zambians need to be reminded that when he was secretary general of PF, streets protests were the order of the day and the capital, city Lusaka became a hive of political tension. It is therefore incumbent upon the people of Zambia to ignore Mr Kabimba who only appears to be popular in one media house.

His accusation that PF wants to rig elections is really laughable. It is laughable because it was Mr Kabimba who addressed several press conferences and meetings before PF formed government in 2013 to claim that the ballot paper printer, Universal Printing Group of Durban would rig elections. Under his charge, the PF spoke everyday against the use of UPG and said the company would facilitate the rigging of the elections.

But the PF went ahead and won the elections and Mr Kabimba went under instead of justifying his claim in light of the events that followed his empty lies.

We are therefore, challenging Mr Kabimba to boycott the elections as an individual candidate instead of misleading Zambians. Mr Kabimba cannot leave any impact if he boycotted an election where he is not even a factor.

We want to emphasise that the choice by ECZ of a printer should not be looked at from a suspicious point of view but purely on the basis of capacity to deliver in a transparent manner.

ECZ should ignore this malicious campaign because it is not the first time it is taking place. ECZ director Priscilla Isaac has been called arrogant before over UPG of Durban but liars like Mr Kabimba have no shame. They just kept quiet when the PF won the election instead of admitting that they lied. ECZ must therefore remain brave and do the right thing.

Riots have erupted in Lusaka’s Zingalume and George compounds where some Zambians have looted foreign-owned shops over suspicions of links to recent ritual murders in the area.

Police Spokesperson Charity Munganga-Chanda confirmed in a statement that some people looted shops belonging to Rwandese nationals in the area after word went round that some people found human body parts in one of the shops belonging to a Rwandese national.

Mrs Chanda said the residents are suspecting that these foreigners are the ones behind the ritual murders.

She stated that four shops had been looted, so far on suspicion that they are involved in the recent murders which have been happening in the area.

“More officers in full riot gear have been deployed in the area,” she said.

Some residents interviewed said they want the Rwandese to leave the country because they are allegedly bad people.

They complained that the Rwandese have also taken over all the business opportunities in the area adding that some of their businesses are not genuine.

By press time, the riots had spread to Lilanda and some parts of Chunga area.

At least six people have been found dead in the area since last month with body parts, including hearts, genitals and ears, removed.

President Edgar Lungu yesterday announced that Police arrested four people over the killings.

Electoral Commission of Zambia Director Priscilla Isaac says no one has powers to instruct the Commission on where to print ballot papers.

Ms Isaac said the Commission makes independent decision as outlined in the Electoral Act and that not even the President of Zambia could direct the Commission on how to conduct its affairs.

She said the Commission has already made its decision to print ballot papers for the August election abroad because no local firm has the capacity to undertake the works.

Ms. Isaac revelations are contrary to what Vice President Inonge Wina said on Friday in Parliament that there was possibility that the Government Printers could print ballot papers for this year’s elections as its equipment is now being modernised.

The ECZ Director was speaking last night when she featured on ZNBC’s Sunday Interview television programme.

“The ECZ is independent and therefore does not take instructions from anyone. What kind of an institutions are we going to have if we took instructions from everyone because every stakeholder has something to say. All we do is work to ensure that we stick to the provisions of the law,” Ms Isaac said.

“It is like in a home. If the Head of the House makes decisions, is it in order that everyone in the House starts to oppose? What kind of a home can you have?”

She also disclosed that 13 firms were shortlisted for the tender to supply and deliver the ballot papers and other elections materials.

“We did everything according to the Zambia Public Procurement Act and the laws are clear. From the shortlisted firms, we came down to two and Alghurairi Printing & Publishing LLC of Dubai was recommended by the Commission for the tender and other firms who bid have up to Thursday this week to object or else we will proceed and award the tender to Alghurairi Printing,” she said.

Ms. Isaac said the Commission conducted due diligence and technical evaluations before recommending Alghurairi for the job.

“We did our due diligence and we found that this company is credible and does not have any court cases. It has not been sued in any country in any court of law and we are confident it could do the job and that is why we went ahead to recommend it.”

She said the accusations being levelled against the Commission from opposition political parties are expected and that she is personally not affected.

“Some of these people attacking us every day for not being independent are actually doing business with the Commission, maybe through their wives or companies associated with them. So they accuse the Commission today and tomorrow they come to the Commission to pick up a cheque signed by Priscilla Isaac. It’s the irony of this job.”

FORMER Ministry of Justice Permanent Secretary, Joseph Akafumba has said he joined the United Party for National Development (UPND) to ensure that its leader Hakainde Hichilema is ushered into office during the Forth Coming General Elections.

And some UPND Parliamentary aspiring candidates for Livingstone Constituency, who declined to be named, have castigated the party’s district leadership for parading Mr Akafumba to the people of Livingstone when he was not yet an adopted candidate.

Mr Akafumba, who is vying for the Livingstone Constituency seat under the UPND, said it would be pointless for him to win the parliamentary seat if Mr Hichilema lost.

He was speaking in Livingstone on Saturday at the Livingstone Weigh Bridge where scores of UPND members turned up to welcome him.

Mr Akafumba, who was accompanied by former Southern Province PF chairlady Alice Simango, said his support for Hakainde Hichilema was because the opposition leader had been consistent with what he wanted to do for the people of Zambia.

He called on members of the UPND to work hard, campaign and take their president to State House.

“I didn’t expect this reception but however am extremely very grateful for the gesture. I just have a very short message as the chair has said, the task ahead for the UPND is very huge and I have not come here to come and campaign for a parliamentary seat, to me what is important is to ensure that we take our president to State House.

“What will it benefit me to win a seat as a Member of Parliament and my president loses? It will result to zero, its better I lose and he wins. I want to assure you that being a member of parliament is nothing, its just one of those few rooms in my father’s mansion, “Mr Akafumba said.

Some UPND Parliamentary aspiring candidates, who declined to be named, castigated the party’s district leadership for parading Mr Akafumba to the people of Livingstone when he was not yet adopted.

The aspiring candidates said the party had created an impression to the people of Livingstone that Mr Akafumba had already been adopted to represent the party during the fourth coming general elections.

“The whole process is not transparent. We don’t know whether Mr Akafumba has paid them for them to be acting in such a manner.

“How do you parade someone to the people, organize members to welcome and host a party I his honor and claim that we were just welcoming him.

“Some of us feel duped and we will petition the party if it turns out that Mr Akafumba is adopted as our candidate because they want to impose a candidate on us who has been rejected twice before by the people of Livingstone under the ruling party and what magic can he now perform,” they said.

But UPND District Chairman Michael Kangai said that the party was only replicating what their national office had done by welcoming the two officials from PF.

UPND District Spokesperson advised the aspiring candidates not to blow Mr Akakumba’s reception out of proportion as the party was merely welcoming new members.

Zambia-chaired United Nations Commission on Population and Development (CPD) 49th Session concluded its deliberations and adopted two resolutions on strengthening the demographic evidence base and on the methods of work for the Commission.

Several Members States, UN agencies, civil society organisations, academia and other stakeholders praised Zambia’s skillful diplomatic engagements that led to the earliest conclusion ever seen in the last decade as the deliberations have been dogged by inconclusive late night talks without reaching consensus on outcome documents.

Despite being tasked with a double mandate this year, Zambia concluded its chairing of the Commission by 4:30 PM Eastern Standard Time, breaking the record of the Commission as one of the most efficient and efficacious, and igniting more confidence in the body which at its 48th Session did not yield an outcome.

Closing the five-day meeting on Friday, Zambia’s Permanent Representative to the UN and Chair of the CPD49, Her Excellency Dr Mwaba Kasese-Bota, thanked the Member States and the Zambian Mission staff for their hard work and guidance in supporting the work of the session to conclude the deliberations in record time.

Dr Kasese-Bota said the session’s theme had been particularly relevant, as it had helped Member States to define indicators for the 2030 Agenda for Sustainable Development.
The Zambian envoy thanked the Commission as well as its Bureau members for their support in the work of the session.

Dr. Kasese-Bota commended Zambian delegation experts, Mrs Theresah Luswili Chanda (Counselor Economic) and Silvester Mwanza (Counselor Political and Administration), for their sterling work in the multilateral negations.

United Nations Population Fund (UNFPA) Executive Director Babatunde Osotimehin said two forward-looking and important resolutions adopted during the session were a reminder that multilateralism was alive and well in the Commission.

He acknowledged that Member States were committed to ensure that every birth and death was registered and that national data systems were a cornerstone of development in each and every country.

Mr. Osotimehin said the cooperation of Governments, academia, civil society, private sector and development partners would be critical, going forward.

“On behalf of all of us at UNFPA, I would like to thank Ambassador Mwaba Kasese-Bota, especially, for her able and wise stewardship. Her leadership was instrumental in bringing all of us to this possible outcome of the session,” said Dr Osotimehin.

Delivering closing remarks of UN Under-Secretary-General for Economic and Social Affairs Wu Hongbo, the Assistant Secretary-General for Economic Development in the Department of Economic and Social Affairs, Lenni Montiel said a strong demographic evidence base would be essential for implementing many of the commitments made at the 1994 International Conference on Population and Development in Cairo and in the 2030 Agenda for Sustainable Development.

He said it was critical that choices about policy interventions be informed by solid evidence.

Mr. Montiel congratulated the Commission for achieving consensus on a resolution on its methods of work and on the special theme. “You have persevered through sometimes difficult negotiations, and made space for a legitimate diversity of views,” said Mr Montiel.

In a congratulatory message to the Zambian envoy, an African diplomat wrote: “Congratulations Ambassador. The Mighty Chipolopolo have not only redeemed Africa, but the entire ICPD and the Commission.”

Head of the UN Population Division, Professor John Wilmoth, in congratulating the Zambian delegation, wrote: “ Zambia rocks the house! Everyone is amazed – and very happy.”

Ministry of National Development Planning Permanent Secretary Dr Simon Miti led the Zambian delegation to the CPD49.

Dr Kasese-Bota handed over the one-year rotational chairmanship of the CPD to Qatar Permanent Representative to the UN, Her Excellency Ms. Alya Ahmed Saif Al-Thani who was elected to chair the 50th Session.

The Zambia Council for Social Development has warned that intentions by the Electoral Commission of Zambia to use a Dubai firm to print ballot papers for the 2016 elections will bring conflict.

In a statement, Council Executive Director Lewis Mwape said if the decision is not rescinded, the Zambian people will question the motive and this may be the source of conflicts in the electoral system.

Mr Mwape said this must not be the issue of concern by genuine opposition Political Parties alone but that the PF as one of a major player in August 11 Elections must also be concerned if the choice by ECZ is not to its advantage.

He said elections must be genuine, indisputable and fair from basic important undertakings.

“The insistence and failure by government to guide the public institution to respond to the needs and aspirations of the public will raise alot of genuine suspicions which can be avoided. To this end, we appeal to the Commission Chairperson to plan and conduct credible elections for the sake of mother Zambia,” he said.

“Leaders must never be imposed on people through corrupt electoral systems but the system must be corrupt free and trustworthy by all stakeholders including our esteemed electorates.”
Mr Mwape said, “the mandate placed upon you as ECZ Chairperson by His Excellency the president is on behalf of the people of Zambia, rather than selfish allegiance to the Head of State. We demand that both yourself as Chairperson and the one who exercise the appointing authorities on behalf of the people ACT in the interest of the people.”

International trade and business consultant Trevor Simumba says the recent appreciation of the Kwacha is due to manipulation by the Bank of Zambia

Mr Simumba said since all the key economic fundamentals are weak, the Kwacha can only appreciate by manipulation which he said is not sustainable.

He observed that the euphoria surrounding the Kwacha appreciation is very premature and will come back and bite many pundits.

Mr Simumba said Minister of Finance Alexander Chikwanda was honest enough to state that the Kwacha appreciation is driven by monetary policy and has nothing to do with any productivity gain or increase in exports.

He said the key ingredients to the determination of an exchange rate such as the interest rates or economic growth, Inflation, Balance of payment or trade balance, capital flow and public debt including the budget deficit are all undesirable for Zambia.

“Economics is about causation- cause and effect. What they have done is to remove kwacha from circulation. when you look at the dollar as a product it is bought by somebody possessing kwacha. Too little kwacha chasing the dollar brings about the drop in the price of the dollar or exchange rate,” Mr Simumba said.

“And when this does not translate in the improvement of the well being of an average person, it will bring frustration. Prices have a tendency to stabilize and not to reduce. Moreover, the interest rates are too high bringing about the cost push inflation which will again act as a hidden tax for the poor. So this monetary policy is nowhere near pro poor it is actually pro foreigners and speculators.”

He said a few weeks of appreciation is not a miracle adding that this is a normal part of the cyclical nature of forex markets.

Mr Simumba said there has been a huge offloading of dollars by the mining and other multinational companies to fulfil their end of financial year tax obligations.

He said this coupled with tight monetary policy of the Bank of Zambia has sucked all the kwacha out of the system.

“The price we pay for this lopsided policy is higher interest rates and inflation which affects mainly the poor. In order for the appreciation to be sustainable over a period of at least six months we need to see further fiscal consolidation and some real actions to consolidate Government spending,” he stated.

He said this is a temporary appreciation that will only benefit speculators and foreign buyers of Government Treasury bills.

“Those with a good memory will recall a similar situation around 1993/1994 when we had a similar rapid appreciation which saw foreign buyers of T bills make huge profits from the exchange rate differential between when they changed their US dollar at high rate and after receiving their kwacha profit bought dollars at lower rate.,” he said.

He said that many experts including the World Bank and IMF have analysed this appreciation wrongly adding that it is unfortunate that the country has too many professionals that do not understand the reality on the ground.

“Many of these so called experts have never run a business in their life and have no understanding of the impact of Government policy on business. History always has a way of being repeated!”

He added, “There is a huge backlog in payments to contractors who are mainly Chinese and who will externalise their money as soon as they receive it. More importantly, Government is spending 100’s of millions of dollars on power imports and subsidies. Added to this are the debt repayments which are now estimated at over US$200 million per annum.”

“Significantly, there has been huge decline in economic output which means more job losses and reduced tax collection by Government. Whichever Government comes in after August 11 it will face a mammoth task of getting this economy back to stability similar to the struggle of the 90’s to unbundle the debt accumulated by the UNIP Government.”

Mr Simumba has since urged all businesses to tighten their belts and get ready for a rough second quarter of 2016.

“We should all be looking at our spending and change our ways,” he said.

GOVERNMENT is today expected to sign a Statutory Instrument (SI) to regulate the prices of mealie meal which has gone high some parts of the country.

President Edgar Lungu said when he addressed a mammoth rally at Mpezeni Park Square in Chipata yesterday that Government has decided to move in by signing an SI in order to regulate and reduce the price of mealie-meal which was high in some parts of the country.

The President wondered why some retail shops were selling the commodity at higher price instead at cheaper.

Mr Lungu said it was sad that some business persons were exploiting the people by giving lame excuse about the dollar.

He said it was nonsense that despite the dollar appreciation, others wanted to find room by increasing the commodity.

“The price of mealie meal is very high despite the dollar appreciation so tomorrow (today), Government shall sign a Statutory Instrument (SI) to regulate the high price of mealie meal in the country,” he said.

He said most of the millers were being supplied with the Government subsided maize and wondered why the prices of mealie meal had not come down.

President Lungu has also asked the people of Zambia to give him a five years mandate in order to implement developmental projects which the Patriotic Front (PF) Government was currently implementing in the country.

He said for the last four years, the PF Government has done a number of developmental projects which included hospitals, roads, health posts, and schools.

“Iam asking you to give me a five years mandate in order to continue with the developmental projects and as you can see, PF has done developmental projects in four years as if it is 50 years so that we have been in power,” he said.

President Lungu said being a God fearing President he was happy that Zambia would have enough food adding that Agriculture Minister Given Lubinda would announce the 2016 maize floor price for marketing season.

He assured the people that his Government would not allow maize to be going beyond the borders without proper export permit.

He further warned the people the PF rank and file that he would not allow corruption in the adoption process.

He said it was unfortunate that some reports were merging that some party officials were involved in the corruption during the ongoing adoption processes warning that such trends would not be condoned.

He said he became party president without involving himself in corruption stating that such people who were involved in corruption were denting the name of the party.

President Lungu also thanked opposition Members of Parliament (MPs) for endorsing him ahead of the general elections.

He said he was happy that some MPs and others have endorsed him ahead of the general elections.

He said he decided to deal with the lower organs of MMD before moving to leaders like Dr Nevers Mumba, former republican president Rupiah Banda and Lunte MP Mutati.

About ten MMD MPS and an independent candidate endorsed the candidature of President Lungu ahead of the 2016 general elections.

Those who endorsed are Lumezi MMD MP Isaac Banda, Kapoche MMD MP, Nicholas Banda, Milanzi MMD MP Whiteson Banda, Mkaika MMD MP Peter Phiri, Chadiza MMD MP Allan Mbewe, Rufunsa MMD MP Kenneth Chipungu, Kasenengwa MMD MP Victoria Kalima and Chipata Central MMD MP Reuben Mtolo Phiri .

Others are Nyimba MMD MP Forrie Tembo,Chipangali MMD MP Vicent Mwale and Luangeni Independent MP Charles Zulu.

Mr Mtolo Phiri who represented said the MPs were happy with what the PF Government had done to implement various developmental projects.

And musicians such as Dandy Krazy, Mampi, Chester and MarkyII also joined the chorus in endorsing the candidature of President Lungu.

Speaking at the same meeting, MMD Provincial Chairperson Jacob Mwanza and Katuba UPND MP Jonas Shakafuswa asked the people of Eastern Province to rally behind President Lungu if meaningful development was to be realised.

The President who was accompanied by Justice Minister Dr Ngosa Simbyakula, PF Secretary General Davies Chama and Local Government Minister Stephen Kampyongo returned to Lusaka immediately after the rally

Nchanga coach shocked by huge loss at Nkana

Nchanga Rangers coach Bruce Mwape was on Saturday left shocked by the 4-2 thumping his side suffered at leader Nkana in a FAZ Super Division Week 6 match played in Wusakile.

Mwape said he never anticipated the huge defeat that ended his team’s two-game winning streak.

Third placed Nchanga have 9 points from six matches played.

“It is sad that we have lost by a bigger margin which we actually never expected,” Mwape told journalists in a post-match interview.

“We gave them (Nkana) a lot of room especially in defence we made a lot of mistakes and that’s why we conceded so many goals.”

He said Nchanga wants to quickly forget the loss at Nkana to focus on their next fixture which is against Mufulira Wanderers in Chingola.

“I am sure by Wednesday this loss should not be a problem. Any way we will know how to handle it during our preparations for Mighty,” Mwape added.

Interestingly, Nchanga have so far posted three wins and three defeats.
