THE hate propaganda against the Patriotic Front (PF) has reached pervasive levels with the latest campaign being the recent ritual murders where bodies of victims are covered with Chitenge materials of the ruling party, Jean Kapata has charged.

Ms Kapata, who is PF elections chairperson, said investigations into the ritual murders in Lusaka should be extended to the opposition political parties that had continued disparaging the ruling party and propagating hate messages against President Edgar Lungu.

Ms Kapata said it had become critical that the police should cast their investigations wider to include the notorious cartel that almost usurped State power during the reign of late president Michael Sata and now aggressively fighting President Lungu for refusing to be colonised.

She said in an interview that the macabre killings in the last two weeks were allegedly being perpetrated by some opposition political parties which believed that they would only win the August 11 general elections by demonising the PF and President Lungu.

Ms Kapata said it was the worst form of propaganda to commit murder and cover the corpse with PF campaign material in an attempt to invoke anger among citizens so that they could rise against the ruling party.

She explained that the ritual killings had become a campaign tool for some opposition political parties and it was therefore imperative for State investigative wings to extend their probe to such political organisations.

Ms Kapata said that no criminal would commit a crime and leave evidence at the scene of crime or leave a PF Chitenge material at the scene.

“The ritual murders in Lusaka are linked to politics and we now know that the propaganda against the PF has reached levels where citizens are being ritually murdered and some opposition political parties are blaming the PF. I want to appeal to the police and other State investigating wings to extend their probe to opposition political parties that have continued with their hate messages against the PF and President Lungu.

‘‘Criminals always cover their tracks but with the recent ritual murders, they have committed murder and used the PF Chitenge material to cover the corpses,” Ms Kapata said.

Ms Kapata said Zambia was a Christian nation and it was against God’s teachings to engage in heinous crimes such as the ritual murders the country had witnessed in the recent past.

She said the ritual killings should be stopped and that those involved should be hunted down so that they could face the wrath of the law.

THE Forum for Democracy and Development (FDD) has charged that it will not form an alliance with any opposition political party only for the sake of winning the August general elections and share luxurious Government positions at the expense of the electorates.

FDD spokesperson Antonio Mwanza said it was not the desire of his party to enter into alliances with opposition political parties based on what he termed ‘‘tuwine no kwakana ifipuna’’ (we win and share government positions) because Zambians were more important than Government jobs.

Reacting to the prediction by UPND vice-president for administration Geoffrey Bwalya Mwamba that President Edgar Lungu was headed for victory if opposition political parties failed to forge strong alliances.Mr Mwanza said removing the Head of State should not be the ultimate goal despite having failed to meet the expectations of Zambians.

Mr Mwamba on Thursday advised opposition political parties to form an alliance with his party, the UPND, or face the reality of having President Lungu bouncing back into State House.

But Mr Mwanza said in an interview that if the UPND was worried about losing the August general elections without an alliance, the opposition political party was free to join hands with the FDD which was the party of choice because of its good economic and social policies.

Mr Mwanza wondered why the UPND was focused on removing President Lungu from State House and only to replace him with the same people who were defecting from the MMD and joining the opposition party.

“The FDD is not going to form alliances for the sake of wining the August general elections and then share positions in government at the expense of the electorates and the general citizenry. What is going to happen to a teacher whose conditions of service are bad? What is going to happen to a nurse who is demotivated because of poor policies in the health sector…and what about an ordinary Zambian on the streets scrounging for survival? We are not going to get into alliances on the basis of tuwine, twakane ifipuna,” Mr Mwanza said.

He said the FDD was looking at policies and that if there were opposition political parties that shared its vision and ideology, they were free to support the candidature of Edith Nawakwi whose desire, he said, was to work for the majority poor Zambians.

Mr Mwanza wondered why Mr Mwamba and the UPND were scared that President Lungu would win the coming general elections when the majority of Zambians were not happy with the manner in which the country was being governed.

Mr Mwanza said it would be difficult for President Lungu and the PF to win the elections because of the country-wide shortage of mealie meal with its high prices, lack of drugs in hospitals and the closure of high learning institutions such as the University of Zambia and the Copperbelt University.

Mr Mwanza claimed Zambia’s economy had suffered what he termed a catastrophic meltdown and it would be difficult for the ruling party to convince the electorate to give them another mandate to preside over the affairs of the country.

Mr Mwanza said the political situation on the Copperbelt had allegedly become hostile for the PF because many miners had lost their jobs as a result of the restructuring in the mines following the global economic meltdown.

Public Order Act to be amended before August elections

Home Affairs Minister Davies Mwila has disclosed that Government will ensure that the controversial Public Order Act is amended by the August elections.

Mr Mwila said the Ministries of Home Affairs and Justice are ready to present the amendment bill to Parliament in the next sitting that commences tomorrow, Tuesday, April 14 2016.

He said Government has listened to the cries from several stakeholders on the need to have the Act amended.

He highlighted the clause that requires that those holding outdoor meetings notify the police at least seven days before the event as one of the provisions that will be dealt with the amended Act.

Mr Mwila said there is a general consensus that the notification period can be shortened to at least four to five days.

The Home Affairs Minister was speaking when he appeared on the Sunday TV television programme on ZNBC las night.

Mr Mwila said PF Ministers refused to support a private members motion to amend the Public Order Act that was moved by Choma Central UPND MP Cornelius Mweetwa because the idea to amend the Act was originally a PF idea which he said the opposition wanted to hijack.

He said some aspects of the Act will be maintained saying a law to regulate public order is still essential even in a democracy.

Mr Mwila assured that the PF will take the amendments to Parliament in the next sitting, a feat that many governments failed to attain since 1991.

What is causing road carnage in our land?

Of late, the nation has witnessed a wave of grisly road carnage involving mainly passenger service vehicles. This has resulted in shattering numbers of fatalities and serious injuries. If this were in civilized societies, it would have long been declared a national disaster! A few days ago, a Mazhandu Family Bus en-route to Lusaka lost control and flipped-off the road just after Kapiri Mposhi. Six 6 people died on the spot among them a young lady that had just had her bridal shower party a week earlier and was due to tie the knot in the coming days.

A couple of days later, a Wada Chovu Coach collided with a minibus in Mayumbi near the toll gate – 24 people lost their lives! The following Saturday morning, another coach coming from Kitwe had a mishap along the Ndola/Kitwe dual carriageway. Since we don’t capacity to respond to emergencies rapidly, the bus blocked one part of the road for several hours resulting in massive traffic jam. Praise God; there were no serious injuries! And before the dust could even settle down, a fourth bus rammed into a light truck somewhere in Central province; thankfully, folks emerged unscathed.

But what is the cause of all these traffic accidents?

To any ordinary person in the Townships, Satanism has a big hand in this. “This is their month of sacrifice,” they would say. Sadly, this hogwash hasn’t spared social media where you expect the majority of people to be above such petty and backward thinking! According to them, some prominent people involved in Satanism are causing all these accidents in order to collect enough blood to use in ritual purposes so that they can become stinking rich or swiftly grow their wealth.

Surely, can spilling blood make anyone rich? How come no one has ever been caught collecting this blood? Why is it that it’s only in this country where we tend to associate success or accidents with Satanism? Are we a capital of Satanism? Since some people believe these gods duel in the Middle East, I thought enough blood is already being spilled there through endless wars. Anyway, the purpose of this article isn’t to demystify the superstitions around traffic accidents as held by many people but rather ponder over the probable causes of the same.

After taking time to observe and talking to several stakeholders about the possible causes of accidents in our beloved country, I arrived at the following reasons: fatigue on the part of drivers, failure to regularly service or maintain buses by the owners and lastly, congestion on our roads.

Fatigue
Recently, I had an opportunity to have a chat with one of the long-distance bus drivers plying his trade on the Kitwe/Lusaka route. He would set-off from the mining town around 5.00 AM and arrive in the nation’s capital 6 hours later. He would then commence the long drive back home after a 2 hour hiatus. Imagine the toll this would take on someone driving on such a route back and forth every other day? They’d be totally worn-out and wasted by the end of the month! Considering the precarious state of our roads, the job of a driver can be quite taxing and stressful. If a driver is to make it to the next destination, he is expected to totally concentrate on the road. Some of the accidents occurring on our roads today are as a result of careless mistakes arising from fatigue.

Recommendations

Drivers must be encouraged to form a union that will safeguard their interests and indeed that of the traveling public. There is need to thrush-out on how many hours drivers must work per day and the days-off they must be entitled to in a month. Mandatory medical check-ups must also be a must to ensure that any person who is entrusted with the noble duty of transporting fellow human beings must be as fit as a fiddle.

Lack of maintenance

Apparently, there’s always an officer from RTSA stationed at inter-city bus terminals checking on buses leaving the station every now and then. I wonder whether these officers are doing their jobs properly or to what extent they are indeed checking the roadworthiness of buses. On my way to Lusaka the other day, I momentarily trailed a Marcopolo Bus. It exhausted excessive plumes of black smoke and continuously tilted on one side as if it would collapse anytime. There was something definitely wrong with the suspension system! The bus struggled to negotiate its way uphill as the engine spluttered and coughed, endlessly. The tires had no visible treads at all – they were a complete example of insoka! I couldn’t help but wonder how on earth such a bus was allowed to pass through any of the roadblocks littered all over our roads in the first place.

Recommendations

Other than stationing officers at intercity like roots to check on vehicles leaving the station, RTSA must come up with an ingenuous programme to prevent further occurrence of accidents in future. If anything, public service vehicles must be recalled and subjected to thorough examination, pronto! This must entail checking every vehicle system e.g. brakes, steering, suspension and lighting etc. And once a vehicle meets the litmus test, a special fitness disc must be placed on the same. From time to time, RTSA must conduct random road patrols countrywide and look out for the same. Any vehicle failing to display the same must be impounded immediately and permanently banned from our roads! Zambia Police mustn’t be involved in this exercise because there is a huge possibility that they may interpret this as an opportunity to mint gold! Most of the times, the money that traffic police collect from erring motorists doesn’t even go to state coffers but ends up in the pockets of a few corrupt individuals.

Roadblocks/Congestion

It’s almost impossible to contend with the irritating congestion on our roads. On my way from Lusaka, I was shocked to see numerous road blocks between the short stretch Kabwe and Kapiri Mposhi! The police made motorists open their trunks as they checked for road triangles and spare wheels resulting in unnecessary congestion. One would see that once motorists were cleared by the police, they resorted to driving at breakneck speed to make up for the lost time.

Recommendation

Government must come up with a coherent policy on roadblocks; these must be restricted to a few permanent checkpoints in and out of the cities. A combined team of officers from ACC, RTSA and Zambia Police must be mandated to man these check points to curb corruption. As a matter of urgency, government must consider upgrading the road from Solwezi to Livingstone into a dual carriageway. This will go a long way in decongesting our roads. Speed limiters must also be fixed on the buses to force the drivers drive at a specified speed.

SUSPENDED United Party for National Development (UPND) Musiotunya Ward Councillor Ziwa Ziwa together with 218 members from the opposition UPND and Rainbow Party in Livingstone have defected to the ruling Patriotic Front (PF).

And the PF in Livingstone have launched the District Mobilisation under the slogan ‘PF Youths No Violence Dot Com campaigns’.

Speaking during the Launch at Zambezi Sports Club in Livingstone on Saturday, Southern Province PF mobilisation Chairperson Brave Mwetwa said only the PF had an agenda run the affairs of the country and bring development to all corners of the nation.

Mr Mwetwa accused opposition UPND leader Hakainde Hichilema of preaching tribalism in the Southern Province adding that the UPND were busy canvasing the province telling people lies that there was no PF in Southern Province.

“Go and tell everyone that the PF in the province is intact and making positive headlines in the province and please those close to HH should go and tell him that very soon.

“Very soon, HH will start having sleepless nights and will suffer greatly because of PF’s success,” Mr Mwetwa said.

He said the PF was a growing party in the province as evidenced by the number of defectors that were ditching their party to join the ruling part because of its developmental agenda.

Mr Mweetwa added that the people of Southern Province had embraced all political parties and were ready to give the PF a fresh mandate because it was an attractive party.

Mr Mwetwa accused the UPND leader of being a dictator by refusing to go convention as stipulated in their party manifesto.

“If HH wants to be president of the republic of Zambia, let him try after 40 years. The UPND are claiming that they are the most organised party in Southern Province when they have failed lamentably to have elections at Branch, Ward, Constituency, District and National levels.

“Since Hakainde Hichilema became the president of UPND, they have never gone for a convention. Tell me what is he scared of? To me Hakainde Hichilema is a dictator because if he wasn’t a dictator, he would have allowed his party to go for a convention,” he said.

PF acting District Chairman John Mukosho appealed to the members to go flat out and campaign for the ruling party as well as preach the message of peace as championed by Republican President Edgar Lungu.

Meanwhile, PF Youths No Violence Dot Com Ambassador, Maxwell Chongo said PF youths in the country had vowed to walk the talk by preaching the message of peace and saying no to all forms of violence.

Mr Chongo said the message from the Republican President was very clear and the PF Youths had embarked on a countrywide campaign to education youths on the need to promote peace before, during and after the general elections.

And speaking on behalf of the defectors, Mr Ziwa said that God had already prophesied that President Edgar Lungu would be given another fresh mandate to rule the people of Zambia.

Aspiring parliamentary candidates pledge to empower youths and women

SEVERAL aspiring parliamentary candidates for the Livingstone Constituency have pledged to empower youths and women in the Tourist Capital once they are elected as area Member of Parliament (MP).

The candidates further vowed to denounce violence ahead of the August 11 General elections and pledged to upgrade infrastructure and Township roads in Livingstone to improve the City.

This was at Livingstone Lodge on Friday night during the first Public Debate Forum for aspiring MPs hosted by the Livingstone Press Club (LPC).

The participating candidates were Gladys Kristafor from Patriotic Front (PF), Edward Ntinda also from PF, Regina Musokotwane from United Party for National Development (UPND), Matthews Jere also from UPND and Teddy Andrew Mulenga from the Green Party.

Ms Kristafor, who is former Permanent Secretary for Southern Province, said women and youths were important to national development and she would empower then if she was adopted and elected as Livingstone MP.

She said women were going for their education to various schools just like men but they were marginalised in most cases.

“We are talking about equality here. Women, who are qualified, should be allowed to do their job and they should not just end as sympathisers.

“Some many women in Zambia are qualified but they have never been given an opportunity. Citizens who qualifies irrespective of genders should be given an opportunity to participate in national matters,” Ms Christafor said.

She said tourism was a priority and she would work with Government to establish an international convention centre and open up Livingstone through aggressive marketing to attract more tourists.

Ms Musokotwane, who is former Katombola MP, said she would introduce youths training centres to train the young people in carpentry, bricklaying and other skills.

She said most young people had nothing to do for their living and hence they were engaging in violence.

And Dr Mulenga, who has already been adopted by Green Party, said he would not buy beer for youths but he would instead talk them to Zambia National Services (ZNS) for training in life skills.

Dr Mulenga said he would put a lot of pressure in Parliament to lobby for the development of Livingstone especially he understood the challenges of the City.

“I have suffered here and I know this town. I know the roads in Livingstone which were seen in 1974 and have not yet been upgraded.

“The Government has done a commendable job to improve roads and other infrastructure in Livingstone but there is more to do. Look at Libuyu Bridge, crocodile come when it is flooded,” he said.

He asked Livingstone residents to avoid voting on party lines or voting for recycled political parties.

Mr Ntinda, who is former Provincial Engineer for Southern Province, said he would create job opportunities for street kids as well as elderly women and men in Livingstone once he was adopted and elected.

He said the PF Government already had a youth empowerment policy which he would use to create jobs for the young people.

“We have poor roads in townships and we need to improve on them. PF has a lot of programmes which need to continue until they are logically concluded.

“The modern market and bus station will be completed and you will need a forceful person like myself,” he said

Mr Jere, who is former Deputy Mayor for Livingstone under the Movement for Multi-Party Democracy (MMD), said he would use his experience in the Livingstone City Council to improve the Constituency.

He said he would address the poor state of roads especially in Townships to attract tourists to those areas.

“We want tourists to visit Songwe, Jack Mwanampapa, Sinde and Kasiya in the outskirts of Livingstone instead of just visiting the central business district.

“I will also not allow a situation where political party cadres’ take over construction jobs that are meant for experts like the case was during the 2013 United Nations World Tourism Organisation (UNWTO) General Assembly,” he said.

Mr Jere said he would engage employers, youths and Government to seek ways of creating jobs for youths and women.

“Currently, the conditions of service are poor and so we will improve on that while encouraging the youths to venture into entrepreneurship,” Mr Jere said.

HH must be sincere on the strengthening of the Kwacha

The Patriotic Front (PF) has said that United Party for National Development (UNPD) leader, Hakainde Hichilema is not being sincere over the appreciation of the Kwacha against the dollar.

PF Member of the Central Committee, Paul Moonga said that Mr. Hichilema is failing to concede that the appreciation of the kwacha is as a result of reduced government expenditure and improved investor confidence following meetings between President Edgar Lungu and the mining companies.

Mr. Moonga said this in a statement maded available to to the media that Mr Hichilema must learn to give credit where it is due instead of telling lies to Zambians for the purposes of achieving his political ends.

He challenged Mr. Hichilema to be at least honest in his exercise of political power instead of using a twisted tongue to win votes.

We have noted with interest a statement attributed to UNPD president Hakainde Hichilema that the gains recorded by our local currency, the Kwacha should not be attributed to the PF government but global trends.

This is clearly nonsensical coming from the UPND leader who had initially claimed that the loss of power of the Kwacha must be attributed to the PF government even when they knew that this had resulted from the economic slow-down on the international scene.

The fall in Kwacha was purely an effect of those events in the world economy and as PF we have always said that the government of President Lungu will make efforts within its power to address the challenges using local initiatives.

We never said that because the problems were coming from the international scene so they will not be addressed. So we find it disturbing that such an extreme and deliberate distortion of truth could come from Mr Hichilema.

He must know that the economic events world-over remain bad with the price of copper on the London Metal Exchange still at an all-time low but the efforts of President Edgar Chagwa Lungu and his team is responsible for the reversal of the trend as promised on several instances.

There has been reduced government expenditure and improved investor confidence through dialogue between the Head of State and the mining companies thereby increasing dollar in-flows in the country.

As an economist, Mr Hichilema must know this but he decided to distort information to suit his limited political fortunes. This kind of politics is a disgrace and Zambians with moral presence must reject it.

Mr Hichilema must learn to give credit where it is due instead of dreaming of ways of telling lies to Zambians everyday for purposes of achieving political ends. Mr Hichilema’s style of doing politics is barbaric and primitive to say the least and we will not spare him.

While it is true that the world economic down-turn can leave our economy in a bad state, it is only the government which can address them especially that the down-turn is still on-going.

It is therefore immoral and unchristian for Mr Hichilema to emerge from a Church and immediately tell lies to a journalist. We wish therefore, to inform Zambians to ignore Mr Hichilema who deliberately wants to misinform people in order to win political sympathy.

The Kwacha is gaining as a result of the good economic policies, the initiative by the President to engage in dialogue with mining investors and a general reduction in government expenditure.

On Mr Hichilema’s claims that the Kwacha will only be considered to have gained if it reaches K5 per Dollar, it is our considered view that he was hallucinating because he knows that every step the Kwacha takes is an appreciation.

We are aware that Mr Hichilema is disappointed that his only source of hope for winning the election was on the economy which was not been performing very well but things are changing. This means that his main campaign message has been swept off his feet and he is stranded.

He has nothing to say of tangible value anymore since the issues he has been raising are slowly being addressed while he still fails to come out of allegations that he has failed to call for a convention to demonstrate goodwill towards respect for democracy.

As PF, we are challenging Mr Hichilema to be at least honest in his exercise of political power instead of using a twisted tongue to win votes.

Tigers slow down Nkana

Nkana’s one hundred percent record in the 2016 FAZ Super Division is over after they were held to a frustrating 1-1 draw by promoted Lusaka Tigers at Independence Stadium on Sunday.

Leaders Nkana who now sits on 13 points after Week 5 matches had won their four opening matches before the draw at Tigers.

The visitors led after 20 minutes with a goal from midfielder Austin Muwowo before striker Walter Bwalya gifted Tigers with an own goal on the nick of full time as the game finished 1-1.

Nkana now lead the table by four points as second placed Nchanga Rangers sits on nine points.

On the other hand, Lusaka Tigers are third with eight points.

Meanwhile, Nkwazi thumped Napsa Stars 2-0 in the lunch-time kick-off match also played at Independence Stadium in Lusaka.

Steward Chikandiwa and Jeff Banda scored in the 23rd and 451st minutes respectively.

Shepolopolo fail to qualify for Womens Africa Cup

Shepolopolo on Sunday failed to qualify for the 2016 African Womens Championship after losing 3-2 to Zimbabwe in the second leg match of the final round at Nkoloma Stadium in Lusaka.

Zambia clashed out 4-2 on aggregate having lost the first leg match by 1-0 in Harare last Wednesday.

Albert Kachinga’s side entered Nkoloma Stadium with the hope of reversing the first leg loss in Lusaka.

However, Shepolopolo suffered a set back when Zimbabwe took a 6th minute lead thanks to Kudakwashe Basopo’s early goal that was cancelled by striker Noria “Mbesuma” Sosala on 22 minutes.

Zimbabwe went 2-1 up with a goal from Samkelisiwe Zulu in the 35th minute to silence the home supporters in Lusaka.

Fifteen minutes after the break Zambia equalised with a 60th minute penalty converted by Misozi Zulu before Emmaculate Msipa scored the winner on 89 minutes.

Zambia has only been to the African Womens Championship once.

The Tennant Chilumba led Power Dynamos technical bench is relieved to see the club return to winning ways after Saturday’s 1-0 home win over Red Arrows at Arthur Davies Stadium in Kitwe.

The victory came under a dark cloud for Chilumba that threatened to end his three year stay at Power after losing two successive games from three round of matches played into the 2016 FAZ Super Division season.

Chilumba came into the game handed with a five-match ultimatum to turn around Power’s fortunes or be fired.

“Firstly, glory be to God who has been with us during that period we lost two games. This win is very much a relief we needed this win and nothing else,” Power assistant coach Anderson Phiri said.

“When you lose the coaches are on the chopping board, when you win it is the players who have done a re-commendable job,” Phiri said.

On the other hand, Arrows coach Mathews Phiri blamed referee Francis Lombe for the defeat.

Lombe allowed a controversial 78th minute goal scored by Martin Phiri who is alleged to have been in an offside position to stand.

“We lost the game to a referee. How can a referee handle games like this?This is just week five and the referee are biased like this,” Phiri fumed.

“This is football we use a lot of money to prepare teams for these games not to be given a silly goal like that. This is very poor officiating,” he added.

This was Arrows’ first loss of the season.

Missions abroad to acquire properties through mortgage

The Ministry of Foreign Affairs has come up with a mortgage financing initiative that will enable Zambian missions abroad to acquire mortgages in respective host countries for the construction or acquisition of properties in order to cut the high cost rentals challenges.

In an effort to reduce expenditure in Zambian missions abroad, Cabinet at its 18th meeting held in July 2015 accepted the recommendation by the Ministries of Foreign Affairs and of Finance to acquire mortgages for the construction or acquisition of properties in missions abroad.

Foreign Affairs Public Relations Officer Dorcas Chileshe disclosed in a press statement released to ZANIS in Lusaka today that an inter-ministerial committee comprising experts drawn from different ministries has since been constituted.

Mrs. Chileshe said the committee has finalised the guiding principles and terms of reference and is currently working on the mortgage financing document.

She further said the initiative covers various options including construction and purchasing of chanceries and houses for diplomatic staff.

She said the initiative would be piloted in a number of missions some of which have already advanced in terms of negotiations with financial institutions that offer mortgages in host countries.

Mrs. Chileshe added that the programme will then be rolled out to other missions.

“It is expected that the initiative will relieve stress on the treasury in terms of paying rentals and generate savings for the country which can be used for other developmental programmes,” Mrs. Chileshe explained.

Meanwhile, government spent K14, 713, 566.13 on rentals alone in the first quarter of 2015.

At the opening of the second session of the eleventh National Assembly on 19th September 2015, President Edgar Lungu directed that the operations of missions abroad be one of the areas on which cost saving measures should be instituted.

Frequent road accidents worry ZBTWU

More stakeholders have expressed grave concern over the rising number of road traffic accidents occurring in the country.

Zambia Bus and Taxi Workers’ Union (ZBTWU) president James Liambai said the union was deeply concerned with the loss of lives through road traffic accidents.

Mr. Liambai attributed the high number of road mishaps to fatigue amongst drivers who are subjected to traveling long distances coupled with poor their conditions of service.

Mr. Liambai, who was flanked by his General Secretary (GS) Mangalitso Nkunika, said this in an interview with ZANIS in Lusaka today.

He bemoaned that drivers do not have adequate sleep hence lose alertness and concentration when driving.

“The labour movement feels fatigue among the bus drivers is the major contributing factor for the high number of road accidents the nation is currently experiencing,” Mr. Liambai said.

And ZBTWU general secretary Mangalitso Nkunika called for concerted efforts from all stakeholders in the transport sector to work towards finding solutions to reduce accidents on the roads.

Mr. Nkunika urged the stakeholders to avoid the blame game but to instead act responsibly in trying to find a lasting solution towards reducing road carnages in Zambia.

“Let us avoid the blame game and act responsibly. As a labour movement, we believe in team-work if these road mishaps are to be reduced,” Mr. Nkunika said.

Meanwhile, President Edgar Lungu has learnt of the death of 25 people between Kabwe and Kapiri Mposhi yesterday with shock and sadness.

President Lungu has since announced that government will take over all expenses for the funerals of those who died in the road traffic accident yesterday.

Mr. Lungu has further directed Central Province Minister Davies Chisopa to lead the his administration in working with the Disaster Management and Mitigation Unit officials to lessen the burden of the families as much as possible.

The Head of State directed that dual carriage ways should be built soon to help reduce incidents of road accidents such as the ones experienced in recent months.

Yesterday, 25 people died in an accident involving a Wada Chovu Marcopolo bus and a Mercedes Benz minibus around 09:00 hours between Kabwe and Kapiri Mposhi districts in Central province.

The bodies of the deceased persons are lying in Kabwe hospital mortuary awaiting identification and post-mortem.

Kampyongo worried about diminishing burial spaces

KampyongoGovernment says it is deeply concerned with the small burial space that has remained at Leopards Hill and Chunga cemeteries in Lusaka.

Minister of Local Government and Housing Steven Kampyongo has since directed the Lusaka City Council (LCC) to expedite the process of indenting a new burial site for the residents of Lusaka.

Mr. Kampyongo said Leopards Hill and Chunga cemeteries are almost filled up hence the need for the local authority to treat the matter of finding an alternative burial site with urgency.

He said this in Lusaka today shortly after a tour of Chunga and Leopards Hill cemeteries this morning.

Mr. Kampyongo, who was accompanied by Lusaka Town Clerk Alex Mwansa and senior council officials, also toured the Chunga solid waste dumpsite.

He has appealed to the Lusaka City Council to work closely with the local authorities in the surrounding districts of Chilanga, Chibombo, Kafue and Chisamba during the process of finding a new burial site.

And Mr. Kampyongo has urged the council to computerise the documentation of the decease persons’ details for effective tracing of information for both government and their families.

Meanwhile, Lusaka Town Clerk Alex Mwansa assured Mr. Kampyongo that the local authority was working hard to urgently address the matter of finding an alternative burial site.

Mr. Mwansa also said the council was exploring various ways of finding a burial site.

He said among the options was the possibility of having a shared cemetery with the surrounding districts.

Former District Commissioner for Kabwe, Patrick Chishala, has commended President Edgar Lungu for directing that government takes over the funeral expenses of the people who died in yesterday’s road traffic accident involving a Wada-Chovu bus and a Mercedes Benz minibus at Kabwe’s Manyumbi Area.

Yesterday, 25 people died in an accident involving a Wada Chovu bus registration number AJB 6340 and a Mercedes Benz minibus ACZ 4829 registration number ACZ 4829.

Mr. Chishala said the decision by the President signifies that he was truly the father of the nation and will greatly help in assisting the affected families.

And Mr. Chishala has called on the clergy in the country to partner with government in curbing road traffic accidents.

Speaking during an interview with ZANIS this morning, Mr. Chishala, who is also Provincial Taxis and Minibus Drivers (PTMD) patron, described yesterday’s accident as a tragedy for the country.
He said he was deeply saddened that 25 lives were lost in yesterday’s accident adding that his prayers are with the affected families.

He has since appealed to the clergy to partner with government and guide the country in praying and anointing the roads so as to curb fatal accidents which have recently rocked the country.

“We desperately need God’s intervention and in as much as the government is doing its best to better our roads, we need prayers on our roads to arrest evil schemes,” he said.

Mr. Chishala recalled that the same accidents which have resurfaced took root on the Great North road in 2013 and claimed many lives until the provincial administration partnered with the church.

He noted that the corporate prayers helped in reducing road traffic accidents in the province in 2013.

“You see, we should not forget God in all this because prayer changes things. It was done before and it can be done again. We should not underestimate what God is able to do to preserve our lives if only we can go back to Him and seek His intervention on our roads,” he said.

And Mr. Chishala has called on bus drivers using bigger bus to be cautious on the road and respect other road users.

He said the drivers should equally avoid over speeding because they carry many people in their buses.

And Njanji Ward Counsellor Cornelius Katiti has appealed to road users to take precautionary measures while on the road.

Mr. Katiti told ZANIS in an interview that there was equally need for the Road Transport and Safety Agency (RTSA) to put up stringent measures and inspect vehicles as a way of reducing road carnages.

“I feel that RTSA can equally intensify its operations by thoroughly inspecting these transport facilities as well as the users because sometimes, the vehicles are faulty and at other times, the drivers are inexperienced hence the accidents,” he observed.

Meanwhile, the clergy in Kabwe have welcomed the call by Mr. Chishala for them to partner with government and pray against road carnages.

Kabwe Pastors’ Fellowship Chairperson, David Muwowo said the church was always available and willing to work with the government of the day in alleviating some of life’s challenges.

“Well, I think prayer is the way out of such challenges and as the church we agree at any time to partner with government and seek God’s intervention because for sure we saw a relative reduction in accidents when we previously regrouped and prayed as well as anointed the roads,” he recalled.

Pastor Muwowo however reiterated Mr. Katiti’s call on government to seriously inspect road users and regulate their speed through the Road Transport and Safety Agency.

“While we acknowledge the call to pray as the clergy, we also want to see government intervention with regard to the security and competence of these road users as well as the safety of the passengers that they carry. Otherwise, we are ready to join government divinely as for sure, spiritual problems need spiritual solutions,” he stated.

The Zambia Road Safety Trust has said that the Government should take the blame for the fatal road traffic accident which claimed 25 lives and left more than 11 people seriously injured after a Scania Marcopolo bus registration number AJB 6340 and a Mercedes Benz minibus registration number ACZ 4829 collided head on the Great North Road.

The accident, which occurred between Lushimba and Manyumbi between 09:00 and 10:00 hours yesterday, saw 23 passengers die on the accident scene while two others died at Kabwe General Hospital.

In a statement released to the media, the Road Safety Trust said that accident was preventable and avoidable and within the powers of relevant government organs to stop it.

” However, negligence on behalf of the government allowed this to happen. The cause of this accident was over speeding, which should have been avoided given that the government has already put in place a Statutory Instrument (SI) that compels all public service passenger vehicles to install speed limiters before they are allowed on the road. Speed limiters are there to slow down these vehicles which carry a lot of people. We should all ask ourselves, was this law enforced, if yes this accident and many others before would have been avoided, ” read the statement

Sunday, 10th April, 2016, Lusaka: The Zambia Road Safety Trust is saddened and upset by the loss of 25 innocent lives in a preventable road accident that happened on Saturday, 9th April 2016.

As chair of the Zambia Road Safety Trust, I wish to convey our deepest and heartfelt condolences to the families of the dead victims and wish those injured quick recovery.

I want to put it on record that this accident was preventable and avoidable and within the powers of relevant government organs to stop it. However, negligence on behalf of the government allowed this to happen. The cause of this accident was over speeding, which should have been avoided given that the government has already put in place a Statutory Instrument (SI) that compels all public service passenger vehicles to install speed limiters before they are allowed on the road. Speed limiters are there to slow down these vehicles which carry a lot of people. We should all ask ourselves, was this law enforced, if yes this accident and many others before would have been avoided.

Therefore, the victims and families of the dead should put the blame on government for lack of action to prevent this sad incident. And the government should come out and admit the blame and fully compensate each and every family affected in this accident and others similar before. Government should fully investigate how this accident could have been avoided while those directly responsible should also take personal responsibility for murdering innocent people and not diligently performing their duties.

Road fatalities and injuries and trauma have a significant impact not just on people directly involved but on their friends, families and their communities. In the past 12 months to December 2015, there were over 2000 deaths on Zambian roads. The estimated annual economic cost of accidents in Zambia sits at K500 million per year. The cost includes delays and disruption to all road users, loss of productivity and the diversion of health resources to these avoidable events. However, it is the social costs that are most significant as the loss of lives; personal pain and trauma have the lasting impacts on victims, families and communities.
